SLOBODA: Last Week in Belgrade and
Call for New Action


Whatever action can be made against
the attempted murder at The Hague, it
has to be done now!

After the Council of Republics, the
upper house of the Yugoslav Parliament
adopted The Declaration on Release of
Slobodan Milosevic to be Cured in
Yugoslavia (1), SLOBODA (Freedom)
supported by the patriotic parties and
organizations called on great peoples'
rally "Freedom for Slobo" on November
19, day of the official visit to
Belgrade of Kofi Annan, UN Secretary-General.

Despite the rally was called and
prepared within couple of days, around
10.000 people gathered in Belgrade
Republic Square. The speakers included
Professor Velko Valkanov (Bulgaria),
founder and Co-Chairman of the
International Committee to Defend
Slobodan Milosevic, Chairman of the
Bulgarian Committee for Human Rights
and of the Bulgarian Anti-Fascist
Union, long time MP and once
presidential candidate of Bulgarian Left,
Dr Vojislav Seselj, actual presidential
candidate of the re-united patriotic
opposition in Serbia, Filaret, the
Bishop of Milesheva, Kosta Bulatovic,
leader of Kosovo Serbs movement from
late 1980s, Dr Bosko Todorovic, writer
and retired general, participant of
1943 Sutjeska battle, Dr Ljubodrag Duci
Simonovic, famous basketball player
and leftist activist, Slavica Djukic
Dejanovic, University Professor of
Medicine from Kragujevac, Milutin Lujo
Danojlic, writer from Belgrade and
Nada Lazarevic, writer from Podgorica.

After the rally, the gathered people
demonstrated in Belgrade streets and
finished with new gathering in front
of the Federation Palace, surrounded by
strong police forces, where Kofi Annan
was holding talks with Kostunica,
Djindjic, Djukanovic and Covic.
Speakers demanded that UN Secretary General
receives delegation of the protest.
The delegation (Bogoljub Bjelica,
Chairman of Sloboda, Professor Velko
Valkanov, ICDSM Co-Chairman, Igor
Raicevic, Chairman of the Assembly of
Sloboda) was later invited to the
Palace and met by one of Kostunica's
advisers who informed them that Mr.
Annan and his associates have no time
to see them, but the UN Office in
Belgrade would receive their letter.
After this unsatisfactory answer, the
edge of the protest was redirected
against Yugoslav authorities with a
demand to fulfill their constitutional
obligation and act in concrete terms
in order to save life of President
Milosevic and secure his return to the
country. The protest ended with
reading of Open letter to Vojislav Kostunica
(2) and with announcement of further
protests.

The protest actions in Belgrade were
supported by the most distinguished
Serbian intellectuals (3), law
professors (4) and professors of medicine
(5), who, besides Sloboda, addressed
Kofi Annan with their appeals and
requested meetings. All these appeals
remained unanswered.

On the next day, November 20, the UN
Public Inquiries Department from New
York, returned to Sloboda, on behalf
of Kofi Annan, a general-type answer
(6) advising that concerns should
either come for consideration to UN bodies
from Yugoslav or some-other-country's
Permanent Representative to UN or be
solved by action of the UN High
Commissioner for Human Rights Sergio
Vieira de Mello (Brazil), based in Geneva.

Sloboda has immediately sent its
preliminary appeal (7) to the High
Commissioner. The Belgrade Forum has
been the second (8). The other subjects
and organizations from Yugoslavia will
follow, trying to wake up sleeping,
blinded or banned from action human
rights committees, agencies and
organizations.

Pressure on Belgrade regime will
continue. Pressure on main UN bodies -
Security Council (and its Permanent
Members in the first place), General
Assembly and Secretary-General, with
High Commissioner for Human Rights
added, as most responsible to prevent
a crime under UN auspices should also
continue.

LIFE OF PRESIDENT MILOSEVIC IS AT
STAKE DUE TO RUTHLESS MURDEROUS BEHAVIOR
OF CARLA DEL PONTE AND OTHER PROVEN
HAGUE SERVANTS OF NATO WAR CRIMINALS.

