Vi alleghiamo qui sotto il comunicato della SKOJ, organizzazione
giovanile Nuovo partito Comunista di Jugoslavia (NKPJ) di Kitanovic.
Alle elezioni sono andati bene ma essi denunciano il furto dei seggi
nonche'
trucchi e brogli da parte delle commissioni elettorali delle quali
facevano
parte sia SPS-JUL che il DOS.
Denunciano anche la congiura sui media durante la campagna elettorale,
congiura in tutte le TV, sia vicine al DOS che quelle di SPS-JUL.

Piu' sotto alleghiamo anche un messaggio del "Movimento Operaio" di
Kraguievac.

Comrades,

On the elections held on September 24th 2000. for both councils
of Federal
Parliament (Council of Citizens and Council of Republics),
Parliament of
Autonomou Province Vojvodina and local elections for
municipality councils,
SKOJ gave 1/3 of candidates on electoral lists of New Communist
Party of
Yugoslavia.

On the elections for Council of Citizens in 13 electoral units
(out of 27)
NKPJ won 39541 votes. Our opinion is that number of votes is
much bigger but
it is impossible to check results due the fact the DOS
supporters burnt down
all materials of Election Commission who's office was in the
building of
Federal Parliament.

Our candidates and activists were under constant pressure from
both
governmental and "democratic opposition" parties. Election
Commissions,
which consisted mainly SPS, JUL, DOS, SPO and SRS members (left
and right
bourgeois parties) refused to give materials that were
obligated to give
(ie. forms for applying candidates). Using different kinds of
manipulation,
they kept us out of run for Chamber of Republics.

On the elections for Parliament of Vojvodina province NKPJ won
around 15000
votes and won one seat. Suddenly, 40 more votes occurred and
all of them
were for SPS-JUL coalition which changed rate in favor of their
coalition.

On the local elections NKPJ won 12 seats in different
municipality councils.

Candidates of NKPJ had only 35 minutes to present themselves
and programme
of NKPJ on state medias. Private owned local medias were closed
for our
Party because owners are mostly from SPS, JUL or DOS.

If we consider all circumstances and political atmosphere under
which
elections took place we can say that NKPJ won a great support
of voters.

The situation is very confusing and chaotic - it is not clear
how is
the state still functioning nor who is giving the orders.
There is either the struggle within DOS for power or is the
provocation.
Either way, DOS is constantly losing credibility and they know
that.
That is the reason why they are trying to force exceptional
elections
for the republic assembly. There are lots of armed people
everywhere
and bodyguards of different parties. Some "leaders" with their
bodyguards go to the firms and create chaos, and then they
create
"crises headquarters" which takeover the firms and get their
unqualified friends on power. The solution must be found in a
week.

WORLD BANK BACKS EARLY INVOLVEMENT WITH YUGOSLAVIA.

The World Bank said yesterday it supports early involvement with the new
Yugoslavian government, including setting up donor trusts to help the
fledgling democracy ahead of its becoming a member of the World Bank,
reports Reuters.
The World Bank board of directors "expressed their support for an early
involvement of the World Bank in supporting the positive response of the
international community" to the recent changes in Yugoslavia, the Bank
said in a statement.

"As a first step, once the new government has expressed its interest,
the
Bank would initiate preparations for Yugoslavia's membership by
assessing
the economic situation and exploring with the government options for the
settlement of (arrears)," the Bank added in its statement. Yugoslavia's
arrears at the World Bank amount to $1.7 billion and total $128 million
at
the IMF. The World Bank said those arrears would have to be cleared and
the nation would have to rejoin the IMF before it could rejoin the Bank.
Agence France-Presse and the Wall Street Journal also report.

Yugoslavia, led by strongman President Slobodan Milosevic, was cut off
by
the IMF in 1992 and the World Bank in 1993 for its role in a series of
Balkan wars and for refusing to pay money it owed on loans, Reuters
notes.
While paying arrears of more than $1.8 billion might seem insurmountable
to a cash-starved nation, the World Bank and the IMF have in the past
welcomed nations back as members by providing a fresh loan to help pay
arrears.

In its statement, the Bank gave no estimate of how long it might take to
negotiate new membership for Yugoslavia, except that it "will likely
take
some time."

Initially, the Bank plans to offer analytical and advisory support in
cooperation with the EU, the IMF and others, while it helps coordinate
assistance and works on a medium-term reform plan. Once arrears were
cleared and membership was in place, the Bank said it could provide new
loans to help the country work toward a lasting economic recovery after
more than a decade of strife, NATO bombings last year and sanctions.
"The
World Bank's possible role in (Yugoslavia) is based on the assumption
that
further internal politi cal consolidation is quickly achieved ... and
that this leads to the removal of international sanctions," the Bank
said.

A fresh injection of cash from the two international lenders after years
of isolation could prove invaluable in helping rebuild the country's
battered economy, which contracted by more than 20 percent last year.
Inflation in Yugoslavia topped 50 percent this year and unemployment is
close to 30 percent.
With a plunging currency, sky-high inflation and a crumbling
infrastructure, Yugoslavia would be a prime contender to benefit from
help
by the IMF and the World Bank, says the story. The two bodies not only
dispense loans, but also offer technical advice and pointers on building
solid foundations to make economies attractive to outside investors.

The news comes as the New York Times (p. A1) reports that US President
Bill Clinton will announce today that he is lifting many of the trade
and
economic sanctions against Yugoslavia. Citing senior administration
officials as their source, the NYT said Clinton will immediately end the
ban on American flights and an oil embargo against Yugoslavia.
Additional
sanctions will be lifted over the next several weeks. But
administration
officials said they would retain the so-called "outer wall" of sanctions
that prevent Yugoslavia from receiving aid from the IMF and the World
Bank, as well as some which prevent Milosevic and his cronies from
sending
assets overseas.

Meanwhile, reports the Financial Times (p.2), Yugoslavia is aiming to
raise up to $500 million from international donors to help finance
imports
of fuel and other essentials over the difficult winter months, according
to Miroljub Labus, head of the interim federal government. But more
important than the final sum is the speed with which aid can be
delivered,
he said.

Speaking a day after meeting French Foreign Minister Hubert V�drine and
moments before welcoming Bodo Hombach, head of the Southeast Europe
Stability Pact, Labus said, "It is important that this message is heard
everywhere. Much better we have $100 million right now than $500
million
in a year's time." It was vital that links were created quickly, he
said,
and that people saw the benefits [of a democratic regime].

German officials last night suggested that the EU could agree immediate
help worth some $100 million at the EU leaders summit in Biarritz this
weekend.

Labus, who is expected to remain head of the government if a multi-party
team is established, said the economy would be his priority. He wants
to
liberalize and create a market economy open to foreign aid, loans and
investment, and would not be dogmatic.

The news comes as AFP reports that the UN war crimes tribunal for the
former Yugoslavia said yesterday it would give Yugoslovia's new
leadership
some time to consolidate democracy-but still expected Belgrade to
eventually hand over Milosevic for trial. "I think we have to be
prepared
to give Kostunica time provided that in the end of the day all the
indictees are going to be surrendered to this tribunal," said Graham
Blewitt, deputy prosecutor of Hague-based International Criminal
Tribunal
for the Former Yugoslavia (ICTY).

Further, a New York Times editorial (p. A30) notes Yugoslavia's economy
is now more than a decade behind the rest of Central and Eastern Europe
in
making the transition to market capitalism. Most of the privatizations
carried out in the Milosevic era consisted of handouts to political
supporters. Long before tough investment sanctions were imposed last
year, foreign businesses were avoiding Yugoslavia, put off by its
politicized courts, poor fiscal management and rusting industries.
Under
the best of circumstances, Yugoslavia will have a hard time catching up
with those countries that have gone through a decade of generally
successful reforms, like Poland and the Baltic states. At worst
Yugoslavia's economy could follow Russia's path to corruption and
decline.

To avoid that, the editorial says, Kostunica will have to temper his
Serbian nationalism with pragmatism and welcome substantial foreign
investment.
Remaining state-controlled businesses should be rapidly sold off.
Milosevic-era privatizations should be investigated and corrupt deals
renegotiated. The United States can help Kostunica by following
Europe's
lead and lifting most of the economic sanctions imposed during the
Milosevic years, a step President Clinton plans to take today.
Substantial emergency assistance will also be needed this winter.
Washington should be generous, the editorial concludes.

Commenting in the FT (p.17), Wolfgang Petritsch, high representative of
the Western nations in Bosnia and Herzegovina, writes that international
aid should not go to new Yugoslavian President Vojislav Kostunica unless
he extradites suspected Bosnian Serb criminals and gives full
recognition
and cooperation to the multi-ethnic Bosnian state.

Also commenting, Sheryle Bagwell writes in the Australian Financial
Review
that the West is likely to give Kostunica some breathing space to
demonstrate his democratic credentials.

Meanwhile, EBRD Chief Economist Willem Buiter writes in the Guardian
that
foreign financial support will depend heavily on direct investment with
significant support needed from international financial institutions
such
as the World Bank, the IMF and the EBRD. The EBRD has been active in
all
other countries of southeastern Europe. The expertise gained in other
post-war arenas such as Bosnia and Herzegovina can be useful in
Yugoslavia. It is a public institution using private sector projects as
its principal instrument. It has also played an important role in the
funding of public infrastructure. Basic infrastructure will have to be
initially funded with sovereign guarantees and blending multilateral and
bilateral concessionary finance. However, ultimately some sectors will
also have to be financed with private funding and participation.

IL NUOVO REGIME IN JUGOSLAVIA APRE LE PORTE ALLE
OPPORTUNITA' D'AFFARI

[Le opportunita' d'affari per le aziende italiane in Jugoslavia, di cui
parla l'articolo qui sotto, non sono poi cosi' nuove. Tra i nomi di
grandi aziende che vi compaiono, Fiat, ENEL, Telecom e Impregilo
avevano gia' effettuato grandi investimenti, o trattato eventuali
affari,
con il regime di Milosevic. Ora hanno buone prospettive di
raccogliere i frutti di tali loro contatti passati]

Dopo la rivoluzione, arriva la ricostruzione - con tutto il suo
strascico di opportunita' d'affari. [...] Per l'Italia - il secondo
maggiore partner commerciale della Jugoslavia dopo la Germania -
la prossimita' geografica e i legami commerciali storici potrebbero
costituire un trampolino rispetto alla concorrenza. Se gli eventi
politici procederanno in Jugoslavia in maniera liscia, il futuro del
paese promette di essere ricco di provatizzazioni, con l'apertura
delle barriere commerciali e la stabilizzazione della valuta. Fino a
quando l'aspra situazione politica nel paese non si raffreddera',
molti membri della comunita' d'affari europea adotteranno un
approccio impostato all' "aspettiamo e vediamo", ma le prospettive
sembrano buone. "Dovra' passare molta acqua sotto i ponti prima
di sapere cosa accadra'", ha affermato il presidente dell'ICE,
Fabrizio Onida in un'intervista a "Italy Daily". "C'e' tuttavia
ottimismo". Egli ha aggiunto che le esportazioni italiane di prodotti
come scarpe, prodotti tessili e generi alimentari saranno le prime a
sfruttare l'occasione. "Gli investitori italiani in genere sono un po'
piu' lenti degli altri", ha affermato. "Ma l'avvio di privatizzazioni in
Jugoslavia potrebbe accendere la scintilla dell'interesse".

Alcune delle piu' note aziende italiane hanno gia' una presenza in
Jugoslavia, come la Fiat, la Iveco, l'Alitalia, la Telecom Italia,
Diesel
e Ferrero. Il Prodotto Interno Lordo della Jugoslavia e' stato stimato
come pari a 22 trilioni di lire dopo la guerra nel 1999, con una
diminuzione del 22% rispetto all'anno precedente. L'ICE prevede
che nel 2000 il PIL raggiungera' 26 trilioni di lire. Nel 1997 la
Telecom Italia aveva comprato una quota del 29% - che ora
corrisponde a un valore di 548 miliardi di lire - della Telecom
Serbia. A causa della guerra in Kosovo, il gigante italiano delle
telecomunicazioni ha perso circa un quarto del valore del suo
investimento iniziale, ma ora si trova di fronte a un mercato ad alta
crescita, che sicuramente continuera' a salire. La Telecom Italia
potrebbe infine vedere il suo investimento iniziale, che gli esperti a
suo tempo avevano definito "rischioso, ma coraggioso", fruttare
ricchi rendimenti. La Jugoslavia ha 2,2 milioni di clienti di linee
telefoniche fisse e solo 350.000 clienti che utilizzano telefonia
mobile, cifre che rendono molto forte il potenziale di nuovi
abbonamenti. Come richiede la legge, il 51% delle quote della
Telecom Serbia e' posseduto dal governo jugoslavo. [...]

Le privatizzazioni potrebbero spalancare la Jugoslavia agli
investimenti esteri. Molti settori, ivi inclusi i servizi pubblici per
l'energia, le infrastrutture e la gestione degli aeroporti, potrebbero
presto vedere licenziamenti di dipendenti ed essere ristrutturati per
dare spazio ai nuovi capitali provenienti dall'estero. Per esempio,
l'ENEL, l'ente statale per l'energia elettrica, potrebbe un giorno
prendere in considerazione di entrare in un mercato jugoslavo
dell'energia privatizzato, ha detto Onida. La societa' edile Impregilo
di Milano potrebbe concorrere per contratti per la ricostruzione
delle strade, dei ponti e delle gallerie danneggiati dalla guerra.

Aldo Fumagalli, presidente e amministratore delegato della Sol,
una societa' con sede a Monza che confeziona e distribuisce gas
come l'ossigeno, l'azoto e l'argon, afferma di essere ottimista sul
futuro della sua azienda in Jugoslavia. Con vendite per 400 miliardi
di lire e 1.050 dipendenti in tutto il mondo, la Sol e' gia' attiva
nella
penisola balcanica, ivi incluso il Kosovo. La Sol fornisce i gas
necessari per gli ospedali, le acciaierie, i cantieri navali e altri
settori. Due anni fa, il signor Fumagalli ha creato una rete di
distribuzione in tutta la Jugoslavia, sfruttando la sua rete integrata
gia' operativa nei paesi confinanti, con valute e relazioni
commerciali piu' solide. Cosi' facendo, la sua azienda e' stata tra le
altre cose in grado di aggirare le limitazioni imposte dall'embargo.

ON IDEOLOGICAL WARS IN AND OUT OF SERBIA

For sometime now one has had the opportunity to witness heated
discussions in and out of Serbia about its future. Two positions seem
to predominate. One uses the Serbs as a battering ram with which to pry
open the behind-the-scenes Capitalist conspiracies and prevent them
from having a global success. The other wants the Serbs to stop being
Serbs and ditch even patriotism in favor of becoming "normal" by
adopting a "free market" economy , "entering into Europe" and even
forming a "strategic alliance" with the United States.


The anti-Imperialist Left, best represented in the U.S. by Jared
Israel , wishes the Serbs to stand tall against the current U.S.
Corporate Fascists, bring their drive for the New World Order to an
insurmountable Balkan obstacle, put to shame NATO’s cowardly bomber
leaders and be prepared to suffer beyond the sufferings already
inflicted after eight years of economic sanctions, eleven weeks of
bombings, and the "cleansing" of some million Serbs from other parts of
the ex-Yugoslav space. Slobodan Milosevic remains the point man of this
tendency because he is regarded as a leader who would continue Serb
resistance to the U.S. Imperial domination and stick to a socialist
model of Serb economy.in contrast to the socially and economically
destructive Capitalist incursions through IMF, WTO and the like. The
Opposition to Milosevic has been quite simply bought with dollars and
marks carried in with suitcases. Most of its members, save Kostunuca as
a transient phenomenon, have "betrayed" the Serbs as a whole. To even
think, after being savagely bombed for eleven weeks by NATO, that this
major war crime under the Open Skies ought to be forgiven and forgotten
in favor of ingratiation with the "West," represents an unacceptable
degree of national humiliation.


At the other end of the spectrum one could easily find Zoiran Djindjic
in Serbia itself He advocates policies rooted in the premise that if
"you can’t lick’em join’em." Bust up the Yugoslav centralist
Federation, making Kosovo, Montenegro and Vojvodina Serbia’s co-equal.
Eliminate the position of "Federal" Presidency (out goes Kostunica by
eliminating his job). Become a partner to the U.S. "strategic
interests," with Yugoslavia as a NATO base ready to assist the coming
control of Eurasian Hartland with its vast oil resources. Put through
all of the G17 reform proposals. Let the German and U.S. corporations
take Serbia over. Turn the Serbs into a most desirable work force at
once skilled and cheap. Let them become avid consumers of imported
products many of which amout to no more than conspicuous consumption.
Long Live Capitalism in Serbia and milk and honey will flow. The
"Russkies did not stand with us" anyway, let’s have a new patron, Uncle
Sam, with maybe an insatiable Fritz der Katze right behind him. There
will be no more sanctions, no more suffereing. Period. The Serb people
want to join Europe. That is why they revolted.

If the choice were a simple one, trading the current suffering for a
period of immediate relief and some prosperity against a possibly less
comfortable economic future (without a certain date) , any logical
person would accept temporary relief against an uncertain future. Large
numbers of the unemployed with families to feed spell an irresistible
attraction not to think about new types of social and economic
dislocations. With a million refugees, with a per capita income fallen
to a pitiful level "The Economy Stupid" takes precedence over other
considerations. Who wants to go on forever resisting the remaining
super-Power when it is willing to reward dependency and punish
iundependence? No need to opt again for the "Heavenly Kingdom" through
repeated defeats as in 1389. Let’s go for the "Kingdom on the Earth"
this time and maybe, just maybe we will be laughing on our way to some
real banks.Fortunately , neither of the two action scenarios for the
future (Jared/Zoran} is full-proof and, as historians know only too
well from the study of history, predicting the future with accuracy
is, at best, a matter of luck and not of science.

