O.S.C.E.: UNA ISTITUZIONE INUTILE, OPPURE DANNOSA?


Sono passati oramai molti anni da quando la missione OSCE in Kosovo, anziché svolgere il compito di sorveglianza e mediazione per il quale era stata istituita, contribuì in maniera determinante a far scatenare la guerra di aggressione dei paesi della NATO, inclusa l'Italia, per lo smembramento di ciò che restava della Federazione jugoslava. 
All'epoca (gennaio 1999) fu William Walker, capo-missione statunitense già noto per i servizi prestati a sostegno delle forze "contras" in America Latina, ad organizzare all'uopo la provocazione di Račak – una sfacciata montatura a favore dei terroristi pan-albanesi dell'UCK.
Da un paio d'anni ritroviamo l'OSCE all'opera in Donbass, Ucraina sud-orientale, dove gli incessanti attacchi da parte dell'esercito controllato dal regime sciovinista di Kiev passano bellamente inosservati. 
C'è allora da chiedersi: a CHE COSA serve questa OSCE? Non certo alla tutela della pace. A CHI serve? Non certo alle popolazioni civili dei territori martoriati.

OSCE, L'OSSERVATORE CHE NON VEDE

(PandoraTV, 9 mar 2017) L'organizzazione per la sicurezza e la cooperazione in Europa, avrebbe il compito di monitorare il conflitto nel Donbass, con particolare riferimento alle azioni contro i civili. Ma, come documentato da questo video, quando avviene un attacco o un bombardamento, le automobili con la scritta OSCE fanno inversione e vanno da un'altra parte... OSCE Shamed for Not Reporting Kiev’s Atrocities in Donbass

(06.08.2015) Hundreds of people gathered outside the OSCE office in Donetsk, demanding unbiased monitoring of the humanitarian situation in the region.
“Your silence is killing children”, read one of the many posters held by the protesters.
Several OSCE representatives came out to meet the protesters but refrained from making any comments.
“If only the OSCE had monitored the situation more objectively, we would have had peace here a long time ago… The OSCE monitors are telling us nothing, saying only that they will make protocols, nothing else,” Donetsk News Agency quoted one of the protesters as saying.
Another protester, from the nearby town of Gorlovka, shamed the monitors for keeping mum while the Ukrainian military was reducing his town to rubble.
The demonstrators then left, leaving behind a collection of dolls, teddy bears and other children’s toys, which they had smeared with red paint to symbolize the blood of children in the Donbass region who had been killed by Ukrainian troops.

Thursday morning few hundred residents of Donetsk came to the protest rally at the Park Inn hotel, where OSCE monitors are staying. The goal was to express their discontent with the work of special monitoring mission of OSCE in Donbass. People accused the OSCE employees of lack of objectivity.
The OSCE representatives came out to meet the protesters. According to "Interfax", the OSCE mission promised people to visit areas which are bombed daily by the Ukrainian forces.
"We are visiting on a regular basis the shelled areas and city districts you mentioned. We promise you that we will visit them once again. Thank you for being here today, and we'd like to emphasize that we are not against peaceful rallies and meetings, "- said the OSCE representative to the protesters.

OSCE Missions Infiltrated By Intelligence Services – Willy Wimmer (07.08.2015)

Former OSCE vice-president Willy Wimmer admitted that the Organization had been misused several times. For instance during the war in Yugoslavia, its missions were infiltrated by intelligence staff, he told Sputnik.
About 500 OSCE observers are currently monitoring the situation in eastern Ukraine, causing criticism among many Donbass residents.
People in eastern parts of Ukraine accuse the organization of biased reporting on the conflict. Donbass activists even recently organized a protest in front of the OSCE base in Donetsk to express its disapproval of the Organization’s activities.
According to former OSCE vice-president Willy Wimmer, the demo was a warning and an important lesson for the Organization.
It should not be like that, that one has to demonstrate before the OSCE finally starts to do its job, Wimmer told Sputnik.  The Organization should perceive it as a warning and take it into account in its further activities, he added.
The official also noted that there had already been bad experiences in the past, when the Organization was misused and its work — since the war in Yugoslavia — has been infiltrated by intelligence staff.
Another weak point of the OSCE activities, according to Wimmer, is its transparency shortcomings.
The work of the observers may well be very careful. But you never know what happens with their official reports on their way to the OSCE Ministerial Council, Wimmer said, adding that there were cases when the reports were rewritten by American operatives.
Nevertheless, Wimmer hopes that the Organization will eventually return to its original vision and play its key role in the prevention and resolution of military conflicts in accordance with its mandate.

