On the 26th of March, 2000 I attended the conference in Brussels,
entitled: 'Security, only a
military question?' (Veiligheid, een kwestie van militairen?) It was
organized by the Forum for
Peace Initiatives (Forum voor Vredesactie, e-mail
forum@...). One of the
paricipants was Yugoslav expert for occupational toxicology, Prof. Dr
Petar Bulat. He presented
first hand information on the measurements they performed and possible
impact on the last year
bombing in Yugoslavia, on the environment and health. I am posting the
summary of his
presentation in order to inform the public what could be the long term
effects on the health
conditions of the peoples in Yugoslavia and Balkan region. I also want
to address the legal
experts who are collecting the data to support their charges against
NATO at the Tribunal (ICTY)
in the Hague.

THE ENVIROMENTAL AND HEALTH EFFECTS OF BOMBING IN YUGOSLAVIA

Pancevo

-Caused mild to moderate signs of irritation of respiratory system in
Pancevo inhabitants)
The enviromental consequences of bombing the oil refineries in Pancevo
and Novi Sad
In Novi sad 73.569 tons crude oil and derivatives destroyed:
-10 % were released in soil
-Around 90 % were burned.
In Pancevo 61.800 tons crude oil and derivatives destroyed:
-The most were burned and some were relesed in soil.
Burning the oil and derivatives causes a huge release in atmophsere of:
-sulfur dioxide,
-nitrogen oxides (ozone delpleting agent)
-tar
-carbon monoxide,
benzo[a]pyrene, etc.
Novi Sad mesurements show:
-sulfur dioxide in atmosphere 2X permissible level
-carbon monoxide 3.5-6X permissible level
-nirtogen oxides 4-12 X permissible level
-increased concentrations of volatile hydrocarbons, benzene and
polycyclic aromatic
hydrocarbones (PAHs) in ground
waters
-The PAHs are mainly considered as carcinogenic, mutagenic and
teratogenic substances
-IARC categorized benzo[a]pyrene and benzo[b]fluoroanthene as probable
human carcinogens
(IARC Category 2A)
The enviromental consequences of damages in the automobile industry
"Zastava'-Kragujevac
-2 transformers leaked 1428 litres of polychlorinated biphenyls (PCB)
based oils
-The 250 litres of PCB oil were captured;
- ~300 litres of PCB oil were burned and caused incresed levels of
dioxins and furanes.
- ~850-900 litres of PCB oil released in soil and trough the ground
waters reached Lepenica river
(source of water supply for near by villages).
According to UNEP Balkan Task Force measurements, the PCB levels
concentrations in Lepenica
were 40 X permissible levels.
The enviromental consequences of damages in the copper industry in Bor
-At least 20-60 workers engaged in removing parts of damaged capacitors
and transformers.
-11 of them hospitalized in the Institute of Occupational Health. Among
them, 9 have passed
chromosomal aberrations
testing:
-In 2 serious chromosomal aberrations
-In 2 mild abberations were noted.
The health effects of PCBs
-PCBs are considered toxic substances for: liver, skin, reproductive,
immune and nervous system
-IARC categorized PCBs probable human carcinogen (IARC Category 2A)
The use of deplete uranium contaiing bombs
-Used at least at 8 locations in Yugoslavia:
-7 are in Serbia
-1 in Montenegro
-No precise data on its
usage in Kosovo (at least at 70 locations)
Conclusions
1. Not enough data on the enviromental and health effects of the
bombing in Yugoslavia
2. According to available data, on exposure to carcinogenic and
mutagenic chemicals, long term
effects can be expected.
3. The environmental damage not only to Yugoslavia, but also to the
neighboring countries
4. The need for immediate cleaning of known 'hot spots' in Yugoslavia
5. The investigation on the enviromental and health effects of the
bombing in Yugoslavia has to be
continued

