Bombe sui serbi, un morto
Un serbo è stato ucciso e altri tre sono rimasti feriti nel villaggio
di Crnica - a popolazione mista serbo-kosovara - dopo che gli erano
state lanciate contro delle bombe a mano. Andrea Angeli, portavoce
dell'Onu, ha reso noto che il serbo ucciso è il trentacinquenne Milomir
Savic. Quest'episodio è l'ultimo di una serie, che mostra che la
tensione tra comunità serba e albanese in Kosovo è sempre alta. Nelle
scorse settimane due ragazzi che facevano il bagno in un fiume e un
pescatore erano stati uccisi a fucilate.

Another violent Serb death in Kosovo
BELGRADE -- BELGRADE, Monday (Beta) – A Serb injured
in a bomb attack in a village near Gnjilane last night
has died in Camp Bondsteel, the US military base in
Kosovo, an UNMIK spokesman said this morning.
Miomir Savic (35) was heavily wounded by a bomb
apparently thrown at a Serb-owned shop in the village
of Cernica and transferred to the US military hospital.
Another four people suffered slight wounds in the blast.
At the same time as the shop was bombed, a hand
grenade was thrown into a children’s playground in a
Serb-occupied part of the village.
KFOR investigators found a detonator and a large
quantity of explosives in an abandoned Serb house nearby.
Six Serbs have been murdered in Cernica since the
arrival of KFOR in 1999.
he village has a population of 200 Serbs and more than
3,000 Albanians.

Second shooting victim “critical”
CERNICA -- Monday – A man wounded in last night’s bomb
attack on a Serb shop near Gnjilane has been
transferred to Belgrade from a hospital in the
southern city of Vranje.
Relatives of Novica Simjonovic told media that he was
in a critical condition.
One victim of the bombing, Momir Savic (35) died this
morning after being transferred to the US army base
Camp Bondsteel.
Another two victims are in a satisfactory condition in
the Vranje hospital
Locals believe that the bomb was thrown from the yard
of a Serb-owned house whose owner has lived in
Switzerland for the past four years.

Serb injured in Kosovo bomb attack transferred to
Belgrade hospital
19:20 VRANJE , Sept 1 (Tanjug) - One of the four Serbs
injured in last night's terrorist attack in the
eastern Kosovo-Metohija town of Cernica, was
transferred to the Belgrade Orthopedics Clinic on
Monday for further treatment, nurse Tatjana Djordjevic
at the hospital in the southern Serbian town of
Vranje, where three wounded Kosovo Serbs were
admitted, told Tanjug.
Novica Trifunovic, 47, has been admitted to the
Belgrade hospital. The most gravely injured Serb,
Miomir Savic, died today at the United States military
hospital at Bondsteel Base in Kosovo.

Murder victim buried
CERNICA -- Tuesday – Murdered Serb Miomir Savic was
buried today in the village of Cernica near Gnjilane.
About five hundred people, including Return coalition
MPs attended the funeral.
Local Serbs say that the citizens of Cernica will
remain in their homes and will not be going into
refuge as earlier reported.
Miomir Savic is the seventh villager to be killed in
attacks by Albanian extremists since the arrival of
international peacekeepers in Kosovo.
UNMIK has denied reports that explosives have been
discovered in Cernica, a spokesman saying that no
weaponry which could be linked to the murder had been
found.

Formal protest to Albania over "gross interference"
BELGRADE -- Tuesday – The federal Foreign Ministry
today delivered a protest note to the Albanian Embassy
in Belgrade over yesterday’s condemnation by the
Albanian Parliament of the Kosovo Declaration,
Belgrade’s manifesto on Kosovo.
The Albanian Parliament described the declaration
adopted by the Serbian Parliament as a dangerous
return to the unsuccessful nationalist policy which
led to violence during the fall of Yugoslavia.
The Foreign Ministry today described the Albanian
Parliament’s resolution as gross interference into the
internal affairs of a sovereign state and harmful to
neighbourly relations.
The ministry statement noted that Belgrade is
advocating implementation of UN Security Council
resolution 1244 on Kosovo “which clearly confirms the
territorial sovereignty and integrity of
Serbia-Montenegro”.
The protest note accuses the Albanian Parliament in
its resolution as contradicting Tirana’s proclaimed
policy of strengthening stability and cooperation in
the region.

(ANSA) - PRISTINA, 4 SET - Circa 150 prigionieri rinchiusi in una
delle cinque sezioni del carcere di Dubrava, nel Kosovo centrale, si
sono asserragliati nella tarda mattinata di oggi nelle proprie celle
impedendo agli agenti di custodia di accedervi. ''Non si conoscono
ancora esattamente le ragioni della protesta'' ha detto all'Ansa
Andrea Angeli, portavoce della missione delle Nazioni Unite in Kosovo
(Unmik). Nel carcere di Dubrava sono rinchiusi complessivamente
circa 800 detenuti ma gli altri, ospitati nelle restanti quattro
sezioni, per il momento non si sono uniti alla protesta. Dal 2001
nella prigione sono in servizio 10 agenti di custodia italiani e 25
turchi, ma nessuno degli italiani presta servizio nel ''gruppo'' dove

KOSOVO: INCENDIO NELLA PRIGIONE IN RIVOLTA, CINQUE MORTI
(ANSA) - PRISTINA, 5 SET - Cinque detenuti albanesi sono morti nel
corso di un incendio divampato nel blocco numero due del carcere di
Dubrava, nel Kosovo centrale, dove ieri era iniziata una rivolta da
parte dei reclusi che chiedevano migliori condizioni di vita.
''Le fiamme erano state appiccate per protesta dagli stessi detenuti,
che poi ne hanno perso il controllo'', ha detto all' Ansa Andrea
Angeli, portavoce della missione delle Nazioni Unite (Unmik). Un
sesto detenuto e' rimasto ustionato in modo grave, mentre vi e' un
numero imprecisato di feriti. Nella stessa prigione sono presenti dal
2001 10 agenti della polizia penitenziaria italiana, che tuttavia non
sono stati coinvolti nei disordini. La protesta, iniziata nel
pomeriggio di ieri nel blocco numero due che ospitava circa 150 degli
800 prigionieri presenti a Dubrava, nel corso della notte si era
estesa anche al blocco numero tre, dove oggi invece la situazione e'
tornata sotto controllo. L' incendio ha completamente devastato
questa ala della prigione i cui detenuti sono stati ora trasferiti in
altri ambienti della struttura. Secondo fonti dell' Unmik, la

Turbulence Occurs in Kosovo's Biggest Prison
A group of prisoners occupied one of the five blocks of the "Durava"
prison in Kosovo Thursday, demanding better living conditions, said
Berry Fletcher, spokesman of the UN Interim Administration in Kosovo.
Fletcher told the Beta news agency that prisoners seized the control of
a part of the "Durava," about 70 kilometers west to Pristina,
protesting poor living conditions and bad food in the prison, the
biggest in Kosovo. No one was injured in the incident,he added.
Andrea Angeli, spokesman of the NATO-led peacekeeping force in Kosovo,
said that the incident happened at about noon time when some 150
prisoners prevented guards from entering the block. He said that the
situation is under control, hoping the problem to beresolved soon, he
was quoted by Beta as saying.
Kosovo, a province of Serbia of Serbia and Montenegro, has beenunder UN
administration since June 1999 following 11 weeks of NATO bombing.

ROUNDUP: Five prisoners dead, sixteen injured in prison riot

Pristina, Kosovo - Five prisoners were killed and sixteen hospitalized
in a fire caused when prisoners set fire to their mattresses during a
demonstration in Kosovo's largest prison, a senior United Nations
official in Pristina said Friday.
At least one of the hospitalized prisoners, who were protesting prison
conditions, is still in critical condition. A prison official has also
been hospitalized for smoke inhalation, Paul Coffey the director of
Justice Department of the U.N. mission in Kosovo told reporters.
The incident occurred in one of the five cell blocs of the Dubrava
prison, some 70 kilometres west of the capital Pristina, which hosts
some 800 prisoners.
Shortly after noon on Thursday a group of prisoners forcibly overcame
several unarmed guards inside the building, and barricaded the main
entrance.
After the failure of several hours of talks - mediated by human rights
activists - the U.N. officials who run Kosovo's penal division decided
to forcibly retake the cell bloc.
"At approximately 22:45 guards, who were unarmed, protected by shields
and helmets, attempted to enter the building through the main entry
way. Some one inside threw a mattress, which had been set on fire.
Prisoners than set fire to other mattresses, which caused the fire to
burn quickly beyond their control", Coffey explained.
The U.N. official said an international judge will be appointed to
investigate the incident, and an independent mixed panel of
international and local officials will be formed to look into the

MOSCOW CONCERNED OVER ETHNIC MINORITIES' STATUS IN KOSOVO
MOSCOW, September 4, 2003. (RIA Novosti) - Moscow is
concerned over topical issues of ethnic minorities'
security, above all the Serbian community, as well as
regarding their proper representation in the ad-hoc
organs of power in Kosovo. RIA Novosti Foreign
Minister Igor Ivanov said this at a meeting in Moscow
on Thursday with Harri Holkeri, the United Nations
secretary general's special envoy and head of UN
Kosovo mission.
As reported by the Russian Foreign Ministry, they
stressed the need for stepping up efforts for the
return of refugees to Kosovo.
The sides have reaffirmed their adherence to the
"standards after status" concept, providing for the
ensurance of the required basic democratic conditions
for the adoption of a final decision on a status for
Kosovo. They have also expressed mutual interest in
the continuation of interaction on the Kosovo issues
and stressed the need for arranging a dialogue between
Belgrade and the Kosovo capital Pristina.

