Iraq: aiuti umanitari e affari

Dichiarazione di Fabio Alberti, presidente del "Tavolo di solidarietà
con le popolazioni dell'Iraq"

"Che l'Italia, dopo aver sostenuto la distruzione dell'Iraq, sostenga
un intervento umanitario è il minimo che si possa pretendere. Si
tratterebbe di un risarcimento per il danno
arrecato. Ma un minimo di buon gusto avrebbe voluto che ci si astenesse
dall'inviare altri militari che si aggiungeranno alle già numerose
truppe di occupazione e che si demandasse alle
Nazioni Unite il compito di distribuire gli aiuti.
Non è bello che chi divide la responsabilità di tante vittime si faccia
poi bello del soccorso portato agli scampati.
Invece ci sembra che il Governo italiano stia mettendo in atto un
intervento abborracciato, fuori dal coordinamento Onu e politicamente
finalizzato.
Non sono i militari a servire da protezione agli aiuti, ma sono
piuttosto gli aiuti a servire da copertura all'invio di truppe che
serviranno per sedersi al tavolo su cui si spartiranno i lucrosi
contratti della ricostruzione.
Come Tavolo di solidarietà con le popolazioni dell'Iraq, ci uniamo alla
richiesta di gran parte delle ONG a livello mondiale chiedendo che gli
interventi umanitari non siano gestiti dagli eserciti e dalle nazioni
belligeranti, ma dalle Nazioni Unite. Ci opponiamo all'invio dei
militari.
Chiediamo che tutti i fondi stanziati siano inviati alle agenzie Onu e
alla Croce Rossa e che l'Italia si astenga da ogni intervento diretto. "

IRAQ: Da settembre a Baghdad osservatorio internazionale
sull’occupazione militare

"Occupation Watch", un osservatorio internazionale sull’occupazione
militare sarà attivo, a partire da settembre, a Baghdad per denunciare
le violazioni dei diritti umani da parte delle forze occupanti,
monitorare la ricostruzione, l’utilizzo del petrolio, il comportamento
delle aziende straniere, il processo democratico in Iraq.
Lo hanno annunciato nella capitale irachena un gruppo di organizzazioni
pacifiste internazionali, tra cui l'italiana "Un Ponte per ..."
Fra i compiti specifici dell’osservatorio, la denuncia dei
comportamenti illegittimi dei militari, degli arresti e delle
detenzioni arbitrarie, dell'uso della forza non necessaria.
Esso dovrà inoltre monitorare gli appalti e i contratti per la
ricostruzione fino ad oggi assegnati tutti a multinazionali
statunitensi "senza gara di appalto e senza trasparenza", come è stato
denunciato da Medea Benjamin di "United for Peace and Justice", una
coalizione di 600 associazioni e comitati pacifisti americani.
"Sinora le forze occupanti – ha affermato Ted Lewis di Global Exchange,
organizzazione di San Francisco - non hanno rispettato gli obblighi
internazionali di assicurare cibo e servizi essenziali alla
popolazione. Non possiamo credere che un paese che ha una tecnologia
così avanzata, che può permettersi di spendere 500 miliardi di dollari
all'anno in armamenti, non sia in grado di riattivare l’energia
elettrica in due mesi"
Per l’associazione "Un Ponte per .... che è tra i promotori
dell’osservatorio, Fabio Alberti ha affermato che: "le forze di
occupazione agiscono in una paese apertamente ostile non tanto perchè
la popolazione ha nostalgia del passato regime , che nessuno rimpiange,
ma quanto perché ogni giorno che passa gli intenti dell'occupazione
militare - il controllo del petrolio e di un area strategica, gli
affari della ricostruzione - appaiono più evidenti".
Nei giorni scorsi il "Tavolo di solidarietà con le popolazioni
dell'Iraq" presieduto da Alberti ha lanciato una petizione popolare per
il ritiro immediato delle truppe italiane.
"L’osservatorio – ha continuato Alberti – avrà grande attenzione nel
monitorare i contratti di subappalto a cui aspirano centinaia di
aziende italiane e degli altri paesi occupanti quali Gran Bretagna e
Polonia".
"Occupation Watch", basato esclusivamente sul volontariato e totalmente
finanziato da associazioni pacifiste, sarà frutto del lavoro di un
gruppo di ricercatori internazionali (tra cui un italiano) e iracheni
che opereranno a Baghdad. I risultati delle ricerche saranno pubblicati
su un sito dedicato.

The people in Iraq want the U.S. occupation to end. The U.S. soldiers
in Iraq want to come home. On Saturday, October 25, tens of thousands
of people in the U.S., joined by delegations from countries around the
world, will go back into the streets to demand End the Occupation,
Bring the Troops Home Now! Under the banner, "The World Unites Against
U.S. Militarism," the demonstration, marching from the Justice
Department to the White House to the Pentagon, will also demand an end
to the looting and destruction of social programs by the Bush
Administration.

The Bush Administration lied to the people, to the Congress, and to the
United Nations as it raced to wage war against Iraq. The Bush
administration is now carrying out a cover up of its lies and
deceptions.

Every day, people are dying as a consequence of this illegal
occupation. Every day human misery expands in the drive for world
Empire and corporate globalization. Every day, vital social programs
that serve and protect working people in the U.S. are being destroyed
as the Bush administration cynically manipulates the slogan of the "war
on terrorism" to carry out the social transfer of wealth from the
bottom to the top. It has served as a public relations ploy for their
Robin-Hood-in-reverse politics. Stopping Bush's war abroad and his war
at home is a matter of life and death. None of us has the luxury of
waiting. The time to act is now.

Tens of thousands of Iraqis and hundreds of U.S. GIs have been killed
and maimed. As the anger of the Iraqi people will inevitably grow, the
body count on both sides will sharply increase.

As the anti-war movement predicted, the Iraqi people view U.S. forces
as colonial occupiers, not liberators. U.S. troops, frightened by the
hostile environment and encouraged by the racist climate created by the
military brass, are killing and being killed in a war that serves only
the interests of U.S. oil monopolies and corporate elites - George W.
Bush's real constituents. U.S. soldiers and their families are now
realizing that high government officials, mostly millionaires who
shuttle between corporate boardrooms and government posts, are using
U.S. troops as a private security detachment for Corporate America's
plunder of Iraq's oil riches.

The October 25 International March on Washington will include
delegations invited from countries around the world whose banners will
represent resistance to the threat posed by the Bush Administration's
hyper-aggressive "preemptive war" strategy. The Bush Administration
has also just won approval from Congress to proceed with the creation
of a new generation of tactical nuclear weapons explicitly designed to
be used in the Third World in coming conflicts. The march will demand
an immediate end to this new nuclear arms race.

As we continue the movement in opposition to the occupation of Iraq, we
must also oppose the daily threats against the people of Palestine,
Afghanistan, Iran, Korea, Cuba, the Philippines, Colombia, Liberia,
Zimbabwe, and all others that are targets of the Bush administration.

The demonstration will be followed on October 26 by an assembly with
international delegates from the global anti-war movement to assess and
strategize challenging the Bush Administration's war drive and the
component assault on civil rights and civil liberties taking place in
many countries under the cloak of "national security" laws, including
the Patriot Act in the U.S.

THE WAR AT HOME

The Bush administration will spend $2.7 trillion in a vast expansion of
the U.S. military-industrial apparatus, while eliminating or severely
cutting taxes for Corporate America and the one percent of the richest
part of the United States population to the tune of $1 trillion. The
administration is pursuing a calculated strategy to create a fiscal
crisis inside the United States so that lawmakers will be compelled to
cut or eliminate social programs for which there will no longer be
funds.

Pentagon officials now admit that they intend for the U.S. to maintain
at least 150,000 troops in Iraq for the "foreseeable future," while the
cost of the U.S. war in and occupation of Iraq is nearly $4 billion a
month, a "burn rate" that will also continue.

The government of the richest country in human history is spending more
for war than any government in human history and has its troops
stationed in more than 750 military installations and bases located in
more than 130 countries all over the world. This is the means by which
the Bush administration, the Pentagon and Corporate America are
advancing the goal of Empire.

The rapid expansion of U.S. militarism under the Bush administration is
not only a threat to the people of the world, it is a calculated
assault on the standard of living and rights of working people. Bush,
Cheney, Rumsfeld, Wolfowitz have a plan to destroy every social reform
that has been achieved since the 1930s. What are they seeking to
destroy or privatize? Social security, medicare, medicaid, public
education, affirmative action, civil rights, women's rights,
reproductive health, l/g/b/t rights, environmental protections, and any
other programs or social rights that are perceived as either a
restriction on corporate power and profits or are a focus of attack by
the ultra-right's political program. Under the Bush Administration, the
war at home has also meant a rise in attacks against communities of
color. Police brutality against the African American and Latino
communities in particular have escalated, from New York City to Ohio
and across the country.

The October 25-26 weekend is also the second anniversary of the signing
of the so-called Patriot Act authorizing political arrests, indefinite
detentions and domestic spying. As the Bush administration - which only
came to power due to massive racist disenfranchisement and voting fraud
-- violates international law it has been systematically engaged in a
campaign of division and repression in the United States including a
wholesale assault on the Bill of Rights, institutionalization of racial
profiling, and aggregation of near dictatorial powers to the Executive
branch. The demonstration will be a political challenge to the attack
on civil rights and civil liberties and the expansion of the system of
repression in the U.S. and in countries around the world which have
also adopted new repressive National Security laws.

The people of the world went into the streets unparalleled global
mobilizations before the war started. On October 25, we will go into
the streets again. The anti-war, civil rights and social justice
movement, whose ranks are being joined in ever increasing numbers by
the family members of military personnel and U.S. veterans, can create
the effective political force that will end the occupation of Iraq and
bring the troops home immediately. It was only the people's movement
that ended the invasion and occupation of Vietnam and it will be the
global people's anti-war movement that will help end the U.S.
occupation of Iraq.

The A.N.S.W.E.R. Coalition was formed in the days after September 11 by
progressive organizations and people in the United States who
recognized the need to take immediate action in response to the Bush
administration's headlong rush to war and the racist attacks against
the Arab and Muslim communities in the U.S. The Coalition organized the
first national demonstration against war and racism following September
11 on September 29, 2001, which brought 25,000 people into the streets

How the battle lies were drawn

The WMDs haven’t turned up. In 1999 there was no genocide in Kosovo.
But, says Neil Clark, Tony Blair has never allowed the facts to get in
the way of a good war.

If you ever get to Belgrade Zoo, don’t miss the snake house. There, in
nicely heated tanks, you will see two rather fearsome-looking pythons,
one named Warren and the
other Madeleine. The names of Bill Clinton’s secretaries of state —
Warren Christopher and Madeleine Albright — will not be forgotten
quickly in the capital of the former Yugoslavia. Seeing the two pythons
slithering in their tanks reminded me
of the murderous foreign policy of the Clinton administration and the
enthusiastic support it received from New Labour.

For amid the present furore over the no-show of Iraqi WMDs, let us
remember that in Kosovo our humanitarian Prime Minister dragged this
country into an illegal, US- sponsored war on grounds which later
proved to be fraudulent. In 2003 Tony’s Big Whopper was that Saddam’s
WMDs ‘could be activated within 45 minutes’.

In 1999 it was that Slobodan Milosevic’s Yugoslavia was ‘set on a
Hitler-style genocide equivalent to the extermination of the Jews
during World War Two’.

Clare Short now complains that the Prime Minister ‘duped’ the public
over the non-existent Iraqi threat.

But four years ago, Short and her fellow Cabinet resigner Robin Cook
were enthusiastic collaborators in Blair’s equally squalid campaign to
‘dupe’ the British public over Kosovo. Cook’s role in the war on
Yugoslavia was described by the late
Auberon Waugh as a ‘national disgrace’.

A closer examination of the part played by the former foreign secretary
in the military conflict makes you wonder why he too did not end up
commemorated in a Belgrade snake house.

Consider his role in the farcical ‘peace negotiations’ at Rambouillet —
the successful conclusion of which Washington and London desired as
much as they wanted Hans Blix’s weapons inspectors to be able to
complete their mission in Iraq.

Cook claimed that ‘the reason they [the Serbs] refused to agree to the
peace process was that they were not willing to agree to the autonomy
of Kosovo, or for that autonomy to be guaranteed by an international
military presence at all’.