Update: NATO losses

According to a March 25, 2000, article published by the ITAR-TASS news
agency, Russian GRU
(Main Intelligence Directorate) sources report that during the Operation
"Allied Force" NATO's
air forces sustained losses considerably higher than is officially
acknowledged by NATO
command. According to GRU information,NATO lost three F-117A stealth
bombers, and at least
40 other combat planes, and over 1000 cruise missiles.
So far NATO officials acknowledged losing three combat planes (the USAF
F-117A on March 27,
the USMC AV-8B Harrier on May 1, and the F-16CG-40-CF on May 2), two
attack helicopters
(AH-64 Apache on April 26 and another Apache on May 5), between 30 and
32 unmanned
reconnaissance vehicles, including at least 16 American, 7 German, and 5
French UAVs.
Interestingly enough NATO acknowledged all of the UAV losses mentioned
by Yugoslav military
officials - 30 - and, perhaps, even more.
Official NATO reports and statements made by various NATO officials
indicate that about 10
NATO planes made emergency landings. Two F-117As sustained extensive
damage (the F-117A
86-0837 was damaged on April 21 during landing; and another F-117A lost
a part of its tail
section due to a nearby SA-3 SAM explosion). An RAF C-130K Hercules
transport plane
crashed on June 11 in Albania. The aircraft was delivering a British SAS
unit that was trying to
beat Russian paratroopers to the Slatina base. The US Army OH-58 combat
reconnaissance
helicopter crashed on May 26 in Bosnia.
According to the information from unofficial Yugoslav military sources,
NATO's final assessment
of its aircraft losses during the operation "Allied Force" indicates
that some 61 aircraft have been
destroyed, 53 aircraft were damaged beyond repair or it is not
cost-effective to repair them, 57
aircraft have sustained repairable combat damage. A total of 171 NATO
aircraft were hit by
Yugoslav defenses during the war.
According to Yugoslav army officials, NATO lost 61 planes, 7
helicopters, 30 UAVs, and 238
cruise missiles. These numbers include only those NATO aircraft that
crashed inside Yugoslavia.
Distribution of aircraft kills among various units and branches of the
Yugoslav Armed Forces is as
follows: 3rd Army: 34 planes, 5 helicopters, 25 UAVs and 52 cruise
missiles (according to an
official statement by General Nebojsa Pavkovic, commander of the 3rd
Army, on June 12, 1999);
Navy: 3 planes, 3 UAVs and over 5 cruise missiles (from an official
statement by the FRY Navy
Commander, Milan Zec, June 10, 1999); 2nd Army: 24 planes, 2
helicopters, 2 UAVs
(reported by Major General Spasoje Smiljanic in his interview to
Politika newspaper at the end of
April), 30 cruise missiles; 1st Army: 6 planes, 129 cruise missiles
(reported by General Ninoslav
Krstic in his interview for the "Vojska" magazine on May 24, 1999.) If
you add up these numbers,
provided by various Yugoslav military officials, you will see that the
number of planes reported to
have been shot down is 67 and not 61 as the official report by Gen.
Dragoljub Ojdanic states. And
here's why:
On June 17, 1999, Gen. Spasoje Smiljanic, then commander of Yugoslav Air
Force and Air
Defense (RV i PVO), announced that "the Yugoslav Air Force and Air
Defence units have
downed 36 airplanes, 42 cruise missiles, nine UAVs and two helicopters."
It is important to keep
in mind, however, that RV i PVO air defense units do not include
low-level army air defenses or
naval air defenses, such as man-portable SAMs and some AAAs. The total
number planes shot
down by RV i PVO and by various air defense units outside of RV i PVO
command comes to 61
planes, 7 helicopters, 30 UAVs and 238 cruise missiles according to Gen.
Ojdanic. However,
these figures only include those NATO aircraft that crashed inside
Yugoslavia. In some of the
earlier reports mentioned above Yugoslav military commanders included
NATO aircraft that
crashed outside Yugoslavia.
Several new pieces of destroyed NATO hardware were added to the Yugoslav
Aeronautical
Museum's exhibit on March 24 to commemorate one year since the beginning
of NATO's
aggression against the Federal Republic of Yugoslavia. Currently the
museum's exhibit includes
over 1500 fragments of NATO's military hardware. The museum's curator,
Cedomir Janjic,
announced that more destroyed NATO weapons will be soon added to the
collection in a new wing
of the museum dedicated to the war with NATO.
In an interview to the Associated Press Yugoslavia's Minister for
Science and Development,
Cedomir Mirkovic, said "It is truly amazing how many aircraft and drones
were downed with the
relatively modest and primitive equipment..." Mirkovic refutes Western
claims that Yugoslav air
defense downed only two planes. "We shall prove we have more," he said,
without elaborating.
In February British press was discussing sharp shortage of operational
aircraft experienced by the
Royal Air Force. The news first appeared in the January 23, 2000,
Hundreds of Crippled Jets put
RAF in Crisis article from The Observer, by Antony Barnet. In
particular, the article, based on the
Observer's own investigation, outlines the following problems with the
RAF:
"Two out of three of the UK's 186 fleet of Tornado bombers are grounded;
Fewer than 40 per cent of other frontline aircraft, such as Harriers and
Jaguars, are ready to fly at
short notice;
The Ministry of Defence has spent almost £1 billion developing a
laser-guided bombing system
that does not work properly;
There is shortage of nearly 20 per cent of junior officer fast jet
pilots and the RAF is having a
severe problem in retaining trained pilots;"
Two out of three British Tornadoes that are grounded comes to a rather
substantial number: 124
Tornado strike aircraft are not operational. The crisis begun developing
following the Operation
"Desert Storm" in Iraq, but it really took off since the Operation
"Allied Force" against
Yugoslavia. As far as I know only four NATO Tornado aircraft were shot
down during the conflict
based on media reports. Two Luftwaffe strike aircraft were shot down on
March 26-27. The other
two Tornadoes were shot down on April 15 and May 26. It was not reported
whether these aircraft
were German or British.
The fact is that most of RAF's strike aircraft are out of order for a
variety of reasons. I do not
have enough information to draw any definitive conclusions. However, I
know enough to say that
124 strategically - important strike aircraft are not grounded for no
reason. NATO sustained
significant losses. An even greater number of aircraft were damaged not
only by ground fire but
also by the intensity of operations and skipping on the required
maintenance hours. After talking to
several USAF aircraft mechanics, who participated in the "Allied Force",
I can conclude that
NATO aircraft were pushed to the limit and way beyond it. This is
especially true for the USAF
aircraft. One USAF aircraft mechanic who served at Aviano told me: "Two
weeks - three weeks
tops - and the "Allied Force" would have been over 'cause NATO would
have ran out of working
planes."
In the February 13 article in The Observer, based on first-hand
information posted by RAF pilots
and technicians at an Internet discussion group and entitled Pilots Vent
Fury at RAF on Web,
Antony Barnet writes: "Pilots currently serving in the Gulf, and others
recently back from Kosovo,
are so angry about defective equipment and low morale they are flooding
the secret site with
complaints aimed at senior officers." The "secret" site is the PPRuNe
message board for military
pilots. I've spent several days at that site fishing for information
until that Sherlock from The
Observer scared everyone away with his article.
From what was written by RAF pilots, it can be readily seen that there
is a great deal of concern
about technical capabilities of aircraft and even about their basic
safety compromised by the lack
of proper technical service and spare parts. An RAF Captain wrote: "The
number of sorties lost
due to unserviceability is way too high. I now find that I have to
accept faults to get the job done
that a few years ago I would not have done ... Although I have a few
worries about the structural
strength of the airframe I am convinced that we are going to have a
major problem due to some
esoteric fault... We struggle to get spares, some parts have to be
manufactured over and over. We
use the cheapest contractor we can find..."
And, in place of a conclusion, a brief review of the latest developments
around Kosovo. Following
some harsh criticism directed by the U.S. military against France
regarding its role in the
Operation "Allied Force" and in response to the accusations by certain
US government officials
that French peacekeepers in Kosovo are not doing their job, France
released classified information
regarding civilian casualties in Kosovo since the NATO-led UN force
assumed responsibility for
the province following the war with Yugoslavia. Available statistics
clearly illustrated that the
French sector of Kosovo has a better safety record than the sector
supervised by the Americans.
However, information revealed by France also showed that civilian
casualties in Kosovo are much
higher than they were when Kosovo was under Yugoslav control. In
essence, the number of
violent deaths in the province is higher and continues to grow under
NATO's "humanitarian
intervention" that it was during the "ethnic cleansing." The report
released by France clearly
illustrates that the number of violent crimes in Kosovo is rapidly
growing. This revelation was the
first step in a series of events that led to recent statements by
various UN and NATO officials
confirming that the KFOR has effectively lost control over the situation
in Kosovo. NATO field
commanders acknowledged that their troops are not capable of dealing
with the growing crime
wave in the province. The UN formally announced that the situation in
Kosovo worsened since
NATO troops assumed control of the province. The US approached Russian
government with an
offer to widen the authority of the
Contact Group.
Russia's response was not very optimistic to say the least. Russian law
enforcement officials
announced that Russian policemen will not be deployed in Kosovo because
of appalling lack of
cooperation on NATO's side. Furthermore, top Russian military commanders
announced that
Russia may pull out of the KFOR altogether. On the other hand, commander
of Russian Airborne
Assault Forces (VDV) Gen. G. Shpak announced about plans to convert the
Slatina base of the
Yugoslav Air Force near Pristina, which currently serves as the main
base for Russian KFOR
paratroopers, into a large Russian military base with a capability to
barrack up to 15000 Russian
troops.
There are reports that Russians are already doing some large-scale
construction work at Slatina.
Russian Su-27 and Su-30 fighter aircraft have been sighted at several
Yugoslav Air Force bases
(Batajnica, Ponikve). There is a lot of unofficial information regarding
deliveries of Russian SAM
systems to Yugoslavia. High-level meetings are underway between Yugoslav
and Russian
governments regarding Yugoslavia's plans to join the Russia-Belarus
union. The Russian military
is extremely interested in establishing its presence in Kosovo and in
the rest of Serbia on a
greater scale. A logical first step would be a joint defense agreement
between Russia and
Yugoslavia. Such
an agreement will include Belarus and, possibly, other CIS members. In
an interview to the "Voice
of Russia" radio station, Gen. Ivashov said that Russia is considering a
military intervention in
Kosovo and may offer support to the Yugoslav Army on the ground.
Many question Yugoslavia's ability to purchase large quantities of
hi-tech weapons from Russia.
Yugoslavia's economy is not in great shape, but Russia owes FRY a hefty
sum, which Russians
would be only too glad to offset by supplying Serbia weapons. Russia is
also seeking more
influence in Europe now that the Chechen conflict is no longer a major
military commitment.
Russian generals and the military-industrial complex look to expand
internal arms market as well
as arms exports. Yugoslavia always has an option to lease or even borrow
weapons from Russia.
And the latter, with its recently-downsized army, has plenty of
decent-quality weapons to spare,
including SAMs and aircraft. SAMs and planes are not underwear: you
don't need to own 'em to
use 'em. This may not be the latest equipment but it works and there's a
lot of it.
According to an ITAR-TASS review of the article published by the Foreign
Military Review
magazine of the Russian Defense Ministry, Yugoslav aviation prevented
the use of American
AH-64 Apache attack helicopters during the Kosovo conflict. The "NATO
Losses in the War
with Yugoslavia" article, the Foreign Military Review writes: "... the
biggest sensation was the
number of troops lost by NATO. Not just NATO pilots were killed in
Yugoslavia, but also
search-and-rescue troops that were tasked with locating downed pilots.
Yugoslav air defenses
have shot down no less than five NATO helicopters, which resulted in
deaths of about 100 troops
of the Alliance."
According to the Foreign Military Review, the reason why Pentagon did
not use Apaches in
Kosovo "...had nothing to do with technical problems with the
helicopters or insufficient training of
their flight crews, as was often stated by NATO officials. The only
reason was the April 26 attack
carried out by Yugoslav "Galeb" fighters against "Rinas" airport located
near Albania's capital of
Tirana, where the Apaches were based. That day two groups of these light
helicopters were
destroyed and over 10 helicopters were damaged."
A similar operation was carried out by Yugoslav AF on April 18 against
the airport in Tuzla,
Bosnia, used as an emergency landing site for NATO aircraft. As the
result of this attack some
fifteen NATO aircraft have been destroyed on the ground. The Foreign
Military Review writes:
"Despite the fact that American aircraft dominated NATO operations, they
weren't the only
aircraft shot down by Yugoslav air defenses. Among the destroyed
aircraft were five German
"Tornadoes," several British "Harriers'" two French "Mirages," Belgian,
Dutch, and Canadian
aircraft. On June 7 the USAF lost a B-52 strategic bomber, while on May
20 a B-2A "Spirit" was
shot down."

On the 26th of March, 2000 I attended the conference in Brussels,
entitled: 'Security, only a
military question?' (Veiligheid, een kwestie van militairen?) It was
organized by the Forum for
Peace Initiatives (Forum voor Vredesactie, e-mail
forum@...). One of the
paricipants was Yugoslav expert for occupational toxicology, Prof. Dr
Petar Bulat. He presented
first hand information on the measurements they performed and possible
impact on the last year
bombing in Yugoslavia, on the environment and health. I am posting the
summary of his
presentation in order to inform the public what could be the long term
effects on the health
conditions of the peoples in Yugoslavia and Balkan region. I also want
to address the legal
experts who are collecting the data to support their charges against
NATO at the Tribunal (ICTY)
in the Hague.

Pancevo inhabitants)
The enviromental consequences of bombing the oil refineries in Pancevo
and Novi Sad
In Novi sad 73.569 tons crude oil and derivatives destroyed:
-10 % were released in soil
-Around 90 % were burned.
In Pancevo 61.800 tons crude oil and derivatives destroyed:
-The most were burned and some were relesed in soil.
Burning the oil and derivatives causes a huge release in atmophsere of:
-sulfur dioxide,
-nitrogen oxides (ozone delpleting agent)
-tar
-carbon monoxide,
benzo[a]pyrene, etc.
Novi Sad mesurements show:
-sulfur dioxide in atmosphere 2X permissible level
-carbon monoxide 3.5-6X permissible level
-nirtogen oxides 4-12 X permissible level
-increased concentrations of volatile hydrocarbons, benzene and
polycyclic aromatic
hydrocarbones (PAHs) in ground
waters
-The PAHs are mainly considered as carcinogenic, mutagenic and
teratogenic substances
-IARC categorized benzo[a]pyrene and benzo[b]fluoroanthene as probable
human carcinogens
(IARC Category 2A)
The enviromental consequences of damages in the automobile industry
"Zastava'-Kragujevac
-2 transformers leaked 1428 litres of polychlorinated biphenyls (PCB)
based oils
-The 250 litres of PCB oil were captured;
- ~300 litres of PCB oil were burned and caused incresed levels of
dioxins and furanes.
- ~850-900 litres of PCB oil released in soil and trough the ground
waters reached Lepenica river
(source of water supply for near by villages).
According to UNEP Balkan Task Force measurements, the PCB levels
concentrations in Lepenica
were 40 X permissible levels.
The enviromental consequences of damages in the copper industry in Bor
-At least 20-60 workers engaged in removing parts of damaged capacitors
and transformers.
-11 of them hospitalized in the Institute of Occupational Health. Among
them, 9 have passed
chromosomal aberrations
testing:
-In 2 serious chromosomal aberrations
-In 2 mild abberations were noted.
The health effects of PCBs
-PCBs are considered toxic substances for: liver, skin, reproductive,
immune and nervous system
-IARC categorized PCBs probable human carcinogen (IARC Category 2A)
The use of deplete uranium contaiing bombs
-Used at least at 8 locations in Yugoslavia:
-7 are in Serbia
-1 in Montenegro
-No precise data on its
usage in Kosovo (at least at 70 locations)
Conclusions
1. Not enough data on the enviromental and health effects of the
bombing in Yugoslavia
2. According to available data, on exposure to carcinogenic and
mutagenic chemicals, long term
effects can be expected.
3. The environmental damage not only to Yugoslavia, but also to the
neighboring countries
4. The need for immediate cleaning of known 'hot spots' in Yugoslavia
5. The investigation on the enviromental and health effects of the
bombing in Yugoslavia has to be
continued