PRESIDENT PUTIN BRINGS UP THE MATTER OF HUMANITARIAN CATASTROPHE IN
KOSOVO.
Strange though it may seem, Vladimir Putin's latest statement on the
Kosovo issue went mostly unnoticed by the media, Russian and foreign
alike. The statement was made the other day at the meeting with
President of Bulgaria Georgy Pyrvanov. The matter concerned the
lamentable lot of the locals, Serbs in the area occupied by NATO
troops since 1999, the area Russian peacekeepers left a couple of
months ago. Essentially, the statement may be viewed as the Kremlin's
first resolute demarche in the Balkans. Not in the Balkans alone, as a
matter of fact. It is as though Moscow has found its voice. Moscow has
not used this tone since Yeltsin when he claimed he would not let NATO
into Kosovo.
Making a speech in Sochi, the president of Russia pointed out the facts
we always, even without thinking, list as crying injustice. Like back
in 1998, when Albanians were leaving Kosovo - first 25,000, then
30,000, 40,000 - and everybody was talking of a humanitarian
catastrophe. This time, 250,000 Serbs left Kosovo, but the
international community is playing mum's the word. Here is a question:
what is NATO doing over there, and what did our paratroops do there?
What did they accomplish save for the unprecedented in the history of
peacekeeping operations nocturnal forced march from Bosnia to Pristina?
For starters, we should try to understand who Putin meant emphasizing
this crying discrepancy of figures and facts, this undeniable use of
dual standards in international affairs. Who did Putin address these
emotional phrases to? If he addressed them to president of the country
scheduled to chair the OSCE as of January 2004, it is one thing.
Pyrvanov should know what is happening across the borders of his own
country, what he should pay special attention to. If that is what
Putin meant, then it is a friendly message, nothing more. But if Putin
meant it as a message to the West that declared a war on Yugoslavia and
invaded Kosovo, it is a different matter altogether.
Why does the West pretend that nothing is happening? Nobody in the West
is saying so much as a single word about the humanitarian catastrophe.
Remember European capitals five years ago? Parliaments seethed,
demanding Slobodan Milosevic to be punished. All countries, even the
ones that had advocated a peaceful solution to the problem,
volunteered to participate in the NATO operation. Russia was left
alone, without a single ally to support its stand on the matter.
What happened afterwards merely deteriorated the situation. Russia sent
its troops to Kosovo without an invitation and failed to alter the
correlation of forces. On the other hand, it shouldered responsibility
for what was happening in the region. Serbs never got the protection
they needed either from NATO or from Russian peacekeepers. Ethnic
purges continue. The impression is that Europe with its permanent
bodies like the OSCE and European Parliament is used to this state of
affairs. Moreover, it is not interested in Russia's opinion out of
habit. As a matter of fact, Hari Halkerey, Special Envoy of the UN
Secretary General, did come to Moscow not so long ago for
consultations with the Foreign Ministry. Foreign Minister Igor Ivanov
is leaving for Serbia and Montenegro soon where he intends to bring up
the matter. It seems that Russia is determined to regain the positions
it once had and is taking steps to that end. It would have been great,
had it been true. But isn't it a bit too late? With all our sympathies
with Bulgarians and eagerness for restoration of mutual friendship,
this country's determination to join NATO and the European Union
remains firm. Pyrvanov reiterated it in Sochi.
To tell the truth, our president already had a chance to say all of
that more than once, both in the inner circle, and in public. Say, at
the St. Petersburg jubilee or at the G8 summit in Avian.
Unfortunately, in both episodes the situation in Kosovo was viewed as
"an example of fruitful cooperation" between Russia and NATO. Judging
by the final documents, both sides take pride in their successes in
this sphere. Nobody mentioned the scale of the Serbs' mass exodus.
Putin went against the tradition all of a sudden. Logically, we should
try to understand why it all happened the way it happened. And whose
fault it is. Just to know it. Just to be prepared. So far, however,
there have been no comments.

demanded that UNMIK and KFOR provide security for
schools and school buses, and thus prevent future

KOSOVO: MINORI PRIME VITTIME NUOVA ESCALATION DI VIOLENZE
(ANSA) - ROMA, 8 SET - Save the Children, insieme con le altre Ong che
costituiscono il Forum per i Diritti dei Minori in Kosovo (CARE,
Catholic Relief Services, Mercy Cops e l'Unicef come osservatore)
chiede ai leader politici del Kosovo ed alle forze di peace keeping di
fare tutto il possibile per prevenire atti di violenza contro i minori
e per costruire un futuro di pace e di sviluppo per tutti i giovani
kosovari, senza distinzione di etnia, religione o nazionalita'.
In un comunicato l' organizzazione sottolinea che in Kosovo i bambini
''sono le prime vittime di una nuova ondata di violenze''. Il 2 agosto
due ragazze di 11 e 14 anni sono state uccise a Pec (Peja in albanese)
dai colpi d'arma da fuoco esplosi da un auto in corsa da uomini non
identificati. Il 13 agosto a Gorazdevac (enclave serba poco fuori Pec)
due ragazzi di 11 e 16 anni sono stati uccisi dalla raffica di un auto
in corsa mentre facevano il bagno nel fiume che attraversa la
cittadina. Entrambi gli episodi sono stati attribuiti alle formazioni
estremistiche albanesi.
Negli ultimi mesi , inoltre, -prosegue il comunicato- si sono
registrati numerosi casi di violenze contro la comunita' serba.
Bambini e adolescenti sono quelli che stanno pagando il prezzo piu'
alto.
Il diritto dei minori alla vita e alla protezione in situazioni di
conflitto - si ricorda nel comunicato - e' stabilito dalla Convenzione
ONU sui Diritti dei minori ed e' accolto dalla maggior parte degli

Assailants stone convoy of Serb children
PEC -- Monday – A bus convoy carrying Serb children
was stoned today on the Kosovska Mitrovica-Pec road in
Kosovo, Beta news agency reports.
Windows were broken by none of the children were hurt.
The children were returning to Gorazdevac from
Belgrade where they met Serbian Prime Minister Zoran
Zivkovic.

KOSOVO: UCCISO IN AGGUATO AGENTE ALBANESE
(ANSA) - PRISTINA, 7 SET - Un agente albanese del corpo di polizia
del Kosovo (Kpc) e' stato ucciso la notte scorsa in un agguato
avvenuto nel villaggio di Ponushe nel Kosovo occidentale a ridosso
con il confine dell'Albania: l'ha detto all'Ansa Andrea Angeli,
portavoce della missione delle Nazioni Unite (Unmik). L'agente,
Hajdar Ahmeti, 27 anni, era appena smontato dal servizio e a bordo
della sua autovettura stava rientrando a casa quando un gruppo di
uomini armati ha aperto il fuoco con armi automatiche, uccidendolo
sul colpo. Non si conosce al momento il movente di questa uccisione,
ne' se sia legata ad eventuali indagini svolte dall'agente.
Appena 24 ore prima nel vicino villaggio di Irzniq, sconosciuti
avevano compiuto un altro omicidio uccidendo un uomo, Halil Cekaj:
anche in questo caso gli autori sono finora sconosciuti. (ANSA).

Kidnapping attempt of two young Serbian women in Dobrotin village

15:41 KOSOVSKA MITROVICA - A group of ethnic Albanians on Monday
attempted to kidnap Dusica Popovic (23) and Milena Curcic (15) in the
village of Dobrotin, central Kosovo-Metohija, regional television
"Most" in Zvecan reported.
It is specified that the incident took place around 11.00 in the
village center when a white ford fiesta stopped and the driver and
passengers tried to force the two Serb women into the car.

Girl stabbed in Kosovo

GNJILANE -- A 16-year-old girl was stabbed this morning near the town
of Gnjilane in Kosovo, a spokesman for the UN mission in the province
told Beta news agency.
Andrea Angeli said the girl had suffered two stab wounds to the chest,
but that she was not in a critical condition.
Kosovo Serb sources told Beta that a Roma girl had been raped and
stabbed in the Gnjilane area this morning. Angeli said he could not
confirm the report but that an investigation was underway.

