APPEL AU RESPECT DE L'ACCORD DE PAIX DE DAYTON
Le Forum de Belgrade pour un monde d'égaux exprime sa profonde inquiétude face à la menace croissante qui pèse sur la Republika Srpska (RS) et le peuple serbe de Bosnie-Herzégovine (BiH) en raison des attaques ouvertes contre les institutions et les compétences de la RS garanties par l'accord de Dayton-Paris (1995).
Le Forum de Belgrade condamne toutes les tentatives des centres de pouvoir occidentaux visant à l'abolition de la Republika Srpska et à la révision de l'accord de paix de 1995 et se prononce pour le respect intégral de l'accord de Dayton-Paris, en particulier pour le respect du principe constitutionnel d'égalité des deux entités et des trois peuples constitutifs de la Bosnie-Herzégovine.
Le Forum de Belgrade souligne l'inadmissibilité de l'usurpation systématique des compétences des institutions de la BiH et de la RS par le soi-disant Haut Représentant Christian Schmidt, illégalement imposé, qui conduit au blocage du fonctionnement constitutionnel de la BiH et des entités et à l'augmentation des tensions politiques. Le Forum de Belgrade considère que le Haut Représentant est un vestige des concepts néocolonialistes du passé et un sérieux obstacle à l’État de droit et à la démocratie, et qu’il est grand temps de le supprimer.
Personne n’est autorisé à priver la RS de ses droits constitutionnels ou à mettre un terme à ses revendications légitimes de restitution de tous les pouvoirs usurpés prévus par l’Accord de Dayton-Paris et la Constitution, y compris le droit de développer des relations parallèles spéciales avec la République voisine de Serbie.
Les processus et les attaques actuels contre le président de la RS, Milorad Dodik, sont infondés et politiquement motivés. Ils confirment les plans des centres de pouvoir occidentaux visant à abolir la RS, à ignorer l’Accord de Dayton-Paris et à créer une Bosnie-Herzégovine unitaire sous la domination de l’élite bosniaque de Sarajevo. D’autre part, les mêmes centres de pouvoir continuent de violer la résolution 1244 (1999) du Conseil de sécurité de l’ONU afin de légitimer la séparation unilatérale du soi-disant Kosovo, imposant ainsi un autre État albanais sur le territoire de la République de Serbie. Les deux projets – la création d’une Bosnie-Herzégovine unitaire et d’une Grande Albanie – ont tous deux pour dénominateur commun des projets géopolitiques antiserbes visant à établir un contrôle total sur la péninsule balkanique, en élargissant l’OTAN et l’Ouest, en général, vers l’Est.
La création d’une Bosnie-Herzégovine unitaire et son inclusion dans l’OTAN sont contraires à la détermination du peuple serbe à décider librement de son développement et de son avenir, en respectant les mêmes droits que les autres nations des Balkans. Les pressions et menaces continues contre les institutions et les droits acquis de la Republika Srpska représentent un danger pour la liberté et l’égalité du peuple serbe dans les Balkans et nécessitent un soutien unanime au plein respect et à la mise en œuvre du droit international, en particulier de l’Accord de paix de Dayton-Paris et de la résolution 1244 du Conseil de sécurité de l’ONU.
Le Forum de Belgrade souligne l’importance de la Déclaration du Congrès panserbe du 8 juin 2024 et appelle toutes les forces patriotiques à l’unité, à la solidarité nationale et au soutien décisif à la Republika Srpska et à ses dirigeants légitimes, pour défendre tous les droits garantis par l’Accord de Dayton et la Constitution.

CALL TO RESPECT THE DAYTON PEACE AGREEMENT
The Belgrade Forum for a World of Equals expresses deep concern over the growing threat to the Republika Srpska (RS) and the Serbian people in Bosnia and Herzegovina (BiH) by open attacks on the institutions and competences of the RS guaranteed by the Dayton-Paris Agreement (1995).
The Belgrade Forum condemns all attempts of the western power centers aimed at the abolishment of the Republika Srpska and the revision of the 1995 peace agreement and stands for the full respect of the Dayton Paris Agreement, especially for respect of the constitutional principle of equality of the two entities and the three constituent peoples of Bosnia and Herzegovina.
The Belgrade Forum points out the inadmissibility of the systematic usurpation of the competences of the institutions of BiH and the RS by the illegally imposed so-called High Representative Christijan Schmidt, which leads to the blocking of the constitutional functioning of BiH and the entities and raising political tensions. The Belgrade Forum considers that the High Representative is a remnant of the past neo-colonialist concepts and a serious obstacle to the rule of law and democracy, and that it is high time for its abolition.
Nobody is authorized to disempowered the RS of its constitutional rights or to stop its legitimate demands for the restitution of all the usurped powers provided for by the Dayton Paris Agreement and the Constitution, including the right to develop special parallel relations with neighboring Republic of Serbia.
Current processes and attacks on the President of the RS, Milorad Dodik, are unfounded and politically motivated. They confirm the plans of the Western power centers aimed at abolishing of the RS, disregarding of the Dayton-Paris Agreement and the creation of a unitary BiH under the domination of the Bosniak elite in Sarajevo. On the other hand, the same power centers continue to violate the UN Security Council resolution 1244 (1999) in order to legitimize unilateral separation of the so-called Kosovo thus imposing yet another Albanian state on the territory of the Republic of Serbia. Both - endeavors to create unitary BiH and greater Albania – have common denominator anti-Serbian geopolitical projects aimed at establishing full control over the Balkan Peninsula expanding NATO and the West, in general, to the East.
The creation of a unitary BiH and its inclusion in NATO is contrary to the determination of the Serbian people to freely decide on their development and future, respecting the same rights of other Balkan nations. Ongoing pressures and threats against the institutions and acquired rights of the Republika Srpska represent a danger for the freedom and equality of the Serbian people in the Balkans and require unanimous support to the full respect and implementation of the international law, particularly the Dayton Paris Peace Agreement and UN SC resolution 1244.
The Belgrade Forum emphasizes the importance of the Declaration of the All-Serbian Congress held on June 8, 2024 and calls on all patriotic forces for unity, national solidarity and decisive support to the Republika Srpska and its legitimate leadership, in defense of all rights guaranteed by the Dayton Agreement and the Constitution.