As the finger- pointing goes on in Belgrade as to who is who’s "agent,"
it is necessary to mention a few cardinal facts. While the punitive and
basically cowardly NATO attacks came about and went on, Milosevic’s
refusal to knuckle under and yell "Uncle" makes him at once an
anti-Imperialist hero and a defender of the Serbs. If the second role
were unquestionably true no one in his right mind should fault him on
the former. Where one falls on this issue is of basic importance. Did
everything he has done really "defend the Serbs" or has he used this
role to maintain himself in power The basic facts are simple. His
amassing of power involved, inter alia, the stabbing in the back of his
mentor and friend, Stambolic. Until Yugoslavia started to break-up
Milosevic did not have the pedigree of an ardent Serb Nationalist.
After assuring the Serbs of Krajina and Bosnia of his unflagging support
not to live under Franjo Tudjman’s neo-Fascist Croatia or in Alija
Izetbegovic’s Islamic Republic he did not follow through. At Dayton, he
accepted the NATO occupation of Bosnia as well. Did he or did he not
have much choice once the U.S. joined the side of Croatia and the
Bosnian Muslims? Only fine historical tuning, with the proper chronology
and full documentation (written and oral) can provide the definitive
answer. But, the feeling among the Serb refugees from Krajina and Bosnia
is that Milosevic had abandoned them.

After 78 days of bombings he accepted the NATO occupation of Kosovo, an
integral part of Serbia and truncated Yugoslavia. Unprotected , despite
the presence of NATO troops and a U.N. Administration under a prominent
French Serbophobe, the Serbs were and are ethnically cleansed by
Albanian terror. Less than 100,000 remain today, encapsulated in ghettos
with a quasi-KFOR protection. No true Serb leader could have turned
Kosovo over to a NATO protectorate and an Albanian Colony of the United
States(now with its second bastion in Europe at Camp Bondsteel) without
losing support of his own people. Kostunica’s recent statement that
independence for Kosovo would destabilize the region reveals a profound
understanding of the problems involved precisely because he is a Serb
defender, a patriot as Kostunica describes himself. His request for the
return to Kosovo of Serb and other refugees turns the tables properly on
the NATO forces and puts him on the same moral pedestal occupied for so
long by Western Humanitarians who demanded everywhere the return of
refugees except those Serbs expelled from Kosovo via "justifiable
retribution." The Nationalist cacoon around Milosevic was crafted

to shield and perpetuate his hold on power , nothing much more. When the
anti-Imperialists find it necessary to line-up behind Milosevic (without
saying so openly) they are doing the same thing that the Imperialists
have done by constantly using him as a substitute for Serbs as a
whole.In short, Milosevic has never been nor is he now to be equated
with the Serbs as a people.


Throughout the years of punishments that hurt mainly the Serb people,
leaders of NATO, spearheaded by a pontificating U.S. Secretary of State
and the hysterical evangelist of 10 Downing Street, claimed repeatedly
that they are not "against the Serb people" but only against
"Milosevic." Now that he has fallen from power two major demands are
already throwing doubt
on this claim. To be eligible for re-inclusion into the Human Race the
Serbs must stop denying the atrocities committed by the Serb miliary and
para-military. They must not complain at the same time about what was
done to them to incite such atrocities. Moreover, they must deliver
Milosevic and other Serb "war criminals" to the Hague Tribunal. The only
division between the U.S. "strategists" and those of Western Europe
involves timing. The Europeans are for greater patience. Neither will
easily admit that the Hague Tribunal is a sham until and unless it
becomes increasingly painful and counterproductive to use it again and
again to "punish the Serbs." Its contention that the Serbs were mainly
indicted because they committed the earliest and numerically most
significant atrocities cannot withstand serious scrutiny.


This provides a rare opportunity for the new Serb Government to do
something that needs to be done. Yes, we are prepared to abandon the
denials but would you be willing to admit that the78 days of bombing
civilian targets constitute a war crime and a crime against humanity,
always assuming that you do regard the Serbs as humans? Next, all of
the accusations come from the NATO members. For example, the third
market-place massacre at Sarajevo, immediately attributed to the Serbs,
led, within hours, to the NATO bombings of Bosnian Serb positions. In
the same sense, the massacre attributed to the Serbs at Racak,
"galvanized" NATO to go into its "air war" over Yugoslavia. Now, it is a
known fact that a U.N. report in situ exculpated the Serbs for the third
-market- place massacre but the text was ordered into the "Secret" U.N.
file by the then Ambassador Mdeleine Albright. It is still there. At
Racak, the Serb police notified actually the U.S. special envoy Walker
that an attack will be launched on Racak as a KLA stronghold. The next
day, there were 47 bodies in an open mass-grave to which Mr. Walker and
the TV cameras were brought by the KLA. He declared at once. "this is a
masacre." After being routinely accused of re-burying bodies to hide
their massacres, the Serb suddenly did not even bury the bodies.
Moreover, the bodies had been moved as there were no spent cartridges at
the site. Ambassadsor Walker has a long record of involvement with
bodies and real massacres in Latin America

Items of this nature and their obvious proximity to acts of war against
the Serbs cannot condone a passive Serb acceptance of claims made by the
very people that bombed them Minimal fairness and logic would require
that the Serbs themselves undertake an investigation of claims made by
the NATO sources. If they prove to be accurate, no denials are in order.
The perpetrators should

be arrested and tried in Serbia’s courts without undue delays. At the
option of Serb judiciary, the guilty parties, sentenced at home ,
could be given the same range of sentences applicable to the Hague
Tribunal and up to 20 years. If the accusations prove to be unprovable
or yet false NATO owes the Serbs some apologies in these two particular
cases. Even Srebrenica requires a mixed fact-finding commission as there
are a host of questions never answered and a context never kicked -in.
How can a Democratic West refuse the right to the Serbs to investigate
its allegations against the Serbs before abandoning the denials, as
requested?


The men and women behind the 78 days of destruction from the air over
Yugoslavia know that they have committed a war crime and a crime against
humanity but will never admit to have so done. They know that the
bombing of Serbia took off the Imperial mask and earned a lot of
resentment around the globe. They are aware that a host of Citizens’
Tribunals in Europe and North America have found them guilty. The power
of these mini-Tribunals is entirely moral. They have no funds and no
chance for legal redress. In order to pull the moral rug from under them
and still justify their crimes as a "virtuous war" they are not likely
to be stupid enough to jump on "the Serbs" with a list of immediate
demands that simply restate all the Serbophobic desiderata before the
fall of Milosevic. A recently proposed Congressional bill by the
"two Joes," Biden and Lieberman wanted to do just that but was derailed
for the time being.


After a decade of structured, deliberate cerebral terror against them
the Serbs must be aware that thousands of men and women in the West, at
all levels, are infected with Serbophobia and make a good living through
Serb bashings. The Serbs still face the tyranny of scribal and
audio-visual clerks. It is the hardest kind of tyranny to cope with Many
people in the Western media not so infected simply parrot the same
unproven allegations without even knowing what they read or caring about
their adverse impact. Adverse first at home by promoting ethnic hate and
adverse
in the effect they continue to have on the bruised Serb psyche. There
has to be a counter attack in this area. Serbs in the diaspora must
amass by donations funds to engage a Public Relations Firm (other than
Ruder Finn) to go after the Serbophobes, clerks and all. Americans of
both Serb and other descents must be willing to bring class action suits
against any one or group engaged in hate-mongering against the Serbs as
a people. A number of laws already on books can help in that endeavor.
Congress should be urged to ban donations to its members by ethnicities
which promote hate-mongering and military interventions against other
ethnicities, as the Albanian PAC have done in the U.S., along with
Croatian and Bosnian Mulsim lobbies before them. Characteristically, no
Serb PAC donations came into play. The Public Relation firm of Ruder
Finn ,which sigle-handedly persuaded many Americans of Jewish faith that
the Serbs are neo-Nazi butchers, once proposed to defend the Serbs from
a poor image abroad but it was turned down.


The time has come to stop ideological struggles and accusations. Let us
concentrate on three basic goals. Getting substantial Reconstruction aid
from the West to undo the physical damage caused by NATO to the tune of
$100 billion should be one priority. Lifting all the sanctions

without delay instead of incrementally is the very next priority. Both
of these measures were firmly promised once Milosevic steps down, no ifs
and buts.It is delivery time. While the claim that Serbia under
Milosevic has had a socialist economy is at best a bad joke, let us all
work for a humane alleviation of Serbia’s economic woes while opposing
rapacious globalization.The Serbs have been traumatised enough. It is
healing time.The third basic goal must be the dissolution of the Hague
Tribunal for Yugoslavia. A substantial literature revealing its origins,
practices and nature should assist this endeavor but the American People
willhave to be informed about the truth in some very wide ways. They
need to be told that the only sure way to avoid future tragedies in the
ex-Yugoslav space is to help each of the major ethnicities to punish its
own "defenders" who did, in fact, commit war crimes and crimes against
humanity.


Apart from his devotion to the fight against U.S. Imperialism, Jared
Israel is admirable in his indefatigable digging for documentation. More
than anyone else, he has warned everyone that the Serbs are far from
being out of the Imperialist "drang nach Osten." This writer would like
to conclude on a note about Jared’s recovery of Milosevic’s "infamous"
Kosovo speech. After doing historical research for over three decades in
archival (and other) sources, if anything can be learned about written
documents it is that these almost invariably show how interpretations
and claims about their real contents seldom even approach what is in the
texts..But, to arrive at the value of any written source it must be
placed in its context. The Milosevic speech did not incite
hate-mongering against Kosovo’s Albanians.He did not make a fiery
nationalist speech meant to incite Serb revenge. He played the "Yugoslav
card"instead.


Equally, Milosevic did not abolish Kosovo’s autonomy as has been
constantly claimed. He suspended it in 1989, pending a return to some
sort of a pre-1974 modus vivendi between the Albanian ethnic majority
and all the other minorities at Kosovo. Just under a decade later, this
act was twisted so that Albanian separatists and the international drug
cartel that supports them could have the pretext for a guerrilla war
Their inspiration and hope for U.S. support came from the patronage of
Bob Dole but even more from Dayton. Since the constitutional revision
of 1974 the Kosovo Albanians used it to terrorize local Serbs and
induce them to leave Kosovo in ever greater numbers. But, that has been
the real practice since World War II as well as during Tito’s rule. It
even has much older antecedents which explain why a predominantly Serb
area, the birth-place of its culture and state. with an overwhelming
Serb majority, was gradually cleansed to reduce the Serbs to a minority
in their own home. It is a pity that the baby-boomers in the U.S. are
innocent of the true historical sequence of events at Kosovo. Yet, it is
far worse that they do not even care to know when they walk into a
situation as if nothing existed beforehand..

Your piece mentions the "...pounding of the beautiful Croatian town of
Dubrovnik in 1991. 'They used ships. Can you believe it?'...

This is a fraud. Who on your staff was bought by Ruder Finn? Since 1991
the press has dozens of times printed the hoax that the Pearl of the
Adriatic was reduced to rubble. Those stories were fakes. That Dubrovnik

has been rebuilt is exponentially fake. On March 25, 1992, I visited
Dubrovnik to see for myself the truth about the war. The Old City of
Dubrovnik was never destroyed. It was barely scratched.

Roof tiles blown off by concussion had all been replaced when I
visited the city TWO YEARS AGO, THREE MONTHS after the "destruction".
Your writer has a poor vocabulary in English. Buildings are "holed."
"Hoardings," which your Yank readers will not understand, is the British

equivalent of American "billboard." "Casing" is also wrong. The right
term would be (protective) "planking". The new tiles are decidedly not
"pink", but red.

Dubrovnik's destruction was an invention of PR companies in the hire of

the war criminals who broke up Yugoslavia without negotiations. The big
bombardment was from PR fakers, not navy guns. -- like the Kuwaiti
incubator babies hoax used by President Bush to stoke up war fever. PR
liars Hill & Knowlton, Ruder Finn, and Waterman Associates have earned
millions in fanning the flames of this war.

The press, that's you, belongs in the war crimes docket with the New
World Order thugs for churning out mendacious "news" stories about Serb
death camps and rape camps, abetting war and mayhem. The story of an
organized Serb rape policy is a racist fraud, like the Protocols of the
Elders of Zion, propagated to foment hatred and incite war against the
innocent. Though it's not polite any more to slander Afro-American or
Jews, Serbs are fair game for the lynch mob.

The "Serb-dominated federal navy" off Dubrovnik was commanded by
Admiral Stane Brovet, a Slovene. The target was not the Old City, but
the Napoleonic fort of St. Sergius far above Dubrovnik and hotels
outside the city walls, where Croatian forces were billeted and because

of the presence of refugees, had set up gun positions from which they
fired on the federal forces in order to provoke death and destruction.
Zagreb's aim was to provoke a Western attack on the Serbs. On December
5, 1991, Croatian forces mounted a mortar on a flat bed truck running
up and down the Stradun taking potshots at naval forces in order to
provoke counterfire.

The "Dubrovnik burning" pictures were shot with long lenses. This
compresses perspective, making it look like there is no distance between

objects that are quite separated in real space. Thus, columns of smoke
billowing up from the harbor are superimposed on the walled city. The
photographic effect is as staged as the stabbing of the lady showering
in Hitchcock's movie "Psycho."

That smoke was from the fuel tanks of two pleasure boats burning in the
Old Harbor -- outside, of course, the walls. Dubrovnik's Old City
never burned. Bullet holes along Stradun were from gunfire inside the
walls, at ground level at close range in a fight on the street between
rival Croatian factions. Scaffolding was set up in front of facades in
anticipation of the shooting to come. Video tapes of gunfire along the
ancient walls, run backward, show clearly that the puffs of gun smoke
are from outgoing, not incoming fire. "Western" reporters in Dubrovnik
since they cannot read Serbo-Croatian, do not mention the graffiti
calling for the lynching of Serbs: Srbe na vrbe (literally "[hang] the
Serbs on the willow trees"). My videotapes of Dubrovnik from March 25,

1992, have been aired on Chicago Cable Access TV, Channel 19. Want to

Croatian city? Tito made a gift of it to his native Croatia after WW II.

Dubrovnik was never before "Croatian."

The Byzantine decoration found by restorators beneath paint in the
Dominican monastery attests the Serbian and Greek origins of Dubrovnik.
This war is the latest chapter in the predation of Orthodox lands by the

Western Church. (I'm RC, by the way.) The only building in the Old City

of Ragusa to be gutted by explosives and fire was the one housing a
priceless collection of medireview manuscripts and icons. It was not
navy
guns that did the damage, but plastique and incendiary devices planted
on the spot by Croatian forces. Enter it on your map, across the street

from the Orthodox church, which you fail to note is Serbian. -- 3,000
Serb and 7,000 Croat refugees from Dubrovnik have taken refuge -- in
Belgrade.

Crisis in Yugoslavia:
Interview with
Ramsey Clark

[This following interview was to be
translated and published in the daily
newspaper Dan in Podgorica,
Montenegro. Dan published a
Serbo-Croatian edition of the IAC's
book, NATO in the Balkans. ]

After the destruction of the
bipolar structure of the
international community the USA
has played the main role on the
world political scene. What is the
essence of their political strategy
towards Europe, and what is the
role of the U.S. in the events now
unfolding in Yugoslavia?

The policies of the U.S., since the end of the Cold War are
complicated
and vast. They involve an intent to dominate and the use of
international
organizations to advance U.S. economic and geopolitical
interests. They
also include the conversion of NATO into a surrogate military
police force
for globalization and U.S. world economic domination.

Which factors were prevailing in the dissolution of
Yugoslavia -
internal or external ones?

The great tragedy of Yugoslavia in the last decade of the 20th
Century has
not been one of individual leadership. It's been the deliberate
dismantling
of Yugoslavia, which is one of the few countries in the world
formed on an
idea. Most are formed on a purely power basis. But the idea of
Yugoslavia
was that with all the diversity, with all the human problems and
poverty,
only in unity--through federation--could you have sovereignty,
and
independent economic development based on local interests rather
than on
foreign exploitation.

Yugoslavia showed it could work, even under extreme difficulty
during the
Cold War and between World War 1 and World War 2. It's probably
the
only thing that can work for the welfare of the people there.

Yugoslavia was deliberately dismantled. It continues to be
further broken
apart by U.S. and other foreign interests who want to divide and
conquer
the country economically. They want to exploit its resources,
its people, its
markets; and the consequences have been a human disaster from
Slovenia
to Macedonia.

What's needed is a larger Balkan federation that includes more
than just
the six former republics. But what you have is the
disintegration of even
those. Ninety percent of trade, commercial and economic activity
of the six
republics was internal in 1990. No republic is sufficient by
itself to survive
as a strong independent sovereign nation or people.

The breaking up of Yugoslavia is a tragedy from many standpoints
and the
tragedy isn't over.

What was the role of the Pentagon in the destabilization and
final
dissolution of the Socialist Federal Republic of Yugoslavia?

The Pentagon is the military arm of U.S. policy. It doesn't
dictate policy
but implements it. Both policymaking and the means for
implementing it
are considerably bigger than the Pentagon.

One the most direct roles of the Pentagon was the genocidal
bombing of
Yugoslavia. Those were Pentagon planes up there. A few of them
might
have been British or from some other NATO country, but the
Pentagon
was overwhelmingly responsible for the planes and the targets
chosen, as
well as for the destruction and many people killed.

Washington wanted NATO in there as an umbrella to deflect anger
at the
U.S. They wanted young people from the European NATO countries
to be
the enforcers on the ground. The Clinton White House doesn't
want U.S.
soldiers to come in harms way--it could cause protests in the
streets.
Because of this the Pentagon was able to carry out the
aggression against
Yugoslavia and cause great destruction with virtually no U.S.
casualties.

It's easy when your planes are flying so high that it become
hard to get hit.
You don't ever set foot on the soil but you send missiles and
planes that
bomb away overwhelmingly at civilian targets.

It was a staggering disaster for Serbia and Montenegro and the
Kosovo
area of Serbia. It was a disaster for all the peoples there--all
of them
suffered.

There's been a deliberate policy--and the Pentagon played a role
in
this--to set Muslim against Orthodox Christian Serbs. The idea
of having
Slavic peoples and Muslim peoples--even though the Muslims in
Yugoslavia are Slavs--fight each other is something that we've
seen and
its one of the great dangers. When you think about Bosnia the
Muslims and
the Orthodox Serbs suffered terribly, and they didn't benefit at
all in
Kosovo.

This policy has gone a long way. There were 25 million people in
Yugoslavia in 1990 and now within Montenegro and Serbia you have
just
around 11 million. And now within Serbia itself you have
attempts to divide
the nationalities into three or four different sections by
external forces
that are pressing them to divide and spin off.

What do you think about the expansion of the NATO alliance to
the
Eastern European countries and also to the former Soviet
Republics?

NATO itself is one of the most dangerous international
organizations that
exists. Before any expansion into Eastern Europe NATO involved
the
great colonial powers. It involved rich countries and almost
totally white
Caucasian young men who are still a very small part of the
world's
population.

