Official Statements Prove Hague 'Tribunal'
Belongs to NATO

Of course you've heard of the ICTY, also
known as The Hague 'War Crimes
Tribunal.' That's the outfit that kidnaps
Serbian leaders (including
Slobodan Milosevic) and puts them on 'trial.'
Did you think the ICTY was a
fair-minded UN court, free to indict anyone
charged with crimes in
Yugoslavia, regardless of nationality?

Think again.

Exhibit A: Press Conference by NATO spokesman
Jamie Shea. Took place May 17,
1999, that is, during the NATO aggression
against Yugoslavia.

"QUESTION: Jamie, I wonder if you could
comment on a speech made by Justice
Arbour of the International Criminal Tribunal
last week, a copy of which I
left with your very fine secretary so that
you would have reference to it.
Judge Arbour in her speech said that as a
result of the NATO initiatives
being initiated on 24 March the countries of
NATO have "voluntarily
submitted themselves to the jurisdiction of
her court whose mandate applies
to the theatre of the chosen military
operation and whose reach is
unqualified by nationality and whose
investigations are triggered at the
sole discretion of the prosecutor who has
primacy over national courts."
Does NATO recognise Judge Arbour's
jurisdiction over their activities?

"JAMIE SHEA: First of all, my understanding
of the UN resolution that
established the Court is that it applies to
the former Yugoslavia, it is for
war crimes committed on the territory of the
former Yugoslavia.

"[SHEA CONTINUES] Secondly, I think we have
to distinguish between the
theoretical and the practical. I believe that
when Justice Arbour starts her
investigation, she will because we will allow
her to. It's not Milosevic
that has allowed Justice Arbour her visa to
go to Kosovo to carry out her
investigations. If her court, as we want, is
to be allowed access, it will
be because of NATO so NATO is the friend of
the Tribunal, NATO are the
people who have been detaining indicted war
criminals for the Tribunal in
Bosnia. We have done it, 14 arrests so far by
SFOR, and we will continue to do it.

"[SHEA CONTINUES] NATO countries are those
that have provided the finance to
set up the Tribunal, we are amongst the
majority financiers, and of course
to build a second chamber so that
prosecutions can be speeded up so let me
assure that we and the Tribunal are all one
on this, we want to see war
criminals brought to justice and I am certain
that when Justice Arbour goes
to Kosovo and looks at the facts she will be
indicting people of Yugoslav
nationality and I don't anticipate any others
at this stage."

In his testimony at the July, 1999 hearing on
overthrowing democracy in

spoke of the Open Society
Foundation as a great help in carrying out
Imperial penetration. CELLI
appears to be part of a group of governmental
and semi-governmental
organizations which work together to develop
Fifth Column organizations in
countries targeted by the U.S. Empire. One of
the main coordinators of this
apparatus is a CIA spin-off, the National

Serbia: proteste dei bancari licenziati

Belgrado, 9 gennaio 2002. Da cinque giorni sono in mobilitazione
gli impiegati delle quattro maggiori banche jugoslave, che il governo
ultraliberale di Djindjic ha chiuso su imposizione del FMI e della
BM. I manifestanti hanno bloccato il traffico stradale in vari punti
del centro cittadino. Notizie di proteste giungono anche da Novi Sad,
Cacak, Lazarevac ed altre citta' serbe.
Il governo ha elargito agli 8500 dipendenti licenziati, una-tantum,
la somma di 600mila euro come "buonuscita" - vale a dire circa 80 euro
a persona. Il sindacato della Beobanka ha comunicato oggi che due
dei lavoratori licenziati sono morti nei giorni scorsi per lo stress.
La polizia sorveglia ora varie filiali di Belgrado per impedire ai
dipendenti di accedervi.

BELGRAD, 9. Januar 2002. Seit fünf Tagen protestieren
Beschäftigte von vier größten jugoslawischen Banken, die die
ultraliberale Djindjic-Regierung auf Forderungen des
Internationalen Währungsfonds und der Weltbank zerschlagen hat.
In Belgrad blockierten Protestierende Straßenverkehr in mehreren
Straßen der Innenstadt. Auch aus Novi Sad, Cacak, Lazarevac und
anderen serbischen Städten wurden Proteste gemeldet.
Die Regierung zahlte einmalig insgesamt 600.000 Euro an 8.500
entlassene Bankbeschäftigte als "Abfindung", also
durchschnittlich ca. 80 Euro pro Person.
Die Gewerkschaft der Beobanka hat heute mitgeteilt, daß zwei
entlassene Beschäftigte in den letzten Tagen an Folgen vom Stress
starben.
Die Polizei bewacht nun mehrere Bankfilialen in Belgrad und
hindert die Bechäftigten daran, ihre Räume zu betreten.

Intervista a Smilja Avramov

Quella che segue e' la trascrizione di una intervista telefonica
a Smilja Avramov, professoressa di diritto internazionale alla
Universita' di Belgrado, effettuata a cura della redazione di
"Voce Jugoslava" su Radio Citta' Aperta (http://www.radiocittaperta.it).
Smilja Avramov e' stata membro di commissioni in negoziati
internazionali ed e' autrice di molti saggi, tra i quali gli ultimi
due "Post-herojski rat Zapada protiv Jugoslavije" (La guerra post-eroica
dell'Occidente contro la Jugoslavia) e "Opus Dei".

L'abbiamo contattata il 7/1/2002 prendendo spunto dell'articolo
apparso lo stesso giorno sul quotidiano di Roma "Il Messaggero",
intitolato: "Jugoslavia, crack della Beograd Bank: Milosevic
incriminato per fallimento" (sic).

D : Professoressa, a che pro questa incriminazione di Milosevic?
Cosa c'e' dietro questo recente fallimento della Beobanka?

R : Come sappiamo tutti benissimo, a noi furono imposte le sanzioni...
Abbiamo ottenuto crediti da un fondo capitali che non era controllato.
Questo fondo capitali ci e' stato imposto. La Jugoslavia e' stata
costretta ad indebitarsi fortemente da vari centri finanziari che
cosi' riciclavano i loro capitali, e non tanto perche' avesse bisogno
di questi crediti. Ecco da dove viene il doppio gioco. Questo e' cio'
che ha ereditato Milosevic non appena e' arrivato al potere. Questa e'
una parte del problema. L'altra parte e' ben nota: al tempo delle
sanzioni si poteva commerciare [con l'estero] solamente alla borsa
nera. Anche le medicine si acquistavano alla borsa nera, anche la
nafta e gli altri prodotti si acquistavano cosi'. Pertanto, una
economia grigia, illegale, si e' generata sotto la pressione delle
sanzioni, e dunque credo che in una situazione del genere... Io non
difendo Milosevic, che ha sicuramente fatto i suoi errori per i quali
dovrebbe rispondere, ma non dinanzi al Tribunale dell'Aia bensi'
dinanzi al suo popolo, qui. Non si puo' attribuire tutta la
responsabilita' ad sola una persona in una situazione cosi'
complicata, come quella in cui si e' trovata la Jugoslavia. Sapete,
questa maniera di semplificare attribuendo la responsabilita' ad
una sola persona e' in effetti un modo per nascondere i retroscena
di un complesso, e direi sporco, gioco diplomatico. In che misura
sia responsabile Milosevic per il fallimento della Beobanka,
in che misura sia questo il risultato delle sanzioni che l'Occidente
ci ha imposto arbitrariamente, in che misura sia questo il risultato
di una economia grigia, questo e' qualcosa che dovrebbero stabilire
gli esperti di finanza, ma io penso che sia infantile, che sia
veramente un gioco evidente e sciocco addossare la colpa ad una
persona soltanto.

D : Dietro a questo fallimento non si nasconde forse una svendita
al capitale straniero?