KOSOVO: ARRESTATI DUE SOLDATI KFOR, TRAFFICAVANO SIGARETTE
(ANSA) - PRISTINA, 12 SET - Due soldati ucraini appartenenti al
contingente a comando americano della Kfor (forza di pace a guida
Nato), sono stati arrestati oggi a Ferizaj (nel Kosovo orientale) con
l'accusa di contrabbando di sigarette. Insieme con loro sono finiti
in carcere anche due cittadini albanesi della Macedonia. Lo ha detto
all'Ansa Andrea Angeli, portavoce della missione delle Nazioni Unite
(Unmik). Al momento dell'arresto i soldati ucraini stavano
scaricando da bordo di un camion militare sigarette per una valore di
circa 200mila Euro. La polizia dell'Unmik, che ha condotto
l'operazione, sospetta che le sigarette siano state importate
illegalmente dalla vicina Macedonia, proprio grazie alla copertura
offerta dal veicolo militare ucraino che come tutti i mezzi della
Kfor non era sottoposto a controlli di dogana. Nella brigata
multinazionale est della Kfor a comando Usa, sono inquadrati circa
350 militari ucraini ai quali e' affidata la sicurezza delle
cittadine di Kacanik e Sterpce, entrambe a ridosso della frontiera

Clinton, in visita a Pristina, capoluogo della provincia serba del

fare ora che Milosevic non e' piu' al potere - ha detto ai circa 200
studenti che lo ascoltavano -. Volete vendicarvi? Spero di no. Dovete
cercare di perdonare''. L'ex presidente americano - ricevuto in
mattinata all' aeroporto di Pristina dal presidente kosovaro Ibrahim
Rugova - e' considerato un eroe dalla maggioranza albanese del
Kosovo. Clinton era alla guida dell' amministrazione Usa durante i
bombardamenti della Nato del 1999 contro l'allora Jugoslavia, e aveva
gia' visitato il Kosovo nel novembre di quell'anno. A quattro anni
dalla fine del conflitto, in Kosovo le violenze antiserbe sono ancora
frequenti. Piu' di 200.000 serbi hanno lasciato la provincia per non
essere presi di mira dagli estremisti albanesi. Quelli che sono
rimasti - tra 80.000 e 120.000 - vivono in gran parte in 'enclaves'
protette dai soldati della Nato. Dopo una visita a Camp
Bondsteel, che con i suoi 2.000 soldati e' la base americana piu'
importante nella regione, nel tardo pomeriggio Clinton lascera' il
Kosovo per la Bosnia. Domani, a Srebrenica, l'ex presidente
partecipera' all' inaugurazione di un cimitero per i musulmani

Bulgarians Attacked in Kosovo
Two Bulgarian trucks were attacked in Kosovo on their
way back to Bulgaria. That was announced Tuesday by
the Chief secretary with the Interior Ministry upon
his return from the United States. Five Bulgarian
nationals traveled with the trucks, the authorities
said. Five kilometers away from Pristina, one of the
vehicles waited for the other since they got lost on
the way. Just when the second truck arrived, the
Bulgarians were attacked as one of them - a 59
year-old Bulgarian was badly injured.

Swedish soldier killed, another injured in blast in
Kosovo
PRISTINA, Serbia-Montenegro, Sept 13 (AFP) - A Swedish
soldier serving with NATO-led peacekeeping force in
Kosovo (KFOR) was killed and another was injured on
Saturday in an accidental blast in a military base,
KFOR officials said.
"One soldier was immediately killed and another was
severely injured when an explosive charge was
detonated by mistake in a Swedish military base" in
Avajlia, near the provincial capital Pristina, a
spokesman for the Swedish troops told AFP.
Kosovo became a UN protectorate in 1999 after NATO
forced Serbian forces controlled by then president
Slobodan Milosevic to relinquish the ethnic-Albanian
dominated province. Some 21,000 NATO soldiers serve
with KFOR troops in Kosovo.

Serb bodies returned from Kosovo
MERDARE -- Thursday – The bodies of four Serbs killed
in Kosovo were handed over to their families at the
Merdare border crossing today.
The families took the bodies of 87-year-old Jovan
Lazarevic who was abducted in Djakovica, Petar Djuric
who was murdered in his Istok home, Gordana Jovanovic
(48), murdered in Prizren together with her husband
and another Prizren murder victim, Radivoje Drakulovic (67)
More than 209 bodies, eighty of which have been
identified, have been exhumed in Kosovo this year
according to Belgrade figures.

Banja Luka - From 1998 up to this day 1,303 Serbs have disappeared from
Kosmet (Kosovo-Metohija), although this figure is not final, the
Association of Families of Abducted and Missing Serbs from
Kosovo-Metohija has said.
A member of the association's headquarters in Belgrade, Dragana
Majstorovic, told SRNA that of all the Kosmet Serbs who have been
abducted or missing since 1998, more than 90 per cent have been
abducted or missing since the arrival (in summer 1999) of
international stabilization forces - Kfor (Kosovo Force) - in this
southern Serbian province.
"We hope for all Serb associations to unite into one organization so we
can point to the real truth regarding the suffering of Serbs in areas
of the former Yugoslavia," Majstorovic added, whose 17-year-old son
Ivan, a secondary school student, disappeared on 19 August 1999 in
Pristina.

Kosovo Serb refugees allege intimidation
Podujevo -- Friday – Some 30 Kosovo Serb families have
postponed their return to the province claiming the
Albanian-language press has called on ethnic Albanians
to demolish their homes.
“The press has strongly criticised the project, saying
that each and every Albanian has the right to demolish
every such house,” said Caslav Bojovic, the head of
the Vidovdan Association of Serb Refugees from Kosovo.
Bojovic said that construction of the new homes in
Podujevo had been stopped.
Some 30 families had signed up to return to the
municipality just over the border from Serbia proper.
Just 20 of the 2,000 Serbs who lived in the
municipality before the conflict are left.

KOSOVO SERB MEDIA JOURNALISTS RECEIVE DEATH THREATS

A group of Kosovo journalists for media in the Serbian language were
ambushed by a vehicle from which the passengers delivered a death
threat. The journalists were returning from mass in Obilic.
Journalists of KIM Radio and the Voice of the South have told BETA that
persons dressed in camouflage gear had made throat cutting gestures at
them from a black Golf while they were leaving the centre of Obilic.
They slowed down their vehicle several times on the way to Pristina.
This incident has been reported to the police.

Soldiers ambushed in southern Serbia
BELGRADE -- Wednesday – A major in the
Serbia-Montenegro army has been shot and wounded in an
ambush in southern Serbia, B92 reports.
The major was wounded when his vehicle came under
machine-gun fire at about 4.30 this afternoon on the
Lucane-Dobrosin road. He was transported to hospital
in Vranje.
A second soldier was shot but escaped unhurt thanks to
his bulletproof vest.
The Presevo valley, bordering UN-governed Kosovo, was
rocked by an ethnic Albanian insurgency in 2001.
Though a NATO-backed plan brought an end to the worst
of the violence, tensions remain between the Serb and
ethnic Albanian populations.
The OSCE mission to Serbia-Montenegro quickly
condemned the attack, which it blamed on “terrorists”.
Ambassador Maurizio Massari said the attackers “do not
have the right to negatively affect stability in this
multi-ethnic constituency. The OSCE Mission will do
everything within its mandate to ensure that stability
and security are maintained in southern Serbia.”
Nebojsa Covic, the head of Belgrade’s Coordination
Centre for Kosovo, has travelled to Vranje to visit
the injured major.

Belgrade condemns “terrorist” attack
BELGRADE -- Wednesday – Belgrade has accused ethnic
Albanian “terrorists” of trying provoke a military
reaction in southern Serbia, after an army officer was
shot three times in an ambush this afternoon near the
town of Lucane.
“It is another attempt to escalate the conflict in the
southern municipalities and former Ground Safety Zone.
After a period of quiet, Albanian terrorist groups
have resumed activities”, Boris Tadic,
Serbia-Montenegro’s defence minister, said tonight.
Major Rahman Bandic was shot in the head, chest and
pelvis when attackers opened machine-gun fire on his
vehicle on the Lucane-Dobrosin road. He was taken to
hospital in Vranje, and later transferred to the
Military-Medical Academy in Belgrade, where his
condition is said to be stable.
The town of Lucane is a former stronghold of the
Liberation Army of Presevo, Medvedja and Bujanovac, an
ethnic Albanian extremist group that led a wave of
attacks on Serbian police and army units in 2001 in
the Presevo valley, a region of southern Serbia
bordering Kosovo.
Tadic accused Albanian extremists of trying to provoke
the Serbia-Montenegro military and win the attention
of the international community. He claimed they
included members of the Kosovo Protection Corps, a
civil unit created by the United Nations mission in
Kosovo from the ranks of the disbanded Kosovo
Liberation Army.
“Our operative data indicates that these are not only
members of the illegal Albanian National Army, but
also people from the Kosovo Protection Corps who have
their own political benefactors,” he said.