According to a March 25, 2000, article published by the ITAR-TASS news
agency, Russian GRU
(Main Intelligence Directorate) sources report that during the Operation
"Allied Force" NATO's
air forces sustained losses considerably higher than is officially
acknowledged by NATO
command. According to GRU information,NATO lost three F-117A stealth
bombers, and at least
40 other combat planes, and over 1000 cruise missiles.
So far NATO officials acknowledged losing three combat planes (the USAF
F-117A on March 27,
the USMC AV-8B Harrier on May 1, and the F-16CG-40-CF on May 2), two
attack helicopters
(AH-64 Apache on April 26 and another Apache on May 5), between 30 and
32 unmanned
reconnaissance vehicles, including at least 16 American, 7 German, and 5
French UAVs.
Interestingly enough NATO acknowledged all of the UAV losses mentioned
by Yugoslav military
officials - 30 - and, perhaps, even more.
Official NATO reports and statements made by various NATO officials
indicate that about 10
NATO planes made emergency landings. Two F-117As sustained extensive
damage (the F-117A
86-0837 was damaged on April 21 during landing; and another F-117A lost
a part of its tail
section due to a nearby SA-3 SAM explosion). An RAF C-130K Hercules
transport plane
crashed on June 11 in Albania. The aircraft was delivering a British SAS
unit that was trying to
beat Russian paratroopers to the Slatina base. The US Army OH-58 combat
reconnaissance
helicopter crashed on May 26 in Bosnia.
According to the information from unofficial Yugoslav military sources,
NATO's final assessment
of its aircraft losses during the operation "Allied Force" indicates
that some 61 aircraft have been
destroyed, 53 aircraft were damaged beyond repair or it is not
cost-effective to repair them, 57
aircraft have sustained repairable combat damage. A total of 171 NATO
aircraft were hit by
Yugoslav defenses during the war.
According to Yugoslav army officials, NATO lost 61 planes, 7
helicopters, 30 UAVs, and 238
cruise missiles. These numbers include only those NATO aircraft that
crashed inside Yugoslavia.
Distribution of aircraft kills among various units and branches of the
Yugoslav Armed Forces is as
follows: 3rd Army: 34 planes, 5 helicopters, 25 UAVs and 52 cruise
missiles (according to an
official statement by General Nebojsa Pavkovic, commander of the 3rd
Army, on June 12, 1999);
Navy: 3 planes, 3 UAVs and over 5 cruise missiles (from an official
statement by the FRY Navy
Commander, Milan Zec, June 10, 1999); 2nd Army: 24 planes, 2
helicopters, 2 UAVs
(reported by Major General Spasoje Smiljanic in his interview to
Politika newspaper at the end of
April), 30 cruise missiles; 1st Army: 6 planes, 129 cruise missiles
(reported by General Ninoslav
Krstic in his interview for the "Vojska" magazine on May 24, 1999.) If
you add up these numbers,
provided by various Yugoslav military officials, you will see that the
number of planes reported to
have been shot down is 67 and not 61 as the official report by Gen.
Dragoljub Ojdanic states. And
here's why:
On June 17, 1999, Gen. Spasoje Smiljanic, then commander of Yugoslav Air
Force and Air
Defense (RV i PVO), announced that "the Yugoslav Air Force and Air
Defence units have
downed 36 airplanes, 42 cruise missiles, nine UAVs and two helicopters."
It is important to keep
in mind, however, that RV i PVO air defense units do not include
low-level army air defenses or
naval air defenses, such as man-portable SAMs and some AAAs. The total
number planes shot
down by RV i PVO and by various air defense units outside of RV i PVO
command comes to 61
planes, 7 helicopters, 30 UAVs and 238 cruise missiles according to Gen.
Ojdanic. However,
these figures only include those NATO aircraft that crashed inside
Yugoslavia. In some of the
earlier reports mentioned above Yugoslav military commanders included
NATO aircraft that
crashed outside Yugoslavia.
Several new pieces of destroyed NATO hardware were added to the Yugoslav
Aeronautical
Museum's exhibit on March 24 to commemorate one year since the beginning
of NATO's
aggression against the Federal Republic of Yugoslavia. Currently the
museum's exhibit includes
over 1500 fragments of NATO's military hardware. The museum's curator,
Cedomir Janjic,
announced that more destroyed NATO weapons will be soon added to the
collection in a new wing
of the museum dedicated to the war with NATO.
In an interview to the Associated Press Yugoslavia's Minister for
Science and Development,
Cedomir Mirkovic, said "It is truly amazing how many aircraft and drones
were downed with the
relatively modest and primitive equipment..." Mirkovic refutes Western
claims that Yugoslav air
defense downed only two planes. "We shall prove we have more," he said,
without elaborating.
In February British press was discussing sharp shortage of operational
aircraft experienced by the
Royal Air Force. The news first appeared in the January 23, 2000,
Hundreds of Crippled Jets put
RAF in Crisis article from The Observer, by Antony Barnet. In
particular, the article, based on the
Observer's own investigation, outlines the following problems with the
RAF:
"Two out of three of the UK's 186 fleet of Tornado bombers are grounded;
Fewer than 40 per cent of other frontline aircraft, such as Harriers and
Jaguars, are ready to fly at
short notice;
The Ministry of Defence has spent almost £1 billion developing a
laser-guided bombing system
that does not work properly;
There is shortage of nearly 20 per cent of junior officer fast jet
pilots and the RAF is having a
severe problem in retaining trained pilots;"
Two out of three British Tornadoes that are grounded comes to a rather
substantial number: 124
Tornado strike aircraft are not operational. The crisis begun developing
following the Operation
"Desert Storm" in Iraq, but it really took off since the Operation
"Allied Force" against
Yugoslavia. As far as I know only four NATO Tornado aircraft were shot
down during the conflict
based on media reports. Two Luftwaffe strike aircraft were shot down on
March 26-27. The other
two Tornadoes were shot down on April 15 and May 26. It was not reported
whether these aircraft
were German or British.
The fact is that most of RAF's strike aircraft are out of order for a
variety of reasons. I do not
have enough information to draw any definitive conclusions. However, I
know enough to say that
124 strategically - important strike aircraft are not grounded for no
reason. NATO sustained
significant losses. An even greater number of aircraft were damaged not
only by ground fire but
also by the intensity of operations and skipping on the required
maintenance hours. After talking to
several USAF aircraft mechanics, who participated in the "Allied Force",
I can conclude that
NATO aircraft were pushed to the limit and way beyond it. This is
especially true for the USAF
aircraft. One USAF aircraft mechanic who served at Aviano told me: "Two
weeks - three weeks
tops - and the "Allied Force" would have been over 'cause NATO would
have ran out of working
planes."
In the February 13 article in The Observer, based on first-hand
information posted by RAF pilots
and technicians at an Internet discussion group and entitled Pilots Vent
Fury at RAF on Web,
Antony Barnet writes: "Pilots currently serving in the Gulf, and others
recently back from Kosovo,
are so angry about defective equipment and low morale they are flooding
the secret site with
complaints aimed at senior officers." The "secret" site is the PPRuNe
message board for military
pilots. I've spent several days at that site fishing for information
until that Sherlock from The
Observer scared everyone away with his article.
From what was written by RAF pilots, it can be readily seen that there
is a great deal of concern
about technical capabilities of aircraft and even about their basic
safety compromised by the lack
of proper technical service and spare parts. An RAF Captain wrote: "The
number of sorties lost
due to unserviceability is way too high. I now find that I have to
accept faults to get the job done
that a few years ago I would not have done ... Although I have a few
worries about the structural
strength of the airframe I am convinced that we are going to have a
major problem due to some
esoteric fault... We struggle to get spares, some parts have to be
manufactured over and over. We
use the cheapest contractor we can find..."
And, in place of a conclusion, a brief review of the latest developments
around Kosovo. Following
some harsh criticism directed by the U.S. military against France
regarding its role in the
Operation "Allied Force" and in response to the accusations by certain
US government officials
that French peacekeepers in Kosovo are not doing their job, France
released classified information
regarding civilian casualties in Kosovo since the NATO-led UN force
assumed responsibility for
the province following the war with Yugoslavia. Available statistics
clearly illustrated that the
French sector of Kosovo has a better safety record than the sector
supervised by the Americans.
However, information revealed by France also showed that civilian
casualties in Kosovo are much
higher than they were when Kosovo was under Yugoslav control. In
essence, the number of
violent deaths in the province is higher and continues to grow under
NATO's "humanitarian
intervention" that it was during the "ethnic cleansing." The report
released by France clearly
illustrates that the number of violent crimes in Kosovo is rapidly
growing. This revelation was the
first step in a series of events that led to recent statements by
various UN and NATO officials
confirming that the KFOR has effectively lost control over the situation
in Kosovo. NATO field
commanders acknowledged that their troops are not capable of dealing
with the growing crime
wave in the province. The UN formally announced that the situation in
Kosovo worsened since
NATO troops assumed control of the province. The US approached Russian
government with an
offer to widen the authority of the
Contact Group.
Russia's response was not very optimistic to say the least. Russian law
enforcement officials
announced that Russian policemen will not be deployed in Kosovo because
of appalling lack of
cooperation on NATO's side. Furthermore, top Russian military commanders
announced that
Russia may pull out of the KFOR altogether. On the other hand, commander
of Russian Airborne
Assault Forces (VDV) Gen. G. Shpak announced about plans to convert the
Slatina base of the
Yugoslav Air Force near Pristina, which currently serves as the main
base for Russian KFOR
paratroopers, into a large Russian military base with a capability to
barrack up to 15000 Russian
troops.
There are reports that Russians are already doing some large-scale
construction work at Slatina.
Russian Su-27 and Su-30 fighter aircraft have been sighted at several
Yugoslav Air Force bases
(Batajnica, Ponikve). There is a lot of unofficial information regarding
deliveries of Russian SAM
systems to Yugoslavia. High-level meetings are underway between Yugoslav
and Russian
governments regarding Yugoslavia's plans to join the Russia-Belarus
union. The Russian military
is extremely interested in establishing its presence in Kosovo and in
the rest of Serbia on a
greater scale. A logical first step would be a joint defense agreement
between Russia and
Yugoslavia. Such
an agreement will include Belarus and, possibly, other CIS members. In
an interview to the "Voice
of Russia" radio station, Gen. Ivashov said that Russia is considering a
military intervention in
Kosovo and may offer support to the Yugoslav Army on the ground.
Many question Yugoslavia's ability to purchase large quantities of
hi-tech weapons from Russia.
Yugoslavia's economy is not in great shape, but Russia owes FRY a hefty
sum, which Russians
would be only too glad to offset by supplying Serbia weapons. Russia is
also seeking more
influence in Europe now that the Chechen conflict is no longer a major
military commitment.