DURING THE NEXT WEEK (WEDNESDAY) THE
HAGUE TRIBUNAL WILL FINISH COLLECTION
OF THE ORDERED WRITTEN REPORTS OF THE
DUTCH MEDICAL SPECIALISTS ON THE
HEALTH OF PRESIDENT MILOSEVIC. DOCTORS
OF NO OTHER NATIONALITY HAVE NOT YET
BEEN PERMITTED TO SEE HIM. HIS KILLING
LIFE CONDITIONS REMAIN UNCHANGED.
UNDER MEDICATIONS, HE HAS BEEN PUSHED
AGAIN TO THE COURT ROOM TO FACE ONE OF
THE BEST BLACKMAILED WITNESSES SINCE
THE BEGINNING OF THE TRIAL.

ICDSM INTENDS TO SEND AN URGENT
MISSION TO THE HAGUE. THEY HAVE TO BE THERE
TO TRY TO PREVENT MANIPULATIONS AND TO
PREVENT THE DEATH PENALTY BEFORE THE
END OF THE TRIAL.

(1) DECLARATION OF THE UPPER HOUSE OF
THE YUGOSLAV PARLIAMENT

On the basis of Article 77 Para 1 and
Article 78 points 4 and 5 of the
Constitution of the FR Yugoslavia, the
Federal Parliament, in the session of
the Chamber of Republics on November
13, 2002, adopts the following

D E C L A R A T I O N
ON RELEASE OF SLOBODAN MILOSEVIC TO BE
CURED IN YUGOSLAVIA

1. The Chamber demands
from the Federal Government to perform
all necessary measures in order enable
Slobodan Milosevic to return to the
country for medical treatment;
2. The Chamber demands
from the Federal Government to submit
urgently appropriate guarantees to the
Hague Tribunal in order to make
possible defense of Slobodan Milosevic
from freedom after successfully
finished medical treatment;
3. The Chamber demands
from the Federal Government, in order
to secure the human rights of Slobodan
Milosevic, to make all measures on its
disposal for the protection of
Slobodan Milosevic as one suspected by
the Hague Tribunal;
4. This Declaration shall
be published in the "Official Gazette
of FRY".

(2) OPEN LETTER TO VOJISLAV KOSTUNICA

Mr. President,

On April 1, 2001, by your
presidential signature, you gave
guarantees that Slobodan Milosevic
will not appear before any other court,
except the court of his own country.
On June 28, 2001 he was taken from the
prison in Belgrade to the dungeon in
The Hague.
The next day, you have
stated that you didn't know about
that.
In our country everybody knew, the
whole World knew. Everybody, except
you.
If you really didn't know, then why,
when you finally knew, you haven't
raised your voice, used your
presidential authority, reacted as a
patriot?
Why haven't you publicly demanded that
your predecessor, for many years
President of our country and leader of
Serbian people, should return to his
own country?
But if you didn't know,
you should have knew that on June 28,
St. Vitus Day, the biggest holyday of
Serbian people, the greatest leader of
Serbian people, on shame of Serbian
people, had been taken to be judged by
the enemies of the Serbian people.
Today, at The Hague,
before the political court against the
Serbian people, he defends the Serbian
people as no man in the history of
Serbian people did. A defeated court
and invincible Slobodan Milosevic are
the reason why they decided that he
has to be killed. An outrageous crime is
taking place before the eyes of the
World.
We demand from you, that
on behalf of our nation, our people and
our history, demand his return to the
country, to get medical cure and to
conduct his defense as a free man. To
continue to prove from freedom what he
already proves from prison - that he
is a great man and that Serbian people
is a honorable people.
We demand from you to
appear before hundreds of thousands of
citizens of this country who stick to
Slobodan Milosevic and to tell them
why you haven't stick to your word.
By the delivery of Slobodan
Milosevic to the Hague tribunal, the
Constitution of this country has been
step on. You are the President of this
country and you are the one who uses
every opportunity to describe himself
as a legalist. We demand from you to
stick to the Constitution and to your
own legalist principles.
We demand from you to know
what you have to know, to keep your
word, to respect the Constitution of
the country you are a head of - we
demand from you to return to the
country for cure and for defense the
man whom we love and whom you should
respect.
We demand from you to act
as a dignified President and as a
honorable man. He has always been like
that. He is like that now. He would
never keep you at the place where this
regime sent him. If you don't help
him to be cured here and to live, we
will believe that it is because you are
afraid from him. That way you would
participate in the crime.
We who stick to him, will
fight for him - until victory, until
freedom!