R : In effetti non si tratta solamente della Beobanka, si tratta
della liquidazione di quattro grande banche nazionali e allo stesso
tempo si lascia che entri il capitale straniero e che in Jugoslavia
aprano filiali di banche straniere. Ma c'e' ancora un'altra cosa che
bisogna tenere in considerazione. E' stata emanata una legge sulla
privatizzazione, ma non e' stata emanata alcuna legge per la
de-nazionalizzazione, cosi' che si tratta di una doppia rapina ed
ancora di un gioco dietro le quinte. Cioe', con la privatizzazione
essi privatizzano qualcosa che non appartiene loro! Perche' questo
capitale non si restituisce ai vecchi proprietari, che sono ancora
vivi ed esistono? [Si riferisce, in generale e non relativamente al
caso specifico delle banche, alla borghesia di prima della seconda
guerra mondiale, ndT] Pero' non e' una decisione presa solo qui, e'
una decisione dei centri di potere in Occidente, che ritengono che
non si debba de-nazionalizzare, affinche' non si crei un capitalismo
nazionale, una elite nazionale, bensi' affinche' tutto questo venga
inserito nella globalizzazione del mercato, del capitale e
naturalmente delle compagnie multinazionali straniere. E questo negli
USA e nel G7.

D : Lei ha partecipato a una tavola rotonda alla TV di Zagabria
nel 1990: si parlava della possibilita' di creare una confederazione
jugoslava. Mi puo' ripetere a quali condizioni si puo' formare una
confederazione... e se adesso, a suo avviso, le ex-repubbliche
jugoslave si potrebbero confederare ?

R : Si', e' vero. In quel periodo, quando si discuteva della
trasformazione della federazione in confederazione, in realta' cio'
era contrario alle tendenze generali in atto in Europa. Noi avremmo
potuto facilmente entrare a far parte dell'Unione Europea. E' stato
un grande errore non realizzarlo, un errore di cui sono responsabili
indistintamente anche tutti i nostri leader politici del tempo da
Ljubljana a Skopje. La trasformazione della federazione in una
confederazione - in cui si sarebbero tracciate frontiere, barriere
innalzate a bella posta, commerciali, per il passaggio delle merci,
delle persone, del capitale - era inconciliabile con le tendenze
europee [che volevano lo smembramento del paese, ndT]. Oggi credo
che tutte le repubbliche dell'ex-Jugoslavia, che oggi sono diventate
"indipendenti", sono incapaci di condurre una vita autonoma. Ora
tutti comprendono che cio' e' stato un grande errore, ma e' troppo
tardi. Si e' arrivati a un punto di rottura, di inimicizia, di
lacerazioni dolorose, per cui in questo momento non sarebbe
possibile, anche psicologicamente, che il popolo accetti l'idea
di una confederazione. Sa, quando oggi si fa il nome di... perche'
molta gente e' morta, le famiglie sono molto addolorate, e quando
si fa il nome di una comunita' alla gente gli si drizzano i capelli
in testa. E' per questo che ritengo che le condizioni politiche non
siano mature, per poter pensare a un progetto simile. Per cio' e'
necessario che si rimargino le ferite aperte e ci vorranno due o
tre generazioni perche' cio' avvenga . Quel che dobbiamo certamente
fare e' volgerci verso l'Europa, creare dei canali di comunicazione
con l'Europa. Solo in questa prospettiva piu' ampia si potra'
parlare di una possibile cooperazione anche in questo momento, perche'
tra le sole repubbliche ex-jugoslave cio' e' impossibile.

Relazione missione in Serbia " Capodanno di pace " all'Orfanotrofio "
Vera Blagujevic " dell'Associazione Un Bambino per amico di Guastalla
RE .

Diciannove volontari dell'associazione Un bambino per amico , hanno
festeggiato con i bambini dell'orfanotrofio Vera Blagujevic di Banja
Koviliaca (Serbia ) un vero capodanno di pace , tra due popoli resi
nemici dallo sconsiderato attacco aereo ( tre mesi di bombardamenti più
gli effetti dell'uranio impoverito ) voluto dal governo D'Alema insieme
agli alleati guerrafondai .
Riconciliarsi con una diplomazia popolare di pace dei popoli , che parte
dal basso , dalle associazioni e dai singoli cittadini che intervengono
a sostegno delle vittime attuali e future di questa stupida guerra ed
hanno rinunciato volentieri a un capodanno " consumistico " , partendo
dagli ultimi , gli orfani incolpevoli e abbandonati , questa è la
finalità del progetto di gemellaggio che l'associazione ha intenzione di
continuare e intensificare con l'aiuto di condivida questi obiettivi .
Il prossimo appuntamento sarà quest'estate con l'accoglienza di un
gruppo di bambini a Guastalla e poi con tante altre cose??.
Le giornate sono state molto intense , con molte attività e incontri ,
determinante è stata la presenza delle carissime amiche Jasmina e
Gordana ( traduttrici ) . All'interno dell'orfanotrfio si sono scatenate
le nostre animatrici Donata , Silvina , Nunzia ecc. che hanno giocato
con i bambini e li hanno impegnati in attività manuali , i bambini hanno
risposto molto positivamente , una giornata è stata dedicata alla
consegna e traduzione di lettere scritte da bambini italiani delle
scuole di Novellara Casalmaggiore e Viadana . Poi sono stati consegnati
i regali raccolti ( giocattoli materiale didattico ) a Guastalla
Correggio . Ci sono stati gli spettacoli della compagnia teatrale Gli
Spavaldi di Fabbrico e del burattinaio argentino Armando che hanno avuto
un notevole successo , abbiamo scoperto con grande sorpresa le grandi
doti di intrattenitore di bambini del Cecio ( capocomico ) e di Armando
( burattinaio - burattino ) .
Le giornate sono state ricche di incontri " culturali " con il circolo
Vuk Karazic che hanno voluto offrirci uno spazio all'interno delle loro
attività teatrali gli Spavaldi e Armando si sono esibiti nel bellissimo
teatro di Loznica città di 40.000 abitanti , inoltre ci hanno proposto
di realizzare i loro spettacoli in Italia tra qui lavori molto
interessanti come la compagnia di 50 elementi di danza tradizionale
Serba , e una commedia che come ci ha spiegato il regista parla in
termini molto chiari contro i nazionalismi , lo sciovinismo e a favore
della pace e l'antimilitarismo , vedremo cosa riusciremo a organizzare .

Upravo u vezi onoga sto je danas receno -
gotovo sve sto smo culi pokazuje da pod vidom sudjenja
treba da se izvrsi operacija zamene krivca, usmerena
na proizvodnju jednog konstruisanog opravdanja za
zlocine koji su izvrseni u NATO agresiji na moju
zemlju i moj narod. Cak i ova optuznica predstavlja
jedan od dokaza da je ovo sto tvrdim tacno, jer sva
navodna nedela koja su pocinjena u skladu sa tom
"optuznicom" od strane oruzanih snaga Jugoslavije,
kojima sam ja imao cast da komandujem, precizno su po
datumima smestena u vremenski okvir u kome je izvrsena
agresija NATO pakta na moju zemlju.

Namera je, ocigledno, da se objasni kako
su oni koji su branili svoje porodice, svoju decu,
svoj kucni prag, svoj dom, svoju domovinu - zlikovci,
kriminalci, zli ljudi, a da su oni koji su presli
hiljade kilometara da bi nocu rusili njihove kuce,
ubijali nevine ljude, rusili porodilista, bolnice,
mostove, pruge, vozove, da su oni koji su u saradnji
sa albanskim teroristima, odgovorni za ogroman broj
zrtava i za ogromnu materijalnu stetu - dobri,
ispravni i da treba da dobiju podrsku medjunarodnog
javnog mnjenja.

