I'm writing this as an independent observer of Slovenian situation
before EU and NATO referendum on 23th of March.
I've translated and e-distributed 10 criteria of TEAM
[http://www.teameurope.info/%5d for a fair
referendum campaign, but no journalist nor politician is much
"concerned" about it. An important push could come only from
outside - criticism from EU or other "more democratic" countries.
Primary questions to citizens of EU and NATO countries are those:
Do you want for your country to be closely associated with a state
that "convinced" it's people to join those organisations through such
an enormous propaganda machinery? Can you rely on long-term
satisfaction of the people in such a country? If government is using
such methods towards it's people, which methods would they be
prepared to use against other countries or against alliance and union
itself?
I can't translate all 3 articles below at once. If there'll be any
interest, I'll do it for you.
Simple message is: Government is spending far more than 150 mil
SIT ( 232 SIT = 1 EUR ..... 650.000 EUR) on EU and NATO
referendum campaign. Only in this period of campaign, mind you!
NO FUNDS are intended to go to any kind of sceptic or critical
organisations.
Out of 8 parties in parliament (I like to call it eight-party
democracy) all but two support NATO, and all but 1 EU
membership. These two aren't serious critics, but more or less
exploit the situation.
NO TEAM referendum criteria out of 10 is fulfilled here in Slovenia.
Since Slovenia will be first in the row of referendums... please, be
concerned :)
Present leader of Governmental Office of Information is Gregor
Krajc(round 30 years young). He is lawyer by education, worked in
Bruxelles as a journalist for national radio and later was employed at
Studio 3S - marketing company (known to some as a company with
a lot of personal connections to past regime). After he got the
position in UVI (GOI), Studio 3S quickly got also a contract for
round 9.000 EUR. Noone is making a fuss out of that.
Also Krajc explained that since referendums are so soon,
"unfortunately" no funds will be available for critics - there has to
be a "proper public tender" you know... creepy tricks of the trade.
Of course I don't need to explain that no serious opposition to EU
exists. Group Neutro closed down and the rest is simply
under-informed and not capable of producing serious and efficent
contra arguments. Out of parliamentary parties are not funded and
no new democratic movements are capable of growing.
There are a bunch of anti NATO organisations, but when it comes to
serious debate, most of them want to stay in anonimity... could
explain why, but it's a bit too complicated.

Toliko bi si ¾elel direktor vladnega urada za informiranje Gregor
Krajc, vendar ne ve, koliko bo za medijsko kampanijo za
referenduma v resnici dobil
"Za medijsko kampanjo v podporo pozitivnemu
izidu na referendumu za prikljuèitev Slovenije
Evropski uniji in Natu bi potrebovali okoli 150
milijonov tolarjev," je dejal Gregor Krajc,

Po besedah Gregorja Krajca bo kampanja, ki je

in Natu. Poudarek bo na regionalnih medijih,
saj je namen vlade, da gre med ljudi. Na
vpra¹anje, ali bo ¹lo za plaèane oddaje in prispevke, je Krajc
odgovoril: "Ne. Ta vpra¹anja bodo lokalni elektronski mediji vezali
na svoje oddaje. Mi bomo poskrbeli za goste, oddajo strokovno
podprli, plaèali pa ne bomo niè. Nekateri so sicer hoteli plaèilo,
vendar sem to zavrnil."
Do referenduma bodo v ¹estih veèjih slovenskih mestih organizirali
okrogle mize, na katerih bodo sodelovali strokovnjaki razliènih
ministrstev. Na pripombo, ali ne bo propagandna akcija, v kateri
bodo sodelovali tudi èlani Slovenske vojske, preveè militantno
naravnana, je Gregor Krajc odvrnil, da bodo sicer nastopile "voja¹ke
osebe, vendar tako strokovno, da ne bodo posegale na civilno
podroèje".
Posebnih publikacij v podporo prikljuèitvi Evropski uniji ali Natu ne
bo, bodo pa natisnjeni samo podatki o obeh organizacijah na papirju
formata A4. "Sicer pa obe najveèji televiziji tako ali tako
pripravljata svoje oddaje o teh vpra¹anjih," je ¹e povedal Krajc.

usklajevali kar sami, nam je povedal njegov direktor Gregor Krajc.