SHOOTING INCIDENT IN SOUTHERN SERBIA
An unknown gunman or gunmen fired about 50 bullets at
a jeep carrying Serbian Army Major Rahman Bandic near
Dobrosin in the Presevo Valley region of southern
Serbia on 24 September, injuring him but not
seriously, Reuters reported. In Belgrade, Serbia and
Montenegro's Defense Minister Boris Tadic called the
incident a "terrorist attack." He said that not only
the shadowy Albanian National Army (AKSH) but also
Kosova's Civilian Defense Corps (TMK) have had a role
in recent violence in the region, RFE/RL's South
Slavic and Albanian Languages Service reported. An
OSCE spokesman described the shooting as a "cowardly
act of violence." Dobrosin is near the border with
Kosova and was the scene of guerrilla activity in
2000-01. During the summer of 2003, the Serbian
authorities frequently accused unnamed "Albanian
extremists" of seeking to destabilize southern Serbia
through violence. Local Albanians charged that the
Serbian authorities were themselves exacerbating

Army major recovering after shooting
NIS -- Thursday – Serbia-Montenegro army major Rahman
Bandic is recovering in hospital after being shot

Sreten Milenkovic, head of the Military Hospital in

operated on last night.

oggi nel Kosovo occidentale contro un albanese che aveva testimoniato
in un importante processo, che vedeva coinvolti ex guerriglieri dell'
ormai disciolto Esercito di Liberazione del Kosovo (Uck).
L'attentato, avvenuto nella citta' di Pec, e' stato compiuto con un
ordigno comandato a distanza, che e' esploso al passaggio dell' auto
sulla quale viaggiava il testimone. Il veicolo era blindato e
questo ha evitato che la potente deflagrazione provocasse vittime.
La notizia dell' attentato e' stata confermata all' Ansa da Andrea
Angeli, portavoce della missione delle Nazioni Unite (Unmik), il
quale tuttavia non ha fornito dettagli sull' identita' dell'
obiettivo dell' esplosione ne' sul suo movente. Altre fonti
investigative hanno tuttavia riferito che l'uomo era stato in passato
comandante delle Fark, un movimento di guerriglia che prima del
conflitto del 1999 in Kosovo, che vide la partecipazione della Nato,
era in contrapposizione con l'Uck. Il testimone, del quale non e'
stata rivelata finora l'identita', aveva recentemente testimoniato ad
un processo che vedeva imputati importanti comandanti dell' Uck,

Kosovo trial witness narrowly escapes death
A Kosovo witness in a high-profile murder case
narrowly escaped an assassination attempt, officials said.
Ramiz Muriqi, a prosecution witness in the trial of
five former rebels jailed for illegally detaining and
murdering four fellow ethnic Albanians in 1999, was
targeted in the attack using an explosive device
placed in a manhole.
The attack happened early Friday in the western town
of Pec when the device was set off as Muriqi drove
over the manhole.
"This was a cowardly act that we believe was aimed at
Muriqi and took place in a densely populated area in
Pec, close to a children's playground," said Joel
Singelton, spokesman for the UN police in the town
some 85 kilometers (50 miles) west of the capital Pristina.
Singleton said no suspects have been arrested.
Earlier this year two other witnesses in the
well-publicised trial were assassinated after the
former members of the now disbanded Kosovo Liberation
Army received up to 15 years for the murders.
Kosovo came under UN and NATO control in June 1999
after the Alliance waged a 78-day bombing campaign
against Yugoslav forces to punish them for their
crackdown on ethnic Albanians in Kosovo.

protest stroll along the central city streets, they

the United States, which contribute staff to the UNMIK
and KFOR missions in Kosovo.
The demarche, read out by Association representative
Boris Mandic, called on Western governments to make
efforts aimed at finding and bringing before the
Hague-based war crimes tribunal the perpetrators of
crimes against Serbs and other non-Albanians and that
the UN Security Council declare the Albanian national
army a terrorist organisation.

Kosovo Serbs protest in Belgrade
BELGRADE -- Friday – Around 100 Serbs from Kosovo have
begun protesting in Belgrade outside the embassies of
countries with a military presence in the UN-governed
province.
The members of the Kosovo Democratic Youth Association
and the Serb National Council of Metohija are calling
for the arrest of those responsible for the killing of
two Serb youths in the town of Gorazdevac in August.

IMPLEMENTING THE ADRIATIC CHARTER CONFERENCE
A two-day Ohrid Conference on Implementing the
Adriatic Charter has began with the panel discussion
on "The Challenges that Adriatic Group Face With," led
by the host, the Macedonian Foreign Minister Ilinka
Mitreva.
The signing of the US-Adriatic Charter four months ago
in Tirana, Albania, was the factor of new partnership
in Europe, building of model of regional co-operation
and speeded up processes for integration of the three
countries in Europe, Macedonian Foreign Minister
Ilinka Mitreva said.
The accomplishment of the strategic goal means solid
foundation for peace and prosperity in the European
region, Mitreva said, adding "we are fully aware of
the importance of this moment in the European history
and we are also prepared to take our responsibility
contributing to security as safer partners, NATO -
allies and finally as EU members."
She pointed out the US support as the partner to the
Adriatic Charter, the support of the 19 NATO
member-states at the recently held Prague Summit and
support of the leaders of Visegrad Group and Vilnius
Group.
"The implementing the Adriatic Charter demands
combination of interior reforms and regional and
multilateral co-operation. Everything we do in order
to fulfil our joint aspirations to join the European
institutions will be the partnership of individual
accomplishments and collective political action,"
Mitreva said. She said that the countries from the
region should put up the challenge by themselves in
finding the ways to speed up the reforms in the
society and to develop more perfect mechanisms for
regional co-operation.
Foreign Minister welcomed the guests from other
countries of the region emphasising that the
membership in the Adriatic Charter is always open.
Mitreva at the panel discussion said that countries
aspirants on their path to NATO and EU should focus on
issues on what can be done for sooner implementation
of the interior reforms, and especially on threats
which represent a real danger for European democracies
in development of the region, like the crime,
corruption, illegal traffic in weapons, drugs and
people.
Bruce Jackson, Director of the Project on Transitional
Democracies, said that the Adriatic Charter is a
framework for democratic processes in the region and
if accomplished, will lead these countries to NATO.
Jackson said that the ministers who participate at
Ohrid Conference expressed preparedness to cooperate
with Serbia and Montenegro and Bosnia and Herzegovina
and on afternoon session it is possible to build a
position on enlargement of the Adriatic Group from
three to five countries.
No talks on Kosovo have been led at the first panel
discussion.
Answering the question whether Kosovo should be
included in the Adriatic Group and Euro-Atlantic
integration processes, Bruce Jackson stressed "the
best help for this region would be if all are included
in the integration processes."
"There is much promise of the fact that Defence
Ministers in this region discuss and work together.
This does not mean that they must agree on everything
immediately. It needs time for this," Carl Bildt, the
former Swedish PM, said after the first panel
discussion.
He said that we are on a good path than before but
much had to be done. "Many mistakes had been done on
the Balkans in the past 10 years and they should be
disclosed," Bildt said, expressing his concern over
the economic and social situation in the region.
He considers that there are no real threats for the
Balkans, and the world faces with the threats of the
organised crime and the terror. Bildt assessed that if
Serbia and Montenegro and Bosnia and Herzegovina are
to be included in the Adriatic Charter it will mean an
important step, warning that the international
community can not only help the Balkans but the
countries from the region must help themselves by
continuation of the democratic processes.
"The international community is here to help and not
to decide," Carl Bildt said.
At the opening of the Adriatic Charter Conference in
Ohrid on, U.S. Ambassador Lawrence Butler delivered a
message from Secretary of State Colin Powell to the
Conference participants.
He congratulated on the commitments of the countries
to enhance co-operation among the nations of southeast
Europe and to advance each of Macedonia, Croatia and
Albania partnership with NATO. He said he was proud
that was able to join the countries in Tirana in May
for the signing of the Adriatic Charter.
"You and your neighbours are on a clear path towards
Euro-Atlantic Integration, and the United States
supports that process for each nation in the region.
However, each of you must do the difficult work of
reform," reads the message.
"Your work together in the region to expand
co-operation between your states and at home to
further the development of democracy and market
economies demonstrates your commitment to achieve
together a new level of peace and prosperity for all
your peoples. On behalf of the United States, I wish
you continued success in this joint endeavour," reads
the message from US Secretary of State Colin Powell.
A working experts group is to be formed to prepare and
elaborate the strategy, programme and future projects
by the countries-signatories of the Adriatic Charter.
Several informal bilateral meetings between the
participants will be held in the margins of the
conference.
The Adriatic Charter signing ceremony was held on May
2, 2003 in Tirana by the Foreign Ministers of
Macedonia, Albania and Croatia Ilinka Mitreva, Ilir
Meta and Tonino Picula, and the US Secretary of State
Colin Powell.
Numerous meetings at different levels were realised
within the frameworks of the political, defensive and
parliamentary dimension as well as protection of the
exchanged information in the Adriatic Charter.
Ninety journalists from Macedonia and abroad follow
the Ohrid Conference.

