Izgubili smo mir, dobili rat.
Izgubili smo srecu i zadovoljstvo mladih, dobili preko dvadeset tisuca
grobova i jos vise
invalida.
Izgubili smo “jednoumlje”, dobili bezumlje.
Izgubili smo samoupravno socijalisticko drustvo, dobili kapitalizam,
drzavu kriminala i
lopovluka.
Izgubili smo bratstvo i jedinstvo i ljubav medju ljudima, dobili
nacionalizam i mrznju.
Izgubili smo radnicko samoupravljanje i drustveno vlasnistvo, dobili smo
tajkune koji su nam
oteli vlasnistvo i pretvorili radnike u obicnu robu. Koji mogu lako
ostati bez posla.
Izgubili smo sigurno zaposlenje i redovitu placu, dobili nezaposlenost i
nesigurnu i neredovitu
placu i onima koji su zaposleni.
Izgubili smo slobodu kretanja po cijelom svijetu bez viza, dobili
ograniceno kretanje za vecinu
zemalja svijeta.
Izgubili smo nesvrstanost, dobili ovisnost o Zapadu i avione NATO -
pakta nad glavom.
Izgubili smo veze s Balkanom, dobili “Balkan” u glavama.
Izgubili smo pravo da sami odlucujemo o bitnim pitanjima vaznim za
zivot, dobili da o nama
odlucuju drugi.
Izgubili smo radnicka odmaralista i odmor na moru, dobili strance u
nasim odmaralistima i
hotelima, a odmor koristimo za dopunsku zaradu da se prezivi.
Izgubili smo besplatnu zdravstvenu zastitu, dobili partecipaciju i
placanje zdravstvenih usluga.
Izubili smo besplatno skolovanje za sve, dobili skole i fakultete za
“elitu” koja moze platiti.
Izgubili smo postenje, moral i ljudskost, dobili licemjerje, prevaru i
neljudskost.
Izgubili smo delegate u Saboru iz nasih sredina, dobili “placenike” (sa
15 do 20 tisuca place),
koji nam se obracaju samo kad trebaju glasove i mandat.
Izgubili smo besplatnu pomoc kod ostvarivanja nekih svojih prava, dobili
javne biljeznike
kojima se placa i samo ovjeravanje pecata.
Izgubili smo pravo na besplatno ostvarenje svojih prava na sudu, dobili
placanje (oko tisucu
kuna) za najobicniji zahtjev za “istjerivanje pravde”.
Izgubili smo jedan jezik (hrvatski ili srpski), dobili tri ; hrvatski,
srpski i bosanski.
Izgubili smo drugarstvo za sve, dobili gospodstvo samo za neke.
Neka nam bude, kad smo sve to “demokratski” odabrali.

COSA ABBIAMO OTTENUTO E COSA ABBIAMO PERSO

Abbiamo perso la pace, ottenuto la guerra.
Abbiamo perso la felicita' e la gioia dei giovani, abbiamo ottenuto
oltre 20000 tombe ed
ancora piu' invalidi.
Abbiamo perso il “pensiero unico”, ottenuto l’assurdo.
Abbiamo perso la societa' socialista autogestita, ottenuto il
capitalismo, lo stato criminale e di
ruberie.
Abbiamo perso l’unita' e la fratellanza, l’amore tra la gente, ed
ottenuto il nazionalismo e
l’odio.
Abbiamo perso l’autogestione operaia e la proprieta' collettiva, e sono
arrivate le “trombe
d’aria” che ci hanno rapito la proprieta' trasformando gli operai in
semplice merce, che puo'
facilmente rimanere senza lavoro.
Abbiamo perso l’impiego sicuro ed il salario regolare, ottenuto la
disoccupazione ed il salario
insicuro ed irregolare anche per quelli che lavorano.
Abbiamo perso la liberta' di muoverci in tutto il mondo senza visti,
abbiamo ottenuto
restrizioni a muoversi nella maggior parte dei paesi nel mondo.
Abbiamo perso il non-allineamento, ottenuto la dipendenza dall’Occidente
e gli aerei del patto
NATO sopra la testa.
Abbiamo perso i legami con i Balcani, ottenuto invece “i Balcani” nella
testa.
Abbiamo perso il diritto di decidere da soli sulle questioni vitali,
ottenuto che di noi decidono
gli altri.
Abbiamo perso i residence per i lavoratori e le vacanze al mare,
ottenuto i turisti stranieri nei
nostri residence e negli alberghi, mentre le nostre vacanze le usiamo
quale guadagno
aggiuntivo per sopravvivere.
Abbiamo perso l’assistenza medica gratuita, ottenuto i ticket ed il
pagamento dei servizi
sanitari.
Abbiamo perso l’educazione scolastica gratuita per tutti, ottenuto
scuole e facolta' per “l’elite”
che le può pagare.
Abbiamo perso l’onesta', la morale e l’umanita', ottenuto l’ipocrisia,
l’inganno e l’immoralita'.

Abbiamo perso i delegati delle nostre società nel Sabor [il Parlamento
croato], ed ottenuto
“mercenari” (con paghe tra le 15000 e le 20000 kune) che si rivolgono a
noi soltanto quando
hanno bisogno di voti e del mandato.
Abbiamo perso l’assistenza gratuita all’ottenimento di alcuni diritti,
ottenuto notai che
paghiamo anche per la sola verifica del timbro.
Abbiamo perso il diritto gratuito a far valere i propri diritti al
Tribunale, ottenuto invece il
pagamento (circa 1000 kune) per una semplice domanda per “portare avanti
la giustizia”.
Abbiamo perso la solidarietà per tutti, ed ottenuto il dominio soltanto
per alcuni.

E così sia, quando abbiamo “democraticamente” scelto tutto questo !

JUL Spokeswoman - Police Planted Weapons in
Milosevic's Villa

Yugoslav Left (JUL) spokeswoman Dragana Kuzmanovic
said on Monday that the party had information that the
weapons found in the villa of former Yugoslav
president Slobodan Milosevic in Uzicka street had been
planted by the police.

According to her, seven members of a Belgrade police
special unit were ordered to hide arms and explosive
devices behind the radiator and in the corners of
Milosevic's house after he had been taken to
investigating bodies.

Kuzmanovic told a press conference that one of them,
who after carrying out his task was on the verge of a
nervous break-down, informed the party about that.

Yugoslav President Vojislav Kostunica said that there
is no justice if it is selective and in parts,
Kuzmanovic pointed out and said that was the reason
why JUL insists the public be informed who were the
people in jeans and masks who "raided the house in the
night of March 31 and tried to liquidate Milosevic and
his family by using shock bombs."

Serbian Radical Party for Forming Inquiry Board in
Milosevic Case

Serbian Radical Party leader Vojislav Seselj said on
Monday that his party will support the setting up of
an inquiry board that would investigate circumstances
under which former Yugoslav president Slobodan
Milosevic has been arrested, if proposed in the
Serbian parliament.

In a Serbian parliament session break, Seselj told
reporters that these circumstances should be examined,
since he thinks that people with black masks who
appeared around Milosevic's house were not special
police units, but bounty hunters who wanted to arrest
Milosevic.

He added that for this purpose a helicopter was ready
at the border between Serbia and Republika Srpska,
that was supposed to transport Milosevic to be
extradited to The Hague tribunal.

3)
Acquittal for Serb Igor Simic

By passing a sentence of acquittal the district court
of Kosovska Mitrovica ended the trial of Igor Simic
(25), a law student from Kosovska Mitrovica, who was
charged with genocide.

At the end of the main hearing, international
prosecutor Michael Hartman requested that Simic be
released from detention, ending the procedure in the
first phase.

The prosecutor explained in detail his decision and a
five-member court panel, presided over by judge
Kirsten Karpamar decided to acquit Simic.

Simic has been in detention since August 9, 1999, on
charges that with five other Serbs he killed 26 ethnic
Albanian on April 14 that year in the southern part of
Kosovska Mitrovica.

During the trial that lasted almost four months,
testified 12 witnesses and Simic was proved innocent.

FREE MILOSEVIC, JAIL EAGLEBURGER, ZIMMERMANN (ETC.)...

Quiz time. Who said the following?

"Serbia has never had only Serbs living in it. Today, more than in the
past, members of other peoples and nationalities also live in it. This
is
not a disadvantage for Serbia. I am truly convinced that it is its
advantage. National composition of almost all countries in the world
today…has also been changing in this direction. Citizens of different
nationalities, religions, and races have been living together more and
more
frequently and more and more successfully."

Elie Wiesel? Madeleine Albright? George Soros? Vojislav Kostnica, Zoran
Djindjic or one of the other creatures the U.S. installed in power in
Belgrade? No, it was Slobodan Milosevic. He spoke these words in Kosovo
on
June 28, 1989, the very occasion on which he allegedly whipped the Serbs
into
a bloodthirsty nationalist frenzy. (1)

The real Milosevic has never had the remotest connection with the
idiotic
cartoonish figure depicted by the U.S. government, the "two op-ed-page
articles a year" denizens of the defense-industry-funded think tanks and
the ignorant reporters passing for "Balkans experts" on NewsHour with
Jim
Lehrer.
Milosevic was neither a "nationalist," nor a "Communist," nor a
"dictator"
nor a "demagogue." To be sure, he was never one of those East European
Communists-turned-Thatcherite-overnight so beloved by U.S. elites. Nor
did
it help that he won elections handily, or that in the late 1980s he was
leading
massive demonstrations against the IMF bromides that were destroying
Yugoslavia's industry. The U.S. actually did Yugoslavia a favor by
imposing
sanctions in 1992. It freed the countryâ€"all too briefly, as the Serbs
are
about to find outâ€"from the dreadful ministrations of the IMF. (2)

Milosevic did not instigate the wars in the Balkans. On the contrary,
his
record throughout the decade was that of a man eager for peace. Who was
really responsible for the wars? Those who insisted on secession without
waiting to settle outstanding issues like final borders, the status of
minorities or the disposal of state property and debt? Or those who, in
accordance with international law, insisted that secession could only be
"legal" if it was accepted by the seceding state and the seceded-from
state? (3)

There is no question that the US Government will put enormous pressure
on
the Belgrade authorities to transfer Milosevic to the Hague, where he
would
receive a ridiculously unfair trial in a "court" which has already
pre-judged him guilty of "war crimes," "genocide" and "crimes against
humanity". This is
the purpose of the the International Criminal Tribunal for the former
Yugoslavia: to absolve the real instigators of the wars in the Balkans
of
any responsibility for their actions.

