CULTURA, SCIENZA e INFORMAZIONE DI FRONTE ALLE NUOVE GUERRE
22-23 giugno 2000

Convegno organizzato dal Comitato Scienziate e Scienziati contro la
guerra


Nell'aprile del 1999 un gruppo di ricercatrici e ricercatori di alcune
Università ed Enti Nazionali di Ricerca Italiani lanciavano un appello
nel quale da un lato si esprimeva la propria critica al coinvolgimento
del nostro paese nella guerra contro la Federazione Jugoslava e all'uso
della guerra quale strumento al servizio di interventi che si
pretendevano 'umanitari' e dall'altro lato si proponeva alla comunità
scientifica di operare per la ricerca del dialogo, della tolleranza e
dell'accettazione del diverso da sé. Da allora il Comitato 'Scienziate e
scienziati contro la guerra' ha operato nella convinzione che è
necessario 'portare nel quotidiano del nostro lavoro le nostre azioni
contro la guerra e per la costruzione della pace' e 'capire come le
scienze, ed in particolare le donne e gli uomini che svolgono
un'attività scientifica, con i loro saperi e il loro metodo di ricerca e
di lavoro possono avere un ruolo nel processo di costruzione della
pace'.
Così venne infatti scritto nella prefazione al volume Imbrogli di
guerra, a cura di Franco Marenco, edito da Odradek, 1999, in cui sono
raccolti gli atti del primo convegno organizzato dal Comitato (Roma, 21
giugno 1999). A distanza di un anno viene ora promossa questa seconda
iniziativa: da un lato si tratta di riprendere ed aggiornare alcune
delle analisi presentate allora circa i rischi per la salute umana e per
l'ambiente dovuti all'uso di uranio impoverito e all'inquinamento
chimico causato dai bombardamenti e circa le connessioni fra la guerra
nei Balcani e gli scenari delle crisi ambientali globali. Dall'altro si
vuole contribuire al dibattito sulle implicazioni di pace e di guerra
insite nei modi di produrre informazione, di costruire rappresentazioni
storiche, di definire norme e valori.
Scopo del prossimo convegno è favorire uno scambio tra esperte
ed esperti di discipline diverse intorno ai temi della guerra, nella
consapevolezza che, nonostante taluni scienziati abbiano spesso
collaborato in modo determinante alla realizzazione di strumenti di
distruzione e di morte, l'impegno di chi opera nei campi della ricerca,
dell'educazione e dell'informazione può contribuire a prevenire
l'insorgere di nuove guerre. Nello stesso tempo l'iniziativa vuole
essere una occasione di incontro tra scienziate/i e società, con
l'auspicio che l'interazione di diverse componenti dia origine a una
cooperazione fattiva e concreta per il perseguimento di obiettivi comuni
e sarà perciò dato ampio spazio ad un dibattito aperto al contributo di
tutte e tutti.

LE INCREDIBILI AVVENTURE DEL SIGNOR ASTRIT DAKLI
1 - "UN SIMPATICO TEXANO"

Astrit Dakli e' stato recentemente in visita nel protettorato del
Kosovo, dove - parole sue su "Il Manifesto" dei primi di luglio 1999 -
"la convivenza non e' piu' possibile". Per il suo viaggio ha scelto di
farsi accompagnare dalla ONG "Care", gia' protagonista, con la sezione
australiana, di uno scandalo durante i bombardamenti a causa degli
infiltrati della NATO al suo interno. Ottimi i rapporti anche con le
truppe di occupazione e con l'amministrazione coloniale, ad esempio con
l'amministratore UNMIK del capoluogo, tale J.F. Carter, definito "un
simpatico texano".

Old articles about Kosovo

Articles written when Kosovo was not famous...

Background material about Kosovo, especially the material disseminated
by mainstream
channels, is deficient in many aspects, but perhaps the most startling
feature of many such
articles is the singular way of examining the history of the region. We
are told that Kosovo is the
cradle of Serbian nation and we learn about the battle of 1389 and then,
in most articles, with a
gigantic leap that would make envious any athlete, the article strides
600 years later, in 1989,
when the Kosovo autonomy was rescinded by Milosevic. What happened
during these 600 years,
pray tell? Or, at least, what happened during the last few years before
1989?

It is now difficult to write about the recent past of Kosovo without
taking into account the war
which is raging just now. So, it occurred to me that if I managed to
find articles written in the 80s,
when Kosovo was not famous, at least these would be free of any bias due
to the later events.