The
Organization of United Nations, which
you so competently preside, rests on the 1948
Universal Declaration of Human
Rights, which summarizes the entire
moral experience of humankind and all
basic achievements of civilized life.
One of its
first few articles formulates the right
to life for each person (Article 3)
and the right of the accused individual
to be considered innocent until his
guilt would be proved in a public
tribunal in which all guarantees for
his defense are fulfilled (Article 11).
Convinced that
you are firmly committed to the
universal realization of these
principles, believing that
it is one of established rules of
civilized life that no seriously ill
person would be prosecuted until his
health would be restored, we ask you,
your excellency, to use your great
influence and let Mr. Slobodan
Milosevic, former President of Yugoslavia,
whose health is seriously impaired and
his life in jeopardy, to undergo an
adequate treatment in one of Yugoslav

TO THE SECRETARY GENERAL OF THE UNITED
NATIONS ORGANIZATION

Your Excellency,

As Yugoslav University
Professors of medicine, of different
specializations, we feel an ethical
obligation to warn you that the state
of health of the former Yugoslav
President Mr. Slobodan Milosevic is
very serious and if no measure would be
undertaken, his life could be at
stake.
By the specialists'
medical examinations of Mr. Milosevic
made mid last year in Yugoslavia at the
Military Medical Academy, a hypertrophy
of the myocardial left coronary
chamber (so-called "coronary bridge")
was established, as well as suspected
angina pectoris.
The examinations made in
The Netherlands in July this year,
confirmed these conclusions and found
extreme hypertension.
The detention conditions
in which Slobodan Milosevic lives,
intensity of the process conducted
against him, hundreds of thousands of
pages submitted to him as evidence,
irregular meals, lack of being in fresh
air - all that seriously damages his
health and puts under the question
even his life.
We address to you, your
Excellency, with a request to use your
authority and make possible release of
Mr. Slobodan Milosevic for the
therapy in Yugoslavia.
We also ask you for a
reception, on behalf of numerous Yugoslav
medical experts, who already sent you
their common appeal, in order to
inform you in more detail about the
health condition of Mr. Milosevic and
to present to you further argumentation
for this request.

Your
Excellency,

The life of
the long time democratically elected
President of the Republic of Serbia
and of the Federal Republic of
Yugoslavia Mr. Slobodan Milosevic is
at stake. All the professional medical
reports confirm that.
Detention
conditions, rhythm of the process and
lack of medical care at ICTY directly
contradict to necessary life conditions
for a patient suffering from malignant
hypertension and ischemical
myocardiopathy (angina pectoris).
Heart attack, stroke or even sudden
death are imminent threat to President
Milosevic in his present conditions.
That requires urgent action to save a
human life.
Numerous
organizations and individuals from
Yugoslavia and other countries,
including many lawyers and medical doctors,
some of them members of Nobel Prize
winning organization International
Physicians for the Prevention of
Nuclear War, are sending their appeals
to the ICTY at The Hague and directly to
UN Organization, demanding that the
life of President Milosevic has to be
saved and accordingly, that he has to
be allowed to settle his health
condition in Yugoslavia under supervision
of the medical doctors who took care
about his health for years, to get
adequate time to prepare for the
continuation of the process in which he has
to be allowed to participate as a free
man, since he stated several times
that he has no intention to flee from
that battle.
The broadest
public and majority of the people in
Yugoslavia are extremely concerned.
Continuation of the process and lack
of appropriate decision by ICTY they
understand as an intention of the
politically motivated structure to
liquidate physically President Milosevic
after their total failure to prove the
fabricated charges against him.
Understanding for these popular
filings means responsibility for the
stability of our part of Europe and
the World. Recently, the Council of
Republics, the upper chamber of
Yugoslav Parliament adopted a declaration
demanding return of Slobodan Milosevic
to Yugoslavia for medical treatment
and his defense from freedom. You are
certainly aware that the Federal
Constitutional Court of Yugoslavia
declared the decrees which were basis
for abduction and surrender of President
Milosevic to ICTY unconstitutional and
illegal. Many lawyers and politicians
complain against the illegal and
biased character of ICTY, its systematic
practice of human rights violation
and its violation of the International
Covenant on Civil and Political
Rights and UN GA adopted Resolution on
the Principles of Medical Ethics and
Codex of Behavior of Persons
Responsible for the Application of Law
in this particular case.
Our
non-partisan, non-profit organization
"Sloboda (Freedom)" - Yugoslav Committee for
the Defense of Slobodan Milosevic is
considered as main organization to
protect human and civil rights of
President Milosevic. In that capacity
we have addressed to the UN Secretary
General Mr. Kofi Annan, during his
recent official visit to Belgrade, as
to the individual most responsible for
the protection of universal humanistic
principles on which the World
Organization is based and we have expressed
the unanimous demand of the Yugoslav
public and of thousands who gathered
on November 19 in Belgrade: Prevent a
crime under UN auspices! Save the life
of President Milosevic! Set him free to
get necessary cure and recovery in his
own country and to prepare to further
stand for the truth as a free man!
Same demands were sent to Mr. Annan by
number of most prominent Yugoslav
scholars, lawyers, physicians.
We are sending
now this appeal to you, Mr. Mello,
with a feeling that this may be one of
the last chances to establish justice
and to save a human life. Since there
is no body in UN system to control on
proper legal grounds the works of the
ICTY at The Hague, we believe that the
highest moral responsibility that your
office bears anyhow, is in this case
doubled. We also count that your
personal experience from successfully
finished UN missions in our region
will help you to act properly and
immediately in this urgent and
dramatic situation.