The NATO countries have by far the largest and richest armies
and the
most advanced weaponry and technology, primarily from the U.S.
NATO is
a threat to the vast majority of the population of the
world--the beautiful
darker-skinned people, and others. They seem to be natural born
killers
when you look at the insensitivity with which they unleash their
technology.

I remember a New York Times columnist talking about the bombing
last
year. I think he reflected exactly what the Pentagon or what
NATO was
saying: "Surrender or we'll destroy you. If you want to be
bombed back to
1990, 1750 or 1372 we can do that, pick your date. You'd better
surrender or
we'll level you."

Is there any justification for the aggression of the world?s
most powerful
countries against the Federal Republic of Yugoslavia?

Of course not--not against Yugoslavia or any other country. If
we can't
find countries that will stand up against such aggression our
situation and
our future is going to be a human disaster. Look at how long
it's taken other
countries to begin to stand up for Iraq.

Yugoslavians know better than others what it's like to have a
high tech
all-out aerial bombardment of your country. Iraq was devastated
by
110,000 aerial sorties--88,500 tons of bombs, which was the
equivalent of
7-1/2 Hiroshimas, but most countries didn't really stand up for
Iraq. Only
now within the last few weeks have foreign countries started to
break the
blockade, which has killed a million and a half people.

The blockade against Iraq--though more severe--was the same type
of
sanctions that were imposed on Yugoslavia. U.S. Secretary of
State
Madeline Albright has already said that the sanctions on
Yugoslavia will
not end, even with a change in the government there, until every
demand
of the U.S. is fulfilled

It's been ten death-giving years in Iraq and finally we now see
France, the
Russian Federation, Jordan and the United Arab Emirates flying
food and
doctors and supplies to help relieve the suffering of the Iraqi
people.

We have to reach out to nations everywhere, particularly the
poorer
nations of the world, to unify against this type of aggression.

What is your opinion about the proceedings of the
International
Tribunal for the War Crimes Committed on the territory of
former
Yugoslavia in the Hague?

The indictments of Milosevic and other Yugsolav officials were
before the
same International Tribunal for the Former Yugoslavia--a body
that is
unlawful. If you want a world based on principle and law it has
to be
abolished.

The U.N. Charter doesn't provide for an international criminal
tribunal
focused on a single country or a number of countries. The
Security Council
has no power to create such a court, which is used primarily by
the U.S. to
pursue its enemies. That's war by other means, pure and simple.

The countries that convened the U.N.--particularly the
victorious nations
from WWII--would never have formed it if they dreamed the U.N.
would
have an international criminal tribunal in which they could be
held
accountable. They don't mind prosecuting others, but they don't
intend to
be prosecuted themselves.

That's why the U.S. refuses to join in the treaty currently in
process. A
treaty is a current agreement--any nation can agree to one. But
if there's
to be an international criminal tribunal the U.N. can't create
it. It has to
be done by the agreement of nations--by a treaty which nations
have the
power to make. The U.S., however, won't sign such a treaty. It
has refused
to even consider it.

Mass public hearings of NATO war crimes against Yugoslavia
have
taken place in cities all over the world. Can you tell us
something more
about the aims of those actions?

The IAC in New York was the sponsor of a wide-ranging series of
evidentiary-gathering hearings all over the world about war
crimes against
Yugoslavia. The U.S. was charged, along with the United Kingdom,
Germany, and other NATO countries that participated in voting
for
NATO's involvement or in providing arms or airbases or other
logistical
support for the assault on Yugoslavia.

The evidence was gathered from all over the world, including
Yugoslavia.
It was considered by judges from many nations--non-governmental
lay
people. All of the defendants were found guilty of all charges.
They
included Nuremberg Principle violations of crimes against peace,
war
crimes and crimes against humanity. They also comprised Geneva
Convention prohibitions against assaults on civilians-- making
civilians
the direct objects of attack--assaults on facilities that are
essential to
civilian lives, and assaults on inherently dangerous facilities.
They were
found guilty of virtually every war crime on the books.

Is there any way to stop the process of international
lawlessness that we
are witnessing today?

There's obviously no easy way, but that doesn't mean the
struggle is
hopeless. There's rarely been in history such a concentration of
power in
the hands of such a comparatively small part of the world's
population,
particularly the U.S. There's never been such a concentration of
power
and monopoly of military technology and sophisticated weaponry.
This
includes nuclear arms and the capacity to destroy whole
populations.

There's also never been such a monopoly of the means of
communication.
The U.S. government's control of the international media is in
fact
unprecedented. This can be devastating because people don't know
what to
think--they're not encouraged to think, they're not given the
facts. The
U.S. can reach into a country and brainwash people everywhere.

Someone can be demonized without being heard in their own
defense, and
the truth can never be found by looking at a television screen.
So we live
under this terrible monopoly of power and communications, and
economic
power too with the rich getting richer and the poor getting
poorer.

It's going to take enormous courage and sacrifice, as well as
great
imagination and discipline in forms of organizing and unifying.
We have to
struggle with all our might to unite worldwide resistance to
domination and
exploitation. Power is in the people. The question is one of
will,
understanding, courage, commitment and sacrifice. If the people
can unify
we will overcome.

What was the role of the media in the Yugoslav crisis?

The U.S./NATO bombing of Yugoslavia was devastating, but the
function of
the Western media has probably been more harmful. The power of
the
big-business media to shape opinion internationally--in the
U.S., in
Western Europe and other parts of the world--is just astounding
in how
effectively it was used to demonize Slavic peoples, especially
the Serbs of
Yugoslavia.

It takes a long time to unlearn prejudices. Once they are
implanted they
become hard to root out. We implanted huge racial prejudices in
the U.S.
to justify slavery, and we still find it's a lot harder than
weeding the garden
to get the racists out.

People of African descent in our country have been demonized
like the
Serbs, and the racists are still everywhere. The media create
prejudices
and "demons" by simply repeating stories night after night on
television
and radio, in the newspapers and magazines, and every place
else.

Within Serbia and Montenegro you can see how divisive the media
was and
how demoralizing it can be to see what others are saying about
you. Before
the bombing I was there. I could see the effects of the
sanctions, coupled
with the effect on the people of seeing on foreign television
the prejudices
being stirred up against them.

It makes you feel like you're alone in the world and nobody
loves you. But
many many people love Yugoslavia. We love the people there; we
remember how courageous you've been. We know and are inspired by
your
fierce courage and strength, how you resisted the Nazis and what
a price
you paid for it. The media can make you doubt even your own soul
and
inner strength, but that doesn't mean their divisive tactics
will always
continue to work.

How do you evaluate the role of the United Nations in
the framework of the so-called new world order?

We hope that the U.N. will become independent and act more
objectively,
since we need it. Right now it's pretty much the captive of the
U.S., but it
doesn't always have to be that way.

It's harmful to every human being on earth for the U.N. to be
that way,
including the people of the U.S. This is true because when you
realize what
your country has done, and continues to do around the world, it
destroys
your own spirit if you don't resist. It also puts you in
jeopardy since it's
getting harder for U.S. citizens to travel abroad. We're not
received with
open arms in many parts of the world.

We have to work to make the U.N. more effective even though, as
we saw
with Yugoslavia, it was more independent than NATO. The U.S., in
fact,
didn't go to the U.N. because it could not, as it did with Iraq,
unite that body
to support the aggression on your country.

It did that easily with NATO, but in doing so it caused NATO to
violate not
only the North Atlantic Treaty but also the U.N. Charter.
Nevertheless,
the U.N. should not have permitted that. We need an independent
reformed U.N. that abolishes the Security Council and that
empowers
self-financing. As long as the U.N. is dependent on
contributions from
countries like the U.S. it will be hard to function since it
will never know
whether its going to get its money or not.

How would you define the policy of sanctions and complete
international
isolation of those countries that want to find their own way
to the future,
and what are its consequences?

Comprehensive general sanctions that impact on the economy of a
nation
need to be seen as a weapon of mass destruction. They hit poor
people
hardest and first, and they're genocidal.

If that can't be seen from the history of Iraq then we can't see
anything.
Sanctions have killed more than a million and a half people
there--mostly children. The second largest age group was the
elderly. The
people who are most vulnerable to sickness and weakness and who
need
nutrition are the ones who die first.

Control through the threat of sanctions exceeds any control
achieved by
the actual application since you can terrorize a country just by
threatening
sanctions. This is because people don't want to suffer as
they've seen
others suffer.

It's therefore imperative that we abolish the use of economic
sanctions.
When you think about it, you can't sanction a rich country
because they'll
laugh all the way to the bank. They'll have plenty of food, oil,
soap
powder--whatever is needed. You can't sanction a country that
has the
physical power to transport the goods and services that it needs
from other
places. Only "weak" countries--those that can't resist
militarily or
compete economically--will be victimized by sanctions.

Does FR Yugoslavia, consisting of Serbia and
Montenegro, fit into the new political concept of the
so-called international community regarding relations
in Southeastern Europe?

Yugoslavia, consisting of Serbia and Montenegro fits into the
geopolitical
plans of the U.S., and to a lesser degree NATO countries,
because it's
there, strategically located, and this has to be addressed.

U.S./NATO plans involve the division and subjugation of
countries in the
region. Dividing them makes them more easily controlled and
exploited,
and the future will be greater poverty.

The per capita income of the six former republics of the SFRY is
today
less than half of what it was ten years ago. They're half as
well off
collectively. Serbia and Montenegro are even worse than that.

The same is generally true though with most of Eastern Europe,
so we
shouldn't be mislead. Bulgaria today is worse off economically.
Poland
seems to be doing better to many people, but per capita income
there is
40% of what it was, maybe less. The Russian Federation has
around 30%
less per capita income than in 1990. This has been a real human
disaster.

It's clear that the new concept for the Balkans is to divide,
exploit and
further impoverish. The idea that there will be more real aid
once a
country conforms to the demands of the U.S. and its
International
Monetary Fund is contrary to everything that's ever happened
after they
intervened. This is true whether it's little Grenada, Panama,
Viet Nam,
Nicaragua, or any other country. They have been continuously
harassed, or
kept under direct and/or indirect sanctions and further
impoverished.

How do you see the demands of the leadership of
Montenegro for a "redefinition of relations? in the
Federal Republic of Yugoslavia?

Basically, only the people directly involved can decide the
details of their
relationship. What I passionately believe is that without a
strong
federation not only of Montenegro and Serbia but of the six
former
republics and beyond that, the region will remain poor. It will
remain
foreign dominated and become more so economically.

It will be afflicted with violence particularly between Muslims
and Slavs.
There are more than a 300 million Slavs in the world, and we've
seen the
deliberate fomenting of violence between Slavs and Muslims who
number
one billion. We've seen it in Afghanistan, Dagistan and Chechnya
and in
some of the larger predominantly Muslim republics on the
southern tier of
the former Soviet Union, and of course in Bosnia, Kosovo and
throughout
the Balkans.

Without unity, as we said in our revolutionary war, "we'll
either hang
together or we'll hang separately," even though, since then, we
have gotten
"too big for our britches." [Transcriber's note: this could be
translated as
being too big and arrogant. Britches mean, literally,
"pants."--PC]

The problem of Kosovo as a factor of destabilization of
Yugoslavia -
has it had, in the last two years, an internal character or
was it created
by the USA and Germany?

The entire disintegration of Yugoslavia has been caused
overwhelmingly
by external forces. They are numerous, but the two principal
violators are
Germany and the United States, and the consequences for the
region have
been a human disaster.

Kosovo itself, which is now under NATO occupation, had every
opportunity
to expect to live in peace, grow in prosperity and develop its
peoples and
resources for its own good. This was true until foreign
influences set the
people against themselves, and today you can't find anyone who
has
benefited.

You may think at the moment if you're KLA that you might be on
top, but
on top of what and at what cost? How many members of your
families did
you loose? How many homes did your friends loose? How long will
it take
you to get back to where you were if you ever do, and is this a
humanely
acceptable way to do it even if you could?

Tens of thousands of Serbs, Roma and others have been ethnically
cleansed from Kosovo, under the watchful eyes of the mighty
occupation
armies. This shows that NATO didn't intervene there for
humanitarian
reasons and that this claim is hypocritical.

Was the Rambouillet agreement an acceptable solution
for the Kosovo problem? Do you think that by accepting
it, FR Yugoslavia could have prevented the aggression
against it? What is the main effect of the Dayton
agreement? Has it solved the problems in the Balkans
or has it meant the establishment of U.S. domination
on the territories of the former Yugoslavia?

It's sad to see countries or peoples bullied into agreements
that are on
their face moral outrages.

When I think of the Oslo Accords and the Palestinian people who
are
suffering from violence today even more than the Yugoslavs, it
breaks my
heart. Since the Oslo Accords there's been nothing but
deterioration
politically, socially, and economically for the Palestinians.
Yet a coalition
of powerful interests forced them into it just as they forced
Yugoslavia into
the Dayton Accords. These accords, including the Rambouillet
scheme,
were unnatural "agreements" that would foment violence. They
also
violated the idea of peoples' independence and the sovereignty
of their
nations.

Any country that has a large foreign military population on its
soil is not
free--that is a truism. And both of those accords contemplated
foreign
troops on Yugoslav soil. But they ought to be out of there, just
as U.S.
money ought to be out of politics there. If the future of
Yugoslavia is to be
determined by the financing of political parties by the United
States, then
you might as well give up and deed the country over to General
Motors,
Coca Cola and Burger King.

What was the role of the USA in the military strenghtening of
Croatia,
in Operation Storm, which had as a consequence a massive
exodus of
Serbian people from Krajina?

In time we'll know a lot more, but we know from Richard
Holbrook's
autobiographical account of that period that while Washington
was saying
to Croatia "don't do it," Holbrook and others in Zagreb were
saying "drive
the Serbs out." How much protest did you hear internationally in
what was
the biggest single ethnic cleansing in the last 50 years in the
Balkans?
None! The cleansing from Krajina of the Serb population was in
fact
ignored or applauded internationally. So it's another interplay
between
media presentation and the use of force for the West to have its
way.

The Twentieth Century has been marked by many different
ideas, but a
majority of them have not been confirmed by history. Why do
you think?

Populations everywhere are manipulated by ideas that often have
no
validity. There's a French saying that I've always liked,
"Nothing is so
cruel on Earth as the murder of a beautiful idea by a brutal
gang of facts."
If we look at the facts you'll see that many of the fictions
that have been
imposed on people are false and harmful.

Let's talk about democracy, which is a difficult concept. People
think the
U.S. is the greatest example of democracy. But the U.S. is not a
democracy
at all; it's a pure plutocracy--a government of wealth.
Elections here
have nothing to do with the will of the people. They are in fact
a minor
contest between representatives of the plutocracy vying for
power; the
poor of the country are left out.

I'm not talking about just the billions of dollars that have
been spent on
political campaigns. The U.S. has spent almost as much on the
election
campaign in Yugoslavia as it has on its own presidential
campaign this
year. That's an economic fact that ought to be investigated.
You're not free
if a foreign power is buying your elections. The same is true of
us in the
U.S.; we can't be free as long as rich capitalists continue to
buy our
elections, and of course that's exactly what they do.

You might not have heard of the presidential candidate Ralph
Nader. He
has worked in the interests of consumers, poor people, and the
ecology for
years. But he doesn't get to participate in the debates, and he
won't get a
significant vote. If by democracy you mean government should
follow the
needs and interests of the people then the U.S. is not a
democracy even
with elections held here periodically.

Washington has, moreover, used elections to take over other
countries.
They basically stole Nicaragua from the Sandinista government by
pumping in money to the opposition, unifying it, and sending in
death squad
terrorists--not unlike the KLA. They were trained and financed
to destroy
villages and kill Nicaraguans. The U.S. then told them that if
they wanted
peace and "prosperity" they had to elect the opposition. In the
meantime,
the media was given over to the opposition and they were given
money and
other communications resources. It worked, the opposition won,
and now
the Nicaraguans are living in abject poverty.

We also tried to steal Angola through the ballot box--through an
abuse of
democracy. We told the Dos Santos government that they had to
have an
election. Then we told them they couldn't hold the voting until
they
dismantled two-thirds of the army. They did it and the
government won at
the polls. But the U.S.-backed opposition led by Jonas Savimbi
immediately attacked with an enormous military force and overran
two-thirds of the country, which the government is still
fighting to win
back.

We're told that there's only one idea in economic life that
works and that's
capitalism. Every country has to convert to capitalism and do
what the
World Bank and the IMF says. You've got to privatize--open up to
"free
trade." But the countries that have done that have been
absolutely
devastated.

In the former Soviet Union, for example, the people there had
jobs, homes,
medical care, education, a decent economy, but now they've lost
all of that.
They have no health care system, and their schools are falling
apart. They
have few jobs, lost their homes. They have had to sell their
private
possessions just to make out. The country is an economic basket
case.

The Ukraine is worse, and the same is true of countries in the
Western
Hemisphere. We take a country like Peru and we tell it to borrow
money
from the IMF and privatize--to do what the World Bank says. But
the
poor have gotten poorer there, and President Fujimori sits on
the necks of
the people with his economic policies, and police and military
power
backed by Washington.

We have to examine these ideas for ourselves and decide what's
best for
the children. But we have to do it in the face of a media that
tries to tell us
there's only one way--and with nuclear intimidation and the
threat of
starvation from sanctions hanging over our heads.

When the U.S. government can't manipulate elections--and they
are
masters at it--they'll instigate a military coup like they did
in Guatemala
in the 1950s, in Chile in the 1970s and in Haiti in 1991, to
name a few
places.

What did the 20th Century bring in terms of the
development of human civilization, especially for the
peoples of the Balkans?

The 20th Century has brought the most uncivilized and violent
acts of
human history. There has never been before such disasters caused
by
human conduct. There were the two world wars, and the Cold War
arms
race, which impoverished people. There were also the bloody
fights that
came from the neo-colonial drive to divide and conquer Africa,
Asia and
the Balkans.

The Balkans had many problems in the 1900s. But the culture was
still
intact in most places despite the history of oppression by the
Ottoman
Empire, the Austrio-Hungary Empire and all the rest. These were
rich
cultures; people knew what and who they were. They loved their
traditions,
had their own art, music, literature, meaning to life, religious
faiths. They
had their own philosophy, and could sit around in the evenings
or on a
bridge across the Drina to talk about life and love and things.

Today there's chaos, the disintegration of institutions, random
violence,
impoverishment and insecurity. But you have your strength, your
people
and your history of resistance. If you unite you have a part of
the earth
that's beautiful, that provides abundant food, natural resources
and other
essentials of life. If you organize it can be used for your own
well being.
Your future is largely in your hands, but without unity you will
be turned
against each other.