A good friend who is also a wizard in database searching undertook the
task and here is the fruit
of his labours, a bunch of older articles about Kosovo. Be warned, the
articles were not written
for posterity. These were run-of-the-mill, "boring" articles about
contemporary events. But
perhaps here lies their interest, for they present the situation without
any make-up. Anyway,
here they are...

Maj. Kahrs,

You've raised the wrong matter, or can I say this - you Maj. Kahrs
raised
problem that you don't know well. And you said that - "I am not sure".
The
change of constitution of Serbia was legal 100%, because Parliament
adopted
changes. What do you want more? Is it democracy? How is it in your
country?
Do they have to ask permission from Belgium or Spanish Government to
make
changes in own Constitution? Where is evidence that was illegal act?
According to the former SFRY Constitution Kosovo and Metohia was
(socialist)
autonomy province in Socialist Republic of Serbia and part of SFRY.
Kosovo
was autonomy province not a state. But, first Kosovo and Metohia was
and
still is, autonomy province in Serbia, like it or not, part of Serbia.
That's in former and current Serbian Constitution and which is much more
important that's it in ours hearts.

Like any other "press officer" you are trying to calm down this
"exchanging of ideas". And after all, you are not my student :-) Read
very
carrefully recommended Constitutions. :-) You can find FRY and Serbia
constitutions on some web sites.

O.K. you reminded me. But, now it's my turn to remind you: Peacekeeper
is a
term for person or , organization which is in charge to keep peace,
control
peace process, improve peace. Definition is mine, not based on some
theories. So, I know UNSC resolution 1244, but KFOR did nothing to
protect
Serbs. Do you have any valid figures about killed Serbs after yours
"peacekeeping" activities? And under which curcomstances? Who shot? Why
do
you still protect some criminals like KLA leader Adnan Cheku (or Chequ)
who
made war crime acts in Krajina (Croatia) and here on Kosovo? It's 'cause
they are, like Cheku and other murderers, trained by NATO generals and
they
obeys NATO orders. So, as a press officer can you answer to this
question:
is there among Albanians any "indicted war criminal"? Another one
question:,
why Yugoslav Army and Police forces are not now on Kosovo, it was
written in
UNSCR 1244 Resolution ?
Let's see: " 4. Confirms that after the withdrawal an agreed number of
Yugoslav
and Serb military and police personnel will be
permitted
to return
to Kosovo to perform the functions in accordance
with
Annex 2; "
Let's see annex 2 : "6. After withdrawal, an agreed number of Yugoslav
and
Serbian personnel will be permitted to return to perform the following
functions:
-- Liaison with international civil mission and
international
security presence
-- Marking/clearing minefields
-- Maintaining a presence at Serb patrimonial sites
-- Maintaining a presence at key border crossings. "

Well, Maj. Kahrs? Let me remind you what else KFOR have to do according
to
UNSCR 1244 resolution, and what they didn't and they never will:

Go again: (from UNSCR 1244)

"9.b) demilitarizing of the Kosovo Liberation Army (KLA) and other armed
Kosovo Albanian groups as required in paragraph 15 below; (KFOR made
Kosovo
Protection Forces from KLA terrorists
c) establishing a secure environment in which refugees and displaced
persons
can return home in safety, the international civil presence can operate,
a
transitional administration can be established and humanitarian aid can
be
delivered; (how many Serbs, Turks, Roma return home?)
d) ensuring public safety and order until the international civil
presence
can take responsibility for this task; (Where is public safety? On
Prishtina
streets? You must be joking!)
h) ensuring the protection and freedom of movement , and for the end of
this
list
11. j) protecting and promoting human rights; (For whom? As far as I
know
KFOR protected only one Kuschner's "private Serb" - member of so called
Kuschner's Kosovo International Government. And you protected him very
well,
vith armoured cars.)

You said that Kosovo is a part of Yugoslavia. O.K. Is there in Prishtina
any Yugoslav blue-white-red flag? Or people can see only Red Albanian
flag
with two headed black eagle? If is Kosovo part of Yugoslavia put
Yugoslav
flag and prove what you wrote. And protect this blue-white-red flag as
more
as you protect peace down there.

