Ex-rebel Chief Warns of New South Serbia Violence

A former guerrilla chief warned today of renewed
violence in southern Serbia after police at the
weekend detained 12 local Albanians suspected of
illegal arms possession.
"We don't know why they were arrested. This is a clear
provocation by the Serbian side," Shefket Musliu told
Reuters by telephone.
His ethnic Albanian rebel force agreed to lay down
arms in May 2001 under a peace deal which NATO helped
broker.
The situation in Serbia's Presevo Valley, which has a
large ethnic Albanian community, has been mostly
peaceful since then.
But tension flared following the February 4 killing of
an ethnic Albanian secret police officer in the town
of Bujanovac.
Serbian Deputy Prime Minister Nebojsa Covic blamed it
on the former rebels who in 2000-01 fought security
forces in the area, which borders the UN-governed
province of Kosovo.
A few days later, police arrested 12 people and seized
arms in a pre-dawn raid on two nearby villages, local
media said.
Five of them were later released, including Musliu's
brother, but police have placed the remaining seven
under official investigation for alleged
terrorism-related activities.
Local Albanians staged peaceful protests following the
arrests.
Covic has vowed that police would deal with "terrorist
gangs, which are trying to operate in the Bujanovac
area."
He said on Tuesday they had stepped up security
measures in the region.
Musliu hit back, accusing police of organising the
arrests in order to justify their presence. "The
situation is very tense in the Presevo Valley after
the arrests," he said in Kosovo.
He called on Western officials to try and ensure
implementation of the peace deal, suggesting he was
not happy about post-conflict developments in the
impoverished valley.
"I beg them for the good of the people in the valley
to react quickly, otherwise new bloodshed can happen,"
Musliu said, without elaborating.
The rebels took up arms in early 2000 in the name of
better rights for local Albanians.
Prime Minister Zoran Djindjic played down fears of any
wider violence, saying the security forces were in
control. "The presence of Serbian security forces, the
level of control that we have and international public
opinion clearly indicate that no provocation that
would be attempted in southern Serbia can succeed," he
said in the Serbian city of Novi Sad.

SERBIA AND MONTENEGRO: Serbia Steps Up Security in the South

The head of the Serbian Parliament Security Committee
Dragan Sutanovac has said the state will take
preventative measures in southern Serbia to prevent
the return of terrorist groups.
"Security services there are at the ready to act
promptly if need be. We will not allow any clashes or
the re-emergence of terrorist groups", Sutanovac told
press.
He added that the situation will be discussed at a
sitting of the Security Committee and that a committee
sitting is also scheduled to be held next week in
Presevo and Bujanovac, reported radio b92.

