Per la costituzione di un osservatorio permanente sugli effetti sociali
ed
ambientali causati dalla presenza della base USAFE di Aviano


Il progetto AVIANO 2000

Il progetto risale ai primi anni '90. Nel 1993, nella più assoluta
segretezza e sotto uno dei governi "tecnici" che hanno imperversato in
Italia nel dopo tangentopoli, un pezzetto del territorio italiano
(l'enorme
area della Caserma Zappalà, al confine fra Aviano e Roveredo in Piano)
fu
ceduto al governo degli Stati Uniti. L'area è posta nelle adiacenze
dell'aeroporto militare di Aviano, già concesso agli USA negli anni '50.
Con la nuova concessione si ottiene un vero e proprio raddoppio di
quella
che già era un'importante base militare americana. Un gigantesco
restyling
della struttura militare: alloggi per le truppe, nuovi servizi
logistici,
supermercati, scuole, palestre, perfino un ospedale, insomma una vera e
propria città militare.
La motivazione ufficiale del progetto, molti lo ricorderanno, fu la
necessità di ospitare al meglio lo squadrone di F16, allontanati a furor
di
popolo dalla Spagna e non accettati a Crotone, che si era stabilito
definitivamente ad Aviano fin dal 1988.
I veri motivi per cui fu scelto Aviano e non Crotone sono oggi molto
facilmente identificabili, proprio in base agli sviluppi del progetto
Aviano 2000. Non deve essere dimenticata la militarizzazione complessiva
della nostra regione, durata cinquant'anni, e che ha lasciato pesanti
tracce nella società e nel territorio.


Lo scenario internazionale

In realtà la caduta dei regimi totalitari dell'est europeo, avviata nel
1989, determinava l'opportunità, per gli Stati Uniti e per i fedeli
alleati
europei, di nuovi scenari geopolitica in questa parte del pianeta, fino
ad
allora impensabili.
Con la guerra del Golfo del 1991, giustificata da ragioni di "ripristino
della legalità" la funzione bellica riprendeva appieno, per le potenze
occidentali, il suo compito di assicurare il dominio sulle nazioni
eccessivamente riottose ad integrarsi nell'economia mondiale o, meglio,
a
farlo secondo gli interessi tutelati dal G7.
Un'occhiata alla cartina geografica basta a spiegare l'importanza della
base di Aviano nel disegno di controllo militare di tutta l'area dei
Balcani. In questo senso, dopo le "prove generali" della guerra in
Bosnia
(con l'interminabile missione di controllo aereo "Deny Fly") lo
svolgimento
di un conflitto come quello del Kosovo (ma poteva essere il Montenegro,
la
Macedonia, il Sangiaccato) appariva scontato, nelle forme e negli esiti.


I Sindaci sull'attenti

L'enorme posta in gioco spiega dunque la determinazione con cui gli
Stati
Uniti hanno perseguito il progetto Aviano 2000, in termini di risorse
economiche impiegate e di estrema attenzione posta nel curare i rapporti
con l'Italia, impersonata dalle istituzioni locali circostanti la base.
Non deve infatti sembrare strano o irrituale il fatto che gli USA
trattino, da padroni, direttamente con i Sindaci per far passare i loro
progetti edilizi e trascurino i rapporti più formali con le autorità
centrali: l'ultima cosa che né gli USA né il governo italiano vogliono è
il
riaprirsi di vecchie contese "ideologiche" sulla presenza delle basi
militari straniere in Italia, cinquantennale pedaggio pagato dal nostro
paese per la riammissione nel novero delle potenze occidentali dopo la
tragedia della seconda guerra mondiale.
E allora niente di più facile che trattare il progetto Aviano 2000 come
un
fatto "locale", da discutere con i laboriosi cittadini friulani,
abituati
da quarant'anni a convivere con la vicinanza minacciosa della cortina di
ferro e con quella "rassicurante" dei militari americani.
La potenza dei mezzi di comunicazione, totalmente asserviti alla causa,
fa
poi il resto: convincere che carbonizzare qualche decina di migliaia di
iracheni, inquinare di radioattività il deserto, distruggere l'economia
di
intere nazioni, uccidere gente inerme, distruggere scuole e ospedali,
violentare la natura con danni irreversibili, sia stato doloroso, ma
necessario per ristabilire "il legittimo governo del Kuwait" e per
"liberare" il popolo Kosovaro dalla prigionia Serba.
Un'occhiata ai giornali, compresi quelli che inneggiarono alla guerra
del
Golfo ed all'intervento in Kosovo, basta a smentire tutto questo: la
situazione nel medio oriente è ancora esplosiva, il Kosovo è ormai un
paese
consegnato alle bande criminali, la "normalizzazione" avviata in Serbia
con
la sconfitta elettorale di Milosevic è ben lungi dal prefigurare uno
scenario di stabilità nei Balcani.
Senza dimenticare i danni ambientali causati dalle bombe all'uranio e
gli
inquinamenti dovuti alla criminale distruzione dei principali
insediamenti
industriali: si tratta di disastri che avranno una ricaduta drammatica
per
vasti strati della popolazione iugoslava nei prossimi decenni.