The Balkans today are littered with tiny, weak NATO protectorates whose
domestic and foreign policies are shaped down to the last detail by the
U.S. and its junior EU partners. This was an entirely foreseen
consequence
of U.S. policy in Eastern Europe since the end of the Cold War. There is
no
truth whatsoever to the legend that the United States wanted to keep
Yugoslavia together but was thwarted in this noble endeavor by the
machinations of the Germans. In February 1990, nearly two years before
the
villainous German Chancellor Helmut Kohl supposedly muscled in on the
Balkans by recognizing Croatia and Slovenia, Deputy Secretary of State
Lawrence Eagleburger was already telling the Slovenians that Washington
would accept Slovenia's secession provided it was done "peacefully and
democratically." The Slovenians did not need another signal. Even so, in
October 1990â€"eight months before Slovenia declared independence, one
year
before war broke out in
Croatiaâ€"Congress passed an amendment to the Foreign Operations
Appropriation law barring any U.S. loans or credits for Yugoslavia
unless
the assistance was directed to a republic "which has held free and fair
elections and which is not engaged in systematic abuse of human rights".
This was an
extraordinary piece of legislation. According to Washington then,
Yugoslavia had ceased to exist. The U.S. government was henceforth to
deal
with the "republics," entities with no international legal standing
whatsoever.

In the days leading up to the secession of Croatia and Slovenia, U.S.
officials would make pro forma declarations opposing unilateral
declarations of independence. Then they would warn the Yugoslav army not
to
use force to stop the republics breaking away. It was a policy of
accepting
de facto independence. Moreover, it was revealed in the London Observer
last year that, contrary to the publicly proclaimed Western policy of
neutrality, the British were in fact secretly selling arms to Slovenia
days
before its declaration of independence. Since Britain is merely
America's
errand boy on
such matters, one can be fairly certain that this was a
Washington-initiated policy.

The carnage that was to come in Bosnia was entirely the consequence of a
ruthless and cynical U.S. policy. In March 1992, after seeing the bitter
fighting that followed the secession of Croatia, the leaders of Bosnia's
Serbs, Croats and Muslims sat down in Lisbon and hammered out a
partition
plan of Bosnia. According to a 1993 New York Times story, European
Community "mediators who brokered the agreement argued that partition
was
the only way to contain the ethnic rivalries. But the Bush
Administration
was pushing the Europeans to recognize Bosnia as an independent country,
with a Muslim-led Government in Sarajevo." When the Bosnian Muslim
or--more
accurately--Islamist leader, Alija Izetbegovic returned to Sarajevo,
U.S.
Ambassador Warren Zimmermann called on him. "He said he didn't like it"
Mr.
Zimmermann recalled. "I told him, if he didn't like it, why sign it?"
But
after talking to the Ambassador, Mr. Izetbegovic publicly renounced the
Lisbon agreement."

By April the United States had managed to bully the Europeans into
recognizing the state of Bosnia, thereby setting in train the carnage to
come. The U.S. subsequently sabotaged the Vance-Owen partition plan as
well
as the Stoltenberg partition plan. The fighting finally came to an end
with
a U.S.-sponsored partition plan at Dayton. We got what we were after all
along. Bosnia was turned into a colony. (4)

U.S. TROOPS SHOT AT IN KOSOVO

[What a reassuringly bland, vague, non-committal, evasive tone the
following report has. Nowhere is it
hinted that the snipers could possibly be members of the KLA - I repeat,
the KLA - who were armed and trained by U.S. and other NATO military and
intelligence personnel since 1995, at the very moment the Dayton Peace
Accord was being negotiated. The Western propaganda mills,
notwithstanding
how thoroughly they've succeeded in misleading and stupefying their
respective populaces, would have a difficult time explaining this about
face. So the press wire services will simpy allude to certain anonymous
malefactors taking shots at the 'peacekeepers.']

GUNMEN FIRE ON U.S. FORCES IN KOSOVO

PRISTINA, Yugoslavia (AP) -- Gunmen fired on U.S. and Polish
peacekeepers
in Kosovo as they were patrolling the rugged mountains near the border
with
Macedonia, a U.S. army spokeswoman said Tuesday. NATO-led peacekeepers
returned fire and suffered no injuries in Monday's gunfight, the first
since a joint U.S-Russian patrol came under attack in December, said
Capt.
Alayne Cramer, a spokeswoman for U.S. forces in Kosovo. No suspects were
detained. The attack occurred southwest of the Kosovo village of
Krivenik,
where an Associated Press Television News producer, Kerem Lawton, was
killed during a mortar attack March 29. The source of that mortar attack
is
under investigation.

Both ethnic Albanian insurgents and Macedonian government troops
fighting
each other in the area in March have denied responsibility. Peacekeepers
have stepped up patrols in the border area in recent weeks, netting arms
caches and discovering what appeared to be a camp used by extremists.
Peacekeepers sought to prevent ethnic Albanian guerrillas from using
Kosovo
as a staging ground to launch attacks in Macedonia, where the insurgents
are fighting for more rights.

Just nine miles along the border to the north, peacekeepers cordoned off
the wreckage of a British helicopter that crashed in heavy rain Monday.
Two
people died and five others were injured. There was no indication of any
hostile fire, said Maj. Fergus Smith, a spokesman for the British
contingent
serving in Kosovo. Despite the unease along Kosovo's borders, Serbia --
Yugoslavia's larger republic -- is moving ahead on drafting a framework
for
self-government that should allow elections this year, a senior U.N.
official said.

The announcement comes just days after Yugoslavia's President Vojislav
Kostunica and Kosovo's U.N. Administrator Hans Haekkerup agreed that the
Serbs should take part in the working group drafting the self-government
framework. Jean-Marie Guehenno, the undersecretary-general for
peacekeeping, said the working group has already laid out the skeleton
structure of a framework for
self-government. Yugoslavia's U.N. ambassador, Dejan Sahovic, also
demanded
security guarantees for the Kosovo Serb participants and demanded
''guarantees concerning equal participation.''

On Monday, Guehenno told an open U.N. Security Council meeting that
''serious measures to tackle law and order are beginning to bear
fruit,''
but that he did not hold out hope for a return of Serbs and allied
ethnic
minorities before the election. U.N. administrators and NATO-led
peacekeepers have
been in charge of Kosovo since June 1999 after a 78-day NATO bombing
campaign forced Yugoslav troops to withdraw and ended then-Yugoslav
President Slobodan Milosevic's attacks on separatist ethnic Albanians.

CRISIS BUILDS UP IN MOSLEM CROATIAN FEDERATION OF BOSNIA & HERZEGOVINA

The government of Western Herzegovina, which is a constituent part of
the
Moslem Croatian Federation of Bosnia and Herzegovina, warns that it will
no
longer be able to guarantee security to members of the international
community and to federal authorities.
The headquarters of an OSCE mission and missions of other international
organizations in the province's administrative center, Siroki Breg, have
been destroyed, with the personnel evacuated under the protection of
KFOR
forces.
It will be remembered that all federal ministries have been out of
operation since March 3, the day Croatian self-government was proclaimed
in
territories with predominantly Croatian population in the Federation of
Bosnia and Herzegovina. And the situation becomes increasingly
complicated
with very passing day.
The authorities of Western Herzegovina have formed a staff to address
security issues, which will reportedly protect interests of the Croatian
people, preventing anti-Croatian acts. This decision in fact withdraws
the
province from Bosnia and Herzegovina.
The federal defense minister, not recognized by the Western Herzegovina
authorities, has called on the global community to take urgent measures
to
end the disorder. The Croatians' discontent wave and their threats to
the
world community, as well as to the federal government, army and police
of
Bosnia and Herzegovina extend to other provinces. (Source: Pravda.ru)

YOUNG ALBANIANS FORCED INTO PROSTITUTION BY OWN MEN

Young Albanians forced into prostitution tell of their sorry plight By
Hans-Hagen Bremer Paris - Albanian women told a committee of the Council
of
Europe meeting in Paris on Monday grim tales of being auctioned off like
cattle and of enduring brutal psychological pressure designed break
them,
to turn them into uncomplaining prostitutes.

"They are auctioned off like animals. If they're blonde and pretty, the
bids are higher. Then they're trained for their future trade. They're
raped, tortured and psychologically broken until they submit. It's a
real
slave market," said Briseida Mema, describing the techniques Albanian
pimps
use on women to supply western Europe with prostitutes. Mema belongs to
the
Independent Forum of Albanian Women.

Also invited to the hearing on the burgeoning trade in women and their
sexual enslavement were parliamentarians, police specialists and
representatives of private aid organisations, including a number from
eastern Europe. The camps where the women are inducted into the sex
industry also exist in countries of the former Yugoslavia.