Un piano per dividere l'Italia: due arresti, coinvolto un leghista
Pensavano di poter dividere il Nord dal Sud attraverso una serie di
attentati dimostrativi, prima in meridione, per far affluire li le forze
dell'ordine, e poi al Nord. L'accusa e' questa ma Luca Giannasi, 33 anni
(e informatore del Sismi [sic!]) e Marco Fregosi, 25 anni, entrambi di
La Spezia, non sono riusciti ad attuare il piano chiamato "Fenice" in
riferimento ai gruppi neofascisti del Triveneto coinvolti nella
strategia della tensione degli anni Sessanta e Settanta. I due sono
finiti in carcere nell'ambito dell'inchiesta sulla bomba esplosa nel
settembre '98 davanti all'intendenza di Finanza di Milano e su quella
trovata inesplosa, nell'aprile '99, nell'Universita' Bocconi. L'indagine
coinvolge anche un esponente circoscrizionale della Lega Nord della
Spezia, indagato per aver ricevuto esplosivo da Fregosi in passato.
Giannasi si presento' a Fregosi, iscritto alla Lega della Spezia, come
ex-mercenario in Croazia [sic!] al tempo della guerra nella
ex-Jugoslavia.

Kosovo a Victim of 'Humanitarian Concerns'
Yugoslavia was bound to lose the war from the very
beginning. How could a tiny Balkan state have enough
tools to challenge the US-led NATO? Not only
overshadowed by military strength, Yugoslavia was
"against humanity," as NATO officials observed. They
were committing "ethnic-cleansing" while the NATO
intrusion enjoyed the strong backup of "humanitarian
concerns."
After 78 days of intensive air attacks, Yugoslavia
signed a treaty to hand over Kosovo at the mercy of
NATO.
NATO indeed won the war and that result would be
denied by few.
Kosovo still makes the headlines and events there
continue to attract considerable media attention
worldwide.
But different from a year ago when the Western media
helped demonize Slobodan Milosevic and trumpeted
NATO's victory, the area's gloomy news is now splashed
all over the world.
What is happening there today?
Even NATO's own high ranking officials admit that the
mission in Kosovo remains difficult.
Many refugees are afraid to return as security in
Kosovo can hardly be guaranteed.
Trouble in such ethnic flashpoints as the divided
northern town of Mitrovica and Kosovo's boundary with
the Presevo valley in eastern Serbia continuously
threatens exodus.
"We see quite an organized campaign to intimidate the
non-Albanian population and drive them out of the
province," said Russian Permanent Representative to
the United Nations Sergei Lavrov during his visit
there last year.
The New York Times also reported that the burning of
Serbs' homes takes place in an organized fashion
almost daily, increasing the pressure on the Serbian
minority to flee the province or ghettoize itself in
enclaves.
Under resolution 1244, which was adopted last June 10
by the UN Security Council, the Kosovo Liberation Army
(KLA), the ethnic Albanians-dominated armed rebel
group, should be fully disarmed after the UN presence
in Kosovo.
But in reality, the residual influence of the
officially disbanded KLA equals, if not exceeds, that
of the international community in Kosovo.
Under the connivance of NATO, the KLA has not only
perpetuated the persecution of Kosovo's rapidly
dwindling Serb minorities, but it has even turned
hostile towards NATO-led peacekeepers.
It seems that the pledge of the West to create a
multi-ethnic Kosovo is an impossible mission.
Worse, Kosovo has been degraded into a haven for
crimes such as drug trafficking.
So it is clearly a war without a victor with
Yugoslavia as the biggest loser. After its loss of
effective control over Kosovo, Yugoslavia is forced to
face political and economic sanctions imposed by
western countries.
And economic reconstruction remains a formidable task
for the cash-strapped country.
During the war, NATO member countries, the United
States in particular, did not hesitate to squander
money to turn Kosovo into a showplace of their
advanced weapons. However, at a time when financial
support is urgently needed to rebuild Kosovo, they
duck their responsibilities.
In the westerners' eyes, Milosevic is to blame for all
because he was and remains against the will of the
West, who are the representative of justice. And many
believe the Serbs deserve all their troubles because
they chose to support Milosevic.
NATO's deliberate attacks on civilian targets and
infrastructure amounted to a serious violation of
international law.
NATO's recent confession that it used depleted uranium
weapons during the war is but another slap on an
already bruised face.
The question now is how an unjustified war could have
dominated media worldwide and those who were truly
guilty could be free from due punishment?
Power without restriction is dangerous. It is an
important conception in western politics. But in
regard to international affairs, western politicians
do not seem to be concerned.
Without certain regulations, any regional conflict
could balloon into a war so long as western
politicians find intervention profitable.
Nothing is easier than finding an excuse - anything
against their will is against reason or humanity.

Certain new methods
are being applied these
days in the media war
against Serbia and the
Serbian people. Along with their psychological and
propaganda services and home-maid self-proclaimed
independent media, those who had bombed Serbia and
who still carry out the aggression against it, have
entered upon a new stage of the attacks over
Internet.
In a planned and malicious action regularly
registered
Yugoslav sites were taken over on the central server
of
an American firm involved in the registration of the
Internet domains. Numerous sites of the Yugoslav
providers, political parties and firms were attacked
in a
synchronized manner.
One of the most severe criminal attacks on the
Ministry
of Information of the Republic of Serbia was carried
out
on Wednesday afternoon. American-Albanian
propagandists forged the entire English version of
the
site and by false presentation on the Ministry of
Information Internet address tried once again to
delude
the entire world and conceal their own crimes. It was
not a surprise that they placed that bunch of
outrageous
lies regarding the historical and current
developments
on the territory of the former Yugoslavia, Serbia and
Kosovo and Metohija between the story about the
massacre in Racak and the text in which they rendered
thanks to NATO. Though the Finnish, Russian and
Belarus pathologists and numerous world media have
denied the existence of the fabricated mass grave of
the
Albanians in Racak long ago, which was used as a
pretext for bombardment of Serbia by its author
Walker,
the mass grave is persistently being mentioned. This
story has a new function; it is supposed to conceal
the
real truth from the Kosovo Albanians themselves -
that
they were misused by the NATO persons in power. The
gratitude to NATO and the U.S., expressed in the end
of
the forged site has the same function. This
propaganda
against Serbia and the Serbian people, created by the
order givers, by a combination of circumstances
appeared on the day when the NATO killers had
bombed the convoy of ethnic Albanian refugees in the
village of Meja, near Djakovica last year. In the
attack,
73 persons had been killed and 36 injured.
In keeping with its obligations, the Ministry of
Information will continue informing domestic and
world
public about the developments in the country,
especially
in Kosovo and Metohija. All necessary measures will
be taken against the media violence, the misuse of
the
Internet as a media and violations of all
international
judicial and moral norms.

On April 10 an individual or a group represented by someone with an
Albanian name, located in Pristina, in Kosovo, took over the domain name
of Serbia-info.com, the website of the Serbian Ministry of Information.
The site is now full of secessionist propaganda.
Original speculation, that the site was hacked is mistaken. The new
owner's information, listed at the conclusion of this article, makes
clear that the domain ownership was transferred on April 10, 2000.
Other speculation, that the Serbian government simply neglected to renew
its domain name is also mistaken; the domain was up for renewal July 29.
Network Solutions is licensed by the US government to handle domain
registration. Media Relations at Network Solutions has been contacted
and they are checking into the matter. We will inform you as soon as we
learn the outcome.
This illegal action casts doubt on the integrity of the Internet. It
concerns everyone. The obvious question is: is the US government behind
it? And if so, who could be next?