In fact, the Yugoslavs had by February 1999 already agreed to most of
the autonomy proposals and had assented to a UN (but not Nato)
peacekeeping team entering Kosovo.

It was the unwelcome prospect of Milosevic signing up to a peace deal
and thereby depriving the US of its casus belli that caused Secretary
of State Albright, with the connivance of Cook, to insert new terms
into the Rambouillet accord purposely designed to be rejected by
Belgrade.

Appendix B to chapter seven of the document provided not only for the
Nato occupation of Kosovo, but also for ‘unrestricted access’ for Nato
aircraft, tanks and troops throughout Yugoslavia. The full text of the
Rambouillet document was kept secret from the public and came to light
only when published in Le Monde Diplomatique on 17 April. By this
time, the war was almost a month old and the asting of Milosevic as
the ‘aggressor’ had lready successfully been achieved.

The Kosovan war was, we were repeatedly old, fought ‘to stop a
humanitarian catastrophe’. ‘It is no exaggeration to say that what is
happening is racial genocide’ — claimed the British Prime Minister
‘something we had hoped we would never again experience in Europe.
Thousands have been murdered, 100,000 men are missing and hundreds
forced to flee their homes and the country.’

The Serbs were, according to the US State Department, ‘conducting a
campaign of forced population movement not seen in Europe since WW2’.
One US Information Agency ‘fact’ sheet claimed that the number of
Albanians massacred could be as high as 400,000. Undeterred by the
complete lack of evidence to back up the claims of Washington and
London, political pundits, from Lady Thatcher to Ken Livingstone,
weighed in with op-ed pieces comparing Slobodan Milosevic to Adolf
Hitler.

But despite its overwhelming military superiority, Nato’s assault on
Yugoslavia did not go according to plan. The second week of April was
a particularly bad news week for the humanitarian interventionists. On
12 April Nato bombers hit a passenger train in southern Serbia,
killing 10 civilians and injuring 16 others.

It was also revealed that the alliance was, despite earlier denials,
using depleted uranium. And, worst of all for the hawks in the US and
Britain, EU leaders were due to meet to discuss a German peace plan
which would involve a 24-hour suspension of bombing and UN
peacekeepers entering Kosovo.

With public support for war faltering, and a Downing Street spokesman
talking of a ‘public-relations meltdown’, it was time for the Lie
Machine to go into overdrive. Dr. Johnson believed patriotism to be
the last refuge of the scoundrel. He clearly hadn’t considered the
invention of enemy rape camps. On 13 April an ashen-faced Robin Cook
told journalists of ‘fresh evidence’ that ‘young women are being
separated from the refugee columns and forced to undergo systematic
rape in an army camp at Djakovica near the Albanian border’.

In fact, Cook’s ‘evidence’ (which was founded solely on uncorroborated
claims by Albanian refugees) was not ‘fresh’ at all, but had first been
presented by US defense spokesman Kenneth Bacon at a press conference
the week before. Not to be outdone by her Cabinet colleague, Clare
Short also joined in enthusiastically to add breaches of women’s rights
to the long litany of Serb sins.

‘The actual rape reports are still in the hundreds‚’ claimed the
International Development Secretary, ‘but they’re deliberate and
organised and designed to humiliate, often in front of fathers and
husbands and children, you know, just to give
anguish and humiliation to the whole family.’ For the record, the UNHCR
found no evidence of a rape camp at Djakovica and even Human Rights
Watch, the George Soros-financed NGO hardly known for its pro-Yugoslav
stance, announced that it was ‘concerned that Nato’s use of rape camps
to bolster support for the war relied on unconfirmed accounts’. The
hysteria over Serb rape camps rallied support for the war,
even though the next day an attack by a Nato plane on a convoy of
Albanians killed 64 and wounded 20.

Apologists for the government now claim that we should not jump to
hasty conclusions over the failure of coalition forces to find any
Iraqi WMD. But as far as Kosovo is concerned, we have already had
plenty of time to discover the truth. When
John Laughland, writing in The Spectator in November 1999, claimed that
the mass graves in Kosovo were a ‘myth’, he was loudly denounced by
Francis Wheen, Noel Malcolm and a whole host of Nato apologists and
lap-top bombardiers.

Four years on, it is Wheen and the supporters of intervention in Kosovo
who have the explaining to do.

At the Trepca mine, where Nato told us that up to 700 bodies had been
dumped in acid and whose name the Daily Mirror predicted would ‘live
alongside those of Belsen, Auschwitz and Treblinka’, UN investigators
found absolutely nothing, a pattern
repeated at one Nato mass-grave site after another. To date, the total
body count of civilians killed in Kosovo in the period 1997–99 is
still fewer than 3,000, a figure that includes not only those killed
in open fighting and during Nato air strikes, but also an unidentified
number of Serbs. Clearly it was an exaggeration — of Munchausenian
proportions — for the Prime Minister to describe what happened in
Kosovo as ‘racial
genocide’.

In both Kosovo and Iraq, the government’s war strategy seems to have
been threefold:

1. In order to whip up public support for war, tell lies so outrageous
that most people will believe that no one would have dared to make
them up.

2. When the conflict is over, dismiss questions about the continued
lack of evidence as ‘irrelevant’ and stress alternative ‘benefits’
from the military action, e.g., ‘liberation’ of the people.

3. Much later on, when the truth is finally revealed, rely on the fact
that most people have lost interest and are now concentrating on the
threat posed by the next new Hitler.

An admission of the government’s culpability for the Kosovan war only
slipped out in July 2000, when Lord Gilbert, the ex-defence minister,
told the House of Commons that the Rambouillet terms offered to the
Yugoslav delegation had been ‘absolutely intolerable’ and expressly
designed to rovoke war. Gilbert’s bombshell warranted scarcely line
in the mainstream British media, which ad been so keen to label the
Yugoslavs the uilty party a year before.

Last week, to the party’s eternal shame, only 1 Labour MPs voted for an
independent judicial investigation into the way the British rime
Minister led us into war against Iraq.
But, important as such an inquiry would be, it will not be enough. What
is also needed is a similar, concurrent investigation into how the
Blair government also deceived the
nation over Kosovo. New Labour, of course, would rather we all forgot
about non-existent mass graves, mythical rape camps and phantom WMDs.
The interests of democracy and accountable government — to say nothing
of those killed in two
shameful conflicts — mean that we must never do so.

Kosovo Déjà Vu

As the world looks on at the growing mess in postwar Iraq, it is time
to recall the U.S. government’s bombing campaign against Serbia.
There are many similarities to the recent campaign in Iraq. President
Bill Clinton’s war against Serbia epitomized his moralism, his
arrogance, his refusal to respect law, and his fixation on proving his
virtue by using deadly force, regardless of how many innocent people
died in the
process.

Ethnic conflicts exploded throughout the former Yugoslavia in the
early 1990s. The casualty toll was highest in Bosnia. In 1995, the
Clinton administration backed a sweep by the U.S.-trained Croatian
army to recapture Serb-held territory in Croatia.
More than a quarter-million Serb civilians were turned into refugees
by this attack; much of Croatia was ethnically cleansed in the
process, as journalist Doug Bandow
reported at the time. The U.S. government made no protest and refused
to recognize the plight of Serb refugees.

By 1998, full-scale civil war was raging in Kosovo, a province of
Serbia the size of Connecticut. The Kosovo Liberation Army (KLA)
controlled about 40 percent of the territory of the province. Both
sides used brutal tactics. For instance, at the State Department daily
press briefing for March 4, 1998, department spokesman James Rubin
announced that the U.S. government “called on the leaders of the
Kosovar-Albanians to condemn terrorist action by the so-called Kosovo
Liberation Army.”
The KLA was known to be heavily involved in drug trafficking and had
close ties to Osama bin Laden, allegedly the worst terrorist
mastermind in the world.

A cease-fire was negotiated between the Serbian government and the KLA
in late 1998, but it did not stop the fighting. According to former
Secretary of State Henry Kissinger, 80 percent of the cease-fire
violations in the months before the NATO bombing campaign began were
committed by the KLA.

The United States and its NATO partners pressured the Serbian
government to agree to a set of demands that purported to end the
ethnic violence in Kosovo. When
Serbian President Slobodan Milosevic refused, NATO bombed. In a speech
on March 24, 1999, the day the bombing began, Clinton denounced
Milosevic for rejecting “the balanced and fair peace accords that our
allies and partners, including Russia, proposed last month, a peace
agreement that Kosovo’s ethnic Albanians courageously accepted.”

However, at negotiations in Rambouillet, France, NATO effectively
demanded the equivalent of unconditional surrender from the
Yugoslavian government. As John Pilger reported in the British New
Statesman,
Anyone scrutinizing the Rambouillet document is left in little doubt
that the excuses given for the subsequent bombing were fabricated.
The peace negotiations were stage-managed, and the Serbs were told:
Surrender and be occupied, or don’t surrender and be destroyed. The
impossible terms, published in full in Le Monde Diplomatique, but not
in Britain, show that NATO’s aim was the occupation not only of
Kosovo, but effectively all of Yugoslavia.

A moral imperative to kill

Launching the bombing of Serbia was a family affair in the Clinton
White House.
Hillary Clinton revealed to an interviewer in the summer of 1999, “I
urged him to bomb. You cannot let this go on at the end of a century
that has seen the major holocaust of our time. What do we have NATO
for if not to defend our way of life?”

There was no fact that could not be brushed aside or twisted to
sanctify the bombing. In a March 27, 1999, radio address, Clinton
announced,
Through two world wars and a long cold war we saw that it was a short
step from a small brush fire to an inferno, especially in the
tinderbox of the Balkans. The time to put out a fire is before it
spreads and burns down the neighborhood.

The implication that World War II started in the Balkans would
surprise Poles who recalled the Nazi invasion of September 1, 1939.

In a special videotape address to the Serbian people on March 25,
1999, Clinton declared that the Serbian attack “was not simply a war
against armed Kosovar forces but also a campaign of violence in which
tanks and artillery were unleashed against unarmed civilians.” But a
campaign against unarmed civilians from planes far overhead was
different because NATO had a “moral imperative.”

The longer the bombing went on, the more brazenly NATO ignored the
limits it had initially imposed on its targets. The Los Angeles Times
detailed many of the “mistakes” made by U.S. and British war planes:

April 5 — An attack on a residential area in the mining town of
Aleksinac kills 17 people.

April 12 — NATO missiles striking a railroad bridge near the Serbian
town of Grdelica hit a passenger train, killing 17.

April 14 — 75 ethnic Albanian refugees die in an attack on a convoy
near Djakovica.

April 27 — A missile strike in the Serbian town of Surdulica kills at
least 20 civilians.

May 1 — A missile hits a bus crossing a bridge north of Pristina,
killing 47.

May 7 — A cluster bomb attack damages a marketplace and the grounds of
a hospital in Nis, killing at least 15.

May 8 — Fighter pilots using outdated maps attack the Chinese embassy
in Belgrade, killing 3 journalists and injuring 20 other people.

May 13 — 87 ethnic Albanian refugees are killed and more than 100
injured in a late-night NATO bombing of a Kosovo village, Korisa.

May 20 — At least 3 people are killed when NATO missiles hit a
hospital in Belgrade.

May 21 — NATO bombs a Kosovo jail, killing at least 19 people and
injuring scores.

May 31 — NATO missiles slam into a bridge crowded with market-goers
and cars in central Serbia, killing at least 9 people and wounding 28.

NATO spokesmen responded to each new fiasco by bragging even louder
about how smart the bombs were that they were dropping — like
defending some mass murderer by talking about his high SAT scores. If
Serbian terrorists had blown up
hospitals, bridges, neighborhoods, and old folks’ homes in the United
States at the same rate that NATO hit such targets in Serbia,
Americans would have viewed the war differently.

NATO repeatedly dropped cluster bombs into marketplaces, hospitals,
and other civilian areas. Cluster bombs are anti-personnel devices
designed to be scattered across enemy troop formations. NATO dropped
more than 1,300 cluster bombs on Serbia and Kosovo and each bomb
contained 208 separate bomblets that floated to earth by parachute.
Bomb experts estimated that more than 10,000 unexploded
bomblets were scattered around the landscape when the bombing ended.

