La guerra di propaganda è entrata in una nuova fase con l’azione coordinata delle reti delle TV satellitari. CNN, France24, BBC e Al Jazeera sono diventati strumenti d’intossicazione per giustificare la demonizzazione dei governi e le aggressioni armate. Queste pratiche sono illegali secondo il diritto internazionale e l’impunità dei loro autori deve cessare.

Non c’è niente di più simile alla rete fognaria di una metropoli monnezzara e cagona, che la rete mediatica dei nostri giorni.
Riassumo le tracce che questo muselide ha evacuato su La Repubblica il 24 agosto scorso. “Sogno una polizia del mondo, catastrofica la rinuncia ad abbattere Gheddafi, irresponsabile non distruggere con tutti i mezzi la tirannide sanguinaria di un buffone, buffone sanguinario che pianta le tende a palazzo Marigny, mentre Sarkozy sfotte l’ottimo Bernard Henry Lévy che lo rimprovera di averlo ricevuto” (questo pagliaccio reazionario, pseudofilosofo come il nostro cacasenno da robivecchi della letteratura, caricatura goblin del pensiero politico, cantore di ogni infamia, è di Sofri il modello supremo). E poi avanti: “fare stragi di civili per abbattere regimi è la contraddizione largamente inevitabile nelle relazioni internazionali; chi vi si sottrae per rispetto alla cosiddetta sovranità nazionale (cosiddetta!) si fa complice attivo di crimini immani”. Trema, Sofri, al pensiero di “cosa sarebbe accaduto alla popolazione indifesa di Bengasi se la Nato non avesse impedito ciò che Gheddafi e i suoi ferocemente giuravano”. Che Gheddafi non ha mai giurato, né immaginato, ma che i briganti del golpe hanno attuato oltre ogni immaginazione splatter darioargentesca.
Il sogno supremo di Sofri? Un paese democratico e custode dei diritti umani come il Qatar, generosamente precipitatosi in soccorso di una Libia che detiene un petrolio assai più apprezzato del suo, che non aspetta altro che installare sul trono della repubblica rivoluzionaria l’erede dell’illuminato monarca Idris e che dunque viva la vita felice dei sudditi di una famiglia Khalifa Al Thani che dal 1824, per grazia di ottomani e inglesi, ha potuto servire efficacemente i padroni coloniali facendo dello Stato proprietà privata sua e dei soci di maggioranza esteri e dei suoi abitanti un popolo disperso che nome non ha. Per Sofri, l’emiro del Qatar è del mondo arabo, anzi, del mondo, il battistrada.
Ce n’è per vomitare ancora. Quanto, tuttavia, qui si è rigurgitato di sofrismo dovrebbe bastare per annichilire nella vergogna anche l’ultimo stronzo nostalgico del “leader di Lotta Continua”. Questo è il suo finale: “Siamo liberi, abbiamo gridato noi nel 1861, o nel 1945... furono belle giornate”. Già, per te che ti maceri nel rimpianto di non aver potuto essere un Crispi, o un Junio Valerio Borghese.

Alle 10 inizia l’assemblea per la consegna degli affidi. Malgrado siano passati tanti anni e tanti viaggi dall’inizio della nostra campagna credo che non mi abituero’ mai alla vista di tutte queste persone che pazientemente con qualunque condizione di tempo ci aspettano nel piazzale davanti alla grande sala della direzione della Zastava Camion dove avvengono le consegne.
Come sempre l’assemblea comincia con i saluti dei dirigenti sindacali, ed e’ la prima volta di Rajko come segretario. Proseguiamo poi con un nostro interevento, letto da Stefano, in cui ribadiamo i motivi per i quali continuiamo testardamente a portare avanti questa campagna di solidarieta’.
Alle 12 concludiamo la giornata con un incontro con i rappresentanti sindacali del settore auto, per verificare la situazione della fabbrica. I dati raccolti in questo incontro li ritrovate piu’ sotto, nella terza parte di questa relazione.

Cambio dinaro/euro.
A ottobre 2008 il cambio dinaro-euro era di 84 a 1.
Al 22 ottobre 2009 era di 93.2 dinari per euro.
Il 25 marzo 2010 era di 97 dinari per un euro.
Il 1 luglio 2010 il cambio e’ passato a 102 dinari/euro.
Il 20 ottobre 2010 il cambio era di 103.5 dinari per un euro
Il 4 novembre 2010 il cambio e’ arrivato a a 107.5 dinari per euro (valore piu’ alto mai raggiunto).
Dopo questa data c’e’ stato un rafforzamento progressivo del dinaro che e’ giunto al valore di 96.5 dinari per un euro il 22 maggio 2011.
Successivamente c’e’ stato un progressivo indebolimento, ed attualmente (meta’ agosto 2011) il cambio e’ di circa 103 dinari per un euro.
L’indebolimento del dinaro rispetto all’euro ha effetti pesanti sulle condizioni di vita delle famiglie, con una vistosa caduta del potere di acquisto delle famiglie, visto che la Serbia e’ un Paese con un fortissimo deficit commerciale e che piu’ della meta’ del commercio con l’estero si svolge con la Unione Europea (Germania e Italia sono i primi partners commerciali in quest’area).
Il suo rafforzamento momentaneo per circa sei mesi e’ stato dovuto esclusivamente a ragioni politiche interne; ha avuto vantaggi solo per chi ha aperto mutui in euro, ma ha penalizzato fortemente le gia’ scarse esportazioni, mentre i prezzi dei beni di prima necessita’ e le tariffe hanno continuato ad aumentare.
Commercio con l’estero.
Anche nei primi mesi del 2011 la Serbia si conferma un Paese estremamente indebitato, con un deficit commerciale altissimo.
Tra gennaio e maggio 2011 le esportazioni sono state pari 3350.2 milioni di euro, con un aumento del 25.8% rispetto allo stesso periodo del 2010.
Nello stesso periodo il valore delle importazioni e’ stato di 5736.7 milioni di euro, con un incremento del. 20.8% rispetto allo stesso periodo del 2010.
Il rapporto tra esportazioni ed importazioni e’ stato di 58.4%, di poco piu’ alto del valore di 55.9% segnato rispetto allo stesso periodo del 2010.
Il deficit commerciale si attesta dunque a 2386.4 milioni di euro, contro un deficit di 2089.1 nello stesso periodo del 2010, con un incremento del 14.2%.
I Paesi verso i quali la Serbia esporta di piu’ si confermano essere la Germania e l’talia, mentre per le importazioni in testa vi e’ la Russia, dalla quale proviene la maggior quantita’ di petrolio e gas, seguita da Germania e Italia.
Prodotto interno lordo e indice della produzione industriale
Il prodotto interno lordo nel primo trimestre del 2011 e’ aumentato del 3.4% rispetto allo stesso periodo del 2010, attestandosi a 731058.9 milioni di dinari (circa 7310 milioni di euro).
L’indice della produzione industriale nel periodo gennaio-maggio 2001 e’ stato piu’ alto del 5.1% rispetto a quello dello stesso periodo del 2010.
Dobbiamo pero’ ricordare che, fatta 100 la media della produzione industriale del 2010, questo indice era di 117 a marzo 2008.
Malgrado questi recenti recuperi di produzioni, l’occupazione e’ in costante diminuzione, come vedremo tra poco.
Il successivo grafico mostra l’andamento dell’indice della produzione industriale negli ultimi quattro anni e mezzo, ponendo a 100 la media del 2010.

Inflazione e prezzi
Nei primi sei mesi del 2011 l’inflazione ha avuto un fortissimo aumento rispetto all’andamento nel 2010 (e’ pressoche’ triplicata) ed ha ulteriormente falcidiato il potere d’acquisto delle famiglie. Nel grafico sottostante dell’Ufficio Centrale di Statistica potete seguire l’andamento dell’inflazione percentuale annua per ogni mese a partire da gennaio 2010 fino a giugno 2011; cio’ che e’ impressionante e’ il progressivo aumento nel corso dell’ultimo anno: l’inflazione annua era del 4.2% nel giugno 2010 rispetto al giugno dell’anno precedente, mentre a giugno 2011 e’ stata del 13.4% rispetto a giugno del 2010.

I livelli occupazionali continuano a scendere.
Secondo il Sindacato Samostalni dal 2008 a maggio 2011 si sono persi circa 230.000 posti di lavoro, pari all’11% del totale dell’occupazione.
Il tasso di disoccupazione non cessa di crescere ed ha avuto una drammatica impennata negli primi mesi del 2011.

A aprile 2011 su una popolazione complessiva di circa 7.440.000 individui, vi erano 1.771.000 lavoratori (di cui 427.000 lavoratori autonomi e loro dipendenti) e risultavano 765.000 disoccupati, iscritti all’Ufficio Nazionale per l’Impiego.
La struttura dell’occupazione non e’ proprio quella adatta a fare uscire la Serbia dallo stato di poverta’ in cui versa, come si nota immediatamente dalla tabella successiva, in cui riportiamo il numero di lavoratori dipendenti per le categorie piu’ significative, secondo i dati riportati per aprile 2011 dal bollettino mensile dell’ufficio centrale di statistica (migliaia di unita’)

E’ impressionante il continuo calo dell’occupazione nell’industria, che e’ diminuita di 19.000 unita’ tra aprile 2010 e aprile 2011.

Gli aumenti nominali vengono vanificati dall’inflazione e bisogna quindi confrontare il potere di acquisto dei salari; a maggio 2011 c’e’ stato un aumento nominale del salario medio del 5.7% ma una perdita in termini reali del 6.8% rispetto a maggio 2010, visto che l’inflazione nello stesso periodo e’ stata del 13.5%.
Esistono poi, come abbiamo piu’ volte rimarcato, forti differenze territoriali nel salario medio e grandi differenze tra categorie diverse di lavoratori.
Come fa periodicamente, il quotidiano BLIC ha pubblicato a giugno scorso una tabella contenente piu’ di 80 voci (che omettiamo per non appesantire troppo questa relazione) in cui viene analizzata con grande dettaglio la spesa mensile che una famiglia tipo di 4 persone dovrebbe sostenere per poter condurre una vita dignitosa.
Secondo questo giornale questa ipotetica famiglia tipo avrebbe dovuto spendere 82868 dinari a giugno 2010, 92033 a dicembre 2010 e 95427 a giugno 2011, pari a circa 2.7 volte uno stipendio medio, considerando che la famiglia viva in una casa di proprieta’.
Ci si puo’ chiedere: MA QUALE FAMIGLIA DI 4 PERSONE IN SERBIA ha redditi di questo tipo?
Nella realta’ il reddito medio mensile disponibile per famiglie di quattro persone e’ stato di 48544 dinari nel primo trimestre del 2011 (dato piu’ recente disponibile nei bollettini dell’ufficio centrale di statistica), cioe’ circa la meta’ di quello indicato come necessario da Blic; il 42.3% viene assorbito dalle spese alimentari e il 16.4% dalle utenze domestiche.

