RUSSIAN SOCIAL COMMITTEE FOR THE DEFENSE OF SLOBODAN
MILOSEVIC
Moscow, May 24, 2002

OPEN LETTER

To the President of the Russian Federation Mr.
Vladimir Putin and

to the President of USA Mr. George W. Bush

Respected gentlemen Presidents,

The 'trial' of the ex-President
of Yugoslavia Mr. Slobodan Milosevic has gone on for
several months at The Hague 'International Tribunal
for former Yugoslavia'.

That 'Tribunal' was proposed with a
positive aim - to punish persons responsible for war crimes
under conditions in which the judicial system of the former
Yugoslavia had been destroyed.

Today, however, it has become
clear that the original concept is unsustainable,
since the Tribunal turned into a biased, politicized
instrument for the persecution of the Serbian people
and their leaders.

In the World community, there
are more and more statements that the 'Tribunal' is
illegitimate, created in violation of the UN Charter.

The 'trial' proceedings
clearly demonstrate that the 'Tribunal' has no
evidence of the criminal guilt of Mr. Slobodan
Milosevic and other leaders of Yugoslavia. This can
also be seen in the questioning and cross-examination
of prosecution witnesses, who are also unable to
present any evidence that Mr. Milosevic is guilty.

What is going on at The Hague
discredits the very idea of international judicial
bodies.

With a goal of restoring justice we call upon you to
issue a joint statement expressing the necessity of
abolishing the 'International Tribunal for former
Yugoslavia', transferring Tribunal cases to the
courts of the respective countries of the former
Yugoslavia and releasing all political prisoners,
including Mr. Slobodan Milosevic.

Chairman of the Committee
Alexander Zinov'ev

Co-Chairman of the Committee,
Deputy of the State Duma of the Federal Assembly of
the Russian Federation
Gen. Nikolai Bezborodov