NATO worked overtime to explain away its “mistakes.” On April 12, a
NATO pilot sent a missile into a passenger train on a railway bridge,
killing 14 people. Gen. Wesley Clark, supreme commander of NATO, took
to the press podium to show the video from the nose of the missile,
stressing that the pilot was focused on the bridge “when all of a
sudden, at the very last instant, with less than a second to go, he
caught a flash of movement that came into a screen and it was the
train coming in. Unfortunately, he couldn’t dump the bomb at that
point. It was locked, it was going into the target and it was an
unfortunate incident which he and the crew and all of us very much
regret.”

The video was endlessly replayed on Western television stations,
driving home the point that, with the speed of modern missiles, there
was sometimes nothing pilots could do to avoid catastrophe.

However, in January 2000, the Frankfurter Rundschau revealed that the
video was shown at the NATO press conference at triple the actual
speed, thus making the
attack on civilians look far more inevitable than it actually was.
NATO officials had become aware of the deceptive nature of the video
several months earlier but saw “no reason” to publicly admit the
error, according to a U.S. Air Force spokesman.

On April 14, 1999, NATO bombs repeatedly hit a column of ethnic
Albanian refugees a few miles from the Albanian border, killing 75
people. NATO spokesmen initially claimed that Serb planes carried out
the attack and used the incident to further inflame anti-Serbian
opinion. Five days later, NATO spokesmen admitted that the deaths had
been caused by NATO forces. NATO then released the audio tape from the
debriefing of a pilot identified as involved in the attack.

As Newsday reported,
According to officials, the American pilot was selected because he
gave a graphic account of Milosevic’s forces torching a series of
ethnic Albanian villages near the Kosovo town of Dakojvica Wednesday.
The pilot told how he selected a three-truck military convoy for a
laser-guided bomb strike when he saw it pulling away from a village
where fires were just starting.

However, this gambit backfired when high-ranking military officers
protested that NATO, at General Clark’s urging, had released the tape
of a pilot who had nothing to do with bombing the refugee column. The
pilot’s words were a red herring to distract attention from the
carnage inflicted on the refugees.

The main achievement of the war was that, instead of Serbs terrorizing
ethnic Albanians, ethnic Albanians terrorized Serbs; instead of
refugees fleeing south and west, refugees headed north. This result
may not have been entirely unwelcome to
NATO. British Defense Minister George Robertson declared in March 1999
that the goal of the operation was “Serbs out, NATO in, refugees
back.”

Unfortunately, few Americans paid close enough attention to the Kosovo
war to recognize the danger of permitting the U.S. government to go
crusading with bombs dropped from 15,000 feet.

President George W. Bush used similar rhetoric to justify the war
against Iraq. As White House senior advisor Karl Rove told Washington
Post editor Bob Woodward last year regarding the war on terrorism:
“Everything will be measured by results.
The victor is always right. History ascribes to the victor qualities
that may or may not actually have been there. And similarly to the
defeated.”

At some point, “history” is going to catch up with the U.S. government.

Vasington i London su zajednicki zapodenuli rat protiv Iraka. Danas su
oni prinudjeni da se zajednicki pravdaju pred javnoscu svojih zemalja,
koja trazi odgovor na jedno te isto, po mnogo cemu, najvaznije pitanje:
gde je to strassno oruzje za masovno unistavanje, kojim je Sadam
Husein, toboze, pretio celokupnom miroljubivom covecanstvu?

Skoro istovremeno dva senatska komiteta u SAD i dva parlamentarna u
Velikoj Britaniji pristupila su istrazi, koja bi trebalo da rasvetli da
li je bila falsifikovana, podmetnuta ili zlonamerno izvrnuta
obavestajna informacija o postojanju oruzja za masovno unistavanje u
Iraku. Zaista, ko se ne seca spektakla koji je priredio drzavni
sekretar SAD Kolin Pauel u Savetu bezbednosti OUN 5. februara. Drzavni
sekretar SAD tada je “bombardovao” prisutne dramaticnim multimedijalnim
ssouom u kome su se fotografije iz kosmosa smenjiale sa snimcima
uhvacenih telefonskih razgovora irackih vojnika i agenturnih izvestaja
CIA. Sa svoje strane, britanska MI6, “majka” Dzemsa Bonda i, kako kazu,
najbolja obavestajna sluzba sveta, satvorila je dosije sa jos
potpunijim kompleksom snimaka i analitickih upliva u djavolju sustinu
Sadama Huseina. Celokupni taj Everest, po prvi put iznetih u javnost na
obe strane Atlantika obavestajnih informacija imao je za cilj da
dokaze: eto to je ono oruzje irackog tiranina, to su one smrtonosne
rakete, gasovi i mikrobi. Tu strasnu opasnost po svet moze zaustaviti
jedino sila.

Danas je rat u proslosti, pobedjeni Irak je kao na dlanu, okupaciona
vojska vrslja po njegovim dvoristima i pesscanim dinama sa
mikroskopima, ali niceg sto bi makar liccilo na oruzje za masovno
unistavanje, sem dva razbijena teretnjaka vise nalik na pokretne
bravarske radionice nego na laboratorije, zasad ne mogu da otkriju. Cak
stavise, mnogi “korpus delikti” obavestajnih sluzbi SAD i Britanije su
razobliceni kao falsifikati.

Skandal ce postati predmet javnog razmatranja pred televizijskim
kamerama u komitetima Senata SAD za pitanja oruzanih snaga i
obavestajni rad krajem ovog meseca. Ton tih izlaganja vec je dalo pismo
koje je uputio poznati kalifornijski demokrata predsedniku SAD. “Ni do
dana danasnjeg, - pise kongresmen Henri Voksman, - vi niste predoccili
nikakva objasnjenja, zasto ste vi i vasi visokopostavljeni cinovnici
iznosili u vise navrata optuzbe (protiv Iraka), zasnovane na
falsifikovanim dokumentima.

Voksmen je malo u zabludi. Jedan visokopostavljeni savetnik ipak je
predoccio objasnjenja. U svom nedavnom intervjuu casopisu Vanity Fair
zamenik ministra odbrane Pol Vulfovic je sa njemu svojstvenom
poslovicnom otvorenoscu priznao: odluka americke administracije da
svoje pretenzije prema Bagdadu fokusira na oruzje za masovno
unistavanje doneta je delimicno i “iz birokratskih razloga”. U prevodu
na dostupni nam jezik to znaci, da je polazna obavestajna informacija
frizirana po ukusu neokonzervativnih birokrata u okruzenju Dzordza
Bussa, koji su bili zzedni Sadamove krvi.

Ocekuje se, da ce u senat biti pozvani u svojstvu svedoka Kolin Pauel i
ministar odbrane Donald Ramsfeld. Poslednji vec priprema odstupnicu,
stavljajuci na znanje u svojim govorima da je, kao, i bez oruzja za
masovno unistavanje bagdadski rezim kriv zbog tolikog broja tajnih
masovnih grobnica i da je zasluzio kaznjavanje ratom. Problem oruzja se
na taj nacin raskossno zamenjuje covekovim pravima.

Jos se burniji skandal oko irackog oruzja za masovno unistavanje
rasplamsava u Velikoj Britaniji. Preko 70 parlamentaraca vladajuce
Laburisticke partije potpisalo je zahtev da se objavi celokupna
informacija o irackom naoruzanju, kojom raspolaze vlada. Toni Bler i
dalje “stoprocentno” veruje u autenticnost tih podataka. To ipak nije
smetalo ministru za drustveni razvoj Kler Ssort da optuzi premijera za
“uvlacenje zemlje u rat obmanom”, a ministru inostranih poslova u senci
Majklu Ankramu da izjavi, da skandal oko oruzja za masovno unistavanje
“nanosi udarac poverenju kako prema vladi, tako i prema obavestajnim
sluzbama”.

Da li je rezim Sadama Huseina imao oruzje ili nije krajnje je vazno
znati makar iz dva razloga. Prvi, pretpostavljano postojanje oruzja za
masovno unistavanje, koje je Bagdad, toboze, mogao upotrebiti, prema
nezaboravnim recima Tonija Blera “u roku od 45 minuta”, koricseno je
kao impresionirajuci argument u korist rata.

Na taj nacin, opasnost koju je predstavljao Irak, bila je, izgleda,
namerno i grubo preuvelicana. Iraccani, Amerikanci i Englezi su ginuli
za datu ideju.

Drugo, vreme je da se najzad razjasni koliko su postene same pred sobom
i pred drustvom zapadne specijalne sluzbe. Drugim recima, u kojoj meri
se njihove metode prikupljanja informacija i analize determinisu
teznjama da se sazna tajna, a u kojoj meri da se saopsti vrhussci ono
sto ona zeli da ccuje.

Obavestajnim sluzbama danas se daje izuzetno vazna uloga u borbi protiv
medjunarodnog terorizma koja se nastavlja i u naporima svetske
zajednice da ojaca rezim nesirenja nuklearnog oruzja. Ne bismo zeleli
da dzejms bondovi saopste “patku” ratobornim birokratama iz okruzenja
predsednika i premijera, samo zato sto bi oni to zeleli da cuju.

Motiv rata protiv Iraka, koji su upotrebili Vasington i London,
umnogome je bio zasnovan na nespretnom, bezobzirnom falsifikatu

Zvaniccno priznanje Bele kuce s tim u vezi sustiglo je Dzordza Bussa u
toku njegove posete Africi. Zanimljivo pitanje sada se sastoji u
sledecem: da li je to novost za americckog predsednika, ili je on to
znao duzze od jedne godine i svesno ukljuccio evidentnu lazz u svoju
januarsku poruku “O situaciji u zemlji”?

U utorak su dvojica predstavnika administracije SAD slozzno priznala:
ccuvena Bussova izjava da je Irak, tobozze, pokussavao da kupi uran u
Nigeru, kako bi stvorio nuklearno oruzzje, zasnovana je na
falsifikovanim dokumentima, koje su dobile americcka i britanska
obavesstajna sluzzba.

Medjutim, priznajuci samu ccinjenicu falsifikata, Ari Flejsser,
portparol Bele kuce, i Majkl Anton, portparol Saveta za nacionalnu
bezbednost SAD, pokussali su stvoriti utisak da Buss sa tim nema
nikakve veze. Predsednik je, kao, bio zzrtva gresske dve obavesstajne
sluzzbe, koje su, opet, sa svoje strane, bile zzrtve nekog tamo
nedobronamernog izvora.

Flejsser je delovao narocito fatalisticcki: “Izjava predsednika
bazirala se na tvrdnji o “zzutom kolaccu” (uranu) iz Nigera, - kazao je
on. – Posto se saopstenje o “zzutom kolaccu” ispostavilo netaccnim, ta
ccinjenica se odrazila na ssirem planu na izjavu predsednika”.

Tojest, Bussa su prevarili. A to sto se ta ccinjenica – ako je ona i
zaista to – odrazila na ssirem planu na sudbinu 18-milionskog
stanovnisstva suverene drzave, zasute bombama i lissene muzejskih
vrednosti, na kraju krajeva, okupirane od strane tragaoca za
nepostojecim uranom, Flejsser je precutao.

Majkl Anton je bio jos precizniji. “Da smo mi tada znali ono sto sada
znamo, - priznao je on, - onda pominjanja o pokussajima Iraka da kupi
uran u Africi ne bi bilo u poruci “O situaciji u zemlji”.

Nije nego! Tek isplivala na povrsinu u americckoj i britanskoj stampi
otkrica omogucavaju ne samo da se posumnja u stvarnu neinformisanost
americcke administracije, nego bacaju tamnu senku podozrenja na Dzordza
Bussa licno. Sudeci po svemu, predsednik je morao znati da se obraca
zemlji, a u ssirem smislu celom svetu, koji je zamro u issccekivanju
ishoda iraccke krize sa obiccnom, banalnom i zato tako nezamislivom u
tom presudnom trenutku lazzi.

Reprodukujmo hronolosski sled dogadjaja. 28. januar 2003. godine.
Dzordz Buss u svoju poruku naciji stavlja sledecu frazu: “Britanska
vlada je saznala, da je Sadam Husein nedavno hteo da kupi u Africi
znaccajnu koliccinu urana”.

Trebalo je da bude jasno kao dan: djavolski rezzim pravi atomsku bombu.
Postavlja se pitanje: kakvi su joss potrebni dokazi o celishodnosti
hitnog preventivnog udara po Bagdadu, pre nego sto on udari po
ccoveccanstvu svojom nukleaernom rukotovorinom od africcke sirovine?