Bombe sui serbi, un morto
Un serbo è stato ucciso e altri tre sono rimasti feriti nel villaggio
di Crnica - a popolazione mista serbo-kosovara - dopo che gli erano
state lanciate contro delle bombe a mano. Andrea Angeli, portavoce
dell'Onu, ha reso noto che il serbo ucciso è il trentacinquenne Milomir
Savic. Quest'episodio è l'ultimo di una serie, che mostra che la
tensione tra comunità serba e albanese in Kosovo è sempre alta. Nelle
scorse settimane due ragazzi che facevano il bagno in un fiume e un
pescatore erano stati uccisi a fucilate.

Another violent Serb death in Kosovo
BELGRADE -- BELGRADE, Monday (Beta) – A Serb injured
in a bomb attack in a village near Gnjilane last night
has died in Camp Bondsteel, the US military base in
Kosovo, an UNMIK spokesman said this morning.
Miomir Savic (35) was heavily wounded by a bomb
apparently thrown at a Serb-owned shop in the village
of Cernica and transferred to the US military hospital.
Another four people suffered slight wounds in the blast.
At the same time as the shop was bombed, a hand
grenade was thrown into a children’s playground in a
Serb-occupied part of the village.
KFOR investigators found a detonator and a large
quantity of explosives in an abandoned Serb house nearby.
Six Serbs have been murdered in Cernica since the
arrival of KFOR in 1999.
he village has a population of 200 Serbs and more than
3,000 Albanians.

Second shooting victim “critical”
CERNICA -- Monday – A man wounded in last night’s bomb
attack on a Serb shop near Gnjilane has been
transferred to Belgrade from a hospital in the
southern city of Vranje.
Relatives of Novica Simjonovic told media that he was
in a critical condition.
One victim of the bombing, Momir Savic (35) died this
morning after being transferred to the US army base
Camp Bondsteel.
Another two victims are in a satisfactory condition in
the Vranje hospital
Locals believe that the bomb was thrown from the yard
of a Serb-owned house whose owner has lived in
Switzerland for the past four years.

Serb injured in Kosovo bomb attack transferred to

19:20 VRANJE , Sept 1 (Tanjug) - One of the four Serbs
injured in last night's terrorist attack in the
eastern Kosovo-Metohija town of Cernica, was
transferred to the Belgrade Orthopedics Clinic on
Monday for further treatment, nurse Tatjana Djordjevic
at the hospital in the southern Serbian town of
Vranje, where three wounded Kosovo Serbs were
admitted, told Tanjug.
Novica Trifunovic, 47, has been admitted to the
Belgrade hospital. The most gravely injured Serb,
Miomir Savic, died today at the United States military
hospital at Bondsteel Base in Kosovo.

Murder victim buried
CERNICA -- Tuesday – Murdered Serb Miomir Savic was
buried today in the village of Cernica near Gnjilane.
About five hundred people, including Return coalition
MPs attended the funeral.
Local Serbs say that the citizens of Cernica will
remain in their homes and will not be going into
refuge as earlier reported.
Miomir Savic is the seventh villager to be killed in
attacks by Albanian extremists since the arrival of
international peacekeepers in Kosovo.
UNMIK has denied reports that explosives have been
discovered in Cernica, a spokesman saying that no
weaponry which could be linked to the murder had been
found.

Formal protest to Albania over "gross interference"
BELGRADE -- Tuesday – The federal Foreign Ministry
today delivered a protest note to the Albanian Embassy
in Belgrade over yesterday’s condemnation by the
Albanian Parliament of the Kosovo Declaration,
Belgrade’s manifesto on Kosovo.
The Albanian Parliament described the declaration
adopted by the Serbian Parliament as a dangerous
return to the unsuccessful nationalist policy which
led to violence during the fall of Yugoslavia.
The Foreign Ministry today described the Albanian
Parliament’s resolution as gross interference into the
internal affairs of a sovereign state and harmful to
neighbourly relations.
The ministry statement noted that Belgrade is
advocating implementation of UN Security Council
resolution 1244 on Kosovo “which clearly confirms the
territorial sovereignty and integrity of
Serbia-Montenegro”.
The protest note accuses the Albanian Parliament in
its resolution as contradicting Tirana’s proclaimed
policy of strengthening stability and cooperation in
the region.

KOSOVO: INCENDIO NELLA PRIGIONE IN RIVOLTA, CINQUE MORTI
(ANSA) - PRISTINA, 5 SET - Cinque detenuti albanesi sono morti nel
corso di un incendio divampato nel blocco numero due del carcere di
Dubrava, nel Kosovo centrale, dove ieri era iniziata una rivolta da
parte dei reclusi che chiedevano migliori condizioni di vita.
''Le fiamme erano state appiccate per protesta dagli stessi detenuti,
che poi ne hanno perso il controllo'', ha detto all' Ansa Andrea
Angeli, portavoce della missione delle Nazioni Unite (Unmik). Un
sesto detenuto e' rimasto ustionato in modo grave, mentre vi e' un
numero imprecisato di feriti. Nella stessa prigione sono presenti dal
2001 10 agenti della polizia penitenziaria italiana, che tuttavia non
sono stati coinvolti nei disordini. La protesta, iniziata nel
pomeriggio di ieri nel blocco numero due che ospitava circa 150 degli
800 prigionieri presenti a Dubrava, nel corso della notte si era
estesa anche al blocco numero tre, dove oggi invece la situazione e'
tornata sotto controllo. L' incendio ha completamente devastato
questa ala della prigione i cui detenuti sono stati ora trasferiti in

Turbulence Occurs in Kosovo's Biggest Prison
A group of prisoners occupied one of the five blocks of the "Durava"
prison in Kosovo Thursday, demanding better living conditions, said
Berry Fletcher, spokesman of the UN Interim Administration in Kosovo.
Fletcher told the Beta news agency that prisoners seized the control of
a part of the "Durava," about 70 kilometers west to Pristina,
protesting poor living conditions and bad food in the prison, the
biggest in Kosovo. No one was injured in the incident,he added.
Andrea Angeli, spokesman of the NATO-led peacekeeping force in Kosovo,
said that the incident happened at about noon time when some 150
prisoners prevented guards from entering the block. He said that the
situation is under control, hoping the problem to beresolved soon, he
was quoted by Beta as saying.
Kosovo, a province of Serbia of Serbia and Montenegro, has beenunder UN
administration since June 1999 following 11 weeks of NATO bombing.

ROUNDUP: Five prisoners dead, sixteen injured in prison riot

Pristina, Kosovo - Five prisoners were killed and sixteen hospitalized
in a fire caused when prisoners set fire to their mattresses during a
demonstration in Kosovo's largest prison, a senior United Nations
official in Pristina said Friday.
At least one of the hospitalized prisoners, who were protesting prison
conditions, is still in critical condition. A prison official has also
been hospitalized for smoke inhalation, Paul Coffey the director of
Justice Department of the U.N. mission in Kosovo told reporters.
The incident occurred in one of the five cell blocs of the Dubrava
prison, some 70 kilometres west of the capital Pristina, which hosts
some 800 prisoners.
Shortly after noon on Thursday a group of prisoners forcibly overcame
several unarmed guards inside the building, and barricaded the main
entrance.
After the failure of several hours of talks - mediated by human rights
activists - the U.N. officials who run Kosovo's penal division decided
to forcibly retake the cell bloc.
"At approximately 22:45 guards, who were unarmed, protected by shields
and helmets, attempted to enter the building through the main entry
way. Some one inside threw a mattress, which had been set on fire.
Prisoners than set fire to other mattresses, which caused the fire to
burn quickly beyond their control", Coffey explained.
The U.N. official said an international judge will be appointed to
investigate the incident, and an independent mixed panel of
international and local officials will be formed to look into the

MOSCOW CONCERNED OVER ETHNIC MINORITIES' STATUS IN KOSOVO
MOSCOW, September 4, 2003. (RIA Novosti) - Moscow is
concerned over topical issues of ethnic minorities'
security, above all the Serbian community, as well as
regarding their proper representation in the ad-hoc
organs of power in Kosovo. RIA Novosti Foreign
Minister Igor Ivanov said this at a meeting in Moscow
on Thursday with Harri Holkeri, the United Nations
secretary general's special envoy and head of UN
Kosovo mission.
As reported by the Russian Foreign Ministry, they
stressed the need for stepping up efforts for the
return of refugees to Kosovo.
The sides have reaffirmed their adherence to the
"standards after status" concept, providing for the
ensurance of the required basic democratic conditions
for the adoption of a final decision on a status for
Kosovo. They have also expressed mutual interest in
the continuation of interaction on the Kosovo issues
and stressed the need for arranging a dialogue between
Belgrade and the Kosovo capital Pristina.