Shroud of Secrecy Leaves Room for Doubt on Srebrenica DNA Evidence |
[Srebrenica researcher and our associate, Andy Wilcoxson, is already known to our readers for his trenchant analyses of major issues associated with the massacre in Srebrenica. The high quality of his work was confirmed recently – albeit quite unintentionally – by some Srebrenica cultists who criticized it in their usual venomous fashion, but without providing any contrary evidence or attempting to refute his. When your opponents cannot articulate any factual objection to your position but nevertheless continue to attack you with great and impotent fury, that can only be taken as a compliment. We recently focused public attention on the very important issue of DNA evidence manipulation by the International commission for missing persons, or ICMP. Mr. Wilcoxson picks up where we left off and we present his thoughts for the edification of our readers.]

Misrepresentation of DNA Evidence about Srebrenica Questions which demand answers by Stephen Karganović | |

The International Commission for Missing Persons[1], also known as ICMP, is systematically deluding the public about the true reach of DNA technology in order to foster the illusion that its laboratories hold the key to the solution of the Srebrenica enigma. On the 16th anniversary of the Srebrenica massacre this year ICMP claimed that it has “closed 5,564 cases of Srebrenica victims” and that “only about 1,500 remain to be resolved.”[2] However, that announcement is completely at odds with science. By calling persons that it has allegedly identified by using DNA techniques “Srebrenica victims” ICMP is taking a clear position that they were in fact executed prisoners (victims, rather than legitimate combat casualties) and also that their deaths are related to Srebrenica events of July of 1995. Both suggestions are false. DNA technology serves only to identify mortal remains or reassociate disarticulated parts of the same body, but it has absolutely nothing to say about the manner or time of death. ICMP has no means to differentiate “victims,” i.e. executed prisoners, from persons who perished in combat and whose death therefore is not a war crime. Nor does ICMP, or any DNA laboratory for that matter, have the means to establish that the death of persons whose remains have been identified occurred within the time frame of July 1995 Srebrenica events. They could have died anywhere, at any time. When ICMP puts forth the thesis that in its laboratories it is accomplishing things that are scientifically impossible, that suggests one of two conclusions: either ICMP was specifically set up to disinform the public and the courts under the guise of cutting edge science, or it is an organisation of charlatans which should urgently be shut down. As we are accustomed when any aspect of the Srebrenica issue is under consideration, nothing is as it appears to be. ICMP’s alleged data are completely unreliable and, most important of all, totally unverifiable. Inaccessible and unverifiable evidence In the various court cases where facts relating to Srebrenica were adjudicated no exhaustive and transparent analysis of DNA evidence has ever been conducted. For instance, DNA evidence was offered in the most recent ICTY case Popović et al., but – in closed session. And even so it occurred under conditions designed to be the most unfavorable for the defence. Defence teams were deprived of both the time and resources to subject the proffered DNA evidence, such as it was, to a thorough professional examination. The Tribunal’s rationale for such extraordinary restrictiveness was that public insight into this data would constitute a “callous” act which might injure the dignity of the victims and could even inflict great pain on their surviving relatives. The feelings and interests of persons and whole communities who – as a result of the acceptance of such dubious and independently untested evidence – might have to be burdened by decades of prison time or carry the stigma of the heinous crime of genocide apparently did not greatly concern the chamber. Each and every request to ICMP by private parties facing serious accusations or research organisations to be allowed access to DNA samples for the purpose of independent verification is invariably met by the same polite response: that it is a potential violation of privacy and is therefore impossible without the signed consent of the victim’s relatives in every single case. So far nobody has ever obtained such written consent. It appears, however, that at ICTY the entirely laudable goal of privacy protection has been taken a bit too far, even to the point of absurdity. It appears to extend even to the Hague Tribunal prosecution. There are, in fact, solid reasons to suppose that not even the Office of the Prosecutor has properly examined the DNA evidence generated by ICMP which it has nevertheless been happy to offer to the chamber as the material basis for the conclusion that in Srebrenica a crime of genocidal magnitude has been committed. How else to interpret the statement made by prosecutor Hildegard Uertz-Retzlaff in response to a demand made by the accused Karadžić for the right to examine the DNA evidence in his case: “ICMP has not shown the DNA to us either, It is not correct that they gave it to us, but not to others.”[3] Abuses in the Karadžić case But a careful reading of the ruling issued by the Karadžić chamber, which intimated to the defence that it might be allowed to examine a small number of samples (300 out of over 6,000), something that was hastily praised as an important step forward in relation to the situation as it stood previously, reveals that even that small concession was conditional and had built into it the possibility that the defence might still receive nothing.[4] For, first of all, in making its ruling the chamber did not discard in principle the position championed by ICMP that DNA analyses may be shown to others only with the relatives' written permission. The implicit retention of that position, the potential effect of which is always to deny to the defence the opportunity to independently check one of the most significant elements of proof in the prosecution’s case against the accused, is in itself scandalous and constitutes a grave violation of the procedural rights of the accused person. Then, in its ruling the chamber only states that "ICMP has agreed to obtain the consent of the approximately 1,200 family members who provided samples relevant to the 300 cases selected by the Accused, so that the Accused’s expert can then conduct the necessary analysis". [5] It is left unexplained in the court’s decision what would follow if those 1,200 relatives, or a substantial number of them, simply refused to sign the requested permission. If we take it as a matter of principle that their permission is, indeed, required[6] we must then also accept it as a possibility that they might refuse to grant it. The defence would in that case be back to square one and the alleged "movement" in its favour would be clearly shown to be what it really is – another illusion. If in relation to this evidence, which since the Popović trial has moved to center stage and has practically displaced traditional forensics as the prosecution’s main evidentiary tool[7] and which, we are told, constitutes the last word of science on the subject, the principal players, the prosecution, the chamber, and the defence, are all operating in the dark, how much credence can the findings of fact that are based on it realistically command? Based in significant part on ICMP data, the Hague Tribunal chamber in the recent Popović case drew, and proceeded to incorporate into its judgment, factual and legal findings of far reaching significance that rest substantially upon evidence which is billed as the last word of science but that was admittedly unseen and unexamined. ICMP’s history of non-compliance with professional licensing requirements The degree of indulgence that the Hague Tribunal has shown to ICMP is truly phenomenal. In the course of the Popović trial it was disclosed that until October of 2007 ICMP was operating without professional certification from the international agency which approves DNA laboratories, Gednap. That fact was freely admitted by ICMP's director of forensic studies, Thomas Parsons, under cross examination.[8] However, even then, while testifying under oath, ICMP’s witness did not state the whole truth. Our NGO “Srebrenica Historical Project” on July 20, 2010, sent an inquiry to Professor Bernd Brinkman, chairman of GEDNAP at that time, seeking information whether his organisation had issued a professional license to ICMP and whether ICMP was officially registered to perform laboratory DNA testing. Professor Brinkman’s reply was as follows: “We do not have the ICMP Tuzla laboratory on our list of GEDNAP participants. That means that the Tuzla laboratory is unknown to the organizers of GEDNAP Proficiency Tests.” Professor Brinkman then offers a detail which gives the whole ICMP charade away: “However, there are two ICMP laboratories which participate in the GEDNAP Proficiency Tests (i.e., from Sarajevo and Banja Luka).”[9] It should be noted that the Sarajevo facility is ICMP’s administrative office and that in Banja Luka ICMP maintains a small specialised laboratory. The most likely reason it is located in Banja Luka is to create the appearance that in selecting its venues ICMP is not neglecting the Republic of Srpska. But GEDNAP inspection and certification of those two locations is without any practical significance because almost all of the routine DNA work is being performed elsewhere, in the secretive Tuzla facility, including the premises of the Podrinje Identification Project, where neither the Hague defence, nor the Hague prosecution or apparently the inspectors of the world body which professionally licenses DNA laboratories have ever set foot. That means that from a professional standpoint ICMP’s principal operational facility in Tuzla continues to evade and defy standard licensing procedures today just as all of its facilities had been doing it for years prior to 2007. The bulk of the significant work performed by ICMP, the thousands of alleged DNA matches which ICMP tirelessly invokes in its public relations stunts and in courtrooms – the alleged evidence which in the Hague and before the State Court of Bosnia and Herzegovina has served as the basis for verdicts establishing mass executions of genocidal proportions – is in fact taking place in ICMP’s inpenetrable Tuzla laboratories. To repeat, that operationally only significant facility was never visited by international inspectors nor was the validity of its work ever professionally reviewed. Most importantly, it never received a professional certificate entitling it to engage in the work it is doing, which simply means that this laboratory which plays the key role in generating the illusion that the enigma of Srebrenica is on the verge of being solved is actually operating on the edge of professional legality. Biased personnel selection According to London “Financial Times”[10] 93% of ICMP personnel are Bosnian Moslems. To complete the picture, ICMP chairman is Thomas Miller, former US ambassador in Bosnia and Herzegovina[11], the director, Kathryn Bomberger is also from the US, and her assistant Adam Boys is from the United Kingdom. When will the other Bosnia-Herzegovina ethnic communities get their one third representation on the staff of ICMP? When will the representatives of other countries within the international community, about 190 in all, obtain an opportunity to take part in the work of the International commission for missing persons on the executive level? Why couldn’t the chairman be from Argentina, the director from Ethiopia, and her assistant from India? Our challenge to ICMP The NGO “Srebrenica Historical Project” issues the following challenge to ICMP and in the public interest puts to them the following questions which require answers without delay: [1] Is it correct that the most that DNA analysis can be expected to establish is the identity of mortal remains and that it may additionally be useful in reassociating parts of the same body, but that DNA is utterly useless in furnishing information about the manner and time of death, which happen to be the key issues in a valid criminal investigation? If that is correct, then ICMP’s identifications and findings, except for the comfort it may offer to the families, are completely irrelevant for resolving the substantive issues associated with Srebrenica because DNA analysis cannot differentiate whether a person was executed or perished in legitimate combat. Furthermore, it cannot furnish any answer to the question whether death occurred in July of 1995 in the course of the Srebrenica operation or before or after that. [2] Regardless of the answer to the preceding question, why is ICMP concealing the names of the persons that it has allegedly identified? By publishing their names it would at least make it possible to drastically reduce the length of the missing persons’ lists which, judging by its name, should be its primary task. [3] When will ICMP make its biological samples available to independent laboratories so that the results that it claims to have achieved might be independently tested and so that the public and the courts would no longer be obliged to take them on faith, as was the custom with dogmas in the Middle Ages? [4] When will ICMP open its laboratory premises in Tuzla to international inspectors to facilitate independent verification of the quality of its work, which might lead to the issuance of a professional certificate without which no DNA laboratory which aspires to credibility can function? [5] When will ICMP cease playing games with the term “missing” and misusing it wantonly as if it had the same meaning as “executed”? Why is ICMP, and the acronym stands for International commission for missing persons, conjuring up the misperception that DNA technology can accomplish more than mere identification of mortal remains and why is ICMP implicitly disinforming the public and the courts that it can also establish the manner and time of the deceased’s death, when that is false? And if it is false, then why is ICMP engaged in generating and perpetuating the misleading impression that its technology can demonstrate that the persons it has allegedly identified were in fact executed prisoners of war and that they died in the immediate aftermath of July 11, 1995 in the vicinity of Srebrenica? Wird die Srebrenica-Lobby langsam etwas vorsichtiger? Bei der sogenannten Srebrenica-Gedenkstädtte in Potocari wurde auch ein Gedenkstein für die 8372 "Genozidopfer" aufgestellt. Das dumme ist nur, dass dieser Gedenkstein gleichzeitig beweist, dass es sich zum absolut grössten Teil gar nicht um Opfer aus Srebrenica handelt. Auf diesem Stein wurde vermerkt, dass es sich bei diesen 8372 angeblichen Toten um Leute aus dreizehn verschiedenen Gemeinden handelt! Die aufgezählten Gemeinden sind folgende:
Bratunac, Bjelina, Foca, Han Pjesak, Rogatica, Sarajevo, Sokolac, Srebrenica, Srebrenik, Ugljevik, Visegrad, Vlasenica, Zvornik.
Und der aufgehetzte Medienkonsument in den jeweiligen Staaten merkt nicht einmal, dass der Beweis für die Srebrenica-Manipulation direkt vor seinen Augen liegt und erst noch von der Srebrenica-Lobby selber stammt. Das neueste aus der Werkstatt der Srebrenica-Lobby
Seit einiger Zeit wandert im Zusammenhang mit Srebrenica eine neue Behauptung durch die bizarre Massenmedien-Landschaft. Es handelt sich um die Behauptung, man habe nun über 6000 sogenannte Srebrenica-Opfer per DNA-Analyse identifiziert. Eine Aussage, die von den Medien unhinterfragt übernommen und seither als reine Wahrheit verbreitet wird. Das mag dem einen oder anderen kritischen Zeitgeist aus folgenden Gründen mehr als grotesk erscheinen: Dean Manning, Ermittler des von der NATO gesteuerten Tribunals in Den Haag, welches von den Massenmedien in den NATO-Staaten als ein unabhängiges und und politisch nicht motiviertes Gericht verkauft wird, suchte während Jahren im Umkreis von ca. 50 Km um Srebrenica nach Massengräbern. Dabei sollen er und sein Team insgesamt ca. 2000 Tote aus diversen Massengräbern ausgegraben haben. (1) Ich benutze bewusste das Wort „sollen“, weil serbischen Pathologen während dieser Ausgrabungen die Anwesenheit untersagt wurde. Wieso das, wenn es nichts zu vertuschen gibt? Und weshalb hat das „Tribunal“ in Den Haag seither über 1000 angebliche Beweise des propagierten Srebrenica-Massakers noch vor Beginn diverser Srebrenica-Prozesse vernichtet? (2)
Aber seien wir nicht kleinlich und gehen einmal tatsächlich von dieser Zahl aus, obwohl es klar ist, dass nicht alle im weiten Umkreis von Srebrenica gefundenen Toten vom Juli 1995 stammen können, da in der Region insgesamt mehr als drei Jahre Krieg herrschte. Zudem schätzen über dreissig moslemische Zeugen, die sich damals mit Tausenden moslemischen Soldaten und bewaffneten Männer von Srebrenica nach Tuzla durchschlugen, dass es während der Kämpfe mit der serbischen Armee auf moslemischer Seite mindestens 2000 Gefechtstote gab, Einige schätzen die Zahl sogar auf über 3000. (3).
Später versuchten gewissen Interessengruppen aus den gefundenen 2000 Toten ca. 3500 zu machen, doch zeigen die Analysen des serbischen Pathologen Dr. Ljubisa Simic auf, dass es sich dabei um eine weitere Manipulation made in Den Haag handelt. Simic konnte aufzeigen, dass die Autopsieberichte nicht 3500 Toten entsprechen, sondern z.T. lediglich einzelnen Teilen von Toten. Simic rekonstruierte die Toten und gefundenen Körperteile und gelangte zum Schluss, dass man insgesamt etwas weniger als 2000 Tote gefunden hat, was wiederum den ursprünglichen Recherchen von Den Manning entsprach. Doch wie kann man nun mit 2000 gefundenen Toten, von denen mann davon ausgehen muss, dass es grösstenteils die bezeugten Gefechtstoten sind, ein Massaker an 7000 bis 8000 Männern beweisen? Die Antwort liegt auf der Hand; gar nicht. Zwar behaupten die Haager Ermittler, man habe zwischen den Toten auch einige hundert Augenbinden und Fesseln gefunden, doch kann das von unabhängiger Seite niemand bezeugen. Man kann zudem auch nicht beweisen, wer von den gefundenen Toten tatsächlich vom Juli 1995 stammt und ob er mit Srebrenica überhaupt etwas zu tun hat. Ferner berichteten Analytiker wie z.B. Gregory Copley von der Balkan Strategic Studies wiederholt darüber, dass die Haager Ermittler auch Tote aus anderen Teilen Bosniens als Srebrenica-Opfer präsentieren, um so das Loch aufzufüllen, dass die fehlenden Toten hinterlassen haben. (5) Auch Aussagen von Miroslav Toholj, dem ehemaligen Sprecher der bosnisch-serbischen Armee, deuten darauf hin, dass man tatsächlich Tote aus anderen Teilen Bosniens als Srebrenica-Opfer präsentiert. So erzählte Toholj in einem Interview mit der „Jungen Welt“, dass moslemische Behörden mehrere hundert gefechtstote moslemische Kämpfer, darunter auch ausländische Söldner, die 1993 bei Han Pjesak umgekommen sind, heute ebenfalls als Srebrenica-Opfer bezeichnen. (6)
Demnach kommt es der Anklage in Den Haag mehr als entgegen, wenn plötzlich eine Organisation behauptet, sie habe nun mehr als 6000 Opfer aus Srebrenica per DNA-Analyse identifiziert. Der Durchschnittskonsument der Massenmedien scheint sich dabei nicht einmal zu fragen, woher man denn plötzlich 4000 Tote mehr zur Verfügung hat als ursprünglich gefunden wurden. Doch kritische Fragen scheinen nicht zum Alltag der westlichen Massenmedienwelt zu gehören.
Stephen Karganovic vom Srebrenica historical Project (7) begab sich auf die Spur der Organisation, die die Behauptung von den angeblichen DNA-Identifizierungen aufgestellt und verbreitet hat. Dabei fand Karganovic folgendes heraus: (8)
Das International Committee for Missing Persons (ICMP) mit Sitz in der bosnisch-moslemischen Stadt Tuzla, wurde auf Initiative von Bill Clinton gegründet. Es ist der gleiche Bill Clinton, dem nachgewiesen wurde, dass er, zusammen mit dem Iran, die Muslime in Bosnien während verdeckten Operationen aufrüsten liess (9). Moslemische Politiker bezeugten auch, dass Clinton dem damaligen moslemischen Präsidenten Bosniens, Alija Izetbegovic, bereits 1993 das „Srebrenica-Massaker“ vorschlug. (10) Kroatische Medien berichteten ihrerseits darüber, dass mehrere von Clintons Generälen damals die Operation „Oluja“ organisiert und geleitet haben. (11) Zur Erinnerung: während dieser Militär-Operation wurden innerhalb von nur 48 Stunden die letzten 250'000 Krajina-Serben aus ihren Häusern gebombt, es gab mindestens 1900 Tote.
Zum Vorsitzenden des ICMP wurde ausgerechnet der ehemalige Vietnamkrieg-Veteran James Kimsey, der auch während der US-Invasion in der Dominikanischen Republik mit bis zu 10'000 geschätzten zivilen Opfern zugegen war, ernannt. George Bushs ehemaliger Aussenminister Colin Powell persönlich erhob Kimsey auf diesen Posten. Ist das nicht eine äusserst „vertrauenswürdige“ Clique, die hinter dem ICMP steht?
Doch sind es nicht allein diese Gestalten, die dem ICMP eine äusserst dubiose Aura verleihen. Auch die Arbeit des ICMP ist bezeichnend und absolut unprofessionell. So verlangte das Verteidigungsteam von Radovan Karadzic vom ICMP, es solle dem Team die gesamte Dokumentation über die angeblichen DNA-Identifizierungen zustellen. Dieses wurde jedoch unter der Begründung abgelehnt, die Angehörigen der Srebrenica-Opfer hätten ihre Erlaubnis nicht erteilt! Man sich das mal genau vorstellen: Irgendeine Organisation behauptet, sie habe über 6000 Opfer des sogenannten Srebrenica-Massakers per DNA-Analyse identifizieren können. Die Beweise könne man aber nicht liefern, weil die Angehörigen nicht einverstanden sind. Zum Vergleich: wenn Morgen irgendjemand in Amerika behaupten würde, er besässe Beweise dafür, dass Barack Obama, der ja Präsident einer kriegsführenden Nation ist, irgendwo 500 Mädchen missbraucht und umgebracht hat, jedoch könne er die Beweise aus Rücksicht gegenüber den Angehörigen der Opfer nicht veröffentlichen, würde dann dieser jemand damit durchkommen? Vermutlich würde er wohl eher verhaftet und an eine psychiatrische Klinik überwiesen werden. Doch in der Realität der heutigen Weltpolitik bestimmen genau solche Verrückte die Spielregeln.