Tension in Kosovo Again

Recently, making use of opportunity that the world
community is focusing on Iraqi issue, the Kosovo
extremists have intensified their sabotage activities.
It was reported they hide weapons and ammunition,
smuggle arms and drugs and attack the peacekeepers.
The ethnic Albanian extremist organization recently
opened a website on internet, publishing photos of its
members, flaunting its activities and inciting all the
Albanians to "join organizations or take up arms".
There is even report saying 453 ethnic Albanian
children are put together to receive training on
explosion technology. Meanwhile, Kosovo Parliament
adopted on Feb. 13 a proposal by 3 Albanian senators
expressing support to a joint statement by 42 Albanian
senators demanding for Kosovo "independence". This
shows Kosovo has taken new actions towards
"independence".
Action of terrorism and separation by Kosovo extremist
organizations witnessed strong reaction in Serbia and
Montenegro and the common state expressed deep concern
over the present situation there. Prime Minister
Djindjic of the Republic of Serbia, Serbia and
Montenegro, warned recently that "If Kosovo went
independence, the Balkan as a whole would return to
condition in 1990". Foreign Ministry of Serbia and
Montenegro issued a statement on the 14th expressing
deep concern over the statement adopted on the 13th by
Kosovo Parliament. The State Security Committee of
Serbia and Montenegro recently held a meeting, issuing
warning to the danger in Kosovo. Serbia and
Montenegrin leaders also condemned the Albanian
extremists for their activities for independence and
not any action taken by them for implementation of
Security Council Resolution 1244.
In view of new tendency of terrorism and separatism in
Kosovo, Serbia and Montenegro expressed determination
to fight firmly the terror action so as to maintain
territorial integrity. Serbian PM Djindjic told on the
13th that Serbia and Montengro is able to triumph over
the daily-increasing terror activities in Kosovo. He
emphasized, "We cannot make any compromise with the
terrorists". The State Security Commissions of Serbia
and Montenegro expressed, "Firmly oppose any
maintenance for Kosovo independence". Zivkovic,
Minister of Interior Affairs of Serbia and Montenegro
issued a speech days ago that the army and police of
Serbia and Montenegro has been ready in organization
and equipment and is able to check the probable large
scale terrorist activity by Kosovo terrorists. The
statesmen of Serbian Republic expressed one after
another that the task of top priority for current year
is to "combat action of terrorism and organized
criminal activity in Kosovo", "Kosovo is an
inseparable part of Serbia and Montenegro and the
common state will make use of all legitimate means to
smash the scheme to worsen situation by Kosovo
Albanian terrorists".
To stabilize Kosovo situation, Serbia and Montenegro
decides to move at any time the police and army.
Serbia based newspaper "Svetlost" reported on the 16th
that not long ago concerned department of Serbia and
Montenegro has dispatched a certain amount of crack
troops of the Ministry of Interior Affairs of Serbia
and Montenegro and the special troops of "Crvene
Beretke" directly commanded by the Serbia and
Montenegrin Gov't. On the 13th, it also moved some
police troops from Belgrade to Kosovo. Moreover,
department of Serbia and Montenegro have also
strengthened security measures in public places, vital
communication lines and border areas and also called
on people all over the country to maintain sharp
vigilance.
Present situation in Kosovo has also aroused attention
of world community. US State Department spokesman
pointed out US is concerned over the tension on
future Kosovo status between Serbia and Montenegro and
Kosovo. Solana, EU senior official in charge of
diplomatic and security affairs also expressed much
worries about the terrorist activities of Kosovo
radicals to sabotage state law and worsen situation.
He appealed that all people in Kosovo should
unconditionally support and respect state law and
"accept under no circumstance the activity of violence
by the radicals".
UNMIK Chief Steiner expressed on the 14th that no one
is allowed to decide unilaterally the future of Kosovo
and only the UN Security Council is entitled to decide
the status of Kosovo.
Observers here noted that action of terrorism and
violence cannot solve Kosovo issue. Kosovo situation,
to a great extent, depends on the condition of local
economic development. Therefore, in order to maintain
state unity and territorial integrity, besides
continuing to combat the evil forces of separatism,
terrorism and extremism in future, the Gov't of Serbia
and Montenegro should try its best to boost the local
economic development.

ONE GENDARME KILLED IN SOUTHERN SERBIA

BUJANOVAC, Feb. 23 (Beta) - A member of the gendarmerie from
Belgrade, Milan Vujovic (28), was killed on Feb. 23 in the explosion
of an antitank mine on the road between the villages of Muhovac and
Breznica, around 10 kilometers northwest from Bujanovac, stated the
Serbian Interior Ministry.
Gendarmerie members Goran Perovic (33) and Zoran Zizic (30) were
lightly wounded. They were traveling in the same vehicle with Vujovic,
when it ran into the mine, it was said in the statement.
The investigating judge of the Vranje District Court and the
district public prosecutor investigated the site of the explosion, in
the presence of members of the European observers' mission.
The head of the Coordinating Body for southern Serbia, Nebojsa
Covic, said that this attack has been performed by "already known
bandits in southern Serbia Sefqet Musliu, Besim "Cecen" Tahiri and
Lirim Nazi "Jakupi," about whom the Belgrade authorities warned
earlier.
"This has nothing to do with the other and former commanders of
the Liberation Army of Presevo, Bujanovac and Medvedja, just like it
has no connection with ordinary people. We expect UNMIK and KFOR to
arrest the three and deliver them to us, because they are located in
Kosovo and Metohija," Covic said. The assistant federal interior
minister, Mica Markovic, said that this attack by ethnic Albanian
extremists represented "a classical case of disturbing peace in the
entire region."

Skopje, 16 February: The HQ of the Albanian National Army ANA, AKSh in
Albanian and its division Skenderbeg are based in Macedonia, while the
main seat of the Front for National Albanian Liberation as received is
in Albania with branches in Pristina, Skopje, Presevo, Ulcinj and
Prevez, the deputy chairman as received of the Front for National
Albanian Unification, Valdet Vardari, told Albanian media in
Macedonia.

ANA will carry out its activities on territories inhabited by
Albanians outside Albania and Kosovo-Metohija, Vardari announced. He
said that ANA was not active in Kosovo-Metohija because the Kosovo
Protection Corps exist there as does the Albanian Army in Albania.

