(ANSA) - BELGRADO, 30 MAR - Slobodan Milosevic, imputato per crimini
contro l'umanita' davanti al Tribunale penale internazionale dell'Aja
(Tpi), potrebbe ricevere un sussidio dai contribuenti serbi per tutta
la durata del processo a suo carico: il parlamento di Belgrado ha
infatti approvato oggi una legge che prevede aiuti economici non solo
per gli imputati serbi presso il Tpi, ma anche per le spese
affrontate dai familiari per seguire i procedimenti penali dei loro
congiunti. Il provvedimento, riporta l'agenzia Beta, e' stato
approvato con 141 voti a favore, 35 contro e 28 astenuti. Proposta
dal partito Radicale ultranazionalista (Srs) di Vojislav Seselj
(sotto processo all'Aja) e fatto suo dal premier Vojislav Kostunica,
la legge, accusa il Partito democratico (Pd, fuori dall'esecutivo),
''e' il prezzo che il governo minoritario (di Kostunica) deve pagare
per l'appoggio esterno del partito di Milosevic''. Il governo di
Kostunica, approvato dal parlamento il 3 marzo scorso, e' segnato
dall'ambiguita' uscita dal voto di dicembre, che non ha definito una
maggioranza chiara ne' per i riformisti, ne' per i nazionalisti. E'
un esecutivo di minoranza che comprende il Partito democratico serbo
(Dss) di Kostunica, il G17 del centrista Miroljub Labus e la
coalizione fra Movimento per il rinnovamento serbo di Vuk Draskovic e
Nuova Serbia di Velimir Ilic (Spo-Ns), ed e' appoggiato dall'esterno
dal Partito socialista (Sps) di Slobodan Milosevic. Oggi, tra
l'altro, e' a Belgrado il sotttosegretario di stato americano
incaricato degli Affari politici Marc Grossman, il quale deve
valutare il livello di collaborazione di Belgrado in generale con il
Tpi, in particolare rispetto alla cattura degli ex capi politici dei
serbi di Bosnia, Radovan karadzic e Ratko Mladic. Da questa
valutazione dipendera' il rinnovo, o meno, da parte degli Usa degli
aiuti annuali (50 milioni di dollari per quest'anno) alla Serbia.

The Law on Rights of the Hague indictees: politicaly good, financialy
bad
Serbian Parliament passed today the Law on Rights of ICTY Indictees
Detained at The Hague and of Their Families. It is considered as a
positive political move, since the state started in concrete terms to
respect the Constitutional obligation to protect the rights of its
citizens facing legal need abroad.
The Law provides the Hague detainees and their families with very
modest financial assistance (compensation of the salaries for those who
were employed in Serbia, travel costs for visits of the family members,
around 170 EUR for phone calls per month etc.).
The Law also gives right to detainees to get expenses covered for the
work of TWO lawyers (legal advisers or assistants) in accordance with
the tarif of the Serbian Bar (if these expenses are not covered by
ICTY). This will be more precisely ragulated by an additional
Government act which has to be adopted within two weeks. First estimate
sais that this would mean arround 5000 EUR per lawyer and per month.
In a case of such unprecedented volume as the process of President
Milosevic, this is apparently insuficient and can only demotivate some
donors.
Our call for donations can only be intensified now.
Please help now before its too late!

SYMBOLIC BUT SIGNIFICANT SHIFT:
NEW SERB LAW AIDS DEFENSE OF MILOEVIC VS. NATO COURT

Under mass popular pressure, the Serbian government has defied the U.S.
and West European imperialists. The parliament voted to provide
concrete support to Serbian citizens on trial before the International
Criminal Tribunal for the Former Yugoslavia (ICTY) in The Hague,
Netherlands.
This includes modest financial support for former Yugoslav President
Slobodan Milosevic and for Radical Party leader Vojislav Seselj, who
both face war crimes charges. The Radical Party led the parliamentary
vote last Dec. 28 with 36 percent.
By passing the "Law on Rights of ICTY Indictees Detained at The Hague
and of Their Families" on March 30, the parliament gave expression to
the growing mass anger at Western imperialist domination of their
country. It was also a thumbing of the nose at Washington, which is
threatening to withhold an already meager $50 million in loan aid.
The new law provides the Hague's prisoners and their families with very
modest financial assistance, including the equivalent of their salaries
if they had worked in Serbia, travel costs for visits by family
members, phone calls and other small expenses. It also gives detainees
expense money for the work of two lawyers--legal advisers or
assistants--in accordance with the rates set by the Serbian Bar
Association, if these expenses are not covered by ICTY.
According to President Milosevic's assistant, Vladimir Krsljanin, this
law is "important politically" but the amount is "insufficient" for a
defense as complicated as Milosevic's.
The NATO-created tribunal has spent two whole years and tens of
millions of dollars developing a prosecution case against Milosevic.
According to his supporters, the former president plans to wage a
thorough political defense on every point and charge raised against him
and to turn the case into an indictment of NATO.
The growing popular support for the defendants comes after more than
three years of rule in Serbia by pro-Western parties and individuals.
In 1999, a 78-day NATO bombing campaign killed thousands and destroyed
much industry in Yugoslavia. It allowed the U.S. and its allies to
occupy Kosovo, a province of Serbia, as alleged peacekeepers. These
countries continued their efforts to subvert the Milosevic government,
focusing on manipulating the national elections in the fall of 2000.
They stage-managed a coup in October of that year to get rid of
Milosevic and isolate Seselj.
At that time a portion of the intelligentsia and parts of the
population in Serbia believed that the removal of the Socialist Party
of Serbia (SPS) and the Radical Party from the government would open
the door to integration with Western Europe, bringing peace and
improving living conditions.
Instead, since the ouster of Milosevic and Seselj in 2000, Serbia's
economy has been globalized and taken over, mainly by U.S. and German
transnational firms and by local collaborators. Unemployment is now at
30 percent, with many factories closed. No significant aid arrived from
the West.
Instead of bringing peace to Kosovo, since 1999 NATO has allowed the
ganglike rightist grouping known as the KLA to use murder and arson to
drive 240,000 Serbs, Jews, Roma and other nationalities and progressive
Kosovo Albanians out of the province. Some 4,000 were driven out just
this March after widespread attacks.
Meanwhile, Milosevic's self-defense and cross-examination at The Hague
has helped destroy a weak ICTY case and regained much support from the
population in Serbia.