Jelzins perfekter Staatsstreich
Vor 20 Jahren simulierte das »Komitee für den Ausnahmezustand« in Moskau einen Putsch. Der spätere Liquidator der Sowjetunion führte ihn mit seinen Leuten aus

Den Männern vom »Komitee für den Ausnahmezustand« stand die Niederlage bereits ins Gesicht geschrieben, als sie in den Morgenstunden des 18. August 1991 den sowjetischen Präsidenten Michail Sergejewitsch Gorbatschow in den Krankenstand versetzten und so taten, als würden sie die »Verantwortung über die Lage im Land« übernehmen. Auf dem Papier versammelte das Komitee so ziemlich alles, was Rang und Namen hatte: Vizepräsident Janajew, der als »Juntachef« ausersehen war, Ministerpräsident Pawlow, Verteidigungsminister Jasow, KGB-Chef Krjutschkow und Innenminister Pugo. Doch diese Machtkonzentration verfügte über keine Macht mehr. Mit der Wahl Boris Jelzins zum russischen Präsidenten am 12. Juni 1991 und der ihr folgenden Souveränitätserklärung der Russischen Föderation war die sowjetische Staatlichkeit zu einer Hülle ohne Inhalt geworden. Diese Tatsache fand in den Augusttagen nur noch ihre Bestätigung. Das Gros der bewaffneten Organe unterstellte sich der Oberhoheit der russischen Regierung.
Zudem dürfte das Handbuch »Wie organisiere ich einen erfolgreichen Staatsstreich?« von den glücklosen Komiteemitgliedern nicht gelesen worden sein. Das Verkehrs- und Nachrichtenwesen funktionierte wie an normalen Tagen. Die Truppen, die den Ausnahmezustand sichern sollten, waren nicht bewaffnet. Die Panzer fuhren ohne Munition zu ihren Einsatzorten. Jelzin, der Anführer der gegen die sowjetische Ordnung gerichteten Kräfte, wurde nicht verhaftet.
Statt dessen saß Gorbatschow in seinem Urlaubsdomizil auf der Krim fest. Aber war er wirklich von seinen eigenen Leuten hintergangen worden? Sein Verhalten in den Tagen vor dem Urlaub läßt anderes vermuten. Da hatte er die Gefahr eines Staatszerfalls beschworen und sich unter Zitierung eines Tagesbefehls aus dem Großen Vaterländischen Krieg: »Hinter uns liegt Moskau. Keinen Schritt zurück!« für außerordentliche Maßnahmen ausgesprochen. Am Schwarzen Meer dürfte Michail Sergejewitsch es sich anders überlegt haben. Vielleicht weil er, um seinen Ruf als »großer Reformer« besorgt, nicht als der Mann in die Geschichte eingehen wollte, der sein eigenes Reformwerk wieder abgewürgt hatte. Im Spiegel wiederum wird jetzt die Vermutung geäußert, Gorbatschow habe seine »konservativen« Widersacher absichtlich in eine Falle gelockt, um sie nach gescheitertem Staatsstreich abservieren zu können. Boris Nikolajewitsch Jelzin scheinen sie alle nicht auf der Rechnung gehabt zu haben.
Der Mann auf dem Panzer
Die Legende erzählt von einem mit Gurten an das Krankenbett gefesselten Gorbatschow, der so gehindert werden sollte, seinen präsidialen Pflichten nachzukommen. Es könnte aber auch sein, daß er simulierte und sich absichtlich krankschreiben ließ. Um nach dem Schock der ersten Tage und stabilisierter Situation als der rechtmäßige Repräsentant des Notstandsregimes zurückzukehren oder aber sich – bei einem anderen Verlauf der Ereignisse – aus den Klauen der Putschisten befreien zu lassen. Durchaus möglich also, daß Michail Gorbatschow die Notstandskomiteeler – und nicht umgekehrt – verraten hat. Der völlig planlose, ja panikartige Verlauf der Verhängung des Ausnahmezustandes bestärkt die Vermutung, daß der Hauptverschwörer ausgefallen sein dürfte.
Das Bild über die Moskauer Augustereignisse, das sich am nachhaltigsten in der Erinnerung eingeprägt hat, zeigt den auf einem Panzer stehenden Boris Jelzin, der den Usurpatoren mutig die Stirn bietet und das »freie Rußland« verkündet. Dabei wird die Frage verdrängt, warum die bösen Putschisten dem Freiheitshelden alle Freiheiten ließen, sich als Vertreter der wahren Staatsmacht aufzuspielen? Warum sie nicht wenigstens versuchten, die Telefonleitungen zum Weißen Haus an der Moskwa zu kappen, wo der Oberste Sowjet der Russischen SFR, damals noch Jelzins Machtbasis, tagte? Der frühere Bürgermeister von St. Petersburg und »Demokrat der ersten Stunde« Anatoli Sobtschak sagte später, daß ein Zug Soldaten genügt hätte, um die gesamte russische Führung zu verhaften. So aber konnte Jelzin mit seinem Beraterstab am Morgen des 19. August von seiner Datscha in Ussowo ungehindert ins Moskauer Stadtzentrum fahren, um dort zum Widerstand gegen den Ausnahmezustand aufzurufen. Das läßt sich nur so erklären, daß sich die Komiteemitglieder in dem Irrglauben befanden, Jelzin würde sich an der Verschwörung, bei der der Kopf seines Widersachers Gorbatschow als Preis winkte, beteiligen. Waren die Verschwörer, denen immerhin der KGB-Chef angehörte, so naiv zu glauben, Jelzin würde sein Schicksal mit dem ihren verbinden, anstatt die Situation zu nutzen, sich an die Spitze der Kräfte der »russischen Wiedergeburt« zu stellen? Einer solchen Fehleinschätzung können selbst diese Putschdilettanten nur aufgesessen sein, wenn man davon ausgeht, daß der KGB auf der anderen Seite stand und seinem Chef einen üblen Streich gespielt hat.
Wie der Strick den Gehängten
Mit der Souveränitätserklärung hat Rußlands Oberster Sowjet die russische Staatlichkeit der sowjetischen gegenübergestellt – eine eindeutig verfassungswidrige Handlung. Aufgabe des Komitees für den Ausnahmezustand hätte es sein müssen, die Verfassungshoheit der UdSSR auf dem Territorium der Russischen Föderation wiederherzustellen und das russische Parlament aufzulösen. Dazu hatte es aber weder die Kraft noch den Willen. So kam es umgekehrt. Jelzin und die Seinen stellten die Verfassungshoheit Rußlands über die UdSSR her. Die Sieger von Moskau bestimmten über das Schicksal der gesamten Union, von der sich die baltischen Republiken und Georgien bereits losgesagt hatten. »Hier an dieser Stelle wird Großrußland geboren«, triumphierte der russische Vizepräsident Alexander Ruzkoj am 23. August, als der Umsturz vollzogen war. Damit meinte der spätere Jelzin-Gegner nicht die Entlassung aller Sowjetrepubliken in die Unabhängigkeit, sondern die Wiederherstellung des russischen Imperiums unter Einschluß der nichtrussischen Gouvernements. Dazu kam es nicht, da die der westlichen Wertegemeinschaft ergebenen »Demokraten« politisch korrekt allen imperialen Ambitionen entsagten.
Die Sowjetunion war ihrer Staatlichkeit bereits beraubt worden, noch bevor sie am Jahresende in Alma Ata offiziell aufgelöst wurde. Die Verkünder eines Ausnahmezustandes, den sie nie verhängten, hatten einen Staatsstreich simuliert, Boris Jelzin und die Seinen haben ihn mit Bravour ausgeführt.
Gorbatschow aber, von Jelzin in seiner Panzerrede als »verfassungsmäßig gewählter Präsident des Landes« tituliert, wurde aus der Gefangenschaft befreit und zu seiner Entmachtung nach Moskau zurückgebracht. Was Lenin 1917 anläßlich des Kornilow-Putsches über Kerenski sagte – wir unterstützen ihn, wie der Strick den Gehängten – ließ Jelzin nun Gorbatschow widerfahren. Wie einen Schuljungen ließ der russische Präsident den sowjetischen Präsidenten am 23. August im russischen Obersten Sowjet das Dekret über das Verbot der KPdSU, dessen Generalsekretär Gorbatschow immer noch war, verlesen.
Von der Perestroika…
Damit, daß der Abgang der Sowjetunion von der Geschichtsbühne so unmittelbar bevorstehe und daß er so ruhmlos verlaufen werde, hatte wohl niemand gerechnet, als Michail Sergejewitsch Gorbatschow im Februar 1985 zum Generalsekretär der KPdSU bestellt wurde. Nachdem zwischen 1982 und 1985 der Tod im Kreml ein- und ausgegangen war und die gesellschaftliche Stagnation kein Ende finden wollte, ruhten auf dem Mittfünfziger die Hoffnungen auf einen energischen Neuanfang. Der versprach auch, alles zu unternehmen, um das Potential des Sozialismus als einer dem Kapitalismus grundsätzlich überlegenen Gesellschaftsordnung besser zur Geltung zu bringen. Schon bald wurde klar, daß es einer radikalen Umgestaltung, einer Perestroika bedurfte. Doch diese endete in der Katastroika. Der Weg in letztere war zumindest am Anfang mit den besten sozialistischen Vorsätzen gepflastert.
Das »lebendige Schöpfertum der Massen« (Lenin) sollte neu geweckt werden. Die Stärkung des Eigentümerbewußtseins der werktätigen Massen schien dafür die beste Voraussetzung zu sein. Das wiederum machte mehr Möglichkeiten zur Einflußnahme, »mehr Demokratie« erforderlich. Und mehr Offenheit (»Glasnost«). Neue Formen der Selbstverwaltung sollten erprobt werden, um die Entfremdung des Volkes von der Macht zu überwinden. Das hörte sich alles noch sehr sozialistisch, egalitär und emanzipatorisch an.
Doch die Macht der staatssozialistischen Korruption erwies sich als stärker als alle Bestrebungen zur Überwindung der Deformationen in den gesellschaftlichen Beziehungen, die Kritik der Waffen als mächtiger als die Waffe der Kritik. Die Korruption hatte auch noch den gesellschaftlichen Diskurs korrumpiert. Anfänglich ob der Perestroika-Rhetorik verunsichert, sabotierte das bürokratisch-mafiose Geflecht unter Nutzung seiner realen Verfügungsgewalt über das Volkseigentum alle Veränderungsbestrebungen. Als dann aber das Volkseigentum zur Disposition stand, wandelten sich die Perestroika-Bremser zur innovativsten Kraft der Umgestaltung. Es begann mit dem im November 1986 verabschiedeten Gesetz über die Kooperativen, das mit Lenins Definition vom »Sozialismus als eine Gesellschaft zivilisierter Genossenschafter« theoretisch begründet wurde und die Entfaltung des sozialistischen Genossenschaftswesen zum Ziel hatte. In der Praxis bildete es das Einfallstor für die Privatisierung.