Calls for classifying trafficking in women as a crime against humanity
have
been growing stronger recently. According to Socialist MP Lydie Err of
Luxembourg, it represents a new type of crime against humanity which
remains relatively unpunished. Where charges are filed, he says, they
often
result in sentences and fines below those imposed on dealers in drugs
and
arms.

Fearing revenge attacks by their tormentors, many women who have escaped
from prostitution withdrew their agreement to publicly address the
committee. Philippe Boudin, director of the French Committee Against
Modern
Slavery, puts the number of non-EU women forced into prostitution in the
European Union since the collapse of communism in 1989 at 500,000 to
600,000. Every year, another 120,000 or so join their sorry ranks. For
the
traffickers and pimps, business is booming, says Don Cesare Lodeserto,
head
of the Regina Pacis womens' shelter in Lecce, Italy. The introduction of
the euro has only boosted earnings.

Experts at the United Nations put turnover in the global sex-slave trade
at
seven to 13 billion dollars. The EU declared war on the illegal trade in
women back in 1999. Several directives aimed at harmonising and
stiffening
relevant laws are currently being examined by the council of ministers.
As
yet, none has been passed into law. So far, only Belgium and Italy have
declared the trafficking of women for the prostitution industry as a
crime
and taken steps to provide help to victims of ruthless gangs of human
traffickers. In Belgium, for example, escaped women can assume a new
identity if they wish.

Part of this problem is that many if not most of the male European MP
frequently use prostitutes. Power corrupts in many ways.

LUKASHENKO SAYS WEST TO EARMARK $500 MILLION FOR HIS OPPONENTS

MINSK, Apr 10, 2001 -- (RFE/RL) Belarusian President Alexander
Lukashenko
on 6 April said the West is planning to allot $500 million for
candidates
who will challenge him in this year's presidential ballot in Belarus,
Belapan reported.

Lukashenko said he obtained this information from former Russian Prime
Minister Yevgenii Primakov.

According to Lukashenko, the Belarusian presidential elections will also
be
crucial for the fate of Russia.

E' colpa di Saddam
Leggende metropolitane inglesi per giustificare
l'emergenza
il racconto

LONDRA - Evidentemente noi italiani non siamo gli
unici appassionati di «dietrologia». Alle prese con un
disastro economico, con gli agricoltori in lacrime, con
le fosse comuni per le pecore e i campi di sterminio
per mezzo milione di animali, anche gli inglesi non
resistono alla tentazione di affidarsi alle "leggende
metropolitane", nel disperato tentativo di trovare
"l'untore", una qualche misteriosa entità diabolica
responsabile del Male. L'unica differenza è che non
possono cavarsela a buon mercato come noi con i
"servizi segreti deviati", essendo i loro servizi troppo
segreti e poco deviati. Così sono costretti a uno sforzo
maggiore di fantasia. E si vede.
La più fantasiosa delle teorie che circolano nelle
campagne, viaggia nel curioso tamtam via email che fa
compagnia ai contadini isolati nelle loro fattorie, e
vengono riprese da stampa e televisione punta il dito
contro un nemico mitico, lontano e cattivissimo:
Saddam Hussein. Potrebbe aver assoldato delle spie
per spruzzare con l'areosol il virus sulle bestie. Del
resto, il rais è un maestro della guerra batteriologica,
per questo gli inglesi ogni tanto vanno a bombardarlo.
Niente di più facile che abbia coltivato e incubato il
male per vendicarsi dell'odiata Albione. Chissà come
mai, visto che c'era, non ha spruzzato anche la
metropolitana di Londra con il micidiale antrace. Odia
forse le pecore inglesi più che gli inglesi stessi?
Subito dopo Saddam, nella graduatoria dei nemici
mortali che tramano contro l'Inghilterra, non potevamo
trovare che Romano Prodi. Pare che 34 giorni prima
che l'afta epizootica venisse scoperta in un macello
dell'Essex, la Commissione di Bruxelles abbia ordinato
un test di validità su tutto lo stock di vaccini a sua
disposizione. Vuoi vedere che già sapevano tutto e
hanno taciuto, e intanto si preparavano a difendere il
Continente incuranti delle sorti d'oltre Manica? Che il
test sia avvenuto esattamente in quella data non è
chiaro, ma è noto che la Commissione conduce queste
prove con regolarità annuale per essere pronta in caso
di epidemia.
Scartato dunque Prodi, chi altri potrebbe aver ordito la
cospirazione? Ma gli amici degli animali, ovviamente.
Il temibile «Animal Liberation Front» e tutto
quell'arcipelago di estremisti che non si fermano
neanche di fronte ad atti di terrorismo pur di
combattere lo sfruttamento dell'uomo sull'animale. Qui
la logica si fa ardita: i militanti sarebbero stati infatti
pronti a sacrificare centinaia di migliaia di povere
bestie, che in teoria dovrebbero proteggere, pur di
punire i contadini, rei di metodi di allevamento
inumani, di ostinata difesa della caccia alla volpe e di
altri orribili misfatti. Per comminare la loro biblica
punizione, gli "untori" avrebbero agito infiltrandosi nei
laboratori e procurandosi così dei campioni di virus; o
avrebbero aggiunto della carne infetta, col favore delle
tenebre, al pastone delle bestie in una fattoria.
Infine, il classico «piove governo ladro». Se si esclude
il musulmano, l'europeo e il terrorista, non restano che
i politici.
Le leggende in questo caso sono due. La prima
sostiene che Downing Street fu informata, nel corso
dell'inchiesta sulla «mucca pazza», dei rischi connessi
con l'abitudine di dar da mangiare ai porci i resti delle
mense scolastiche, dei pasti sui treni e sugli aerei. Gli
scienziati avrebbero chiesto al governo di proibirli, il
governo non l'avrebbe fatto per difendere le tasche
degli allevatori, e un sandwich andato a male avrebbe
innescato la crisi. In realtà, la quasi totalità dei maiali
inglesi viene già da tempo cibata senza far ricorso ai
resti dei fast food, e quei pochi allevatori che lo fanno
(per un totale di soli 80mila animali) devono ottenere
una licenza speciale e sottoporsi a rigorose verifiche
periodiche. Questa teoria, almeno, ha il vantaggio di
avvicinarsi più delle altre alla probabile verità: non è
da escludere che siano stati proprio dei rifiuti non
correttamente sterilizzati ad aver infettato la prima
fattoria. E invece, la cospirazione politica più
gettonata è un'altra: una machiavellica operazione di
copertura. Quel diavolo di un Blair avrebbe saputo del
primo caso di afta già dal dicembre dello scorso anno.
Tanto è vero che, senza dir niente all'opinione
pubblica e ai contadini, avrebbe contattato
segretamente commercianti di legname e carbone per
approvvigionarsi in tempo e preparare le pire
inceneritorie. Quale sarebbe il vantaggio per un primo
ministro di lasciar esplodere un'epidemia che rischia di
fargli sfuggire una facile vittoria elettorale a maggio,
non è spiegato. Ma bisogna avere comprensione per la
scarsa logica degli inglesi. Non è facile inventare una
decente teoria cospiratoria senza avere un Andreotti a
portata di mano.

La stessa notizia è già realtà...


"L'afta diffusa da Saddam"


BERLINO - Il virus dell'afta che sta sconvolgendo la
vita nelle campagne britanniche, sarebbe stato fatto
arrivare in Gran Bretagna da Saddam Hussein per
vendicarsi sia della sconfitta nella Guerra del Golfo sia
per l'embargo internazionale al quale continua ad
essere sottoposto l'Iraq. Questa congettura è stata
ripetuta con rilievo dal quotidiano tedesco Bild, che
cita i servizi segreti britannici, "è stato forse Saddam
a mandarci l'epidemia dell'afta?", titola il giornale
popolare. "I servizi segreti britannici hanno un
sospetto folle: il dittatore Saddam Hussein avrebbe
fatto esportare l'epidemia per la guerra del Golfo persa
e per l'embargo contro l'Iraq" scrive la Bild, secondo
cui agenti (britannici) sarebbero impegnati a cercare le
prove di tale congetttura. A dimostrazione della pista
Saddam il giornale cita tre circostanze: l'afta
epizootica è scoppiata effettivamente per prima in
Gran Bretagna, e i sudditi di Sua Maestà sono tra i
nemici più accaniti del dittatore iracheno. "Se in Iraq
cadono le bombe, l'aviazione britannicaè sempre
presente". In secondo luogo il virus presente in Europa
è una variante di un altro agente che imperversa in
Asia. Terzo elemento: due mesi prima che scoppiasse
l'epidemia, da un laboratorio chimico segreto
dell'esercito britannico a Porton Down (Wiltshire)
era scomparso un tubicino per esperimenti
contenente virus dell'afta.

RELAZIONE MANDELLI: SCIENZIATI O GIULLARI DI SUA MAESTA'?

Il testo completo della relazione della commissione governativa
sull'Uranio Impoverito, guidata dal prof. Mandelli, si puo' scaricare

Di seguito riportiamo alcune note di Luca Nencini dell'ENEA sul metodo
ridicolo di analisi del campione usato dalla commissione Mandelli.
Chiunque puo' verificare direttamente dalle tabelle contenute nella
relazione che Mandelli e compagnia non si sono nemmeno presi la briga di
verificare i nomi delle localita' indicate come destinazione dei
militari-campione, che in vari casi risultano trascritte male. Inoltre,
molte di esse (circa un terzo) non hanno niente a che fare con i
bombardamenti della NATO, essendo situate addirittura in Croazia e
Macedonia.

