BERLIN/STUTTGART/BEOGRAD/PRISTINA (Eigener Bericht) - Deutsche
Geheimdienste haben mit der Ausbildung von Spionage- und
Staatsschutzorganisationen im Kosovo begonnen. Dies geht aus Berichten
der serbischen Presse hervor. Damit scheint der deutsche Einfluss in
den kosovarischen Protektoratsverwaltungen weiter zuzunehmen. Auch auf
wirtschaftlichem Sektor sorgt die Bundesrepublik für eigene Netzwerke
und hat sich weit reichenden Einfluss auf Enteignung und Neuverteilung
des jugoslawischen Staatsbesitzes im Kosovo gesichert.
Für den zukünftigen völkerrechtlichen Status der im Jugoslawien-Krieg
abgetrennten Provinz hält Berlin unterschiedliche Optionen bereit.
Neben einer formalen Sezession von Beograd werden Spielformen
kolonialer Treuhänderschaft diskutiert. Eine von der deutschen
Robert-Bosch-Stiftung initiierte "Internationale Balkan Kommission"
schlägt den schrittweisen Anschluss des Kosovo an die EU vor, wobei
dem Gebiet keine volle Souveränität gewährt werden soll. Auch die
übrigen Kleinstaaten auf dem Balkan könnten durch EU-"Erweiterung"
aufgesogen werden oder in ein "Imperium" eingehen, heißt es bei der
"Bosch-Stiftung".

BERLIN/STUTTGART/BELGRADE/PRISTINA (gfp.com) - Les services secrets
allemands ont commencé avec la formation d'organes d'espionnage et de
sécurité au Kosovo. Avec ceci l'influence allemande sur
l'administration du protectorat kosovar semble augmenter. Dans le
secteur de l'économie l'Allemagne dispose également de ses propres
réseaux et s'est assuré une grande influence sur l'expropriation et la
redistribution des biens de l'Etat yougoslave au Kosovo.
En ce qui concerne le futur statut de la province, séparée de la
Yougoslavie depuis la guerre de 1999, Berlin propose plusieurs
options. A part une sécession formelle de Belgrade on discute
différentes formes de mandats de type colonial. Une "Commission
Internationale des Balkans", créée par la Fondation Robert Bosch
propose le rattachement graduel du Kosovo à l'Union européenne (UE)
sans pour autant le doter d'une souveraineté pleine et entière. Selon
la "Fondation Bosch" les autres petits états des Balkans pourraient
aussi être absorbés par des "élargissements" de l'UE ou se dissoudre
dans un "Empire".

BERLIN/STUTTGART/BELGRADE/PRISTINA (gfp.com) - According to Serbian
press reports, German secret services have begun with the training of
espionage and intelligence organizations in Kosovo. It appears that
German influence in the Kosovo protectorate administration is growing.
Germany disposes over its own networks also within the economic sector
and has secured for itself wide ranging influence in expropriation and
redistribution of Yugoslav state property located in Kosovo.
Berlin holds various options concerning the internationally recognized
future status of the province, that was severed during the war on
Yugoslavia. Alongside a formal secession from Belgrade, various other
scenarios of colonial trusteeship are being discussed. The
"International Balkans Commission", initiated by the German "Robert
Bosch Foundation," is suggesting the gradual integration of Kosovo
into the European Union, while withholding full sovereignty. The
remaining mini-states in the Balkans could also be absorbed through
the expansion of the EU or disappear within an "empire", according to
the Bosch Foundation.