…zur Katastroika
Den Kooperativen, die als kollektive Eigentumsform galten, wurde die Möglichkeit eingeräumt, Lohnabhängige zu beschäftigen, wodurch das in der Schattenwirtschaft entstandene private Unternehmertum eine legale Eigentumsbasis erhielt. Der Prozeß der Verselbständigung des Gesellschaftseigentums beschleunigte sich enorm. Als die aktivsten und wendigsten Bereicherungsaktivisten des Volkes tat sich die Nomenklatura des Kommunistischen Jugendverbandes (Komsomol) hervor. Ihre »Klubs der jugendlichen Kreativität« – hinter denen sich Spielhöllen, Videoklubs usw. verbargen – wurden zu einer der Hauptquellen der ursprünglichen Akkumulation. Aus der »jungen Garde des Proletariats« war die junge Garde der Bourgeoisie geworden.
Das Gesetz über den sozialistischen Betrieb, das die Einrichtung von Räten der Arbeitskollektive vorsah, wirkte in einer Atmosphäre der Bereicherungsanarchie nahezu anachronistisch. Sozialistischer Demokratismus, wie ihn die frühe Perestroika verhieß, war völlig aus der Mode geraten. Die Diskursverschiebung vom Egalitarismus zum Elitismus war 1988 bereits deutlich erkennbar. Alexander Jakowlew, damals Ideologiesekretär der KPdSU, machte sich zum Fürsprecher der inoffiziellen Millionäre, indem er vehement gegen die Eigentumskontrolle polemisierte. Der Starökonom und spätere Moskauer Bürgermeister Gawril Popow sang gar ein Hohelied auf die Wirtschaftskriminalität. Die »Schuluki« (Gauner) seien der sozial aktivste Teil der Gesellschaft, meinte er. Sie verfügten als einzige über ausreichendes marktwirtschaftliches Know-how. Die neoliberale Hegemonie hatte sich des Sowjetlandes bemächtigt, noch bevor der Sozialismus offiziell verabschiedet worden war. So gab es ernsthafte Vorschläge, auch das Gesundheitswesen dem Prinzip der wirtschaftlichen Rechnungsführung, das heißt der Gewinnerwirtschaftung zu unterwerfen. Umgekehrt machte sich die Belegschaft einer sibirischen Sargfabrik darüber Gedanken, daß weniger Bedarf an Särgen bestünde, wenn es den Menschen im Ergebnis der Reformen besser ginge, was wiederum die Gewinnaussichten der Sargtischler schmälern würde. Diese Sorge erwies sich freilich als völlig unbegründet.
Massen im Abseits
Dem sozialen Aktivismus der Geschäftemacher stand die soziale Trägheit der Massen gegenüber. Darin lag einer der Hauptgründe für das Scheitern der Perestroika. Sie war zu keiner Massenbewegung geworden. Die sowjetische Gesellschaft vermochte es nicht, aus dem Schatten des paternalistischen Systems zu treten. So blieb der alte Gesellschaftsvertrag – »Sie tun, als würden sie uns bezahlen, und wir tun, als würden wir arbeiten« – im wesentlichen bestehen. Die ursprüngliche Perestroika-Strategie ging zu Recht von der Annahme aus, daß das administrative Kommandosystem aus sich heraus nicht zu reformieren sei, daß es vielmehr eines radikalen Bruchs bedürfe. So wurde die Perestroika zum revolutionären Prozeß erklärt. Die Soziologin Tatjana Saslawskaja sprach von einer »zweiten sozialistischen Revolution«. Doch wer bildete das »revolutionäre Subjekt«? Um ein solches zu sein, hätten die Arbeiterklasse, die Kolchosbauernschaft und »revolutionäre Intelligenz« das bürokratische Regime, das in ihrem Namen die Macht ausübte, stürzen müssen. Nach Jahrzehnten sozialer Bevormundung war das werktätige Volk aus seinen eigenen Reihen heraus aber zu keinem revolutionären Handeln befähigt. Die Kommunistische Partei in ihrer Funktion als zentrales Machtorgan war es auch nicht. Denn die Unterordnung der Staatsmacht unter das Parteiregime hatte umgekehrt die Verstaatlichung der Partei zur Folge. Die KPdSU war zu einer Gefangenen des von ihr geschaffenen Regimes geworden.
Die wenig durchdachten, in sich widersprüchlichen Wirtschaftsreformen hatten eine ausufernde Trödel-Marktwirtschaft hervorgebracht und den Egoismus entfesselt, die Großindustrie aber völlig desoganisiert und damit die sozialistische Planökonomie – fast möchte man sagen: planmäßig – dem Untergang zugeführt. »So kann man nicht weiterleben«, lautete der Titel eines Theaterstückes, der die Stimmung breiter Volksschichten wiedergab.
Im Angesicht des wirtschaftlichen Desasters besann sich die Gorbatschow-KPdSU wieder des Primats der Politik. Ohne Reform des politischen Systems ginge auch in der Wirtschaft nichts weiter, hieß es. Auf der 19. Parteikonferenz im Juni 1988 beschloß die KPdSU, als Machtorgan abzudanken und sich dem politischen Wettbewerb zu stellen. Bei den Wahlen zu den Sowjetorganen sollten die Wähler zwischen verschiedenen Kandidaten die Wahl haben. Das Präsidentenamt wurde eingeführt. Ebenso die Institution des Kongresses der Volksdeputierten als jährlich zusammentretendes höchstes Machtorgan, der aus seinen Reihen die Mitglieder des Obersten Sowjets zu bestimmen hatte.
Der Gorbatschow-Plan
Auch wenn neben der KPdSU offiziell noch keine andere Partei zugelassen wurde, war dies der Beginn des Mehrparteiensystems. Die Gegenpartei zur Partei Lenins, die nur noch ein Schatten ihrer selbst war – ihr Generalsekretär Gorbatschow empfand seine Parteifunktion als eher lästigen Nebenjob –, machte sich unter dem Namen »Überregionale Fraktion« schon während der ersten Tage des Volksdeputierten-Kongresses wortgewaltig bemerkbar. So löblich die Idee war, die Sowjetmacht den gewählten Sowjetorganen zu überantworten, so selbstmörderisch für die Partei, aber auch für den Sowjetstaat erwies sie sich in der konkret-historischen Situation. Denn damit hatte die KPdSU den Kräften des antikommunistischen Umsturzes die Bühne freigegeben.
Am schlimmsten aber wog die Tatsache, daß es der Parteinomenklatura hinsichtlich der Verteidigung der sozialistischen Option an Eindeutigkeit mangelte.
Die Gruppe um Gorbatschow hatte die Selbstentmachtung der Kommunistischen Partei, nicht aber ihre eigene im Sinn. Der Staat sollte von der führenden Rolle der KPdSU befreit, das heißt entideologisiert werden. Die Partei gedachte man in Richtung Sozialdemokratie zu transformieren. Der Gorbatschow-Plan reflektierte die Interessen der herrschenden Eliten, den kapitalistischen Eigentumsumsturz aus dem System heraus und nach ihren Spielregeln zu organisieren. In völliger Verkehrung der deklarierten Perestroika-Ideale, die sozialistische Gerechtigkeit wiederherzustellen und die bürokratische Vorherrschaft über die Gesellschaft zu beenden, organisierte die Nomenklatura die soziale Enteignung der Volksmassen. Anstatt den Sozialismus von seinen Deformationen zu befreien, sollten die Deformationen vom Sozialismus befreit werden. Es ist müßig, darüber zu spekulieren, ob Gorbatschow von Beginn an diese Strategie verfolgt hat oder ob er irgendwann nur mehr der Logik der Ereignisse folgte.
Jelzins Antwort
Die Gorbatschow-Leute hatten nicht mit den Gegeneliten gerechnet. Die hatten mit Boris Jelzin einen Mann an ihrer Spitze, der als ein von der Nomenklatura Verstoßener auf die Sympathien seiner Landsleute zählen konnte. Auch wurde ihm zugute gehalten, ein direkt vom Volk gewählter Präsident zu sein. »Das Volk gegen die KPdSU« lautete das antikommunistische Narrativ. Das stimmte so nicht. Die Befürworter der sozialistischen Option erschienen nur deshalb hoffnungslos unterlegen, weil sie in der Gorbatschow-KPdSU keinen Rückhalt mehr fanden. Obwohl inzwischen offen antikommunistisch auftretend, hielten viele Sowjetbürger den ehemaligen Stadtparteisekretär von Swerdlowsk immer noch für den aufrichtigeren Kommunisten als den amtierenden Generalsekretär. »Für Jelzin und die Sowjetmacht« antwortete ein Großmütterchen auf die Frage, wen sie denn unterstütze.
Bedienten die »Demokraten« einen eher populistischen Antikommunismus, so argumentierten die Gorbatschow-Leute mitunter elitär antikommunistisch. Es war der Generalsekretär der KPdSU, der den Begriff »Neobolschewismus« als ein gegen die Systemopposition gerichtetes Schimpfwort kreierte. Sein Berater, der Politologe Andranik Migranjan, sah in den antikommunistischen Oppositionellen ob ihrer »aggressiven Bereitschaft zur Umverteilung« Wiedergänger der Oktoberrevolutionäre. »In einer neuen Windung der Geschichtsspirale treffen wir die Psychologie des Lumpensozialismus wieder«, schrieb er. Nur die von Gorbatschow geführte Partei, so die Botschaft, könne den Übergang kapitalistisch korrekt in die Wege leiten. Migranjans Befürchtung einer Sozialisierung des Eigentums durch die »Demokraten« hat sich in der Folge als völlig grundlos erwiesen.
Falsches Denken
Wie aus vom Spiegel jüngst veröffentlichten Dokumenten hervorgeht, hat Gorbatschow darauf gehofft, seinen im Westen erworbenen Bonus als Systemaussteiger im Moskauer Machtpoker einsetzen zu können. Als Erfinder des »neuen Denkens« hat er die Priorität der allgemein-menschlichen über die Klasseninteressen postuliert, dabei dem Sozialismus aber immerhin noch zugestanden, das friedfertigere System zu sein. Den Beweis dafür erbrachte er, als er die Sowjetunion aus dem Systemwettbewerb nahm, um die »Gewaltmechanik des Kalten Krieges« (W.F. Haug) zu beenden. Doch zieht der letzte KPdSU-Chef inzwischen die Erzählung vor, mit der Abschaltung der »totalitären Höllenmaschine« das größte Friedenshindernis aus dem Weg geräumt zu haben. Wie dem auch sei. Die Regie des antikommunistischen Staatsstreichs vom August 1991 hatte für Michail Sergejewitsch Gorbatschow nur noch eine Nebenrolle vorgesehen.