PRESIDENT PUTIN BRINGS UP THE MATTER OF HUMANITARIAN CATASTROPHE IN
KOSOVO.
Strange though it may seem, Vladimir Putin's latest statement on the
Kosovo issue went mostly unnoticed by the media, Russian and foreign
alike. The statement was made the other day at the meeting with
President of Bulgaria Georgy Pyrvanov. The matter concerned the
lamentable lot of the locals, Serbs in the area occupied by NATO
troops since 1999, the area Russian peacekeepers left a couple of
months ago. Essentially, the statement may be viewed as the Kremlin's
first resolute demarche in the Balkans. Not in the Balkans alone, as a
matter of fact. It is as though Moscow has found its voice. Moscow has
not used this tone since Yeltsin when he claimed he would not let NATO
into Kosovo.
Making a speech in Sochi, the president of Russia pointed out the facts
we always, even without thinking, list as crying injustice. Like back
in 1998, when Albanians were leaving Kosovo - first 25,000, then
30,000, 40,000 - and everybody was talking of a humanitarian
catastrophe. This time, 250,000 Serbs left Kosovo, but the
international community is playing mum's the word. Here is a question:
what is NATO doing over there, and what did our paratroops do there?
What did they accomplish save for the unprecedented in the history of
peacekeeping operations nocturnal forced march from Bosnia to Pristina?
For starters, we should try to understand who Putin meant emphasizing
this crying discrepancy of figures and facts, this undeniable use of
dual standards in international affairs. Who did Putin address these
emotional phrases to? If he addressed them to president of the country
scheduled to chair the OSCE as of January 2004, it is one thing.
Pyrvanov should know what is happening across the borders of his own
country, what he should pay special attention to. If that is what
Putin meant, then it is a friendly message, nothing more. But if Putin
meant it as a message to the West that declared a war on Yugoslavia and
invaded Kosovo, it is a different matter altogether.
Why does the West pretend that nothing is happening? Nobody in the West
is saying so much as a single word about the humanitarian catastrophe.
Remember European capitals five years ago? Parliaments seethed,
demanding Slobodan Milosevic to be punished. All countries, even the
ones that had advocated a peaceful solution to the problem,
volunteered to participate in the NATO operation. Russia was left
alone, without a single ally to support its stand on the matter.
What happened afterwards merely deteriorated the situation. Russia sent
its troops to Kosovo without an invitation and failed to alter the
correlation of forces. On the other hand, it shouldered responsibility
for what was happening in the region. Serbs never got the protection
they needed either from NATO or from Russian peacekeepers. Ethnic
purges continue. The impression is that Europe with its permanent
bodies like the OSCE and European Parliament is used to this state of
affairs. Moreover, it is not interested in Russia's opinion out of
habit. As a matter of fact, Hari Halkerey, Special Envoy of the UN
Secretary General, did come to Moscow not so long ago for
consultations with the Foreign Ministry. Foreign Minister Igor Ivanov
is leaving for Serbia and Montenegro soon where he intends to bring up
the matter. It seems that Russia is determined to regain the positions
it once had and is taking steps to that end. It would have been great,
had it been true. But isn't it a bit too late? With all our sympathies
with Bulgarians and eagerness for restoration of mutual friendship,
this country's determination to join NATO and the European Union
remains firm. Pyrvanov reiterated it in Sochi.
To tell the truth, our president already had a chance to say all of
that more than once, both in the inner circle, and in public. Say, at
the St. Petersburg jubilee or at the G8 summit in Avian.
Unfortunately, in both episodes the situation in Kosovo was viewed as
"an example of fruitful cooperation" between Russia and NATO. Judging
by the final documents, both sides take pride in their successes in
this sphere. Nobody mentioned the scale of the Serbs' mass exodus.
Putin went against the tradition all of a sudden. Logically, we should
try to understand why it all happened the way it happened. And whose
fault it is. Just to know it. Just to be prepared. So far, however,
there have been no comments.

costituiscono il Forum per i Diritti dei Minori in Kosovo (CARE,

chiede ai leader politici del Kosovo ed alle forze di peace keeping di
fare tutto il possibile per prevenire atti di violenza contro i minori

In un comunicato l' organizzazione sottolinea che in Kosovo i bambini
''sono le prime vittime di una nuova ondata di violenze''. Il 2 agosto
due ragazze di 11 e 14 anni sono state uccise a Pec (Peja in albanese)
dai colpi d'arma da fuoco esplosi da un auto in corsa da uomini non
identificati. Il 13 agosto a Gorazdevac (enclave serba poco fuori Pec)
due ragazzi di 11 e 16 anni sono stati uccisi dalla raffica di un auto
in corsa mentre facevano il bagno nel fiume che attraversa la
cittadina. Entrambi gli episodi sono stati attribuiti alle formazioni
estremistiche albanesi.
Negli ultimi mesi , inoltre, -prosegue il comunicato- si sono
registrati numerosi casi di violenze contro la comunita' serba.
Bambini e adolescenti sono quelli che stanno pagando il prezzo piu'
alto.
Il diritto dei minori alla vita e alla protezione in situazioni di
conflitto - si ricorda nel comunicato - e' stabilito dalla Convenzione
ONU sui Diritti dei minori ed e' accolto dalla maggior parte degli

Assailants stone convoy of Serb children
PEC -- Monday – A bus convoy carrying Serb children
was stoned today on the Kosovska Mitrovica-Pec road in
Kosovo, Beta news agency reports.
Windows were broken by none of the children were hurt.
The children were returning to Gorazdevac from
Belgrade where they met Serbian Prime Minister Zoran
Zivkovic.

(ANSA) - PRISTINA, 7 SET - Un agente albanese del corpo di polizia
del Kosovo (Kpc) e' stato ucciso la notte scorsa in un agguato
avvenuto nel villaggio di Ponushe nel Kosovo occidentale a ridosso
con il confine dell'Albania: l'ha detto all'Ansa Andrea Angeli,
portavoce della missione delle Nazioni Unite (Unmik). L'agente,
Hajdar Ahmeti, 27 anni, era appena smontato dal servizio e a bordo
della sua autovettura stava rientrando a casa quando un gruppo di
uomini armati ha aperto il fuoco con armi automatiche, uccidendolo
sul colpo. Non si conosce al momento il movente di questa uccisione,
ne' se sia legata ad eventuali indagini svolte dall'agente.
Appena 24 ore prima nel vicino villaggio di Irzniq, sconosciuti
avevano compiuto un altro omicidio uccidendo un uomo, Halil Cekaj:
anche in questo caso gli autori sono finora sconosciuti. (ANSA).

15:41 KOSOVSKA MITROVICA - A group of ethnic Albanians on Monday
attempted to kidnap Dusica Popovic (23) and Milena Curcic (15) in the
village of Dobrotin, central Kosovo-Metohija, regional television
"Most" in Zvecan reported.
It is specified that the incident took place around 11.00 in the
village center when a white ford fiesta stopped and the driver and
passengers tried to force the two Serb women into the car.

Girl stabbed in Kosovo
Beta - September 24, 2003
GNJILANE -- A 16-year-old girl was stabbed this morning near the town
of Gnjilane in Kosovo, a spokesman for the UN mission in the province
told Beta news agency.
Andrea Angeli said the girl had suffered two stab wounds to the chest,
but that she was not in a critical condition.
Kosovo Serb sources told Beta that a Roma girl had been raped and
stabbed in the Gnjilane area this morning. Angeli said he could not
confirm the report but that an investigation was underway.

(ANSA) - PRISTINA, 12 SET - Due soldati ucraini appartenenti al
contingente a comando americano della Kfor (forza di pace a guida
Nato), sono stati arrestati oggi a Ferizaj (nel Kosovo orientale) con
l'accusa di contrabbando di sigarette. Insieme con loro sono finiti
in carcere anche due cittadini albanesi della Macedonia. Lo ha detto
all'Ansa Andrea Angeli, portavoce della missione delle Nazioni Unite
(Unmik). Al momento dell'arresto i soldati ucraini stavano
scaricando da bordo di un camion militare sigarette per una valore di
circa 200mila Euro. La polizia dell'Unmik, che ha condotto
l'operazione, sospetta che le sigarette siano state importate
illegalmente dalla vicina Macedonia, proprio grazie alla copertura
offerta dal veicolo militare ucraino che come tutti i mezzi della
Kfor non era sottoposto a controlli di dogana. Nella brigata
multinazionale est della Kfor a comando Usa, sono inquadrati circa
350 militari ucraini ai quali e' affidata la sicurezza delle
cittadine di Kacanik e Sterpce, entrambe a ridosso della frontiera

Clinton, in visita a Pristina, capoluogo della provincia serba del
Kosovo amministrata dall'Onu, ha esortato oggi la maggioranza
albanese a perdonare e a non cercare vendetta. Durante un discorso
tenuto all'universita' di Pristina, dove ha ricevuto una laurea
honoris causa, Clinton si e' detto ''onorato di aver fatto parte di
quelli che hanno liberato il Kosovo dall'oppressione'' dell'ex
presidente jugoslavo Slobodan Milosevic. ''Sta a voi decidere cosa
fare ora che Milosevic non e' piu' al potere - ha detto ai circa 200
studenti che lo ascoltavano -. Volete vendicarvi? Spero di no. Dovete

Bondsteel, che con i suoi 2.000 soldati e' la base americana piu'

Bulgarians Attacked in Kosovo
Two Bulgarian trucks were attacked in Kosovo on their
way back to Bulgaria. That was announced Tuesday by
the Chief secretary with the Interior Ministry upon
his return from the United States. Five Bulgarian
nationals traveled with the trucks, the authorities
said. Five kilometers away from Pristina, one of the
vehicles waited for the other since they got lost on
the way. Just when the second truck arrived, the
Bulgarians were attacked as one of them - a 59
year-old Bulgarian was badly injured.