L'impatto ambientale della base
Una volta inquadrata la base di Aviano nel contesto internazionale, da
un
lato appare più semplice comprendere i meccanismi di condizionamento
dell'opinione pubblica che le vengono costruiti attorno come una specie
di
schermo invisibile, dall'altro risulta enormemente più difficile
l'azione
di contrasto di cui si è assunta la responsabilità il movimento
antimilitarista locale.
L'esperienza del Comitato Unitario contro Aviano 2000, costituito nel
marzo
del 1996, è servita proprio a dimostrare come una base militare delle
dimensioni e del ruolo di Aviano non possa prescindere da un rapporto di
sostanziale funzionalità e di dominio con il territorio e la società
circostanti.
La denuncia degli effetti sociali ed ambientali che la presenza e le
attività militari producono al loro intorno si costituisce così non solo
come azione politica di protesta, ma come azione di difesa dei propri
irrinunciabili e fondamentali diritti umani. (il diritto alla salute,
all'ambiente, alla sicurezza).
Tutti i fattori fisici fondamentali del territorio risultano colpiti
dalla
presenza militare:
Il suolo e le falde (è appena il caso di ricordare che tutta la base di
Aviano ricade in un'area idrogeologicamente fragilissima) sono
gravemente
compromessi. L'episodio dei che 4.500 litri di carburante fuoriusciti da
una delle cisterne interrate della base lo dimostra. In un loro
documento
gli stessi americani ammettono che non possono escludere che tali
incidenti
si possano ripetere o altri si siano verificati in passato.
Il volo di centinaia di aerei appesta l'aria con gli scarichi di
migliaia
di tonnellate di carburante, all'interno della base si svolgono, nella
più
totale assenza di controllo, lavorazioni con sostanze tossiche e nocive.
La presenza di testate atomiche, dimostrata ed ammessa, costituisce sia
una
fonte di pericolo che perfino nominare terrorizza. Non c'è alcuna
certezza
che le movimentazioni delle bombe non abbiano rilasciato radioattività.
Il
segreto impedisce anche in questo caso l'esercizio dei più elementari
diritti di informazione.
Un agricoltore si è visto negare il marchio di "azienda biologica"
perché i
propri terreni sono nel cono di atterraggio degli aerei. Domanda: chi lo
risarcirà? E soprattutto: i suoi prodotti non biologici chi li mangerà?
Il traffico, sia ad Aviano che a Roveredo, ha raggiunto i livelli di una
piccola metropoli: tale è l'impatto su paesi così piccoli della presenza
di
oltre 10.000 americani, tutti o quasi automuniti.
Il rumore degli aviogetti è forse l'aspetto più macroscopico della
presenza
militare americana perché colpisce migliaia di cittadini che abitano
anche
a una certa distanza dalla base.
Rilevazioni sporadiche svolte nel 1994/1995 confermano che l'esposizione
al
rumore supera il 120/130 decibel.
Le proteste non hanno ottenuto alcun risultato: i cambiamenti delle
rotte
di decollo ed atterraggio non fanno altro che spostare il problema
altrove.E' recente la notizia che il Comitato Misto Paritetico per le
Servitù Militari starebbe per monitorare il rumore dell'aeroporto di
Aviano. Lo studio sarà effettuato dal Ministero della Difesa e questo
significa, in pratica, che il controllore sarà il controllato!

L'enorme posta in gioco spiega come sia possibile che gli effetti
sull'ambiente, sulla società, sul territorio, di una presenza militare
così
massiccia, siano del tutto trascurati non solo dagli amministratori
locali
(cosa che risulta facile da capire se appena si consideri la caratura
politica e morale media dei Sindaci, capeggiati da quel Pasini che
spende
centinaia di milioni del contribuente per coltivare una sua
personalissima
passione del volo) ma perfino dalla maggioranza dei cittadini.

In quattro anni di attività il Comitato unitario contro Aviano 2000 (o
qualunque soggetto che abbia cercato di esprimere il proprio dissenso
sulla
militarizzazione della nostra regione) ha raccolto le testimonianze, i
fatti, i dati, che dimostrano la pericolosità ambientale e sociale della
presenza statunitense armata.
Si pone dunque il problema di una valutazione complessiva dell'impatto
ambientale della base di Aviano.
Per questo non esistono le condizioni politiche necessarie, sia perché
manca un quadro normativo basato sui principi costituzionali posti a
tutela
della salute e dell'ambiente, sia, soprattutto, perché manca una
politica
di reale autonomia degli enti locali

Un breve accenno al quadro normativo, non perché in sé sia risolutivo,
ma
perché svela al meglio il carattere "ontologicamente" contraddittorio
della
funzione militare: "deroga", "non si applica a…". Sono le parole chiave
che
nella legislazione ambientale vengono impiegate per sottrarre al
controllo
pubblico le attività militari. Sia la legislazione ambientale che quella
sulla sicurezza prevedono esplicite e puntigliose deroghe per le
attività
militari (norme sul rumore, Valutazione Impatto Ambientale, serbatoi
interrati, trasporti di merci pericolose, industrie a rischio etc.)
La sottrazione al controllo delle attività militari ha profili di
incostituzionalità. Sul piano ideologico questo significa che la
funzione
militare rappresenta la massima utilità pubblica. Perfino il diritto
alla
salute le è sacrificato.

Costituire un osservatorio permanente
L'evidenza di tutto questo non è stata, e non è abbastanza, né per le
sopite coscienze di gran parte dei cittadini né, soprattutto, per il
malinteso senso del dovere dei sindaci che privilegiano la fedeltà
italiana
al patto atlantico (in cui, evidentemente, non hanno parte alcuna)
rispetto
alla difesa della salute dei propri concittadini.
Riteniamo allora necessario rilanciare l'iniziativa su questi temi
rivolgendo un appello per la raccolta di testimonianze, documentazioni,
dati etc. sui danni , sui disagi e sui pericoli causati dalla presenza
militare americana, a tutti coloro che hanno a cuore la tutela dei
propri
diritti, la difesa della salute e dell'ambiente.
Come abbiamo detto numerosi dati sono già in nostro possesso e
testimoniano
in maniera inequivocabile i pesanti condizionamenti "subiti" in silenzio
dalle istituzioni in obbedienza al potente alleato americano.
Crediamo però che sia necessario un salto di qualità dell'azione di
controinformazione e costituire quindi un osservatorio permanente sugli
effetti sociali ed ambientali causati dalla militarizzazione del nostro
territorio da parte della base USAFE di Aviano.
Per fare questo è necessario in primo luogo che i singoli cittadini
incomincino a trattare i problemi ambientali causati dalla base di
Aviano
senza pregiudizi né timori reverenziali: così come ci si associa, si
firmano petizioni etc. contro le antenne dei telefonini o contro le
discariche, così anche per il rumore degli aerei, per i pericoli atomici
e
le mille altre insidie nascoste dai militari si deve trovare la forza di
esprimere la propria opinione. Spesso si tende a sottovalutare le
esperienze vissute in prima persona, pensando che non abbiano un
significato generale: tali esperienze, invece, se vengono messe una
accanto
all'altra formano un disegno preciso di un disagio collettivo. Questo è
proprio uno degli scopi di questo osservatorio.
Riteniamo di particolare interesse l'impegno di talune categorie
professionali, quali i medici, ma anche biologi, chimici, agronomi, etc.
che incontrano ogni giorno gli effetti dell'inquinamento del nostro
territorio.Anche a questi soggetti è indirizzato l'appello per la
costituzione dell'osservatorio: le loro esperienze professionali, spesso
di
alto livello, sono confinate nei ristretti ambiti di categoria e non
trovano uno spazio pubblico di diffusione.

