APPEAL
To the United Nations' Security Council
To the European Parliament
To the Italian Government
In view of the U.N. Security Council meeting that will discuss the Contact Group results on the status of the autonomous Serbian region of Kosovo,
the undersigned
spokespeople, as political representatives, of the city of Florence local offices and of the Region of Tuscany, and people engaged in activities to promote the well-being, safety and future lives of refugees and immigrants within our region, ask to international and national institutions
that every decision, no matter how small, regarding the Autonomous Region of Kosovo, in Serbia, take into basic account a genuine, real and permanent peace in that land already so martyred by the violence, and that every decision also take into account the real, visible social effects to be directly experienced on our territory.
It’s important to know that from the beginning of 1990’s to today our city and our region have been directly impacted by the tragic consequences of the general events in Yugoslavia and in the province of Kosovo in particular. Our involvement has not only been throught the initiatives of solidarity and assistance by individuals, groups and institutions towards those lands, but also through the large number of refugees who sought safety and survival among us in Tuscany, since their lives couldn’t be safe in their native land.
1999 spring bombings particularly and following military occupation by international forces gave impetus to a massive flight of hundreds of thousand people who chose to flee racial and political persecution and to escape the violence of “UCK” militant nationalists and of criminal elements - now heavily affecting the social and economic landscape of post-yugoslav Kosovo.
These persecutions and violence continue today. One noteable example is that of March, 2004, murders as well as violent attacks - not only against properties but also against artistic and historic treasures – continue to force many non-Albanians or simple non-nationalists, freedom-seeking Kosovans, to leave and to seek for safety far away from their homeland.
Since the beginning of the conflict and especially since the time of Amato’s Law 390/1992 which alloted funds for the Yugoslavia refugees, exiles from all corners of that country arrived to Florence and Tuscany. That money may have been distributed in such an irregular manner that the exiles found help hard to get. As examples, let's mention the cases of Florence' Zones 4 and 5. Specifically in Zone 4, for quite a few years now, there have been two villages with prefab buildings and essential services for hundreds of persecuted Kosovans, especially Romas and Askalijas. The buildings and services are in need of repair. Many other Kosovans belonging to these and other ethnic groups - such as Gorani, “Egyptians”, Muslim Slavs, Turks and Serbs - are living in various sites throughout Tuscany, often substandard. With time passing, some Kosovan families were able to move from such temporary camps to permanent housing in our area. These houses provide the security parents need to raise their families in peace and for a productive future. These fortunate people can offer hope to the others, after years of attempts to resettle in a war free zone.
We can mention many individual cases. For instance, there is a family of 5 who are Askalijas from the area of Kosovska Mitrovica. They are unable to return, since 4 relatives of theirs were killed in the ethnic cleansing that occurred. Another example is a family from the Olmatello Camp, otherwise known as "nomad camp", who have been labeled "nomads" although these people are ex-Yugoslav citizens who used to live sedentarily in small neighbourhoods.
This, an international problem, is especially serious in Florence. One wave of refugees after another created increasing difficulty for integration in a social context that is highlighted today by strong immigration rates, in particular Rom immigration, and agitated through open racism for wretched political purposes.
Regarding the announced “independence” of Kosovo, in our opinion it is a scandal that new crises causing once more human beings to escape from their homes should be faced. This may happen anew because of such irresponsible international policies, based on egoistic interests and the anxiety to crack countries - that had and cannot but preserve a multinational and multicultural character - by dividing them along senseless ethnic borders. Obviously, the proclamation of new “independences” in the Balkans will not close, but rather start “domino”-like processes, as easy to foresee given the Albanian annexionism and the secessionist aspirations of other communities - for example in Bosnia.
November 29, 2007, with the bipartizan vote of majority and opposition, the Italian Parliament itself approved declarations which engage the Government to make all possible efforts in order “to promote a shared solution” on the Kosovo issue and “not to recognize any unilateral declaration of independence from Kosovan side”. We also support this engagement as the least condition, so that our country will not support further bloody partitions of the Balkan territory: to avoid that new blood is spread around, until Tuscany, until Florence, as we already saw in the past years, as we do not want to happen any more.