Swedish soldier killed, another injured in blast in
Kosovo
PRISTINA, Serbia-Montenegro, Sept 13 (AFP) - A Swedish
soldier serving with NATO-led peacekeeping force in
Kosovo (KFOR) was killed and another was injured on
Saturday in an accidental blast in a military base,
KFOR officials said.
"One soldier was immediately killed and another was
severely injured when an explosive charge was
detonated by mistake in a Swedish military base" in
Avajlia, near the provincial capital Pristina, a
spokesman for the Swedish troops told AFP.
Kosovo became a UN protectorate in 1999 after NATO
forced Serbian forces controlled by then president
Slobodan Milosevic to relinquish the ethnic-Albanian
dominated province. Some 21,000 NATO soldiers serve
with KFOR troops in Kosovo.

Serb bodies returned from Kosovo
MERDARE -- Thursday – The bodies of four Serbs killed
in Kosovo were handed over to their families at the
Merdare border crossing today.
The families took the bodies of 87-year-old Jovan
Lazarevic who was abducted in Djakovica, Petar Djuric
who was murdered in his Istok home, Gordana Jovanovic
(48), murdered in Prizren together with her husband
and another Prizren murder victim, Radivoje Drakulovic (67)
More than 209 bodies, eighty of which have been
identified, have been exhumed in Kosovo this year
according to Belgrade figures.

Banja Luka - From 1998 up to this day 1,303 Serbs have disappeared from
Kosmet (Kosovo-Metohija), although this figure is not final, the
Association of Families of Abducted and Missing Serbs from
Kosovo-Metohija has said.
A member of the association's headquarters in Belgrade, Dragana
Majstorovic, told SRNA that of all the Kosmet Serbs who have been
abducted or missing since 1998, more than 90 per cent have been
abducted or missing since the arrival (in summer 1999) of
international stabilization forces - Kfor (Kosovo Force) - in this
southern Serbian province.
"We hope for all Serb associations to unite into one organization so we
can point to the real truth regarding the suffering of Serbs in areas
of the former Yugoslavia," Majstorovic added, whose 17-year-old son
Ivan, a secondary school student, disappeared on 19 August 1999 in
Pristina.

Kosovo Serb refugees allege intimidation
Podujevo -- Friday – Some 30 Kosovo Serb families have
postponed their return to the province claiming the
Albanian-language press has called on ethnic Albanians
to demolish their homes.
“The press has strongly criticised the project, saying
that each and every Albanian has the right to demolish
every such house,” said Caslav Bojovic, the head of
the Vidovdan Association of Serb Refugees from Kosovo.
Bojovic said that construction of the new homes in
Podujevo had been stopped.
Some 30 families had signed up to return to the
municipality just over the border from Serbia proper.
Just 20 of the 2,000 Serbs who lived in the
municipality before the conflict are left.

KOSOVO SERB MEDIA JOURNALISTS RECEIVE DEATH THREATS

A group of Kosovo journalists for media in the Serbian language were
ambushed by a vehicle from which the passengers delivered a death
threat. The journalists were returning from mass in Obilic.
Journalists of KIM Radio and the Voice of the South have told BETA that
persons dressed in camouflage gear had made throat cutting gestures at
them from a black Golf while they were leaving the centre of Obilic.
They slowed down their vehicle several times on the way to Pristina.
This incident has been reported to the police.

riferito fonti militari. La sparatoria, destinata a rinfocolare le
tensioni nell'area ai confini con la provincia a maggioranza
albanese, sembra essere uno dei peggiori incidenti nella valle di
Presevo, che ha visto sporadici episodi di violenza da quando nel
2001 la guerriglia albanese ha siglato una tregua patrocinata dalla
Nato. Il ministro della difesa serbomontenegrino ha parlato alla
televisione di stato di un ''atto terroristico''. ''Questa e' una
continua escalation del terrorismo e mostra inoltre che i terroristi
albanesi non hanno abbandonato il loro scopo di creare una crisi

dell'esercito serbomontenegrino, l'incidente e'avvenuto intorno alle
16:30 (locali e italiane) sulla strada che porta al villaggio di
Dobrosin, un'ex roccaforte dei guerriglieri. Sono stati sparati
contro la jeep circa 50 colpi. L'ufficiale, un maggiore, e'stato
colpito alla testa, ad un braccio e allo stomaco ma non e' in

Soldiers ambushed in southern Serbia
BELGRADE -- Wednesday – A major in the
Serbia-Montenegro army has been shot and wounded in an
ambush in southern Serbia, B92 reports.
The major was wounded when his vehicle came under
machine-gun fire at about 4.30 this afternoon on the
Lucane-Dobrosin road. He was transported to hospital
in Vranje.
A second soldier was shot but escaped unhurt thanks to
his bulletproof vest.
The Presevo valley, bordering UN-governed Kosovo, was
rocked by an ethnic Albanian insurgency in 2001.
Though a NATO-backed plan brought an end to the worst
of the violence, tensions remain between the Serb and
ethnic Albanian populations.
The OSCE mission to Serbia-Montenegro quickly
condemned the attack, which it blamed on “terrorists”.
Ambassador Maurizio Massari said the attackers “do not
have the right to negatively affect stability in this
multi-ethnic constituency. The OSCE Mission will do
everything within its mandate to ensure that stability
and security are maintained in southern Serbia.”
Nebojsa Covic, the head of Belgrade’s Coordination
Centre for Kosovo, has travelled to Vranje to visit
the injured major.

Belgrade condemns “terrorist” attack
BELGRADE -- Wednesday – Belgrade has accused ethnic
Albanian “terrorists” of trying provoke a military
reaction in southern Serbia, after an army officer was
shot three times in an ambush this afternoon near the
town of Lucane.
“It is another attempt to escalate the conflict in the
southern municipalities and former Ground Safety Zone.
After a period of quiet, Albanian terrorist groups
have resumed activities”, Boris Tadic,
Serbia-Montenegro’s defence minister, said tonight.
Major Rahman Bandic was shot in the head, chest and
pelvis when attackers opened machine-gun fire on his
vehicle on the Lucane-Dobrosin road. He was taken to
hospital in Vranje, and later transferred to the
Military-Medical Academy in Belgrade, where his
condition is said to be stable.
The town of Lucane is a former stronghold of the
Liberation Army of Presevo, Medvedja and Bujanovac, an
ethnic Albanian extremist group that led a wave of
attacks on Serbian police and army units in 2001 in
the Presevo valley, a region of southern Serbia
bordering Kosovo.
Tadic accused Albanian extremists of trying to provoke
the Serbia-Montenegro military and win the attention
of the international community. He claimed they
included members of the Kosovo Protection Corps, a
civil unit created by the United Nations mission in
Kosovo from the ranks of the disbanded Kosovo
Liberation Army.
“Our operative data indicates that these are not only
members of the illegal Albanian National Army, but
also people from the Kosovo Protection Corps who have
their own political benefactors,” he said.

SHOOTING INCIDENT IN SOUTHERN SERBIA
An unknown gunman or gunmen fired about 50 bullets at
a jeep carrying Serbian Army Major Rahman Bandic near
Dobrosin in the Presevo Valley region of southern
Serbia on 24 September, injuring him but not
seriously, Reuters reported. In Belgrade, Serbia and
Montenegro's Defense Minister Boris Tadic called the
incident a "terrorist attack." He said that not only
the shadowy Albanian National Army (AKSH) but also
Kosova's Civilian Defense Corps (TMK) have had a role
in recent violence in the region, RFE/RL's South
Slavic and Albanian Languages Service reported. An
OSCE spokesman described the shooting as a "cowardly
act of violence." Dobrosin is near the border with
Kosova and was the scene of guerrilla activity in
2000-01. During the summer of 2003, the Serbian
authorities frequently accused unnamed "Albanian
extremists" of seeking to destabilize southern Serbia
through violence. Local Albanians charged that the
Serbian authorities were themselves exacerbating
tensions as an excuse for a crackdown on the region's

Army major recovering after shooting
NIS -- Thursday – Serbia-Montenegro army major Rahman
Bandic is recovering in hospital after being shot
three times yesterday afternoon in southern Serbia.
Sreten Milenkovic, head of the Military Hospital in
Nis, said that Bandic was recovering well after being
operated on last night.
The officer was shot in the head, chest and pelvis
when his military vehicle came under fire on the
Lucane-Dobrosin road. Serbia-Montenegro defence
minister Boris Tadic blamed ethnic Albanian

the situation in southern Serbia.