Con la richiesta di ammissione EX-NOVO all'ONU, e la conseguente
entusiastica accettazione da parte degli stessi paesi che ne avevano
imposto la sospensione, la RF di Jugoslavia si e' data clamorosamente
la zappa sui piedi equiparando di fatto il suo status a quello delle
repubbliche secessioniste - Slovenia, Croazia, Bosnia-Erzegovina, FYROM
- con inevitabili prossime conseguenze sul contenzioso in atto tra di
esse
per la eredita' delle proprieta' della Repubblica Federativa e
Socialista
di Jugoslavia, a partire dalle riserve della Banca Nazionale. In
pratica,
con questo avvenimento la nuova Jugoslavia (RFJ) ha rotto la continuita'

con la vecchia Jugoslavia (RFSJ), continuita' che i governi della
sinistra avevano voluto preservare (si veda anche la Dichiarazione del
Partito
Socialista della Serbia sulla richiesta di ammissione all'ONU:

YUGOSLAVIA ADMITTED TO UNITED NATIONS
NEW YORK, November 2 (Tanjug) The Federal Republic of
Yugoslavia
has become a full member of the United Nations Organization.
The U.N. General Assembly by acclamation late on Wednesday
admitted Yugoslavia to the family of the world organization.
The unanimous decision by the 189 memberstates of the General
Assembly came after French Ambassador to the U.N. and European Union
Chairman JeanDavid Levitte proposed the adoption of the relevant
resolution, ending with a warm welcome to Yugoslavia, which was followed
by
thunderous applause. On behalf of the country which hosts the United
Nations, U.S. Ambassador Richard Holbrooke was the first to welcome
Yugoslavia's admission.
"This indeed is a historic day for the United Nations, and for
the
Balkans for all of Europe, indeed for all of the world," Holbrooke
said,
adding that this opened great prospects for Yugoslavia and its people,
the
region and Europe.
Representatives of various regions and organizations then took
the
floor, underscoring the same message of congratulations and warm regards
to
the Yugoslav state and people for joining the U.N.
A representative of Mauritania spoke on behalf of African
countries and one of Kirghistan on behalf of Asian countries.
A Slovenian representative welcomed Yugoslavia's admission to
the
U.N. on behalf of eastern European countries, while the Brazilian
ambassador spoke on behalf of the Latin American continent.
A German representative spoke on behalf of western Europe, and
the
South African ambassador represented the NonAlined Movement.
Deputy Russian Foreign Minister Sergei Ordzhenikets expressed
welcome and congratulations to Yugoslavia, and hopes that new prospects
would open for Yugoslavia and wide possibilities for strengthening its
positions in the international area.
The floor was then given to representatives of Macedonia,
Albania,
Croatia and BosniaHerzegovina, who also expressed their regards and
congratulations.

SVILANOVIC ADDRESSED U.N. GENERAL ASSEMBLY
NEW YORK, November 2 (Tanjug) Yugoslav President Vojislav
Kostunica's personal envoy Goran Svilanovic addressed the United Nations

General Assembly late on Wednesday, conveying greetings from the
Yugoslav
leadership and people to representatives on the top U.N. body, and
underscoring that this was an exceptional moment for Yugoslavia.
The Federal Republic of Yugoslavia has taken its rightful
place,
Svilanovic said.
Expressing gratitude for their support to U.N. SecretaryGeneral

Kofi Annan and the Security Council members, in particular the permanent

members, Svilanovic underscored that the adoption of the resolution on
Yugoslavia's admission to the United Nations was taken as recognition
and
support to the true democratic changes which have taken place in
Yugoslavia.
After ten long years of conflicts Yugoslavia is faced with many

difficulties and problems, internal and external, it is aware of these
problems and willing and ready to work with its neighbours and the
entire
international community on their overcoming, he said.
Consequently, Yugoslavia will be a trusted neighbour and a
conscientious member of the international community, and it will invest
maximum efforts into the promotion of peace and stability in the region
and
in the whole world, he said.
Underscoring that such a policy expresses the vital interests
of
the Yugoslav peoples and presents a result of the deep democratic
changes
which have taken place in the country, Svilanovic said the Yugoslav
people
had risen in spite of threats with violence and terror, and demonstrated

their right to vote, rejecting overwhelmingly the authoritarian and
repressive regime, and choosing democracy in its place.
The new government will not betray the people's expectations,
he
said. The Yugoslav people have won a victory with their courage and
resolve, but this battle would have been much more difficult if not for
the
widely extended hand and selflessness of the international community,
Svilanovic said.
Political changes in themselves will not be enough without
economic reforms, economic progress and development, he said. The
Yugoslav
government will for that purpose join the economic projects in the
region
and the world economy on the whole.
Democratic Yugoslavia, led by a government chosen by the
people,
has opted for a policy of friendship and cooperation with all countries
and
it will aspire to peace, the promotion of goodneighbour relations and
stability, Svilanovic said, adding that the country's priorities will be

the promotion of relations with regional states and cooperation with all
of
Europe.
Yugoslavia will remain open and ready to maintain close
cooperation and contacts with other countries and international
organizations, Svilanovic said.
On that road, Yugoslavia will always follow the principles of
equality, respect of all peoples, big and small, peace and prosperity,
he
said. Yugoslavia will also respect the lofty principles of the U.N.
Charter, he said.
In closing, Svilanovic said democratic Yugoslavia, its
government
and people will never give up their resolve to keep these promises,
Svilanovic said.

YUGOSLAV FLAG RAISED AT UN HEADQUARTERS
NEW YORK, November 2 (Tanjug) The Yugoslav flag was raised
outside the UN headquarters in New York late on Wednesday.
The ceremony, taking place shortly after 7 pm local time, was
attended by all members of the UN General Assembly, who had previously
admitted Yugoslavia to the UN by acclamation.
Floodlit, and greeted with a loud applause in Wednesday's
ceremony, the Yugoslav flag is now flying in front of the UN compound,
together with the banners of the other 189 full members of the UN.
UN Secretary General Kofi Annan addressed those attending the
ceremony, and Yugoslav President Vojislav Kostunica's personal envoy
Goran
Svilanovic expressed great satisfaction at this historical moment for
Yugoslavia.

YUGOSLAV FLAG RAISED AT UN'S GENEVA HEADQUARTERS
GENEVA, November 2 (Tanjug) After the admission of Yugoslavia
to
the UN on Wednesday, the Yugoslav flag was raised also outside the UN
headquarters in Geneva on Thursday.
Though symbolic, the ceremony has enormous practical relevance
as
well, the Geneva compound being the European headquarters of the world
organization. It hosts the chief UN agencies, such as the Human Rights
Commission, the UN High Commissioner for Refugees (UNHCR), the World
Health
Organization (WHO), and the International Telecommunication Union (ITU),

and is the second largest UN facility after the one on the East River.
Over the last eight years, Yugoslav representatives have been
participating in many of these organizations, but in a limited way. This
is
due to Yugoslavia's indistinct status in the UN during the period.
Things
will be changing from Thursday on, since Yugoslavia is now a full member
of
all these organizations, many of which have the authority to decide on
providing aid for their members.
Yugoslavia is yet to get its flag raised outside the seat of
another important Genevabased institution the World Trade Organization
(WTO). It will try to secure this as soon as possible.

