Russia vetoes UNSC resolution on Srebrenica massacre

8/7/2015, 15:44 – Russia vetoed a UN Security council resolution condemning the Srebrenica massacre as genocide committed by the Serbian army, the Russian UN envoy said in a statement on Wednesday. Vitaly Churkin said it was "not constructive, confrontational and politically motivated.” China, Nigeria, Angola and Venezuela abstained from the vote, while the other 10 states voted in favor. The resolution, pushed by the UK, proposed condemning as genocide the Srebrenica massacre, in which thousands of Muslims were killed during the Bosnian War in July 1995. In June, Russian Foreign Minister Sergey Lavrov said the resolution is anti-Serbian in general and incorrectly interpreted the events even from a legal perspective. According to Lavrov, it “provokes further inter-ethnic tensions in the Balkans rather than promoting reconciliation of all the peoples living there.”

Russia Vetoes UNSC Resolution on Srebrenica Massacre (08.07.2015)

Russia vetoed a UN Security Council draft resolution on Wednesday that condemns the 1995 killings in the Bosnian town of Srebrenica as genocide.

UNITED NATIONS (Sputnik) — Ten of the Security Council's 15 members voted in favor of the document, while four, including China, abstained.
The current UNSC draft resolution on Srebrenica is the sixth version of the British resolution on Srebrenica, with the first one submitted in June. The resolution refers to the events in Srebrenica as genocide, and states that a denial of the massacre as a genocide is hindering reconciliation.
Earlier in June, Russian Foreign Minister Sergei Lavrov said that the British draft resolution was written in the anti-Serb tone and incorrectly interpreted, from a legal point of view, what had happened in Srebrenica.
In July 1995, according to UN estimates, over 8,000 Muslim men and boys were killed in the Bosnian city of Srebrenica after the city had been taken by units of the Army of Republika Srpska.
International Criminal Tribunal for the former Yugoslavia (ICTY) and the International Court of Justice have classified the massacre in Srebrenica as genocide. Serbia and the Bosnian Serbs do not deny the crime, but do not refer to it as genocide.
"Today is a great day for Serbia, and Russia has shown and proved that it is a true friend," Serbian President Tomislav Nikolic said in a written statement.
The Serbian president also said that Serbians were to be punished not for allegedly committing genocide, but for not joining sanctions against Russia because of "respect for truth and justice" despite external pressure.
On Sunday, the presidents of both the Republika Srpska, Bosnia and Herzegovina, as well as Serbia asked Russia to veto the adoption of the resolution in the UN Security Council.
"The results of voting in the UN Security Council is a victory of Russian diplomacy. If the resolution was adopted, it could have had serious consequences for the Balkans. Not only Russia, but, perhaps, China understood that in the UN Security Council. The Republic of Srpska and Serbia very seriously followed the voting, as many believe that the resolution, if it was adopted, would be another step toward the creation of unitary Bosnia and Herzegovina. The proposal for the creation of an international commission to objectively investigate what happened in Srebrenica 20 years ago has become more relevant," Balkan expert Yelena Guskova told Sputnik.

UN Srebrenica Resolution Shows Double Standards Justifying Russian Stand

09.07.2015

Several US experts justified Russia's position over Srebrenica massacre, accusing the West of double standards in attitude to war crimes.

WASHINTON (Sputnik) — Russia was justified by the evidence in its decision to veto a UN Security Council Resolution on Wednesday that sought to condemn Serbia for genocide over the Srebrenica massacre 20 years ago, US experts told Sputnik.
"After the bruising and pointless campaign to shame Turkey over an Armenian genocide this past year, here we are again in the political game of outrage and finger pointing," historian and political analyst Dr. Gilbert Doctorow, a board member of the Committee on East-West Accord, told Sputnik on Wednesday.
Up to 8,000 Bosniak Muslims, mainly men and boys, in and around the town of Srebrenica were killed by units of the Army of Republika Srpska under the command of general Ratko Mladic.
Doctorow acknowledged that Srebrenica was an atrocity carried out during a time of war. But he pointed out that it was not an act of genocide nor was it a part of any planned and orchestrated campaign of total extermination.
"Yes, Srebrenica was a war crime, and let things stand there," the Columbia professor said.
However, Doctorow added, “Calling it genocide cheapens the term by two orders of magnitude and serves only to raise tensions in the UN by those who want to discredit it to justify unilateralism.”
Michael Averko, a New York-based foreign policy analyst and regular contributor to Eurasia Review told Sputnik that Allied bombing campaigns against Germany and Japan killed vastly more civilians, including women and children, than the number of male prisoners killed at Srebrenica.
However, the US and British strategic bombing campaigns are never described as attempted genocides, he said.
“In these World War II examples, men, women and children were killed,” the analyst wrote. “The Srebrenica massacre in question involved Muslim males, with the Muslim nationalist [Alija] Izetbegovic regime recognizing ages 16-64 as worthy for armed service.”
Averko also pointed out that critics who focus on condemning the Serbs for Srebrenica are silent about the documented earlier killings of Serbs by Bosnian Muslims and Croats in the 1992-95 war.
“There was an earlier massacre of Serbs in the Srebrenica area, carried out by forces under the command of Nasir Oric,” he wrote.
Averko also accused the administration of President Barack Obama of double standards in its continued refusal to condemn Turkey for the World War I massacre of 1.5 million Christian Armenians as genocide.
“It is absurd for the US UN Ambassador Samantha Power to bash Russia for not recognizing Srebrenica as genocide,” he said. “The Armenian genocide more aptly fits the definition of genocide than Srebrenica. [Yet] the US government doesn't formally recognize what happened to the Armenians as genocide.”
According to US military historian R.J. Rummel in his September 2003 online article “Was World War II American Urban Bombing Democide?” US and British bombing campaigns killed 410,000 Germans and 337,000 Japanese, including the 165,000 who died in the atomic bombing of Hiroshima and Nagasaki.