Medjutim, 7. marta 2003. godine direktor MAGATE Mohamed El Baradej
kategoriccki je demantovao glavnu pretpostavku te teze u svom
izvesstaju Savetu bezbdnosti OUN. “Oslanjajuci se na detaljnu analizu,
MAGATE se slozzila sa misljenjem nezavisnih eksperata u zakljuccku da
ti dokumenti, koji ccine osnovu saopstenja o nedavnoj isporuci urana iz
Nigera u Irak, u stvarnosti nisu autenticcni, - zakljuccuje Baradej.

Medjutim, Savet bezbednosti za Vasington u tom trenutku vec nije
merodavan. Sa vassingtonskog aspekta, recci koje stizzu iz nebodera na
njujorsskom Ist-riveru nisu nista visse od bespomocno brbljanje
medjunarodne zajednice, kojoj je doslo vreme da se podccini volji
visseg razuma u liku Sjedinjenih Drzzava. Vojna massinerija koalicije
se pokrece. Nezavisna zemlja postaje meta na mapama Pentagona.

Sada, u julu 2003. godine, mozze se i priznati da su ti nevessti
obavesstajci pomutili mozak predsedniku pa je on tako i dopustio da u
obracanju zemlji upotrebi frazu koja je sluccajno odigrala ulogu
temeljnog razloga za rat. Pobednicima se ne sudi, zar ne?

E, nije tako, smatra sve ssiri krug americckih demokrata i poneko od
uticajnih republikanaca.

Danas je isplivalo na povrssinu i joss nessto: ispostavilo se da je
joss prossle godine CIA tajno uputila u Niger bivseg americckog
ambasadora u Gabonu Dzozefa Vilsona, kako bi se on na licu mesta uverio
da li je zaista Irak pokussavao da dobije, ili je makar ssetkao okolo i
oblizivao se na ovdassnji uran. Vilson je imao na desetine razgovora sa
visokopostavljenim ccinovnicima Nigera, pustili su ga da poseti
zatvorene rudnike i skladissta, i on je nedvosmisleno zakljuccio: ma
nema tu mesta ni za ssta slicno.

Diplomata je svoj zakljuccak saopstio CIA. A dalje se dessava nessto
izuzetno znacajno za celokupnu tu uransku storiju. Kako je ovih dana
izjavio anonimni visokopostavljeni saradnik CIA dopisniku Bi-bi-si,
izvesstaj koji je pripremio Vilson bio je upuccen u Belu kucu jos marta
2002. godine.

E, sad, danas se mozze koliko hocete priccati, kako to ccine spasioci
imidza americcke administracije, da taj papir Vilsona “mozzda i nije ni
stigao” do predsednika. U to je tessko poverovati. Kada se ressavalo
pitanje rata ili mira, ssef SAD i njihovih oruzzanih snaga nije mogao
da ignorisse direktno obavesstajno saopsstenje o glavnom kriminalu,
koji je pripisivan Iraku: tezzi li on da nabavi oruzzje za masovno
unisstavanje.

Ne tezzi – saopstila je obavesstajna sluzzba i to prenela Beloj kuci.

Da, izjavio je predsdenik, koji je godinu dana pre svoje poruke naciji
“O situaciji u zemlji” bio informisan, dokumenti o uranskim isporukama
Iraku iz Nigera su stoprocentni falsifikat.

finanziamenti statunitensi a questa radio "indipendente" - che pote'
contare anche su Hillary Clinton nel novero dei suoi "testimonial" -
diventano una questione di profitti aziendali e non sono piu' solamente
generose contribuzioni per la vittoria della democrazia.
Lo statunitense Media Development Loan Fund gia' detiene sostanziosi
pacchetti azionari di testate dei Balcani, ad esempio delle croate
Vijesti, Novi List e Feral Tribune.

Amerièka kompanija kupila akcije beogradskog Radija B92

Kompanija Media Development Loan Fund (MDLF) iz Njujorka kupila je 26.
juna 30,04 odsto akcija beogradskog Radija B92. Ta stanica jedna je od
najuticajnijih u Srbiji i prva je u zemlji po slušanosti. Njeno
objektivno izveštavanje umnogome je doprinelo rušenju Slobodana
Miloševiæa sa vlasti. Za vreme njegove vladavine, Radio B92 bio je više
puta zabranjivan, ali je uvek iznova poèinjao da emituje program,
zahvaljujuæi pritisku zapadnih diplomata na srpske vlasti.

MDLF je za svoj paket akcija platio 63,829 dolara -- poèetna aukcijska
cena bila je 33 hiljade dolara. Od preostalih 70 odsto deonica, oko 13
procenata pripada zaposlenima, dok je ostatak u vlasništvu beogradske
firme KVS.

MDLF je meðunarodna korporacija sa filijalama u Pragu, Varšavi i
Moskvi, koja pomaže razvoj profesionalnih i odgovornih medija u
zemljama koje prolaze kroz proces tranzicije, time što im nudi kapital
pod povoljnim uslovima. Meðu novinama i listovima sa kojima je MDLF
saraðivao su i slovaèki SME, crnogorske Vijesti, hrvatski dnevnik Novi
List i splitski nedeljnik Feral Tribjun.

Radio B92 smatra se liderom na polju profesionalnog novinarstva od
ranih devedesetih godina i uživa veliku popularnost kako u inostranstvu
tako i u Srbiji, izjavio je zamenik direktora MDLF Harlan Mendel,
dodavši da su MDLF i B92 veæ saraðivali na nekim projektima.

Prema Mendelovim reèima, kupovinom nešto preko trideset procenata
akcija, MDLF planira da toj stanici pomogne da ostvari celokupni svoj
potencijal, doprinese jaèanju njene konkurentnosti i pomogne joj da
zadrži principe nezavisne ureðivaèke politike.

“Mi definitivno neæemo uticati na ureðivaèku politiku na bilo koji
naèin i devedesetdvojci æemo pomagati u raznim aktivnostima, naroèito u
upravljanju i tehnološkom razvoju,” rekao je on.

Direktor Radija B92 Saša Mirkoviæ rekao je da je zadovoljan rezultatima
aukcije koji æe, prema njegovim reèima, omoguæiti ostvarivanje
razvojnih planove te stanice. “Zbog ovakvog rezultata mogu da budem
optimista i èvrsto verujem da možemo nastaviti da radimo ono što smo
radili u proteklih 14 godina u još boljim uslovima i ostanemo verni
principima koje smo svih ovih godina sledili.”

Prodaja akcija B92 dva puta je odlagana zbog kriviènih prijava podnetih
protiv te stanice, ali one su na sudu odbaèene kao neosnovane. Prema
navodima predstavnika B92, prijave su podneli medijski rivali te
stanice. Dodela nacionalnih frekvencija u Srbiji je u toku, a B92 jedan
je od najozbiljnijih kandidata. Mnogi kažu da æe partnerstvo sa
amerièkom firmom znaèajno popraviti poziciju Radija B92.

SERBIAN GOVERNMENT GIVES GUARANTEES FOR MILUTINOVIC

BELGRADE, Jan. 22 (Beta) - Yugoslavia's Embassy in The Hague has
delivered government guarantees for the temporary release of former
Serbian president Milan Milutinovic, to The Hague war crimes tribunal.
Milutinovic, who is accused of war crimes in Kosovo, has been in The
Hague detention unit since Jan. 20.
In a letter addressed to the chief prosecutor, Carla del
Ponte, and the trial chamber, Djindjic says that after the breakdown of
the Milosevic regime in October 2000, Milutinovic "continued to perform
the office of Serbian president in line with the Constitution and the
law" "thus contributing to the stability in Serbia" and that he stepped
down from his post as soon as his mandate terminated.
In a separate document signed by vicepremier Nebojsa Covic,
the Serbian government gives guarantees that in case Milutinovic is
temporarily released and allowed to stay in the country pending trial,
it will "respect all the trial chamber's orders" so that Milutinovic
"can appear before the tribunal at the court's order, at any time."

Serb arrest 'will unlock U.S. aid'

BELGRADE, Serbia and Montenegro --The arrest of a top
war crimes suspect in the teeth of violent protests in
Serbia and Montenegro, which injured more than 50
police, will unlock vital U.S. economic aid next week,
Foreign Minister Goran Svilanovic said.
The capture of ex-army colonel Veselin Sljivancanin
from a Belgrade apartment, after hours of clashes
between riot police and hundreds of stone-throwing
protesters, would relieve international pressure on
the country, he added.
Hardline nationalists believe Serbs sent to the U.N.
war crimes tribunal in The Hague, Netherlands, are
being sacrificed to "victor's justice" in return for
aid money.
Police under orders to show restraint were pelted with
bottles and missiles during the lengthy arrest
operation.
Serbian Interior Minister Dusan Mihajlovic said more
than 50 officers were injured, one of whom was still
in hospital.
"The police did not want to put anyone's life on the
line," he told B92 radio. Riot squads sheltered behind
plastic shields without responding until the attacks
became more violent, then counter-charged with tear
gas and stun grenades.
When police arrived at his apartment, to which he had
apparently returned to celebrate his 50th birthday,
they were met by several hundred supporters of the
fugitive.
The hardliners, who regard Sljivancanin as a hero for
his part in Croatia's 1991-95 independence war that
led to the breakup of Yugoslavia, threw stones and set
fires to halt the march of the police.
Police commando squads began battering down the
armored door of Sljivancanin's flat shortly before
midnight. He had threatened to blow himself up rather
than hand himself over to international justice,
Reuters reported, but his wife later said he had
"surrendered voluntarily."
Sljivancanin was indicted in 1995 by the United
Nations war crimes tribunal in The Hague, Netherlands
for the alleged massacre of 200 people in Croatia in
1991. He had been on the run since former Serbian
President Slobodan Milosevic was ousted in October
2000.
The arrest came after Washington last week urged
Belgrade to detain him so it could certify to Congress
on June 15 that the country was cooperating with
international justice, thereby unlocking $110 million
in much-needed aid for 2003.
"At this moment we can be absolutely certain that the
issue of the certification of U.S. aid is no longer a
problem," Svilanovic told local media.
His arrest would not only ease relations with former
foe Croatia but improve Belgrade's standing with the
United States, the European Union and NATO, the
alliance which bombed Yugoslavia over Kosovo in 1999,
the minister said.
Sljivancanin's two co-accused in the Vukovar massacre
-- one of the most notorious crimes of Croatia's
independence war -- are already in detention at The
Hague awaiting trial.
His transfer will be the fourth from Serbia to the
tribunal since May, highlighting Belgrade's
determination to face down hardliners in the three
months since reformist Serbian Prime Minister Zoran
Djindjic was assassinated on March 12.
"It seems that where there is a will there is a way,"
tribunal prosecution spokeswoman Florence Hartmann
said. "He was under an arrest warrant for almost eight
years. It is important for us to have him now."
Former Bosnian Serb president Radovan Karadzic and
army commander Ratko Mladic are the two remaining top
fugitives still at large, their whereabouts unclear.

        THE HAGUE, June 19 (Tanjug) - US President George Bush has
issued  an order according to which US lawyers are barred from
representing  before the Tribunal in The Hague war crimes suspects from
the  territory of the former Yugoslavia, the Tribunal in The Hague
said  on Wednesday. 
        AP news agency has reported that this executive order of the
US  Administration, dated May 29 this year, and which was made public
on  the US government website only on Wednesday, suspends support for 
over 200 individuals and organizations of the former Yugoslavia who 
are on the US black list and bans the extension of services and  funds
to such persons, including legal representation.
        On that list  are all the accused in the trial of Slobodan
Milosevic, as well as  his entire family. Some 20 US lawyers are
defending war crimes  suspects before the Tribunal in The Hague, a
court that has the  political and finacial support of the United States.