What can we expect in the 21st Century?

What we're seeing is the spread of fomented violence by those
who want to
divide and weaken. Just look at India, with all its history and
more than a
billion people, with the Tamils in the south and the terrible
violence that's
going on there. This 70-million strong population of Tamils is
struggling
for survival from Sri Lanka up into southern India.

If you go north you find the Casmiris and Pakistanis and the
Indian
government fighting in some of the most spectacularly beautiful
countries
in the world. It's hard to find a region there where you don't
have conflicts
between Muslims and Hindus, Tamils and Buddhists. You can see
conflicts
all over the world.

In South Africa we hope there will be unity. The government
there still
faces terrible risks, but under the current leadership--with its
many heroic
figures--they've been able to hold their country together.

In West Africa you see bloodletting everywhere much of which is
promoted
from abroad. We all know about Rwanda and the Hutus and the
struggle
for the Congo.

It must be recognized that if you let foreign governments choose
your
leaders you will be in for bad times. That's exactly what has
been
happening in the last half of the 20th Century.

The U.S. chose the Shah for Iran; he was literally imposed. The
CIA said
it was their greatest accomplishment. The Shah reigned for 25
years, but
the people finally rose up and threw him out when they couldn't
stand it
any more. Over 35,000 people were killed by the Shah's
U.S.-trained
soldiers and secret police. That's what letting the U.S. choose
their leader
did for the Iranis after a democratically-elected government was
overthrown.

In the Congo, a huge country with enormous natural resources,
Patrice
Lumumba was elected after independence from a colonial power.
But he
was soon murdered. His body was found in the trunk of a CIA car.
Mobutu
was then put in power, and from 1962 until 1997 the people of
the Congo
were ravaged. Today, you have armed soldiers from 12 different
countries
fighting in the Congo, some of them in the interests of U.S. big
business.

In our hemisphere Salvadore Allende was elected president of
Chile. He
was a medical doctor who wanted to heal the sick in a country
that never
had a rural health care program. He started to install them and
to make
other progressive changes when the U.S. overthrew him in a coup
that led
to his death. Allende was replaced by General Augusto Pinochet,,
one of
the major petty tyrants of recent history. More than 5,000
Chileans were
killed under the U.S.-backed dictator.

Then there was the elected government of Jacobo Arbenz in
Guatemanala,
who was overthrown by the U.S. government. Tens of thousands
died as a
result, many of them indigenous people of Mayan descent.

It's imperative that people overcome the differences in their
communities
and regions and unite to protect themselves from foreign
domination,
which will only mean more violence, suffering and poverty.

What would you like to say to the people of Yugoslavia at
this moment?

This time is critical to the future of the heroic peoples of the
former
Yugoslavia and the entire region. You are peoples with deep and
rich
cultures who are being eaten up by foreign powers that are
skilled at
fomenting internal and external violence.

The imperative need for your children and the survival of all
that your
predecessors and ancestors brought to you depends on the ability
to unite
and resist foreign intrusion and domination.

It's an extremely difficult time, but you have to resist with
all your
strength the efforts by rich countries to control your destiny,
such as the
U.S., Germany, and some of your richer neighbors in Europe.

Stronger ties are needed with your immediate neighbors and the
poorer
countries in eastern Europe as well as the Slavic people who
resisted the
U.S. in the Cold War and who today remain the enemy of the U.S.
and
other NATO powers.

With such unity you can triumph and inspire us all.

BIARRITZ - A Biarritz arriva Kostunica. Il neo presidente jugoslavo �
ricevuto con tutti gli onori. Colazione con Chirac, Blair, Amato e tutti
gli altri. Poi dibattito politico-economico. Bisogna in qualche modo
spazzare via il fantasma di Milosevic. Ma bisogna anche aiutare il nuovo
corso del paese perch�, come dice il premier italiano "porre condizioni
politiche non aiuta a consolidare il processo democratico di Belgrado".

E dunque, via al disgelo. Il pranzo segna proprio una ripresa del
dialogo
tra la Ue e la Jugoslavia. In concreto, i Quindici confermano la revoca
parziale dell'embargo economico, esempio poi seguito anche dagli Stati
Uniti. In pi�, consegnano nelle mani del nuovo leader aiuti per 200
milioni
di euro, circa 400 miliardi di lire. L'Italia da sola fornir� a Belgrado
300 miliardi di lire: denaro proprio scovato tra le pieghe del bilancio
e
tra i fondo della cooperazione. Lo hanno stabilito Amato e i ministri
Dini
e Visco l'altro giorno, dopo la missione-lampo a Belgrado. I
fianziamenti
serviranno per comprare beni di prima necessit�, come farina, olio,
zucchero, ma anche per assicurare il combustibile da riscaldamento ad un
paese gi� freddo.

Kostunica, che l'altro giorno aveva chiesto un posto all'Onu e che
vorrebbe
anche essere rappresentato al Fondo monetario, s'augura soprattutto di
ottenere una apertura di credito politica dai paesi europei. Per questo,
nella conferenza stampa finale seguita al pranzo, non fa che parlare di
"casa europea", di un "ritorno alle origini" del suo paese che peraltro
vorrebbe chiamare Serbia- Montenegro e non pi� Repubblica federale di
Jugoslavia: il cambiamento del nome, con tutto quel che di simbolico si
porta appresso, � in un certo senso la notizia del giorno, il messaggio
principale per la stessa Unione europea.

Ai partner Ue, Kostunica assicura anche che "di giorno in giorno, di ora
in
ora", Milosevic perde influenza "nel paese e nel suo stesso partito".
Quindi menziona tutti i diplomatici visti negli ultimi giorni ma
nell'elenco non include Amato e Dini. Una dimenticanza?

Ne laissons pas le FMI et la CIA
prendre le pouvoir � Belgrade !

Nous vivons un moment historique. Le seul pays d'Europe qui r�siste au
Nouvel Ordre Mondial est menac�. Une offensive savamment orchestr�e en
plusieurs �tapes jusqu'aux �lections l�gislatives de Serbie du printemps
2001. Objectif : placer au pouvoir � Belgrade des marionnettes du FMI,
de la CIA et de l'OTAN.

Quoi qu'on dise, pour l'Occident, le probl�me principal en Yougoslavie
ne s'appelle pas 'Milosevic'. Ce que Washington et Berlin veulent, c'est
briser la r�sistance du peuple yougoslave contre la colonisation de leur
pays par les multinationales et l'Otan. Pour y arriver, Milosevic est le
premier obstacle qu'ils doivent liquider. Suivrait le d�mant�lement de
l'�conomie publique, des services sociaux, de l'arm�e nationale. Bref :
liquider la politique et l'appareil actuel de l'Etat yougoslave.

Apr�s les bombes, les dollars et les tromperies
Apr�s leur guerre a�rienne , les Etats-Unis et l'Europe ont pratiqu� une
strat�gie de d�stabilisation interne. Apr�s les bombes, les dollars de
la corruption et de la manipulation. Avec Kostunica, ils ont trouv�
l'homme qu'il leur fallait pour orchestrer une campagne de propagande
sophistiqu�e et tromper la population serbe et l'opinion mondiale. Si
ce 'cheval de Troie' r�ussit, peu d'espoirs que les choses se calmeront.
Au contraire, si la CIA gagne cette �tape, tout l'ordre constitutionnel
de cet Etat 'voyou' serait sous attaque.
Avec ou sans un deuxi�me tour des pr�sidentielles, avec ou sans
Milosevic � la pr�sidence, les Etats-Unis continueront leur politique de
d�stabilisation. Aussi longtemps qu'ils ne r�ussiront pas � briser la
r�sistance yougoslave. Kostunica n'est qu'une pi�ce du 'jeu'. Jamais
l'Occident n'accepterait jamais que 'son' pr�sident doive travailler
dans le cadre constitutionnel en vigueur. La seule issue pour le peuple
yougoslave est de r�ussir � s'unir de nouveau et de d�velopper une
politique ind�pendante comme Cuba.

Des mois d�cisifs
Mais ce peuple, m�me actuellement divis�, continue de r�sister. Les
prochaines semaines, les prochains mois seront d�cisifs. Il est de notre
responsabilit� d'aider � d�masquer cette hypocrite campagne des USA.
Ainsi, les bourreaux de l'Irak et de la Palestine, les patrons de
Pinochet et Mobutu, les assassins d'Allende et de Lumumba seraient tout
� coup devenus de grands d�mocrates philanthropes ?
Si nous les laissons s'installer � Belgrade, une pauvret� plus grave
encore attend le peuple yougoslave. Avec � la cl� de nouveaux
affrontements ethniques, manipul�s de l'ext�rieur.
Si nous laissons les USA coloniser � leur guise tous les Balkans, le
rapport de forces sera plus d�favorable pour tous les peuples d'Europe
de l'Est, de Russie, du Caucase, d'Irak, de Colombie, du Venezuela�
L'arrogance et l'agressivit� des 'ma�tres du monde sera renforc�e. Le
prochain Kosovo sera pour bient�t. En se d�fendant contre le FMI et
l'OTAN, les Yougoslaves nous d�fendent tous.

Que faire pour arr�ter l'ing�rence
et laisser les Yougoslaves d�cider eux-m�mes de leur sort ?

1. Organiser des d�bats pour �clairer le r�le de Washington, du
FMI, de la CIA dans ces �v�nements. La Ligue Anti-Imp�rialiste diffuse
des livres et des vid�os tr�s �clairants, elle vous propose des
conf�renciers.
2. Mettre sur pied des projets d'info alternative (voir ci-contre).
Consulter le site www.lai-aib.org/balkans/
3. Soutenir des projets de solidarit� concrets. Savez-vous que la
Yougoslavie accueille � grand-peine - un million de r�fugi�s sur son
territoire ? Ils ont besoin de notre aide d'urgence.
4. Aller sur place. La LAI organise des voyages - notamment en vue
des �lections d'avril -pour prendre connaissance de la situation,
rencontrer la population et des sp�cialistes. A travers ces �changes de
peuple � peuple, chacun pourra mieux comprendre de quoi il retourne.

"Vive la globalisation!"

Curieux document du 'syndicat' de l'opposition serbe


J'ai ramass� ce journal Radnicka Rec (La Voix des travailleurs) �
Belgrade, lors d'une conf�rence de presse de l'opposition DOS. 16 pages
bien imprim�es, couverture couleur. Pour me faire une id�e, j'ai demand�
� mon interpr�te de parcourir les articles�

Premi�re surprise : pas un mot sur les conditions de vie ou les luttes
des travailleurs que ce soit dans d'autres pays de l'ex-Yougoslavie, en
Europe occidentale ou dans le tiers monde. Apparemment, pour eux,
ailleurs tout baigne. Pas de ch�mage, pas de probl�me pour payer la
facture du p�trole, pas de mis�re dans le tiers-monde, non, tout baigne�
Pas �tonnant si on lit, page 14, dans un petit Vocabulaire syndical, la
d�finition du mot 'Globalisation' : "Terme qui se rapporte g�n�ralement
� la r�volution globale dans les communications et les technologies de
pointe, ainsi que l'organisation du travail et une interd�pendance plus
intense des �conomies, des Etats et r�gions".
Voil� qui est vraiment bien gentil ! Un peu partout, on manifeste contre
la politique des multinationales qui prennent le contr�le des �conomies
du monde entier, s'emparent des mati�res premi�res, sous-paient les
travailleurs, ruinent les paysans, empoisonnent l'alimentation � coups
d'OGM et Cie, mais pour ce journal, la globalisation, c'est le paradis !
La plus grande partie des articles est consacr�e � des appels � voter
Kostunica, comment amener plus de gens � voter. Et surtout, page 7, un
article annon�ant "une tr�s forte inflation � trois chiffres", soit
100%, pour la fin de l'ann�e. Ainsi, avant les �lections, on tente de
semer la panique en �voquant l'hyper-inflation qui a frapp� le pays en
1993 lorsque le pouvoir d'achat et les �conomies des travailleurs
fondaient � vue d'�il. Au Chili, avant de renverser le gouvernement
Allende et d'installer le dictateur Pinochet, la CIA avait aussi lanc�
une campagne pour faire paniquer les m�nag�res.

Dans la presse de l'Ouest, ce syndicat-ci est toujours qualifi� comme
'ind�pendant'. En r�alit�, "on voit vraiment que c'est un journal Made
in USA", commente mon interpr�te. "Certaines expressions sont
typiquement traduites de l'am�ricain". Made in USA ? Disons carr�ment :
Made in CIA.

"Partis, syndicats et m�dias
'ind�pendants' : c'est nous qui les finan�ons"

Le 29 juillet 99, un mois apr�s la fin de la guerre que les Etats-Unis
n'ont pas r�ussi � gagner, Robert Gelbard, envoy� sp�cial de Clinton
pour les Balkans, explique la nouvelle strat�gie au S�nat US : "Nous
finan�ons un large �ventail d'organisations d�mocratiques : ONG, partis
politiques, m�dias 'ind�pendants', organisations de jeunes et syndicats
ind�pendants."
"Ces deux derni�res ann�es, des agences US comme AID ou des ONG
- National Democratic Institute, International Republican Institute et
Endowment for Democracy (un paravent de la CIA - ndlr) - ont d�pens�
16,5 millions de dollars pour d�velopper la d�mocratie et la soci�t�
civile en Yougoslavie. Nous avons encore de l'argent disponible dans le
pipeline et nous l'utilisons � nouveau actuellement. Je travaille en
contact �troit avec la famille du National Endowment .
Le syndicat AFL-CIO a bien travaill� avec les syndicats
ind�pendants de Serbie. Avec notre soutien, ils pr�parent un nouveau
programme interactif. Le Centre pour l'Entreprise Priv�e Internationale
pr�pare un programme destin� aux businessmen et aux �conomistes
ind�pendants de Serbie. Ces �conomistes, particuli�rement ceux group�s
sous le nom de G-17 sont tr�s respect�s et influents dans la soci�t�
serbe." Et nous voulons aussi renforcer les m�dias ind�pendants serbes.
Bref, apr�s les bombes, Washington d�verse des dollars sur la
Yougoslavie.
Toujours dans le m�me but. Une question, seulement : sachant ceci,
comment la grande presse europ�enne ose-t-elle continuer � qualifier ces
syndicats, m�dias et autres Otpor yougoslaves de mouvements
'ind�pendants' ? Dans quel int�r�t ? (MC)

"Nous voulons �tre une colonie"

Qui sont ces "experts" du G-17 que l'opposition veut mettre au pouvoir?


Que feront Kostunica et Djindjic s'ils arrivent au pouvoir � Belgrade?
Leur programme est celui du G-17, groupe d'�conomistes yougoslaves de
tendance FMI pure et dure. Au pass� tr�s r�v�lateur�

"Nous voulons �tre une colonie ouverte et une soci�t� ouverte", a
d�clar� Veselin Vukotic, coordinateur du G-17, interview� le 14 juillet
99 ("The News Hour with Jim Lehrer", US Public Television).
Le G-17 aime donner l'impression qu'il est ind�pendant et
d'orientation yougoslave. En r�alit�, il est financ� par le "Center for
International Private Enterprise" qui d�pend du "National Endowment for
Democracy" (NED). Le NED a �t� cr�� en 1983 pour r�soudre un probl�me de
la CIA. Celle-ci finan�ait des intellectuels et leaders d'opinion dans
le monde, mais "lorsque ces activit�s clandestines �taient r�v�l�es,
l'effet �tait d�sastreux", soulignait le Washington Post du 22 septembre
91. Le NED fut donc cr�� comme paravent: "Beaucoup de nos activit�s
actuelles �taient faites clandestinement par la CIA, il y a 25 ans"1
Il y a plus. Les �conomistes du G-17 d�tiennent d'importants postes au
sein de la Banque Mondiale et du Fonds Mon�taire International. Si
l'opposition 'd�mocratique' vient au pouvoir, ce sont eux qui g�reront
l'�conomie yougoslave, car le FMI exige toujours que ses hommes exercent
les fonctions dirigeantes.
Le programme du G-17 contient les m�mes mesures destructrices
impos�es en Russie, Ukraine, Bulgarie, P�rou et bien d'autres. D'abord,
le FMI force les gouvernements � se d�barrasser des protections
sociales: subsides � la nourriture ou au logement, transports ou soins
m�dicaux gratuits. Ensuite, par des manipulations �conomiques et de
nouvelles lois, il met en faillite les entreprises, publiques et
priv�es. Et alors, de petites bandes de voleurs internationaux peuvent
les racheter pour rien.

Vukotic a licenci� 600.000 travailleurs yougoslaves!
Le membre le plus exp�riment� du G-17 s'appelle Veselin Vukotic. En
1989, ministre de la privatisation dans le gouvernement Markovic, il
imposa le "Financial Operations Act", un plan de la Banque Mondiale qui
liquida 50% de l'industrie yougoslave! 1.100 firmes �limin�es entre
janvier 89 et septembre 90. 614.000 ouvriers licenci�s sur un total de
2,7 millions! Zones les plus touch�es: Serbie (notamment le Kosovo),
Bosnie-Herz�govine et Mac�doine. Effondrement des salaires, liquidation
des programmes sociaux, explosion du ch�mage. Voil� Vukotic. Qui veut
maintenant retourner au pouvoir.
En fait, il travaille d�j� pour le premier ministre mont�n�grin
qui l'y a nomm� chef de la Commission de Privatisation. Sur Internet,
nous avons r�cemment d�couvert une pub du minist�re US du Commerce
ext�rieur� "Mont�n�gro: on recherche managers du Fonds de
privatisation". Ils pourraient "restructurer" les entreprises
privatis�es, licencier les travailleurs et vendre les meilleurs
morceaux. Le minist�re des USA promet que "ceci devrait �tre tr�s
rentable".
En juin 2000, au moment o� les expulsions de Serbes y battaient
leur plein, Vukotic a r�clam� que le Kosovo ait sa propre monnaie,
s�par�e du dinar yougoslave!