SERBIA/MONTENEGRO: TPI, CONSIGLIO EUROPA CRITICA PARLAMENTO
(ANSA) - BELGRADO, 1 APR - La ''mancanza di volonta' politica'' della
classe dirigente serba e' stata duramente criticata oggi dal
segretario generale del Consiglio d'Europa Walter Shwimmer, in visita
a Belgrado, in un discorso al parlamento serbo. Shwimmer era stato
accolto in aula dalla protesta dei deputati ultranazionalisti del
Partito radicale (Srs), che indossavano una maglietta con l'effigie
del loro leader Vojislav Seselj, 'ospite' delle carceri del tribunale
penale internazionale dell'Aja. Il segretario del Consiglio
d'Europa ha affermato che ''la principale ragione degli scarsi
progressi verso nuove istituzioni e l'affermazione del diritto e' la
mancanza di volonta' politica'', e ha invitato i deputati ''a una
collaborazione con il Tpi piu' ampia di quanto non sia attualmente''.
Martedi' il parlamento serbo ha varato una controversa legge che
affida alle casse statali il compito di pagare la difesa dei cittadini
serbi incriminati dai magistrati dell'Aja, Slobodan Milosevic incluso.
Il provvedimento ha scatenato un coro di proteste e una prima sanzione
da una cancelleria occidentale, il congelamento degli aiuti
statunitensi per il 2004. Sul piano interno, la legge ha provocato
una prima frattura nella coalizione di governo del premier Vojislav
Kostunica: dei tre partiti dell'alleanza, il Dss del primo ministro ha
votato a favore, il G17 del centrista Miroljub Labus si e' astenuto e
il Movimento per il rinnovamento serbo (Spo) di Vuk Draskovic si e'
decisamente schierato contro, usando toni lugubri sulle prospettive
future dell'esecutivo. Ai deputati serbi Shwimmer ha parlato anche
della situazione in Kosovo dopo le recenti ondate di violenze
etniche: ''la violenza non e' una strada per risolvere il problema
dello status della provincia, e i responsabili di violenze devono

(ANSA) - BELGRADO, 9 APR - Il parlamento della provincia autonoma di
Vojvodina (Serbia del nord) ha approvato una mozione che respinge la
controversa legge varata nei giorni scorsi dal parlamento serbo per
l'assistenza statale ai detenuti serbi del Tribunale penale
internazionale (Tpi), battezzata da alcuni giornali locali 'legge
Slobo' dal nome di uno dei possibili beneficiari, Slobodan Milosevic.
L'assemblea della Vojvodina, facendo uso di una sua prerogativa
costituzionale, ha chiesto al parlamento serbo di riesaminare la
legge. Contro la nuova normativa - sostenuta dal Partito
democratico serbo (Dss) del premier Vojislav Kostunica, dal partito
socialista (Sps) fondato da Milosevic e dagli ultranazionalisti del
Partito radicale (Srs) il cui leader Vojislav Seselj e' nelle carceri
del Tpi - anche il partito democratico (Ds) del ministro della difesa
serbomontenegrino Boris Tadic ha avviato una raccolta di firme, con