Informacijska strategija se bo zaèela ta teden in bo temeljila na treh

"Ker je èasa malo, bo za nas odloèilna predvsem televizija. Vendar

steber so predvidene publikacije o EU in Natu, in sicer ponatis
priroènika z naslovom Kako smo se pogajali.
Ministri in sekretarji kot promotorji
Nosilki zadnjega stebra bosta skupini, in sicer bo prva delovala na
ministrski ravni, vanjo bo vkljuèen tudi predsednik vlade, druga pa
na ravni dr¾avnih sekretarjev. Ministri se bodo sestajali tedensko,
ocenjevali bodo minulo delo ter bili predvsem nekak¹ni promotorji,
in sicer s posredovanjem argumentov in gesel za vstop v Nato
oziroma EU.
Skupina dr¾avnih sekretarjev pa se bo najverjetneje sreèevala vsak
dan in tekoèe spremljala dejavnosti.
Dobrih 200 milijonov za propagando
V podporo vsemu na¹tetemu bodo tudi infobus, natovske dopisnice,
felix kartice EU, Nato- in EU-fon, plaèanih oglasov pa ne
predvidevajo. Kot smo ¾e pisali prej¹nji teden, je vlada za
vkljuèevanje Slovenije v Nato in EU odobrila dodatnih 128
milijonov, ¾e prej pa je bilo zagotovljenih 78 milijonov tolarjev.
Preprièani o uspehu referendumov
"Prièakujemo, da bo volilna udele¾ba vi¹ja, kot je bila na zadnjih
predsedni¹kih volitvah," razlaga Krajc. Dodaja, da veèina Slovencev
namreè ¹e vedno podpira vstop v EU in Nato, z omenjenimi
dejavnostmi pa ¾elijo to podporo obdr¾ati in utrditi. Na na¹e
vpra¹anje, ali lahko predviden napad na Irak vpliva na izide o
prikljuèitvi Natu, je sogovornik odgovoril, da po njegovem mnenju
ne, ¹e posebej, èe se na gro¾njo z napadom pravilno odzovejo.
"Ljudem je treba namreè razlo¾iti, da Nato in posredovanje v okviru
Zdru¾enih narodov nista ista stvar," pojasnjuje Krajc.
©tevilo vpra¹anj raste
Na uradu za informiranje vsak dan odgovarjajo tudi na vpra¹anja,
povezana s tematiko EU in Nata. Kot pravi Krajc, trenutno prejmejo
po elektronski po¹ti, Nato- oziroma EU-fonu in na brezplaènih
natovskih dopisnicah od 10 do 15 vpra¹anj na dan, po promociji pa
naj bi to ¹tevilo zraslo na 70, morda celo 80 vpra¹anj na dan.

Sli¹ati je, da je Studio dobil ta posel
samo zato, ker je Gregor Krajc postal
direktor urada za informiranje, ki je
naroènik posla.
Gregor Krajc je potrdil, da je Studio 3S
dobil omenjeni posel in dodal, da je to
podjetje ¾e pred njegovim prihodom na
urad sodelovalo pri projektih obve¹èanja
javnosti o Natu in EU. Pojasnil je, da je
posel vreden 1,8 milijona tolarjev, zato
za izbiro izvajalca ni bilo treba izvesti
javnega razpisa. Krajc je zatrdil, da je
urad k sodelovanju povabil deset
oblikovalcev oziroma agencij, ¹est med
njimi pa se je vabilu tudi odzvalo.
"Komisija je med prispelimi ponudbami
izbrala Studio 3S kot najbolj¹ega
ponudnika, saj je zbral najveè toèk pri
predpisanih merilih," je povedal Krajc.
Komisija je ponudbe ocenjevala na
podlagi ¹tirih meril: cene, roka izdelave,
kreativne zasnove in referenc. Kot je povedal Krajc, je Studio 3S
zbral 65 toèk od sto mo¾nih, drugi najbolj¹i ponudnik, oblikovalka
Polona Zupanèiè, pa 60 toèk. Ponudba Polone Zupanèiè je bila
najcenej¹a, vendar je Studio 3S dobil veè toèk za oblikovanje in pri
roku za izdelavo.
Prekratki roki
Poklicali smo ¹e enega izmed povabljenih oblikovalcev. Na agenciji
Imelda so potrdili, da je urad povabil k sodelovanju njihovo
oblikovalko Jasno Andriè, ki pa se vabilu ni odzvala. Matja¾
Potokar iz Imelde je povedal, da so bili roki za oddajo ponudbe
prekratki, da bi njihova oblikovalka lahko oddala resno in
kakovostno ponudbo. Na vladnem uradu za informiranje so potrdili,
da so roki bili res kratki, in pojasnili, da so ¹ele 15. januarja
dobili navodila za izvedbo plakatov in publikacij za obve¹èanje
javnosti o vstopu Slovenije v EU, odpiranje ponudb pa je bilo ¾e 24.
januarja.