Gospodine Milosevicu, ja sam vec rekao nacin na
koji ce se voditi sudjenje. Vi cete imati mogucnost da
iznesete svoju odbranu i to na nacin koji sam opisao.
Ali sada nije vreme za to, nije vreme za govore. Ono
sto nas sada zanima je zapravo forma sudjenja i
postupak kojim cemo se voditi. Da li Vi zelite da
kazete nesto o tome? Kao sto sam rekao Vi cete imati
priliku da iznesete svoju odbranu kada sudjenje pocne.
To ce biti pravo vreme da se to uradi, a ne sada. Mi
sada nismo usli u sustinu sudjenja. Mi se sada bavimo

vreme sudjenja. Kao sto Vam je receno, ovo sada nije
pravo vreme. Mi se sada bavimo proceduralnim
pitanjima. Dakle, morate da ogranicite Vase primedbe
na to, a kad sudjenja pocne, kao sto sam rekao, doci
ce vreme da Vi date svoje izjave. Vi to mozete da
ucinite i da iznesete svoju odbranu. Molim Vas, da li
zelite da kazete nesto o proceduri ili ne?

Zelim da konstatujem da niste ponudili ni jedan
argument na veoma jasne pravne cinjenice koje sam ovde izneo u
vezi sa nelegalnoscu ovog "suda", osnovanog Rezolucijom Saveta
bezbednosti koji nema ni zakonodavnu ni sudsku vlast i koji
nije mogao preneti ovlascenja koja nema ni na koga, jer kao
pravnici dobro znate da se ne mogu preneti prava koja neko
nema. U svakom slucaju, ..... (iskljucen mikrofon).

odluku po tom pitanju i to nije predmet dalje

sa procedurom jos sledece: po prirodnoj definiciji
svakog suda - sud je neutralan, nepristrasan. A
pogledajte ovaj "sud": optuznica je podignuta na bazi
navoda engleske obavestajne sluzbe, sudija je Englez,
tuzilac Englez, amikus kurije Englez, a ja.....

NICHOLAS TANERY: SERBIAN REQUIEM

"Because we resisted, we have been subjected to all the
pressures that can be applied to people in today's world. The

a prospect of being exterminated more speedily than the Kurds
since they are less numerous."

The Hague was in the 20 Century the seat of the World Court, a court
distinguished by the application of law to relations and disputes
between states and its careful judicial ruling virtually defined
International law as it is studied today in the academy. The World
Court never laundered its findings in public before or during judicial
proceedings. The present court- The Hague "Tribunal" - has been
operating in its noble shadow. The Hague "Tribunal" is born of mischief,
and motivated by bias and deep-seated Serb Hating malice. The "Tribunal"
is at odds with the UN charter and is not patterned after the World
Court but after the WWII precedents of Nuremberg.

The earliest proposal for the Tribunal came in 1992 after reprisals from
some Serbian national resistance fighters such as Arkan's Tigers came
into view of UN observers and latter was fitted snugly into the State
Dept/C.I.A. media matrix. (See "Is CIA behind Yugoslav Assasinations?"
Workers World News Service, Feb 24, 2000 Bill Wayland) The U.S.
Ambassador to the UN (Madelaine Albright) provided the starting funds
and hired the first legal team of jurists. Analysts have suggested that
her intense and public dislike of Serbs is rooted in a distant and
personal past, as an adolescent in a diplomatic family little Madelaine
lived in Belgrade (See "Will the US destroy the UN." Strategic Policy,
June-July 1996 Gregory Copley).

WWII imagery has played a significant role in the NWO's (New World
Order) illusory re-creation of a "new Holocaust". For ten years running
we have been fed a steady barrage of so-called concentration camps,
civilian convoys, and Hitlerian allegories for a patriot who was thrice
elected by his beloved Yugoslavian people who remained perennially under
siege by at least 19 countries that have about 98X its population. Since
1991 at least 1 million Serbs have been ethnically cleansed from
western Slavonia, Krajina, and Bosnia-Herzegovina alone. The Bosnian
Muslim regime supported by Clinton's circles in D.C. and Bonn's Teutonic
New Order destroyed scores of Orthodox Christian churches and
sanctuaries and then used UN - "safe zones" to launch attacks on nearby
rural Serbs in gory incidents that rarely reached Western media. (See
"Massacre of Yugoslavia" The New York Review, Jan 30 1992 Misha Glenny)
The gory details were shown on Greek and Yugoslav media of Serb victims
often impaled and roasted alive in a return to by gone execution methods
used on resistance during the 400 years of Turkish dominion some 2
centuries ago.

The Myth of Srebrenica has been used to demonize Serbs for the past 6
years with the nodding approval of such media watchdogs as Mike Albert
of Z-magazine website, Howard Zinn, and various peace activist groups of
the American progressive community. Not to mention the sanctimonious
affirmation of the Holocaust prophet from N.Y. Elie Wiesel and his
patron organizations the Anti-Defamation League and the American Jewish
Committee. When the UN declared Srebrenica a "safe zone" in 1993 they
never bothered to disarm the Bosnian Muslim army under the command of
Nasir Oric. Oric's troops were actually acting in the tradition of
volunteer Bosnian Muslims who happily slaughtered Serbs, Gypsies, and
Jews during WWII. According to a report in the 16/07/95 issue of the
"Toronto Star" Oric boasted of killing hundreds of Serbs and showed
Western reporters home videos of heaps of headless and mutilated Serb
men and burnt houses. In a Washington Post report (16/02/94)
Oric explains how "we had to use cold weapons that night" as scenes of
knife gashed men flash on his 21' Sony Reclining on a couch, clothed
head to toe in camouflage fatigues, a U.S. Army patch proudly displayed
over his heart the Muslim commander is the toughest guy in this town (of
Srebrenica), which the UN Security Council has declared a protected
"safe zone" Oric's immediate superior was and is the head of the Bosnian
Muslim regime in Sarajevo-Alija Izetbegovic- who worked for Hitler's
Gestapo and the "SS Handzar Division" (See a detailed expose on his Nazi
post in the Russian gazette Izvestia, November 17, 1992) The U.S. State
Department supports this regime in Sarajevo. By the summer of 1995 the
murderous wrath of this regime in the so-called "safe zone" forced the
Bosnian Serb army to retake Srebrenica in an engagement complete with
massive forest fires set by the retreating killers that allowed most of
Oric's executioners to get away with the exception of some 2,000 who
were killed in the fighting on both sides. Oric escaped without a
scratch and now runs a brothel in the town of Tuzla.
The US Ambassador to the UN Richard Holbrooke claimed that up to 8,000
Muslims were massacred. The graves were dug up last summer and the
identification of the vast majority of the bodies is far short of this
unconfirmed 8,000 estimate. Many of these gravesites are in towns that
were targeted by Oric's killers. The number has been repeated by a
myriad of media outlets and NGO's. The PR firms of Ruder Finn and Hill
and Knowlton hired by Croatia and the Sarajevo regime has helped to
spread this lie in order to demonize the Serbs. Ruder Finn is also the
firm that orchestrated the well circulated supposed concentration camp
photo of an emaciated Muslim man in a camp behind barbed wire photo that
was aired on British television and was strategically disseminated to
the ADL to garnish American Jewish sympathy for "the new Holocaust".(See
"War Lies & Videotape". International Action Center.New York, NY 2000)
An investigation by a small newspaper of a British group called Living
Marxism exposed this as a hoax through a simple cursory examination of
the fence post footage and revealed to the unsuspecting eye that this
emaciated man was actually standing outside the camp. A Yugoslav news
crew even caught the Brit team in action fishing for a story before the
final fabrication, the footage reveals that this was an infirmary that
distributed food and medicine to suffering refugees of all persuasions
including Serbs, Muslims, Gypsies, et al. The Muslims were on tape and
could offer no complaints and the emaciated man was in fact being
treated for tuberculosis.

Perpetrators of at least one genocide-Germany-have united in their
animosity toward Serbia. The right and left have labeled the Serbs as
communists and with just as much conviction as fascists. Often the
German press has characterized the Serbs as the last bulwark of
bolshevism thus re-incarnating the animosity bourgeois Germany felt
toward the Soviet Union.
Historically, Germans fought bitter wars against the Serbs in both World
Wars and the Germans have now even sided with their former allies-the
Albanians, Croats, and Bosnian Muslims. Germany has also had deep
military and diplomatic relations with Turkey since the 19th Century.
The German media has expressed ludicrous fear of Serbia eventually
attacking Turkey and some circles have flirted with the idea of
promoting Turkey into a New Balkan Order of neo-Ottoman dominion.