UN AMBASSADORS HAIL YUGOSLAVIA'S SPEEDY ADMISSION TO UN
NEW YORK, November 1 (Tanjug) Several diplomatic
representatives
at the UN headquarters in New York have expressed satisfaction with the
fact that the Security Council adopted on Tuesday a resolution in favour
of
Yugoslavia's admission to the world organization.
Late Tuesday New York time, the Security Council adopted by
consensus Resolution 1326, recommending to the UN General Assembly that
Yugoslavia become a full member of the UN. A special statement was also
adopted, welcoming the recent political changes in Yugoslavia as a
historical moment for the country.
This is a great day for democracy in the Balkans and Europe,
also
a great day for the UN, US Ambassador to the UN Richard Holbrooke said.
In a statement to the press, Holbrooke noted that an 8yearlong
stupid and sterile argument over Yugoslav membership in the organization

had come to an end.
British Ambassador to the UN Jeremy Greenstock described
Yugoslav
President Kostunica's request for Yugoslavia's admission into the UN as
an
"extremely wise" move.
This is a momentous occasion, BosniaHerzegovina Ambassador to
the
UN Muhamed Sacirbey said, expressing the belief that he was speaking on
behalf of representatives of the other republics once part of the
exYugoslavia.
His Croatian counterpart Ivan Simonovic said that, in his view,

the principle of equality of all five successor states had triumphed.

FR YUGOSLAVIA IN POSITION TO TALK OPENLY WITH ALL NEIGHBOURS
BELGRADE, November 2 (Tanjug) Special envoy od Yugoslav
President
Vojislav Kostunica, Goran Svilanovic, told RadioIndex that Yugoslavia,
following its admission to the U.N. will no longer be isolated as it has

been so far and that it was in position to talk openly with all
neighbours
and all members of the international community.
"We are ready to talk about all key subjects, because we
believe
that it will bring good, in the first place, to all in our country, and
then in the region," Svilanovic said, who was nominated by DOS for
foreign
minister.
He stressed that the priorities of the Yugoslav foreign policy
were already visible.
"Absolute priority will be given to its integration into
international organizations which is seen by the speed with which our
initiative has been accepted for membership in the Pact for Stability of

Southeastern Europe," Svilanovic said, expressing his conviction that
"the
next step will be OSCE and the Council of Europe."

KORAC: ALL STATES OF FORMER SFRY ITS SUCCESSORS
ZAGREB, November 2 (Tanjug) All the states created on the
territory of the former Yugoslavia are its successors, said one of the
leaders of the Democratic Opposition of Serbia Zarko Korac, in an
interview
that appeared in the Thursday edition of the Zagreb daily Jutarnji list.

"Some solutions will be shortterm, some longterm, and some will
be
argued over," Korac said, adding that in cases where a political
decision
is made in principle the solution will be only a technical matter.
Korac considered that claims to gold and foreign currency
reserves
of the former SFRY can be resolved right away, whereas for claims to
joint
property, embassies, for example, should be found "some kind of joint
solutions."
Korac recalled that Yugoslav President Vojislav Kostunica set
up a
Commission for resolving issues of succession and that the forming of
the
Yugoslav government is awaited, by the end of the week, with which the
commission will work. The commission is due to meet in early December,
when
a decision in principle about succession would be made, which would be
the
first step, and then further moves would be planned, Korac said.
Jutarnji list said that according to Croatia, Slovenia,
BosniaHerzegovina and Macedonia the total amount up for division is two
and
a half billion dollars, and the greatest part was in the bank for
international settlements in Basel where are blocked between 700 million
to
one billion dollars of the former Yugoslavia in gold and foreign
currency.
It is added that the gold has so far been the subject of the
greatest dispute because FR Yugoslavia claims that a part of the gold
comes
from the Kingdom of Yugoslavia, brought in by Serbia and Montenegro
(worth
approximalety 859 million dollars), while the other Yugoslav republics
claim that the Kingdom of Serbia was heavily in debt and could not have
had
gold reserves.
The Zagreb daily added that FR Yugoslavia had also claims based
on
the use of the Yugoslav dinar at the time when they already had their
own
currencies.

YUGOSLAVIA'S ADMISSION TO UN ENDS DECADE OF CRISIS
BELGRADE, November 2 (Tanjug) Yugoslavia's admission to the UN

marks the end of the tenyearlong Yugoslav crisis in a symbolic way,
confirming the pertinence of the policy conducted by new Yugoslav
President
Vojislav Kostunica, advisor of the Serbian Renewal Movement (SPO) leader

told Tanjug late on Wednesday.
Predrag Simic said that the admission of Yugoslavia to the UN,
eight years since its status in the organization has been frozen, and
its
right to participate in decisionmaking practically denied, will probably

determine the future of the country. It will also check the spread of
the
Yugoslav crisis, during which several republics seceded from the country

one after another, Simic said.
In Simic's view, nothing good has come from the ten years of
struggle for continuity with a state that four out of its six republics
had
left. Under the present circumstances, there was no hope that Yugoslavia

would find a way out of a highly unfavourable situation, marked by
isolation and sanctions, he said.
By accepting the reality surrounding it, Yugoslavia has secured

the right to exist and survive in the international community, he said.
According to Simic, the admission to the UN does not
predetermine
in any way the internal structure of Yugoslavia, but it is an indication

that the international community is ready to recognize a state such as
Yugoslavia, that it considers that Yugoslavia exists and carries weight
in
overall regional and panEuropean relations, and it is a positive signal
also with respect to Serbia's KosovoMetohija province, he said.

MAROVIC: YUGOSLAVIA'S ADMITTANCE TO U.N. IS THE REALITY
PODGORICA, November 2 (Tanjug) Commenting Yugoslavia's
admittance
to the United Nations, Montenegrin parliament President Svetozar Marovic

has said that Montenegro and Serbia cannot make decisions by themselves
regarding seats in the United Nations.
Speaking to Podgorica's local television Montena, Marovic said
that Yugoslavia's admittance to the U.N. is the reality and that it
reflects the reaction of the international community to the democratic
changes in Belgrade.
Montenegro will decide its own fate, he said adding that he
hopes
that a "lasting democratic agreement" with Serbia will be reached after
the
forthcoming December elections in this republic.

MONTENEGRO BELIEVES "PROBLEM STATE" HAS BEEN ADMITTED TO U.N.
BELGRADE, November 2 (Tanjug) Montenegrin President Milo
Djukanovic's adviser has said in a statement to Tanjug, commenting on
Yugoslavia's admission to the United Nations, that it would have been
better and more rational if relations between Serbia and Montenegro had
first been settled, since a "problem state" has been admitted to the
world
organization.
This state has no sovereignty over Kosovo and Metohija or
Montenegro and it is absolutely illegitimate to Montenegro, Miodrag
Vukovic
said late on Wednesday.
"The international community is unbelievable," he said. "Why is
it
in a hurry to admit a state which is temporary both for Serbia and for
Montenegro."
Vukovic asked why they did not wait for an agreement on the
state
which will be called a community of Serbia and Montenegro, and which
would
be admitted to the U.N. separately, as Montenegro proposes.
"The Federal Republic of Yugoslavia inherited by Kostunica has
neither national nor formal legitimacy," he said. Montenegro does not
intend to transfer to Yugoslavia "that part of its sovereignty which is
currently within its state portfolio," said Vukovic.