US suspends aid to Serbia, Montenegro
The United States has decided to temporarily suspend aid to Serbia and
Montenegro because of what it perceives as "inadequate cooperation"
with the International Criminal Tribunal for the Former Yugoslavia, the
State Department announced Wednesday.
"Secretary of State Colin Powell has determined, pursuant to Section
572 of the Foreign Operations Export Financing and Related Programs
Appropriations Act, that he cannot certify to Congress that Serbia and
Montenegro are cooperating with the International Criminal Tribunal for
the Former Yugoslavia," spokesman Adam Erelitold reporters at a news
briefing.
"And as a result, as of March 31st, new assistance for Serbia (and
Montenegro) will stop," he said.
The spokesman urged the authorities in Belgrade to cooperate fully with
the tribunal by arresting and transferring their fugitive indictees to
face justice before the tribunal.
But he also noted that the United States is prepared to reconsider the
suspension of aid if Belgrade moves to address US dissatisfaction over
its cooperation on the tribunal issue.
"It's important to point out that if Serbia and Montenegro takeaction
in the future, the secretary is prepared to review such actions to
determine whether they meet the requirements of the law," Ereli said.
The spokesman refused to clarify exactly how much aid would be
withheld. But he did say that about 43 million US dollars of the 100
million dollar aid have already been given to Belgrade, indicating that
the left 57 million dollars could be subject to the suspension.

US set to freeze aid package to Serbia
WASHINGTON/BELGRADE – The US looks set today to freeze
an annual aid package to Serbia worth 100 million
dollars for failing to cooperate with the UN war
crimes tribunal in The Hague.
US Secretary of State Colin Powell is due to make his
recommendation to Congress a day after the Serbian
parliament voted to provide Serb war crimes indictees,
including Slobodan Milosevic, with state aid for them
and their families.
Belgrade has met the criteria for aid for the past
three years. But new Serbian Prime Minister Vojislav
Kostunica has adopted a tough stance on the UN court
since he formed a minority government supported in
parliament by Milosevic’s Socialist Party of Serbia.
Kostunica has demanded that all Serb indictees be
tried before Serbian courts.
Marc Grossman, the US undersecretary of state for
political affairs, indicated yesterday that a negative
assessment was likely. “If he decides certification is
not possible, it does not close the possibility that
certification will be possible some time in the
future,” he said in Belgrade.
For the first time, among the conditions is the arrest
and extradition of former Bosnian Serb military chief
Ratko Mladic, who UN prosecutors say is in Serbia.
Serbia-Montenegro Foreign Minister Goran Svilanovic
said yesterday he expected Powell to delay a decision
to release the aid.

THE HAGUE -- Wednesday – The UN war crimes tribunal
expressed concern today at the attitude of the new
government in Serbia towards the Hague-based court.
Tribunal president Theodor Meron is concerned by the
current state of cooperation by the authorities in
Belgrade with the court, tribunal spokesman Jim
Landale said today.
Landale declined to comment when asked whether Meron
was considering special measures, such as reporting
Belgrade to the UN Security Council.

Session on rights of Hague tribunal indictees opened
BELGRADE - The Serbian parliament opened a session on
Monday, at which the MPs, using emergency procedure,
should discuss a bill on rights of The Hague tribunal
indictees and members of their families. The bill was
jointly presented by five parliamentary groups -
Serbian Radical Party (SRS), Democratic Party of
Serbia (DSS), Socialist party of Serbia (SPS), G17
Plus and Serbian Renewal Movement - New Serbia
(SPO-NS). The proposal envisages several kinds of
material assistance for our citizens who are kept at
The Hague tribunal detention unit, as well as for
their families. At a next session, which is scheduled
for Tuesday afternoon, the MPs will also use emergency
procedure to discuss a proposal on enacting a new
Serbian Constitution.

SERBIA: TPI, CORTE COSTITUZIONALE SOSPENDE 'LEGGE SLOBO'
(ANSA) - BELGRADO, 15 APR - La Corte costituzionale serba ha sospeso
la controversa legge varata nei giorni scorsi dal parlamento per
aiuti economici statali ai detenuti nelle carceri del Tribunale
penale internazionale dell'Aja. La legge, ribattezzata dalla stampa
'legge Slobo' dal nome di uno dei possibili beneficiari, Slobodan
Milosevic, tornera' ora in parlamento. La Corte ha giustificato
la decisione con la possibile violazione di principi base della carta
costituzionale: secondo gli esperti, sarebbe a rischio il principio
di uguaglianza fra tutti i cittadini perche' gli incriminati del Tpi
godrebbero di un trattamento speciale. Il testo dovra' entro 30
giorni essere restituito al parlamento per eventuali emendamenti. Nel
frattempo, i benefici previsti per i detenuti dell'Aja sono sospesi.