During the NATO bombardment of Yugoslavia last summer
the Lake Merritt Neighbors Organized for Peace had
weekly anti-war walks around Lake Merritt in Oakland,
California. At one of these someone told me about
http://www.serbia-info.com which at that time was a
refreshing antidote to the nonstop lies we were being
bombarded with in the regular media. Through some
strange fluke this site has fallen into Albanian
propagandist's hands. A group called Albanian Web
Guardian Angels or some such is now in control of the
domain name -- Going to the site you are greeted with
an Albanian flag, and a link to the Interpol "Wanted"
poster for Slobodan Milosevic. Scrolling down you are
treated to a series of atrocity photoes, no doubt
bound to be a hit amongst morbid Americans. The
takeover of serbia-info.com is a loss to the anti-war
movement -- If anyone knows if there is a new URL
where it can be found please post that information.

I just went into the site, a moment after Steve's message appeared, and
it's still the dirty tricks/hacker dreck.
I called the domain's server, Network Solutions, and initially spoke
with one Stephanie, who came across as defensine/evasive, at first
seeming to know just what I was talking about, then shifting me to one
Kevin, who was more aggressive/obstructionist. He wouldn't give me an
inch, insisting only the registrant, whom he identified as EPI, had the
right to ask questions. I let him know, among other things, that I
suspected the government might be involved...Deafening silence.
I later called back and asked for Public/Corporate Relations (same
thing, evidently), and got a voice mail for Christina Blinko. I left a
detailed message.
Harass the daylights out of them until this is resolved.
P.S. If anyone succeeds in reaching the Min. of Information, please let
them know that I'd be willing to help edit their reports so they'd be
more presentable - and effective.

During the NATO bombardment of Yugoslavia last summer
the Lake Merritt Neighbors Organized for Peace had
weekly anti-war walks around Lake Merritt in Oakland,
California. At one of these someone told me about

refreshing antidote to the nonstop lies we were being
bombarded with in the regular media. Through some
strange fluke this site has fallen into Albanian
propagandist's hands. A group called Albanian Web
Guardian Angels or some such is now in control of the
domain name -- Going to the site you are greeted with
an Albanian flag, and a link to the Interpol "Wanted"
poster for Slobodan Milosevic. Scrolling down you are
treated to a series of atrocity photoes, no doubt
bound to be a hit amongst morbid Americans. The
takeover of serbia-info.com is a loss to the anti-war
movement -- If anyone knows if there is a new URL
where it can be found please post that information.

I just went into the site, a moment after Steve's message appeared, and
it's still the dirty tricks/hacker dreck.
I called the domain's server, Network Solutions, and initially spoke
with one Stephanie, who came across as defensine/evasive, at first
seeming to know just what I was talking about, then shifting me to one
Kevin, who was more aggressive/obstructionist. He wouldn't give me an
inch, insisting only the registrant, whom he identified as EPI, had the
right to ask questions. I let him know, among other things, that I
suspected the government might be involved...Deafening silence.
I later called back and asked for Public/Corporate Relations (same
thing, evidently), and got a voice mail for Christina Blinko. I left a
detailed message.
Harass the daylights out of them until this is resolved.
P.S. If anyone succeeds in reaching the Min. of Information, please let
them know that I'd be willing to help edit their reports so they'd be
more presentable - and effective.

La guerra contro la Jugoslavia, che ha sancito in modo definitivo la

potenze, si sono innescati nell'area balcanica conflitti di proporzioni
catastrofiche.
Al centro dell'area, la Jugoslavia è oggi, ancora una volta, il punto
focale delle tensioni tra i divergenti interessi degli imperi economici:
essa è il luogo privilegiato per intendere il delinearsi di futuri più
inquietanti scenari. La guerra ha aperto la via a nuove iniziative
lucrose del capitalismo monopolista: la rapina delle risorse energetiche
dell'area ex sovietica, il controllo delle grandi vie del petrolio,
l'acquisizione a prezzi stracciati di interi comparti industriali, il
rilancio dell'industria bellica.
Una riflessione dedicata all'argomento sollecita ad esaminare, tra
l'altro, gli eventi che nel corso del II conflitto mondiale sfociarono
nella costituzione dello Stato Croato Indipendente, uno Stato che fu
servitore fedele del III Reich, che nacque connotato da un'ideologia
apertamente razzista, che venne difeso dalle gerarchie vaticane, nel
quale venne perpetrato il genocidio delle popolazioni serbe ortodosse.
La riflessione sulle vicende legate alla storia dello Stato guidato da
Ante Pavelic rappresenta oggi, dopo il crollo dell'unità Jugoslava e la
nascita della Repubblica di Croazia, un'occasione preziosa per
comprendere le radici di questo presente, con la consapevolezza che i
progetti egemonici del Nuovo Ordine Mondiale non si fermeranno alle
frontiere dei Balcani.

ZINGARI: ESSERI UMANI DI SERIE "B"
Ieri, 3/03/2000 alle ore 01.30 di notte, è iniziata un'imponente
operazione di polizia nei confronti del
popolo ROM abitante a TOR DE' CENCI, nel campo "attrezzato" del Comune
di Roma.
Gli abitanti in questione dovevano essere spostati temporaneamente, in
collaborazione con l'ARCI
Solidarietà del Lazio, per permettere alcune migliorie e la tanto attesa
installazione dei container
al posto delle roulotte ormai fatiscenti. Non erano previste espulsioni
fino al rientro al campo
finalmente riattrezzato (?) di Tor de' Cenci.
Alle ore 7.30, all'inizio del turno di accompagno scolastico, gli
operatori dell'ARCI, arrivati al
campo, si sono trovati la sorpresa: un numero sconsiderato di forze
dell'ordine, tante ruspe che
demolivano tutto ciò che c'era al campo e nessun abitante.
Gli operatori si sono subito diretti nel luogo individuato in
precedenza, dalla XII circoscrizione, per
l'eventuale spostamento ma anche lì le sorprese non sono mancate: non
hanno trovato un campo
accogliente, con luce, acqua e roulotte dignitose come promesso, ma un
piccolo lager contenente
un pugno di roulotte con dentro topi morti, 8 bagni chimici,
un'autocisterna e 114 persone
mancavano all'appello (38 maggiorenni, 76 minorenni di cui 24 iscritti e
frequentanti per l'anno
scolastico in corso).
Per tutto il giorno sono corse voci terrorizzanti di deportazioni in
massa verso la Bosnia.
La polizia smentiva la possibilità di rimpatrio immediato ma dichiarava
che tutti i fermati (50
secondo la questura), senza permesso di soggiorno o con reati, sarebbero
stati espulsi.
Venivano espulse e deportate 37 persone (13 maggiorenni, 24 minorenni di
cui 6 iscritti e
frequentanti per l'anno scolastico in corso, 4 iscritti alle scuole
elementari e materne per l'anno
scolastico 2000/2001, 15 nati a Roma e 1 a Parigi). Deportate in Bosnia,
loro "terra natale", in
realtà terra di origine solo dei più anziani. Ora le loro case, in un
paese di montagna a nord di
Saraijevo, sono occupate dai Serbi in base agli accordi di DAYTON (dove
la Bosnia venne divisa
"etnicamente").
Esulta il Sindaco Rutelli, esultano le destre forcaiole e razziste per
l'espulsione di pericolosi
criminali.
Piangono i bambini senza colpa, si disperano uomini e donne ai quali a
fatica si stava aprendo una
strada dignitosa (scuola, palestra, lavoro in cooperative), scacciati là
da dove sono stati già
scacciati, dove non hanno più nulla se non il terrore della
persecuzione.
E' l'Italia del centrosinistra (la destra farebbe peggio?), dove si
costruiscono lager per stranieri,
dove sindaci, prefetti e questori hanno la licenza di riconsegnare ai
boia chi li fugge.
E' la Roma del Giubileo, la capitale di uno dei 7 paesi più ricchi del
mondo che non trova pochi
spiccioli per un'accoglienza dignitosa a chi fugge guerra, miseria, e
persecuzione ma si abbellisce
per l'evento eliminando, senza "differenziarla", la spazzatura.