ZAGREB ON IMPORTANCE OF VICTORY OF PRINCIPLE OF EQUAL RIGHTS
ZAGREB, November 2 (Tanjug) The Federal Republic of Yugoslavia

was admitted to the United Nations as a new member after eight years of
diplomatic isolation, and its road to the world organization was opened
after the elections on September 24, Croatian electronic media said in
U.N.
General Assembly reports on Thursday.
Croatian media underscored that new Yugoslav President Vojislav

Kostunica had submitted a request for Yugoslavia's admission last
Friday,
and that the General Assembly had previously said Yugoslavia could not
automatically become a U.N. member by taking the place of the former
Yugoslav federation, but had to pass the same admission procedure as
Slovenia, Croatia, BosniaHerzegovina, and Macedonia.
The Zagreb daily Jutarnji list said today that Croatia,
Slovenia,
BosniaHerzegovina, and Macedonia, in addition to Security Council
members,
had sponsored Yugoslavia's admission to the United Nations in a bid to
"underscore the importance of the victory of the principle of equal
legal
rights of all countries created through the disintegration of the
Socialist
Federal Republic of Yugoslavia."

Who is Goran Svilanovic?
The Man Who Invited The War Crimes Tribunal to Belgrade

Goran Svilanovic became Foreign Minister of Yugoslavia last weekend.
Exactly how Svilanovic achieved this post without a
vote of the Yugoslav Parliament is a mystery, but in his newly acquired
post, Svilanovic just announced, with the apparent
approval of Vojislav Kostunica, who has taken the post of President,
that the International Criminal Tribunal for the Former
Yugoslavia (the 'War Crimes Tribunal') will establish an office in
Belgrade and that 'his' government will fully cooperate in
hunting down 'war criminals.'

This represents a reversal of Yugoslav policy. That policy was
established by a government with a majority of seats in the
Federal Parliament. It does not appear that Parliament has discussed
this change; it has simply been announced.

Goran Svilanovic is Chairperson of the miniscule Serbian Citizens'
Alliance party (GSS). He ascended to that position in
August, 1999. The GSS has had the warmest relations with Washington. Its

previous chair, Vesna Pesic, was a founder of the
Washington-funded group, 'Women in Black,' which simulated the
appearance of a peace movement while actively
discouraging resistance to the Washington/Bonn assault on Yugoslavia.
Pesic is widely despised in Yugoslavia as a traitor.
Another former GSS leader (he is now with the minute Social Democratic
Union) Zarko Korac, a Belgrade psych professor,
has appeared in Western mass media as an expert witness, arguing his pet

theory, that the Yugoslav wars of secession were
caused by Serbian aggression stemming from paranoia, the much acclaimed
'victim mentality.'

Mr. Svilanovic met several times with US Special Envoy to the Balkans,
Robert Gelbard; for instance on August 4, 1999.

On Nov. 3. 1999 Svilanovic and other opposition leaders met in
Washington with Madeline Albright who promised them more
money and other support and praised their courage, etc. Following is the

text of Svilanovic's statement made at that time, from
Washington, D.C.:

Text of Svilanovic's statement, broadcast on Radio B2-92, Belgrade,
1600 gmt 4 Nov 99:

"Announcer: The chairman of the Serbian Civic Alliance GSS - member
of the Alliance for Change , Goran Svilanovic,
has joined his party's news conference from Washington by phone and
said that the main achievement of meetings in
Washington is the announcement that a joint working group of the US,

the EU [European Union] and the Serbian
opposition representatives will be set up.

"Svilanovic: They see this working group here as a trilateral
commission. The US has publicly said that it wishes, in
conjunction with the EU, to establish a committee which would
cooperate with a democratic Serbia in the process of
democratic reforms in the country. The idea that the EU and the USA
want and wish to work together and to define a
joint policy regarding Serbia is, as far as I am concerned, the main

achievement of all these meetings."

AN EXCLUSIVE INTERVIEW WITH ZIVADIN JOVANOVIC, YUGOSLAV MINISTER OF
FOREIGN

"For every dollar that the West "gives" to Yugoslavia, it must have ten
in
return!"

Last week, Solidaire interviewed two Otpor activists, the anti-Milosevic

student movement. Today, it is Zivadin Jovanovic, Yugoslav Foreign
Affairs
Minister, and also one of the most important leaders in Milosevic's SPS
party. This party, having held onto its share of the electorate,
remains
the most important political party in the country. In these troubled
days,
hundreds of international journalists have sought to interview a
socialist
leader. The honor went to Solidaire's special correspondent.