Germany rules out Kosovo partition on ethnic lines
PRISTINA: Germany will oppose any partition of Kosovo, its foreign minister said Thursday following a warning by Kosovo Albanian leaders that Serbia wants its former province divided along ethnic lines.
Guido Westerwelle said the map of the Balkans had been decided and the issue of territorial changes was closed.
"For us it is clear that the situation and territorial integrity in this region is decided; this means this is out of discussion for us," Westerwelle said at a news conference with Kosovo's ethnic Albanian premier during a visit to Pristina.
Westerwelle said German Chancellor Angela Merkel will pass on the same message during a visit to Serbia later this month.
Kosovo declared independence from Serbia in 2008, nine years after NATO bombing halted a Serbian military crackdown on separatist ethnic Albanians. But 60,000 Serbs in north Kosovo rejected the breakaway and still deem Belgrade their capital.
Some Serbian officials have floated the idea of partitioning Kosovo, effectively hiving off its northern Serb enclave.
Violence flared in the enclave two weeks ago after Pristina authorities tried to seize border posts controlled by Serbs in order to enforce a ban on imports from Serbia and gain control of its northern part.
One Kosovo police officer was shot dead and Serb mobs blocked all the roads in the north and torched a border station.

With 1,023 troops, Germany has the biggest military contingent in Kosovo's NATO peacekeeping mission (KFOR). It is sending another 500 after the recent violence.
Mediated by the NATO commander in Kosovo, a German general, Serbia and Kosovo last week reached a temporary deal to ease tension through mid September when Belgrade and Pristina are scheduled to resume talks in Brussels to resolve trade issues.
However, ethnic Serbs in Kosovo have only partially accepted the accord and have not completely removed roadblocks.
Under the deal, KFOR will continue to guard two border posts and let civilians pass in and out of Kosovo. No goods from Serbia will enter Kosovo but Pristina will not send its police and customs officers to the northern border posts.
After arresting recently the two last Bosnian Serbs wanted for war crimes in Bosnia's conflict, Serbia's road to join the European Union now partly depends on its relations with Kosovo.
Although Germany, the United States and most EU members have recognized Kosovo's independence, Belgrade, with the backing of Russia and China, does not.