Vujovic a mis l'Ukraine en faillite
Autre figure de proue du G-17 : Dusan Vujovic, �conomiste retrait� de la
Banque Mondiale. En ao�t 2000, il imposa � l'Ukraine un nouveau "paquet"
d�vastateur. Le d�sastre ukrainien avait commenc� en automne 94 par la
signature d'un accord avec le FMI. L'Ukraine recevait un pr�t de 360
millions de dollars, bien peu en �change de ce qu'on lui imposait. Le
FMI exigea que l'Etat cesse de contr�ler le taux de change de la
monnaie. Celle-ci s'effondra et le prix du pain augmenta de 300 % en une
nuit. L'�lectricit� de 600 %. Les transports publics: 900 %. On imposa
des prix en dollars � une population qui gagnait dix dollars par mois.
Le cr�dit gel� ainsi que la hausse de l'�lectricit� d�truisirent
l'industrie publique et priv�e. Les sp�culateurs internationaux se
ru�rent.
Le march� des c�r�ales fut d�r�gul� et ouvert aux ventes en
dumping des Etats-Unis. Exportatrice de c�r�ales, l'Ukraine en fut
r�duite � mendier une aide alimentaire aux USA et � l'UE. Gr�ce au FMI,
l'Ukraine est devenue un protectorat am�ricano-allemand. En ruines.


Gr�ce � Bogetic et au FMI, 90% des Bulgares vivent sous le seuil de
pauvret�
Le Dr. Zeliko Bogetic a �t� un m�decin du FMI lors de nombreux
traitements de choc. A chaque fois, le patient meurt.
En 94-96, il a jou� un r�le majeur pour forcer la Bulgarie �
adopter un "programme d'ajustement structurel". Liquidant toutes les
protections sociales: contr�le des prix, subside aux aliments, aux
logements et soins de sant�. La pauvret� devint massive. En 97, les
pensions avaient chut� � deux dollars par mois selon les statistiques de
la Banque Mondiale. Qui avoue que 90% des Bulgares vivent sous le seuil
de pauvret�.

Que signifierait pour la Yougoslavie l'arriv�e au pouvoir de
"l'opposition d�mocratique" et les r�formes style FMI? L'application des
m�thodes qui ont �t� impos�es � la Russie, l'Ukraine ou la Bulgarie.
En Russie, les salaires ont chut� de 86% la premi�re ann�e des
r�formes et l'activit� �conomique, d�j� basse, a diminu� de moiti�. Or,
l'histoire montre que le FMI est particuli�rement impitoyable envers les
pays qui ont �t� rebelles.

Les liaisons dangereuses
de Monsieur Kostunica


"Cette fois, j'ai vot� Kostunica, car il est honn�te. Mais je n'aime pas
les gens autour de lui, et j'esp�re qu'il saura les ma�triser", m'a dit
un vieux professeur, ce dimanche 24 septembre, dans un bureau de vote de
Belgrade, o� j'�tais invit� comme observateur international. Beaucoup
m'ont dit la m�me chose. Qui donc est derri�re Kostunica ?

Face � Milosevic , incarnant la r�sistance � l'Otan, les dirigeants
habituels de l'opposition auraient certainement perdu s'ils s'�taient
pr�sent�s. Car Draskovic avait bais� la main de Madeleine Albright
(USA) en pleine guerre et Djindjic avait fui en Allemagne. Or, la grande
majorit� des Yougoslaves reste farouchement attach�e � l'ind�pendance du
pays.
L'habilet� de la nouvelle strat�gie a consist� � pr�senter un
homme 'neuf', Kostunica, qui multiplie les d�clarations 'critiques' �
l'�gard des Etats-Unis et de l'Otan. Mais son programme est celui du
G-17 (voir page 2), un groupe d'�conomistes yougoslaves tr�s � droite:
1. Introduction du deutsche mark comme monnaie nationale! 2. Forte
r�duction du budget militaire, ce qui priverait le pays des moyens de se
d�fendre contre de nouvelles agressions. 3. Alignement sur les recettes
anti-sociales du Fonds Mon�taire International. Apr�s une ann�e de
sursis, la partie pauvre de la population serait priv�e du 'filet de
s�curit� sociale' qui lui a permis de survivre jusqu'� pr�sent. Elle
devrait acheter les marchandises aux prix r�gnant en Europe occidentale
tout en disposant d'un pouvoir d'achat actuellement proche de bien des
pays du tiers monde.

Avec Kostunica, Djindjic et le FMI, la population serait-elle soulag�e?
Ces m�mes r�formes ont d�j� d�vast� des pays comme la Bulgarie,
l'Albanie ou la Roumanie. Un observateur roumain m'a confi�: "On nous
avait promis qu'apr�s la chute de Ceaucescu, le capitalisme sans freins
apporterait la prosp�rit�. Mais, aujourd'hui, l'�conomie est en ruines.
Nous avons ramass� dix milliards de dollars de dettes, mais on ne voit
pas un seul investissement. Les b�timents en cours de construction sous
Ceaucescu ne sont toujours pas achev�s, on ne cr�e pas de nouveaux
logements, les jeunes sont forc�s d'attendre que leurs parents meurent
pour obtenir un appartement. Apr�s avoir c�d� � la mode de la
consommation Coca Cola, McDonalds et Cie, ils se demandent : "O� vais-je
trouver du travail pour survivre?" Beaucoup devront �migrer.
L'Allemagne vient d'offrir dix mille visas pour des jeunes qualifi�s en
informatique. Cet exode des cerveaux privera encore plus le pays de ses
moyens de d�veloppement."
Beaucoup d'�lecteurs ont esp�r� qu'en changeant de dirigeants, ils
seraient d�barrass�s des sanctions internationales �tranglant leur pays.
Mais la victoire de Kostunica leur apportera-t-elle r�ellement le
soulagement et la stabilit�?
Sans doute de l'argent occidental irait dans certaines poches de ce
pays. Le vrai chef de l'opposition, Zoran Djindjic - l'homme qui tire
les ficelles de Kostunica - a re�u des millions de dollars pour faire le
travail de Washington. Et une nouvelle classe d'hommes d'affaires
tr�pigne d'impatience. Avec les multinationales, elle exige toutes
libert�s de mettre fin aux protections sociales. Pour exploiter � fond
une main d'oeuvre qualifi�e et comp�tente. Elle voudrait imposer une
concurrence impitoyable entre travailleurs, les soumettre � la peur du
licenciement et du ch�mage , les obliger � travailler sans respecter la
s�curit� ni le repos de la nuit ou du week-end.
Comme dans les pays dits 'avanc�s' o� une grande partie des travailleurs
se cr�ve au boulot, de plus en plus stress�s tandis que l'autre partie
d�prime au ch�mage. Voil� le sort qui attendrait le peuple yougoslave.
Sans compter que la d�r�glementation ch�re au 'G-17' leur permettrait
s�rement de jouir eux aussi de la maladie de la vache folle, de la
dioxine ou d'autres pollutions...

Dans le club des voleurs, il n'y a plus de place
Une grande illusion domine actuellement la jeunesse yougoslave, tromp�e
par les promesses de l'Ouest. A juste titre, elle souhaite vivre mieux.
Mais elle croit que si elle accepte les volont�s des multinationales et
des dirigeants occidentaux, la prosp�rit� suivra.
Mais d'o� provient cette richesse des multinationales occidentales? Du
fait qu'elles ne paient pratiquement pas les mati�res premi�res prises
au tiers-monde. Et que dans tous les pays o� elles vont exploiter des
travailleurs, elles font tout pour maintenir les salaires au plus bas.
C'est d'ailleurs une r�gle �conomique impos�e par le syst�me de la
concurrence capitaliste : seul survit, celui qui exploite le plus fort.
Partout donc, leur int�r�t est de maintenir au plus bas les salaires et
le niveau de vie g�n�ral . Sinon, elles partent.
Bref, si les soci�t�s des pays riches sont riches, c'est qu'elles volent
les pays pauvres. Aussi quand elles promettent � un pays pauvre qu'en se
soumettant, il pourra rejoindre le club des pays riches, c'est un
mensonge. Cette promesse ne pourrait �tre tenue: s'il n'y a plus
d'exploit�s qui se font voler, il n'y aura plus d'exploiteurs qui
s'enrichissent. La seule solution est un monde sans exploiteurs et sans
exploit�s, un monde de r�elle coop�ration internationale bas�e sur la
solidarit�.

Colonisation ne signifie pas stabilit�
La colonisation de la Yougoslavie et des Balkans par l'Ouest
n'apporterait pas la stabilit�. Si les in�galit�s sociales et la mis�re
augmentent, les peuples prendront conscience qu'ils ont �t� tromp�s, ils
se r�volteront pour regagner leur ind�pendance. Comme d�j� en Mac�doine
et en Roumanie o� les �lections devraient voir un retour de la gauche.
Pour d�tourner les r�voltes, les Etats-Unis et leurs amis essayeraient
certainement � nouveau d'exciter des affrontements entre nationalit�s.
Et si �a ne suffit pas, on verra alors que les bases militaires de
l'Otan ont pour fonction non seulement des objectifs strat�giques �
l'encontre de la Russie, du p�trole du Caucase et du Moyen-Orient, mais
aussi le r�le de r�primer les peuples des Balkans. L'Otan a soutenu les
dictateurs fascistes Franco et Salazar, elle a mis en place la dictature
des colonels grecs en 1967, puis celle des g�n�raux turcs; elle
n'h�siterait pas � recommencer. Mieux vaut ne pas introduire le loup
dans la bergerie.
La r�sistance est donc la seule voie possible pour assurer la paix et le
d�veloppement social dans les Balkans. Milosevic a d�clar� : "Si nous
devenions une colonie, nous ne serions jamais lib�r�s des sanctions
(l'embargo), car �tre une colonie c'est la pire forme de sanctions. Si
nous devenions une colonie, nous n'aurions aucune chance de
d�veloppement, ni � court, ni a long terme."
Sur ce point en tout cas, on ne peut que lui donner raison.

Nouvelles �lections le 19 d�cembre
Les institutions sont toujours paralys�es
par les violences et les menaces

Dans de tels moments historiques, les �v�nements se bousculent d'heure
en heure, et la v�rit� du matin est d�pass�e l'apr�s-midi. Sous la
pression de l'opposition et des violences qui se d�roulent ici, avec un
Etat et des institutions compl�tement paralys�s, le Parlement serbe
vient de s'auto-dissoudre. Les prochaines �lections auront lieu le 19
d�cembre.
Avec un nouveau syst�me �lectoral: la proportionnelle, et une seule
circonscription pour tout le pays. Ce qui devrait avantager les radicaux
de DOS, mais aussi les socialistes de Milosevic. On ne sait pas encore
si le pr�sident serbe Milutinovic d�missionnera �galement.

Les memes r�sultats? Une situation de double pouvoir?
Quels pourraient etre les r�sultats dans deux mois? Probablement les
memes, les gens n'ayant pas encore eu l'exp�rience de ce que
signifierait concr�tement un gouvernement DOS pour leur emploi et leurs
revenus. Certes, les violences et les activit�s maffieuses d�velopp�es
par Djindjic ont choqu� meme une partie des partisans de Kostunica. Mais
l'euphorie de la victoire et la persistance des illusions "On va vivre
mieux, on gagnera 5.000 dollars comme l'opposition nous l'a promis", ces
facteurs et aussi la perte de prestige de l'homme fort Milosevic, ainsi
que l'affaiblissement de son parti, tous ces �l�ments pr�figurent un
r�sultat favorable � DOS. Les partis de Seselj et de Draskovic - qui ont
tous deux violemment critiqu� les violences maffieuses - pourraient
reprendre un peu du poil de la bete, mais ce n'est pas du tout certain.
Va-t-on alors se trouver, pendant les annees qui viennent, dans
une situation de "double pouvoir" avec un gouvernement yougoslave sous
l'autorite de Milosevic et un gouvernement serbe sous l'autorite de
Djindjic et de l'Occident? Ce serait une situation historique assez
originale et explosive. Mais ce n'est pas certain. DOS fait pression
pour ses solutions: soit un gouvernement minoritaire DOS, soit un
gouvernement dit "technique" d'experts, soit une alliance DOS-SNP
mont�negrin. On dit aussi que le SPS - sous une pression terrible
actuellement - pourrait accepter de faire entrer DOS dans le
gouvernement yougoslave; on aurait alors un gouvernement d'union
nationale SPS-DOS-radicaux-SPO (Draskovic). Dans tous les cas, les
affrontements devraient se poursuivre. Un partage de pouvoir n'est
jamais qu'une solution temporaire, et les app�tits en pr�sence sont trop
forts.

Quoi qu'il en soit, pour les progressistes du monde entier, il sera
important de suivre cette situation attentivement et d'ouvrir les yeux
sur ces partis yougoslaves dits "d�mocratiques"mais dont le programme
est en r�alit� celui du FMI. Les mois � venir seront d'une grande
importance, et la situation n'est pas encore d�finitivement jou�e.
Comme nous l'avons indiqu�, une bonne partie des �lecteurs de Kostunica
reste anti-Otan: "Je suis content que Milosevic est parti, m'a dit
Darko, juriste. Car il n'a pas men� le combat jusqu'au bout pour
d�fendre les Serbes en Croatie, puis en Bosnie. Et il a n�glig� tous ces
jeunes qui furent victimes de ces guerres. Mais avec ce nouveau r�gime,
nous allons avoir un probl�me encore plus grave. C'est l'Otan qui arrive
ici. Nous ne devrons pas les laisser faire."

Les cinq raisons de la d�faite
Comment expliquer la victoire de Kostunica? Par un ensemble de facteurs
dont la plupart ont �t� d�velopp�s dans de pr�c�dents articles. 1. La
violence de l'Otan. 2. Dix ann�es de privations par l'�tranglement
�conomique du pays. 3. L'argent de la CIA qui a coul� � flots et qui a
notamment provoqu� des d�fections. 4. Une campagne
m�diatico-psychologique intelligente autour de l'homme neuf et cr�dible
Kostunica. 5. Les erreurs du r�gime Milosevic.

D'abord, fondamentalement, c'est une victoire de l'Otan, une victoire de
la violence. Au printemps 99, au plus fort des bombardements visant des
objectifs civils (installations �lectriques, approvisionnement en
essence, routes, ponts...), le g�n�ral US Michael Short d�clarait: "Je
suis persuad� que si les gens n'ont pas de courant pour faire marcher
leur frigo, pas de gaz pour la cuisine, s'ils ne peuvent pas aller au
travail parce que les ponts sont cass�s et s'ils n'arretent pas de
penser aux bombes qui peuvent tomber � tout moment, le temps viendra ou
ils vont se dire qu'il faut en finir avec tout ca'. Tout ca, c'�tait le
r�gime de Belgrade.
Voil� ce que l'Otan appelle des �lections d�mocratiques. Tout comme
Madame Carla Del Ponte, soi-disant magistrate internationale impartiale,
en r�alit� simple arme de Washington au meme titre qu'un Tomahawk ou un
vulgaire espion de la CIA. Cette dame vient de d�clarer: "Il est
appropri� de ma part d'exprimer mon ravissement devant les �v�nements
dramatiques se d�roulant � Belgrade, je leur souhaite plein succ�s avec
leur toute nouvelle d�mocratie." (Communiqu� du 6 octobre) Curieuse
magistrate, curieux tribunal, qui ferment les yeux sur le r�gne de la
terreur et de la maffia au Kosovo et osent applaudir "la d�mocratie"tout
en continuant � se livrer � leur sale travail de satanisation des
Serbes!

Pour l'instant, nous ne d�veloppons pas ici les autres facteurs de la
d�faite (trait�s pr�c�demment), mais nous en venons au cinqui�me
facteur, sur lequel on nous pose beaucoup de questions. "Pourquoi n'y
a-t-il pas eu de contre-manifestants dans la rue?" "Que pensent les
travailleurs?" "Pourquoi l'arm�e n'a-t-elle pas boug�?

Pourquoi le r�gime a perdu son soutien

Hier, j'ai rencontr� des syndicalistes de province, venus me voir pour
parler de mon livre "L'Otan � la conquete du monde"et m'inviter � venir
donner une conf�rence devant leurs militants et affili�s. Leur
organisation - qui s'affiche 'ind�pendante' mais �tait tr�s proche du
parti socialiste -compte 35.000 membres. Je les ai �videmment interrog�s
sur la situation actuelle. Je sentais leurs r�ponses vraiment vagues et
confuses. Malaise. Finalement, un des responsables m'a dit: "J'ai coll�
les affiches de Milosevic que j'ai recues, mais j'ai vot� Kostunica."
Nous voici en plein coeur de la perte de confiance.
Dimanche, je suis all� � Novi Sad observer le second tour des �lections
r�gionales de Voivodine. Dans une interview (a paraitre) le secr�taire
du parti socialiste pour la r�gion Dusan Bajatovic m� dit: "Nous sommes
un tr�s grand parti, avec un tr�s grand nombre de cadres, et dix ans au
pouvoir, c'est beaucoup. Ce qui a provoqu� une comp�tition entre cadres.
Beaucoup de gens n'etaient pas dans notre parti pour des raisons
s�rieuses, mais par int�ret. Et dans un pays pauvre vu, etre au parti
excite les app�tits. Le peuple a vu des gens s'enrichir du jour au
lendemain et sans raison valable. Il y a eu beaucoup de cas. D'ou venait
cet argent? Et les gens ont pens� que c'�tait la position au SPS qui
provoquait ces privil�ges.
La grande majorit� des membres sont cependant honnetes et
d�vou�s � leur pays, et eux aussi jugeaient s�v�rement ces cas. Il y a
eu aussi des accusations fausses contre les dirigeants du SPS et de
l'Etat, mais dans ces conditions, les membres n'ont pas pu r�pondre
correctement � ces attaques."
Aveu int�ressant. Reste �videmment � savoir pourquoi ces
enrichissements et ces privil�ges n'ont pas �t� combattus. Parce que les
b�n�ficiaires �taient trop haut plac�s?

"Il n'y a pas que le SPS, m'explique Branko, ing�nieur. Le parti YUL qui
se r�clame de positions encore plus � gauche que le SPS, a aussi perdu
sa cr�dibilit�. Il comptait en son sein de nombreux patrons tr�s riches.
On ne peut pas avoir une th�orie de gauche et une pratique de droite."
Mais il ajoute: "Ce n'est pas pour ca qu'il faut se jeter dans les bras
de la droite. Il y a dix ans, les memes promesses occidentales ont �t�
faites aux Roumains. Mais je connais ce pays, car mon travail m'y am�ne
souvent. A pr�sent, la situation y est tellement catastrophique que vous
pouvez meme voir des travailleurs roumains occup�s dans les champs, ici,
en Yougoslavie, � Pojurevac! Et eux n'ont pas de sanctions."
Un autre intellectuel progressiste, Darko, pense de meme et ajoute:
"Milosevic aurait du faire comme Castro. CElui-la on le voit toujours
aller discuter avec les simples gens, avec les paysans, pour voir
comment ca va, ce qu�ls pensent, leurs probl�mes. Cuba aussi est
attaqu�, mais il se d�fend bien."