(ANSA) - PRISTINA, 26 SET - Un attentato esplosivo e' stato compiuto
oggi nel Kosovo occidentale contro un albanese che aveva testimoniato
in un importante processo, che vedeva coinvolti ex guerriglieri dell'
ormai disciolto Esercito di Liberazione del Kosovo (Uck).
L'attentato, avvenuto nella citta' di Pec, e' stato compiuto con un
ordigno comandato a distanza, che e' esploso al passaggio dell' auto
sulla quale viaggiava il testimone. Il veicolo era blindato e
questo ha evitato che la potente deflagrazione provocasse vittime.
La notizia dell' attentato e' stata confermata all' Ansa da Andrea
Angeli, portavoce della missione delle Nazioni Unite (Unmik), il
quale tuttavia non ha fornito dettagli sull' identita' dell'
obiettivo dell' esplosione ne' sul suo movente. Altre fonti
investigative hanno tuttavia riferito che l'uomo era stato in passato
comandante delle Fark, un movimento di guerriglia che prima del
conflitto del 1999 in Kosovo, che vide la partecipazione della Nato,
era in contrapposizione con l'Uck. Il testimone, del quale non e'
stata rivelata finora l'identita', aveva recentemente testimoniato ad
un processo che vedeva imputati importanti comandanti dell' Uck,
tutti condannati con l'accusa di aver compiuto crimini contro la

Kosovo trial witness narrowly escapes death
A Kosovo witness in a high-profile murder case
narrowly escaped an assassination attempt, officials said.
Ramiz Muriqi, a prosecution witness in the trial of
five former rebels jailed for illegally detaining and
murdering four fellow ethnic Albanians in 1999, was
targeted in the attack using an explosive device
placed in a manhole.
The attack happened early Friday in the western town
of Pec when the device was set off as Muriqi drove
over the manhole.
"This was a cowardly act that we believe was aimed at
Muriqi and took place in a densely populated area in
Pec, close to a children's playground," said Joel
Singelton, spokesman for the UN police in the town
some 85 kilometers (50 miles) west of the capital Pristina.
Singleton said no suspects have been arrested.
Earlier this year two other witnesses in the
well-publicised trial were assassinated after the
former members of the now disbanded Kosovo Liberation
Army received up to 15 years for the murders.
Kosovo came under UN and NATO control in June 1999
after the Alliance waged a 78-day bombing campaign
against Yugoslav forces to punish them for their
crackdown on ethnic Albanians in Kosovo.

of the Democratic Association of Young People of
Kosovo-Metohija and Serb People's Assembly of Metohija
rallied in Belgrade on Friday and after a three-hour
protest stroll along the central city streets, they
handed over a demarche to representatives of the
Embassies of France, Italy, Great Britain, Germany and
the United States, which contribute staff to the UNMIK
and KFOR missions in Kosovo.
The demarche, read out by Association representative
Boris Mandic, called on Western governments to make
efforts aimed at finding and bringing before the
Hague-based war crimes tribunal the perpetrators of
crimes against Serbs and other non-Albanians and that
the UN Security Council declare the Albanian national
army a terrorist organisation.

Kosovo Serbs protest in Belgrade
BELGRADE -- Friday – Around 100 Serbs from Kosovo have
begun protesting in Belgrade outside the embassies of
countries with a military presence in the UN-governed
province.
The members of the Kosovo Democratic Youth Association
and the Serb National Council of Metohija are calling
for the arrest of those responsible for the killing of
two Serb youths in the town of Gorazdevac in August.

an assassination attempt on Serbian Deputy Premier Nebojsa Covic, the
Belgrade daily Vecernje Novosti said in its Monday issue.
Knowing that Covic would leave for Presevo to confer with
representatives of the local authority, following a session of the
municipal assembly, extremists made an ambush on the Bujanovac-Presevo
road.

IMPLEMENTING THE ADRIATIC CHARTER CONFERENCE
A two-day Ohrid Conference on Implementing the
Adriatic Charter has began with the panel discussion
on "The Challenges that Adriatic Group Face With," led
by the host, the Macedonian Foreign Minister Ilinka
Mitreva.
The signing of the US-Adriatic Charter four months ago
in Tirana, Albania, was the factor of new partnership
in Europe, building of model of regional co-operation
and speeded up processes for integration of the three
countries in Europe, Macedonian Foreign Minister
Ilinka Mitreva said.
The accomplishment of the strategic goal means solid
foundation for peace and prosperity in the European
region, Mitreva said, adding "we are fully aware of
the importance of this moment in the European history
and we are also prepared to take our responsibility
contributing to security as safer partners, NATO -
allies and finally as EU members."
She pointed out the US support as the partner to the
Adriatic Charter, the support of the 19 NATO
member-states at the recently held Prague Summit and
support of the leaders of Visegrad Group and Vilnius
Group.
"The implementing the Adriatic Charter demands
combination of interior reforms and regional and
multilateral co-operation. Everything we do in order
to fulfil our joint aspirations to join the European
institutions will be the partnership of individual
accomplishments and collective political action,"
Mitreva said. She said that the countries from the
region should put up the challenge by themselves in
finding the ways to speed up the reforms in the
society and to develop more perfect mechanisms for
regional co-operation.
Foreign Minister welcomed the guests from other
countries of the region emphasising that the
membership in the Adriatic Charter is always open.
Mitreva at the panel discussion said that countries
aspirants on their path to NATO and EU should focus on
issues on what can be done for sooner implementation
of the interior reforms, and especially on threats
which represent a real danger for European democracies
in development of the region, like the crime,
corruption, illegal traffic in weapons, drugs and
people.
Bruce Jackson, Director of the Project on Transitional
Democracies, said that the Adriatic Charter is a
framework for democratic processes in the region and
if accomplished, will lead these countries to NATO.
Jackson said that the ministers who participate at
Ohrid Conference expressed preparedness to cooperate

and on afternoon session it is possible to build a
position on enlargement of the Adriatic Group from
three to five countries.
No talks on Kosovo have been led at the first panel
discussion.
Answering the question whether Kosovo should be
included in the Adriatic Group and Euro-Atlantic
integration processes, Bruce Jackson stressed "the
best help for this region would be if all are included
in the integration processes."
"There is much promise of the fact that Defence
Ministers in this region discuss and work together.
This does not mean that they must agree on everything
immediately. It needs time for this," Carl Bildt, the
former Swedish PM, said after the first panel
discussion.
He said that we are on a good path than before but
much had to be done. "Many mistakes had been done on
the Balkans in the past 10 years and they should be
disclosed," Bildt said, expressing his concern over
the economic and social situation in the region.
He considers that there are no real threats for the
Balkans, and the world faces with the threats of the
organised crime and the terror. Bildt assessed that if
Serbia and Montenegro and Bosnia and Herzegovina are
to be included in the Adriatic Charter it will mean an
important step, warning that the international
community can not only help the Balkans but the
countries from the region must help themselves by
continuation of the democratic processes.
"The international community is here to help and not
to decide," Carl Bildt said.
At the opening of the Adriatic Charter Conference in
Ohrid on, U.S. Ambassador Lawrence Butler delivered a
message from Secretary of State Colin Powell to the
Conference participants.
He congratulated on the commitments of the countries
to enhance co-operation among the nations of southeast
Europe and to advance each of Macedonia, Croatia and
Albania partnership with NATO. He said he was proud
that was able to join the countries in Tirana in May
for the signing of the Adriatic Charter.
"You and your neighbours are on a clear path towards
Euro-Atlantic Integration, and the United States
supports that process for each nation in the region.
However, each of you must do the difficult work of
reform," reads the message.
"Your work together in the region to expand
co-operation between your states and at home to
further the development of democracy and market
economies demonstrates your commitment to achieve
together a new level of peace and prosperity for all
your peoples. On behalf of the United States, I wish
you continued success in this joint endeavour," reads
the message from US Secretary of State Colin Powell.
A working experts group is to be formed to prepare and
elaborate the strategy, programme and future projects
by the countries-signatories of the Adriatic Charter.
Several informal bilateral meetings between the
participants will be held in the margins of the
conference.
The Adriatic Charter signing ceremony was held on May
2, 2003 in Tirana by the Foreign Ministers of
Macedonia, Albania and Croatia Ilinka Mitreva, Ilir
Meta and Tonino Picula, and the US Secretary of State
Colin Powell.
Numerous meetings at different levels were realised
within the frameworks of the political, defensive and
parliamentary dimension as well as protection of the
exchanged information in the Adriatic Charter.
Ninety journalists from Macedonia and abroad follow
the Ohrid Conference.
