Balkan Meeting 2011, Joint Statement
On the 22nd of January in Thessaloniki, on the initiative of the KKE, a
Meeting of 10 Communist Workers Parties from 8 Balkan countries was
held – from Albania, Bulgaria, Greece, Croatia, FYROM, Romania, Serbia
and Turkey.
This meeting contributed to the exchange of views concerning the
situation which has developed in the Balkans and the Eastern
Mediterranean, under the conditions of the international capitalist
economic crisis, the intensification of imperialist aggression and
inter-imperialist contradictions.
The communist and workers parties of the Balkans assess that the real
cause of the crisis is to be found in the sharpening of the central
contradiction of capitalism, the contradiction between the social
character of production and the capitalist appropriation of its
results. The people’s problems as a whole are also sharpening, poverty
is on the increase, and both relative and absolute destitution embrace
a large percentage of the population in the Balkan countries.
The discovery of new energy sources in the Balkans and Eastern
Mediterranean, and the intensity of their exploitation by capital, will
not only not bring peace and stability to our region as is claimed by
the imperialists and their governments but on the contrary will foster
new sharper rivalries. At the same time, the peoples will pay much more
for electricity, petrol, natural gas because the rich energy deposits
in our region are not the property of the people, but are overrun by
the monopolies and by both domestic and foreign business consortia.
The communist and workers parties of the Balkans in these conditions
salute the struggles which have been waged in Greece, Romania and
elsewhere so that the plutocracy and not the people pay for the
capitalist crisis. They also salute the struggles against imperialism,
in the defence of working class and popular rights and gains, against
nationalism and racism, for the rights of immigrants, which have taken
place during the recent period in our region. The Communist and Workers
Parties are called upon to be in the front line organizing all these
struggles.
The participants in this meeting also stated their readiness to
confront and fight against the large-scale propaganda and blackmail of
both NATO and the EU. The aim of this propaganda and blackmail is the
full accession and complete assimilation of the Balkan countries to the
imperialist plans, on the basis of the so-called new “NATO’s New
Strategic Concept”, which was recently approved in Lisbon.
Alongside NATO and the EU, the bourgeois classes of the candidate
member-states, the NGOs, and the opportunist forces, such as the
so-called Party of the European Left, play a leading role in this
propaganda aimed at creating illusions.
The accession of the Balkan countries to the EU and NATO, the widening
of these two imperialist organization into the Balkans not only will
not benefit the peoples or bring them peace and prosperity but quite
the opposite. Besides, the peoples of the Balkan and other European
countries which are already members have acquired much negative
experience and can bear witness that assimilation to NATO and the EU
brings the working class and the people poverty and other problems. Of
course, at the same time, it ensures even greater profitability and
privileges for big capital
The so-called dream of EU and NATO accession which is promoted by the
bourgeois classes cannot erase the memory and nostalgia of the Balkan
peoples for the socialism which they knew. Indeed, they have
irrefutable experience that the people’s problems and needs can be
resolved through another form of state-power, without the exploitation
of man by man, socialism-despite its weaknesses.
The common desire was expressed at the meeting to strengthen and to
increase the joint activities and the coordination of our Parties, as
well as the promotion of broader anti-imperialist activity, in the
following direction:
Solidarity to the class-oriented labour struggles, the development of
the struggle for the rights of the workers, the youth, women, which
have broken out in the Balkans
The strengthening and broadening of the pro-peace, anti-NATO,
anti-imperialist movement in the Balkans.
The strengthening of the peoples’ condemnation of anti-communism and
the anti-historical identification of communism with fascism, which is
promoted by the EU and the bourgeois classes.
The development of solidarity with the peoples in struggle, such as the
Palestinian people. And for the liberation of the 5 Cuban
revolutionaries from the American prisons and for the abolition of the
economic blockade of Cuba.
So that the popular struggle against the imperialist military presence
in Balkans be strengthened, against the so-called anti-missile shield,
against the foreign bases and armies, against the participation of
military forces from the Balkan countries in NATO and EU missions in
other countries. So that our countries disentangle themselves from the
imperialist plans and organizations.
We demand:
That our countries have no involvement in the new imperialist wars, in
the Middle East, in Africa, in the Caucasus and in the threats which
are issued against the peoples which struggle against and call into
question the imperialist “world order”.