The German Bundes Nachrichte Dienst BND in a joint endeavor with the CIA
played key roles in installing a right wing Croatian nationalist
government under Franjo Tudjman in a territory carved out of Yugoslavia.
According to informed sources and the memoirs of former East German
intelligence chief Marcus Wolf (See "Man Without a Face". Public Affairs
Pub, 1997,Marcus Wolf) BND has a close operational relationship with
both the Turkish Intelligence MIT and Israel's Mossad. At least seven
Bosnian Muslim concentration camps were functioning under BND and CIA
mandate. Turkish government networks (MIT, the Grey Wolves etc.) have a
long history of channeling contraband over the Balkans in close
collaboration with BND and The Agency. In the 90s this alliance helped
parachute mujahadeen's from Afghan glory days into Yugoslavian killing
fields while distributing pilfered Soviet arms and East German uniforms
and small arms to the Sarajevo regime and later on to the KLA in Kosovo
and its recent reincarnation - the NLA in Macedonia.

The Heroin pipeline running though the Balkans from Turkey is estimated
to account for some $600 million a month in revenue easily dwarfing any
legal corporate enterprise I can think of. The Agency now has its thumb
in a Balkan cash pie that was once a thin trickle dominated by corrupt
politburo hacks. Kosovo and Macedonia not only represent a C.I.A./BND
encroachment on Russia's possible resurgence in the region. 75% of the
Heroin feeding Western Europe comes from Turkey with Kosovo and
Macedonia as the land route: an estimated 6-8 metric tons each month.

Incidentally, Dick Cheney's cement firm has the contract for a 25 square
mile concrete in-fill helicopter base in Kosovo. Baby Bush has already
set up the new designated Balkan Banana Republic-Macedonia-for a great
fall with his remarks of concern for "Albanian insurgency». The Albanian
Mafia (the major distributor of Heroin to Switzerland, Germany, and
Austria) with a major base in Tetovo, Macedonia has been steadily
escalating its violence in the precedent set by Kosovo. Attacks and then
the expected retaliation by what the State Dept/C.I.A. media matrix
calls "Anti-Albanian Slavs" sets in motion a fine tuned human rightist
intervention, the Modus Operandi of the self-righteous emperor.

Serbs are what many historians term "The Central Power" of the Balkans.
A rugged, proud, and insolent when taunted people. The Serbs to their
eternal honor were the first nation alongside the Greeks to successfully
revolt against the Ottoman Turks. When Mr. Hitler wanted help in
implementing his exterminationist plans Serbia refused and sacrificed
one million of its sons and daughters in a resistance that held down
over 250,000 crack Nazi troops.
Of all the nations in the Balkans only Serbia and Greece did not have
German volunteer units. Before WWII Kosovo was over 50% Serb - Albanian,
Croat, and Bosnian Muslim volunteer Nazi terror armies organized by the
Abwehr and the SS hunted down and killed thousands of Serbs with axes,
picks, and saws. In fact, sporadic violence by the Albanians against
Serbs in Kosovo continued until 1951. If anything the Albanians are much
like the "White Trash" Down South which after the American Civil War saw
their former slaves regaining basic human dignities. A Nazi or a
Klansman usually teaches his kids his values. When NATO's German
contingent marched into Kosovo in June '99 they were greeted by columns
of young Albanians arms outstretched screaming "Heil". Since the
liberation of Kosovo by NATO over 300,000 Serbs, Gypsies, Turks, Slavic
Muslims, and pro-Yugoslav Albanians have been cleansed out of
Kosovo . Over 30,000 senior citizens forced out of a housing complex in
Pristina for UN rental space, 95-year-old Serbian women strangled in her
bathtub, and a Serbian priest with his eyes gouged out with a spoon.

Indeed, the images of WWII have been re-created but now the new Nazi
NATO order has money and self-righteous fronts like Mr. Soros' Human
Rights Watch and Albright's Hague Tribunal. Leading President Milosevic
away in handcuffs to Albright's kangaroo court in Holland on June 28th*-
the most sacred day in the Serbian History is an affront to the pride of
all oppressed people who are being forced or hoaxed into realizing that
history never repeats itself.

*To understand the Serbs is to understand their sense of pride; it is to
understand why the Serbs celebrate June 28, St. Vitus Day, the day of
the Kosovo Battle of 1389. Those who hate the Serbs claim we are sick
people who celebrate a day of defeat. (The actual battle, according to
countless history books, was a draw; both the Serbian King and Turkish
Sultan perished.)

The Serbs do not celebrate this as victory or defeat. They celebrate the
bravery, the pride of their forefathers who came to meet on the
battlefield the intruder to their homeland. It did not matter that the
advancing forces were immense. To protect their way of life, to protect
their families, to protect freedom, all Serbian nobility came to fight.
Most of them died on that day, June 28, 1389. Since that day the Serbs
firmly knew that FREEDOM HAS NO PRICE. Many Serbs, through generations
and time, easily sacrificed their lives for freedom.

The Hague 'Tribunal' is not the first time that a conqueror attacks the
Serbs as physical beings, but also attacks their pride. To keep a people
subjugated, the oppressors knew you have to destroy their pride. That is
why, exactly on June 28, 1914, Prince Ferdinand, the Austrian heir to
the throne, decided to have military maneuvers in Bosnia, then a
majority Serbian province which the Austro-Hungarian Empire had
illegally annexed six years before. The Serbian answer was to
assassinate Ferdinand. That is how World War I started, remember? Some
50% of the Serbian male population perished in that war! Every second
man.

The story of that Serbian sacrifice and Golgotha should be in every
elementary history book. That was the price the Serbs were ready to pay.

QUINTA PUNTATA: IL VIAGGIO A BELGRADO

Lo scorso 14 dicembre Bernard-Henri Levy si e' autoinvitato
a Belgrado per presentare il suo ultimo documentario propagandistico
"Bosna", nel quale si insiste con la tesi che la guerra fratricida
in Bosnia sia stata una guerra di aggressione dei sanguinari serbi
contro il resto del mondo. Ma a Belgrado Bernard-Henri Levy e' rimasto
solo poche ore. Dopo avere istericamente ripetuto "Io non
sono vostro nemico! Io sono nemico di Milosevic!", il personaggio
e' scappato improvvisamente, ed appena rientrato a Parigi si e'
dichiarato "deluso per il mancato linciaggio".

Nei suoi ultimi articoli sulla stampa francese Bernard-Henri Levy
ha paragonato la Belgrado di oggi a Berlino dopo la sconfitta dei
nazisti - che, fa notare, non si rassegnavano alla sconfitta. In
questi articoli non mancano nemmeno i raffronti tra serbi e talebani...

Beograd -- Kontraverzni francuski filozof Bernar Anri Levi, koji
je na sopstvenu inicijativu dosao u beograd kako bi
ucestvovao na tribini koju B92 organizuje u cetvrtak u REX-u, nakon
prikazivanja njegovog filma "Bosna" otputovao je
iznenada iz Beograda, javlja Radio B92. Levi nije precizirao zasto
odjednom odlazi iz Beograda, vec je samo rekao da ima
neodlozne obaveze u Parizu. Inace, u njegovom filmu, glavni krivci
za rat u Bosni, su Srbi. (...)

Non disponendo che dei suoi Bloc-notes settimanali su "Le Point" per
esprimere il proprio IO, BHL si è visto costretto a consacrare il
numero del 21 dicembre 2001 alla promozione del suo film sulla Bosnia,
che ha avuto luogo la settimana precedente, il 14 dicembre, a Belgrado.
Il pezzo s'intitola molto sobriamente: <<"BOSNA" in Serbia>>.