APPEAL FOR THE PROVISIONAL RELEASE
AND MEDICAL TREATMENT OF MR. SLOBODAN
MILOSEVIC

Done in Belgrade on November 7th 2002

The health of Mr. Slobodan Milosevic,
the former Yugoslav President, has
recently deteriorated to such an
extent that his life is in danger. We
appeal to all people of Europe, The
Americas and the whole world to support
and join us in our request for his
provisional release, which in turn
would allow for the proper medical
treatment.
The state of Mr. Milosevic`s health
has bean constantly deteriorating since
his imprisonment in Scheweningen. Just
before the present break in the
proceedings the Chamber of the
International Criminal Tribunal for the
Former Yugoslavia (ICTY) expressed the
view that the state of Mr.
Milosevic`s health is alarming. The
seven days long break in the proceedings
cannot solve the problem. We therefore
propose the break in the proceedings
until Mr. Milosevic is fully recovered
and his immediate provisional release.
We recall the UN General Assembly's
Resolution No. 3794 of 18 December 1982
which imposes an obligation on medical
doctors and other medical staff to
provide persons in prison or detention
with medical care of the same quality
and in accordance with same standards
like of those persons who are not
detaineed. We also recall Article 6 of
the UN General Assembly`s Codex
Relating to Behaviour of Persons
Responsible for Implementation of Law
of 17 December 1979, which imposes an
obligation on all courts to take adequate
steps for the protection of health of
persons under their jurisdiction.
It is well known to the Yugoslav and
world public that the conditions in
Scheweningen detention centre do not
meet the requirements of the quoted UN
documents and that Mr. Milosevic is
not accorded medical care that his state
of health requires. It is also well
known that the tempo of the trial is
merciless and amount of documents
delivered to Mr. Milosevic by the
prosecution is so overwhelming that
their reading necessitates efforts
impossible for any human being to
meet. All of this, coupled with the
lack of resting time, has lead to the
aggrevated state of his health.
For this reason we call upon the
President of the ICTY Mr. Claude Jorda
and the Presiding Judge May to order the
provisionaol release of Mr. Milosevic
and the break in the proceedings until
such time Mr. Milosevic is fully
recovered. He simply must receive
medical treatment in accordance with
the international standards, in
Yugoslavia, with the engagement of his
personal doctors.
The Yugoslav authorities have done
nothing so far to help the defence of
Mr. Slobodan Milosevic or to protect his
human rights. We remind the authorities
of Yugoslavia and Serbia that they
have the constitutional obligation to
provide their citizens abroad with all
the necessary protection. Other
states do protect their citizens and
their dignity. We therefore call upon
the Yugoslav and Serbian authorities
to fullfil their duty of protection in
respect of Mr. Slobodan Milosevic and
to officially request the UN Security
Council, human rights organizations
and the ICTY to take steps which will
lead to the provisional release of Mr.
Milosevic, as well as for the break
in the poroceedings until he is fully
recovered. We also call upon the FRY
and Serbian authorities to give all
necessary guarantees required for Mr.
Milosevic to receive medical care in
Yugoslavia from his personal doctors.
WE APPEAL to the UN General Assembly,
Security Council and all
non-governmental organizations in the
UN system, as well as to other NGO`s,
to support this humanitarian
initiative and thus contribute to the
protection of the basic human rights

There was enough of tragedy for the
Serbs imprisoned in Scheweningen under
the auspices of the UN. To be quiet
and to allow yet another to happen due
to the lack of care is a luxury we
simply cannot afford.