My intention is to defend the Serbian people, not Milosevich or any
other
single individual. The fact is that Serbian people were chosen as a
target
for the West's New World Order experiment of 'Might is Right.' The West
has
attacked the very biological existence of the Serbian people. This is
obvious
from the open genocide that the West committed on the Serbs in Croatia
(Krajina), Bosnia, Kosovo and its current efforts to make trouble in the
remaining part of Yugoslavia. The Serbian people in Serbia have to
understand
that the Western elite is not for or against the Serbs per se. The West
is
interested in only one thing: to prolong war 1) as an excuse for the
extreme
spending by the military and 2) for the conquest of the globe.

The Serbian people, left without any significant foreign defense, were a
convenient target in this laboratory where the West tests its muscle.
The
only way for the Serbs to defend their freedom is to fight for it. And
the
only question regarding the Milosevich government is: has it put up a
good
fight or not. For myself, as someone who lives in the West, I feel I
have a
right to advise my people regarding the nature of the West. On the other
hand, Milosevich and his government are an internal matter for the
Serbian
people, that is, for those who live in Serbia, to deal with. Those Serbs
who
live in the Diaspora do not know as much as the Serbs who live in the
country; they don't have the right to pretend to be smarter on this
particular issue than their relatives who live in Yugoslavia, under
whatever
conditions.

The Serbs in the Diaspora have a humongous task, to present to the
world, to
their neighbors, the truth, the facts, about the Serbian people, their
history as well as the facts about the current struggle and the
injustices
the West was and is inflicting on the Serbian people. This is a task
which is
frequently avoided by the same people who now want to preach to the
Serbs in
Serbia how to handle their internal affairs. We have to do our part,
fulfill
the duty that is naturally ours before we advise the Serbian people
about
their own tasks and ways to live. Once again, where we could profitably
advise our relatives is help them understand who their enemy is in the
West,
this enemy which is the largest problem facing Serbs as a people.

As we all know, lots of forces in Serbia are paid off by Western
institutions
in order to further instability, weaken the country so that they can
finish
up their job of genocide. We have to find strength and remind ourselves
of
the ancient advice of our forefathers, that only unity can save the
Serbs. We
have to find every possible way to unite all our different political
parties
and movements in the most important goal: the biological survival of the
Serbs. Only united, as we were at the time of NATO's air mass slaughter,
can
we once again face the awesome enemy.

Our struggle is getting harsher and more important by the day. At this
very
point, finally, Western institutions have started openly to say that
their
air assault on Yugoslavia was a military failure. What's more they have
also
admitted that the only purpose of the bombing was to terrorize
civilians.
Many allies of the United States, being European, are having second
thoughts
and have realized to some extent that the attack on Yugoslavia was an
attack
on their neighbor, an attack on Europe itself. Having in mind that a
repetition of the air assault is out of the question, the United States
is
pushing extremely hard to use alternative weapons to destabilize the
country.

The Serbs have to understand that this particular brand of fascism is
two
faced. It has adopted the brutal military approach of its German
teachers.
But it also implements a second weapon, not previously used by fascists:
money. Wherever bombs don't work they try to buy their way in, to
subjugate
and occupy those who resist.

Those in Serbia and Montenegro who accepted money from the West are by
definition collaborators with the enemy. They cannot pretend to be
leaders of
Serbian political life. They are traitors plain and simple; in any
so-called
democratic Western country they would be dealt with in much harsher
fashion
than they have been in Yugoslavia.

The peaceful anti-IMF demonstrations in democratic, free-market
Washington
were attacked harshly by special police. Even bystanders got arrested
and
brutalized in jail. How does that compare to closing the paid mouthpiece
of
the West in Serbia? How does that compare to breaking-up stone-throwing
demonstrators, in a country that is in fact besieged by the enemy? If
the
Serbian people do not like Milosevich and want to topple him, it is a
question that the Serbian people of Serbia have to deal with,
themselves.
Kissing the hands of war criminals like Albright, as appears to be a
kind of
rite required of all these so-called leaders who take US money, this
hand-kissing does not fit in with the glorious history of the Serbian
people.

The agents of the West, paid by Western money to do the job of
subjugating
and destroying the Serbian people, should be exposed by the Serbian
people
themselves. It seems to me that the Serbian people, despite everything,
still
do not sufficiently understand the evil of the Western elite and the
need to
despise this elite and their paid agents in Serbia.

Why should anyone in the Diaspora be going around, organizing
conferences in
various countries or in Washington, and so on, with the intention of
mobilizing the Serbian people against the current government? By doing
that
they have in effect betrayed their own task of defending the Serbian
people
in the West. They have left their own trenches and are intentionally or
unintentionally helping the enemies of their people. PM