Non potendo rassegnarsi a confidare le impressioni del proprio IO
solo al giornale che lo ospita settimanalmente, BHL si è visto
costretto a pubblicare (insieme a Gilles Hertzog, co-sceneggiatore
del film) una pagina sullo stesso soggetto il 22 dicembre su
"Libération". Il pezzo si intitola questa volta meno sobriamente:
<<"Bosna" vista da Belgrado, ossia: La psicoanalisi serba>>.

L'IO-BHL, pero', appartiene ad un "noi" compiutamente americano. E
visto che noi siam tutti Americani - dopo che "Le Monde" l'ha
proclamato il 21 dicembre 2001 - BHL ha confidato a "Le Monde" quello
che "noi" (cioe' IO-BHL) pensa. Il pezzo s'intitola modestamente:
<<Quello che abbiamo imparato dall'11 settembre>>.

per il giorno in cui dovesse cadere in oblio):

Ovaj satiricni prilog preuzeli smo pod istim naslovom iz elektronskog

Ja-BHL misli za nas

"Ja-BHL, nemajuci drugog prostora da se izrazi sem redovne nedeljne
rubrike u "L' Pua" (Le Point), bese prinudjen da svoju rubriku
"Blok-not" iz 21. decembra 2001. posveti prikazivanju svog filma o
Bosni, u Beogradu 14 decembra.
On je to smerno naslovio : "Bosna!" u Srbiji.

Ja-BHL , medjutim, jeste zapravo "MI", kao sto znamo, do srzi
americko. A s obzirom da " Smo mi svi Amerikanci", otkako je to
"Le Mond" obznanio, BHL ce 21. decembra upravo "L'Mondu" poveriti
sta misli prvo lice mnozine, "Mi" (pseudonim za Ja-BHL). Skromno
je to naslovio : "Cemu nas je naucio 11. septembar"

MACEDONIA: VESCOVO TEDESCO NASCONDEVA 400MILA MARCHI

Skoplje, 5/1/2001. Il vescovo militare tedesco Walter Mixa, cattolico,
e' stato trovato in possesso di 400mila marchi tedeschi ad un controllo
di confine tra la Macedonia e la provincia serba di Kosovo e Metohija.
I doganieri macedoni hanno sequestrato il danaro. Il vescovo ha
infranto la legistazione macedone, che pone dei limiti all'esportazione
di valuta dal paese.

GOVERNO SERBO METTE IN BANCAROTTA QUATTRO TRA LE PRINCIPALI
BANCHE DI STATO: 8500 DIPENDENTI DA SUBITO SENZA LAVORO.

La decisione e' stata presa in seguito alle intimidazioni della Banca
Mondiale e degli altri istituti che regolano il sistema creditizio-
usurario internazionale. Con i precedenti governi a guida socialista
le condizioni-capestro per la restituzione degli interessi sul
debito, gia' causa di disastri in altri paesi del mondo (esempio:
Argentina), erano state variamente aggirate. Con la nuova classe
dirigente, la cui politica economica e' stata formulata dagli
economisti ultraliberisti del "G17", tra cui il governatore della Banca
Centrale Dinkic, non c'e' piu' scampo: si vuole privatizzare il sistema
bancario nazionale lasciando in mano agli speculatori stranieri le

JUGOSLAVIA: DOPO CHIUSURA BANCHE SI DIMETTE MINISTRO FINANZE

(ANSA-REUTERS) - BELGRADO, 4 GEN - Il ministro delle finanze
jugoslavo Jovan Rankovic si e' dimesso a seguito della
decisione di chiudere quattro banche in difficolta'.
Lo ha detto il governatore della Banca centrale Dragisa Mladjan
Dinkic. Rankovic ha criticato la decisione annunciata ieri da
ministri dei governi jugoslavo e serbo di chiudere Beogradska
Banka, Beobanka, Investbanka e Jugobanka nel quadro di riforme
del suo fragile sistema finanziario sponsorizzate
dalla Banca mondiale. Le dimissioni di Rankovic sono state poi
confermate dal primo ministro jugoslavo Dragisa Pesic.
Secondo l'agenzia Tanjug, Pesic ha detto che il
ministro ha motivato le dimissioni ''con alcune incomprensioni e
divergenze con la Banca centrale, il governatore Dinkic e alcuni
ministri serbi''. la chiusura delle banche ha provocato proteste
tra le centinaia di dipendenti, che si sono barricati negli uffici.

JUGOSLAVIA: ORDINATA CHIUSURA QUATTRO IMPORTANTI BANCHE

(ANSA-AFP) - BELGRADO, 3 GEN - Il governo jugoslavo ha deciso
oggi la chiusura di quattro tra le piu' importanti banche della
Serbia nel quadro di una riforma del sistema finanziario,
ormai moribondo. Lo ha annunciato il vice primo ministro
jugoslavo Miroljub Labus citato dall'agenzia 'Beta'. La chiusura
di queste banche lascera' senza lavoro circa 8.500 persone.
''Il nostro scopo e' quello di rompere con il sistema
bancario politico'', ha dichiarato Labus, riferendosi alle pratiche
monetarie del regime di Slobodan Milosevic rovesciato
nell'ottobre 2000, dopo oltre un decennio di autoritarismo
durante il quale ingenti somme di denaro sono state
trasportate fuori dal paese e trasferite su conti privati.
Le banche delle quali e' stata decisa la chiusura avevano
ogni mese debiti di 500 marchi (circa 250 euro) per ogni
impiegato e la Serbia doveva intervenire per garantire la
sua liquidita', ha precisato Labus. I quattro istituti bancari
hanno contratto negli ultimi dieci anni debiti per 3,5 miliardi
di marchi (1,75 miliardi di euro). I creditori, per la
maggior parte stranieri, avevano fatto causa e le
sentenze dei tribunali sono diventate esecutive. In questa
situazione ''l'unica soluzione e' il fallimento'' ha sottolineato il
vicepremier assicurando che i clienti di queste banche potranno
presto recuperare i loro averi. Le aziende che avevano conti in
queste banche saranno risarciti dallo stato serbo.

BELGRADE, June 6 (Tanjug) The first step in the rehabilitation of
Yugoslavia's banking system will be to clean the banks' balances from
all of the socalled old hard currency savings, Yugoslav Central Bank
Governor Mladjan Dinkic said on Wednesday.
Speaking at a congress of economists in Belgrade, Dinkic said
that the next step would be the writeoff of the banks' capital and
debts and the replacement of the "contaminated" assets by bonds
and liquidation assets. The threeday congress of bankers and economic
experts is dedicated to privatisation, financial institutions, new
laws and "old hard currency savings."

EBRD READY FOR COOPERATION WITH YUGOSLAVIA
GORNJI MILANOVAC, June 7 (Tanjug) For the European Bank for
Reconstruction and Development (EBRD), it is essential at this moment
to learn what kind of privatization law will be passed in Serbia, in
order to know with whom it will negotiate credit arrangements, EBRD
Director for Yugoslavia Henry Russel said Thursday in Gornji Milanovac,
central Serbia.
Yugoslavia should also reform its legal and judiciary system with
a view to securing credits and investments through mortgages, Russel
said meeting local officials and executives of exportoriented companies.
Russel noted that he had visited many countries undergoing
transition and that the situation in Yugoslavia, especially as
regards the banking sector, is the most difficult.
It is actually a miracle that Yugoslavia's economy has survived
with such a banking system, Russel said, adding that the EBRD is
ready for cooperation with Yugoslavia but that it has its principles.
One of the principles is that the EBRD only finances projects
worth over five million dollars. Aware of the needs of Yugoslavia's
economy, however, especially of private companies, credible banks are
being selected to tackle on EBRD behalf projects which need lower
investments, Russel said.

