Milosevic,

I cordially
congratulate you, and through you -
all the members of the Socialist
Party of Serbia, on the occasion of
the Day of Victory of the peoples
of USSR and Yugoslavia over the
common enemy - German fascism.

We remember
well that Yugoslavia, by receiving
the attack of the Hitler's armies
in the spring of 1941, postponed
the beginning of their attack on
USSR. We remember well that heroic
Yugoslav partisans gave invaluable
assistance to the Red Army, that
destroyed the fascist hordes. We
remember well that in the spring of
1999 Yugoslavia received the attack
of the Hitler's successors, showing
once again to the whole world an
example of the steadiness and
courage.

Your heroic
resistance to the ruthless "new
world order", which you continue in
the dungeon cell and before the
unjust court is followed by the
warm support and sympathies of the
tens of millions of Russians.

We wish you
unshakable strength of spirit and
health, so much needed for your
honorable struggle against the
successors of Hitlerism.

Russian Duma Calls for Milosevic to be Set
Free!

Federal Assembly of the Russian Federation.

Declaration of the State Duma concerning the
necessity of establishing time
limits on the work of the International
Criminal Tribunal for the Former
Yugoslavia [ICTY].

The State Duma of the Federal Assembly of the
Russian Federation expresses
deep concern regarding the work of the ICTY.

The ICTY ignores the serious violations of
international humanitarian law
committed by member states of NATO during
their aggression against the
Federal Republic of Yugoslavia. The ICTY has
not made a legal assessment of
this aggression. It has refused to hold
responsible those leaders of the
states, members of NATO, who took part in the
aggression against the Federal
Republic of Yugoslavia. It is of deep concern
that the ICTY's indictments and
prosecutions of individuals have the
character of political processes.

The ICTY also did not make the proper
judgment of the activities of Albanian
extremists and terrorists who committed in
Kosovo crimes against humanity
which are under the jurisdiction of the ICTY.

The ICTY violates the rights of the accused
including the right for defense.
In violation of the generally accepted
principles and norms of international
law, it has, on the territories of sovereign
states, continued to employ the
unacceptable practice of arresting
individuals on the basis of so-called
secret lists of the accused.

Responsibility for judicial processes
including those related to crimes
against humanity should be turned over to the
national judicial systems of
the sovereign states formed on the territory
of the former SFRY.

In relation to the above-mentioned, the state
Duma of the Federal Assembly of
the Russian Federation therefore:

1. Requests from the President of the Russian
Federation, Vladimir Putin,
that he consider initiating in the Security
Council of the UN a discussion of
establishing the precise time frames within
which the ICTY can discharge its
jurisdiction, and also of abolishing the
detention of the former President of
the Federal Republic of Yugoslavia, Slobodan
Milosevic, so that he can
properly prepare his own defense;

2. Directs this declaration to the President
of the Russian Federation, Vladimir Putin;

3. Directs this Declaration to the
Parliamentary Gazette for official
publication;

4. Asserts that this Declaration shall go
into effect the day of its adoption.

RUSSIAN PARLIAMENT DEMANDS RELEASE OF MILOSEVIC

MOSCOW, Feb 15, 2002 -- (dpa) Russia's parliament
demanded Friday that former Yugoslav President
Slobodan Milosevic be released from United Nations
custody in The Hague, Holland, where he faces charges
of genocide, war crimes and crimes against humanity.
A total of 316 deputies in the 450-seat Duma backed
the resolution with only 6 votes against, the Interfax
news agency reported.
The proceedings against Milosevic had become a
"political trial of an entire country," criticized the
Communist speaker Gennady Seleznyov.
"Both the NATO leadership and the people who ordered
the bombing of Yugoslavia must be brought before
court," he was quoted as saying.
The Duma also accused the United Nations war crimes
tribunal of ignoring crimes by NATO and Albanian
extremists in Kosovo in its examination of the
conflicts in former Yugoslavia in the past decade.
The house said in the resolution that crimes committed
in the Balkan wars should be dealt with in courts in
former Yugoslavia.
President Vladimir Putin should now use his influence
in the UN Security Council to ensure the tribunal's
work has a clear time limit, it added.
Milosevic has been under detention by the tribunal
since the end of June after being handed over by
Belgrade. He refuses either to recognize the
legitimacy of the tribunal or the charges against him.

GENNADI SELEZNEV :
"TOP FIGURES IN NATO SHOULD BE IN THE DOCK INSTEAD OF
MILOSEVIC"

Slobodan Milosevic continues to state the case in his
defence before the international war crimes tribunal
at The Hague. On Friday morning, the former Yugoslav
President presented the trial with photographic
evidence of gruesome crimes by NATO during the
American-led aggression against his country in 1999.
The pictures showed bombed out hospitals and apartment
blocks, which buried hundreds of innocent people
including children beneath the rubble. Mr Milosevic
called attention to the fact that NATO bombed
ethnically mixed towns and villages killing Albanians,
Turks and Gypsies as well as Serbs. The Russian Lower
House Speaker Gennadi Seleznev dismisses the whole
hearing as a political show trial. He is quoted as
believing top figures in NATO should be in the dock
instead of Milosevic.