THE HAGUE, Netherlands - A U.S. government ban on
American lawyers defending war crimes suspects
derailed a second case at the Yugoslav tribunal
Thursday.
John Ackerman and David Cunningham said in court they
could no longer represent Radoslav Brdjanin without
fear of U.S. prosecution. The judge said he had no
alternative but to adjourn the trial.
The ban, part of a U.S. executive order to cut off
support to about 200 people and organizations from the
former Yugoslavia blacklisted by the U.S. government,
was made public in a document released by the court on
Wednesday.
It outlaws providing goods, services and funds to
those people, including legal representation, U.S.
Treasury Officials said. But lawyers can apply
separately for permission to represent Balkan war
crimes suspects, they said.
Brdjanin, who has pleaded innocent to 12 counts of war
crimes, said in court he would "be devastated" if his
American lawyers were not allowed to continue. "It
would be disastrous for me," he said.
Presiding judge Carmel Agius said the inclusion of
lawyers in the ban was probably a "misinterpretation"
by the U.S. Treasury Department.
Tribunal spokesman Jim Landale said the court was in
contact with the U.S. government and hoped "a solution
will be worked out shortly."
About 20 American lawyers are defending suspects at
the U.N. tribunal, established in 1993 by the U.N.
Security Council to prosecute individuals responsible
for war crimes during the Balkan wars of the 1990s.
Many of the people listed are indicted war crimes
suspects and some are already on trial at the U.N.
court, including former Yugoslav President Slobodan
Milosevic.
In a document made public Wednesday, three American
lawyers requested an immediate suspension of the case
against Bosnian Croat Gen. Tihomir Blaskic, saying the
Treasury Department had told them they could be
prosecuted for representing him.

UN court grants early release for Bosnian Muslim
jailed for terrorising Serbs

THE HAGUE, July 9 (AFP) - The UN war crimes court on
Wednesday agreed to an early release for Bosnian Croat
Zdravo Mucic, who was sentenced to nine years in
prison in April for running a camp in central Bosnia
where Serbs were terrorised by their Muslim and Croat
jailers.
The president of the International Criminal Tribunal
for the former Yugoslavia (ICTY), Judge Theodor Meron,
"granted Zdravo Mucic's request for early release,
effective July 18," the court said in a statement.
Mucic has been in tribunal custody since March 18,
1996. He has effectively served two-thirds of his
sentence, the judge said.
Mucic has been in the court's detention centre all
this time. Usually convicted war criminals are
transferred to other countries to serve their time and
can request early release under the rules of the
country that is detaining them.
With Mucic, judge Meron ruled that eligibility for
early release in the nine states that have agreed to
take in ICTY convicts starts at two-thirds of the
sentence served and this should apply in this case as
well.
In April the appeals court ruled that Mucic as
commander of the Celebici camp bore some
responsibility for the murder, cruel treatment and
torture committed by his staff.
The camp was set up by joint Bosnian Muslim-Croat
forces in 1992 in the riverside village of Celebici,
near the town of Konjic in central Bosnia.
Several dozen Bosnian Serb civilians from the Konjic
area were detained there in 1992.
Two of Mucic's subordinates were sentenced to 18 and
15 years in prison for "killing, torturing, sexually
assaulting, beating and otherwise subjecting detainees
in that camp to cruel and inhumane treatment".
The judges said that in an interview in June Mucic
"acknowledged that the conditions at the Celebici
prison camp were appalling and expressed his respect,
and gratitude ... for the judicial process".
Mucic is the sixth person convicted by the ICTY to
have been released after serving a sentence. Eleven
people are currently serving jail terms in countries
that have agreed to take in ICTY convicts. Three
people convicted by the UN court are still waiting to
be transferred to serve their sentence.

Branislav Tapuskovic era gia' stato redarguito svariate volte dal
presidente del "Tribunale" perche' interveniva troppo in difesa di
Milosevic - sic! L'amicus curiae di Milosevic secondo il "Tribunale"
deve evidentemente solo fare finta di difendere Milosevic, altrimenti
non vale... Lo sostituira' percio' una avvocatessa inglese di sicura
fede natista.

Si noti che il primo "amicus curiae" di Milosevic e di fatto
"inventore" della stessa idea di imporre a Milosevic questi fittizi
"avvocati d'ufficio", cioe' l'avvocato olandese Wladimiroff, fu
ricusato dopo che aveva rilasciato assurde dichiarazioni sulla "sicura
colpevolezza" di Milosevic ad alcuni quotidiani. Lo scorso 25 giugno
Wladimiroff e' stato sanzionato dal Consiglio di Disciplina dell'Ordine
degli Avvocati olandese.

Die Kündigung wurde nicht genau begründet. Hr. Tapuskovic wurde einige
Male von Richter May gemahnt, er möge sich nicht so benehmen als würde
er Milosevic verteidigen. Die letzte Mahnung war am 30.6.2003. Hr.
Tapuskovic sagte für die Tageszeitung „GLAS“ aus: Wir sind keine
Anwälte aber auch kein Dekor. Hätten wir regungslos sitzen sollen,
zusehen und zuhören was sich abspielt und nicht reagieren?
Seinen Platz wird eine Engländerin einnehmen. Der ehemalige
Jugoslawische Präsident soll demnächst mit der Vorbringung seiner
Beweise beginnen.
· Sollen keine Serben während der Beweisvorbringung von Milosevic unter
amicus curiae sein?
· Hat jemand Angst vor den Beweisen von Milosevic bekommen und soll
deswegen noch ein Engländer mehr dabei sein?
· Hat das Tribunal Angst bekommen es könnte Hr. Tapuskovic Milosevic
dabei leicht unterstützen und ergänzen?
· Allein gegen die Mafia!?

Internationale Solidaritätsaktion am Vidovdan: Freilassung von Slobodan
Milosevic gefordert.

Die gute Nachricht zuerst. Die internationale Solidarität, auch mit
Serbien und Jugoslawien, lebt weiter, sie ist nicht nur ein papierene
Parole aus der Mottenkiste linker Geschichte. Aus einem Dutzend Länder,
darunter Deutschland, die USA, Kanada, Italien, Frankreich, Österreich,
Griechenland,
Belgien, Bulgarien und Serbien, kamen am 28. Juni Demonstranten in Den
Haag zusammen, um die Freilassung Slobodan Milosevics zu fordern und an
die Opfer des NATO-Bombenkrieges 1999 zu erinnern. Im Auftrag der
Aggressorstaaten wird dem früheren Präsident Jugoslawiens vor dem
UN-Tribunal der Prozeß gemacht wegen angeblicher Kriegsverbrechen in
Kroatien, Bosnien-Herzegowina und im Kosovo. Seit zwei Jahren wehrt
sich Milosevic erfolgreich und daher weitgehend unbeachtet gegen seine
Ankläger. Mit jugoslawischen und serbischen Fahnen, "Slobo,
Slobo"-Rufen und Partisanenliedern marschierten die Demonstranten ins
benachbarte Scheweningen, wo er seit dem 28. Juni 2001 in Haft sitzt.

Die weniger gute Nachricht dieses Tages: Es waren dieses Jahr nicht
eine Million Serben, die Milosevic ihre Unterstützung und Solidarität
versicherten, wie noch 1989, als sie im Kosovo zum 600. Mal an die
Schlacht auf dem Amselfeld erinnerten. An den Churchill Pein 1, den
Sitz des UN-Tribunals in Den Haag, kamen am diesjährigen serbischen
Feiertag Vidovdan
nur knapp 300 Demonstranten. Aufgerufen zum Protest hatte das
"Internationale Komitee zur Verteidigung Slobodan Milosevics" (ICDSM).

Doch die kleine Schar der Demonstranten reichte aus, die
Sicherheitsbehörden rotieren zu lassen. Im Scheweningen-Gefängnis wurde
an diesem Samstag der Hofgang gestrichen, Milosevic Telefongespräche
untersagt, um Live-Grußadressen zu verhindern. Klaus Hartmann,
Bundesvorsitzender des
Freidenker-Verbandes und IDCSM-Vizepräsident, zeigte sich denn auch
zufrieden. "Es ist wichtig, ein Zeichen zu setzen", sagte er gegenüber
dieser Zeitung. Sicher sei die erste Solidaritätsdemonstration in Den
Haag mit mehreren hundert Demonstranten eher klein gewesen. "Aber wir
werden wieder kommen und wir werden stärker werden." Mit Verweis auf
den alten Griechen Aristoteles fügte Hartmann zuversichtlich hinzu,
"der Anfang ist mehr als die Hälfte des Weges".

Tags zuvor hatte Hartmann zwei Stunden lang mit Milosevic gesprochen.
"Er ist kämpferisch, läßt sich nicht unterkriegen", berichtete er unter
Applaus der Anwesenden von seiner Unterredung. Und er machte Mut für
den Fortgang des Milosevic-Prozesses: "Nach ihrer eigenen Halbzeit
steht die Anklage, allen voran Carla del Ponte, völlig nackt da. Ein
grausames Bild", erklärte der Freidenker-Chef. Bisher habe Milosevic
jeden Zeugen der Anklage demontiert. Das "Kriegsgericht" fürchte die
"zweite Halbzeit", wenn der
Angeklagte Zeugen berufen könne. Doch das Tribunal zehre an den Kräften
Milosevics. Mittlerweile gebe es über eine halbe Million Seiten
Prozeßakten.
Hartmann forderte daher, das Verfahren ein Jahr zu unterbrechen und den
Angeklagten auf freien Fuß zu setzen, damit er sich adäquat vorbereiten
könne.

Vor den Knast-Toren verwies Hartmann auf die historische Dimension des
"Falls Milosevic": Das Gefängnis am Pompstationsweg 46 A im Seebad
Scheweningen diente den deutschen Faschisten zur Inhaftierung
niederländischer Widerstandskämpfer. "Heute sperren die Täter dort
wieder
ihre Gegner ein", so Hartmann. Und weiter: "Den Kämpfern gegen die neue
Weltkriegsordnung gehört unsere Solidarität.

"Milosevic ist zum ersten politischen Gefangenen der sogenannten
Globalisierung der kapitalistischen Ausbeutung geworden", erklärte auch
Demo-Anmelder Will van der Klift aus den Niederlanden. Durch den Prozeß
gegen den früheren demokratisch gewählten Präsidenten eines souveränen
Staates hätten die NATO und ihr Ad-hoc-Tribunal einen gravierenden
Präzedenzfall für die Zerstörung der Souveränität der Staaten
geschaffen.

"Slobodan Milosevic sitzt nicht im Gefängnis, weil er Verbrechen
begangen hat, sondern weil er gegen die Verbrecher gekämpft hat", sagte
Velko Valkanov, ICDSM-Kopräsident und Vorsitzender des Bulgarischen
antifaschistischen Verbandes und des Bulgarischen Komitees für
Menschenrechte. Unter Führung von Milosevic hätten die Serben 1999 ihre
Freiheit und Würde gegen die imperialistische Globalisierung verteidigt
- und damit die Unabhängigkeit aller Völker. "Im Gefängnis befindet
sich nicht
nur Slobodan Milosevic, sondern die Freiheit selbst", so Valkanov. "In
Scheweningen sitzt die Freiheit hinter Gittern."

International verleumdet von Anfang an hätten Milosevic, die
Sozialistische Partei Serbiens und alle patriotischen Kräfte Widerstand
geleistet gegen die Zerschlagung Jugoslawiens in schwache, ethnisch
separierte Territorien, gegen die Beherrschung durch IWF und Weltbank,
gegen das Eindringen der McDonald-Kultur und gegen die NATO-gesteuerten
rassistischen Terrortruppen, die zynisch als Freiheitskämpfer getarnt
wurden. Gerade wegen dieses prinzipiellen Widerstands mache die NATO
ihm in Den Haag den Prozeß, so Valkanov. Wie zynisch sei es, daß die
USA Bürger anderer Länder vor Gericht stellen ließen, für die eigenen
Staatsangehörigen aber Straffreiheit verlangten. - In der letzten Juni
Woche, sei hier angemerkt, hat nun auch Bosnien-Herzegowina ein
Abkommen mit Washington ratifiziert, das US-Bürger von der
Strafverfolgung durch den Internationalen Strafgerichtshof (IStGH)
ausnimmt. Gleichzeitig hat das UN-Tribunal die ehemalige Präsidentin
der Republika Srpska in Bosnien, Biljana Plavsic, an ein Gefängnis in
Schweden
überstellt. Die Haager Richter hatten die 72jährige im Februar wegen
Verbrechen gegen die Menschlichkeit während des bosnischen
Bürgerkrieges zu elf Jahren Haft verurteilt.