Quand on essaie d'�valuer le poids respectif de ces divers �l�ments, il
faut se montrer prudent. Les faits que nous venons d'indiquer sont tr�s
importants et nous y reviendrons. Mais ils ne sont pas nouveaux, les
gens savaient ca depuis longtemps. Et personne n'a confiance dans

Nouvelles �lections le 19 d�cembre
Les institutions sont toujours paralys�es
par les violences et les menaces

Dans de tels moments historiques, les �v�nements se bousculent d'heure en heure, et la v�rit� du matin est d�pass�e l'apr�s-midi. Sous la pression de l'opposition et des violences qui se d�roulent ici, avec un Etat et des institutions compl�tement paralys�s, le Parlement serbe vient de s'auto-dissoudre. Les prochaines �lections auront lieu le 19 d�cembre.
Avec un nouveau syst�me �lectoral: la proportionnelle, et une seule circonscription pour tout le pays. Ce qui devrait avantager les radicaux de DOS, mais aussi les socialistes de Milosevic. On ne sait pas encore si le pr�sident serbe Milutinovic d�missionnera �galement.

Les memes r�sultats? Une situation de double pouvoir?
Quels pourraient etre les r�sultats dans deux mois? Probablement les memes, les gens n'ayant pas encore eu l'exp�rience de ce que signifierait concr�tement un gouvernement DOS pour leur emploi et leurs revenus. Certes, les violences et les activit�s maffieuses d�velopp�es par Djindjic ont choqu� meme une partie des partisans de Kostunica. Mais l'euphorie de la victoire et la persistance des illusions "On va vivre mieux, on gagnera 5.000 dollars comme l'opposition nous l'a promis", ces facteurs et aussi la perte de prestige de l'homme fort Milosevic, ainsi que l'affaiblissement de son parti, tous ces �l�ments pr�figurent un r�sultat favorable � DOS. Les partis de Seselj et de Draskovic - qui ont tous deux violemment critiqu� les violences maffieuses - pourraient reprendre un peu du poil de la bete, mais ce n'est pas du tout certain.
Va-t-on alors se trouver, pendant les annees qui viennent, dans une situation de "double pouvoir" avec un gouvernement yougoslave sous l'autorite de Milosevic et un gouvernement serbe sous l'autorite de Djindjic et de l'Occident? Ce serait une situation historique assez originale et explosive. Mais ce n'est pas certain. DOS fait pression pour ses solutions: soit un gouvernement minoritaire DOS, soit un gouvernement dit "technique" d'experts, soit une alliance DOS-SNP mont�negrin. On dit aussi que le SPS - sous une pression terrible actuellement - pourrait accepter de faire entrer DOS dans le gouvernement yougoslave; on aurait alors un gouvernement d'union nationale SPS-DOS-radicaux-SPO (Draskovic). Dans tous les cas, les affrontements devraient se poursuivre. Un partage de pouvoir n'est jamais qu'une solution temporaire, et les app�tits en pr�sence sont trop forts.

Qui viendra � Belgrade apr�s V�drine: Fischer, Kouchner et puis Albright?
Arrogant d�fil� des vainqueurs � Belgrade

Hubert V�drine, ministre francais des Affaires �trang�res, est venu � Belgrade. Le premier dirigeant occidental � venir savourer la victoire du FMI et de l'Otan. Pourtant, V�drine, a �t� condamn� par un tribunal yougoslave pour sa participation aux crimes des guerre commis par l'Otan dans ce pays.
De nombreux juristes internationaux et aussi l'organisation Amnesty International ont confirm� que l'Otan �tait bien coupable. Monsieur le pr�sident Kostunica est toujours consid�r� comme tr�s soucieux de la l�galit�. Fera-t-il appliquer ce jugement?
Quoi qu'il en soit, le d�fil� des vainqueurs - arrogants et impudiques - a commenc� � Belgrade. La rumeur a circul� que Bernard Kouchner souhaitait venir. Balon d'essai? C'�tait trop gros sans doute, car cet homme est tellement d�test� par tous les Serbes qu'il aurait fallu une arm�e pour le prot�ger.
Par contre, Joshka Fischer est annonc� pour bientot. Mais il esp�re rencontrer un autre ministre des Affaires �trang�res, aux ordres de l'Ouest.
Verra-t-on un jour Madeleine Albright venir c�l�brer son triomphe et se faire baiser la main � nouveau? Ce serait sans doute trop maladroit de le faire en public. Le baise-main risque de rester platonique. Mais c'est bien elle qui a gagn�.
Pour l'instant du moins.

C'�tait bien une strat�gie de coup d'�tat soigneusement organis�!

Confirmation de ce que nous �crivions hier. Ce matin, dans le journal Glas d'opposition, Monsieur Velimir Ilic, maire de Cacak, se confie. On a remarqu� que les gens de cette ville avaient jou� un grand role dans les �meutes de jeudi.
"Nous sommes venus � dix mille de Cacak, nous avons bris� six barrages de police, battu des policiers, pris leurs radios Motorola, grace a quoi nous pouvions suivre les actions de la police.
Nous avons aussi amen� de quoi briser le parlement et la TV, car nous savions que quand ils tomberaient, il n'y aurait plus de Milosevic. Nous avions amen� des camions pleins de pierre et les jeunes avaient ordre de les lancer sur les objectifs.
Mais parmi nous, il y avait aussi des professionnels: 7 inspecteurs des MUP, 3 anciens officiers de la Securite d'Etat, plusieurs ex-officiers des services secrets et nous avions aussi nos karatekas. Chacun savait ce qu'il avait � faire et quelle partie de la ville il devrait couvrir. Nous avions des gilets pare-balles, et certains d'entre nous �taient arm�s."
On m'a �galement rapport�, mais j'attends confirmation que, parmi les meneurs de l'action contre le Parlement, figuraient des criminels r�cemment lib�r�s.
En tout cas, la division soigneusement pr�par�e des taches se confirme. Le Parlement et RTS attaqu�s, tous les autres grands m�dias ocup�s un par un, ainsi que des commissariats, 130 magasins saccag�s le jeudi soir (ensuite, il y a eu des appels � cesser les pillages). Ce qu'on ne montre pas, ce sont les nombreuses violences contre des membres du parti socialiste ou des journalistes des m�dias publics (voir autre t�moignage). Beaucoup n'osent sortit de chez eux.

Soulagement quand meme chez la majorit�
Ces faits ne sont gu�re connus. La tr�s grande majorit� des gens affichent leur soulagement. Les uns sont euphoriques de s'etre d�barrass�s de Milosevic contre qui ils ont accumul� une grande haine. Les autres sont simplement soulag�s qu'il n'y ait pas eu d'affrontements graves.
Et pourquoi n'a-t-on pas assist� � de grandes contre-mobilisations? Apr�s tout, Milosevic a quand meme fait pr�s de 40%. "Parce que ses �lecteurs sont surtout la vieille g�n�ration, m'explique Ratko, ing�nieur. La jeunesse, il l'a perdue. Ce sont les jeunes qui sont contre lui dans la rue."
Cette coupure entre g�n�rations nous l'avionc d�j� abord�e dans notre premi�re analyse du premier tour. C'est effectivement la grande question. Nous y reviendrons.
La majorit� affiche donc sa satisfaction. Ceci demeurera-t-il lorsque DOS passera � la pratique?

APPELLO ALLA SOLIDARIETA'
Siamo i sindacalisti della FILT/CGIL del Trentino che - a seguito
della
strage del Cermis - hanno osato promuovere un'azione giudiziaria presso
il
Tribunale di Trento contro gli Stati Uniti d'America per chiedere
al
giudice italiano di inibire i voli militari sui cieli del
nostro
territorio, a tutela della vita di tutti i lavoratori ed i cittadini.
Com'� noto, nel processo si � inserito il Governo italiano
che -
promuovendo una causa contro di noi presso la Suprema Corte di
Cassazione -
ha ottenuto il trasferimento dell'azione giudiziaria da Trento a
Roma. I
risultati di questa proditoria manovra ci hanno visto
soccombere
pesantemente. Il 3 agosto u.s. il massimo organo di giustizia nazionale
ha
sentenziato che <i velivoli militari americani hanno piena libert�
di
esercitarsi nei cieli italiani, anche a bassa quota, e nessun
cittadino
(singolo o in associazione) pu� citare in giudizio gli Stati
Uniti
d'America a tutela della propria incolumit� fisica>.
Al danno giuridico e politico prodotto dalla sentenza, sono seguite
anche
le beffe. I giudici della Cassazione ci hanno condannato a pagare
circa
50.000.000 di spese legali, da ripartirsi fra i due governi.
Il nostro obiettivo ora, � quello di portare la questione alla Corte
di
giustizia europea. Ma dopo questo "salasso economico", la nostra
azione �
stata fortemente compromessa. Siamo una piccola organizzazione
sindacale,
che conta poco pi� di 1300 iscritti e un patrimonio di poche decine
di
milioni, ed abbiamo un disperato bisogno di risorse per affrontare
questa
nuova iniziativa.
PERTANTO, RIVOLGIAMO UN APPELLO A TUTTI I LAVORATORI, AI CITTADINI,
AI
PARLAMENTARI, ALLE FORZE POLITICHE E SOCIALI, AI COMITATI AFFINCHE'
CI
AIUTINO A PROSEGUIRE QUELLA CHE CREDIAMO SIA UNA BATTAGLIA DI CIVILTA'.

contro i Governi ITALIA e U.S.A.
3 febbraio 1998: Alle ore 15:12 un velivolo militare di propriet�
degli
Stati Uniti d'America, stanziato ad Aviano, nel sorvolare ad alta
velocit�
i cieli presso l'abitato di Cavalese, taglia di netto i cavi della
funivia
causando la caduta della cabina e la morte del manovratore Marcello
VANZO e
di diciannove turisti.
12 febbraio 1998: La FILT/CGIL del Trentino si costituisce parte
civile
nell'instaurando procedimento penale contro i militari americani
autori
della strage.
27 marzo 1998: I legali della FILT/CGIL, preso atto della
volont�
manifestata dal governo americano di avvalersi dei trattati
internazionali
per processare "in casa" i propri militari responsabili della strage
ed
intuendo che l'azione penale promossa dagli inquirenti trentini
non
produrr� effetti, depositano avanti il Tribunale civile di Trento un
atto
di citazione contro gli Stati Uniti d'America, affinch� il giudice
italiano
accerti e dichiari che "l'attivit� d'addestramento svolta dai velivoli
da
guerra appartenenti agli U.S.A., sopra il territorio della provincia
di
Trento, reca grave pericolo alla vita, all'incolumit� fisica ed alla
salute
dei lavoratori (?); condannare di conseguenza gli U.S.A. (?) a cessare
del
tutto ed in modo assoluto l'attivit� pericolosa accertata, evitando
tra
l'altro il sorvolo della provincia autonoma di Trento mediante velivoli
da
guerra". Il processo � fissato a Trento per il 9 dicembre 1998.
26 maggio 1998: La Procura della Repubblica presso il Tribunale di
Trento,
dopo una puntuale indagine condotta dai procuratori Granero e
Giardina,
rinvia a giudizio i piloti responsabili della strage (Ashby,
Schweitzer,
Raney e Seagraves) e gli ufficiali comandanti di Aviano (Muegge,
Peppe,
Rogers).
13 luglio 1998: Come previsto, il Giudice per le Indagini
Preliminari
Ancona, con sentenza n� 161/98, dichiara di non doversi procedere
"nei
confronti di tutti gli imputati (?) per carenza di giurisdizione
del
giudice penale italiano", mandando assolti tutti i militari autori
della
strage.
19 novembre 1998: Gli Stati Uniti d'America, rappresentati dal
proprio
Dipartimento di Giustizia, si costituiscono in giudizio nel
procedimento
civile intentato dalla FILT/CGIL, chiedendo al giudice del Tribunale
di
Trento di respingere l'azione sindacale per i seguenti motivi: a)
difetto
di giurisdizione del giudice italiano per inammissibilit� della
richiesta
sindacale di inibire i voli militari, in quanto trattasi di "vere e
proprie
attivit� di Governo"; b) immunit� dello stato estero; c) liceit�
delle
esercitazioni aeree americane sui cieli alpini.
3 dicembre 1998: Colpo di scena inaspettato. Il governo
italiano,
rappresentato dal Presidente del Consiglio dei Ministri D'Alema e
dal
Ministro della Difesa Scognamiglio, entra nel processo civile fra
la
FILT/CGIL e gli Stati Uniti d'America, notificando al Sindacato un atto
di
intervento volontario, depositato avanti il Tribunale di Trento, ed
un
ricorso per regolamento di giurisdizione, presentato avanti le
Sezioni
Unite della Suprema Corte di Cassazione a Roma. L'intervento del
governo
italiano, a fianco di quello americano (richiesta di "dichiarare il
difetto
assoluto di giurisdizione" e di rigettare le richieste
sindacali), �
finalizzato esclusivamente ad allontanare il processo dalla sua
sede
naturale (Trento) e trasferirlo a Roma.
9 dicembre 1998: Il giudice istruttore del Tribunale di Trento, preso
atto
del ricorso per Cassazione del governo italiano contro il
Sindacato,
sospende il processo in attesa delle decisioni che assumer� a Roma
la
Suprema Corte.
4 gennaio 1999: La FILT/CGIL del Trentino, per tramite dei suoi
legali,
presenta un controricorso in Cassazione, opponendosi al governo
italiano,
chiedendo che "sia affermata la giurisdizione dell'autorit� giudiziaria"
di
Trento.
30 aprile 1999: Dopo l'assoluzione negli Usa del pilota del marzo
1999,
anche il governo americano si associa a quello italiano e presenta
un
ricorso per regolamento di giurisdizione contro la FILT/CGIL del
Trentino
presso la Corte di Cassazione chiedendo "previa riunione del ?
procedimento
con quello instaurato (dal Governo Italiano), ? il difetto di
giurisdizione
del giudice italiano".
7 aprile 2000: La FILT/CGIL, all'approssimarsi del processo davanti
la
Corte di Cassazione in Roma, fissato per il 14 aprile 2000, lancia
un
appello a tutti i cittadini democratici, ai parlamentari, alle
forze
politiche, alle associazioni, ai comitati, invitandoli a chiedere
al
Presidente del Consiglio D'Alema, di ritirare la causa intentata a
Roma
contro il Sindacato. L'appello ottiene numerosi consensi da ogni
parte
d'Italia: decine di fax giungono alla sede del governo, a
sostegno
dell'iniziativa sindacale. D'Alema non recede dalla sua posizione.
14 aprile 2000: Davanti ai giudici della Suprema Corte di Cassazione
in
Roma, inizia il processo intentato dai due governi Italia e U.S.A.
contro
la FILT/CGIL del Trentino.
3 agosto 2000: In piena estate e ad istituzioni in ferie, la
Cassazione
deposita la sentenza che accoglie in pieno le tesi dei governi italiano
ed
americano, affermando che uno stato estero non pu� essere processato e
che
i voli d'addestramento militare, anche se pericolosi, sono
sempre
legittimi.

�Never before so few lied so thoroughly to so many, as in connection
with
the Kosovo war�, says Willy Wimmer, member of the CDU party in the
German
Bundestag. �People died for this.�

No lie seemed too grotesque to start the slaughter and keep it going:
Milosevic as the new Hitler, concentration camps in Pristina, Auschwitz
in
Kosovopolje. Whereas NATO and CNN took the trouble to provide fabricated
video documents, the German Minister of Defense sought to convince by
mere
force of words: Mister Scharping�s portrayal of Serbs playing football
with
the heads of their Abanian victims or Serbs grilling foetuses, torn from
their mothers� wombs will go down in the annals of psychopathology.
Finally
miracles of biblical dimensions: massacred Albanian intellectuals hold
post
mortem press conferences in Western capitals; ghost trains suddenly
appear on
scarcely used tracks and bore their way into NATO-missiles; mass graves
are
found as empty as Our Lord�s vault on the third day.

What is left? �In the nine months after stationing of KFOR in Kosovo
nothing could be found to sustain the indictment of �genocide� � (Le
Monde
Diplomatique, March 2000) . In the light of new evidence and with the
aid of
previously unaccessible documents Juergen Elsaesser questions NATO�s
justification for the war.

Elsaesser proves the thesis that the first victim of war is the truth to
be wrong. For the truth dies long before a war starts: It was the lies
about
Srebrenica, about Racak, about Rambouillet and about the so-called
apartheid
in Kosovo that deceived members of parliament and citizens alike and led
them
into a murderous adventure. NATO was made the �air force in an ethnic
war�
(Henry Kissinger ) and brought the KLA into power. The result: Pristina
is
purged, ethnic monirities have been driven out of Kosovo, chaos rules in
the streets, the KLA�s secret police is everywhere, and the few
remaining
survivors fear in ghettos for their lives. Indeed, nobody talks now of
�humanitarian catastrophe�, �ethnic cleansing� or �genocide� and not
surprisingly so: to acknowledge the disgrace of the last war would
impede
preparations for the next.



About the Author

Juergen Elsaesser was born in 1957. Until June 1997 he was chief editor
of
Berlin�s daily newspaper Junge Welt and from April 1999 on has been
editor of
the monthly magazin Konkret, Germany�s most important magazine of an
independent Left since 1957 . He also works as a freelance journalist,
amongst others for the Allgemeine Juedische Wochenzeitung, the
Sueddeutsche
Zeitung, the state television WDR and the Kursbuch.

In the time of the Kosovo war he coined the slogan �No Blood for
Joschka�, an anology to the slogan �No Blood for oil�, that the members
of
the Green Party had coined in the Golf war 1991. The German magazine Der
Spiegel consequently libelled him as a �professional cynic� bound to
�antiquated leftist clich�s�. Others were more kindly disposed: About
his
latest book Nie wieder Krieg ohne uns. Das Kosovo und die neue deutsche
Geopolitik (Konkret Verlag, June 1999, second edition November 1999)
the renowned daily newspaper Frankfurter Rundschau wrote: �An excellent
book.
Written in anger and deep regret, regrets about the development of the
Left
movement and the Green Party. But it is thoroughly investigated.�

Verteidigt die Linke!