Wieder einmal ist es die deutsche Außenpolitik, die auf dem Balkan vorprescht. Als erster Außenminister nach den schweren Unruhen im Norden des Kosovo, wegen der erneuten Provokationen der kosovo-albanischen Administration mit Hilfe des deutschen NATO-Generals Bühler, besucht Westerwelle die Region. Und er trifft sich mit dem »Regierungs chef« Hashim Thaci. In einem Bericht des Europarates werden dem früheren UCK-Kommandeur zahlreiche Verbrechen gegen die Menschlichkeit vorgeworfen. Westerwelles politische Gespräche sind ein offener Affront gegen diejenigen EU-Mitgliedstaaten, die die völkerrechtswidrige einseitige Unabhängigkeitserklärung des Kosovo nicht anerkannt haben, wie Zypern, Spanien, Griechenland, Rumänien und die Slowakei. Als Gipfel der Provokationen besucht Westerwelle auch noch einen der umstrittenen Posten im Nordkosovo – an jener »Grenze«, die seine Soldaten schützen, nachdem er an deren Ziehung beteiligt war.
Offensichtlich will Westerwelle damit auch die Politik der Einschüchterung der serbischen Bevölkerung zelebrieren. Sie soll ihren Widerstand gegen NATO und UCK-Administratoren endlich aufgeben und sich in ihr Schicksal fügen. Die Botschaft ist unmißverständlich: Deutschland ist auf dem Balkan wieder die hegemoniale Macht.
In zwei Wochen soll Kanzlerin Merkel bei ihrem Besuch in Belgrad die Serben ins Gebet nehmen. Entweder ihr verzichtet auf das Kosovo oder ihr kommt nicht in die EU, so das Berliner Diktat. Es bleibt abzuwarten, welche Antwort die serbische Regierung dem deutschen Ultimatum geben wird. Eine Zustimmung zu einer derartigen völkerrechts- und europarechtswidrigen Erpressung würde bedeuten, daß Serbien seiner demokratischen Verpflichtung, seine Bürger und sein Territorium im verfassungs- und völkerrechtlichen Sinne zu schützen, nicht nachkommt. Und schlimmer: Es würde den Schlußstein setzen für die deutsche Hegemonie auf dem Balkan. Deutschland hätte erfolgreich eine Politik der Drohungen und Gewalt an die Stelle des Völkerrechts gesetzt.

UKAZATI MERKELOVOJ NA PROBLEMATIČAN POVRATAK SRBA U HRVATSKU
BEOGRAD, 23. AVGUSTA /SRNA/ - Delegacija izbjegličkih udruženja Srba iz Hrvatske predaće danas u njemačkoj Ambasadi u Beogradu pismo njemačkom kancelaru Angeli Merkel u kome su nabrojani svi problemi koji sprečavaju povratak Srba u Hrvatsku.
"U pismu koje će biti uručeno Merkelovoj ukazaćemo da je u pregovorima Hrvatske sa EU zatvoreno Poglavlje 23 `Pravosuđe i temeljna ljuska prava`, a da su ostala mnoga neriješena pitanja. Umjesto da snosi konsekvence, Hrvatska će biti nagrađena prijemom u članstvo EU", rekao je Srni predsjednik Asocijacije izbjegličkih i drugih udruženja Srba iz Hrvatske Milojko Budimir.
On je podsjetio da je poslije egzodusa iz Hrvatske delegaciju Udruženja Srba iz Hrvatske u njemačkoj Ambasadi u Beogradu 16. maja1996. godine primio tadašnji ministar inostranih poslova Njemačke Klaus Kinkel.
Prema Budimirovim riječima, tema razgovora sa Kinkelom bio je težak položaj izbjeglica i njihov povratak u Hrvatsku, a zatražena je i podrška njemačke Vlade za brži povratak izbjeglica u Hrvatsku.
"Tom prilikom uručen je Memorandum u kome je traženo da se Vlada Njemačke i lično ministar Kinkel zauzmu da hrvatsko rukovodstvo dosljedno provodi Dejtonski i Erdutski sporazum i druge dokumente usvojene radi ostvarivanja ljudskih prava srpskog naroda u Hrvatskoj", podsjeća Budimir.
On je naveo da je od susreta sa Kinkelom prošlo punih 15 godina, a da se gotovo ništa značajno na tom planu nije desilo.
"Hrvatska nije ispoštovala preuzete obaveze iz međunarodnih i bilateralnih ugovora, ignorišući pravične zahtjeve izbjeglih i prognanih Srba iz Hrvatske. Ovo je i bio razlog da se pristupi pokretanju peticije koju je potpisalo blizu 100 000 izbjeglih i prognanih Srba, kao i onih građana Srbije čija je imovina ostala u Hrvatskoj", kaže Budimir.
On postavlja pitanje da li će protjerani Srbi iz Hrvatske morati čekati još sljedećih 15 godina nekog drugog predstavnika iz Njemačke da mu se obrate na isti način kako je to učinjeno još 1996. godine?
"Očito je da Hrvatska kupuje vrijeme, a uz pomoć svojih mentora to joj vješto polazi za rukom", ističe Budimir.
On pita kako da se sa ovim problemima nose prognani Srbi "kada Hrvatska u posljednje vrijeme ignoriše i odluku pape, iako je Vatikan imao posebne zasluge za njenu samostalnost".
"Njemačka lobira za nezavisno Kosovo, a šta je sa našim pravima koja smo imali - Srbi su bili konstitutivan narod, a Albanci na Kosovu i Metohiji samo nacionalna manjina", navodi Budimir.
Prema njegovim riječima, ovakva dvojna mjerila sigurno neće doprinijeti miru u regionu, nego će samo pokrenuti nove sukobe i nestabilnost.
"Da se to preduprijedi, treba ukinuti dvojna mjerila i sve učiniti da u ovom posljednjem ratu nema pobjednika i gubitnika. Za sada, Srbi iz Hrvatske su najveći gubitnici", konstatuje Budimir.
On zaključuje da je velika odgovornost Njemačke za ono što se dogodilo sa SFRJ za vrijeme proteklog građanskog rata.
"Njemačka je među prvima priznala samostalnost Hrvatske i za svo ovo vrijeme lobirala kod drugih zemalja oko njenog prijema u članstvo EU", kaže Budimir.
On navodi da je Merkelova trebalo da o ovoj problematici razgovara sa predsjednicom hrvatske Vlade Jadrankom Kosor tokom posjete Zagrebu i da je "usput upita kada i sama misli napustiti srpski stan koji je uzurpirala i u kome živi već godinama".
"Na ovaj način Kosorova svojim primjerom pokazuje da se ne vraća više od 40 000 oduzetih srpskih stanova, što je jedan od razloga zašto u Hrvatsku nema povratka", dodaje Budimir.
On smatra da program stambenog zbrinjavanja ne može biti supstitucija za oduzeta stanarska prava.
Delegacija izbjegličkih udruženja Srba iz Hrvatske najavila je da će predati pismo za Merkelovu u 10.00 časova.

A large number of casualties occurred in the city of Zliten, in the district of Misurata. In Zliten, 85 people were killed including 33 children, 32 women, and 20 men as a result of NATO's deliberate targeting of residential areas and civilian infrastructure. Many of the injured civilian victims are in critical condition and near death.
Zliten has been under constant NATO bombardment for several days. The recent NATO attacks started at about 11:30 p.m. EET on August 8, 2011. At least 7 civilian homes belonging to local farmers were destroyed, killing entire families. In all 20 families were the targets of the NATO bombings.

June 2011 - Democratic change has been demanded across the Middle East. But was what seems like a spontaneous revolution actually a strategically planned event, fabricated by 'revolution consultants' long in advance?
Revolution consultants are the worst nightmare of every regime. Srdja Popovic was a founder of the organisation 'Otpor', a revolution training school. It was instrumental in the overthrow of Slobodan Milosevic in the 1990s and has now inspired a new generation of activists. Political commentators like William Engdahl are convinced Otpor is being financed by the USA. "The people from Otpor gave us a book in which they described all their strategies", says Ezzedine Zaatour of the Tunisian uprising. That book was written by an American, Gene Sharp, and is now considered the "revolution guide book", being used by opposition movements worldwide. Zapravo je očito postojao plan protiv te tadašnje Države koja je, po meni, predstavljala model za budući evropski federalizam. Ta se država zvala Jugoslavija u kojoj su brojne narodnosti bile uključene u federativni sistem koji je uspešno omogućavao jednaka prava, napredak i razvoj njenih stanovnika, te bih rekao da je ona celom svetu davala primer kako je zajednički život moguć (Slobodan Milošević)1
Na dan 25. juna 2011. ima tačno dvadeset godina od jednostranog proglašenja nezavisnosti Slovenije i Hrvatske, posle kojih je u Jugoslaviji izbio rat:u stvari, te deklaracije označile su prelazak u fazu masovnog kretanja vojski i njihovih gotovo neprestanih sudara na bojnom polju. Celom tom procesu raspada možemo dodeliti i jedan vremenski raspon koji počinje 5. novembra 1990. godine kada je Kongres SAD odobrio zakon 101/513 kojim je "obznanio rat" SFRJ i naredio da se novim "demokratskim" tvorevinama pruža direktna finansijska pomoć (tj. nacionalistima i secesionistima), a okončava se 4. februarom 2003. godine kada je Skupština SRJ izglasala rađanje jedne formalne i kratkotrajne "Unije Srbije i Crne Gore", poništavajući na taj način naziv "Jugoslavija" sa geografskih karata Evrope. U stvarnosti je proces razdruživanja počeo pre 1990. godine i dobro je poznato da se jugoslovenska kriza ni do današnjeg dana ne može smatrati okončanom.

Jedan drugi datum može da se tretira kao znak da neki obrnuti proces, drugačiji od raspadanja, barem kada se radi o sadašnjem istorijskom momentu, ne postoji: radi se o 17. decembru 1991. godine. Na taj dan je u Mastrihtu bilo prineto kao žrtva, jugoslovensko jedinstvo i samim tim, mir i saradnja među narodima na evropskom kontinentu, a sve da bi se ispunila želja nemačkom kancelaru Helmutu Kolu u vidu plaćanja cene za pokretanje procesa evropskog političkog ujedinjenja. O tom ciničnom pregovaranju pripovedao je Đani De Mikelis, koji je na toj konferenciji učestvovao.2
Vrlo je brzo došao do izražaja taj paradoksalni i protivurečan proces zbog koga je u Evropskoj uniji trebalo da se ostvaruje i učvršćuje njeno jedinstvo, dok su se u samom srcu tog istog kontinenta rasparčavale čitave države koje su, celovite ili pak podeljene, postajale međusobni vojni protivnici, pa i predmet bombardovanja od strane te iste EU. Činjenica je da su danas, barem kratkoročno posmatrano, iz vidokruga iščileli, kako jedinstvo Jugoslavije, tako i političko jedinstvo Evrope. Ova potonja, dok se u međuvremenu proširivala sa 12 na čak 27 država članica, je sve više pokazivala znake neuspeha upravo u pogledu odabrane međunarodne i geostrateške politike koju je sledila. Kada je 17. februara 2008. godine na Kosovu, pod nacionalističkom albanskom upravom, usledilo još jedno proglašenje "nezavisnosti" u okviru jugoslovenskog prostora na teritoriji vojno okupiranoj od strane NATO, EU se pred jednim novim događajem našla bespovratno podeljena. Španija, Grčka, Rumunija, Slovačka i Kipar nisu priznale novu "državicu", čime su stvarnosno afirmisali hipotezu zlokobnog francuskog ministra inostranih poslova, Bernarda Kušnera - jednog od najodgovornijih za jugoslovensku i kosovsku tragediju - po kome su države članice EU «slobodne da po svom nahođenju odluče o priznavanju Države Kosovo » (sic). Usprkos zajedničkoj spoljnoj politici!
Neuskladiva diferencijacija evropskih država u vezi Kosova, time je razotkrila krizu navodnog deklarativnog jedinstva evropske politike:čak je i jedan savršeni evropeista kao što je Romano Prodi, koji je februara o.g. iskazivao kritička zapažanja kako je, zbog tendencije premoći francusko-nemačke alijanse koja nameće model "germanske Evrope", u EU nemoguće dogovaranje opštih i opštevažećih pravila, u intervjuu datom Bianki Berlinguer u momentu izbijanja libijske krize, izrekao jedan eksplicitan pogrebni rekvijem: « Čujte, ja i ne pomišljam više na moguće zajedničke evropske poteze u sferi spoljne politike! ».3 Niko ne bi mogao da kaže da on nije u pravu, obzirom da je jednostrana francuska akcija protiv Libije, razbila čak i tu istu francusko-nemačku osovinu.