1. Conteggio incompleto dei malati.
Come ammettono gli stessi estensori della relazione, i casi presi in
considerazione "provengono in parte da segnalazioni spontanee". Inoltre
sono stati esclusi dal conteggio i casi ritenuti carenti di una
"diagnosi
documentata". Se ne deduce che i) l'esercito italiano non possiede i
dati
sanitari completi dei propri soldati e ii) il conteggio dei casi fatto
dalla commissione e' incompleto.

2. La durata delle missioni in Jugoslavia non viene presa in
considerazione. Infatti non e' stato adottato nessun criterio per
eliminare
(o pesare di meno) i casi di militari che hanno svolto missioni molto
brevi. Come risulta dal testo e dalla Tab. 10, militari che hanno svolto

missioni di un solo giorno (nessuno dei quali ovviamente si e'
ammalato!)
sono stati trattati alla stessa stregua di militari con tre anni di
permanenza in Jugoslavia.

3. Vengono presi in considerazione anche i casi di militari mandati in
missione in zone non contaminate.
Il problema della discriminazione fra aree bombardate dalla Nato e aree
non
bombardate non e' nemmeno discusso. Particolarmente scandalose appaiono
le
inclusioni nella lista delle missioni avvenute a Mostar, mai bombardata
perche' posta nella zona di conflitto croato-bosniaco, e Podgorica,
capitale del Montenegro!

4. Discussione evasiva dei risultati.
Non viene discusso il dato piu' appariscente che emerge dal loro lavoro:

il
contrasto fra i) il basso numero di tumori solidi conteggiati, pari a un

terzo di quelli attesi e ii) l'alto numero di leucemie e linfomi di
Hodgkin, pari a quasi il triplo di quelli attesi. Queste ultime due
patologie costituiscono da sole il 64% dei tumori osservati fra i
militari
italiani, mentre dovrebbero ammontare a meno del 10% (cfr. Tab. 9)! Per
quanto riguarda il basso numero di tumori solidi osservati, la
commissione
fa due ipotesi: i) il miglior stato di salute dei militari rispetto alla

popolazione civile e ii) la loro provenienza dalle regioni meridionali,
dove l'incidenza di tumori è minore (1). La possibilità che, come
abbiamo
visto all'inizio, questa discrepanza dipenda da un incompleto conteggio
dei
malati, non viene nemmeno presa in considerazione.

5. Tautologie.
Siccome il dato sui linfomi e' troppo appariscente per poter essere
eluso,
nella seconda parte della relazione la commissione cita una serie di
lavori
scientifici che escluderebbero la possibilità di correlare questa
malattia
con le radiazioni alfa. Il loro ragionamento e' una lampante tautologia:

i)
la commissione ha lo scopo dichiarato di accertare "i casi emersi e
venuti
all'attenzione in questi ultimi tempi di patologie tumorali nel
personale
militare", per verificare "se esista correlazione con il munizionamento
all'uranio impoverito"; ii) malgrado tutte le omissioni discusse la
commissione riscontra un'incidenza abnorme di linfomi; iii) di fronte a
questo dato la commissione cita la letteratura preesistente per negare
cio'
che essa stessa ha appena dimostrato, e cioe' la correlazione fra
linfomi
ed uranio.

1) Consultando l'archivio delle cause di mortalita' dell'ISS
(http://web.iss.it/cmicd/Scripts/selcause.asp) e' possibile farsi
un'idea
di quanto pesi questa differenza Nord/Sud. Ad esempio, negli anni 90-94
fra
la Lombardia e la Sicilia c'e' stata una differenza di mortalita' per
tumore, nella classe di eta' 25-29 anni, pari a circa il 10% , molto
meno
della discrepanza osservata dalla commissione mandelli!

DICHIARAZIONE

Il Partito Socialista della Serbia e' sempre stato ed e' tuttora
fermamente impegnato a favore della salvaguardia e per lo sviluppo della
Repubblica Federale di Jugoslavia come Stato federale comune delle
eguali repubbliche Serbia e Montenegro, delle loro genti e dei loro
cittadini.

La conservazione della Jugoslavia e' cruciale per la pace, per la
stabilita' e per lo sviluppo nei Balcani. La sua sopravvivenza e
sviluppo sono in armonia con il processo di integrazione europea e sono
la migliore barriera contro tutti i separatismi che minacciano la pace e
la stabilita' del sudest europeo e di tutto il continente.

La fondazione della Jugoslavia ottantatre' anni fa non e' stato un
errore dell'Europa - come sostengono alcuni partiti membri della
coalizione DOS per attestare la loro lealta' a coloro i quali hanno
ordinato la distruzione della Jugoslavia - bensi' e' stata la piu'
grande conquista dell'Europa. In quanto fattore di stabilita' e di
equilibrio per piu' di otto decadi in una parte dell'Europa di estrema
importanza dal punto di vista strategico, oggi come nel futuro essa
dovra' svolgere un ruolo ancor piu' importante di unita' e di
prevenzione del separatismo e del terrorismo.

La diffusione della sfiducia e le nuove divisioni hanno lo scopo di
indebolire la Serbia ed il Montenegro, di rallentare il loro sviluppo e
di rafforzare gli appetiti dei loro nemici. La Jugoslavia e' simbolo di
pace, di dignita' e di cooperazione paritaria. Essa non ha mai
minacciato nessuno, ed ha sempre accettato come partner tutti quelli che
si sono dimostrati pronti a collaborare per la pace, per la sicurezza,
per lo sviluppo. Ecco perche' la salvaguardia e lo sviluppo della
Jugoslavia rappresentano l'interesse comune delle sue genti e dei suoi
cittadini, l'interesse delle genti dei Balcani, dell'Europa e di tutto
il mondo.

Il Partito Socialista della Serbia appoggia tutte le forze politiche
patriottiche del Montenegro schierate per la salvaguardia della
Repubblica Federale di Jugoslavia e si augura il loro successo nelle
prossime elezioni parlamentari nella convinzione che la Jugoslavia
vincera'.

The Socialist Party of Serbia has always been and today is firmly
committed
for preservation and development of the Federal Republic of Yugoslavia
as
common federal state of the equal republics Serbia and Montenegro, their

Preservation of Yugoslavia is a key for peace, stability and development
in
the Balkans. Her survival and development are in harmony with European
integrational processes and are the best barrier for all separatisms
threathening to the peace and stability of South East Europe and of
whole
continent.

Foundation of Yugoslavia eighty three years ago was not a mistake of
Europe,
as some DOS member parties and leaders claim in order to express loyalty
to
those who ordered destruction of Yugoslavia - but greatest achievement
of
Europe. Being for more than eight decades factor of stability and
balance in
a strategically extremely important part of Europe, today and in the
future
she must play even more important role of linking and of preventing any
separatism and terrorism.

Spreading of inconfidence and new divisions have a goal to weaken Serbia
and
Montenegro, slow down their development and strengthen the appetites of
their enemies. Yugoslavia is a symbol of peace, dignity and equal
cooperation. She never threatened to anyone, accepting always as partner
everyone ready to cooperate on peace, security, development. That's why
preservation and development of Yugoslavia represent common interest of
her
people and citizens, interest of the peoples of Balkans, of Europe and
of
whole world.

Socialist Party of Serbia supports all political, patriotic forces in
Montenegro standing for preservation of Federal Republic of Yugoslavia
and
wishes them success in the forthcoming parliamentary elections with
conviction that Yugoslavia will win.

KOSTUNICA "REGRETS" MILOSEVIC'S DETENTION

The Hague Tribunal is an institution which applies the international law
selectively, predominantly accusing political and military leaders of
one
people, namely, those of Serbs, Yugoslav President Voijislav Kostunica
has
told the Belgrade's BK television network. At that, Mr. Kostunica
emphasized it with compunction that the US administration's ultimatum to
arrest former Yugoslav President Slobodan Milosevic before March 31st
should not have been carried out "since times of the language of
ultimatums
are gone."
Speaking of future relations between Serbia and Montenegro and a likely
secession of Montenegro from Yugoslavia, Mr. Kostunica has expressed
hope
the Federal Republic of Yugoslavia will continue to exist. Should it
come
to secession, the decision taken by the people of Montenegro, will be
honoured, President Kostunica added. One can gather from Mr. Kostunica's
latest statements that he can hardly be noted for much firmness of
consistency.

FREEDOM FOR SLOBODAN! - BIG RALLY IN BELGRADE

Belgrade, April 7, 2001, SOCIALIST PARTY OF SERBIA - Head Committee of
the
Socialist Party of Serbia met today in Belgrade after the end of the
massive rally of support to SPS President Slobodan Milosevic, who was
detained a week ago. Head Committee stated that the rally in front of
Government of Serbia buildings was big success.

Several speakers, young socialists, members of the Party leadership and
guests from Montenegro were cheered and applauded by more than 20.000
citizens. The key demand to the authorities was freeing Milosevic from
detention immediately, letting him defend his innocence from freedom and
stop politically motivated detentions. Proclamation read at the meeting
asked the authorities to answer who were the masked armed men, bearing
neither official insignia nor the authorization of a judge investigator,
who attacked Mr. Milosevic's residence.

Proclamation underlined that the DOS regime is fulfilling only one of
its
promises: it is releasing Albanian terrorists and putting Serbian
patriots
in jails. It trades away national and state interests. It sells the
dignity
of Serbia "for a handful of dollars". In the middle of Belgrade, the DOS
officials roll out the red carpet for Solana, Cook and other war
criminals.
While they show off their "international support", the separatists in

Delegation of protesters went to the Central jail in Belgrade to visit
Slobodan Milosevic and present him the Proclamation, but was denied to
do
so by responsible authorities. This provoked another protest because
Serbian authorities were officially requested for permission to visit
Milosevic 24 hours in advance.