MILOSEVIC: TPI, PROCESSO VA AVANTI CON NUOVO GIUDICE
(ANSA) - BRUXELLES, 31 MAR - Il Tribunale penale internazionale
sull'ex Jugoslavia ha oggi deciso di proseguire il processo contro
Slobodan Milosevic con un nuovo giudice al posto di Richard May, che
ha rinunciato qualche settimana fa per ragioni di salute.
L'annuncio e' stato dato dal portavoce della Corte dell'Aja, Jim
Landale. Qualche giorno fa, l'ex presidente jugoslavo si era
rifiutato di rispondere alla domanda se il Tpi dovesse designare un
sostituto del giudice May. ''Siccome ritengo che il vostro Tribunale
non sia legale, non ho intenzione di dichiarare i miei punti di vista
in materie che riguardano temi amministrativi'', si era limitato a
dire l'ex presidente jugoslavo, che all'Aja si difende da solo e che
non ha mai riconosciuto la legalita' del Tribunale. In altri
procedimenti giudiziari simili svolti all'Aja - ricordano fonti
locali - i processi sono andati avanti anche quando un giudice e'
stato sostituito. Milosevic e' accusato di crimini di guerra,

SERBIA: TPI, EX PREMIER VUOLE TESTIMONIARE A FAVORE DI SLOBO
(ANSA) - BELGRADO, 9 APR - L'ex primo ministro jugoslavo Momir
Bulatovic, fedelissimo di Slobodan Milosevic ritiratosi dalla vita
politica dopo il crollo del regime dell'autunno 2000, si e' detto
pronto a testimoniare per la difesa del suo ex mentore di fronte al
Tribunale penale internazionale dell'Aja. Il montenegrino
Bulatovic ha di recente terminato un'autobiografia politica nella
quale ha difeso la politica di Slobo di fronte al processo di
disintegrazione della Jugoslavia di Josip Broz Tito, intitolato 'le
leggi del silenzio'. Bulatovic - uno dei pochissimi ex potenti del
regime non incriminato dal Tpi - si e' detto pronto a testimoniare per
la difesa di Milosevic perche' ritiene che le accuse a suo carico

New judge
Scottish judge Iain Bonomy is likely to be named as the successor to
the British judge Richard May, who was forced to retire from the Hague
tribunal due to poor health, The Scotsman reported this week.
A Foreign Office spokesman would only confirm that the British
government had nominated a judge as a replacement for Judge May, the
paper said. The nomination had to be accepted by the UN secretary
general and this was expected to happen "within days rather than
weeks", the Foreign Office spokesman said.
If true, Lord Bonomy, 58, would sit as the third member of the panel in
the tribunal's most high-profile case - the trial of Slobodan
Milosevic. He would have to familiarise himself with tens of thousands
of pages of transcripts and evidence in this extraordinarily
complicated case.
Tribunal representatives declined to comment on the reports.

Blair, Clinton, head Milosevic witness list
THE HAGUE - British Prime Minister Tony Blair and
former US president Bill Clinton head the list of
witnesses Slobodan Milosevic wants called as he
presents his defence case in the Hague.
Milosevic lawyer Zdenko Tomanovic said that Milosevic
had submitted a list with the names of 1,631
witnesses. The judges decides which witnesses can
appear.
The trial, which has been dogged by Milosevic’s
repeated bouts of ill health, was adjourned in
February when prosecutors rested their case after
calling about 290 witnesses in two years.
The trial is in recess until May to give the former
Yugoslav president time to prepare his defence, which
he is presenting himself.

TPI: MILOSEVIC VUOLE CLINTON E BLAIR TESTIMONI DIFESA
(ANSA) - BELGRADO, 14 APR - L'ex presidente jugoslavo Slobodan
Milosevic, sotto processo al Tribunale penale internazionale dell'Aja
per i crimini di guerra nella ex Jugoslavia, ha intenzione di chiamare
come testimoni per la difesa l'ex presidente americano Bill Clinton e
il primo ministro britannico Tony Blair. Lo afferma, stando alla
stampa serba, uno dei consiglieri legali di Milosevic, Zdenko
Tomanovic. L'avvocato ha precisato che nella lista dei testimoni
redatta dall'ex uomo forte di Belgrado risultano oltre 1.600 persone,
estratte da un iniziale elenco di circa 5.300 nominativi.
Milosevic, che considera la corte dell'Aja un organo politico e non
giudiziario, ha rifiutato un avvocato difensore e cura da solo la
difesa, avvalendosi di un collegio di consiglieri. La procura del
Tpi, che ha concluso la sua esposizione nel febbraio scorso, ha citato

(ANSA) - BRUXELLES, 14 APR - Il giudice scozzese Ian Bonomy
sostituira' il suo collega Richard May al Tribunale penale
internazionale sull'ex Jugoslavia: lo ha annunciato oggi la Corte
dell'Aja che sta processando Slobodan Milosevic. May ha rinunciato
all'incarico il 31 maggio scorso per ragioni di salute. Lord
Bonomy, 58 anni, assumera' le funzioni il primo giugno, anche se si
trova gia' all'Aja dove nelle prossime settimane studiera' i
documenti - circa 30 mila pagine - del processo iniziato nel febbraio
del 2002 contro Milosevic, che e' accusato dal Tpi di genocidio,
crimini di guerra e contro l'umanita' per i conflitti balcanici degli
anni '90. Il procuratore capo della Corte, Carlo Dal Ponte, ha
chiuso la fase delle accuse contro Milosevic il 25 febbraio scorso. A
partire da quella data, l'ex presidente jugoslavo ha iniziato a
impostare la propria difesa, compito per il quale Milosevic ha tempo
fino al prossimo 8 giugno, quando il processo sara' ripreso.
Nella lista delle 1631 persone che Milosevic ha presentato al
Tribunale dell'Aja quale testimoni figurano alcuni personaggi di
rilievo, fra i quali l'ex presidente Usa Bill Clinton e il premier
inglese Tony Blair. (ANSA)