I seguenti firmatari dell’ “Appello sulla questione Kosovo in vista della riunione del Consiglio di Sicurezza delle N.U.” : Paola Cecchi, Stefano Barbieri ( VERDI ), Aldo Manetti ( PRC ), Alessandro Leoni (PRC), Mario Lupi hanno incontrato i giornalisti nella Sala stampa del CRT.
L’incontro ha permesso di specificare le motivazioni dell’Appello stesso che sta riscuotendo, fra l’altro, particolari consensi anche a livello parlamentare.
Si è sottolineato come al timore di una nuova crisi internazionale derivata da eventuali precipitazioni unilaterali, quali, ad esempio, la “proclamazione dell’indipendenza” da parte kosovara si aggiunge l’altrettanto grave considerazione sugli effetti sociali che il riaccendersi del conflitto comporterebbe.
Come ha specificato Paola Cecchi ciò che è avvenuto, in queste ore, nella nostra città cioè l’abbattimento, manu militari, dei “ricoveri di fortuna” proprio dei profughi, vittime dell’aggressione NATO del 1999, testimonia il cinismo della politica internazionale “occidentale” che prima crea le condizioni delle varie ondate migratorie ( appunto con guerre e saccheggio delle risorse naturali economiche dei paesi in via di sviluppo ) e poi alimenta il risentimento xenofobo della popolazione locale sulla quale ricadono, effettivamente, le conseguenze della crisi economica.

Messaggio di saluto per la conferenza stampa
Mi scuso per non potere intervenire direttamente a questa conferenza stampa. Mi preme sottolineare l'importanza di questa iniziativa dell'Appello, che è forse la prima in assoluto ad essere presa in Italia, dopo più 8 anni dalla occupazione militare del Kosovo, per porre ufficialmente il problema dei profughi kosovari vittime della persecuzione politica e dell'apartheid praticati in Kosovo dal giugno 1999 in poi.
Questi profughi, diversamente da quelli strumentalizzati e vezzeggiati ai tempi della famigerata "Missione Arcobaleno", hanno usufruito di pochissimi aiuti e non hanno prospettive ne' di rientro in Kosovo, visto il regime che lì è stato instaurato, ne' di inserimento in Italia, vista la violenta campagna razzista in corso nel nostro paese. Essi incarnano la coscienza sporca di chi ha voluto quella "guerra umanitaria". È importante che ogni soluzione veramente condivisa per il problema del Kosovo e dei Balcani passi anche attraverso di loro, cioè attraverso le loro necessità ed attraverso le loro speranze.

ZCZC0935/SXR @FI15583 R POL S57 QBXX KOSOVO: APPELLO DA TOSCANA, TENERE CONTO DI RICADUTE SOCIALI (ANSA) - FIRENZE, 6 DIC - Un appello di esponenti della societa' civile e della 'sinistra' toscana a sostegno del Kosovo. E' quello presentato in Consiglio regionale a pochi giorni dalla riunione del Consiglio di sicurezza dell'Onu che discutera' dello 'status' della regione. L'appello chiede che in quell'occasione ogni decisione tenga conto anche dei riflessi sia dal punto di vista della pace che da quello delle ricadute sociali sul territorio italiano. Tra i firmatari dell'appello, che sara' inviato allo stesso Consiglio di sicurezza dell'Onu, al Parlamento europeo e al Governo Italiano, figurano anche alcuni consiglieri regionali ed esponenti di Verdi, Pdci, Rifondazione comunista, Sinistra democratica. Presenti in sala anche membri del coordinamento nazionale per la Jugoslavia. Dopo aver ricordato la storia recente del Kosovo, ''con i bombardamenti della primavera del 1999 conclusisi con l'occupazione militare da parte di forze internazionali'', i firmatari ritengono ''scandaloso'', di fronte all'ipotesi dell'indipendenza, ''che si debbano fronteggiare ulteriori crisi e nuovi afflussi di esseri umani in fuga dalle proprie case a causa di politiche internazionali irresponsabili''. Riferendosi alle mozioni approvate dal Parlamento italiano lo scorso 29 novembre, che impegnano il Governo ad ''arrivare a una soluzione condivisa'' e a non riconoscere ''un'eventuale dichiarazione unilaterale d'indipendenza'', i firmatari ritengono che queste siano condizioni ''minimali perche' il nostro Paese non si renda corresponsabile di ulteriori sanguinose spartizioni del territorio balcanico le cui conseguenze portano la loro scia di sangue fino in Toscana''.