Viel war von der Mediendiktatur Milosevics die Rede - tatsächlich gab es
in
Jugoslawien unter Milosevic aber immer zwei Seiten, nämlich die der
westlichen Medienmaschine, die mit gewaltigen Aufwand Westmedien in
Jugoslawien aufbaute, und jene des Regierungblocks. Bei ins sind alle
Medien
gleichgeschaltet - einfach mit der "Freiheit" des Geldes. Was weder mit
humanitären Bomben noch mit demokratischer Abschaltung der
jugoslawischen
Satellitenübertragung gelangt, schaffte nun Kostunica: die Unterwerfung
unter den westlichen Medientotalitarismus.

Darum ist auch nichts von der Repression zu hören, die die Hampelmänner
des
Westens gegen Linke und Gewerkschaften entfachen.

Damit wird versucht, das russische Modell des Jelzin-Putsches
nachzuahmen
und die linken Kräfte zu zerschlagen. Doch das wird in Jugoslawien noch
weniger gelingen als es in Russland gelang.

Verteidigt die antiimperialistischen und linken Kräfte in Jugoslawien!

Nachstehend ein Kommuniqué der SPS, das die gleichgeschalteten Medien
nicht
bringen. Statt dessen legitimieren sie die Repression, in dem sie von
der
Putschgefahr faseln. Wenn man von Putschgefahr sprechen kann, dann von
Seiten der Rechten um Djindjic!

Socialist Party of Serbia (SPS): INFORMATION FOR THE PUBLIC (as of
October
7, 2000 )

Despite Mr. Kostunica's public proclamation that his supporters wouldn't
harass members and sympathizers of the SPS, in the last three days, in
Belgrade and throughout Serbia, we've witnessed a reign of terror.
Supporters of the Socialist Party (SPS) have been physically threatened
over the phone. Children of socialists have been threatened. Members of
the
SPS have been beaten. Offices have been attacked and destroyed.

Skillfully directing the dissatisfaction of working people against the
Socialist Party, the opposition has organized bullying and lawless
actions,
driving out Socialist directors of companies, but only if those
companies
are well established and successful.

In Kragujevac they attacked, tied and abused ten SPS members. This
included
Ms. Slavica Djukic-Dejanovic. They held her for ten hours, trying to
force
her to go on TV and renounce her SPS membership. She refused. They
finally
released her - right into the arms of a drunken mob. She was cursed,
slapped, spat upon and kicked, over and over.

In Nish, Mr. Dragisa Vucic, an SPS representative on the town council
and a
worker at the electric distribution company, as beaten badly. He is in
the
hospital.

In Belgrade they robbed and then destroyed SPS central headquarters
(take a
look at our web album) and they have done the same with offices in all
the
boroughs.

After wrecking the Belgrade offices, members of the opposition parties
in
Kikinda attacked the Young Socialists' Internet Club. They smashed the
doors and windows but SPS members stopped them before they could steal
any
valuable equipment, which was probably what they were after. The
opposition
has recruited the worst kind of thugs for this work.

Last night, the Belgrade headquarters was attacked again. This time
there
was nothing to steal so they burned the building, which is beyond
repair.
In the town boroughs of Palilula, Vracar, Stari Grad and Zvezdara the
SPS
offices have been totally destroyed. Everything of value, all the
furniture, computer equipment and so on has been stolen.

At night, between the 5th and 6th of October, opposition demonstrators
broke into the headquarters in Leskovac, smashed the windows, stole the
computer and other equipment and destroyed what they could not cart
away.
In Jablanica County they demolished the offices, stole equipment, broke
windows and damaged the town building. They looted anything they could.
Then they burned the building, the garage and Mayor Zivojin Stefanovic's
car.

Despite the assurances of the Association of Vojvodina Hungarians that
there would be no attacks or threats against people with different
opinions, the SPS offices in Kanjiza were attacked. There are continuous
telephone threats against those who stand for peace and tolerance. A
special target are Hungarian members of the SPS.

In Ada, rioters led by Vojvodina Hungarian leaders have attacked the
home
of town Mayor Tomic Ognjan, a respected teacher. Police were late in
intervening so his house got severely damaged.

The home of county mayor Ljuba Slijepcevic was attacked. The savagery
was
stopped by police.

Demonstrators broke into SPS headquarters in Smederevo, stole everything
they found, then stole the equipment used by Radio "S."

In Lajkovac they demolished the Peasant Bank and Cafe. They broke into
the
local radio station and stole part of the equipment. They also broke
into
the SPS town headquarters and tried to loot and destroy these offices
but
were stopped by SPS members. They tried to do the same with the local TV
station.

In Kragujevac the demonstrators entered the Self-Management Club where
the
SPS headquarters and TV station are located. Police stopped them.

In Vlasotince they demolished the offices of the SPS and the JUL
(Yugoslav
United Left)as well.

In Temerin they broke in and seized the local radio station.

They attacked SPS headquarters in Pecinci, Prokuplje, Uzice, Bor,
Arilje,
Zrenjanin, Sremsak Mitrovica and Pancevo.

This is how the "democratic" opposition expresses its much-promised
tolerance of all views, all across Serbia.

that last Thursday's Yugoslav coup was a military operation with a hard
core of at least 2000 men, many of them armed. It was planned and
organized
well in advance. Since then our Yugoslav contacts tell us there has been
a
real reign of terror, not reported in the Western press. This is
described
in two interviews on Emperor's Clothes, and in the statement from the
Socialist Party (SPS) below.

An Emperor's Clothes reader suggested that people send email to the
Serbian
Socialist Party, telling them we are outraged at these attacks and
urging

Socialist Party of Serbia (SPS): INFORMATION FOR THE PUBLIC (as of
October
7, 2000 )

Despite Mr. Kostunica's public proclamation that his supporters wouldn't
harass members and sympathizers of the SPS, in the last three days, in
Belgrade and throughout Serbia, we've witnessed a reign of terror.
Supporters of the Socialist Party (SPS) have been physically threatened
over the phone. Children of socialists have been threatened. Members of
the
SPS have been beaten. Offices have been attacked and destroyed.

Skillfully directing the dissatisfaction of working people against the
Socialist Party, the opposition has organized bullying and lawless
actions,
driving out Socialist directors of companies, but only if those
companies
are well established and successful.

In Kragujevac they attacked, tied and abused ten SPS members. This
included
Ms. Slavica Djukic-Dejanovic. They held her for ten hours, trying to
force
her to go on TV and renounce her SPS membership. She refused. They
finally
released her - right into the arms of a drunken mob. She was cursed,
slapped, spat upon and kicked, over and over.

In Nish, Mr. Dragisa Vucic, an SPS representative on the town council
and a
worker at the electric distribution company, as beaten badly. He is in
the
hospital.

In Belgrade they robbed and then destroyed SPS central headquarters
(take a
look at our web album) and they have done the same with offices in all
the
boroughs.

After wrecking the Belgrade offices, members of the opposition parties
in
Kikinda attacked the Young Socialists' Internet Club. They smashed the
doors and windows but SPS members stopped them before they could steal
any
valuable equipment, which was probably what they were after. The
opposition
has recruited the worst kind of thugs for this work.

Last night, the Belgrade headquarters was attacked again. This time
there
was nothing to steal so they burned the building, which is beyond
repair.
In the town boroughs of Palilula, Vracar, Stari Grad and Zvezdara the
SPS
offices have been totally destroyed. Everything of value, all the
furniture, computer equipment and so on has been stolen.

At night, between the 5th and 6th of October, opposition demonstrators
broke into the headquarters in Leskovac, smashed the windows, stole the
computer and other equipment and destroyed what they could not cart
away.
In Jablanica County they demolished the offices, stole equipment, broke
windows and damaged the town building. They looted anything they could.
Then they burned the building, the garage and Mayor Zivojin Stefanovic's
car.

Despite the assurances of the Association of Vojvodina Hungarians that
there would be no attacks or threats against people with different
opinions, the SPS offices in Kanjiza were attacked. There are continuous
telephone threats against those who stand for peace and tolerance. A
special target are Hungarian members of the SPS.

In Ada, rioters led by Vojvodina Hungarian leaders have attacked the
home
of town Mayor Tomic Ognjan, a respected teacher. Police were late in
intervening so his house got severely damaged.

The home of county mayor Ljuba Slijepcevic was attacked. The savagery
was
stopped by police.

Demonstrators broke into SPS headquarters in Smederevo, stole everything
they found, then stole the equipment used by Radio "S."

In Lajkovac they demolished the Peasant Bank and Cafe. They broke into
the
local radio station and stole part of the equipment. They also broke
into
the SPS town headquarters and tried to loot and destroy these offices
but
were stopped by SPS members. They tried to do the same with the local TV
station.

In Kragujevac the demonstrators entered the Self-Management Club where
the
SPS headquarters and TV station are located. Police stopped them.

In Vlasotince they demolished the offices of the SPS and the JUL
(Yugoslav
United Left)as well.

In Temerin they broke in and seized the local radio station.

They attacked SPS headquarters in Pecinci, Prokuplje, Uzice, Bor,
Arilje,
Zrenjanin, Sremsak Mitrovica and Pancevo.

This is how the "democratic" opposition expresses its much-promised
tolerance of all views, all across Serbia.

'On the list they had me marked as a nationalist'

Interview with a Serbian woman threatened by the opposition prior to
the
recent coup.

Interview was conducted the morning of 10-5-2000 and posted 10-10
Interviewer: Jared Israel

The following interview was conducted prior to the attack on Parliament
and other Yugoslav institutions last week. The interview was conducted
in
English and is accurate to the word. Mirjana's identity has been
withheld,
despite her insistence that I reveal it.

Jared: I got an email from [name of mutual friend]. She said you had
been
threatened or something?

Mirjana: Yes, a man was waiting when I came to work. He threatened to
kill
me if I went to vote in the second part of the elections. This also
happened to many other people, not just to me.

Jared: Can you talk about it?

Mirjana: Of course. You see, Jared, I did not expect this. I think I am
always doing right things so I never think that there is anybody in this
world who is doing something bad to me. And do you know when he came
close
to me, in that moment when I realized what is going on I just said to
myself, because you know I have experience from the war in Republic of
Serbian Krajina [when Croatia attacked this Serbian area] just to look
at
his eyes all the time. His stayed there three or four minutes and it was
so
bad.

Jared: You are very brave. Was he young or old?

Mirjana: He was about 40 years old. And you know, I think that I met
him
several years ago and that he is a Serbian man from Germany. He looked
familiar and I had all day yesterday to think. And now I remember that
he
was coming from U.S. some years ago to complain and give his opinions.

You see, Jared, I am sure that I'm doing very good things, I am really
fighter for freedom for everybody in this world. And if God is going to
allow that they do me something bad it is no matter. I am not afraid for
myself.

They are doing this all around Belgrade. Even in the supermarkets they
are
telling people that they are going to kill people if they try to vote,
that
they are not allowed to go to vote. Can you imagine this?

Jared: Isn't that going to turn people against them? The word will
spread -

Mirjana: Of course.

Jared: Have you told other people.

Mirjana: Yesterday morning I called my friends of course because first
of
all I wanted them to know because I am scared for them because they are
also people like me, big fighters

But there are so many people they have threatened, even people living
on
my street, they have been threatened too. Because do you know, people
from
Democratic Parties, they have all lists with citizens of voters of
Belgrade. And one man from DOS he came, you know from this democratic
opposition parties, he came to my work to talk to me and showed me that
list. In our country it is a crime to have a list of the citizens who
are
voters. So all the people on the list, they were marked if they were
members of the Socialist Party or Serbian Radical Party or Communist
Party.
I was marked as a nationalist. You understand? So I told him first this
is
a crime. And second, as want to represent people in government, this is
a
very bad thing that you have something like this list. So now I know
how they can be so well organized, to threaten all the voters. Because
they have all informations about people. Especially they are now
pressuring
people who have never been to any political party. Pressuring them not
to
go and vote. But a lot of them will go now because they are angry.

You cannot tell me not to go to work or to vote. I want to have my
personal opinion. Serbian people hate to be pressed. Especially Serbian
women. Can you imagine? To try to scare me! My father he is peasant from
Krajina.

[Note: the Krajina is a mountainous section near Croatia and inhabited
for
hundreds of years almost entirely by ethnic Serb farmers. When Croatia
seceded from Yugoslavia in June, 1991, the Croatian neo-fascists tried
to
subjugate the Krajina Serbs, but were roundly defeated. The West then
brokered a peace agreement disadvantageous to the Serbs, who were
disarmed.
Four years later, the Croatian army, trained by a CIA-connected private
military organization called MPRI, and with US air support, drove the
entire population of Krajina from their homes - 250,000 people in a few
days. These people are now refugees in Serbia. The MPRI is now involved
in
training the paramilitary forces of the secessionist government in
Montenegro.]

Mirjana: We prefer to die before we accept to be a slave. I got so mad.
I
think these people took the U.S. money and promised something to
American
government and so they're scared. They are afraid of the Americans so
now
they try to scare me and other people - and you know most of the people
they threatened are women - can you imagine?

Jared: Did you tell your husband?

Mirjana: Of course. You know, he's my best friend. But he knows that I
am
enough crazy that I can protect myself.

Jared: We're all a little crazy

Mirjana: We're not crazy, we have crazy politicians. If there are
people
listening to your phone from your country's secret police, let me tell
them
something: you should stop these stupid people to do such bad things in
our
country.. If you want an Empire, don't you need women to have children?
It is not smart to threaten women and try to scare them. Can you
imagine,
a new Empire which is trying to run the world by scaring women?

Jared: Kidnapping them too. The Sunday Times says 500,000 women a year
are
kidnapped out of Eastern Europe, sold.

Mirjana: Can you imagine things like this? But this will not work, no,
especially not with the Serbian women because we are very strong. When
we
get mad we are capable of doing many things.

Jared: Thank you for talking about this. I was worried when I heard you
were being harassed.

Mirjana: Don't worry for your friend.

Jared: But I'm going to publicize it. But I don't want to use your name
of
course and -

Mirjana: Write my name! Why not? Do you want to say where they
threatened,
the address?

Jared: The address? I don't -

Mirjana: Yes, say it. [Despite her demand I have not published
Mirjana's
full name or address- JI.] I was a member of Djindjic's party but I am
not
a member, not anymore. Because they are involved in crime. Racketing. I
found this out and you can write it all now. Because now I am mad. I
hate
when somebody threaten me.

Interview with a Serbian woman, by Jared Israel

The following interview took place several days after the October 5 coup
in
Belgrade. The person interviewed is a member of the Serbian Radical
Party,
a conservative nationalist party opposed to the recent coup.

Jared: What's going on?

Gordana: Some very aggressive people from the opposition are grabbing
everything around here, in particular taking the institutions that have
some money, for instance the telecommunications company. They are
scaring
people and beating people.

They want to destroy the results of previous elections by declaring that
new elections have to be held for the Serbian Parliament. Elections are
not
supposed to be held for a year but they want them this fall. That would
mean the Serbian people would lose their representatives because the
elections would be held in an impossible situation. Whole groups of
political parties have no access to media. In the past we had many
viewpoints because we had government media and even more widespread was
various shades of opposition media. Now only one view. And there is day
to
day terrorizing of people. Mr. Djindjic hopes that people will be too
scared to run as candidates from those parties which stand in his way.

Jared: You say there is "day to day terrorizing"?.

Gordana: Take this example. A friend of mine is intellectual. Every time
her phone rings she gets a threat from the other side. They stop her car
in
traffic to threaten her, and so on. And this is a professional woman,
the
daughter of a well-known professor. Even these people who are well known
are subject to threats. Another such woman, a reporter, visits me, and
she
is afraid to go home alone and stays over - and this is in Belgrade! Can
you imagine how the common people feel? They are even more afraid. I was
on
a bus full of tired, worried working people and one of these Otpor types
got on and demanded that the bus stands still and he says: "Listen! We
have
the power now and you will see what we do!"

Jared: So you think that people will be afraid to vote for the Socialist
or
Radical parties or other parties that oppose the coup?

Gordana: No, I think that people may be afraid to run as candidates for
these parties.

The Djindjic people took over all the radio stations and TV stations and
newspapers. On TV now you can't see even the regular old shows. It is
propaganda. The old ladies in Serbia like to watch soap operas from
South
America but now they can't do that. You see they are poor and they have
such a hard life and now they don't have even this small pleasure.
Instead
we have to watch stupid American government lies, even about the wars in
Bosnia and Croatia and so on. They have programs that blame the Serbs,
for
everything. Can you believe this? Do they think we are morons, not to
know
our own history. But the purpose here is also a kind of terror, to break
the spirit. To make people feel hope is lost.

Today they had a show on the television telling lies about Dubrovnik,
showing pictures to prove it was burned down in 1991 by the Yugoslav
army.
But Dubrovnik has all the old buildings in perfect condition and I know
this because friends have been back to see the town, and it was not
damaged. (1)

And these movies they now show to prove to us that the Serbs were
responsible for the wars this past decade. Why? Did we try to secede?
Doesn't Yugoslavia have a right to exist? .Would other countries allow
secessionists and foreign factors to destroy their nation? I have never
seen such lies. Can you imagine, having a situation where you can't
stand
to watch the TV or read the papers.

Jared: I'm afraid I can imagine. What we mainly do on Emperor's Clothes
is
expose lies. They create 'em faster than we can expose them. All I do is
expose fiction.

Gordana: Today is 1941 in Yugoslavia. If there are people who don't
know,
well, they will know it very soon. Even some people I spoke to who were
supporting the DOS now see this violence that is going on and they say,
"These Djindjic people are brown shirts."

[Brown shirts is a term for Fascists or Nazi's - E-C]

(1) I am writing a book about the Western media's lies about Yugoslavia.
As
part of the research, I read many of the news reports written in 1991
about
Dubrovnik. As Gordana says, the Western claim is that the Yugoslavs
(read:
Serbs) burned the place down. This lie was used to prove the Serbs were
ruthless monsters. When the first stories broke about burning Dubrovnik
down they produced a strongly anti-Serb response in the public so,
wanting
to make the most of a good thing, the stories were repeated. In the
"Independent" I found Dubrovnik burned to the ground on not fewer than
five
occasions, spanning a period of four months. Remarkable. Despite this
repeated cataclysm, Prof. Peter Maher, who is a knowledgeable witness,
shot
a film during his March 1992 visit to Dubrovnik which proves there was
no
damage to the old city.

