Kosovo a Victim of 'Humanitarian Concerns'

Yugoslavia was bound to lose the war from the very
beginning. How could a tiny Balkan state have enough
tools to challenge the US-led NATO? Not only
overshadowed by military strength, Yugoslavia was
"against humanity," as NATO officials observed. They
were committing "ethnic-cleansing" while the NATO
intrusion enjoyed the strong backup of "humanitarian
concerns."
After 78 days of intensive air attacks, Yugoslavia
signed a treaty to hand over Kosovo at the mercy of
NATO.
NATO indeed won the war and that result would be
denied by few.
Kosovo still makes the headlines and events there
continue to attract considerable media attention
worldwide.
But different from a year ago when the Western media
helped demonize Slobodan Milosevic and trumpeted
NATO's victory, the area's gloomy news is now splashed
all over the world.
What is happening there today?
Even NATO's own high ranking officials admit that the
mission in Kosovo remains difficult.
Many refugees are afraid to return as security in
Kosovo can hardly be guaranteed.
Trouble in such ethnic flashpoints as the divided
northern town of Mitrovica and Kosovo's boundary with
the Presevo valley in eastern Serbia continuously
threatens exodus.
"We see quite an organized campaign to intimidate the
non-Albanian population and drive them out of the
province," said Russian Permanent Representative to
the United Nations Sergei Lavrov during his visit
there last year.
The New York Times also reported that the burning of
Serbs' homes takes place in an organized fashion
almost daily, increasing the pressure on the Serbian
minority to flee the province or ghettoize itself in
enclaves.
Under resolution 1244, which was adopted last June 10
by the UN Security Council, the Kosovo Liberation Army
(KLA), the ethnic Albanians-dominated armed rebel
group, should be fully disarmed after the UN presence
in Kosovo.
But in reality, the residual influence of the
officially disbanded KLA equals, if not exceeds, that
of the international community in Kosovo.
Under the connivance of NATO, the KLA has not only
perpetuated the persecution of Kosovo's rapidly
dwindling Serb minorities, but it has even turned
hostile towards NATO-led peacekeepers.
It seems that the pledge of the West to create a
multi-ethnic Kosovo is an impossible mission.
Worse, Kosovo has been degraded into a haven for
crimes such as drug trafficking.
So it is clearly a war without a victor with
Yugoslavia as the biggest loser. After its loss of
effective control over Kosovo, Yugoslavia is forced to
face political and economic sanctions imposed by
western countries.
And economic reconstruction remains a formidable task
for the cash-strapped country.
During the war, NATO member countries, the United
States in particular, did not hesitate to squander
money to turn Kosovo into a showplace of their
advanced weapons. However, at a time when financial
support is urgently needed to rebuild Kosovo, they
duck their responsibilities.
In the westerners' eyes, Milosevic is to blame for all
because he was and remains against the will of the
West, who are the representative of justice. And many
believe the Serbs deserve all their troubles because
they chose to support Milosevic.
NATO's deliberate attacks on civilian targets and
infrastructure amounted to a serious violation of
international law.
NATO's recent confession that it used depleted uranium
weapons during the war is but another slap on an
already bruised face.
The question now is how an unjustified war could have
dominated media worldwide and those who were truly
guilty could be free from due punishment?
Power without restriction is dangerous. It is an
important conception in western politics. But in
regard to international affairs, western politicians
do not seem to be concerned.
Without certain regulations, any regional conflict
could balloon into a war so long as western
politicians find intervention profitable.
Nothing is easier than finding an excuse - anything
against their will is against reason or humanity.

Internet aggression
April 13, 2000

Belgrade, April 13 -
Certain new methods
are being applied these
days in the media war
against Serbia and the
Serbian people. Along with their psychological and
propaganda services and home-maid self-proclaimed
independent media, those who had bombed Serbia and
who still carry out the aggression against it, have
entered upon a new stage of the attacks over
Internet.

In a planned and malicious action regularly
registered
Yugoslav sites were taken over on the central server
of
an American firm involved in the registration of the
Internet domains. Numerous sites of the Yugoslav
providers, political parties and firms were attacked
in a
synchronized manner.