MICHEL COLLON

Tuesday, October 11, 11:30 a.m. I entered the grand oval office of
Zivadin
Jovanovic, Minister of Foreign Affairs. It is probably one of the last
times that he will be found here. Some people say that it's "the end of
a
reign." "An eclips before a likely return," answer those who emphasize
the
fact that with 40% of the electorate (a fixed number), the SPS
(Milosevic's
socialist party) remains the most important party in the country, while
the
present DOS coalition is quite fragile: 18 parties whose programs
contradict one another, and whose electoral promises will be impossible
to
fulfil. Jovanovic, who is quite jovial and quick to smile, also has a
number of questions to ask himself. The impassioned interview lasted
three
hours.
How are you?
Jovanovic: I'm surviving! In spite of a very unpleasant visit paid to
my
this morning by a troika from the DOS, who came to try to force me to
step
down. Claiming to be "from President Kostunica," they are going
everywhere
putting pressure on people who have legal mandates in order to force
them to
leave. I responded that Mr. Kostunica had just sworn allegiance to the
Constitution and, after that, I called to their attention that it is not
the
president but the Prime Minister who names ministers. In public, they
claim
to respect the law and the normal functioning of institutions, but in
reality, they are doing everything in their power to destroy them! They
are
trying to create chaos.
The DOS declares that it is "the workers who are taking control of
factories."
Jovanovic: But when this country practiced "self-management of
companies by
workers," the said that it was a form of Communist dictatorship. In
reality, today, it is Zoran Djindjic, the executive head of DOS
headquarters
and I might add its true master (Editor's note: Djindjic is a
politician
from the right who is extremely unpopular for having supported Nato),
who is
in a hurry to seize everything. They are stampeding like hungry
jackals.
These politicians are not the people. They want to seize power of
everything right away in order to start selling off the country.
One could see on television the Customs Chief chased out of his office
and
replaced, under the threat of arms by a certain "Captian Dragan," who is
the
leader of a Serbian militia that was active during the war in Croatia.
This
was a scene that shook public opinion.
Jovanovic: The man whom Djindjic placed as Customs Chief had been in
charge
of customs before. He was fired because he had a police record. Now,
he
comes back with armed supporters and takes his old job back! Is this a
"spontaneous movement that arose from the masses?" People were so
infuriated that the DOS realized that it was an illegal act and that
they
would have to nominate a new director. On the basis of what law? It is
not
within their power to do so because the nomination of a new director is
within the jurisdiction the current government, which is still in
office.
Little by little, the people are going to understand. Even the DOS.
There
are honest people who disapprove. But they lost, and without any
influence.
President Kostunica whose reputation is impeccable, ought to be
concerned
about this. In Parliament, he took an oath of loyalty to the
Constitution.
These people are scoffing at it now.
But for the moment, most of the population is very happy about the
"change."
Jovanovic: They will understand what took place when they find
themselves
without a job, when they see the stores filled with Western products
that
they will be impossible for them to buy, when they submit to a system
where
they can be arbitrarily deprived of jobs, and when they have to pay
enormous
sums of money for education and health care. That's when they'll
understand.
I know that our stores are not very impressive. There are few German,
French or English products. But most of the people can buy whatever
they
need, even modern domestic appliances. It will be a rude awakening.
People
cannot dream very long about miraculous solutions.
The West promises to provide Yugoslavia with financial aid.
Jovanovic: A little money will come from Europe, and the DOS will
present
it as "aid from friendly countries." In reality, it will be a down
payment
on the purchase of our entire country. For every dollar received, we
will
be obliged to pay back ten!
In fact, dollars have already found their way into Yugoslavia.
Jovanovic: Yes, the United States publicly acknowledged having spent
$77.2
million dollars in order to help the opposition overturn the Yugoslav
government. And on September 25, the U.S. Congress voted a new credit
of
$105 million dollars.
Have you lodged a protest with the UN against this interference in
elections?
Jovanovic: Of course. This destabilization of our country was
organized
first in Budapest, with American offices established in Sofia, Skoplje
and
elsewhere, and composed of CIA agents. The Vienna Accords forbid
establishing centers in one country that are hostile to another. Look
at
what's happening today. The American ambassador to Budapest,
Montgomery, is
coming to Yugoslavia to pay a visit to his subordinates at the DOS!
But the United States and Great Britain, who control the UN, have denied
all
evidence of this. Other countries understand what's happening here, but
we
can't even get a debate.
The United States has spent considerable sums of money for the DOS
electoral
campaign.
Jovanovic: Yes. And how would they react if this sort of thing was
done in
the United States? It reminds me of a joke that's told here: a
villager
sees a priest eating a huge serving of roast beef in the middle of a
religious fast. "But you told us that fasting was a one of God's
commandments!" says the villager. The priest replies: "You're supposed
to
obey my instructions, but you're not supposed to act the way I do!"
In short, "do as I say, not as I do."
Jovanovic: (Laughing) Yes! That's exactly the case with the United
States!
What they permit themselves to do, they forbid to others. Whenever they

speak of "democracy," it's merely a slogan they advance in order to
dominate
the world. Another example: they want to impose an International War
Crimes tribunal in order to put us on trial. But they themselves refuse
to
accept a universal war crimes tribunal, which would put them on trial
for
all of the war crimes they committed against various sovereign states.
They
know all too well that they would be convicted for what they have done
in
Panama, Haiti and elsewhere!
In 1995, in the Assembly General of the United Nations, they voted
against a
resolution which forbade intervention in the domestic affairs,
particularly
electoral, of other countries. This resolution was voted in despite
American opposition, so they ought to follow the rules of the democratic

majority! "Two weights, two measures," that's the key to American-style

"democracy."
Is Yugoslavia lone targeted, or does this announce other offensives by
the
United States and Nato?
Jovanovic: It is not merely the problem of one country in a strategic
region. They are going to make a terrific effort because if Yugoslav
resistance lasted much longer, it would have become a dangerous
example. We
were in the process of acquiring growing support from the Third World.
Is Russia the next step?
Jovanovic: If so much energy has been concentrated against Yugoslavia,
then
it is not merely to gratify the immediate interests of the United States
and
Nato in our country. In order to understand, it is necessary to take
into
consideration their global aspirations. Besides certain regions which
have
a vital importance in and of themselves, because of their significant
natural resources, whatever Nato and the United States are doing is
always a
function of their global interests.
First of all, they want to destroy any will to independence and
resistance
to their domination of the entire world. Secondly, they want to send
the
message that "No country at all is allowed to invoke principles; it must

only respect the way the United States sees things. Thirdly, Nato is
thus
drawing closer to the borders of Russia and China. Washington is
working
toward breaking them up while planting the seeds of separatism and
manipulating Islamic fundamentalism. On the one hand, they are
deceiving
the Muslims in making them believe that they are their friends.
All of this while they are massacring people in Irak and Palestine.
Jovanovic: Exactly! And on the other hand, they are looking for a way
to
control mineral and energy resources in the same way they want to
control
the new markets which are opening up to the east of our country: the
Caucasus, the Middle East... Having established their control over
western
Europe, the United States now wants to control all the governments of
Eurasia. That is the decisive global factor involved.
In having resisted for ten years, we have given other countries time.
Some
countries have been awakened to their role with respect to the
situation,
but it has not been enough. Without a doubt (there was a melancholy
note in
his voice), the burden Yugoslavia had to carry was too heavy. We have
received some support, but not enough, most notably from countries that
we
were counting on.
Are you thinking of Russia?
Jovanovic: (He did not reply, but merely nodded his head). Nothing is
forever. Including the present situation in Yugoslavia. I am certain
that,
just as certain people who voted for the DOS are going to regret it,
certain
European countries will regret not having supported Yugoslavia more and
they
have come to that realization too late.
(Smiling again) An old Serbian song says: "The bear is dancing on your

uncle's doorstep. And now, he's coming to your house!" In other words:

You haven't budged, but you will regret it. Everybody has
underestimated
these events and they have not seen the risk that they have taken by not

reacting.
And from your point of view, do you think you've made some mistakes?
Jovanovic: Yes. I don't want to evade any of our responsibilities. We
did
not realistically evaluate the domestic and international situations.
We
did not take into consideration the negative factors.
For example?
Jovanovic: Domesticly, we did not realistically consider the sentiments
of
the people. We should have paid closer attention to the effects of the
deprivations which the people were subjected to after ten years of
sanctions. The people resisted aggression; they resisted sanctions, but

their living conditions were really degraded beyond any reasonable
point.
And with the war on top of it all!
Secondly, after the aggression, we put a great deal of effort into
reconstructing the country. Schools, hospitals, roads, bridges... This

demanded a lot of capital and we had to levy an assessment on salaries
and
pensions. The reconstruction was important for the future of the
country,
but it did not directly improve the quality of life. We should have
been
more realistic as far as investments were concerned, and adopted further

measures to improving the living condition of the people.
Thirdly, we did not succeed in controlling commerce. We gave too much
latitude to greedy people who stockpiled merchandise, like oil and
sugar,
which resulted in prices increases before the market was resupplied.
People
profited from the situation to stockpile and speculate. They sometimes
sold
items at two or three times their cost! Imagine the fortunes they
accumulated!
There is a cement factory in my region called Paracim. It's a very
important product because there was a lot of reconstruction to do after
the
bombardment. During an election rally, a woman came up to me: "Mr.
Minister, why do you let these people charge 13 deutschemarks for a sack
of
cement when it only costs 3.5 deutschemarks when it leaves the factory?"

The director of the factory was standing right next to me, so I turned
to
him, and he said: "I am only responsible for the production. I can't
control commerce." I talked about this situation with my colleagues
from
the economics department. But too late.
Many have criticized your government as well as your party for the fact
that
while the great majority of people were living under conditions of
extreme
difficulty, fantastic fortunes were also being made. Some people lived
lives of luxury and privilege.
Jovanovic: Some people profited from their position in order to
illegally
and immorally enrich themselves. Now we are suffering the consequences.

But they represent a minority. The great majority of our socialists are

honest people who struggle for social justice, education and health-care
for
all.
Why didn't you fight more vigorously against this phenomenon? Because
what
you are describing is not a recent development.
Jovanovic: The forces at the heart of my party were not inclined to
undertake this struggle. But now, we are going to have to get rid of
these
profiteers. Efficiently and pitilessly.
At all levels?
At all levels.
Many people think that Milosevic would have done better to recognize
Kostunica's victory immediately.
Jovanovic: I don't know if Kostunica had 51%, 50% of the vote or
somewhat
less, and now I don't care. Anyway one looks at it, it is clear that he
had
a 10% lead over Milosevic and that he was going to win. On the other
hand,
there is a legal process that must be respected. They should have
verified
that he really got 50% or if a second round was necessary.
In fact, isn't the DOS victory the result of a number of factors?
Jovanovic: Absolutely. The principal-for which we are to blame, and I
myself am to blame-is that we severely misjudged the real situation.
Even
though I had achieved good results with my constituency in Pomoravije,
winning three districts out of six. Maybe four after verification.
In fact, the SPS is holding on to its electorate.
Jovanovic: Yes, but this is what is new. Washington has succeeded in
making the opposition DOS credible. Faced with this great international

campaign, financed by millions of dollars, we can be satisfied to have
succeeded in conserving the SPS's force. Too bad that we did not
succeed in
enlarging our base. That will be our task in the future.

JOVANOVIC, YUGOSLAV MINISTER OF FOREIGN
AFFAIRS
"For every dollar that the West "gives" to Yugoslavia, it must have ten
in return!"
Last week, Solidaire interviewed two Otpor activists, the anti-Milosevic
student movement. Today, it is Zivadin Jovanovic, Yugoslav Foreign
Affairs Minister, and also one of the most important leaders in
Milosevic's SPS party. This party, having held onto its share of the
electorate, remains the most important political party in the country.
In these troubled days, hundreds of international journalists have
sought to interview a socialist leader. The honor went to Solidaire's
special correspondent.