Comments on the Miloshevich arrest by a etired Yugoslav Diplomat

[The name of the author, a distinguished Yugoslav
diplomat, is known to Emperor's Clothes but has been
withheld because of the current authoritarian climate in
Belgrade]

By their six-month political and media campaign of unprecedented
proportions, the current authorities of the Federal Republic of
Yugoslavia
have demonstrated a greater concern for the elimination of any influence
whatsoever of the Socialist Party of Serbia as a national political
force
and its removal from the scene, than any interest in their own
accomplishments.

The sensational arrest of Mr. Slobodan Miloshevich, former President of
the
Federal Republic of Yugoslavia and the President of the Socialist Party
of
Serbia, based on extremely unconvincing and hasty accusations, shows
that
the current authorities have discarded any pretense that their policy is
independent.

Conscientiously meeting the strict US deadline, that Mr. Slobodan
Miloshevich must be arrested by 31 March 2001, the current authorities
have
admitted urbi et orbi [to Belgrade and to the world, see footnote 1]
that
they are mere protagonists of US and NATO policy. The United States and
NATO desperately need the removal of Mr. Slobodan Miloshevich from the
political and public scene and his incrimination for unsubstantiated
crimes, in order to shelter themselves from their guilt for numerous war
and other crimes committed against the Federal Republic of Yugoslavia
and
the Serbian people during their 1999 aggression.

There is no doubt that by setting the above deadline and insisting on
its
observance, the US intended to discredit the government of the
Democratic
Opposition of Serbia and to tie it to US policy. For only a humiliated
servant is loyal.

The current Yugoslav authorities, by agreeing to stage a political
process
against Mr. Miloshevich and other prominent members of the Socialist
Party
of Serbia, definitely conceded to the US and NATO the right to define
and
spearhead not only their foreign policy, but their internal policy as
well.
In this way, the current Serbian and Yugoslav authorities have reduced
themselves to simple instruments for implementing US and NATO strategy
and
policy in the region. The dignity of the Federal Republic of Yugoslavia
has
been grossly trampled and its independence has been seriously brought
into
question.

ALBANIANS PROTECTED BY INTERNATIONAL COMMUNITY

The Albanian extremists have been wreaking havoc in the Balkans since
they
were funded, clothed, trained and armed by pernicious foreign powers,
the
USA being first and foremost in this attempt to subvert Eastern European
stability. However, they continue to be the darlings of western European
powers, despite a continuing history of acts of savagery.
As Macedonian police arrest 18 suspected members of the Ushtria
Clirimtare
Kombatetur (NLA in Macedonia), in possession of large numbers of arms,
the
Albanian political parties in the country threaten to react by leaving
the
government coalition. This comes days after Robin Cook, the British
Foreign
Minister, visited Skopje, where he stated that the Macedonian
authorities
had to agree to the legitimate demands of the Albanians.
The Party of Democratic Prosperity, for instance, said it would "freeze
its
relations with the government. The young Albanians, members of the
National
Liberation Army, or merely its supporters, should not have been
arrested,
but fully integrated into the system". Integrating heavily armed
terrorists into a system must evidently only happen in Albania, a
country
whose state systematically breaks down into chaos. The Mayor of Tetovo
even
accused the Macedonian police of heavy-handedness.
However incredible it may seem, the Albanians continue to enjoy the
protection of the international community. The International Crisis
Group
has issued a report entitled "The Macedonian Issue - Reform or
Rebellion?"
in which it requests the Slavic majority in Macedonia to integrate the
Albanians into their society.
PRAVDA.Ru recently revealed the great degree of autonomy that the
Albanians
have in Macedonia, namely their own schools, cultural institutions and
political parties. This report goes on to reveal the continuing
intrusive
nature of the western countries behind it. It puts in question the
legitimacy of recent elections in Macedonia, claims that the recent
population census is inaccurate and complains about the corruption in
the
Macedonian political system. It is inconceivable that this report can
have
been elaborated by balanced and objective observers. Once again, it is a
shameful admission by western countries that all they have to offer the
world is arrogance and ignorance. Reports such as this one written by
the
ICG are not worth the paper they are written on because they are biased,
badly written and inaccurate.

MONTENEGRIN PARLIAMENT SPEAKER CONFIRMS EARLY ELECTIONS FOR
APRIL 22
PODGORICA, January 24 (Tanjug) Montenegrin Parliament Speaker
Svetozar Marovic confirmed on Wednesday that representatives of
Parliamentary parties agreed on holding early elections on April 22.
Agreement was reached taking into account reservations
presented
by the Liberal Alliance, whose representative said the party would not
resort to obstructions, Marovic said.
The Montenegrin Parliament will hold a session on January 31 to
amend several electoral laws and pass a law on referendum, before voting
on
shortening its term, Marovic added.
Three working groups will draw up the bill on referendum,
amendments to the electoral law and new regulations on the media,
Marovic
said, expressing hope that the creation of a third channel of the
Montenegrin TV, which will focus on Parliamentary activities, would be a
great democratic step forward for Montenegro.
VUJANOVIC: MONTENEGRO TO URGE EU TO CLARIFY STANCE ON SERBIAMONTENEGRO

PODGORICA, January 25 (Tanjug) Montenegrin Prime Minister

Vujanovic said late on Wednesday his Government would ask the European
Union to clarify its stance according to which the solution for settling
future relations between Serbia and Montenegro should be found within
the
framework of a federation.
Speaking at a debate in the northern Montenegrin town of
Rozaje,
Vujanovic reiterated his standpoints on the need for this republic to
restore its statehood, and gain membership in the International Monetary
Fund and the World Bank as an independent and sovereign state.
MONTENEGRIN PARTIES AGREE ON REPUBLICAN ELECTIONS
PODGORICA, January 24 (Tanjug) Representatives of Montenegrin
parliamentary parties reached an agreement with this republic's
Parliament
Speaker Svetozar Marovic on the major issues regarding parliamentary
elections and the referendum on the state and legal status of
Montenegro.
According to the agreement, the Montenegrin parliament will
convene on January 31 to shorten its current mandate, thus fulfilling
the
conditions for calling early parliamentary elections on April 22.
Also agreed was that the new parliament would, at the demand of
President Milo Djukanovic, call the referendum on the status of
Montenegro
but its date has not been set.

MONTENEGRO AND KOSOVO WILL DICTATE CHANGES OF SERBIAN
CONSTITUTION
BELGRADE, January 25 (Tanjug) The Serbian Government will
propose
changes to the constitution of Serbia, definitely not within the first
100
days, but during its fouryear mandate, Serbian Premierdesignate Zoran
Djindjic said after a speech in the Republican Parliament on Thursday.
This will depend on agreement with Montenegro on relations
within
the Federation and on the situation in KosovoMetohija, Djindjic
explained
adding that "the composition of a new constitution without these two
crucial elements would not be a lasting job."
"If there is readiness in Montenegro to discuss the status of a
joint state, we can talk immediately. However, if the ruling Democratic
Party of Socialists (DPS) insists on the existence of two
internationally
recognized states, I fear that there is not much material for talks,"
Djindjic set out.
"We are ready to immediately discuss the mechanisms of mutual
control and protection within a joint state and to accept all control
mechanisms. However, if we must accept that we are two states, then
Montenegro should first make up this state, and then we can talk,"

PODGORICA, January 25 (Tanjug) Serbia lacks understanding for
Montenegro's need to take independent decisions and choose its own road
to
the attainment of its national interests, according to Montenegro's
President in Podgorica on Thursday.
Milo Djukanovic told a news conference "Montenegro's democratic
society, aspiring after European democratic standards, has a need to
take
its decisions and choose its road to the attainment of its national and
state interests independently".
According to him, Serbia does not understand this. Djukanovic
went
on to comment on the international community's attitude to Montenegro's
idea to organise its common state with Serbia in future as a union of
independent and internationally recognised states.
He said the "international community, too, has certain
reservations in this matter, doubting on the strength of recent
experience
the Balkans' maturity to conduct a process of this kind in a civilised
way,
without bloodshed or conflict".
He said this doubt was being stoked by "diplomats in Belgrade",
especially with their insistence on an interdependence between the
problems
of Kosovo and of MontengroSerbia relations, and their fearmongering
about
another Balkan crisis.
He said the doubts would be refuted by Montenegro's foreign
policy, which would "explain" to the international community that it is
in
the best interests of all in the Balkans and Europe to allow democratic
processes to unfold untrammelled.
DJUKANOVIC: EQUALITY IN SERBIAMONTENEGRO FEDERATION IMPOSSIBLE
ZAGREB, January 26 (Tanjug) It was unrealistic to expect
equality
between Serbia and Montenegro, Yugoslavia's two federal units,
Montenegrin
President Milo Djukanovic has said in an interview with a Croatian
newspaper.
Avoiding a direct reply to questions related to a possible
referendum in Montenegro, and the dynamism of efforts aimed at securing
international recognition for it as a sovereign state, Djukanovic told
Zagrebbased Republika that Montenegro had proposed a union of two
internationally recognized countries as a solution compatible with both
sides' interests.
Commenting on Croatian media reports to the effect that, during
his recent visit to Zagreb, Croatian officials had conveyed to him a
Western message suggesting that he should relinquish the idea of
secession,
Djukanovic said he had never requested Zagreb's support for secession,
since this was a matter of relations between Serbia and Montenegro, in
which Croatia did not want to interfere.
Staunchly rejecting allegations by Italy's Minister of Finance
Ottaviano Del Turco, who had accused Montenegro, and him personally, of
smuggling, Djukanovic noted that this was an attempt at discouraging an
even stronger democratic development in Montenegro through pressure.
Djukanovic, however, did not name the factors opposing the
development of democracy in Montenegro.