One of the most severe criminal attacks on the
Ministry
of Information of the Republic of Serbia was carried
out
on Wednesday afternoon. American-Albanian
propagandists forged the entire English version of
the
site and by false presentation on the Ministry of
Information Internet address tried once again to
delude
the entire world and conceal their own crimes. It was
not a surprise that they placed that bunch of
outrageous
lies regarding the historical and current
developments
on the territory of the former Yugoslavia, Serbia and
Kosovo and Metohija between the story about the
massacre in Racak and the text in which they rendered
thanks to NATO. Though the Finnish, Russian and
Belarus pathologists and numerous world media have
denied the existence of the fabricated mass grave of
the
Albanians in Racak long ago, which was used as a
pretext for bombardment of Serbia by its author
Walker,
the mass grave is persistently being mentioned. This
story has a new function; it is supposed to conceal
the
real truth from the Kosovo Albanians themselves -
that
they were misused by the NATO persons in power. The
gratitude to NATO and the U.S., expressed in the end
of
the forged site has the same function. This
propaganda
against Serbia and the Serbian people, created by the
order givers, by a combination of circumstances
appeared on the day when the NATO killers had
bombed the convoy of ethnic Albanian refugees in the
village of Meja, near Djakovica last year. In the
attack,
73 persons had been killed and 36 injured.

In keeping with its obligations, the Ministry of
Information will continue informing domestic and
world
public about the developments in the country,
especially
in Kosovo and Metohija. All necessary measures will
be taken against the media violence, the misuse of
the
Internet as a media and violations of all
international
judicial and moral norms.

Serbia-Info.com Domain Seized By Kosovo Secessionists

On April 10 an individual or a group represented by someone with an
Albanian name, located in Pristina, in Kosovo, took over the domain name
of Serbia-info.com, the website of the Serbian Ministry of Information.
The site is now full of secessionist propaganda.
Original speculation, that the site was hacked is mistaken. The new
owner's information, listed at the conclusion of this article, makes
clear that the domain ownership was transferred on April 10, 2000.
Other speculation, that the Serbian government simply neglected to renew
its domain name is also mistaken; the domain was up for renewal July 29.
Network Solutions is licensed by the US government to handle domain
registration. Media Relations at Network Solutions has been contacted
and they are checking into the matter. We will inform you as soon as we
learn the outcome.
This illegal action casts doubt on the integrity of the Internet. It
concerns everyone. The obvious question is: is the US government behind
it? And if so, who could be next?

During the NATO bombardment of Yugoslavia last summer
the Lake Merritt Neighbors Organized for Peace had
weekly anti-war walks around Lake Merritt in Oakland,
California. At one of these someone told me about
http://www.serbia-info.com which at that time was a
refreshing antidote to the nonstop lies we were being
bombarded with in the regular media. Through some
strange fluke this site has fallen into Albanian
propagandist's hands. A group called Albanian Web
Guardian Angels or some such is now in control of the
domain name -- Going to the site you are greeted with
an Albanian flag, and a link to the Interpol "Wanted"
poster for Slobodan Milosevic. Scrolling down you are
treated to a series of atrocity photoes, no doubt
bound to be a hit amongst morbid Americans. The
takeover of serbia-info.com is a loss to the anti-war
movement -- If anyone knows if there is a new URL
where it can be found please post that information.

I just went into the site, a moment after Steve's message appeared, and
it's still the dirty tricks/hacker dreck.
I called the domain's server, Network Solutions, and initially spoke
with one Stephanie, who came across as defensine/evasive, at first
seeming to know just what I was talking about, then shifting me to one
Kevin, who was more aggressive/obstructionist. He wouldn't give me an
inch, insisting only the registrant, whom he identified as EPI, had the
right to ask questions. I let him know, among other things, that I
suspected the government might be involved...Deafening silence.
I later called back and asked for Public/Corporate Relations (same
thing, evidently), and got a voice mail for Christina Blinko. I left a
detailed message.
Harass the daylights out of them until this is resolved.
P.S. If anyone succeeds in reaching the Min. of Information, please let
them know that I'd be willing to help edit their reports so they'd be
more presentable - and effective.