Begeisterung bei den Anwesenden rief der belgische Publizist Michel
Collon hervor. "Nach den militärischen Invasionen in Afghanistan und
Irak fahren die USA und ihre Verbündeten fort, andere souveräne
Nationen durch wirtschaftliche Sanktionen, Drohungen mit
Massenvernichtungswaffen und
Destabilisierungsversuche erpresserisch und gewaltsam zur Unterwerfung
zu zwingen", so Collon. Für künftige Kämpfe der Friedens- und sozialen
Bewegungen sei es unerläßlich, den Widerstand gegen diese
kolonialistischen Kräfte beharrlich und konsequent fortzusetzen. Daß
dies möglich ist,
demonstrierte seine Linkspartei in den vergangenen Wochen eindrücklich.
Mit einer von der PTB initiierten Anzeige gegen US-General Tommy Franks
wegen mutmaßlicher Kriegsverbrechen im jüngsten Irak-Krieg spielte sie
mit einem
Mal in der oberen Liga der Weltpolitik: Die belgische Regierung zog den
gesammelten Unmut des Weißen Hauses auf sich. Unter Druck der
US-Führung änderte sie inzwischen entsprechende Gesetzesregelungen.
Nicht zufrieden damit erwägen die USA, Brüssel als Standort des
NATO-Hauptquartiers aufzugeben.

Und so überwog an diesem sonnigen Samstag die Zuversicht. Mögen auch
nur ein paar Hundert Demonstranten nach Den Haag gekommen sein. Sie
zeigten eindrücklich und selbstbewußt: Widerstand für eine andere Welt
ist möglich,
die internationale Solidarität wächst. Ausgerechnet am Churchill Plein
1 und vor dem Gefängnistor in Scheweningen blühte am Vidovdan, dem Tag
der Niederlage Serbiens, ein Stück Jugoslawien wieder auf.

Medjunarodna akcija solidarnosti na Vidovdan: zahtevana sloboda za
Slobodana Milosevica

Dobra vest kao prvo. IMedjunarodna solidarnost, takodje i sa Srbijom i
sa Jugoslavijom, zivi i dalje i nije samo parola na papiru iz naftalina
levicarske istorije. Iz tuceta zemalja, izmedju ostalog iz Nemacka,
SAD, Kanade, Italije, Francuske, Austrije, Grcke, Belgije, Bugarske i
Srbije skupili su se 28.06.2003 demonstranti u Den Hagu sa zehtevom za
oslobodjenje Slobodana Milosevica i da podsete na zrtve NATO-bombaskog
rata 1999.god. Po nalogu drzava-agresora sudi se ranijem predsedniku
Jugoslavije pred Tribunalom UN radi navodnih ratnih zlocina u
Hrvatskoj, Bosni i Hercegovini i Kosovu.
Vec dve godine Milosevic se uspesno brani protiv sviojih tuzioca i radi
toga malo ko obraca paznju na to sudjenje.
Sa jugoslovenskim i srpskim zastavama, uzvicima "Slobo, Slobo" i
partizanskim pesmama demonstranti su marsirali u susedan Seveningen gde
se on od 28.06.2001 nalazi.

Manje dobra vest dana: ove godine nije bilo milion Srba koji bi
Milosevicu obecali podrsku i solidarnist, kao 1989.god. kada su
naKosovu 600-ti put podsecali na Kosovsku bitku. Ispred Cercil pleina
br. 1, sedista UN-Tribunala u Den Hagu doslo je na ovogodisnji praznik
Vidovdan nesto oko 300 demonstranata, pozvanih na protest od strane"
Internacionalnog komiteta za odbranu Slobodana Milosevica" (ICDSM)

Ipak je ova mala grupa bila dovoljna da sluzbe obezbedjenja navede na
promene. U seveninskoj tamnici ove subote je izlazak u dvoriste bio
ponisten, Milosevicu zabranjen, da se pozdravi uzivo ne bi culi.
klaus Hartmann, Savezni predsednik Udruzenje slobodnih mislilaca i
podpredsednik ICDSM-a bio je ipak zadovoljan. "Vazno je da se da znak",
rekao za novine "Junge Welt". Sigurno je da je prva solidarni protest u
Den Hagu sa nekoliko stotina demonstranata bila manja. "Ali mi cemo
opet doci i mi cemo biti jaci". Upucujuci na starog Graka Arostotela
Hartman je sa poverenjem dodao, "pocetak je vise od polovine puta".

Dan pre toga Hartman je imao razgovor u duzini od dva sata sa
Milosevicem. "On je borben, nece dozvoliti da ga pobede", izvestavao je
on o svom razgovoru pod aplauzom prisutnih. On je i hrabrio za
produzetak Milosevicevog procesa. " posle njihovog licnog poluvremena,
tuzioci, ispred svih Karla del Ponte, stoje potpuno goli. Strasna
slika", rekao je sef slobodnih mislilaca. Dosada je Milosevic svakog
svedoka optuznice demontirao. "Ratni sud" se boji "drugog poluvremena"
kada ce optuzeni pozvati svedoke. Ipak Tribunal slabi Miloseviceve
snage. Do sada postoji preko pola miliona strana procesnih akata.
Hartman trazi radi toga da se sudjenje prekine na godinu dana i da se
optuzeni pusti da bi se adekvatno pripremio.

Pred kapijom tamnice Hartman je upozorio na istorijsku dimenziju
"Slucaja Milosevic". Zatvor u
Pompstaciosvegu 46 A u banji Seveningen sluzio je fasistima za
zatvaranje holandskih ustanika. " Danas tu pocinioci ponovo zatvaraju
protivnike", istice Hartman. I dalje navodi: "Borcima protiv Novog
svetskog poretka pripada nasa solidarnost".

"Milosevic je prvi politicki zatvorenik takozvane globalizacije
kapitalistickog tlacenja", rekao je takodje jedan od govornika na
protestu Vil van der Klift iz Holandije. Procesom protiv nekadasnjeg
izabranog predsednika jedne suverene drzave NATO i njen ad hoc Tribunal
stvorili su odlucujuci presedan za unistenje suvereniteta svih drzava.

"Slobodan Milosevic ne sedi u tamnici zato sto je pocinio zlocine, vec
zato sto se borio protiv zlocina", kaze Velko Vlkanov,
ICDSM-kopredsednik i predsedavajuci Bugarskog antifasistickog saveza i
Bugarskog komiteta za ljudska prava. Pod Milosevicem Srbi su 1999.god.
branili svoju slobodu i cast protiv imperialisticke globalizacije - i
time nezavisnost svih naroda. "U tamnici se ne nalazi samo Slobodan
Milosevic, vec sama sloboda", rekao je Vlkanov. "U Seveningenu se
SLOBODA nalazi iza resetaka".

Internacionalno oklevetan od samog pocetka Milosevic, Socialisticka
Partija Srbije i sve patriotske snage usprotivile su se razaranju
Jugoslavije u slabe, etnicki separisane teritorije, protiv vladavine
IMF-a i Svetske banke, protov prodiranja McDonaldsove kulture i protiv
NATO-upravljanih rasistickih teroristickih trupa, koje su cinicno
maskirane kao borci za mir. Upravo radi ovog principijelnog otpora NATO
mu sudi u Den Hagu, tvrdi Vlkanov. Koliko je samo cinicno da SAD
gradjane drugih zemalja stavljaju pred sud, a za svoje
drzavljane traze izuzimanje od kazne. - U zadnjoj nedelji juna, da ovde
primetimo, Bosna i Herzegovina je ratifikovala Ugovor sa Vasingtonom
koji iskljucuje kazneno gonjenje gradjana SAD kroz pred Medjunarodnim
sudom za zlocine. U isto vreme UN-Tribunal je bivsu predsednicu
Republike Srpsle Biljanu Plavsic prebacio u zatvor u Svedskoj. Haske
sudije su ovu 72-godisnjakinju u februaru osudile na jedanaest godina
zatvora radi zlocina protiv covecnosti.

Odusevljenje prisutnih izazvao je belgijski publicista Misel Kolon.
"Posle vojnih invazija na Avganistan i Irak SAD i njihovi saveznici
nastavljaju da druge suverene nacije kroz privredne sankcije, pretnje
oruzjem za masovno unistavanje i pokusajima destabilisanja, ucenjivacki
i sa silom primoraju da im se podcine", kaze Kolon. Nedopustivo je za
buduce borbe mirovnih- i socijalnih pokreta da se otpor protiv
kolonijalistickih snaga uporno i konsekventno ne nastavi. Da je to
moguce upecatljivo je pokazala njegova Levicarska partija prosle
nedelje. Prijavom koju je podnela protiv americkog generala Tomija
Frenksa zbog mogucih ratnih zlocina u najnovijem irackom ratu
odjedanput je igrala u prvojj ligi svetske politike: Belgijska vlada je
na sebe navukla sav nakupljen bes Bele kuce . Pod pritiskom vlasti SAD
izmenila je u medjuvremenu
odredjena pravila zakona. Nezadovoljni ovim SAD razmisljaju o tome da
Brisel vise ne bude glavno sediste NATO.

I tako ove suncane subote preovladava pouzdanje. Moguce je da je u Den
Hag doslo samo nekoliko stotina demonstranata. Ali oni su se ubedljivo
pokazali sigurnima: otpor za jedan drugi svet je moguc, Medjunarodna
solidarnost raste. Upravo u Cercilpleinu br. 1 pred kapijama tamnice u
Seveningenu procvetao je na Vidovdan, na dan pada Srbije, jedan komad
Jugoslavije.

Il processo penale intentato davanti al Tribunale circondariale di
Belgrado contro Slobodan Milosevic, ex presidente della Repubblica di
Serbia, della Repubblica Federale di Jugoslavia e del Partito
Socialista della Serbia, non è mosso su richiesta del Tribunale
internazionale per i crimini commessi nella ex Jugoslavia, ma in base
al fondato sospetto di reato secondo l'art. 26 della Legge penale della

APPELLO ai cittadini della Serbia lanciato il 28 giugno 2003 dalla
associazione "Sloboda" (Belgrado):

IL GIORNO DI VIDOVDAN 2001, il regime della coalizione della DOS ha
commesso uno dei suoi più grandi crimini - il sequestro di Slobodan
Milosevic, fino a poco tempo fa presidente della Repubblica di Serbia e
della Repubblica Federale di Jugoslavia, consegnato nelle mani dei
carnefici dell'illegale Tribunale dell'Aia.
Nel commettere questo crimine hanno partecipato, come d'altronde hanno
loro stessi ammesso, non soltanto i più alti funzionari statali, ma
anche persone ai vertici politici della stessa DOS.
Con il trasferimento nella cella dell'Aia, Slobodan Milosevic è
diventato il primo detenuto del "nuovo ordine mondiale", ma nello
stesso tempo è diventato il leader di tutti coloro che lottano per la
libertà e la giustizia, contro il despotismo e l'oppressione. La lotta
di Milosevic all'Aia è infatti la lotta per la giustizia e la verità
del proprio paese e popolo, ma è ugualmente la lotta contro la potente
tirannia, contro la schiavitù e l'oppressione che i grandi e i potenti
stanno attuando su tutti gli altri che li ostacolano sulla strada dei
loro interessi e scopi.
Slobodan Milosevic all'Aia lotta per la libertà della Serbia e per la
libertà dell'umanità. La sua lotta sta acquistando ogni giorno di più
il sostegno dei cittadini nel suo Paese e in tutto il mondo.
Ad ogni uomo di buon senso oggi è chiaro che il presidente Milosevic
non ha commesso nessun crimine, ma che egli conduceva il suo paese e il
suo popolo nella lottà per la libertà, nell'aspirazione alla
indipendenza ed alla dignità. E la lotta per la libertà non è, e mai
può essere un crimine. Crimine è
l'aggressione e la schiavizzazione, compiuta ai danni del nostro paese
e del nostro popolo.
Questa aggressione e schiavizzazione del nostro paese e popolo continua
tuttora all'Aia e a Belgrado.
La giustizia e la verità stanno sempre dalla parte di quelli che
lottano per esse. Invitiamo tutti i cittadini ad unirsi a noi in questa
lotta, per sostenere con forza ed unita' il presidente Slobodan
Milosevic, chiedendo che venga immediatamente rilasciato dal carcere
dell'Aia per ritornare nel Paese.

The following article, written as a letter, was published on 5 July
2001. This was a week after the two men who had led the NATO-financed
Yugoslav coup d'état kidnapped the legally elected President of
Yugoslavia, Slobodan Milosevic, and gave him to NATO's Hague Tribunal.

Dear Emperor's Clothes,

Thank you for your recent article, "The Treason of Vojislav Kostunica."