(ANSA) - BELGRADO, 30 MAR - Slobodan Milosevic, imputato per crimini
contro l'umanita' davanti al Tribunale penale internazionale dell'Aja
(Tpi), potrebbe ricevere un sussidio dai contribuenti serbi per tutta
la durata del processo a suo carico: il parlamento di Belgrado ha
infatti approvato oggi una legge che prevede aiuti economici non solo
per gli imputati serbi presso il Tpi, ma anche per le spese
affrontate dai familiari per seguire i procedimenti penali dei loro
congiunti. Il provvedimento, riporta l'agenzia Beta, e' stato
approvato con 141 voti a favore, 35 contro e 28 astenuti. Proposta
dal partito Radicale ultranazionalista (Srs) di Vojislav Seselj
(sotto processo all'Aja) e fatto suo dal premier Vojislav Kostunica,
la legge, accusa il Partito democratico (Pd, fuori dall'esecutivo),
''e' il prezzo che il governo minoritario (di Kostunica) deve pagare
per l'appoggio esterno del partito di Milosevic''. Il governo di
Kostunica, approvato dal parlamento il 3 marzo scorso, e' segnato
dall'ambiguita' uscita dal voto di dicembre, che non ha definito una
maggioranza chiara ne' per i riformisti, ne' per i nazionalisti. E'
un esecutivo di minoranza che comprende il Partito democratico serbo
(Dss) di Kostunica, il G17 del centrista Miroljub Labus e la
coalizione fra Movimento per il rinnovamento serbo di Vuk Draskovic e
Nuova Serbia di Velimir Ilic (Spo-Ns), ed e' appoggiato dall'esterno
dal Partito socialista (Sps) di Slobodan Milosevic. Oggi, tra
l'altro, e' a Belgrado il sotttosegretario di stato americano
incaricato degli Affari politici Marc Grossman, il quale deve
valutare il livello di collaborazione di Belgrado in generale con il
Tpi, in particolare rispetto alla cattura degli ex capi politici dei
serbi di Bosnia, Radovan karadzic e Ratko Mladic. Da questa
valutazione dipendera' il rinnovo, o meno, da parte degli Usa degli
aiuti annuali (50 milioni di dollari per quest'anno) alla Serbia.

The Law on Rights of the Hague indictees: politicaly good, financialy
bad
Serbian Parliament passed today the Law on Rights of ICTY Indictees
Detained at The Hague and of Their Families. It is considered as a
positive political move, since the state started in concrete terms to
respect the Constitutional obligation to protect the rights of its
citizens facing legal need abroad.
The Law provides the Hague detainees and their families with very
modest financial assistance (compensation of the salaries for those who
were employed in Serbia, travel costs for visits of the family members,
around 170 EUR for phone calls per month etc.).
The Law also gives right to detainees to get expenses covered for the
work of TWO lawyers (legal advisers or assistants) in accordance with
the tarif of the Serbian Bar (if these expenses are not covered by
ICTY). This will be more precisely ragulated by an additional
Government act which has to be adopted within two weeks. First estimate
sais that this would mean arround 5000 EUR per lawyer and per month.
In a case of such unprecedented volume as the process of President
Milosevic, this is apparently insuficient and can only demotivate some
donors.
Our call for donations can only be intensified now.
Please help now before its too late!