General agreement was reached on the decision to submit to
parliament the draft amended law on the election of deputies and
delegates.
Group members failed to reach full agreement on the draft law
on
referendum. It was supported by the Democratic Party of Socialists, the
Social Democratic Party, the Liberal Union, and the Democratic League of
Albanians, while the Socialist People's Party and the People's Party
were
against the proposed draft.
These two parties withheld their support for the proposed text
because it does not specify that only Montenegrin citizens can vote in
the
referendum.

BELGRADE, February 4 (Tanjug) The U.S. State Department is
against an independent KosovoMetohija and Montenegro's secession, and
holds
that terrorism in southern Serbia (Yugoslavia) must be curbed, Serbia's
Premier said on returning from Washington on Sunday.
Zoran Djindjic said he was "highly satisfied" with his talks
with
U.S. Secretary of State Colin Powell, who supported the new authorities
in
Yugoslavia and its Federal unit Serbia in the matter of three key
issues:
relations with the other Federal Unit Montenegro, problem of Serbia's
Kosovo, and the south Serbia crisis.
Djindjic told reporters at Belgrade Airport his partners in
talks
in the new U.S. administration had made it clear they were against
Kosovo's
independence, and that they wanted a democratic Montenegro in a
democratic
Yugoslavia.
As for the situation in southern Serbia, the State Department
takes the view, according to Djindjic, that the terrorism must be curbed
and that there can be no compromise or haggling with armed civilians who
are destabilising the entire region.
He said that the most complex part of the talks had related to
Serbia's economic recovery and cooperation with international
institutions,
specifically the War Crimes Court in the Hague.
He said he had insisted to Powell that the new Yugoslav and
Serbian Governments be given time and a chance to deal gradually with
other
problems while working on the country's reconstruction and return to
international institutions, and that they be given help to prevent
critical
problems from escalating.
According to Djindjic, this position was received with
understanding and supported by his partners in talks in the United
States,
as was the position that a compromise formula be found for cooperation
with
the Haguebased Tribunal.
DJINDJIC: STILL ROOM FOR TALKS WITH MONTENEGRO
BELGRADE, February 5 (Tanjug) Serbian Prime Minister Zoran
Djindjic said late on Sunday that he had not received any confirmation
in
his informal talks with Montenegrin President Milo Djukanovic in
Washington
last week that he was ready to give up his unequivocal intention to
secure
that Yugoslav Republic's secession.
Nevertheless, Djindjic said he had "got the impression that
there
is still room for talks on a compromise solution."
Djindjic spoke to reporters at Belgrade airport upon his return
from the United States, which he had visited at the invitation of
Secretary
of State Colin Powell. Djindjic dined in Washington with Djukanovic, who
was visiting the U.S. capital at the same time.
The United States wants a "democratic Montenegro in a
democratic
Yugoslavia," Djindjic reported that he was told at the State Department.
"I even learned in talks with certain congressmen and senators,
who have so far supported Montenegro's secession, that this process
should
be slowed down and that they have advised Djukanovic in that sense.
However, it is up to the Montenegrin leadership to draw a lesson and
make
the move which it believes to be correct," Djindjic said.

population will vote for the Republic's independence from Yugoslavia in

upcoming referendum, Montenegrin President Milo Djukanovic has said in

interview with the Parisbased Le Monde daily.
Asked how he could broker a turnaround in the position of the
international community, which is opposing the secession, Djukanovic
pointed to Montenegro and Serbia's Kosovo province as "two unsolved
problems among the dramas the Balkans had seen".
It would be a mistake on the part of the international
community
to avoid contacts with Montenegro under the pretence of trying not to
encourage secession, Djukanovic noted. In the interview entitled "Milo
Djukanovic: Montenegro and Serbia are two separate states", the
Montenegrin
President said that no one should turn a blind eye to the problem
between
Serbia and Montenegro, because it had existed for a while, dating from
before the Milosevic era.

Kostunica
said that the intention of the authorities in Podgorica to hold a
referendum on independence was a unilateral act that constitutes a
violation of the Federal and Montenegrin Constitution.
In that case, responsibility for all the consequences would be
shouldered by Montenegrin President Milo Djukanovic and by those who
apparently support him, said the Italian geopolitical review Limes.
Kostunica, in an interview to the Italian journal said that
noone
can believe that Washington with its might and power is not capable of
influencing Montenegro and Djukanovic's Government.
The Yugoslav president assessed that the situation in south
Serbia
was very difficult, because it is clear that Albanian terrorists are
using
the demilitarized zone as a zone for violence, which means that the zone
is
not well protected by Kfor and that the international forces in certain
cases are unable to control the situation.
That is why the current authorities in Belgrade are acting with
a
great deal of caution, by peaceful means, and not by provoking
incidents,
to resolve problems in south Serbia, he explained.

means that the new US secretary of state and his team have not yet had

The new US administration has kept the stand of the former
administration, Lukovac said, adding he supposed that the Americans did
not
wish to have to either endorse or reject Montenegro's aspirations at a

and the European Union have made it clear that the proindependence
efforts
of the Montenegrin Government are not in the interest of the United
States
or Montenegro, according to the head of the easternEuropean studies
department at the US Woodrow Wilson Centre.
In a statement to the Voice of America (VOA), Martin
Schlesinger
recalled that the Bush administration had made it publicly clear that it
would back a gradual withdrawal of US troops from the territory of
former
Yugoslavia and the Balkans in general. He nevertheless added that this
did
not mean a sudden or full withdrawal.
Security and stability are the preconditions for this, he said,
expressing fears that the independence of Montenegro and KosovoMetohija,
or
aspirations to it, could not be considered as moves leading to security
improvements in the region, promoted by the US administration.
This was part of the message conveyed to Montenegrin President
Milo Djukanovic in the course of his recent visit to Washington,
Schlesinger said.

government, monetary council and central bank received Wendesday

a visiting delegation of the International Monetary Fund.
The visit marks the resumption of cooperation between the
Montenegrin government and the IMF, a statement issued after the talks
says.
Montenegrin officials briefed their guests of the monetary
reform
based on the German mark and on the plans for a tax system reform.
The
IMF officials accepted the view that Montenegro should not depend
forever
on foreign donations, but should be enabled to become a reliable partner
in
world economy, the statement says.

Vedrine

Filip Vujanovic received in Podgorica on Friday a European Union

A statement from Vujanovic's cabinet quotes Peterssen as

high respect for this Yugoslav Republic's democratic policy in the past
period, especially for its role in the victory of democratic forces in

Vujanovic said he expected this support to continue, stressing

Montenegrin Government's commitment to reform processes towards

PODGORICA, February 10 (Tanjug) European Union representatives
who paid an official visit to Montenegro on Friday said in a clear
message
to the Montenegrin officials and citizens that Europe would like
democratic
Montenegro to be a part of Yugoslavia.
Swedish Foreign Ministry DirectorGeneral Sven Olaf Peterssen
told
the Montenegrin authorities at Friday's press conference that if they
want
to be a part of Europe, they must listen to EU "advice," and added that
citizens must not let officials make incautious moves.
Hasty activities in that direction could have grave
repercussions,
and they could mean one step backwards in cooperation with the European
Union, he said.
He emphasized that the United States, 15 countries of the
European
Union, and 30 states waiting to be admitted to the E.U., support the
same
stand.
Peterssen said they had made their stand clear, and that it was
up
to the Montenegrin leaders to decide about the holding of a referendum,
where it should be known that leaders are always responsible for their
stands.
The European Union thinks, he said, that the holding of a
referendum is the right of citizens, but it is very sensitive issue, and
has very often led to polarization. This is why it is very important to
be
well organized, and that citizens have enough time to form their
opinion.
Underscoring that this does not negate the right of Montenegro
to
decide about the future of the state, Peterssen said that every decision
will have certain consequences and stressed the stand of the West that
the
taking of hasty decisions was not in the interest of Montenegro, or the
region, or for the European Union.

U.S. Ambassador to Yugoslavia William Montgomery was meeting
with
Montenegrin Parliament Speaker Svetozar Marovic to review the current
political situation.
According to a statement from Marovic's cabinet, "it was noted
that relations between Montenegro and Serbia should be regulated in a
dialogue, with respect for both sides' interests".
Montgomery said the United States respects and appreciates
Montenegro's role, especially in recent years, when it opposed the
regime
of ousted Yugoslav President Slobodan Milosevic, expecting that
Montenegro's experience of democratisation and reforms should spread to
the
whole country after Serbia's parliamentary elections.
A common state of Montenegro and Serbia could be in mutual
interest, if a compromise were found, which was why the United States
supports talks between Montenegrin and Serbian officials and expects
both
sides to show good faith.
Montgomery said that Belgrade talks with Serbian officials had
shown that Serbia, too, was prepared to seek a settlement that would not
hurt Montenegro's interests.
The statement quotes Marovic as repeating that the Montenegrin
government's offer for regulating relations with Serbia was not an
ultimatum.