More than seven years ago, on a late April day in 1994, with a small
group of close friends, I entered the office of Vojislav Kostunica in
Belgrade. We, Serbian-American activists deeply concerned with events
in Yugoslavia, were eager to meet the man whose articles we read and
loved.

While Slobodan Milosevic, who promised many times to protect the truly
vital interests of the Serbian people was persistently trying to find a
political solution to the Western-induced crisis and thus avoid a clash
with mighty NATO, Mr. Kostunica was criticizing what he called
indecision. He was always eloquent in explaining the rights of Serbs as
the people who founded Yugoslavia and who were still loyal to this
multiethnic state. He explained that the Serbs have the right and duty
to help their own people who were, in 1945, left outside the Republic
of Serbia by President Tito's artificial, undemocratic borders. The
Serbs have the right, Mr. Kostunica claimed, to defend the lands where
they, as the majority population, have lived for centuries.

In his statements Mr. Kostunica seemed always to be right. He seemed to
be not only a person who understood law, but a man who understood the
soul of his people.

Our surprise as we entered Mr. Kostunica's office was to find a man who
appeared to be in quite a contrast to his fiery statements, not only
good mannered and soft-spoken but with his eyes always half closed,
giving him the look of someone completely drained of life energy or, at
least, who had not slept for days.

What kind of a leader, I remember thinking, would this guy be? But I
told myself, who cares about appearances? The hope was Kostunica would
be firm and principled, an intellectual who knew the enemy and the way
out of its grip.

Such was the hope. After the ten long years that the Serbs gave to
Mankind by single-handedly fighting NATO and its combined onslaught on
the economy, property and lives of the Serbian people, is it a surprise
that many Serbs hoped that Kostunica - Mr. Right - would not sell out
Serbian interests?

The hope dies last.

The colonial club (now known by its nickname as NATO) and its thousands
of psychologists, employed in covert agencies (this is not my personal
nightmare - it is fact!), empowered with knowledge accumulated over the
centuries that their countries pillaged, cleansed and annihilated
uncounted peoples across the globe - these psychologists must have
fully grasped this truth: false hope will keep the victim immobilized
when action is the only real hope left.

That is why virtually all Western press articles talking about the
recent kidnap of the ex-president of a sovereign country to the
kangaroo court of the colonialists never forgot to give their local
quisling Vojislav Kostunica the well known tool of deceit, a 'plausible
denial.' That is why they all say about the kidnapping of Milosevic,
"this was done without Kostunica's knowledge" or "Kostunica disapproved
of this action," or words to the effect.

Except that, as your clear analysis has proven, the denial is *not*
plausible. [2]

After recent events, the last hope of us who wanted to believe that Mr.
Kostunica is a decent man should cease. Kostunica's name must be listed
alongside Zoran Djindjic's as history's worst traitors of the Serbian
people. That is as clear as day. [3]

We the Serbs are a small people who as a Serbian poet has noted have
the bad luck that our forefathers "built a home in the middle of the
road." Fourteen centuries ago, they settled in the middle of Balkans,
in the middle of the main road that leads from Central Europe to
Central Asia, the Middle East and North Africa. It is the southern
flank in a conqueror's attack on Russia.

Since those ancient times all those who aspired to rule the Earth tried
their ruthless methods of conquest, of divide-and-rule, on the Balkan
peoples first. As stepping-stones to what they dreamed to be their
Eternal Empires they wanted the Balkans as the first jewel in the
crown. Those empires include the Ottoman Empire, the Austro-Hungarian
Empire, Hitler's Third Reich and now U.S./NATO.

We the Serbs do not have vast lands or far-away islands. We are rather
poor. We never collected riches by oppressing or enslaving near or
far-away peoples as the NATO nations did. Our only treasure is our
pride that our forefathers, through many centuries, and the last two in
particular, fought countless battles against all those foreign
oppressors. Our forefathers never fought to grab other people's lands.
Our forefathers never fought to impose our culture, our way of life on
anyone. They fought for freedom, for the simple right to exist. They
fought so we are in charge of our own destinies. Throughout the
countless centuries of fighting gruesome oppressors, there is no record
that would shame the Serbs. Pride is our only treasure and now NATO,
with quislings like Kostunica, would take away that, the only treasure
we possess.

To understand the Serbs is to understand their sense of pride; it is to
understand why the Serbs celebrate June 28, St. Vitus Day, the day of
the Kosovo Battle of 1389. Those who hate the Serbs claim we are sick
people who celebrate a day of defeat. (The actual battle, according to
countless history books, was a draw; both the Serbian King and Turkish
Sultan perished.)

The Serbs do not celebrate this as victory or defeat. They celebrate
the bravery, the pride of their forefathers who came to meet on the
battlefield the intruder to their homeland. It did not matter that the
advancing forces were immense. To protect their way of life, to protect
their families, to protect freedom, all Serbian nobility came to fight.
Most of them died on that day, June 28, 1389. Since that day the Serbs
firmly knew that *freedom has no price*. Many Serbs, through
generations and time, easily sacrificed their lives for freedom.

The Hague 'Tribunal' is not the first time that a conqueror attacks the
Serbs as physical beings, but also attacks their pride. To keep a
people subjugated, the oppressors knew you have to destroy their pride.
That is why, exactly on June 28, 1914, Prince Ferdinand, the Austrian
heir to the throne, decided to have military maneuvers in Bosnia, then
a majority Serbian province which the Austro-Hungarian Empire had
illegally annexed six years before. The Serbian answer was to
assassinate Ferdinand. That is how World War I started, remember? Some
50% of the Serbian male population perished in that war! Every second
man.

The story of that Serbian sacrifice and Golgotha should be in every
elementary history book. That was the price the Serbs were ready to pay.

In 1941 Hitler could not wait for June 28 to issue his ultimatums. He
was in a hurry to attack Russia and had to conquer Serbia first. The
Serbian answer to the weakness in the Yugoslav government, weakened by
a strong Croatian fascist secessionist movement was: "Better grave than
slave." Well over one million Serbs perished during W.W.II fighting
against the Nazi New World Order.

That the oppressor would attack the Serbian sense of pride is not
surprising, but that a handful of Serbs would sink so low in their
treason and hand over their recent elected leader to the attacking
enemy - and exactly on June 28 - is shocking! The message is clear
because the timing is everything. The event was clearly timed to
destroy the Serbian sense of pride.

That Kostunica would sink so low in his treason as to betray the Serbs
and the whole of Mankind fills me with a sickened feeling as I remember
the April day when I met him. I am disgusted that I shook his hand.

As the old saying goes, the devil is at his worst when pretending to be
an angel. At least and at last Kostunica has shown his true face. No
one should be fooled any more.

One could have more respect even for a Djindjic who was at least open
in his treason. [3]

Perché si fanno queste guerre? Lasciamo la parola al Presidente
Clinton, in un discorso davanti a funzionari USA a Washington, il 23
marzo 1999, nel momento in cui si accingeva a scatenare i bombardamenti
sulla Yugoslavia : «Se vogliamo ottenere delle relazioni economiche
stabili, che ci consentano di vendere in tutto il mondo, è necessario
che l'Europa ne sia la chiave…Ed è proprio da là, dal Kosovo (sic!) che
bisogna agire rispetto a questa situazione.»
In breve, la guerra ha come obiettivo quello di installare la NATO come
gendarme necessario per la dominazione USA sul continente Europeo.
Allo stesso momento, questo viene confermato da un editoriale del "New
York Times": «Perché la globalizzazione marci, l'America non deve avere
timore di agire come la superpotenza onnipotente qual è. La mano
invisibile del mercato non potrà mai funzionare senza un pugno nascosto
.
McDonalds non può prosperare senza McDonnel Douglas, il costruttore
dell'aereo da combattimento F-15.
E il pugno nascosto che garantisce un mondo sicuro per le tecnologie
della Silicon Valley, questo pugno si chiama Esercito degli Stati
Uniti, con la sua Forza Aerea, la Marina e i Marines.»

Chi controlla il petrolio, può continuare a governare il mondo

Di fatto, dopo la caduta del Muro tutte le guerre USA sono avvenute al
servizio della
«globalizzazione». In definitiva, per il diritto delle multinazionali
di continuare ad imporre le loro regole economiche e sociali ingiuste,
il diritto di non pagare le materie prime e di saccheggiare il mondo
intero.

E in primo luogo, il petrolio e il gas.
Chi controlla le vie del petrolio, può bloccare i rifornimenti dei suoi
rivali (Europa, Giappone…), ricattarli e continuare a governare il
mondo. Questo è l'obiettivo permanente di Washington.
La guerra contro la Yugoslavia mirava a rovesciare l’autogestione dei
lavoratori e di fare piazza pulita in favore delle multinazionali. Ma
anche per controllare lo strategico
«corridoio energetico n° 10 » che passa per Belgrado.
Qual è stato il risultato per i lavoratori? Il governo che la NATO ha
imposto a Belgrado è quello del FMI.
Il prezzo del pane è passato da 4 a 30 dinari, quello dell'elettricità
(in via di privatizzazione) è stato moltiplicato per quattro, la Banca
Mondiale esige il licenziamento di 800.000 lavoratori e il diritto di
sciopero sta per essere eliminato!

Il sostegno a Ben Laden e ai Talebani, poi il rovesciamento di costoro,
miravano a consentire la costruzione in Afghanistan di un gasdotto
della multinazionale USA Unocal destinato al rifornimento di tutta
l'Asia del Sud.
Il «Presidente» Afghano Karzaï è un dipendente di Unocal e dieci suoi
ministri hanno passaporto USA. Risultato? Il traffico di droga è
aumentato!

Il sostegno al regime brutale e corrotto della Colombia certamente ha
lo scopo di garantire il dominio sullo strategico Canale di Panama, ma
anche di controllare prima il petrolio Colombiano, poi quello
Venezuelano, contrastando una qualsiasi alleanza fra questi due Paesi e
quelli Equatoriali.
Quelli che pretendono di imporre la democrazia in Iraq, non hanno
esitato nel tentare un colpo di stato contro il Presidente eletto dal
popolo, Chavès.

Il sostegno USA alle milizie islamiche, in particolare a quelle di Ben
Laden, attive in Cecenia, e il loro approvvigionamento di armi ha
l'obiettivo di indebolire la Russia e di cacciarla dalle così tanto
lucrative vie del petrolio in quella regione.

In definitiva, dovunque, i petrolieri multinazionali USA cercano di
imporre dei percorsi tracciati per gli oleodotti, sotto il loro stesso
controllo: Afghanistan, Kurdistan, Caucaso, Bulgaria – Macedonia–
Albania, e attualmente si è cominciato a parlare nello specifico della
Corea e di diversi Paesi dell'Africa.
E in ciascuna di queste regioni, gli Stati Uniti manovrano per
installare le loro basi militari. Dunque, ma dappertutto in forma
clandestina, gli Stati Uniti provocano o suscitano dei conflitti,
sostenendo i peggiori razzisti, i peggiori terroristi, i peggiori
fanatici.

Tutto questo ha bisogno di pretesti e di mediamenzogne, che la sinistra
non ha saputo sempre smascherare!
Ad esempio, in Kosovo, i loro protetti dell'UCK applicano impunemente
il loro programma annunciato: pulizia etnica con l'espulsione di tutte
le minoranze (Serbi, Ebrei, Rom, Turchi, Musulmani, Gorani …) e
traffici mafiosi (droga, armi, prostituzione). Sotto gli occhi e con la
benedizione degli Stati Uniti che hanno insediato, a fianco del futuro
oleodotto, la base militare enorme di Camp Bondsteel : delle piste per
bombardieri(!), in affitto per 99 anni, che permettono di raggiungere
immediatamente il Medioriente, il Caucaso, Mosca. E un giorno, l'Europa?
     
La causa delle guerre è il sistema economico
In quanto la guerra per l'oro nero ha anche come bersaglio la
privazione della Francia e della Germania dei loro sbocchi e
approvvigionamenti in Iraq, in Iran, ecc. Lo stesso vale per la
strategia militarista e la corsa agli armamenti che hanno il proposito
di ostacolare la formazione dell'Euro-Esercito. Questo permetterebbe di
condurre le stesse guerre dell'Esercito USA, ma per conto delle
multinazionali europee.