SYMBOLIC BUT SIGNIFICANT SHIFT:
NEW SERB LAW AIDS DEFENSE OF MILOEVIC VS. NATO COURT

Under mass popular pressure, the Serbian government has defied the U.S.
and West European imperialists. The parliament voted to provide
concrete support to Serbian citizens on trial before the International
Criminal Tribunal for the Former Yugoslavia (ICTY) in The Hague,
Netherlands.
This includes modest financial support for former Yugoslav President
Slobodan Milosevic and for Radical Party leader Vojislav Seselj, who
both face war crimes charges. The Radical Party led the parliamentary
vote last Dec. 28 with 36 percent.
By passing the "Law on Rights of ICTY Indictees Detained at The Hague
and of Their Families" on March 30, the parliament gave expression to
the growing mass anger at Western imperialist domination of their
country. It was also a thumbing of the nose at Washington, which is
threatening to withhold an already meager $50 million in loan aid.
The new law provides the Hague's prisoners and their families with very
modest financial assistance, including the equivalent of their salaries
if they had worked in Serbia, travel costs for visits by family
members, phone calls and other small expenses. It also gives detainees
expense money for the work of two lawyers--legal advisers or
assistants--in accordance with the rates set by the Serbian Bar
Association, if these expenses are not covered by ICTY.
According to President Milosevic's assistant, Vladimir Krsljanin, this
law is "important politically" but the amount is "insufficient" for a
defense as complicated as Milosevic's.
The NATO-created tribunal has spent two whole years and tens of
millions of dollars developing a prosecution case against Milosevic.
According to his supporters, the former president plans to wage a
thorough political defense on every point and charge raised against him
and to turn the case into an indictment of NATO.
The growing popular support for the defendants comes after more than
three years of rule in Serbia by pro-Western parties and individuals.
In 1999, a 78-day NATO bombing campaign killed thousands and destroyed
much industry in Yugoslavia. It allowed the U.S. and its allies to
occupy Kosovo, a province of Serbia, as alleged peacekeepers. These
countries continued their efforts to subvert the Milosevic government,
focusing on manipulating the national elections in the fall of 2000.
They stage-managed a coup in October of that year to get rid of
Milosevic and isolate Seselj.
At that time a portion of the intelligentsia and parts of the
population in Serbia believed that the removal of the Socialist Party
of Serbia (SPS) and the Radical Party from the government would open
the door to integration with Western Europe, bringing peace and
improving living conditions.
Instead, since the ouster of Milosevic and Seselj in 2000, Serbia's
economy has been globalized and taken over, mainly by U.S. and German
transnational firms and by local collaborators. Unemployment is now at
30 percent, with many factories closed. No significant aid arrived from
the West.
Instead of bringing peace to Kosovo, since 1999 NATO has allowed the
ganglike rightist grouping known as the KLA to use murder and arson to
drive 240,000 Serbs, Jews, Roma and other nationalities and progressive
Kosovo Albanians out of the province. Some 4,000 were driven out just
this March after widespread attacks.
Meanwhile, Milosevic's self-defense and cross-examination at The Hague
has helped destroy a weak ICTY case and regained much support from the
population in Serbia.

(ANSA) - BELGRADO, 1 APR - La ''mancanza di volonta' politica'' della
classe dirigente serba e' stata duramente criticata oggi dal
segretario generale del Consiglio d'Europa Walter Shwimmer, in visita
a Belgrado, in un discorso al parlamento serbo. Shwimmer era stato
accolto in aula dalla protesta dei deputati ultranazionalisti del
Partito radicale (Srs), che indossavano una maglietta con l'effigie
del loro leader Vojislav Seselj, 'ospite' delle carceri del tribunale
penale internazionale dell'Aja. Il segretario del Consiglio
d'Europa ha affermato che ''la principale ragione degli scarsi
progressi verso nuove istituzioni e l'affermazione del diritto e' la
mancanza di volonta' politica'', e ha invitato i deputati ''a una
collaborazione con il Tpi piu' ampia di quanto non sia attualmente''.
Martedi' il parlamento serbo ha varato una controversa legge che
affida alle casse statali il compito di pagare la difesa dei cittadini
serbi incriminati dai magistrati dell'Aja, Slobodan Milosevic incluso.
Il provvedimento ha scatenato un coro di proteste e una prima sanzione
da una cancelleria occidentale, il congelamento degli aiuti
statunitensi per il 2004. Sul piano interno, la legge ha provocato
una prima frattura nella coalizione di governo del premier Vojislav
Kostunica: dei tre partiti dell'alleanza, il Dss del primo ministro ha
votato a favore, il G17 del centrista Miroljub Labus si e' astenuto e
il Movimento per il rinnovamento serbo (Spo) di Vuk Draskovic si e'
decisamente schierato contro, usando toni lugubri sulle prospettive
future dell'esecutivo. Ai deputati serbi Shwimmer ha parlato anche
della situazione in Kosovo dopo le recenti ondate di violenze
etniche: ''la violenza non e' una strada per risolvere il problema

(ANSA) - BELGRADO, 9 APR - Il parlamento della provincia autonoma di
Vojvodina (Serbia del nord) ha approvato una mozione che respinge la
controversa legge varata nei giorni scorsi dal parlamento serbo per
l'assistenza statale ai detenuti serbi del Tribunale penale
internazionale (Tpi), battezzata da alcuni giornali locali 'legge
Slobo' dal nome di uno dei possibili beneficiari, Slobodan Milosevic.
L'assemblea della Vojvodina, facendo uso di una sua prerogativa
costituzionale, ha chiesto al parlamento serbo di riesaminare la
legge. Contro la nuova normativa - sostenuta dal Partito
democratico serbo (Dss) del premier Vojislav Kostunica, dal partito
socialista (Sps) fondato da Milosevic e dagli ultranazionalisti del
Partito radicale (Srs) il cui leader Vojislav Seselj e' nelle carceri