Iraq crisis dampens Slovenian support for joining NATO
LJUBLJANA, Jan 27 (AFP) - Public support in Slovenia
for joining NATO slipped to 44 percent in January,
from 50 percent in December, and could fall more if
the United States attacks Iraq, Ljubljana's University
Research Center said Monday.
Slovenia is to hold a referendum on joining NATO on
March 23.
If a referendum on NATO was held next Sunday, 44
percent of Slovenians would back membership while 39
percent would vote against.
A total of 17 percent are still undecided, according
to the results of a poll of 1,000 respondents carried
out by the Center between January 20 and 22.
"A positive trend in support could be seen since March
last year," professor Niko Tos, director of the Social
Sciences Public Opinion Research Center.
Slovenia along with other six former communist states
were invited to join NATO at an Alliance summit in
Prague in November.
"It is possible that if a war in Iraq is taking place
when the referendum is held, it could favour a
negative choice (among voters)," Tos said.
The survey also showed that while doubtful on NATO
membership, Slovenians support joining the European
Union.
Slovenia is among 10 candidate countries, mainly from
eastern Europe. slated to join the EU in 2004.
According to the poll, 65 percent of Slovenians back
EU membership while only 18 percent oppose.
Slovenia votes also on EU membership on March 23.

Prekratki roki
Poklicali smo ¹e enega izmed povabljenih oblikovalcev. Na agenciji
Imelda so potrdili, da je urad povabil k sodelovanju njihovo
oblikovalko Jasno Andriè, ki pa se vabilu ni odzvala. Matja¾
Potokar iz Imelde je povedal, da so bili roki za oddajo ponudbe
prekratki, da bi njihova oblikovalka lahko oddala resno in
kakovostno ponudbo. Na vladnem uradu za informiranje so potrdili,
da so roki bili res kratki, in pojasnili, da so ¹ele 15. januarja
dobili navodila za izvedbo plakatov in publikacij za obve¹èanje
javnosti o vstopu Slovenije v EU, odpiranje ponudb pa je bilo ¾e 24.
januarja.

Iraq crisis dampens Slovenian support for joining NATO
LJUBLJANA, Jan 27 (AFP) - Public support in Slovenia
for joining NATO slipped to 44 percent in January,
from 50 percent in December, and could fall more if
the United States attacks Iraq, Ljubljana's University
Research Center said Monday.
Slovenia is to hold a referendum on joining NATO on
March 23.
If a referendum on NATO was held next Sunday, 44
percent of Slovenians would back membership while 39
percent would vote against.
A total of 17 percent are still undecided, according
to the results of a poll of 1,000 respondents carried
out by the Center between January 20 and 22.
"A positive trend in support could be seen since March
last year," professor Niko Tos, director of the Social
Sciences Public Opinion Research Center.
Slovenia along with other six former communist states
were invited to join NATO at an Alliance summit in
Prague in November.
"It is possible that if a war in Iraq is taking place
when the referendum is held, it could favour a
negative choice (among voters)," Tos said.
The survey also showed that while doubtful on NATO
membership, Slovenians support joining the European
Union.
Slovenia is among 10 candidate countries, mainly from
eastern Europe. slated to join the EU in 2004.
According to the poll, 65 percent of Slovenians back
EU membership while only 18 percent oppose.
Slovenia votes also on EU membership on March 23.