Il militarismo e la moltiplicazione delle guerre non cascano dall'alto
dei cieli e non dipendono proprio dalla personalità di questo o quel
presidente.
Sono le multinazionali USA che hanno deciso di favorire l'elezione di
Bush, l'imbroglione non eletto. Di fatto, la causa delle guerre è
dovuta all'aggravarsi della crisi economica. Inevitabile in questo
sistema, dato che il "miglior padrone", applaudito dalle Borse, è
quello che annuncia un piano di licenziamenti di dieci o quindici mila
lavoratori in giro per il mondo.
Ma se licenziate e abbassate i salari quanto più potete, a chi andrete
a vendere ?
     
Questa assurdità scalza la base economica di uno sviluppo armonioso
generale.
Questa contraddizione non aggirabile impone una battaglia crescente per
il controllo delle regioni e delle materie strategiche, con l'obiettivo
di privarne i rivali.
Il mondo viene suddiviso come una torta. E come è diviso da tanto
tempo, la sola maniera per una grande potenza per migliorare la sua
situazione è arraffare pezzi di dominio di altri. Attraverso la guerra!

Le molteplici guerre annunciate da Bush (Iran, Siria, Corea, Colombia,
Cuba ecc…) non sono altro che dei capitoli di una guerra globale. La
ricolonizzazione brutale di tutto il pianeta corrisponde
all'imposizione di una dittatura ancora più estesa di quella sognata da
Hitler. La preda decisiva è costituita dalla Cina, con il suo immenso
mercato, e il suo tasso di crescita fenomenale. Prima di conquistarsi
un giorno l'Europa?

Ma sostenere l'Esercito Europeo non è certamente la soluzione. Quando
Chirac invia l'armata francese in Africa per sostenere le peggiori
dittature e favorire la Total o Bouygues, lui fa le medesima operazione
di Bush, solo in tono minore.
E se Bush avesse offerto a TotalFina la sua parte della torta Irachena,
non avremmo sentito parlare Chirac.

Un fronte internazionale contro la guerra

Spetta dunque ai lavoratori e alle loro organizzazioni di definire la
loro propria alternativa: la solidarietà di quelli che stanno in basso
contro quelli che stanno in alto.
« Quando i ricchi si fanno la guerra, sono i poveri che muoiono »,
scriveva Jean-Paul Sartre. Perciò l’urgenza sta nella creazione di un
fronte internazionale contro la guerra, per il diritto
all'autodeterminazione, vale a dire per il diritto di ciascuna nazione
a scegliersi il proprio destino, il proprio sistema sociale, il proprio
modo di sviluppo economico. Sviluppare dappertutto (fabbriche,
associazioni, quartieri e soprattutto scuole) comitati di informazione,
di discussione e di mobilitazione. In quanto l'umanità sta correndo un
pericolo terribile.
 
Ecco, questo è tutto! E mi scuso per il carattere schematico del
presente testo. Comunque, non è stato possibile argomentare e provare
con fatti concreti le tesi proposte in certi passi. Allora questo testo
venga accolto come un appello per tenere vivo il dibattito in seno al
movimento operaio e progressista.

Qual è la situazione nel Kosovo,
a quattro anni dalla fine della guerra umanitaria ?

Un libro e un film rompono l'assedio del silenzio
e ci forniscono documentazione e testimonianze dirette sulla situazione
attuale.

GUERRE INFINITE
IERI : Jugoslavia, Somalia, Afghanistan, Iraq
OGGI : Cuba, Iran, Corea ?
DOMANI: &&.?!

Esiste un filo conseguente che lega ogni volta ciascuna aggressione a
questi popoli e paesi, ed è quello di obbiettivi economici, politici e
geostrategici prefissati.

Così come ogni volta simile è lo schema metodologico per preparare e
giustificare ogni aggressione, esso passa attraverso la disinformazione
strategica, definita negli scorsi anni dal Pentagono la Quarta Forza
Armata, senza la quale, ai giorni nostri, non si può vincere nessuna
loro guerra.

Ma come sono le condizioni di un Paese e la vita di un popolo, DOPO una
guerra umanitaria ?

Il video di Michel Collon e Vanessa Stojilkovic, "I dannati del
Kosovo", ed il libro di
E. Vigna, "Kosovo liberato", ci aiutano a capire e ci forniscono gli
strumenti e la conoscenza necessari per contrastare le devastanti e
distruttive politiche di guerra, costruite attraverso le menzogne e per
riaffermare le ragioni per lottare per la pace.

Ieri, come oggi e domani, a fianco dei popoli e paesi aggrediti.

Il breve lavoro di E. Vigna fornisce tutta una serie di dati e aspetti
giuridico- costituzionali, politici, culturali e sociali, legati a ciò
che era di fatto il Kosovo Methoija, fino al 12 Giugno 1999, con alcuni
elementi storico- identitari relativi alla regione.

Nella seconda parte, utilizzando esclusivamente dati e documentazioni
di mass media e fonti di centri strategici occidentali, viene seguito
lo svilupparsi degli eventi, delle contraddizioni, delle falsificazioni
e delle menzogne utilizzate con l'obiettivo della ingerenza negli
affari interni di uno Stato e per distruggere la sovranità e
l'integrità nazionale di questo Paese.
Tutto questo è stato indirizzato non al superamento e alla risoluzione
delle problematiche della regione, bensì al contrario, con una sola
logica di dominio e asservimento.

Il terzo capitolo è una cruda e terribile cronaca di quale è la
situazione della vita quotidiana in un Kosovo che si dovrebbe ritenere
liberato e reso "democratico".

L'ultima parte presenta una raccolta di foto, che testimoniano la
realtà kosovara dell'oggi, senza alcun commento, foto che parlano da sé.

Nel testo è compresa una sintetica appendice sulla situazione relativa
alla questione dell'Uranio impoverito, nella regione, curata da F.
Rossi.

Sia la versione italiana del video, curata dallo stesso E. Vigna e
prodotta dall'Associazione "SOS Yugoslavia" di Torino, che il libro
sono interni al Progetto di Solidarietà con l'Associazione "Profughi
Zastava di Pec in Kragujevac" ( come da locandine allegate).
Quindi lo scopo e l'obiettivo di questi lavori, oltre all'aspetto
informativo, consiste nel portare una solidarietà concreta, alle
popolazioni che hanno subito gli eventi del 1999, uscendone da
sopravvissuti, vedove, orfani, senza più casa né terra, insomma come
profughi, o come "dannati", come appare nel titolo del film di M.
Collon e V. Stojilkovic : "I Dannati del Kosovo".
Pertanto tutto ciò che verrà ricavato dalla vendita del libro e del
film sarà devoluto al Progetto SOS Yugoslavia, "Associazione Profughi
Zastava di Pec in Kragujevac".

Alla coscienza ed alla sensibilità concrete di ciascuno :

SOLUN BEZ KNJIZARE

Beograd, 10. jul 2003. godine

ZAPIS SA ANTIGLOBALISTICKIH DEMONSTRACIJA 19. JUNA U GRCKOJ

Na Aristotelov trg u Solunu, gde se odrzavao miting, prvo je stiglo
troje neorganizovanih Srba i dvadesetak veoma dobro organizovanih
Italijana. Italijani su nosili nacionalne i zastave sa srpom i cekicem.
Gromko su pevali "Bandijera rosa" i "Cao bela". Prodavnice u obliznjim
ulicama i u aveniji Egnatija, bile su zatvorene i okovane metalnim
sipkama ili citavim blokovima metala. Televizijske i radio stanice u
svim emisijama vesti objavljivale su informacije da ce demonstranti
razoriti centar Soluna. Preplaseni Solunjani svoje prodavnice
pretvorili su u kaveze. U minut do pocetka mitinga pocela je, sa
istocne i zapadne strane Aristotelovog trga, da pristize nepregladna
reka demonstranata. Viorile su se crvene zastave i Solun je odjekivao
od revolucinarnih i antiimperijaslistickih pesama. Na Trg se slilo oko
400.000 ljudi. To nisu bili obicni ljudi to su bili mladici i devojke,
obuceni skromno, nasmejani i raspevani. Gotovo 80% ucesnika
demonstracija imalo je od 16 do 25 godina. Vecinu je cinila Ujedinjena
levica Evrope. Starim rimskim drumom, solunskom ulicom Egnatija,
prolomila se "Internacionala".

NATO - NAPOLJE SA BALKANA

Nisam verovala da cu videti, a u Solunu sam videla, Turke i Kurde kako
zagrljeni pevaju, Nemce, Ruse i Litvance, Britance i Srbe.
Svi su se zajedno zalozili za Evropu ravnopravnih naroda i suverenih
drzava. Na Trgu nisu drzani dugi govori, mladi su uzvikivali svoja
htenja i protivljenje porobljavanju i neokolonijalizaciji Balkana i
Istocne Evrope. Marksisti-lenjinisti iz Turske i njihovi drugovi,
kurdski levicari, objasnjavali su drugovima iz Nemacke da ne zele da
ratuju protiv irackog naroda. "Turska vlast je imerijalisticka i mi ne
zelimo da ubijamo nevine Iracane da bi Ankara okupirala deo
Mesopotamije"- objasnjavali su turski i kurdski levicari mladome Nemcu.
Na odlicnom engleskom jeziku okupljeni nemacki levicari izrazavali su
gadjenje zbog odluke nemackih vlasti da prekrsi Ustav i ucestvuje u
napadu na Jugoslaviju 1999. godine. Ukrajinci i Kazahstanci sporili su
se oko predsednika Rusije Vladimira Putina. Mladi Kazahstanci zamerali
su Putinu da mnogo popusta Amerikancima. Ukrajinci su objasnjavali kako
je Putin veliki drzavnik i kako ceka da Rusija ojaca pa da pokaze
imperijalistima u Vasingtonu da je Rusija najveca evroazijska sila.
Grcka komunisticka omladina glasno je trazila slobodu za Slobodana
Milosevica, heroja u borbi protiv NATO-a. Gledam mlade iz cele Evrope,
hrabre, odlucne i plemenite. Pitam se da li ce dekadentni evropski
vlastodrsci uspeti ikada da potkupe ove devojke i mladice? Da li ce oni
jednoga dana postati novi Fiseri, nove Solane, i novi Srederi. Ukoliko
odole potkupljivanju, za Evropu ima nade. Ucesnici antiratnog i
antiimperijalistickog bloka "Solun 2003", mogu Evropu da ucine boljom,
lepsom i srecnijom.

DEMONSTRANTI I PROVOKATORI

Prvog i drugog dana demonstracija 400.000 ljudi nije zgazilo ni jedan
cvet niti je razbilo i jedan izlog. Onda je pocelo programirano
divljanje. Paljevinu i rusenje 78 radnji organizovali su, po mom
misljenju, provokatori, deca novog svetskog poretka. Oko 2000 navodnih
anarhista, a ustvari huligana iz raznih zapadnoevropskih zemalja,
napalo je najpre omladinu Grcke komunisticke partije a onda su krenuli
da ruse prodavnice i da se tuku sa grckom policijom. Demolirali su
"Mekdonalds" i nekoliko grcko-americkih banaka, nekoliko supermarketa,
prodavnice odece i tehnicke robe. Ovi zapadnoevropski huligani nisu
ucestvovali na koncertima i mitinzima u znak solidarnosti sa narodima
Iraka, Srbije, Kube, iAvganistana. Provokatori su zapalili Babisovu
knjizaru, jedan od kulturno prosvetiteljskih simbola Egnatije i Soluna.
U izlogu te knjizare nalazila su se dela ne samo najvecih grckih, nego
i najvecih evropskih pisaca. Ovi huligani pokusali su da obescaste
antiamericke, antikolonijalisticke i antimperijalisticke demonstracije
u Solunu. Medjutim, anketa je pokazala da Solunjani i Grci dobro
razlikuju provokatore od 400.000 demonstranata, mladih ljudi cistih
namera. Za Evropu ima nade !

enormi spese da essi sostenute nei loro convegni e incontri erano
assolutamente inimmaginabili, nelle condizioni di miseria della
Jugoslavia di allora, senza pensare a sostegni finanziari esterni, e
rappresentavano anzi uno schiaffo in faccia alla poverta' dilagante;
cosi come la debolezza estrema del loro discorso politico e dei
presunti leader lasciava trasparire senza ombra di dubbio l'esistenza
di un manovratore esterno...>>

La NED è "un'organizzazione non governativa che riceve dei fondi

politiche dalla competenza troppo imbarazzante della CIA, rendendole
"scoperte" attraverso una patina di intervento "culturale" ed