Resolution
on Kosovo
At the meeting in Thessaloniki on the 22nd of January 2011, the
following communist and workers’ parties took a position:
Against the violent change of state borders in Europe
Against Kosovo’s unilateral declaration of “independence”, which is the
result of the criminal aggression of NATO against Serbia and Montenegro.
That Kosovo is an integral party of Serbia.
That all the occupation forces leave Kosovo. That all the persecuted
Serbs should be able to return to their homes.
That Albanians, Serbs and the rest of the population should live
together in equality, in friendship and in freedom.

on the people's mobilisation in Tunisia
We, the Communist and Workers Parties of Balkans which met on 22/1/2011
in Thessaloniki, express our solidarity with the popular forces of
Tunisia, which struggle in order to overthrow the power of the
reactionary regime and the exploitation of the transnational business
groups.

Comunisti e Operai nei Balcani 2011
Dichiarazione congiunta:
Sviluppo nella regione dei
Balcani e del Mediterraneo orientale e i compiti dei Comunisti
Il 22 gennaio a Salonicco, su iniziativa del KKE, si è svolto un
Incontro di 10 Partiti Comunisti e Operai provenienti da 8 paesi
balcanici: Albania, Bulgaria, Grecia, Croazia, Repubblica di Macedonia,
Romania, Serbia e Turchia.
Questo incontro ha contribuito allo scambio di opinioni sulla
situazione che si è sviluppata nei Balcani e nel Mediterraneo
orientale, nel quadro della crisi economica capitalistica
internazionale, dell'intensificazione delle aggressioni imperialiste e
delle contraddizioni interimperialiste.
I Partiti Comunisti e Operai dei Balcani ritengono che la causa reale
della crisi si trova nell'acuirsi della contraddizione fondamentale del
capitalismo: quella tra il carattere sociale della produzione e
l'appropriazione privata dei suoi risultati. Anche i problemi sociali
nel loro complesso si stanno aggravando: l'indigenza è cresciuta e
l'impoverimento, assoluto e relativo, colpisce una larga percentuale
della popolazione nei paesi balcanici.
La scoperta di nuove fonti energetiche nel Mediterraneo orientale e nei
Balcani e l'intensità del loro sfruttamento da parte del capitale, non
solo non porteranno pace e stabilità alla regione, come sostenuto dagli
imperialisti e dai loro governi, ma, al contrario, favoriranno nuove
più aspre rivalità. Allo stesso tempo, i popoli pagheranno molto di più
l'elettricità, la benzina, il gas naturale, perché i ricchi giacimenti
di energia della nostra regione non sono proprietà del popolo, ma sono
depredati dai monopoli e dai gruppi affaristici nazionali ed esteri.
In queste condizioni i Partiti Comunisti e Operai dei Balcani plaudono
alle lotte che sono state ingaggiate in Grecia, Romania e altrove,
perché sia la plutocrazia e non il popolo a pagare per la crisi del
capitalismo. Acclamano anche le lotte contro l'imperialismo, per la
difesa della classe operaia e dei diritti e le conquiste popolari,
contro il nazionalismo e il razzismo, per i diritti degli immigrati che
hanno avuto di recente luogo della nostra regione. I Partiti Comunisti
e Operai devono porsi in prima linea nell'organizzazione di tutte
queste lotte.
I partecipanti a questo Incontro hanno anche dichiarato la loro
disponibilità a confrontarsi e lottare contro la propaganda su vasta
scala e alle intimidazioni della NATO e dell'UE volti alla piena
adesione e completa integrazione dei paesi balcanici ai piani
imperialisti, sulla base del cosiddetto "Nuovo Concetto Strategico
della NATO" recentemente approvato a Lisbona.