RAPPORTO SULL'ESPULSIONE E IL RIMPATRIO COATTO
DEI ROM DI CITTADINANZA BOSNIACA DEL CAMPO DI TOR DE' CENCI - ROMA.
PREMESSA:
ARCI Solidarietà Lazio è una Associazione di promozione sociale che
svolge
fin dal 1992 attività in favore delle comunità rom presenti a Roma. In
particolare l'Associazione gestisce dal 1996 per conto dell'Assessorato
alle Politiche Educative del Comune di Roma un progetto di inserimento
scolastico dei minori di numerose comunità rom della città tra le quali
quella di "Khorakhané Cergarija" stanziata presso il Campo sosta di Tor
de'
Cenci. Tale comunità è composta nella quasi totalità da Rom di religione
musulmana provenienti dalla cittadina bosniaca di Vlasenica. Nume-rosi
nuclei familiari sono arrivati in Italia all'inizio degli anni ottanta,
altri sono giunti a Roma nel 1992 fuggendo dalla guerra esplosa in
Bosnia e
in particolare a causa dell'occupazione di Vla-senica ad opera delle
milizie serbo-bosniache. Dopo la fine della guerra gli accordi di pace
di
Dayton hanno sancito la divisione del paese in due "entità" etniche e
Vlasenica è rimasta sotto il controllo dei Serbi di Bosnia e appartiene
quindi al territorio della "Republika Srpska". Le case una volta di
proprietà dei Rom sono ancor oggi occupate da sfollati di etnia serba
fuggiti dai terri-tori appartenenti alla "Federazione di Bosnia
Erzegovina"
controllata da Musulmani e Croati.
GLI EVENTI A ROMA:
All'incirca all'1.30 della notte tra il 2 e il 3 Marzo 2000 il Campo
sosta
di Tor de' Cenci è stato sgomberato mediante un'operazione congiunta che
ha
visto impiegato sul terreno un numero ele-vatissimo di agenti di polizia
giudiziaria della Questura di Roma, agenti della polizia municipale e
funzionari del Comune di Roma (400 uomini in tutto, secondo quanto
riportato in data 4 Marzo dagli organi di stampa). Tale operazione era
stata precedentemente decisa dal Comitato Provin-ciale per l'ordine
pubblico e la sicurezza, un organismo di coordinamento presieduto dal
Prefetto di Roma e di cui fanno parte, tra gli altri, il Sindaco e il
Questore di Roma.
Le testimonianze rilasciate agli operatori ARCI dai bambini e dagli
adulti
del campo fanno rife-rimento ad un uso eccessivo della forza e ad
episodi
di violenza psicologica e fisica da parte degli agenti nel corso
dell'operazione di sgombero (Allegato nr.1).
A seguito dell'operazione, secondo quanto riportato dagli organi di
stampa
presumibilmente sulla base di informazioni fornite dalla stessa
Questura,
114 persone venivano fermate e trasferite in Questura per controlli.
Nelle
ore successive, gli agenti di polizia giudiziaria provvedevano
all'identificazione dei fermati anche con la collaborazione del Console
di
Bosnia Erzegovina appo-sitamente giunto da Milano. Al termine delle
procedure 82 persone venivano rilasciate mentre le altre 32, alcune
delle
quali munite di un lasciapassare appositamente emesso dal Console,
subi-vano il procedimento di espulsione dal territorio italiano con
accompagnamento immediato alla frontiera. I Rom venivano quindi
trasferiti
sotto scorta all'aeroporto di Fiumicino dove li atten-deva un aereo
appositamente noleggiato da una compagnia aerea civile con fondi del
Ministero dell'Interno. Sul volo venivano imbarcati, secondo quanto
riportato dalla stampa, 56 Rom in quanto nella stessa notte una analoga
operazione, sia pure di dimensioni ridotte rispetto a quella eseguita a
Tor
de' Cenci, era stata condotta presso il Campo sosta di "Casilino 700".
Il volo è decollato da Fiumicino alle 14.50 ed è atterrato all'aeroporto
di
Sarajevo intorno alle 17.00.
Dei 32 Rom rimpatriati provenienti dal campo di Tor de' Cenci 12 sono
maggiorenni e 20 mino-renni, di questi ultimi: 6 iscritti e frequentanti
le
scuole del territorio e altri 4 già iscritti dagli operatori ARCI alla
scuola materna o alla prima elementare per il prossimo anno scolastico.
Quindici di questi minorenni sono nati in Italia, uno in Francia; molti
di
loro non erano mai stati in Bosnia. Tra gli espulsi vanno segnalati i
seguenti casi:
1) Serbo Hrustic: un ragazzo nato a Parigi 14 anni fa, convivente presso
il
campo di Tor de' Cenci con la nonna Hajria Hrustic di 67 anni, anch'ella
espulsa. Il padre è detenuto e la ma-dre, convivente con un altro uomo
presso il Campo sosta di Vicolo Savini, non si occupa più di lui da
tempo.
Non risulta comunque che esista un provvedimento legale di affidamento
alla
nonna ragione per cui l'esecuzione dell'espulsione ha di fatto prodotto
la
separazione del figlio minorenne da coloro che legalmente tuttora
detengono
la potestà genitoriale;
2) Sanela Sejdovic: una ragazza di 16 anni espulsa con la figlia Shelli
Hrustic nata da poco più di 15 giorni. Il padre della ragazza è in
possesso
di regolare permesso di soggiorno e infatti è tra le 83 persone
rilasciate
dopo esser state sottoposte ai controlli di polizia. Anche in questo
caso,
quindi, un soggetto minorenne è stato separato da chi detiene legalmente
la
potestà ge-nitoriale;
3) Behara Omerovic: una ragazza di 19 anni al quinto mese di gravidanza
espulsa con la figlia Madalena Hrustic di un anno
4) Mirsad Omerovic: un ragazzo di 15 anni che al momento del
trasferimento
in Questura è stato separato dalla madre Omerovic Devleta. Conclusi gli
accertamenti, la madre è stata rilasciata mentre il ragazzo è stato
identificato erroneamente dal Console bosniaco come figlio di Ome-rovic
Sevala, iscritto sul lasciapassare di quella che in realtà è una zia, e
con
lei espulso;
Mentre le operazioni di controllo presso la Questura erano ancora in
corso
il Sindaco di Roma, Francesco Rutelli, diramava un comunicato stampa,
citato il 4 mattina da alcuni quotidiani, nel quale si complimentava con
le
forze dell'ordine per quella che definiva una "brillante operazione" e
"rispettosa dei diritti umani".
GLI EVENTI IN BOSNIA:
Sbarcati dall'aereo a Sarajevo, i 32 Rom di Tor de' Cenci espulsi non
hanno
potuto disporre di al-cuna forma di assistenza né da parte delle
autorità
bosniache né, ovviamente, da parte dell'Ambasciata italiana. Non avendo
alcuna possibilità di sistemazione a Sarajevo, 29 di loro hanno tentato
di
raggiungere le loro case a Vlasenica. Qui sono stati vittima di
un'aggressione fi-sica da parte degli occupanti le case e sono quindi
fuggiti trovando riparo a Kladanj, nella casa abitata dalla madre di uno
di
loro, Osman Omerovic. I dettagli di quanto avvenuto sono stati
co-municati
per telefono agli operatori ARCI la mattina di Sabato 4 Marzo. Una
famiglia
composta da 3 persone si è invece distaccata dal gruppo dei 29 e si è
diretta verso l'abitazione di parenti a Gracanica.
In considerazione della situazione di gravissima difficoltà nella quale
si
sono trovati gli espulsi, da Roma è stato immediatamente allertato
l'ufficio di Sarajevo dell'ICS - Consorzio Italiano di Solidarietà, ONG
di
cooperazione internazionale alla quale ARCI Solidarietà Lazio aderisce e
della quale ARCI direzione nazionale è tra i soci fondatori.
Il responsabile dell'ufficio ICS di Sarajevo si è recato a Kladanj nel
primo pomeriggio di Lunedì 6 Marzo e ha potuto verificare che:
1. I Rom di Tor de' Cenci ospitati a Kladanj presso la casa di Osman
Omerovic sono 29, 14 dei quali minori di 14 anni (Elenco all'Allegato
nr. 2);
2. Le loro condizioni sono critiche dal momento che vivono stipati in
due
sole stanze, non hanno cibo né denaro né vestiario di ricambio;
3. Alcuni di loro portavano ancora i segni delle percosse subite a
Vlasenica;
4. Solo a 4 di loro l'Ufficio Stranieri della Questura di Roma aveva
consegnato un decreto di espulsione, 13 di loro sono in possesso del
lasciapassare rilasciato dal Console bosniaco in Italia.
Al momento l'Ufficio ICS di Sarajevo sta contattando le agenzie
internazionali per organizzare una qualche forma di assistenza.
Mercoledì 8
marzo dei funzionari della Protection Unit dell'Ufficio UNHCR di
Sarajevo
si sono recati a Kladanj per valutare la situazione ed intervistare il
gruppo. È importante segnalare che sull'aereo erano stati imbarcati
anche
Rom provenienti dal campo di Casilino 700, sembra fossero 24. Non si
hanno
notizie certe sulla loro sorte una volta ar-rivati in Bosnia: secondo
informazioni raccolte ma non ancora verificate dovrebbero essere
stan-ziati
a Ilias - Sarajevo, presumibilmente presso le abitazioni di parenti o
amici.
CONCLUSIONI:
Le valutazioni dell'ARCI su quanto avvenuto sono le seguenti:
a) Nel corso dell'operazione di sgombero del campo vi è stato un uso
eccessivo della forza da parte della polizia, anche nei confronti di
bambini, con una evidente responsabilità in tal senso del/dei
funzionario/i
incaricato/i dalla Questura di Roma di organizzare e coordinare
l'operazione stessa;
b) Le espulsioni sono state eseguite in flagrante violazione del Decreto
Legislativo 25 luglio 1998 n. 286 "Testo unico delle disposizioni
concernenti la disciplina dell'immigrazione e norme sulla condizione
dello
straniero" e in particolare: 1) nel caso di tutti gli espulsi:
violazione
dell'art. 19 comma 1 ("In nessun caso può' disporsi l'espulsione o il
respingimento verso uno Stato in cui lo straniero possa essere oggetto
di
persecuzione per motivi di razza, di sesso, di lingua, di cittadinanza,
di
religione, di opinioni politiche, di condizioni personali o sociali");
2)
nei casi di Serbo Hrustic, Sanela Sejdovic e Mirsad Omerovic: violazione
dell'art. 19 comma 2 lettera a ("Non è consentita l'espulsione, (…)
degli
stranieri minori di anni diciotto, salvo il diritto a seguire il
genitore o
l'affidatario espulsi"); 3) nei casi di Behara Omerovic e Sanela
Sejdovic:
violazione dell'art. 19 comma 2 lettera d ("Non è consentita
l'espulsione,
(…) delle donne in stato di gravidanza o nei sei mesi successivi alla
nascita del figlio cui prov-vedono"). Considerando inoltre che, come
verificato dall'inviato ICS, solo 4 persone hanno ri-cevuto il decreto
di
espulsione, sono stati altresì violati l'art. 13 comma 3 ("L'espulsione
è
di-sposta in ogni caso con decreto motivato") e comma 7 ("Il decreto di
espulsione (…), nonché ogni altro atto concernente l'ingresso, il
soggiorno
e l'espulsione, sono comunicati all'interessato unitamente
all'indicazione
delle modalità di impugnazione e ad una traduzione in una lingua da lui
conosciuta, ovvero, ove non sia possibile, in lingua francese, inglese o
spagnola") dello stesso decreto legislativo; tale violazione sarebbe
tanto
più grave se compiuta con il fine di pregiudicare il diritto degli
espulsi
di ricorrere legalmente contro il provvedi-mento;
c) Le espulsioni sono state eseguite in modo tale da violare l'art. 4
del
protocollo aggiuntivo n. 4 alla Convenzione Europea dei diritti Umani
che
vieta l'espulsione collettiva di stranieri
d) Le procedure di identificazione svolte dal Console bosniaco sono
state
quanto meno superfi-ciali ed inesatte, come dimostrato evidentemente dal
caso di Mirsad Omerovic e dal fatto che sui lasciapassare di alcuni
degli
espulsi figuri come luogo di ultima residenza in Bosnia Kla-danj invece
di
Vlasenica;
e) In tutta la vicenda dello sgombero e delle espulsioni vi sono delle
chiare, gravissime respon-sabilità politiche del Sindaco di Roma, sia in
quanto componente del Comitato per l'ordine pubblico e la sicurezza che
ha
deciso l'operazione, sia per le pesanti dichiarazioni rilasciate alla
stampa a commento di quanto avvenuto.
Le responsabilità di Comune e Questura sono tanto più gravi considerando
la
censura espressa nel Marzo 1999 dal CERD - Comitato delle Nazioni Unite
per
l'Eliminazione delle Discrimina-zioni Razziali - sul trattamento
riservato
ai Rom in Italia, in particolare da parte delle forze di Polizia..
L'esecuzione dell'espulsione secondo le modalità adottate è inoltre un
atto
chiaramente irrespon-sabile che ha innescato a Vlasenica un episodio di
scontro etnico che compromette gli sforzi pa-zienti delle istituzioni
internazionali presenti in Bosnia per rasserenare gli animi e
consentire,
attraverso la concertazione con le autorità delle diverse entità
etniche,
la realizzazione dei rientri di sfollati e profughi nelle loro località
di
origine anche in zona etnicamente non omogenea. È del tutto evidente che
episodi simili rischiano di danneggiare il prestigio internazionale
dell'Italia compromettendo la sua immagine di paese rispettoso dei
diritti
umani, garante del rispetto delle norme di legge sia interne che
internazionali e dotato di una politica estera responsabile ed
equi-librata
rispetto ai delicati processi di ricostruzione della convivenza civile
in
Bosnia.
Attualmente l'impegno dell'ARCI in Italia è concentrato a garantire un
adeguato supporto legale per la presentazione dei ricorsi contro le
espulsioni, mentre l'impegno in Bosnia, attraverso le strutture di ICS e
in
stretta collaborazione con l'UNHCR, mira a fornire un'immediata ed
efficace
assistenza umanitaria agli espulsi per il periodo, che si spera il più
breve possibile, che li separa dal loro rientro in Italia.
È doveroso segnalare come alle attività di denuncia dell'accaduto, di
supporto legale, di sensibiliz-zazione dell'opinione pubblica e di
raccolta
fondi in favore degli espulsi si stiano attivamente de-dicando anche
l'AGESCI (Associazione Guide e Scouts Cattolici Italiani),
l'Associazione
……. .