Kada se bolje pogleda, upravo je održanje političkog jedinstva na jugoslovenskim prostorima, moglo da bude od velike koristi za realizaciju mnogo šireg i složenijeg procesa evropske političke unifikacije. To predstavlja činjenicu zbog opšte poznatog principa jedne politike vezane za mir, suživot i neophodnu klimu poverenja među narodima, a koji se, bez obzira na svu lepotu deklaracija, kao takav, degenerisao posle svih onih geopolitičkih procesa pokrenutih posle pada Berlinskog zida (1989);dočim bi održanje jugoslovenskog subjektiviteta u srcu Evrope, predstavljalo velik doprinos čak i u traganju za jednim originalnim i pozitivnim putem u budućnost evropskih socijaldemokratskih perspektiva.
Ovo stoga, jer ne možemo da smetnemo s uma da razmenska vrednost roba nije bila negirana u jugoslovenskom socijalističkom sistemu, već upravo priznavana. Njom se "upravljalo" u svrhe kolektiva, a ne samo za pojedinačne interese: tako da se radilo o socijalističkoj tržišnoj ekonomiji. Nedavno je neko zapazio4 da se izraz "društvena tržišna ekonomija" pojavljuje u tekstu Lisabonskog dogovora5, ali sa nedefinisanim i varljivim smislom:
Taj izraz deluje "promotivno i propagandistički", obzirom da se pri pokušaju da "objedini zaštitu nejakih društvenih slojeva sa kapitalističkim razvojem", koristi sa dva koncepta ("tržišna" i "društvena" ekonomija) koje su međusobno protivurečne i nepomirljive jedna s drugom.Pridev "društvena" umesto termina "tržišna ekonomija", ne iskazuje prihvatanje vizija iz Ustava tih država posle II sv. rata6, već služi da prikrije udaljenje od njih. Društveni ciljevi se stoga, smatraju perifernim u odnosu na neodložni preduslov razvoja "izrazito konkurentnih tržišnih ekonomija".
Slični izrazi se u proteklim decenijama koriste u političkim sredinama Zapadne Evrope koje su vezane, kako za evrokomunizam, tako i za socijaldemokratiju (na primer, u nemačkoj SPD). Interesantno je da se pri upotrebi tih termina nikada ne poziva na jugoslovensko iskustvo, pa makar radi diferenciranja od njega.7
Sa stanovišta nacionalnih i nacionalističkih problema, pri analizi građenja Evrope, bilo bi neophodno poređenje sa prethodnim, veoma značajnim jugoslovenskim multinacionalnim iskustvom. Upravo obrnuto, ograničava se na retoriku o regionalizaciji (evro-regioni, zagranični regioni), kao nekoj vrsti okidača za pokretanje raspada sa privredno-ekonomskog stanovišta (devolucija) koji su korisni za uništenje socijalne države i brisanje prava stečenih borbom radnih ljudi i nižih slojeva, koja traje duže od stoleća.
Jugoslavija se na "sastanak sa '89. godinom" prezentirala kao država sa osebujnim političko-ideološkim osobinama, smeštena između Istoka i Zapada ne samo po čistom geografskom položaju, već i po "mešovitom" karakteru svoje privrede. A kao takva, ona je postojala već više decenija. Slobodan Milošević je 1990. godine imao ovaj stav:
Nema osnova za izjednačavanje zbivanja u Jugoslaviji sa onima u drugim socijalističkim državama, jer oni sada počinju da grade onaj svet odnosa koji smo mi već bili stvorili 1948. godine.8
Očito da nije bio u pravu, jer: ne samo da je novonastajuća samonikla buržoazija, već su i zapadni centri moći, zahtevali mnogo više od postojanja tržišne ekonomije u privrednom sistemu, ili "pluralizma" u političkoj sferi. Oni su tražili ne samo brisanje svih dostignuća socijalizma, već su zahtevali i da im se pod noge donese i glava te države.

Pisac ovih redova je ubeđen da se jugoslovenski raspad ne može objasniti ako se ne analiziraju i "spoljni uzroci". U ovom tekstu oni su tek zbirno navedeni, pa izostaje i odgovarajući ispravan tretman geopolitičkih tema, jer je za njihovu analizu potreban dodatni prostor.9
Pre svega, vidno je da su, tokom perioda Hladnog rata, neki međunarodni akteri Jugoslaviju smatrali "tamponom" između dva bloka: po okončanju svoje takve funkcije, nju zapadne sile više nisu priznavale ili prihvatale. Na isti način, celokupni Pokret nesvrstanih zemalja predvođen Jugoslavijom, smatran je ne samo anahroničnim, već i potencijalno opasnim za stabilnost novog jednoblokovskog poretka. U momentu kada je objektivna geopolitička pozicija ove države postajala "nepotrebna", podigle su barjak one snage sa "hiljadugodišnjim" koncepcijama i aspiracijama usmerenim na redefinisanje granica i kulturno-demografskog sadržaja u Evropu, snage reakcionarnih transnacionalnih sektora koji nisu baš bez uticaja: crkve, najpre ona katolička10, te ničuće klike "karolinške" inspiracije ("crna" masonerija i pangermanisti). Ne samo da je definicija unutrašnjih evropskih granica u Evropi za sve vreme posle II sv. rata, ostala nesvarena za germanske revanšističke elemente, već opstaju i težnje zaogrnute u "evropeizam" koje stavljaju u pitanje vrednosti modernih država, na način kako su one zasnovane od napoleonovskog doba pa do današnjih dana: takozvana "nacionalna" država, koja, iako je počesto nastajala delovanjem određene "etničke" većinske komponente, ne dodeljuje prava po osnovu "etničke pripadnosti", već po osnovu građanstva u univerzalnom i laičkom smislu. Oni koji se suprotstavljaju toj koncepciji, više cene "etnički" koncept "naroda" - hrvatskog, flamanskog ili bretonskog - čije bi "prirodno pravo" trebalo da ukine pravo po građanstvu.
Ova struja, koja je po svemu reakcionarna, bila je u stanju da putem svoje "diferencijalističke" demagogije, u proteklih dvadeset godina političko-kulturne dekadencije, zagadi i delove "levice" na Zapadu. Ona među svojim mentorima ima “celokupnu crnu aristokratiju Evrope: među akterima u ovoj oblasti ne može se izbeći da se ne spomene i Oto Habsburški - sin Franca Josefa, austrijskog cara, koji je u Evro parlamentu bio predstavnik hrišćanskih socijalista iz Bavarske i vođa organizacije "Paneuropa", pravi sponzor svih jugoslovenskih secesija11 - te Suvereni vojni malteški red – SMOM, trans-nacionalni lobi aristokratskih korena (sic) sa autonomnim diplomatskim statusom, u suštini izuzetno vezan na Vatikan i zapadne klike.12
U uništavanju Jugoslavije posebno su eklatantne uloge Vatikana i Nemačke. Karol Vojtila je primio Tuđmana u Vatikanu 25. maja 1991, gotovo na godišnjicu prijema koji je Pio XII priredio hrvatskom nacisti Paveliću (18/5/1941). Tri dana posle toga, na zagrebačkom stadionu, Tuđman je, okružen najvišim crkvenim zvaničnicima, održao uznemirujući zbor na kome je defilovala nova Hrvatska nacionalna garda.
23. decembra 1991., u skladu sa najavom iz Mastrihta, Nemačka je jednostrano i javno priznala republike Hrvatsku i Sloveniju, sa stupanjem priznanja na snagu narednog 15. januara. Za ovaj nemački božićni poklon, na hrvatskim trgovima organizovane su proslave, gde je najpopularnija pesma bila Danke Deutschland (Hvala Njemačka). 13. januara 1992., opet je Vatikan pretekao sve ostale svojim priznanjem Hrvatske kao nezavisne države, te su posle dva dana usledila priznanja od strane svih država u EU, koje su priznale i Republiku Sloveniju.
Jednu posebnu dublju analizu zaslužuje i ponašanje cionističkih krugova (Izraela i pojedinih jevrejskih organizacija) prilikom pretnji za odvajanjem, pre i posle stvarnog raspada SFRJ. Očito su politički prelom iz 1967. godine i politika koju je vodio Pokret nesvrstanih, okrenut miru među narodima i državama, uz očuvanje svih međunarodno priznatih granica, izazivali duboko nezadovoljstvo u izraelskom rukovodstvu koje se sa svoje strane, angažovalo za uspostavljanje novih "de facto" granica, te za etničku podelu jevrejske, od ostalih komponenata u Palestini. Samo na ovaj način da se objasniti neverovatno hladan odnos Izraela i jevrejskih vodećih organizacija u pogledu uništenja Jugoslavije, pa čak i podrška dolasku fašističkih i rasističkih rukovodstava na vlast u novim balkanskim državama.13 Zaprepašćenje je izazvala operacija momentalnog i kompletnog prebacivanja jevrejskog stanovništva sa sarajevskog aerodroma, iz Bosne u Izrael, izvedena od strane American Jewish Joint Distribution Committee u samom trenutku izbijanja građanskog rata u toj republici. (april 1992.) Već u septembru 1992. godine, jevrejska zajednica u Zagrebu je proslavljala ponovno otvaranje Jevrejskog centra14 uz formalno učešće i finansiranje od strane fašističkog Tuđmanovog režima; predsednik Izraela je za prvu etapu svojih putovanja u nove republike, odabrao upravo Hrvatsku.15
Elementi koje smo ovde izneli, pokazuju postojanje neprijateljstva prema SFRJ od strane sveta katoličke crkve, nemačke govorne sfere i cionizma. Za kompletiranje celovite slike svih ovih okolnosti, nedostaje još samo ponašanje SAD, koje su se posle izvesne početne neodređenosti, pokazale otvorenim protivnikom jugoslovenskog jedinstva i suverenosti. Sjedinjene države su se poslužile ovim revanšističkim, pan-germanskim i ultra-konzervativističkim tendencijama koje su se, po okončanju Hladnog rata, i dalje zakuvavale u Evropi. Predstavile su se čak i kao "nemački advokat" u više okolnosti i u ključnim momentima oko ponovnog definisanja granica unutar evropskog kontinenta - dovoljno je da se pomisli na aneksiju DDR od strane SRN. 12. juna 1994. godine, prilikom svoje posete Berlinu, predsednik Klinton održao je izrazito simboličan govor ispred Branderburške kapije: Nemačka je već uveliko specijalni partner SAD u Evropi. Nemačko vođstvo u Evropi predstavlja naš interes i mi se na Nemačku oslanjamo radi vojne, političke i ekonomske penetracije na Istok. Jugoslavija je, sasvim sigurno, država koja je platila najskuplju cenu susreta interesa SAD i Nemačke, koja je postajala vidna upravo u periodu oslabljenja socijalističkog bloka.16