YUGOSLAV VICEPREMIER MEETS WORLD BANK DELEGATION
BELGRADE, June 12 (Tanjug) Yugoslav VicePremier and Minister of
Foreign Trade Miroljub Labus and a World Bank delegation, headed by
Elaine Patterson, reviewed on Tuesday preparations for realising
the first tranche of a structural reform credit to Yugoslavia.
The first tranche amounts to 80 million dollars, of a total of 200
million, which is how much the World Bank should grant Yugoslavia
in the coming fiscal year, ending June 30, 2002.
The two sides agreed that the credit, earmarked for the budget to
finance structural adjustment, will provide significant support for
reforms which are prerequisite for regular servicing of Yugoslavia's
foreign debt.
Over the coming days, the World Bank mission will be meeting with
government officials of the Yugoslav federal units Serbia and
Montenegro to discuss structural and export credits as forms of
support for the transition process, a government statement said.

DINKIC: "NON AVREMO NESSUNA PIETA'"

DINKIC:WE WILL BE INEXORABLE
BELGRADE, June 13 (Tanjug) National Bank of Yugoslavia governor
Mladjan Dinkic said Wednesday that on June 15 will start preparations
for interventions in the domestic banking system within the
reconstruction process, so that on July 1 it will be know which
banks are "good" and which are "bad."
Dinkic said at a working meeting with journalists, on the topic
"Strategy of reconstruction of the banking system," highlighted the
fact that 28 banks whose recovery is uncertain employ over 20,000
people, while the entire Yugoslav banking sector has about 24,000
employees.
The governor assessed that in the process of consolidation of
banks about 5,000 employees will lose their jobs.
Asked whether he was aware of possible political pressure on the
National Bank of Yugoslavia and on him as governor, not only because
of the liquidation of banks but also because of protests of people
who will be left without jobs, Dinkic underlined that the process of
recovery and return of confidence in the domestic banking system must
be carried out without compromise, and warned: "we will be inexorable."

AGOSTO: LA BANCA MONDIALE RINGRAZIA E CONCEDE ALTRI SOLDI "A STROZZO"

THREE WORLD BANK AID PROGRAMS FOR SERBIA READY TO BE REALIZED. BELGRADE,
Aug 10 ( Beta) - Three World Bank aid programs for Serbia worth $18
million are ready to be signed but their implementation will start only
after they are ratified by the Yugoslav parliament, said these bank's
representatives in Belgrade.
The World Bank gave six million dollars for each of the following
programs: a program for developing private sector and small and
mediumsized enterprises and help for privatizing 27 companies, a program
for reconstruction of the banking sector and a program in the field of
energy, whic should make it posible to install the equipment in the
facilities of the Serbian Electricity Utility.
World Bank representatives say that the realization of these
programs cannot start before September because Yugoslav laws say that
contracts with the World Bank have to be ratified by the Yugoslav
parliament.
However, since these are donations and not loans, World Bank
representatives expect that the Yugoslav government suggests that such
arrangements should not be subject to ratification in the future.
World Bank representatives in Belgrade announced that an
agreement on a million dollars worth of donations for projects in
southern Serbia would be signed on Aug. 13 already.
The World Bank granted Yugoslavia development loans worth $120
million under IDA conditions. These conditions are most favorable
because they are interestfree and intended for the poorest countries.

DICEMBRE: LA JUGOSLAVIA SI INCHINA AGLI USURAI DI LONDRA

YUGOSLAVIA TAKES OVER ALL DEBTS TO LONDON CLUB OF CREDITORS
BELGRADE, Dec. 6 (Beta) - The special advisor to the governor of the
National Bank of Yugoslavia, Milan Zavadjil, on Dec. 6 said that
Yugoslavia would take over all financial obligations towards the
London Club of creditors, although the biggest debtors are the
four major state-run banks that are currently undergoing
the process of rehabilitation.
"These banks can hardly be expected to pay off these loans, which means
that their debt is an obligation of the state," Zavadjil said, adding
that it would be highly unlikely for the club to accept Yugoslav
commercial banks or their consortium as guarantors for the debt.
At a press conference of the G17 Institute, Zavadjil said that
Yugoslavia has regulated its foreign debt, excluding the one to the
London Club of creditors, amounting to US$2.3 billion, and some
non-guaranteed obligations by Yugoslav commercial banks.
"Because of our financial standing, we cannot pay off our debts to the
London Club of creditors under conditions worse than those arranged
with the Paris Club of creditors, not to mention that this would
jeopardize our deal with the Paris Club; its members would find it
difficult to justify the deal in their parliaments if we did not treat
all our creditors equally," Zavadjil said.

Balkans Christmas - All Year 'Round
Gifts from the Imperial Santa

In America, Christmas is the time for, among other things, exchanging
presents. In the former Yugoslavia - where many celebrate Christmas on
January 7, and others not at all - gifts are usually exchanged on New
Year's Day. But thanks to the great gift of "humanitarian democracy,"
delivered by tens of thousands of Santas in NATO fatigues and their
countless little helpers in politicians' suits, in this part of the
Balkans gift-giving can now last for the entire year.

And since the spirit of giving is also the spirit of sharing, why not
take a look at some of the more notable gifts bestowed upon some of the
most blessed people of the Balkans by their enlightened benefactors and
benevolent hegemons?

BOSNIA

It was very nice of the Empire to remember one of its pet wards of the
past decade. Sure, it was very nice of the United States to actively
step into the war that made headlines for three years, then conjure an
illusion of peace and send thousands of its troops to make it a reality.
But that was years ago, under the previous Emperor. What has the United
States done for the "Bosnians" lately?

Well, for one, its pet court finally came through and declared -
sentencing Serb general Radislav Krstic - that genocide against Bosnian
Muslims really took place.
It is worth noting that the Hague Inquisition (a.k.a. ICTY) never
actually proved the existence of a genocide; but because of what it is,
and because of who pays for it, assertions are considered enough. It may
not seem like much, but Alija Izetbegovic - wartime Muslim leader - is
likely to disagree. The legitimacy of his regime and its wartime conduct
rests solely on the thesis that they were protecting the Muslims from a
Serb genocide.

CROATIA

Speaking of genocide, the story of one that happened some 60 years ago
figures prominently into Croatia's gift this year. With tourist profits
falling in the aftermath of Black September, and the current government
tangled in a web of war crimes scandals that somehow never came to a
conclusion, packages from the United States Holocaust Memorial Museum
represented a bright ray of sunshine.

With all its woes, Croatia could hardly afford to cope with the fact
that its Founding Fathers (so to speak) were extremely good at the mass
killing of Serbs and Jews during World War II, when they were
enthusiastic allies of Nazi Germany. Because the US Government-funded
Holocaust Museum seized the physical evidence from the biggest
concentration camp, Jasenovac, from its Serb victims and delivered it to
the Croatian government for safekeeping, Croatia will now have
the freedom to cope with its history at a more convenient time, in a
more convenient manner - if ever.

KOSOVO

Despite the fact that Kosovo Albanians were not granted their dearest
wish this season - otherwise, they would have led this alphabetical list
as "Albania" - they still got a few things from Santa's bag. One of them
is a nice shiny new Assembly, with elections and a President and
Constitution and all, so they can play State under the ever-watchful eye
of the NATO governor, and with his ever-benevolent guidance. They are
supposed to share this wondrous gift with the Serbs, of course, and
some remaining Kosovo Serbs are quite thrilled at the prospect. Others
would be much more appreciative if they could venture out of their
ghettos without the fear of being killed.

Of course, one should not get too ambitious. Just last week, two
Albanians suspected of blowing up a bus full of Serbs in February were
released from jail. The court cited "lack of evidence" and dismissed the
case. With the third suspect mysteriously vanishing from the supposedly
impregnable US fortress-base Bondsteel this summer, and no attempts to
track down the perpetrators and "smoke them out of their holes," it
seems as if blowing up Serbs in Kosovo is neither terrorism, nor a crime
punishable by law. How is that for coal in the stocking?

MACEDONIA

Now Macedonia's gift this year was simply precious. There is no other
way of describing the Treaty of Ohrid, if one is to avoid being labeled
a "hard-line militant nationalist warmonger." For a while it looked as
if Macedonia would have to fight a full-scale war against the Albanian
"liberation army" on vacation from pillaging in Kosovo.