FSB accuses Ukrainian special services of using OSCE mission as spy cover in Donbass

(18 Jul, 2016) Ukrainian special services are using international groups like the OSCE as cover for intelligence gathering operations and sabotage in the self-proclaimed Lugansk republic, the FSB reported, referring to the testimony of a detained Ukrainian agent.
“The testimony and documents received by the FSB counter-intelligence from [Ukrainian citizen] Shestakov unambiguously demonstrate that Ukrainian special services illegally use the OSCE mission in the Lugansk People’s Republic to collect military data and organize acts of sabotage,” the Federal Security Service’s Center for Public Communications reported on Monday.
“The disclosed facts prove that the Ukrainian special services ignore international law,” the message read.
Shortly beforehand, the FSB reported that Artyom Shestakov – an interpreter working for the Special Monitoring Mission for Ukraine of the Organization of Security and Cooperation in Europe – had been detained on Russian territory and uncovered as an agent of the Ukrainian Security Service, the SBU. Shestakov confessed that in the summer of 2015 he traveled to Kiev and was recruited to work as an agent for SBU when he was already working for the OSCE mission. The man disclosed his alias as Svarog (the name of one of Slavic pagan gods) and said the name of his handler as Sergey Slipchenko from the Directorate for Protection of National Statehood.
Russian counter-intelligence officers said that Shestakov gathered information about the political economic and military situation in the republic and transferred it to the SBU. In particular, he gave Kiev the coordinates of Lugansk’s militia units, the cellular phone numbers of their commanders, and data about the movements of troops and combat vehicles.
The conflict in eastern Ukraine, which many now describe as a civil war, began in April of 2014, when the freshly installed nationalist regime in Kiev sent military forces and neo-Nazi “volunteer units” to the country’s southeastern regions of Donetsk and Lugansk, which refused to recognize the coup-imposed government in the capital.
According to UN estimates, over 9,000 people have died in two years of constant fighting, many of them civilians, including women and children. In February of 2015, the warring sides managed to secure a peace deal through the mediation of Russia, Germany, and France. However, the conflict is still far from settled.
In late May, Russia and Ukraine conducted a prisoner exchange in which a Ukrainian military officer named Nadezhda Savchenko was swapped for Yevgeny Yerofeyev and Aleksandr Aleksandrov, who are both Russian citizens. Savchenko was serving a prison term in Russia after being convicted of complicity in killing two Russian reporters who were covering the military conflict in Donbass, as well as of illegally crossing the Russian border. The two Russians had been jailed in Ukraine for “terrorist activities” – a term used by the court in Kiev to describe the fight of the self-proclaimed republics of Donetsk and Lugansk for more autonomy. Both of them had pleaded not guilty.
In mid-June, Russia and Ukraine conducted another prisoner swap in which Ukrainian citizens Yury Soloshenko and Gennady Afanasyev, who had been detained on terrorism and espionage charges in Russia, were exchanged for Vitaly Didenko and Elena Gluschinskaya – Ukrainian journalists sentenced to prison by the Kiev regime on charges of separatism.
On June 15, Russian presidential press secretary Dmitry Peskov told reporters that he did not exclude the possibility of more prisoner exchanges between Kiev and Moscow.

Kiev ha respinto la proposta dell'autoproclamata repubblica popolare di Donetsk per regolarizzare la situazione in Donbass, l'OSCE l'ha ignorata, ha detto ai giornalisti mercoledì il capo del comando operativo Edward Basurin... Basurin ha aggiunto che il vice capo della missione OSCE, Alexander Hug, ha rifiutato di fare il mediatore in questo processo di negoziazione, "ignorando la nostra iniziativa"...