ZINGARI: ESSERI UMANI DI SERIE "B"
Ieri, 3/03/2000 alle ore 01.30 di notte, è iniziata un'imponente
operazione di polizia nei confronti del
popolo ROM abitante a TOR DE' CENCI, nel campo "attrezzato" del Comune
di Roma.
Gli abitanti in questione dovevano essere spostati temporaneamente, in
collaborazione con l'ARCI
Solidarietà del Lazio, per permettere alcune migliorie e la tanto attesa
installazione dei container
al posto delle roulotte ormai fatiscenti. Non erano previste espulsioni
fino al rientro al campo
finalmente riattrezzato (?) di Tor de' Cenci.
Alle ore 7.30, all'inizio del turno di accompagno scolastico, gli
operatori dell'ARCI, arrivati al
campo, si sono trovati la sorpresa: un numero sconsiderato di forze
dell'ordine, tante ruspe che
demolivano tutto ciò che c'era al campo e nessun abitante.
Gli operatori si sono subito diretti nel luogo individuato in
precedenza, dalla XII circoscrizione, per
l'eventuale spostamento ma anche lì le sorprese non sono mancate: non
hanno trovato un campo
accogliente, con luce, acqua e roulotte dignitose come promesso, ma un
piccolo lager contenente
un pugno di roulotte con dentro topi morti, 8 bagni chimici,
un'autocisterna e 114 persone
mancavano all'appello (38 maggiorenni, 76 minorenni di cui 24 iscritti e
frequentanti per l'anno
scolastico in corso).
Per tutto il giorno sono corse voci terrorizzanti di deportazioni in
massa verso la Bosnia.
La polizia smentiva la possibilità di rimpatrio immediato ma dichiarava
che tutti i fermati (50
secondo la questura), senza permesso di soggiorno o con reati, sarebbero
stati espulsi.
Venivano espulse e deportate 37 persone (13 maggiorenni, 24 minorenni di
cui 6 iscritti e
frequentanti per l'anno scolastico in corso, 4 iscritti alle scuole
elementari e materne per l'anno
scolastico 2000/2001, 15 nati a Roma e 1 a Parigi). Deportate in Bosnia,
loro "terra natale", in
realtà terra di origine solo dei più anziani. Ora le loro case, in un
paese di montagna a nord di
Saraijevo, sono occupate dai Serbi in base agli accordi di DAYTON (dove
la Bosnia venne divisa
"etnicamente").
Esulta il Sindaco Rutelli, esultano le destre forcaiole e razziste per
l'espulsione di pericolosi
criminali.
Piangono i bambini senza colpa, si disperano uomini e donne ai quali a
fatica si stava aprendo una
strada dignitosa (scuola, palestra, lavoro in cooperative), scacciati là
da dove sono stati già
scacciati, dove non hanno più nulla se non il terrore della
persecuzione.
E' l'Italia del centrosinistra (la destra farebbe peggio?), dove si
costruiscono lager per stranieri,
dove sindaci, prefetti e questori hanno la licenza di riconsegnare ai
boia chi li fugge.
E' la Roma del Giubileo, la capitale di uno dei 7 paesi più ricchi del
mondo che non trova pochi
spiccioli per un'accoglienza dignitosa a chi fugge guerra, miseria, e
persecuzione ma si abbellisce
per l'evento eliminando, senza "differenziarla", la spazzatura.