L'illusoria propaganda per l'ingresso nella NATO e nell'Unione europea
è svolta sia da queste organizzazioni che dalle classi borghesi dei
paesi aspiranti all'adesione, dalle ONG e dalle forze opportuniste,
come il cosiddetto Partito della Sinistra europea.
L'adesione dei paesi dei Balcani nell'UE e nella NATO, l'allargamento
di queste due organizzazioni imperialiste ai Balcani, non solo non
porterà benefici ai popoli, né pace o prosperità, ma l'esatto
contrario. Inoltre, i popoli dei paesi dei Balcani e di altri paesi
europei già membri hanno maturato sufficienti esperienze negative per
testimoniare come l'integrazione nella NATO e nell'UE porta la classe
operaia e il popolo all'impoverimento, garantendo nel contempo
privilegi e una redditività ancora maggiore al grande capitale.
Il sogno dell'adesione alla UE e alla NATO, promosso dalle classi
borghesi, non può cancellare il ricordo e la nostalgia dei popoli
balcanici per il socialismo che conoscevano. In effetti hanno
sperimentato la prova innegabile che nonostante le carenze, i problemi
e i bisogni popolari possono essere risolti con un'altra forma di
potere statale, senza lo sfruttamento dell'uomo sull'uomo, il
socialismo.
Nell'Incontro è stato espresso il desiderio comune di rafforzare e
moltiplicare le attività congiunte e il coordinamento dei nostri
partiti e di promuovere una più ampia attività antimperialista, nella
seguente direzione:
- Solidarietà con la lotta di classe, sviluppo delle lotte per i
diritti dei lavoratori, dei giovani e delle donne condotte nei Balcani;
- Rafforzamento e ampliamento dei movimenti per la pace, anti-NATO e
antimperialisti nei Balcani.
- Rafforzamento della condanna popolare contro l'equiparazione del
comunismo con il fascismo, promossa in spregio della verità storica
dalla UE e dalle classi borghesi in funzione anticomunista.
- Sviluppo della solidarietà con i popoli in lotta, come quello
palestinese, per la liberazione dei 5 rivoluzionari cubani dalle
carceri statunitensi e per l'abolizione del blocco economico di Cuba.
Perché la lotta popolare contro la presenza militare imperialista nei
Balcani ne esca rafforzata, contro il cosiddetto scudo antimissile,
contro le basi e gli eserciti stranieri, contro la partecipazione delle
forze militari dei paesi dei Balcani in missioni UE e NATO in altri
paesi. Perché i nostri paesi si liberino dai piani imperialisti e dalle
loro organizzazioni.
Chiediamo:
Che i nostri paesi non siano coinvolti nelle nuove guerre imperialiste
in Medio Oriente, in Africa, nel Caucaso e nelle minacce pronunciate
contro i popoli che lottano mettendo in discussione "l'ordine mondiale
imperialista".

Risoluzione sul Kossovo
All'Incontro di Salonicco il 22 gennaio 2011, i seguenti Partiti
Comunisti e Operai assumono la presente posizione:
- Contro la modifica violenta dei confini in Europa.
- Contro l'unilaterale dichiarazione di "indipendenza" del Kossovo,
risultato della criminale aggressione della NATO contro Serbia e
Montenegro.
- Che il Kossovo è parte integrante della Serbia.
- Che tutte le forze di occupazione lascino il Kossovo. Che tutti i
perseguitati serbi sia consentito di far ritorno alle loro case.
- Che albanesi, serbi e il resto della popolazione possano vivere
insieme nell'uguaglianza, fratellanza e libertà.

mobilitazione popolare in Tunisia
Noi Partiti Comunisti e Operai, incontrati a Salonicco il 22/1/2011,
esprimiamo la nostra solidarietà con le forze popolari della Tunisia,
che lottano per rovesciare il potere del regime reazionario e lo
sfruttamento dei gruppi di affari transnazionali.