US suspends aid to Serbia, Montenegro
The United States has decided to temporarily suspend aid to Serbia and
Montenegro because of what it perceives as "inadequate cooperation"
with the International Criminal Tribunal for the Former Yugoslavia, the
State Department announced Wednesday.
"Secretary of State Colin Powell has determined, pursuant to Section
572 of the Foreign Operations Export Financing and Related Programs
Appropriations Act, that he cannot certify to Congress that Serbia and
Montenegro are cooperating with the International Criminal Tribunal for
the Former Yugoslavia," spokesman Adam Erelitold reporters at a news
briefing.
"And as a result, as of March 31st, new assistance for Serbia (and
Montenegro) will stop," he said.
The spokesman urged the authorities in Belgrade to cooperate fully with
the tribunal by arresting and transferring their fugitive indictees to
face justice before the tribunal.
But he also noted that the United States is prepared to reconsider the
suspension of aid if Belgrade moves to address US dissatisfaction over
its cooperation on the tribunal issue.
"It's important to point out that if Serbia and Montenegro takeaction
in the future, the secretary is prepared to review such actions to
determine whether they meet the requirements of the law," Ereli said.
The spokesman refused to clarify exactly how much aid would be
withheld. But he did say that about 43 million US dollars of the 100
million dollar aid have already been given to Belgrade, indicating that
the left 57 million dollars could be subject to the suspension.

WASHINGTON/BELGRADE – The US looks set today to freeze
an annual aid package to Serbia worth 100 million
dollars for failing to cooperate with the UN war
crimes tribunal in The Hague.
US Secretary of State Colin Powell is due to make his
recommendation to Congress a day after the Serbian
parliament voted to provide Serb war crimes indictees,
including Slobodan Milosevic, with state aid for them
and their families.
Belgrade has met the criteria for aid for the past
three years. But new Serbian Prime Minister Vojislav
Kostunica has adopted a tough stance on the UN court
since he formed a minority government supported in
parliament by Milosevic’s Socialist Party of Serbia.
Kostunica has demanded that all Serb indictees be
tried before Serbian courts.
Marc Grossman, the US undersecretary of state for
political affairs, indicated yesterday that a negative
assessment was likely. “If he decides certification is
not possible, it does not close the possibility that
certification will be possible some time in the
future,” he said in Belgrade.
For the first time, among the conditions is the arrest
and extradition of former Bosnian Serb military chief
Ratko Mladic, who UN prosecutors say is in Serbia.
Serbia-Montenegro Foreign Minister Goran Svilanovic
said yesterday he expected Powell to delay a decision
to release the aid.

expressed concern today at the attitude of the new
government in Serbia towards the Hague-based court.
Tribunal president Theodor Meron is concerned by the
current state of cooperation by the authorities in
Belgrade with the court, tribunal spokesman Jim
Landale said today.
Landale declined to comment when asked whether Meron
was considering special measures, such as reporting
Belgrade to the UN Security Council.

Session on rights of Hague tribunal indictees opened
BELGRADE - The Serbian parliament opened a session on
Monday, at which the MPs, using emergency procedure,
should discuss a bill on rights of The Hague tribunal
indictees and members of their families. The bill was
jointly presented by five parliamentary groups -
Serbian Radical Party (SRS), Democratic Party of
Serbia (DSS), Socialist party of Serbia (SPS), G17
Plus and Serbian Renewal Movement - New Serbia
(SPO-NS). The proposal envisages several kinds of
material assistance for our citizens who are kept at
The Hague tribunal detention unit, as well as for
their families. At a next session, which is scheduled
for Tuesday afternoon, the MPs will also use emergency
procedure to discuss a proposal on enacting a new
Serbian Constitution.

SERBIA: TPI, CORTE COSTITUZIONALE SOSPENDE 'LEGGE SLOBO'
(ANSA) - BELGRADO, 15 APR - La Corte costituzionale serba ha sospeso
la controversa legge varata nei giorni scorsi dal parlamento per
aiuti economici statali ai detenuti nelle carceri del Tribunale
penale internazionale dell'Aja. La legge, ribattezzata dalla stampa
'legge Slobo' dal nome di uno dei possibili beneficiari, Slobodan
Milosevic, tornera' ora in parlamento. La Corte ha giustificato
la decisione con la possibile violazione di principi base della carta
costituzionale: secondo gli esperti, sarebbe a rischio il principio
di uguaglianza fra tutti i cittadini perche' gli incriminati del Tpi
godrebbero di un trattamento speciale. Il testo dovra' entro 30
giorni essere restituito al parlamento per eventuali emendamenti. Nel
frattempo, i benefici previsti per i detenuti dell'Aja sono sospesi.