Then, through the merciful intervention of Europe's noted peace activist
Javier Solana and America's honest broker James Pardew, Macedonia was
prevented from making the dreadful mistake of self-defense, which would
have cost its taxpayers millions of dollars for weapons from non-NATO
countries. Instead, the Macedonian government happily accepted
preferential treatment for the Albanians, establishing ethnic quotas and
enforcing bilingualism on the 75% of the population for the sake of the
remaining 25%. Ever since then, things in Macedonia have been just
wonderful - with the exception of some evil nationalist hard-line
warmongers, who simply hate peace.

MONTENEGRO

Montenegro has not been forgotten in this flurry of gift-giving, either.
It may seem to have had a bad year. Milo Djukanovic failed to obtain
approval for secession in the polls this spring. Now the republic's
inhabitants are experiencing power shortages, California-style, in the
midst of a cruel winter. Maybe Djukanovic will tell the
people only independence would bring them back light and warmth? Surely,
as with everything else in the Balkans, the power shortage must be
Serbia's fault?.

On a brighter and warmer note, the money from the US treasury continued
to flow into Djukanovic's pockets even as US diplomats ambiguously
disagreed with his plans for secession.

SERBIA

For someone who has been on the "naughty" list for so many years, Serbia
was simply showered with presents this time around - receiving so many
that its neighbors have grown jealous. One could start with the millions
of dollars the Empire gave to the Serbian opposition to win the 2000
election, but that would technically be ineligible for this year.

Perhaps the greatest gift of the year, then, would be the liberation of
Serbia from the presence of Slobodan Milosevic, the Constitution, its
legal system and much of its dignity - and all at once! Though the aid
money that was promised for Milosevic's head never actually arrived -
prompting plaintive words from Prime Minister Djindjic - there was still
the $5 million bounty. Since he ordered both Milosevic's arrest and
deportation, Djindjic obviously qualifies for the money. Interestingly
enough, there is no record of what actually happened to the bounty.?

There are other generous gifts, too numerous to mention: ICTY
indictments, partially forgiven fabricated loans, generous restorations
of Yugoslav property Serbia had owned to begin with, and so on.

HUMAN RIGHTS

Finally, just before Christmas, the European Court of Human Rights sent
a gift to all lovers of human rights and liberties. Last week it ruled
that NATO could not be judged for killing 16 Serbian TV workers in April
1999. Apparently, NATO did nothing wrong by bombing Serbia, since any
action outside the defendants' territory (i.e. Serbia) is not in the
Court's jurisdiction and is not bound by the European Human Rights
Convention. Serbia, then, is in NATO's territory when it
needs to be bombed, and is outside the territory when the butcher's bill
comes due. For this enlightening clarification of humanitarian law, and
its celebration of universal human rights, we should all give thanks.

Yes, it has been a wonderful year in the Balkans, filled with marvelous
gifts coming straight from the heart. The Empire looks forward to
blessing the benighted Peninsula with even more treasures in the years
to come. Yet in its altruistic benevolence, it asks for nothing in
return save absolute obedience and utter submission.
Surely, this is a small price to pay for such bountiful rewards.

Operation Enduring Stupidity
The Year That Was

Upon the completion of Earth's revolution around the sun, the only
things that change are the numbers on the calendar. Problems that
existed on December 31st are still there on Jan uary 1st. Stupidity does
not vanish at the stroke of midnight, the way common sense does anywhere
the Empire gets involved.

More to the point, whenever the Empire does get involved, the existing
problems are never solved. Instead, they are treated temporarily, with
nothing more than a band-aid "agreement" or a half-witted "peace
process," and left to fester. When they inevitably erupt again, that -
naturally - calls for more "treatment" by Imperial diplomats, which is
to be financed by Imperial loans, which in turn produce further
problems, and so on, ad infinitum. This is not just the case in the
Balkans, by the way. From Somalia and Afghanistan (the first time) to
Haiti, Argentina and the Middle East, the world is strewn with examples
of Imperial intervention's ongoing consequences.

MANIFEST INSANITY

Recipients (i.e. victims) of this "treatment" create elaborate delusions
of grandeur and suffer frequent bouts of groveling whenever their
Imperial masters are around. A perfect sample case could be Serbia's
Prime Minister, Zoran Djindjic.
He has exhibited symptomatic behavior before, and his latest statements
show no sign of recovery.

Three days ago, Djindjic's optimistic, self-congratulatory holiday
message aimed to convince the Serbian population that his government
enjoyed the respect and admiration of the Empire. To this purpose he
employed phrases such as "equal partners," and "driving force of
regional development," which were both misleading and meaningless. The
Empire has no partners, only servants, and it certainly does not care
for regional development - which, again, can hardly be driven by a
nation whose infrastructure was demolished by the Empire's bombs just
three years ago.

No less insane was the holiday message of Montenegro's ruler Milo
Djukanovic, who actually said that "not a single Montenegrin problem can
be resolved without our own Montenegrin state." Given that Montenegro,
under his leadership, already has de facto independence and that its
inhabitants are still fairly miserable, Djukanovic's appeal to
nationalism is disingenuous at best.

MADNESS WITHOUT METHOD

Victims of imperialism also tend to substitute madness for elementary
logic. Normal reactions to certain developments are repressed or even
completely substituted by irrational expressions of submission, no doubt
motivated by the desire to secure the Empire's ever-elusive but
oft-promised affection.

Djindjic's delusional visions would have the Serbs believe their
government is now favored by the Empire. This is no doubt buoyed by a
recent spate of self-serving interference in the debate between Serbia
and Montenegro about the future of Yugoslavia. Indeed, official Belgrade
is not bothering to hide its excitement over the
possibility that the Empire might actually favor its position (or the
position the Empire "persuades" Belgrade to adopt?) over Djukanovic's.

As usual, reality does little to support Djindjic's claims. Instead of
favoring his regime, or even cutting Serbia a break, the Empire
continues to insist on absolute submission to the Hague Inquisition. As
a good vassal, Djindjic is supporting that insistence. He is also trying
to justify it as a price that must be paid for becoming a
province of the EU superstate (something most Serbian politicians
consider a worthy goal! O tempora, o mores!).

Of course, Djindjic might not be entirely delusional. He might say
things he does not really believe, knowing that if he failed to submit,
the Empire could simply stop giving him money needed for his regime's
survival. Or, if he really got out of hand, they could reopen the old
wound in southern Serbia, right along the border of
semi-amputated Kosovo, where Albanians are still "restless." But whether
the Serbian Prime Minister (and the regime for which he stands) is
really schizophrenic, or simply pretending, the end result is the same:
groveling.

POINTS OF DEPARTURE

There is more, of course. When Kosovo's occupying governor Hans
Haekkerup unexpectedly resigned just before the New Year, Kosovo
Albanians by and large hailed the news. They saw both Haekkerup and his
job as obstacles to their goal of an independent, all-Albanian Kosovo.

Now, Haekkerup was a governor of a Serbian province occupied by some
20,000 NATO troops, ethnically cleansed of most Serbs, Jews, Roma and
other non-Albanians - with the remainder living in ghettos surrounded by
barbed wire. It was Haekkerup who engineered an election that gave this
occupation a pretense of legitimacy. However "honest" and "decent" he
may have been, Haekkerup was still a representative of an illegal,
illegitimate occupying authority. Any rational government would have
maintained insistence on ending the occupation as the matter of
principle. The current regime in Belgrade, however, expressed "regret"
at Haekkerup's departure, and the "elected" leader of Kosovo Serbs said
she looked forward to cooperating with the occupiers and their protégés.

Americans' regret over Haekkerup's resignation was at least a polite
fallacy. Certainly someone in Washington will be very happy that the new
interim satrap in Kosovo is an American. But if, after this, the Serbs
still have any respect for their leaders, then perhaps those are the
leaders they deserve.