Voto anticipato in Montenegro

Il parlamento del Montenegro ha approvato ieri le norme del
referendum sull'indipendenza della piccola repubblica dalla
federazione jugoslava: la consultazione sarà indetta entro
la fine di giugno. Il disegno di legge è stato approvato
ieri dai sostenitori del presidente Milo Djukanovic,
fautore dell'indipendenza, mentre i deputati del Partito
Socialista Popolare (Snp, all'opposizione e favorevoli alla
Federazione jugoslava) hanno ammonito di essere pronti a
boicottare il referendum, giudicandolo iniquo. E subito
dopo il presidente montenegrino Milo Djukanovic ha
convocato per il 22 aprile le elezioni parlamentari
anticipate. La legislatura è terminata un anno prima del
previsto per la crisi provocata, in dicembre, dall'uscita
dal governo del Partito popolare - piccola formazione di
centro che faceva parte della coalizione "Vivere meglio"
guidata dal presidente montenegrino -, contrario alle
aspirazioni secessioniste di Djukanovic. In base al
risultato delle elezioni, il presidente saprà se i suoi
cittadini sono con lui nella battaglia per la separazione

Djukanovic, poi suo grande avversario [SIC: si noti che nessun
articolo potrebbe mai essere pubblicato sulla stampa italiana,
e nemmeno dal "Manifesto", senza un'inserzione anti-Milosevic
di prammatica, anche se completamente fuori luogo;

montenegrino, non fidando nella vittoria della coalizione
democratica serba Dos nelle elezioni di settembre, aveva
deciso di boicottare il voto rompendo così anche con
l'opposizione jugoslava. Come risultato, i suoi nemici
politici montenegrini del Partito socialista popolare (Snp)
(che invece presentandosi ha ottenuto nelle elezioni
federali importanti consensi) si sono trovati come gli
unici montenegrini rappresentati nel parlamento federale.
A Djukanovic, già in calo di popolarità in patria per il
perdurare della crisi economica - e per le sue sfacciate
complicità con la mafia del contrabbando ormai
malsopportata dall'Occidente dopo l'uscita di scena
democratica di Milosevic - non è rimasto che continuare a
giocare la carta della secessione, già minacciata durante
il regime di Milosevic allora con l'appoggio degli Stati
uniti e poi dalla stessa Italia. Così, incurante della
svolta a Belgrado, ha presentato alle nuove autorità
jugoslave una piattaforma di future relazioni che prevede
la piena indipendenza di Serbia e Montenegro in vista di
una fumosa unione che non comprende settori essenziali come
la politica monetaria o il commercio con l'estero, e che
soprattutto non prevede l'esistenza di un presidente
federale - vale a dire: Kostunica vattene. Podgorica aveva
adottato fin dal novembre 1999 il marco come valuta
parallela, e lo ha poi reso moneta ufficiale creando una
sua Banca centrale. Anche la Serbia insiste per una
revisione dei rapporti con il Montenegro, ma sempre in
ambito federale. La mossa della secessione è mal vista -
adesso - dagli apprendisti stregoni della comunità
internazionale [ma siamo sicuri? n.d.jugocoord@...],
che temono una ulteriore frammentazione nei
Balcani, con un destabilizzante effetto domino che
coinvolgerebbe da subito il Kosovo e potrebbe allargarsi,
come in questi giorni di attacchi sanguinosi delle milizie
kosovaro albanesi, ad altre zone come l'ovest della
Macedonia, abitato da una maggioranza albanese, e in Serbia
dove già sono in atto tensioni in Vojvodina e Sangiaccato.
I risultati del 22 aprile chiariranno se è l'inizio anche
di questo precipizio o, com'è augurabile, se è invece la
fine della carriera "politica" di Milo Djukanovic, capace
comunque alla fine di aggrapparsi all'ultimo ricatto.

LUKOVAC: YUGOSLAV EMBASSY IN SARAJEVO CANNOT REPRESENT
MONTENEGRO
SARAJEVO, February 20 (Tanjug) Montenegrin Foreign Minister
Branko Lukovac said on Tuesday that the Yugoslav Embassy in Sarajevo
cannot represent the interests of Montenegro in Bosnia and Herzegovina.
In an interview to the Sarajevo newspaper Dnevni avaz, Lukovac
said that only a "Montenegrin mission in Sarajevo can represent the
interests of Montenegro."
Lukovac, who is due to meet on Tuesday in Sarajevo with
BosniaHerzegovina Foreign Minister Jadranko Prlic, added that Yugoslav
federal bodies do not have a mandate to represent Montenegro.
Lukovac announced that he will inform Prlic about Montenegro's
course regarding future relations between Montenegro and Serbia and
interests for further cooperation between Montenegro and
BosniaHerzegovina."

MONTENEGRIN PRESIDENT CALLS EARLY ELECTIONS FOR APRIL 22
PODGORICA, February 20 (Tanjug) Montenegrin President Milo
Djukanovic on Tuesday called early parliamentary elections for April 22.
The decision to shorten the mandate of the Montenegrin
parliament
and to adapt the election law to those of developed democratic
societies,
based on the suggestions of OSCE experts, have created conditions for
holding democratic and fair elections at which the citizens will freely
express their will, Djukanovic stated.
He said that at a session on Monday evening, the Montenegrin
parliament adopted all laws which were a precondition for holding early
parliamentary elections thus creating conditions for the elections
initiated by the Democratic Party of Socialists, the Social Democrat
Party, ethnic Albanian national parties and the Liberal Alliance of
Montenegro.
Opposed to the adoption of the law on public informing and the
election law were the Socialist People's Party and the National Party
which said that these documents fail to fulfil all the necessary
conditions for holding fair and honest elections.

BRUSSELS, February 26 (Tanjug) Montenegro's President urged
the
European Union and the United States in Brussels on Monday to support
independence for that Yugoslav federal unit as a contribution to Balkan
stability.
"We do expect that the European Union and the democracies of
the
world will support our endeavors", Milo Djukanovic said in a speech to
the
Centre for European Policy Studies.
"The greatest assistance we could get would be the appreciation
of our democratic goals", he added.
EU OFFICIALS DISAGREE WITH MONTENEGRIN PRESIDENT
BRUSSELS, February 26 (Tanjug) Two key European Union
officials
in charge of foreign policy and security rejected on Monday the request
by
Montenegrin President Milo Djukanovic to the EU and Washington to
support
Montenegro's secession from the Yugoslav federation.
The EU wants a democratic Montenegro within a democratic and
transformed Yugoslavia, Foreign Policy Commissioner Chris Patten said,
underlining the EU did not agree with Djukanovic.
Djukanovic requested during his visit to Brussels Monday that
the
EU and the US support Montenegro's independence as a contribution to
Balkan stability.
He told the Center for European Political Studies he expects
the
EU and world democracies to endorse Montenegro's aspirations, adding
that
the greatest help Montenegro could get would be the respect of its
democratic goals.
The EU High Representative for foreign policy and security
Javier
Solana agreed with Patten, saying that Europe hopes that Montenegro and
Serbia will find a solution within the framework of the Constitution and
to
both sides' satisfaction.

L'OSCE COLLABORA AD ORGANIZZARE IL REFERENDUM SECESSIONISTA

LAW ON REFERENDUM ADOPTED IN COOPERATION WITH OSCE
PODGORICA, March 7 (Tanjug) Montenegrin Foreign Ministry said
late Tuesday in response to the concern expressed by some foreign top
officials regarding the recently adopted law on referendum, that the law
was adopted in a democratic procedure and in cooperation with authorized
institutions of the Organization for Security and Cooperation in Europe
(OSCE).
The foreign officials' remarks were contained in a U.S.
government's statement made public Monday in Podgorica, and are
referring
to the adopted law provisions that only one fourth of the electoral body
is necessary to decide the status of Montenegro, and that Montenegrin
citizens with permanent residence outside Montenegro will be deprived of
the right
to vote.
These provisions have not been accepted by the international
community, and the U.S. government said that higher standards for
participation in referendum and for recognition of results should be
established.
The Montenegrin Foreign Ministry said that the law had been
drawn
up in cooperation with the Bureau for democratization and human rights,
which had no objections to the percentage of the necessary turnout or to
the ban on voting by Montenegrins who do not have permanent residence in
the republic.

Montgomery informed Tuesday in Podgorica Motenegrin President Milo
Djukanovic about the conditions of the US administration for pursuing
aid
to the new authorities in Belgrade, which they are to fulfil by March
31.
According to a statement from the cabinet of the Montenegrin
president, Ambassador Montgomery also expressed an interest in political
movements in Montenegro ahead of the elections and the referendum.
It was mutually considered that a quick implementation of
reforms
was very important in all sectors for the development of democratic
processes and the stabilization of overall political circumstances in
the
region, the statement said.

This proposal is incorrectly viewed as further Balkanization,
something which represents new divisions to be followed by conflicts,
Djukanovic told businessmen in the city of Niksic, Montenegro.
To overcome all misunderstandings, we believe that it is
necessary
to redefine relations so that, instead of living in two rooms within a
single house, we live in two houses which share the same yard,"
Djukanovic
explained.

MONTENEGRIN CONSTITUTIONAL COURT JUDGE CONTESTS FEDERAL COURT DECISION
PODGORICA, March 15 (Tanjug) Montenegrin Constitutional Court
judge Blagota Mitric has said that decisions of the Federal
Constitutional
Court are not binding for Montenegro.
He was commenting the federal court's Wednesday decision to
nullify a provision of the Montenegrin referendum law which denies the
right to vote to Montenegrins living in Serbia.
The Montenegrin media carry Thursday the criticism of the
decision
by Mitric, who said that the federal court was encroaching on the
exclusive
prerogatives of republican constitutional courts, in this case of
Montenegro's court.
According to Mitric, if the federal court had to deal with the
referendum law, it should have first ruled on whether the Montenegrin
Constitution is in line with the Federal Constitution.