Dok se uvođenje političkog "pluralizma" poistovetilo sa periodom rata i komadanja države, primena ekonomskog "liberalizma" je za narode i radne ljude Jugoslavije, značila nestanak privrednih resursa i rezultata rada kolektivnog pregnuća tokom više decenija. Društveni sloj koji se afirmiše sa “jugoslovenskom '89”, tj. ona klasa koja danas upravlja u svim "nezavisnim" republikama, sa sobom nosi sitne nacionalne, anti-jugoslovenske zaostale vrednosti; on pokazuje svoju suštinsku zavisnost od inostranih interesa.
Dočim je i jedan deo starog jugoslovenskog upravljačkog sloja bio vidno otvoren za izvesnu "tranziciju bez razaranja". Jednu sličnu alternativu, koju bih u najmanju ruku nazvao osuđenom na neuspeh, bila su mere predsednika vlade Ante Markovića koji je 1989. godine započeo sa reformama kapitalističke orijentacije. Na samom svom početku, ova inicijativa predstavljala je jugoslovensku liberalnu opciju, jednako kao i ona koju je započinjao Milošević sa svojom "antibirokratskom revolucijom". Milošević je u stvari tragao za efikasnim rešenjima za različite interese, pa i na međunarodnom planu; ovo posredovanje je bilo predodređeno za neuspeh, ali ne voljom Miloševića. Posle priznavanja "nezavisnosti" Slovenije i Hrvatske koje su bile odlučene u Mastrihtu, Evropa je definitivno odbila da Jugoslaviju smatra svojim mogućim sagovornikom; bombardovanjem u toku 1999. godine, države članice NATO, obznanjuju da nemaju nameru da pregovaraju sa državom naslednicom u vidu Srbije i Crne Gore, niti sa njenim rukovodstvom.

Činjenica je da su intelektualci općenito, odigrali negativnu ulogu u jugoslovenskim zbivanjima u proteklih dvadeset godina. Oni su se usredsredili na pitanja identiteta, individualna prava i prava manjina koja su navodno bila osporavana, i koja su, po njima, morala biti nametnuta po svaku cenu i na štetu većine - uz omalovažavanje temeljnih principa demokratije, nezavisno od načina njenog podrazumevanja. Jugoslovenska ideja, bilo da se tumači kao težnja za (više)nacionalnim jedinstvom, ili pak u vidu svoje novije forme društveno-ekonomskog socijalističkog sistema, bila je izložena brojnim i raznolikim negacijama, te izlivima neprijateljstva koji su poticali čak i iz sredina koje se smatraju progresivnim, internacionalističkim, ili "levim". Čak su je kritikovali i marksisti;u ovom slučaju, napadi su zasnivani na apstraktnim i idealizovanim konceptima Države, pitanju upravljanja nacionalnim pitanjem, socijalizmu i/ili komunizmu, revoluciji i drugom. U Italiji je polemika o tumačenju koje bi se trebalo dati događajima u Jugoslaviji, izbila odmah na stranicama novina "Il Manifesto"17, ali pozicije na kraju nisu ostale razjašnjene, te su se izvesne teške nesuglasice povlačile tokom niza godina, sve do momenta kada je Italija direktno učestvovala u vojnoj agresiji 1999. godine, u napadu koji je želela vlada pod upravom D'Aleme uz podršku značajnih intelektualaca iz demokratske i leve sfere.18 Socijalističkoj Jugoslaviji ne želi da se prizna da je konkretno ostvarila i da je probala da upražnjava velik deo svih onih vrednosti o kojima je zapadno-evropska "levica" jedino bila u stanju da nadugačko razglaba tokom više decenija. Tako da se desilo da je došlo do težnje da se i u Jugoslaviji odigra ona "promena režima" koju možemo figurativno da nazovemo kao "Osamdesetdeveta". Često se i u dobroj nameri mislilo da će ta promena dovesti do ostvarenja većih "sloboda" i "prava"..Ako je do njih i došlo, neizmerno je mali broj onih koji su ih osetili, kada se osvrnemo na opšte pogoršanje uslova života najvećeg dela stanovništva. "Sloboda" i "prava" većine ljudi bili su na dramatičan način gaženi, a takva je situacija i u sadašnje vreme; čitavi građanski slojevi i autohtoni narodi čak su bili isključeni iz uživanja koristi od svog građanskog statusa, bili su ubijani ili prinuđeni da napuštaju zemlju.
Sa raspadom Jugoslavije, u suštini se preobratio ishod II svetskog rata, državnost je data subjektima koji su prethodno jedino pod naci-fašizmom, predstavljali "posebne nacije".
Za mene je Jugoslavija predstavljala Evropu...Koliko god da je bila iscepkana, Jugoslavija je bila model jedne buduće Evrope, ne onakve kakva je sada ta naša, na izvestan način veštačka Evropa sa svim svojim zonama slobodne trgovine, već obrazac za jednu teritoriju na kojoj različiti narodi žive izmešani jedni sa drugima, baš onako kako je živela mlađarija u Jugoslaviji čak i posle Titove smrti. Eto, mislim da bi to bila Evropa kakvu želim. Tako da se u meni, uništenjem Jugoslavije, predstava o Evropi razbila. (Peter Handke)19

Il nobile gesto di fraterna accoglienza espressosi con la costruzione di Monumenti – Ossari per la raccolta delle spoglie mortali di giovani, morti per una nuova vita, per una nuova libertà, - come gridò una mamma di loro, presente alla cerimonia di inaugurazione di quello di Barletta - in luoghi di silenzio e di preghiera, partì proprio dalla nostra città che, generosamente, contribuì alla costruzione del maestoso Monumento nel nostro cimitero, nel 1970.
Quell’opera, di elevata, splendida e lineare architettura, fu realizzata dall’impresa edile barlettana GIACOMO CALÒ, su progetto dello scultore accademico jugoslavo, DUSAN DZAMONIJA, sotto la direzione dei lavori affidata all’ingegnere ALDO MARIA PALMIOTTI.
Ad onore di tutte le Amministrazioni Comunali succedutesi, in questi quaranta anni, all’Amministrazione presieduta, negli anni settanta, dall’avv. Michele Morella, va riconosciuta l’attenzione posta sia nella normale cura di pulizia del Monumento, sia soprattutto nella tutela della Memoria di quanti hanno dato la vita per la Patria e la libertà, annualmente commemorata con gli stessi onori e le medesime celebrazioni riservate ai nostri caduti di tutte le guerre.
Negli ultimi anni, pur in assenza di referenti governativi degli Stati sovrani, nati dallo smembramento della Repubblica di Jugoslavia, l’Amministrazione comunale di Barletta, riservando particolare cura di ospitalità a singole Autorità slave che in varie occasioni hanno voluto visitare l’Ossario, tramite l’Archivio della Resistenza e della Memoria, ha curato costanti rapporti con le organizzazioni di ex partigiani della Repubblica del Montenegro con scambi di visite di cortesia che hanno contribuito ad approfondire la conoscenza reciproca e a rinsaldare sentimenti di profonda e autentica amicizia.
A quarantuno anni dalla costruzione del Monumento - Ossario dei Partigiani Slavi nel nostro territorio, l’Amministrazione comunale di Barletta, vuole commemorare solennemente l’anniversario nell’intento di stabilire solidi rapporti di amicizia con le Repubbliche eredi della Repubblica di Jugoslavia, con la quale, la nostra città, avviò relazioni per un comune rispetto della Memoria e di concrete intese per scambi economico – culturali, come ad esempio il gemellaggio con Herceg Novi, in Montenegro.

Zrće beach near a 1941 camp: Croatian Ibiza near crime site

BANJA LUKA – Dušan Bastašić, President of the Citizens Association “Jadovno 1941” from Banja Luka, is bitter because of the attitude of Croatian authorities towards the Second World War execution sites and warns that Zrće beach on the island of Pag, called “Croatian Ibiza” and a place to have fun, is located not far from former camps.
Thousands of tourists from Croatia, Serbia, B&H, Europe and the world visit Zrće every year, however, most of them do not know that on that very island, near the beach, were concentration camps in the Second World War.
“What people don’t know is that Zrće is about eight kilometres from the village of Metajna, where in June 1941 the first camp for Serbian and Jewish women and children in the Second World War was opened, and next to it was camp ‘Slana’, which received its first inmates on 24 June, 1941”, said Bastašić.
He said that on the location of “Slana” camp a memorial plaque was raised in 1975, which was destroyed in 1991.
“We renewed it last year, but it was torn down two days later. On that occasion we had a memorial service which was seen as a finger in the eye to the local authorities who asked for a different text to be written on the plaque, because for them it is probably counterproductive for the development of tourism”, said Bastašić.
He said that this year, at 70th anniversary of the complex of camps “Jadovno”, a visit to Pag was not planned in the commemoration programme and that the Croatian authorities justified it saying they were some outside issues.
“For us, the descendants of the victims, this is pure concealment of the crime by Croatia, and it would be inconvenient for them if we went to Pag, because in order to reach Zrće by sea, you have to sail through the Pag Door”, said Bastašić.
He explained that inmates were taken to the execution sites in boats from Karlobag, through the Pag Door, where no fewer than 8020 inmates were thrown into the sea.
“They were murdered by tying rocks around their necks and cutting open their belles so that they would not float out, and then they were thrown overboard into the sea where people today are partying and swim”, he stated and added that the attitude of the Croatian authorities towards this execution sites is devastating.
Besides the fact there is no plaque there, also there is not a single mark that 70 years ago a camp was there. On Croatian websites you can only see invitations to tourists to have fun on Pag.
“One of them is ‘Come and enjoy the Slana Bay’, then ‘Feel the mystical silence that dominates, disturbed only by cries of seagulls and eagles’, and they invite people to scuba dive and enjoy the depths of the sea off the coast where inmates were thrown in’, said Bastašić and added that there are photographs of people sunbathing on the location where Italians exhumed 793 bodies of inmates, 91 of them children.
He said all of this is happening because tourists and the media do not know about the camps and crimes.
“Imagine building an amusement park or a golf course near ‘Jasenovac’. This thing on Pag is unbelievable hypocrisy”, stressed Bastašić and reiterated that is inconceivable that the Croatian authorities are trying to hide the truth about what happened therein every possible way.
Complex “Jadovno”
According to the research conducted so far on the complex of Ustasha camps “Jadovno – Gospić 1941”, which also include the island of Pag, no fewer than 40,123 victims were murdered, 38,010 Serbs, 1999 Jews and the rest were ideological opponents of the Independent State of Croatia.
To remind you, this year 70th anniversary of the suffering in “Jadovno” was marked, as well as the “Jadovno” 1941 Remembrance Day, and in Banja Luka, on 24 and 35 June, the First International Conference on the Complex of Ustasha Camps “Jadovno – Gospić” 1941 was held.