"Conditions for the beginning of a new war for Albanian territories
exist since the Albanians achieved nothing more in the past three wars
than what they had in 1990," Vardari said.

He announced a war "against the Serbo-Montenegrin conquerors who are
holding in occupation, slavery and colonization the Albanian land in
Kosovo and ethnic Albania".

GNJILANE, February 17 (Tanjug) - A group of terrorist ethnic Albanian
National Army (ANA) members controlled the traffic on the regional
Gnjilane-Presevo road, close to Mucibabe, on Sunday.
The terrorists were carrying light weapons, and wore black uniforms
with emblems of this ethnic Albanian military formation which has been
operating in this part of Kosovo-Metohija as of recent.
The ANA members stopped vehicles, and identified passengers of a local
regular-line bus. The terrorists operated on the part of the road
which is hidden by woods and is full of hairpin-bends, some 300-400
metros away from Mucibabe on the Kosovo side.

PRESEVO, Feb. 25 (Tanjug) - In the shadows of a possible war with
Iraq, "ethnic Albanian militants" in southern Serbia are preparing a
rebellion, the US news agency Associated Press said on Tuesday
quoting a former KLA commander in Serbia's southern Presevo Valley.
AP cited him as saying he and his men "are ready to launch a
new insurgency this spring aimed at breaking the region away from
Serbia and joining it with neighboring Kosovo".
"The glory days will return - and this time we will fight until the
end," the 29-year-old commander, who goes only by his first name,
Murteza, told AP.
Murteza claims he has dozens of eager young fighters at his
command. AP said that many analysts believe the militants may
take advantage of the world's preoccupation with the crisis in Iraq
to relaunch a rebellion in southern Serbia.

ultimi tempi sta facendo molto parlare di se', l'Armata popolare
albanese (Ana), ha rivendicato oggi l'attentato che nella notte
fra sabato e domenica e' costato la vita a un poliziotto e ha
provocato due feriti gravi nella Serbia del sud. Sul web site dell'Ana
- i cui capi, stando alle forze di sicurezza serbe e ad altre fonti,
si trovano in Kosovo - si precisa che l'attentato, una mina piazzata
sulla strada Bujanovac-Muhovo al passaggio di una camionetta della
polizia serba, e' stato organizzato da un'unita' di guerriglia
''della divisione Adem Jashari''. Il vicepremier serbo Nebojsa Covic,
nel denunciare il nuovo ''atto di terrorismo'', ha sottolineato che
l'Ana ''non ha nulla a che vedere con movimenti di liberazione
albanesi: dietro questa sigla si nascondono tre noti criminali, Sefcet
Musliju, Besin Tahiri detto 'il ceceno' e Ljirim Jakupi detto 'il
nazista', dei quali la Serbia ha gia' chiesto la cattura e
l'estradizione a Kfor e Unmik'', le forze internazionali e
l'amministrazione dell'Onu in Kosovo.
Stando alla polizia serba, i tre sarebbero anche dietro ai due
attentati contro le forze di polizia multietniche del sud della Serbia
che nelle settimane scorse avevano provocato la morte di un poliziotto
di etnia albanese.
L'Organizzazione per la sicurezza e la cooperazione europea (Osce) ha
definito stasera l'attentato ''una provocazione''. In un comunicato
diffuso alla stampa, l'Osce ha sottolineato che ''quei vigliacchi che
commettono tali atti di violenza devono capire che una democrazia non

TIME BOMB FOUND BETWEEN POLICE AND SCHOOL BUILDING IN PRESEVO

PRESEVO, March 1 (Tanjug) - A package containing 2.5 kg
of plastic explosives and a time mechanism, set to activate the bomb
at 8 a.m., was found at 7.35 a.m. on Saturday at the fence dividing
the Presevo police and secondary school building.
Members of the south Serbia coordination body, Serbian police,
EU monitoring mission, Presevo Mayor Riza Halimi and a Vranje
district court judge immediately visited the site. South Serbia
coordination body member Milorad Coguric said that this quantity of
explosives could have destroyed all buildings in the vicinity.
"Both Serbs and ethnic Albanians could have been killed in this
terrorist operation," Coguric said and added that with the
international assistance, state organs would defeat terrorism in the
region. Speaking on behalf of the citizens of Presevo and his
personal behalf, Halimi condemned this act, which he said came from
the "darkest structures of the society."