YUGOSLAVIA SHOULD NOT HAVE GIVEN IN TO US ULTIMATUM PRESIDENT
BELGRADE, April 8 (Tanjug) Yugoslavia should not have given in
to
the US administration's ultimatum regarding the arrest of former
Yugoslav
president Slobodan Milosevic by March 31, Yugoslav President Vojislav
Kostunica said Sunday in an interview to the Belgrade BK TV.
The time of the language of ultimatums is past, and the new US
administration, abiding by the principle of positive isolation, no
longer
interferes in internal affairs of other countries to the same extent to
which the former administration used to do, Kostunica said.
Asked by viewers what charges he himself would have filed
against
MIlosevic, Kostunica said they would have been much more extensive and
would not be limited to abuse of office and illegal gain.
Referring to future relations with Montenegro, Kostunica said
he
hoped the Yugoslav federation would survive, but if Montenegro's
citizens
opt for a separation, their will should be respected.
According to Kostunica, the Democratic Opposition of Serbia
(DOS)
endorses the platform on regulating the relations between the two
Yugoslav
federal units, and claims that views within DOS on that platform have
changed are nothing but manipulations.
The platform envisages a minimum working federation with
foreign
policy, defense, finance and human rights protection as common
functions,
Kostunica noted. According to Kostunica, DOS has not discussed a
possible secession of Montenegro. Should that occur, elections in Serbia
would be inevitable and its Constitution would have to be modified.
"Should Yugoslavia survive, and I hope it will, new federal
elections would be inevitable", Kostunica said.
Referring to DOS, which comprises 18 political parties,
Kostunica
said it would naturally cease to exist in time, noting that its
memberparties, including his own Democratic Party of Serbia, are guided
by
the idea of placing state interests above party ones.
DOS WILL RESPECT DECISION OF MONTENEGRIN CITIZENS
BELGRADE, April 9 (Tanjug) The Democratic Opposition of Serbia
(DOS) Presidency late Sunday gave its support to a Serbian government
proposal to set up a commission to examine the work of the State
Security
Service since Jan 1, 1988, Serbian parliament DOS whip Cedomir Jovanovic
said.
Speaking after a Presidency session, Jovanovic told reporters
that
the Presidency had given its support to a draft law on single tax for
persons who acquired extra profit from 1989 until Oct 5, 2000, and that
it
had discussed district chiefs.
The platform on redefining relations in the federation remained
the same, said Jovanovic, denying allegations voiced in Montenegro that
it
had been changed.
"We are leaving it up to the citizens of Montenegro to decide
by
themselves about the future of the state, and we will not influence
their
decision. A community with Montenegro is the interest of Serbian
citizens,"
Jovanovic said.
Speaking about the socalled Vojvodina Platform, Jovanovic said
this issue would be resolved "integrally and with particular attention"
and
underscored that "the problem of Vojvodina will not affect the future of
DOS."

BATIC:SNP TO CHANGE POSITION ON COOPERATION WITH HAGUE AFTER POLLS
BELGRADE, April 9 (Tanjug) The announcement by Socialist
People's
Party (SNP) President Predrag Bulatovic that this party would not vote
for
a law on extradition of Yugoslav nationals to The Hague court is not a
definite position, and will change after the Montenegrin elections,
Serbia's Justice Minister Vladan Batic said.
It is a temporary option for SNP, primarily directed at its
supporters and voters, Batic was quoted as saying by the daily Blic on
Monday.
"I do not think that this is a definite decision reflecting
SNP's
position on cooperation with The Hague tribunal. I expect SNP to turn a
new
page after the elections in Montenegro, and revert the decision," Batic
added.
It would be purposeless to adopt a law on cooperation with the
tribunal that does not envisage extradition of Yugoslav nationals, Batic
said.

Le mire di Budapest

Vojvodina, il governo ungherese soffia sul separatismo

Chi ci spedisce la lettera drammatica che pubblichiamo qui accanto
[cfr. http://groups.yahoo.com/group/crj-mailinglist/message/883 ]
� una nostra amica, direttrice didattica in una scuola nel nord della
Vojvodina. La chameremo Ruzica, le abbiamo garantito l'anonimato perch�
� diventato difficile, per un serbo (o una serba), vivere in questa
regione della Jugoslavia dove gli ungheresi sono maggioranza. Una
regione su cui ha messo gli occhi il governo di Budapest che sta
fomentando atteggiamenti separatisti nella popolazione di origine
magiara. Da sempre, in Vojvodina convivono serbi, ungheresi e cittadini
di
molte altre nazionalit�, dai rom ai turchi, dai croati ai russini,
dagli slovacchi ai rumeni, dai ruteni ai macedoni. La convivenza e il
rispetto
delle minoranze - delle lingue, delle tradizioni, della cultura, delle
festivit�, dei mezzi di comunicazione - era garantito da leggi scritte e
prassi consolidate nel tempo. Per fare un esempio, tradizione voleva
che nelle citt� a maggioranza ungherese il sindaco fosse di etnia
magiara e
il presidente del consiglio comunale serbo.
Alle ultime elezioni, quelle seguite alla rivolta del 5 ottobre, nelle
cittadine del nord della Vojivodina, gli unici partiti presenti nello
schieramento gi� di opposizione, la Dos, erano i due partiti ungheresi.
Di conseguenza, i serbi contrari a Milosevic sono stati costretti a
votare per uno dei partiti ungheresi che hanno fatto il pieno dei
consensi di almeno due etnie. In sette citt� (Ada, Backa Topola, Beceij,
Kanjiza, Mali Idjos, Senta i Coka e Subotica) del nord della
Voijvodina, in cui gli ungheresi sono maggioranza, � iniziata un'odiosa
pulizia
etnica ai danni dei serbi e dei cittadini di altre nazionalit�,
cosicch� sia il sindaco che il presidente del consiglio comunale sono
ungheresi, e la
composizione dei governi locali � monoetnica. Quasi tutti i direttori
serbi delle fabbriche sono stati sostituiti con altrettanti magiari, e
lo
stesso sta avvenendo a tutti i livelli della societ�. Anche i
dipendenti comunali non ungheresi sono stati sostituiti: a Backa Topola,
su 80
lavoratori i serbi sono cinque.
Ma la cosa pi� grave, tra quelle denunciate dalla nostra amica, �
l'ingerenza sempre pi� pressante dell'Ungheria sulla difficile
situazione
della Vojvodina. Un'ingerenza che preoccupa il governo jugoslavo. Il
presidente Vojislav Kostunica era a Ginevra durante i due giorni
drammatici che hanno preceduto l'arresto di Slobodan Milosevic, proprio
per denunciare all'Onu il "rischio" Vojvodina e chiedere aiuto per
difendere l'integrit� del paese. Nelle stesse ore, da Novi Sad il
presidente del parlamento della Vojvodina Nedar Cianak chiedeva
l'arresto
non soltanto di Milosevic, ma anche di Kostunica.
La bestia nera del nazionalismo e del separatismo ha fatto la sua
comparsa persino nelle scuole, dove addirittura le gare sportive e i
regali ai
bambini rispondono a regole etniche, discriminatorie. E il censimento
di tutti gli alunni "ungheresi" ordinato dal governo di Budapest rischia
di essere la goccia che potrebbe far traboccare il vaso della
Vojvodina, una delle ultime regioni balcaniche in cui popolazioni
diverse avevano
imparato a convivere.

Quattromila di cosiddetti " tedeschi del Danubio" che vivono in
Vojvodina,
chiedono, secondo il settimanale tedesco
"Spiegel", che le nuove autorit� jugoslave riconoscano a questo gruppo
etnico lo stato di minoranza nazionale.
In Jugoslavia, durante la monarchia, i "tedeschi del Danubio" avevano
anche
i loro deputati in Parlamento. Per�, dopo il
1944., a causa della collaborazione con le truppe tedesche e della loro
partecipazione nelle divisioni delle SS, circa 170.000
tedeschi sono stati internati e quasi 30.000 sono stati deportati
inell'Unione Sovietica dove la maggior parte mor� nei campi
di concentramento.

Minister Boris Tadic received on Wednesday a delegation of Hungary's
MATAV
mobile telephony operator, headed by Ferenc Somogyi.
MATAV, as a strategic partner of Deutsche Telecom, is very much
interested in investing GermanHungarian capital in mobile telephony in
Serbia as a third operator, it was noted.
The meeting was attended by Hungarian Charge d'Affaires in
Belgrade Lazar Kristof.

AN APPEAL
TO THE BALKAN PEOPLES
TO THE PEOPLES OF THE ENTIRE WORLD

Two years following NATOs offensive and its criminal bombings against
Yugoslavia, the situation in the region remains explosive.
In the areas under the control of NATO occupation forces (Cossovo and
Serbias borders with the Former Yugoslav Republic of Macedonia) the
armed attacks of the Albanian secessionist elements and expand into the
territory of the neighbouring Republic.
We express our deep concern for the criminal activities of the armed
secessionist elements which destabilise the whole region and threaten
to sink the Balkans into a new round of bloody conflicts.
We call upon the peoples of the Balkans, the peoples of Europe, of the
entire world, to actively mobilise themselves and demand:
- The inviolability of state borders.
- To resist any attempt at disputing the territorial integrity,
sovereignty and independence of the states of the region.
- That the NATO interventions in the internal affairs of the Balkan
countries be terminated.
- That no new Balkan countries join NATO, Greece and Turkey withdraw
from it and NATO be finally dissolved.
- That American and NATO bases and nuclear weapons be removed from
Greece - Turkey and not be established in other Balkan countries.
- The strengthening of the struggle against the arms race, against the
purchase of new weapons, which usually satisfy NATOs needs, at the
detriment of needs of social nature.
- That they a broad information campaign and mobilisations in their
countries for the effects on man and the environment of the criminal
use by NATO during the bombings, depleted uranium and plutonium bombs.
- That they will struggle for BALKANS OF PEACE - OF EQUITABLE
RELATIONS - WITHOUT IMPERIALIST INTERVENTIONS !