ALL MY DREAMS, TORN ASUNDER

It is hard to imagine that a year ago the future actually looked better.
The Emperor-designate had spoken about the possibility of withdrawing
from the Balkans, and cutting back on his predecessor's worldwide
warfare in general. There was at least a glimmer of hope that something
good could come out of partisan bickering and a change of faces in
Washington, and that the Empire's crusade in the Balkans might end now
that its power-seeking purpose was accomplished.

2001 was also supposed to be a year of flying cars, colonies on the
Moon, and expeditions to Jupiter turned tragic because of computers gone
haywire. Humans have proven to be perfectly capable of producing
tragedies without the help of artificial intelligence, and much closer
to home. The war fever in the aftermath of Black Tuesday only confirmed
what was obvious a month earlier in Ohrid, Macedonia. Far from being
over, the crusade was just getting started.

As other parts of the world are being pulverized, driven to a killing
frenzy or drowned in delusions, the Balkans continues to undergo a
seemingly unending collective lobotomy at the hands of Imperial
surgeons. How much longer before the admittedly flawed denizens of the
Peninsula become permanently corrupted into a more hideous form of
existence?

NO WAY OUT?

There is always hope, of course. As with any disease, only after the
proper diagnosis can one come up with a cure. At the root of the
Empire's success is a common ailment of the human mind, a misguided
belief that problems of the Society can only be solved by the State.
From there it follows that problems that confound the
state can only be solved by a more powerful state, i.e. the Empire.
Formerly known as Communism or Fascism, depending on symptoms, this
ailment is more properly described as Tyrannical Statism and commonly
misdiagnosed as Democracy.

Obviously, problems cannot be solved by the reasoning responsible for
creating them. Things can change - for better or worse, but change -
only if this dangerous mindset is replaced with even the tiniest bit of
rational, principled thinking. For stupidity endures the test of time,
but not the test of reason.

Mentre preparo l'html di questa recensione, l'occhio mi cade su un
titolo del quotidiano, *Corriere del Ticino* (20 dicembre 2001).
In sostanza, dice che gli Stati Uniti, padroni incontrastati dei
cieli, si stanno preparando a usare di nuovo la bomba atomica per
annientare i loro oppositori persino sottoterra. Il titolista
svizzero riesce a ricavarne invece una bomba *antiatomica*: "Una
miniatomica contro il terrorismo: la bomba capace di distruggere
armi di distruzione di massa a grande profondità". Ecco, in una
parola sola, cosa è la "Menzogna Evidente" che compare nel titolo
del libro di Costanzo Preve.

Costanzo Preve insegna filosofia a Torino ed è un profondo
conoscitore del mondo balcanico, greco e ottomano. Con questo libro,
scorrevole e soprattutto originale, ci regala alcuni spunti decisivi
per capire la Guerra del Bene contro il Male, la manipolazione
retorica e il mondo post-occidentale.

Lasciamo perdere le ovvie differenze di idee? ma fa tristezza trovare
il confuso delirio di Oriana Fallaci, pieno di clamorosi errori,
in tutte le librerie; mentre difficilmente troverete il testo di
Costanzo Preve, scritto molto meglio e da un autore che pensa prima
di aprire bocca.
Comunque se il vostro libraio dovesse rivolgervi uno sguardo perplesso
quando chiedete il libro, ecco tutte le coordinate per farglielo

Com'è noto, l'ossimoro è la tipica figura retorica dell'ambiguità
rassicurante. Prolifera in epoche di conformismo e repressione, in
società in cui il dominio ha i mezzi per incoraggiare "la voglia di
non sapere", magari facendola passare per una delle più lodevoli
virtù. La voglia di non sapere è la versione soft della truce
prescrizione Charitas omnia credit.

La cultura della Controriforma fu un vero e proprio florilegio di
ossimori, il florilegio dell'ambiguità e della paura di prender
partito.

I quattro ossimori qui considerati sono gli slogan del potere di
definizione degli Stati Uniti tradotti in bombe, nel controllo
planetario dei media e in un doppio standard di valutazione dei
propri morti e di quelli del nemico, delle azioni terroristiche
e di quelle, continuative e assai più quantitativamente criminose
che l'Impero commette per combattere il terrorismo e cercare di
annientarlo.

O, si dice, "per curarlo". Undici anni di embargo, centinaia di
migliaia di morti, specialmente bambini, un'intera regione
contaminata dall'uranio impoverito, non sono bastati per curare
gli irakeni dal loro inguaribile "saddamismo", o se si preferisce,
"hitlerismo"? Il rimedio è pronto da tempo. George W. Bush Jr. si
appresta a ordire un secondo bombardamento di maggior significato
"etico". "Non fu sì forte il padre?."

Debellare superbos (e magari "perdonare" chi si sottometteva
incondizionatamente) era il motto della secolare autoreferenzialità di
Roma: definiva i suoi "nemici" e mandava le legioni ad annientarli.

"Oggi essere Roma - scrive Richard Gwyn - è assai di più che avere il
potere e i missili, invece dei gladi e delle lance. È una questione di
autopercezione? è sapere che sei Roma e che non t'interessa cosa
pensano tutti gli altri né avere la benché minima preoccupazione per
loro. Essere Roma vuol dire prendere a calci chiunque, ovunque, senza
scusarsi, senza dubbi e, all'occasione, senza spiegare niente a
nessuno."

Essere Roma vuol dire imporre la globalizzazione, termine che, come
dice Preve, "non descrive uno stato di fatto, ma prescrive uno stato
cui conformarsi coattivamente". Qual è la chiave del potere imperiale
autoreferente, oltre all'"onnipotenza" delle sue armi di distruzione a
distanza?

È la capacità d'imporre a tutti i livelli di azione e comunicazione,
su scala planetaria, il criterio del trattamento differenziato (il
double standard da decenni assunto da Noam Chomsky a criterio per
smascherare la politica estera degli Stati Uniti).

I "modelli" dell'autoreferenza imperiale sono Auschwitz e Hiroshima.
Auschwitz è entrato nella percezione collettiva come il frutto
dell'Ideologia demoniaca del nazismo, il genocidio "giudeocentrico"
per eccellenza, non paragonabile a nessun altro, il Male assoluto.
La colpa assoluta per cui tutti chiedono, invano, perdono.

Auschwitz fu consumato a terra, in un periodo di tempo relativamente
lungo, da aguzzini numerosi che si servivano di strutture tradizionali,
visibili: linee ferroviarie, vagoni piombati, filo spinato, forni ecc.

Hiroshima fu tutt'altra cosa. Fu il trionfo di una tecnologia
superiore, neutra, anonima, affidabile, onnipotente e, soprattutto,
senza coinvolgimenti diretti. Cenere, non lacrime e sangue.

Fu subito interiorizzata la menzogna fondante: le bombe atomiche di
Hiroshima e Nagasaki avevano "posto fine alla guerra", salvando "tante
vite americane", si trattò di un'azione di guerra, condotta dall'aria,
in un minimo arco di tempo, un rendez-vous tecnologico senza
responsabilità soggettive né ideologiche e quindi senza nessun
obbligo "morale" di chiederne perdono.

Corollario. Se Auschwitz, almeno in quella forma, non si ripeterà più,
di Hiroshime, dopo il 1945, ne abbiamo viste tante e c'è da aspettarsi
che, in futuro, ce ne saranno anche di più.

L'assuefazione collettiva all'astratto incenerimento di esseri umani
che non hanno diritto ad avere né nome né volto è garantita dall'uso
spettacolare di questi ossimori.

Tutte le connessioni che garantiscono le definizioni e gli
incenerimenti anonimi imposti dal dominio globale fanno capolino,
aggrovigliate, dietro questi ossimori che, come scrive Costanzo Preve,
"comunicano al lettore/spettatore una sorta di gradevole torpore dei
sensi e dello spirito, un torpore in cui annegano progressivamente
insieme sia la consapevolezza teorica sia la coscienza morale".

Per chi non vuol lasciarsi sopraffare da quel torpore Il Bombardamento
Etico è la lettura adatta.