LETTER IN ENGLISH

To the President of the Republic of Serbia, Tomislav Nikolić, and Prime Minister of the Republic of Serbia, Aleksandar Vučić

Convinced that we represent the views of the majority of the Serbian people, we hereby appeal to you not to take part in the vilification of your own people by going to Potočari on 11 July. Your presence in Potočari would have far-reaching consequences for the Serbian people. It would constitute an implicit recognition of the alleged genocide; it would assign a reduced value to Serbian victims; it would lend justification to Great Britain’s resolution in the UN Security Council which attributes genocide to the Serbian people; finally, it would administer a direct blow to the Republic of Srpska, in furtherance the ultimate objective to abolish it as an entity allegedly based a genocidal foundation.
It is not humane to deny crimes, but nobody committed to fairness and truth could possibly agree or assert that this crime was genocide. One such person is Efraim Zuroff, Director of the Simon Wiesenthal Center in Jerusalem. In an interview with the Belgrade daily “Politika” (18 June  2015) Zuroff made it clear, when drawing comparisons with Rwanda and the Holocaust, that in his view Srebrenica cannot be characterized as genocide.
You are undoubtedly aware of the controversies surrounding this crime which render the theory of genocide questionable in several respects. These issues include the number of executed or killed in combat with the Army of the Republic of Srpska during the breakout of the 28th Division column of the BH Army toward Tuzla, as well as how many of the “executed” are actually living abroad or became casualties before the events of July 1995 in Srebrenica took place. Significantly, Ibran Mustafić, a founder of the SDA party in Srebrenica and wartime chairman of the executive committe of Srebrenica municipality has put forward the claim that his side was responsible for the murder of 500 to 1000 of its own people from within the enclave, for reasons of its own policy. Finally, in the Appellate Judgment in the case of General Zdravko Tolimir, the official finding of 4970 executions refutes the official account of over 8000 alleged executions. One executed person is excessive, but there is too much inconsistency in this narrative for the genocide theory to be uncritically accepted.
What pains the Serbian people the most is the fact that its active vilifiers today fail or deliberately refuse to notice over 3000 Serbian Srebrenica victims who were murdered between 1992 and 1995. We note that over 70% of this figure refers to civilians, most of whom were massacred using cold weapons. These crimes were openly admited by their author and perpetrator Naser Orić in his address at the second anniversary of the founding of the Srebrenica Muslim armed forces, when he listed the Serbian villages that his forces razed. All victims should be accorded equal treatment, yet we observe a tendency nowadays to regard Serbian victims as unequal and unworthy of mention, commemoration or resolutions. We shall not remind you of other ignored crimes targeting Serbs, as in Sarajevo, Vozuća, Kupres, Sijekovac, and other locations.
We are quite aware, and we assume that you are as well, that the aim of the proposed Security Council resolution is not reconciliation in the region but the imposition of additional obstacles in the path of reconciliation between the two peoples. Genocide in Srebrenica was fabricated precisely so that Serbs and Muslims would never reconcile. The Security Council resolution is a direct blow at the Serbian people in order to attribute to it a genocidal character. The same applies to the Republic of Srpska, with the ultimate objective of abolishing it as an allegedly „genocidal entity,“ followed by incorporation into a unitary state of Bosnia-Herzegovina. Such a development would additionally devalue the over 3000 Serbian victims of Srebrenica who laid down their lives in the cause of Republic of Srpska’s freedom and statehood. We, Serbian students who are signatories to this petition, will not stand aside while the very foundations of Republika Srpska’s statehood are under assault. The Serbian people will not act in a way that lends credence to those attacks. We therefore offer you our unequivocal moral, material, and physical support if you act in accordance with the exigencies of raison d’État and resolve to defend the Serbian state-forming ideal incarnated in the Republic of Srpska and the kindred people who inhabit it.
You find yourself at a historical juncture when by the conduct to which you commit yourself you can see to it that future generations all over the world should not receive instruction about the Serbs as a genocidal nation and that numerous Serbian war victims should not be relegated to oblivion. You can prevent the legitimization of your nation’s vilification which has been going on for decades. Representatives of Serbia have already on previous occasions travelled to Potočari to offer regrets for the alleged genocide. Has anybody reciprocated to the Serbian people by going to Bratunac to express condolences for their suffering? There is no sound reason for you, as representatives of the Republic of Serbia, to travel there again. We therefore reiterate our call to you not to go to Potočari on 11 July and to forward an official request to the government of the Russian Federation to place a veto on the Srebrenica resolution in the Security Council of the United Nations.

Given in Belgrade, 23 June 2015

To all Serbian students:

We call upon all Serbian students who agree with the views expressed in this letter,  wherever they happen to live, to sign it and lend us their  support, as well as to all citizens in general to do the same. We address this appeal as well to all organizations, parties and individuals who wish to manifest their support for truth about Srebrenica.