Tuesday, October 11, 11:30 a.m. I entered the grand oval office of
Zivadin Jovanovic, Minister of Foreign Affairs. It is probably one of
the last times that he will be found here. Some people say that it's
"the end of a reign." "An eclips before a likely return," answer those
who emphasize the fact that with 40% of the electorate (a fixed number),
the SPS (Milosevic's socialist party) remains the most important party
in the country, while the present DOS coalition is quite fragile: 18
parties whose programs contradict one another, and whose electoral
promises will be impossible to fulfil. Jovanovic, who is quite jovial
and quick to smile, also has a number of questions to ask himself. The
impassioned interview lasted three hours.
How are you?
Jovanovic: I'm surviving! In spite of a very unpleasant visit paid to
my this morning by a troika from the DOS, who came to try to force me to
step down. Claiming to be "from President Kostunica," they are going
everywhere putting pressure on people who have legal mandates in order
to force them to leave. I responded that Mr. Kostunica had just sworn
allegiance to the Constitution and, after that, I called to their
attention that it is not the president but the Prime Minister who names
ministers. In public, they claim to respect the law and the normal
functioning of institutions, but in reality, they are doing everything
in their power to destroy them! They are trying to create chaos.
The DOS declares that it is "the workers who are taking control of
factories."
Jovanovic: But when this country practiced "self-management of
companies by workers," the said that it was a form of Communist
dictatorship. In reality, today, it is Zoran Djindjic, the executive
head of DOS headquarters and I might add its true master (Editor's
note: Djindjic is a politician from the right who is extremely
unpopular for having supported Nato), who is in a hurry to seize
everything. They are stampeding like hungry jackals. These politicians
are not the people. They want to seize power of everything right away
in order to start selling off the country.
One could see on television the Customs Chief chased out of his office
and replaced, under the threat of arms by a certain "Captian Dragan,"
who is the leader of a Serbian militia that was active during the war in
Croatia. This was a scene that shook public opinion.
Jovanovic: The man whom Djindjic placed as Customs Chief had been in
charge of customs before. He was fired because he had a police record.
Now, he comes back with armed supporters and takes his old job back! Is
this a "spontaneous movement that arose from the masses?" People were
so infuriated that the DOS realized that it was an illegal act and that
they would have to nominate a new director. On the basis of what law?
It is not within their power to do so because the nomination of a new
director is within the jurisdiction the current government, which is
still in office.
Little by little, the people are going to understand. Even the DOS.
There are honest people who disapprove. But they lost, and without any
influence. President Kostunica whose reputation is impeccable, ought to
be concerned about this. In Parliament, he took an oath of loyalty to
the Constitution. These people are scoffing at it now.
But for the moment, most of the population is very happy about the
"change."
Jovanovic: They will understand what took place when they find
themselves without a job, when they see the stores filled with Western
products that they will be impossible for them to buy, when they submit
to a system where they can be arbitrarily deprived of jobs, and when
they have to pay enormous sums of money for education and health care.
That's when they'll understand.
I know that our stores are not very impressive. There are few German,
French or English products. But most of the people can buy whatever
they need, even modern domestic appliances. It will be a rude
awakening. People cannot dream very long about miraculous solutions.
The West promises to provide Yugoslavia with financial aid.
Jovanovic: A little money will come from Europe, and the DOS will
present it as "aid from friendly countries." In reality, it will be a
down payment on the purchase of our entire country. For every dollar
received, we will be obliged to pay back ten!
In fact, dollars have already found their way into Yugoslavia.
Jovanovic: Yes, the United States publicly acknowledged having spent
$77.2 million dollars in order to help the opposition overturn the
Yugoslav government. And on September 25, the U.S. Congress voted a new
credit of $105 million dollars.
Have you lodged a protest with the UN against this interference in
elections?
Jovanovic: Of course. This destabilization of our country was
organized first in Budapest, with American offices established in Sofia,
Skoplje and elsewhere, and composed of CIA agents. The Vienna Accords
forbid establishing centers in one country that are hostile to another.
Look at what's happening today. The American ambassador to Budapest,
Montgomery, is coming to Yugoslavia to pay a visit to his subordinates
at the DOS!
But the United States and Great Britain, who control the UN, have denied
all evidence of this. Other countries understand what's happening here,
but we can't even get a debate.
The United States has spent considerable sums of money for the DOS
electoral campaign.
Jovanovic: Yes. And how would they react if this sort of thing was
done in the United States? It reminds me of a joke that's told here: a
villager sees a priest eating a huge serving of roast beef in the middle
of a religious fast. "But you told us that fasting was a one of God's
commandments!" says the villager. The priest replies: "You're supposed
to obey my instructions, but you're not supposed to act the way I do!"
In short, "do as I say, not as I do."
Jovanovic: (Laughing) Yes! That's exactly the case with the United
States! What they permit themselves to do, they forbid to others.
Whenever they speak of "democracy," it's merely a slogan they advance in
order to dominate the world. Another example: they want to impose an
International War Crimes tribunal in order to put us on trial. But they
themselves refuse to accept a universal war crimes tribunal, which would
put them on trial for all of the war crimes they committed against
various sovereign states. They know all too well that they would be
convicted for what they have done in Panama, Haiti and elsewhere!
In 1995, in the Assembly General of the United Nations, they voted
against a resolution which forbade intervention in the domestic affairs,
particularly electoral, of other countries. This resolution was voted
in despite American opposition, so they ought to follow the rules of the
democratic majority! "Two weights, two measures," that's the key to
American-style "democracy."
Is Yugoslavia lone targeted, or does this announce other offensives by
the United States and Nato?
Jovanovic: It is not merely the problem of one country in a strategic
region. They are going to make a terrific effort because if Yugoslav
resistance lasted much longer, it would have become a dangerous
example. We were in the process of acquiring growing support from the
Third World.
Is Russia the next step?
Jovanovic: If so much energy has been concentrated against Yugoslavia,
then it is not merely to gratify the immediate interests of the United
States and Nato in our country. In order to understand, it is necessary
to take into consideration their global aspirations. Besides certain
regions which have a vital importance in and of themselves, because of
their significant natural resources, whatever Nato and the United States
are doing is always a function of their global interests.
First of all, they want to destroy any will to independence and
resistance to their domination of the entire world. Secondly, they want
to send the message that "No country at all is allowed to invoke
principles; it must only respect the way the United States sees things.
Thirdly, Nato is thus drawing closer to the borders of Russia and
China. Washington is working toward breaking them up while planting the
seeds of separatism and manipulating Islamic fundamentalism. On the one
hand, they are deceiving the Muslims in making them believe that they
are their friends.
All of this while they are massacring people in Irak and Palestine.
Jovanovic: Exactly! And on the other hand, they are looking for a way
to control mineral and energy resources in the same way they want to
control the new markets which are opening up to the east of our
country: the Caucasus, the Middle East... Having established their
control over western Europe, the United States now wants to control all
the governments of Eurasia. That is the decisive global factor
involved.
In having resisted for ten years, we have given other countries time.
Some countries have been awakened to their role with respect to the
situation, but it has not been enough. Without a doubt (there was a
melancholy note in his voice), the burden Yugoslavia had to carry was
too heavy. We have received some support, but not enough, most notably
from countries that we were counting on.
Are you thinking of Russia?
Jovanovic: (He did not reply, but merely nodded his head). Nothing is
forever. Including the present situation in Yugoslavia. I am certain
that, just as certain people who voted for the DOS are going to regret
it, certain European countries will regret not having supported
Yugoslavia more and they have come to that realization too late.
(Smiling again) An old Serbian song says: "The bear is dancing on your
uncle's doorstep. And now, he's coming to your house!" In other
words: You haven't budged, but you will regret it. Everybody has
underestimated these events and they have not seen the risk that they
have taken by not reacting.
And from your point of view, do you think you've made some mistakes?
Jovanovic: Yes. I don't want to evade any of our responsibilities. We
did not realistically evaluate the domestic and international
situations. We did not take into consideration the negative factors.
For example?
Jovanovic: Domesticly, we did not realistically consider the sentiments
of the people. We should have paid closer attention to the effects of
the deprivations which the people were subjected to after ten years of
sanctions. The people resisted aggression; they resisted sanctions, but
their living conditions were really degraded beyond any reasonable
point. And with the war on top of it all!
Secondly, after the aggression, we put a great deal of effort into
reconstructing the country. Schools, hospitals, roads, bridges... This
demanded a lot of capital and we had to levy an assessment on salaries
and pensions. The reconstruction was important for the future of the
country, but it did not directly improve the quality of life. We should
have been more realistic as far as investments were concerned, and
adopted further measures to improving the living condition of the
people.
Thirdly, we did not succeed in controlling commerce. We gave too much
latitude to greedy people who stockpiled merchandise, like oil and
sugar, which resulted in prices increases before the market was
resupplied. People profited from the situation to stockpile and
speculate. They sometimes sold items at two or three times their cost!
Imagine the fortunes they accumulated!
There is a cement factory in my region called Paracim. It's a very
important product because there was a lot of reconstruction to do after
the bombardment. During an election rally, a woman came up to me: "Mr.
Minister, why do you let these people charge 13 deutschemarks for a sack
of cement when it only costs 3.5 deutschemarks when it leaves the
factory?" The director of the factory was standing right next to me, so
I turned to him, and he said: "I am only responsible for the
production. I can't control commerce." I talked about this situation
with my colleagues from the economics department. But too late.
Many have criticized your government as well as your party for the fact
that while the great majority of people were living under conditions of
extreme difficulty, fantastic fortunes were also being made. Some
people lived lives of luxury and privilege.
Jovanovic: Some people profited from their position in order to
illegally and immorally enrich themselves. Now we are suffering the
consequences. But they represent a minority. The great majority of our
socialists are honest people who struggle for social justice, education
and health-care for all.