(ANSA) - BRUXELLES, 31 MAR - Il Tribunale penale internazionale
sull'ex Jugoslavia ha oggi deciso di proseguire il processo contro
Slobodan Milosevic con un nuovo giudice al posto di Richard May, che
ha rinunciato qualche settimana fa per ragioni di salute.
L'annuncio e' stato dato dal portavoce della Corte dell'Aja, Jim
Landale. Qualche giorno fa, l'ex presidente jugoslavo si era
rifiutato di rispondere alla domanda se il Tpi dovesse designare un
sostituto del giudice May. ''Siccome ritengo che il vostro Tribunale
non sia legale, non ho intenzione di dichiarare i miei punti di vista
in materie che riguardano temi amministrativi'', si era limitato a
dire l'ex presidente jugoslavo, che all'Aja si difende da solo e che
non ha mai riconosciuto la legalita' del Tribunale. In altri
procedimenti giudiziari simili svolti all'Aja - ricordano fonti

(ANSA) - BELGRADO, 9 APR - L'ex primo ministro jugoslavo Momir
Bulatovic, fedelissimo di Slobodan Milosevic ritiratosi dalla vita
politica dopo il crollo del regime dell'autunno 2000, si e' detto
pronto a testimoniare per la difesa del suo ex mentore di fronte al
Tribunale penale internazionale dell'Aja. Il montenegrino
Bulatovic ha di recente terminato un'autobiografia politica nella
quale ha difeso la politica di Slobo di fronte al processo di
disintegrazione della Jugoslavia di Josip Broz Tito, intitolato 'le
leggi del silenzio'. Bulatovic - uno dei pochissimi ex potenti del
regime non incriminato dal Tpi - si e' detto pronto a testimoniare per
la difesa di Milosevic perche' ritiene che le accuse a suo carico

New judge
Scottish judge Iain Bonomy is likely to be named as the successor to
the British judge Richard May, who was forced to retire from the Hague
tribunal due to poor health, The Scotsman reported this week.
A Foreign Office spokesman would only confirm that the British
government had nominated a judge as a replacement for Judge May, the
paper said. The nomination had to be accepted by the UN secretary
general and this was expected to happen "within days rather than
weeks", the Foreign Office spokesman said.
If true, Lord Bonomy, 58, would sit as the third member of the panel in
the tribunal's most high-profile case - the trial of Slobodan
Milosevic. He would have to familiarise himself with tens of thousands

Blair, Clinton, head Milosevic witness list
THE HAGUE - British Prime Minister Tony Blair and
former US president Bill Clinton head the list of
witnesses Slobodan Milosevic wants called as he
presents his defence case in the Hague.
Milosevic lawyer Zdenko Tomanovic said that Milosevic
had submitted a list with the names of 1,631
witnesses. The judges decides which witnesses can
appear.
The trial, which has been dogged by Milosevic’s
repeated bouts of ill health, was adjourned in
February when prosecutors rested their case after
calling about 290 witnesses in two years.
The trial is in recess until May to give the former
Yugoslav president time to prepare his defence, which
he is presenting himself.

(ANSA) - BELGRADO, 14 APR - L'ex presidente jugoslavo Slobodan
Milosevic, sotto processo al Tribunale penale internazionale dell'Aja
per i crimini di guerra nella ex Jugoslavia, ha intenzione di chiamare
come testimoni per la difesa l'ex presidente americano Bill Clinton e
il primo ministro britannico Tony Blair. Lo afferma, stando alla
stampa serba, uno dei consiglieri legali di Milosevic, Zdenko
Tomanovic. L'avvocato ha precisato che nella lista dei testimoni
redatta dall'ex uomo forte di Belgrado risultano oltre 1.600 persone,
estratte da un iniziale elenco di circa 5.300 nominativi.
Milosevic, che considera la corte dell'Aja un organo politico e non
giudiziario, ha rifiutato un avvocato difensore e cura da solo la
difesa, avvalendosi di un collegio di consiglieri. La procura del
Tpi, che ha concluso la sua esposizione nel febbraio scorso, ha citato
come testimoni d'accusa, in due anni di udienze, circa 290 persone.
Saranno comunque i giudici dell'Aja a stabilire se i testimoni voluti

TPI: MILOSEVIC, GIUDICE SCOZZESE SOSTITUISCE RICHARD MAY
(ANSA) - BRUXELLES, 14 APR - Il giudice scozzese Ian Bonomy
sostituira' il suo collega Richard May al Tribunale penale
internazionale sull'ex Jugoslavia: lo ha annunciato oggi la Corte
dell'Aja che sta processando Slobodan Milosevic. May ha rinunciato
all'incarico il 31 maggio scorso per ragioni di salute. Lord
Bonomy, 58 anni, assumera' le funzioni il primo giugno, anche se si
trova gia' all'Aja dove nelle prossime settimane studiera' i
documenti - circa 30 mila pagine - del processo iniziato nel febbraio
del 2002 contro Milosevic, che e' accusato dal Tpi di genocidio,
crimini di guerra e contro l'umanita' per i conflitti balcanici degli
anni '90. Il procuratore capo della Corte, Carlo Dal Ponte, ha
chiuso la fase delle accuse contro Milosevic il 25 febbraio scorso. A
partire da quella data, l'ex presidente jugoslavo ha iniziato a
impostare la propria difesa, compito per il quale Milosevic ha tempo
fino al prossimo 8 giugno, quando il processo sara' ripreso.
Nella lista delle 1631 persone che Milosevic ha presentato al
Tribunale dell'Aja quale testimoni figurano alcuni personaggi di
rilievo, fra i quali l'ex presidente Usa Bill Clinton e il premier
inglese Tony Blair. (ANSA)