There was indeed fighting in the Dubrovnik area. But the evidence I
uncovered during my research shows that the Yugoslav Army deliberately
avoided shelling the old city. Here is the basic sequence of events: the
Croatian secessionist troops attacked Yugoslav army barracks near
Dubrovnik. The Yugoslav Army gave chase. The secessionists retreated
behind
the old city digging in in areas dangerously close to hotels in which
they
had housed refugees from the fighting . In a moment of candor, Phil
Davison, a reporter from the British "Independent" admitted that this
virtually guaranteed the shelling of hotels:

"The Croats have set up a mortar close to our hotel, just as they
have
next to hospitals and refugee centres. This may make us a target
for
the army. Sooner or later, they are going to lay a couple of
rounds
on us. The army is zapping Lokrum island, 300 yards from my hotel.
Mortars, machineguns, ack-ack guns. It is deafening. A machinegun
barrage rattles my windows. It is just a matter of time."
(The 'Independent' November 17, 1991)

The press was full of stories of how the heartless Yugoslav Army was
shelling hotels where refugees were housed. Did the secessionists set up
their positions near the hotels in order to force the Yugoslavs to shell
the hotels and thus provide ammunition for anti-Yugoslav propaganda?
Common
sense suggests they did. And more than common sense: consider this
report,
which appeared in only two English language newspapers:

"Women And Children Barred From Leaving Croatian Town

"The six-member Dubrovnik crisis committee decided six days ago
that
the defense of this coastal Adriatic city required the presence of
all
the remaining women and children.
UNICEF was informed of the decree three days ago, and on Tuesday,
it
was first implemented when 200 people were prevented from leaving
the
city on a UNICEF relief vessel that had brought supplies to the
city.

"First, he said, if the women and children stay, it will mean that
the
attacking army would be shooting at them and not just at
a
walled city.

"Second, he said, their presence might force the army to hesitate
before shooting.

"Third, if there is an attack, the international public reaction to
such an attack
would be a public-relations coup for Croatia, which has been trying
desperately for months to get diplomatic and military support from
the
West…

"Only 100 of 300 people scheduled to leave on a ship Tuesday were
allowed to depart, and UNICEF was told by Dubrovnik officials
that no one else would be able to leave."('The Orange County

A Belgrado e in tutta la Serbia le violenze e gli attacchi ai membri del
Partito socialista serbo
(P.S.S.) non cessano. Per metodi e modalit� di organizzazione e di
azione gli attacchi rassomigliano
alle azioni naziste perpetrate contro la sinistra agli inizi della
formazione del nazismo tedesco.



Membri della D.O.S. [?Opposizione democratica serba?, il raggruppamento
di Kostunica] hanno
aggredito i leader del P.S.S., minacciando fisicamente anche membri e
sostenitori. Sono giunti a
minacciare per telefono le loro mogli e i loro figli.



Manipolando con abilit� lo scontento dei lavoratori la D.O.S. organizza
e attua azioni violente e
fuorilegge sostituendo e perseguitando i direttori che appartengono al
P.S.S., soprattutto nelle
aziende che operano con successo.



A Kragujevac gli aggressori della D.O.S. hanno sequestrato,legato e per
dieci ore maltrattato
un membro del Comitato esecutivo del comitato generale del P.S.S.,
Slavica Djukic-Dejanovic;
volevano costringerla ad apparire su un canale della tv di Kragujevac
per disconoscere
pubblicamente la sua appartenenza al P.S.S.. Siccome non ha ceduto, �
stata consegnata ad un
branco ubriaco ed inferocito di teppisti che l?hanno pesantemente
insultata, presa a schiaffi, pugni
e calci.



A Nis � stato pesantemente picchiato Dragisa Vucic,operaio dipendente
della
elettro-distribuzione, nonch� nuovo membro del comitato P.S.S. del
Comune di Nis. E? finito in
ospedale perch� sul posto di lavoro un centinaio di persone inferocite
lo hanno quasi linciato.



La notte del 6 a Belgrado � stata di nuovo attaccata l?organizzazione
comunale del P.S.S.. e
siccome non c?era pi� nulla da saccheggiare, hanno dato fuoco alla sede.



Nei Comuni di Palilula, Vracara, Stari Grad e Zvezdara le sedi del PSS
sono totalmente distrutte e
oggetti di valore (mobili,computer etc.) sono stati rubati.



A Bor sono state demolite le sedi comunali e di circoscrizione del
P.S.S.

La stessa cosa � avvenuta a Ariljie, dove i membri della D.O.S. sono
entrati nella sede facendosi
largo a colpi d?ascia.

Al ritorno dalla loro marcia distruttrice su Belgrado, i membri della
D.O.S. hanno attaccato la sede
dei ?Giovani Socialisti? frantumando vetri e porte e solo la presenza
dei membri del P.S.S.. nella
sede ha impedito il saccheggio del costosissimo impianto informatico.

A Kovacica sostenitori della D.O.S. hanno levato le bandiere dalla sede
cittadina del P.S.S.. e le
hanno incendiate in piazza.

La sede comunale del P.S.S. a Sremska Mitrovica � stata oggetto di atti
vandalici.Ieri a Pecince i
membri della D.O.S. sono entrati nella sede comunale del P.S.S.. e hanno
cambiato la serratura.

Quale democrazia in Jugoslavia ?

Un appello per la cessazione immediata delle violenze nei confronti del
sindacato e della sinistra
Jugoslava.

Le aggressioni di tipo squadristico nei confronti dei militanti del
sindacato Samostalni si susseguono
di ora in ora con crescente intensit�. Si tratta in tutta evidenza di un
piano sistematico, volto a
distruggere tutte le organizzazioni sindacali che manisfestano critiche
verso le politiche neoliberiste
del programma della "Opposizione democratica serba" di Kostunica.

Gli attacchi non sono certo portati avanti da chi, in tutta coerenza ha
lottato per il rinnovamento
della Jugoslavia, ma da soggetti arroganti e settari che rappresentano
parti consistenti dei partiti di
"opposizione" che vedono la caduta di Milosevic come occasione per
rafforzare se stessi
distruggendo ogni voce concorrente. Questo � sostenuto anche da
Dragoljub Micunovic, voce
autorevole dell'opposizione e candidato alla prossima carica di Primo
Ministro,che in una intervista
al Manifesto del 10 ottobre denuncia gli atti di violenza in corso.

E' quanto ad esempio sta avvenendo alla Zastava di Kragujevac.

Sulla base di testimonianze dirette, denunciamo le aggressioni compiute
a Kragujevac nei confronti
dei rappresentanti del sindacao autonomo Zastava.

Luned� 9 ottobre sono stati devastati gli uffici del sindacato Zastava
"Iveco". Gli agressori,
esponenti del sindacato indipendente, hanno imposto le dimissioni, tra
gli altri di Milan Doncic e
Sreten Milicevic. Alla stessa segretaria del sindacato Zastava, la
compagna Rusika, � stato
"ordinato" di dimettersi immediatamente. Anche la compagna Rajka
veljovic assieme al gruppo
impegnato a seguire il progetto di adozioni a distanza hanno subito
pesanti minacce, al punto da
temere per la loro incolumit� fisica.

E' questa la nuova democrazia Jugoslava ??

La nostra condanna nei confronti di questi atti di violenza, e la nostra
solidariet� ai rappresentanti
del sindacato Zastava colpiti nella loro libert� individuale e di
organizzazione sono convinte e
decise.

Conosciamo bene i compagni colpiti dalla aggressione anche perch�
sono stati da subito, durante
i bombardamenti e dopo, interlocutori infaticabili, credibili e convinti
dell'unico progetto di
solidariet� tra i lavoratori Italiani e quelli Jugoslavi che ha saputo
svolgersi nonostante l'embargo
ed in completa autonomia dal quadro politico ed istituzionale della
jugoslavia.

Un impegno che ha reso possibile l'arrivo di aiuti (medicinali ed
apparecchiature sanitarie) non solo
al presidio sanitario della Zastava, ma anche all'ospedale civile,
all'orfanotrofio ed al centro
geriatrico di Kragujevac. Un impegno che ha realizzato una rete di
sostegno al reddito alle famiglie
dei lavoratori della Zastava con le oltre 1.100 adozioni a distanza
gestite da diverse associazioni e
strutture sindacali Italiane.


I compagni e le compagne colpite dall'aggressione e dalla violenza
politica di queste ore sono
inoltre conosciuti da tanti che, in Italia, li hanno incontrati in
occasione di manifestazioni ed
assemblee pubbliche contro la guerra, contro l'embargo, per la
costruzione di una rete di
solidariet� diretta e concreta tra lavoratori di tutti i paesi capace di
agire in risposta alle parole
dell'odio e della guerra ed in autonomia dagli schieramenti politici in
campo e dai loro obiettivi di
egemonia economica e territoriale.

La posizione dei compagni del sindacato Zastava, (vedi comunicato) anche
in occasione delle
ultime vicende politiche in Jugoslavia, � stata capace di autonomia e
coerenza col loro compito di
rappresentanti di lavoratori impegnati sopratutto a sostenere e
rivendicare impegni concreti per il
lavoro e per il salario a tutte le forze politiche in campo, preoccupati
sia degli aspetti che portavano
a rivendicare maggiore democrazia nel paese che delle proposte
neoliberiste del programma
economico di Kostunica che prevedono, tra l'altro, la chiusura della
Zastava e pesanti tagli al
salario ed all'assistenza sociale e previdenziale.

E' paradossale che gli agenti dell'aggressione fisica e politica siano
esponenti di quel sindacato
indipendente che, in piena era Milosevic erano in prima fila a
rivendicare agibilit�, democrazia e
libert� sindacale.
Paradossalmente questi, che in piena era Milosevic hanno comunque
potuto, certamente non
senza difficolt�, tenere riunioni, costituire organizzazioni, convocare
congressi, ora negano agli altri
sindacati anche la minima possibilit� di esistenza.
Oltretutto, rifiutando l'eventualit� che una verifica della reale
rappresentanza sindacale nel luogo di
lavoro sia demandata ad una verifica elettorale nei reparti e tra i
lavoratori della Zastava, essi
pretendono di essere una forza sindacale rappresentativa solo sulla
scorta del loro essere legati ai
partiti di opposizione. Una visione particolarmente reazionaria della
libert� per cui il popolo
Jugoslavo ha lottato e che getta una cattiva luce su alcune forze
rappresentate nel cartello del
fronte dell"opposizione".
E' oltretutto drammatico che i lavoratori della Zastava, che a causa dei
bombardamenti della Nato
sono ancora oggi senza lavoro e senza reddito, in un clima di
intimidazione e di confusione,
diventino a tutti gli effetti soggetti ricattati dalle cos� dette nuove
forze del cambiamento che
sembrano non avere altri strumenti di acquisizione del consenso se non
la pratica dell'intimidazione
e dell'arroganza che, con la complicit� dei vertici aziendali, arriva
anche a proporre lo scambio tra
aiuti economici e la disdetta al sindacato Zastava.

Come Coordinamento Nazionale delle RSU denunciamo quanto sta avvenendo
come un'attacco
alla democrazia sindacale in Jugoslavia, un'attacco che sta assumendo
forme anche peggiori di
quelle che "l'umanitario" occidente ed il Sindacato Italiano
denunciavano esistere nell'era
Milosevic.

In solidariet� con i sindacalisti ed i delegati sindacali della Zastava
di Kragujevac, in rispetto degli
stessi ideali di solidariet� tra i lavoratori e di democrazia sindacale
da loro stessi ribaditi nelle varie
iniziative da loro tenute in Italia e nelle posizioni da loro espresse
in Jugoslavia proponiamo che
dalle Rsu, dai luoghi di lavoro, vengano inviati messaggi di solidariet�
indirizzati alla compagna
Ruzica ed alla compagna Rajka del sindacato Zastava ai seguenti

sindacali, anche della sinistra
sindacale, perch� vengano prese posizioni ed iniziative in difesa delle
libert� sindacali in Jugoslavia.

delle varie prese di posizione dai
luoghi di lavoro, dai sindacati, dalle rsu in modo da darne la massima
pubblicizzazione

[Le violenze di cui non si parla]



[... Saltiamo tutta la prima parte sugli equilibri interni al governo
della repubblica serba: la
situazione � precipitata nella serata del 9 ottobre, quando � stato
imposto lo scioglimento del
governo serbo e sono state indette nuove elezioni per fine dicembre]



Le grandi manovre politiche ruotano anche intorno al nuovo governo
federale. Il partner
indispensabile e fortemente corteggiato � il partito socialista
montenegrino. DOS [Opposizione
democratica serba, il partito di Kostunica] gli ha immediatamente fatto
delle avances. Solo che
entro un anno avranno luogo le elezioni nella repubblica del Montenegro
e in questo paese le
elezioni della repubblica sono ancora pi� importanti in termini di
competenze e di budget. I socialisti
montenegrini hanno il vento in poppa e potrebbere vincere contro la
destra filoamericana di
Djukanovic. Ma se andassero con la destra serba di DOS che ha
esattamente lo stesso
programma stile FMI di Djukanovic, la loro immagine sarebbe deteriorata.
Ecco perch� essi hanno
scelto piuttosto scelto il PSS [partito socialista serbo] di Milosevic
come partner. Tutto � stato
negoziato. Non rimane che un ostacolo.

Messo fuori gioco, DOS ha cominciato a contestare il mandato
di 18 deputati socialisti





Lontano dalle telecamere, le violenze di Djndjic

E? forse proprio per questo che DOS mantiene la pressione. Quali sono i
metodi impiegati?
Minacce di manifestazioni e di blocchi delle istituzioni legali,
violenze fisiche e minacce contro i
membri del partito socialista e diverse istituzioni dello Stato, messa
sotto controllo con la forza di
alcune imprese.

Dietro la figura simbolica di Kostunica che occupa il
davanti della scena, � Zoran Djindjic
che organizza tutto.

Venduto da tempo agli interessi tedeschi, poi americani, come ognuno qui
sa bene, Djindjic,
fortemente disprezzato, si � servito di Kostunica per battere Milosevic
ed ora si avventa sul potere
reale. Con la violenza. La sede belgradese del partito socialista �
stata completamente distrutta.
Kostunica ha inviato un fotografo sul posto, che si � mostrato
indignato. Alcune case di membri del
PSS sono state date alle fiamme. Numerose imprese, ad es. la fabbrica di
tabacco DIN ? sono state
prese di forza da uomini di Djindjic. In questo momento DOS espelle con
la forza il direttore
dell?ospedaletto dei bambini, Scepanovic, molto competente, ma colpevole
di essere membro del
partito socialista. Altri eventi di questo genere non possono ancora
essere pubblicati perch� le
vittime hanno troppa paura. Ma i fatti sono stati riferiti e se
accedesse qualcosa, sarebbero diffusi.
E in provincia le aggressioni terroristiche sono ancora pi� gravi che a
Belgrado, dove bisogna
preservare un?immagine presentabile.



Non � evidentemente per questo che il popolo ha votato. Ha
votato per vivere meglio e per il
fatto che la maggioranza aveva perso fiducia in Milosevic. E per
impedire che questi fatti siano
conosciuti dall?opinione pubblica, tutti i mass media sono stati messi
sin dall?inizio sotto
controllo della DOS, pi� precisamente di Djindjic.

E? la DOS e l?Occidente che hanno instaurato il controllo
sui mass media!

E? Djindjic, non Kostunica, ad aver organizzato molto
efficacemente l?occupazione dei
mass media pubblici: RTS [la televisione di stato serba, bombardata
dalla NATO, che i
?democratici? hanno finito di saccheggiare], l?agenzia di stampa Tanjug,
il quotidiano Politika. Con
la complicit� di alcuni responsabili di questi mass media, ed escludendo
di forza gli altri giornalisti o
sottoponendoli a fortissime pressioni.

Risultato: quando oggi accendete il televisore, vedete la
stessa cosa dappertutto: Kostunica
e DOS, oppure DOS e Kostunica. Nient?altro. Mai un punto di vista
dell?altro campo. Era quello
che si rimproverabva prima a Milosevic. Ma, sotto Milosevic, anche si vi
sono state delle
sospensioni in certi periodi, l?opposizione aveva tre volte pi�
mass-media del potere e cinque volte
pi� del potere a livello di comunicazione elettronica. E anche le sue
televisioni. La popolazione
riceveva costantemente quelle opinioni che l?hanno del resto fortemente
influenzata. Adesso tutta
l?informazione � controllata da un solo partito, e questa la chiamano
?democrazia?.

Con metodi psicologico-mediatici modernissimi, da cui si
vede che sono stati preparati da
tempo. I dollari di Washington sono stati investiti per preparare questi
mass-media moderni.

Che accadr�? DOS cercher� di mantenere la pressione per
impedire il funzionamento dei
governi che non controllerebbe. Sia con manifestazioni e scontri, ma la
maggior parte delle persone
desiderano qui la fine delle violenze e il ritorno alla calma. Sia con
delle ostruzioni istituzionali. Pi�
passa il tempo, meno potranno usare la forza. O, almeno, � quello che
molti sperano.

Il sindaco di Cacak, Velimir Ilic, riconosce di aver iniziato gioved� 5
ottobre, con un commando di
oltre 2000 uomini, l'assalto al parlamento e alla televisione di
Belgrado, un'azione premeditata che
mirava a provocare la caduta di Slobodan Milosevic.
"La nostra azione era stata preparata in anticipo. Tra i miei uomini
c'erano degli ex paracadusti,
dei vecchi ufficiali dell'esercito e della polizia e degli uomini che
avevano combattuto tra le forze
speciali", ha raccontato ai giornalisti il sindaco di Cacak.

"Molti di noi avevano dei giubbotti antiproiettile e delle armi". "Il
nostro scopo era molto chiaro,
prendere il controllo delle istituzioni-chiave del regime, tra cui il
parlamento e la televisione [...].
Sono stato costantemente al telefono con un generale dell'esercito cos�
come con una parte della
gerarchia del ministero dell'Interno. Per il momento preferisco non
divulgare i loro nomi".

Infine, Mr Ilic svela che le scene di "fraternizzazione" tra
manifestanti e poliziotti erano una messa
in scena: "Erano i nostri uomini vestiti delle uniformi della polizia".
Ben studiato, come sottolinea il
dispaccio dell'AFP che riporta l'intervista, queste scene "hanno dato
coraggio ai manifestanti" [per
non dire "hanno scoraggiato i sostenitori di Milosevic"] e hanno
destabilizzato le forze ancora fedeli
a Milosevic.

Si fa luce quindi a poco a poco la verit� sulla sedicente insurrezione
popolare. Se ne sapr� si pi� in
futuro, in particolare sui "consigli" che sono stati dati a colpo sicuro
ai vari Ilic e agli altri
"democratici".