RAPPORTO SULL'ESPULSIONE E IL RIMPATRIO COATTO
DEI ROM DI CITTADINANZA BOSNIACA DEL CAMPO DI TOR DE' CENCI - ROMA.
PREMESSA:
ARCI Solidarietà Lazio è una Associazione di promozione sociale che
svolge
fin dal 1992 attività in favore delle comunità rom presenti a Roma. In
particolare l'Associazione gestisce dal 1996 per conto dell'Assessorato
alle Politiche Educative del Comune di Roma un progetto di inserimento
scolastico dei minori di numerose comunità rom della città tra le quali
quella di "Khorakhané Cergarija" stanziata presso il Campo sosta di Tor
de'
Cenci. Tale comunità è composta nella quasi totalità da Rom di religione
musulmana provenienti dalla cittadina bosniaca di Vlasenica. Nume-rosi
nuclei familiari sono arrivati in Italia all'inizio degli anni ottanta,
altri sono giunti a Roma nel 1992 fuggendo dalla guerra esplosa in
Bosnia e
in particolare a causa dell'occupazione di Vla-senica ad opera delle
milizie serbo-bosniache. Dopo la fine della guerra gli accordi di pace
di
Dayton hanno sancito la divisione del paese in due "entità" etniche e
Vlasenica è rimasta sotto il controllo dei Serbi di Bosnia e appartiene
quindi al territorio della "Republika Srpska". Le case una volta di
proprietà dei Rom sono ancor oggi occupate da sfollati di etnia serba
fuggiti dai terri-tori appartenenti alla "Federazione di Bosnia
Erzegovina"
controllata da Musulmani e Croati.
GLI EVENTI A ROMA:
All'incirca all'1.30 della notte tra il 2 e il 3 Marzo 2000 il Campo
sosta
di Tor de' Cenci è stato sgomberato mediante un'operazione congiunta che
ha
visto impiegato sul terreno un numero ele-vatissimo di agenti di polizia
giudiziaria della Questura di Roma, agenti della polizia municipale e
funzionari del Comune di Roma (400 uomini in tutto, secondo quanto
riportato in data 4 Marzo dagli organi di stampa). Tale operazione era
stata precedentemente decisa dal Comitato Provin-ciale per l'ordine
pubblico e la sicurezza, un organismo di coordinamento presieduto dal
Prefetto di Roma e di cui fanno parte, tra gli altri, il Sindaco e il
Questore di Roma.
Le testimonianze rilasciate agli operatori ARCI dai bambini e dagli
adulti
del campo fanno rife-rimento ad un uso eccessivo della forza e ad
episodi
di violenza psicologica e fisica da parte degli agenti nel corso
dell'operazione di sgombero (Allegato nr.1).
A seguito dell'operazione, secondo quanto riportato dagli organi di
stampa
presumibilmente sulla base di informazioni fornite dalla stessa
Questura,
114 persone venivano fermate e trasferite in Questura per controlli.
Nelle
ore successive, gli agenti di polizia giudiziaria provvedevano
all'identificazione dei fermati anche con la collaborazione del Console
di
Bosnia Erzegovina appo-sitamente giunto da Milano. Al termine delle
procedure 82 persone venivano rilasciate mentre le altre 32, alcune
delle
quali munite di un lasciapassare appositamente emesso dal Console,
subi-vano il procedimento di espulsione dal territorio italiano con
accompagnamento immediato alla frontiera. I Rom venivano quindi
trasferiti
sotto scorta all'aeroporto di Fiumicino dove li atten-deva un aereo
appositamente noleggiato da una compagnia aerea civile con fondi del
Ministero dell'Interno. Sul volo venivano imbarcati, secondo quanto
riportato dalla stampa, 56 Rom in quanto nella stessa notte una analoga
operazione, sia pure di dimensioni ridotte rispetto a quella eseguita a
Tor
de' Cenci, era stata condotta presso il Campo sosta di "Casilino 700".
Il volo è decollato da Fiumicino alle 14.50 ed è atterrato all'aeroporto
di
Sarajevo intorno alle 17.00.
Dei 32 Rom rimpatriati provenienti dal campo di Tor de' Cenci 12 sono
maggiorenni e 20 mino-renni, di questi ultimi: 6 iscritti e frequentanti
le
scuole del territorio e altri 4 già iscritti dagli operatori ARCI alla
scuola materna o alla prima elementare per il prossimo anno scolastico.
Quindici di questi minorenni sono nati in Italia, uno in Francia; molti
di
loro non erano mai stati in Bosnia. Tra gli espulsi vanno segnalati i
seguenti casi:
1) Serbo Hrustic: un ragazzo nato a Parigi 14 anni fa, convivente presso
il
campo di Tor de' Cenci con la nonna Hajria Hrustic di 67 anni, anch'ella
espulsa. Il padre è detenuto e la ma-dre, convivente con un altro uomo
presso il Campo sosta di Vicolo Savini, non si occupa più di lui da
tempo.
Non risulta comunque che esista un provvedimento legale di affidamento
alla
nonna ragione per cui l'esecuzione dell'espulsione ha di fatto prodotto
la
separazione del figlio minorenne da coloro che legalmente tuttora
detengono
la potestà genitoriale;
2) Sanela Sejdovic: una ragazza di 16 anni espulsa con la figlia Shelli
Hrustic nata da poco più di 15 giorni. Il padre della ragazza è in
possesso
di regolare permesso di soggiorno e infatti è tra le 83 persone
rilasciate
dopo esser state sottoposte ai controlli di polizia. Anche in questo
caso,
quindi, un soggetto minorenne è stato separato da chi detiene legalmente
la
potestà ge-nitoriale;
3) Behara Omerovic: una ragazza di 19 anni al quinto mese di gravidanza
espulsa con la figlia Madalena Hrustic di un anno
4) Mirsad Omerovic: un ragazzo di 15 anni che al momento del
trasferimento
in Questura è stato separato dalla madre Omerovic Devleta. Conclusi gli
accertamenti, la madre è stata rilasciata mentre il ragazzo è stato
identificato erroneamente dal Console bosniaco come figlio di Ome-rovic
Sevala, iscritto sul lasciapassare di quella che in realtà è una zia, e
con
lei espulso;
Mentre le operazioni di controllo presso la Questura erano ancora in
corso
il Sindaco di Roma, Francesco Rutelli, diramava un comunicato stampa,
citato il 4 mattina da alcuni quotidiani, nel quale si complimentava con
le
forze dell'ordine per quella che definiva una "brillante operazione" e
"rispettosa dei diritti umani".

CONCLUSIONI:

l'operazione stessa;
b) Le espulsioni sono state eseguite in flagrante violazione del Decreto
Legislativo 25 luglio 1998 n. 286 "Testo unico delle disposizioni
concernenti la disciplina dell'immigrazione e norme sulla condizione
dello
straniero" e in particolare: 1) nel caso di tutti gli espulsi:
violazione
dell'art. 19 comma 1 ("In nessun caso può' disporsi l'espulsione o il
respingimento verso uno Stato in cui lo straniero possa essere oggetto
di
persecuzione per motivi di razza, di sesso, di lingua, di cittadinanza,
di
religione, di opinioni politiche, di condizioni personali o sociali");
2)
nei casi di Serbo Hrustic, Sanela Sejdovic e Mirsad Omerovic: violazione
dell'art. 19 comma 2 lettera a ("Non è consentita l'espulsione, (…)
degli
stranieri minori di anni diciotto, salvo il diritto a seguire il
genitore o
l'affidatario espulsi"); 3) nei casi di Behara Omerovic e Sanela
Sejdovic:
violazione dell'art. 19 comma 2 lettera d ("Non è consentita
l'espulsione,
(…) delle donne in stato di gravidanza o nei sei mesi successivi alla
nascita del figlio cui prov-vedono"). Considerando inoltre che, come
verificato dall'inviato ICS, solo 4 persone hanno ri-cevuto il decreto
di
espulsione, sono stati altresì violati l'art. 13 comma 3 ("L'espulsione
è
di-sposta in ogni caso con decreto motivato") e comma 7 ("Il decreto di
espulsione (…), nonché ogni altro atto concernente l'ingresso, il
soggiorno
e l'espulsione, sono comunicati all'interessato unitamente
all'indicazione
delle modalità di impugnazione e ad una traduzione in una lingua da lui
conosciuta, ovvero, ove non sia possibile, in lingua francese, inglese o
spagnola") dello stesso decreto legislativo; tale violazione sarebbe
tanto
più grave se compiuta con il fine di pregiudicare il diritto degli
espulsi
di ricorrere legalmente contro il provvedi-mento;
c) Le espulsioni sono state eseguite in modo tale da violare l'art. 4
del
protocollo aggiuntivo n. 4 alla Convenzione Europea dei diritti Umani
che
vieta l'espulsione collettiva di stranieri
d) Le procedure di identificazione svolte dal Console bosniaco sono
state
quanto meno superfi-ciali ed inesatte, come dimostrato evidentemente dal
caso di Mirsad Omerovic e dal fatto che sui lasciapassare di alcuni
degli
espulsi figuri come luogo di ultima residenza in Bosnia Kla-danj invece
di
Vlasenica;
e) In tutta la vicenda dello sgombero e delle espulsioni vi sono delle
chiare, gravissime respon-sabilità politiche del Sindaco di Roma, sia in
quanto componente del Comitato per l'ordine pubblico e la sicurezza che
ha
deciso l'operazione, sia per le pesanti dichiarazioni rilasciate alla
stampa a commento di quanto avvenuto.
Le responsabilità di Comune e Questura sono tanto più gravi considerando
la
censura espressa nel Marzo 1999 dal CERD - Comitato delle Nazioni Unite
per
l'Eliminazione delle Discrimina-zioni Razziali - sul trattamento
riservato
ai Rom in Italia, in particolare da parte delle forze di Polizia..
L'esecuzione dell'espulsione secondo le modalità adottate è inoltre un
atto
chiaramente irrespon-sabile che ha innescato a Vlasenica un episodio di
scontro etnico che compromette gli sforzi pa-zienti delle istituzioni
internazionali presenti in Bosnia per rasserenare gli animi e
consentire,
attraverso la concertazione con le autorità delle diverse entità
etniche,
la realizzazione dei rientri di sfollati e profughi nelle loro località
di
origine anche in zona etnicamente non omogenea. È del tutto evidente che
episodi simili rischiano di danneggiare il prestigio internazionale
dell'Italia compromettendo la sua immagine di paese rispettoso dei
diritti
umani, garante del rispetto delle norme di legge sia interne che
internazionali e dotato di una politica estera responsabile ed
equi-librata
rispetto ai delicati processi di ricostruzione della convivenza civile
in
Bosnia.
Attualmente l'impegno dell'ARCI in Italia è concentrato a garantire un
adeguato supporto legale per la presentazione dei ricorsi contro le
espulsioni, mentre l'impegno in Bosnia, attraverso le strutture di ICS e
in
stretta collaborazione con l'UNHCR, mira a fornire un'immediata ed
efficace
assistenza umanitaria agli espulsi per il periodo, che si spera il più
breve possibile, che li separa dal loro rientro in Italia.
È doveroso segnalare come alle attività di denuncia dell'accaduto, di
supporto legale, di sensibiliz-zazione dell'opinione pubblica e di
raccolta
fondi in favore degli espulsi si stiano attivamente de-dicando anche
l'AGESCI (Associazione Guide e Scouts Cattolici Italiani),
l'Associazione
……. .

che si alzano la mattina con lo scopo di studiare come distruggere gli
altri con le bombe. Mi ha risposto di darle i numeri di telefono per
chiamarli e per chiedergli il perché. Mi è sembrata una buona idea ed
uno spunto buono per un'azione semplice, di tutti i giorni. Ho così
compilato un elenco dei numeri di telefono delle aziende implicate nella
costruzione di morte reperibili a Roma, da correggere, ampliare e da
distribuire in rete perché i nostri bambini sappiano a chi poter
chiedere spiegazioni dell'operato di chi provoca deliberatamente morte e
distruzione. Forse in tal modo potrebbe essere miglior latore d'opinione
un funzionario di impresa addetto all'informazione di quanto non sia un
governante, che è solo uno strumento esecutivo del capitale. Che il
tabacco fosse nocivo è stato dimostrato dopo diversi anni di studi; che
una bomba sia distruttiva è praticamente un assioma e pure le armi hanno
un nome ed un costruttore. Questi devono perciò pagare in moneta sonante
tutte le loro distruzioni e la loro sete di risorse primarie (metalli,
fonti energetiche), prima di farci morire tutti di sete. Altrimenti chi
pagherà saranno i bambini di oggi, che domani, ammesso che possano
riprodursi, saranno costretti a chiedere il permesso alle holding del
transgenico....
