I CRIMINI ITALIANI AL CONFINE ORIENTALE
tra le due guerre (breve compendio)


Nel 1913 c'erano nella Venezia Giulia (esclusa Fiume) 321 scuole
elementari slovene e 167 croate, per
un totale di 942 classi; gli studenti sloveni erano 46.671, i croati
20.281. Nel 1923 entro' in vigore la
"riforma Gentile", che sanci' "l'introduzione graduale dell' italiano
come unica lingua d' insegnamento":
all'epoca le scuole slovene e croate nella Venezia Giulia e Fiume erano
ancora circa 400 con 52.000 alunni,
ma alla fine dell'anno scolastico 1928/29 tutte le scuole "non italiane"
furono definitivamente chiuse.
I cognomi cambiati furono circa 115.000, e cosi furono italianizzati
tutti i toponimi sloveni e croati.
A cavallo del 1927 e del 1928 furono devastati e distrutti col fuoco
circa 400 circoli culturali sloveni e croati; anche la stampa slovena e
croata fu soppressa all' inizio con incendi alle redazioni ed alle
tipografie e con le bastonate ai redattori, poi per legge dello Stato
nel 1929.
Il Tribunale Speciale fascista celebro' in tutta Italia 978 processi:
131 di questi furono celebrati contro Sloveni e Croati. Su 47 condanne a
morte 36 comprendevano Sloveni e Croati.
Il 6 aprile 1941 l'Italia attacca la Jugoslavia senza dichiarazione di
guerra [come nel 1999] e costituisce la "provincia di Lubiana". Nel
corso dell'occupazione italiana prima e tedesca poi del Litorale
Adriatico troveranno la morte circa 45.000 tra Sloveni e Croati ma anche
antifascisti italiani; verranno arrestate, internate e deportate nei
campi di concentramento italiani e tedeschi 95.460 persone e verranno
distrutte totalmente 19.357 case, parzialmente altre 16.837.
Nella citta' di Trieste nel corso di sette eccidi di rappresaglia (via
Ghegha, Opicina, Prosecco, i piu' noti) verranno fucilati o impiccati
181 ostaggi e non contiamo qui le "piccole" rappresaglie od esecuzioni
di una o due persone alla volta.
Nel lager della Risiera di S. Sabba [campo di concentramento nazista
alla periferia di Trieste] trovarono la morte, dopo atroci torture,
delle 3.000 alle 5.000 persone. Nel campo [di concentramento italiano]
di Rab/Arbe, in Dalmazia, furono internati dall'estate del '42 circa
15.000 deportati dalle zone occupate dall'esercito italiano: erano per
la maggior parte vecchi, donne e bambini.
Presso Udine venne istituito il campo di concentramento di Gonars: da
una lettera scritta dal maggiore dei Carabinieri Matteo Lecce comandante
il Gruppo di Udine: "La mortalita' nel campo... si mantiene sulla
media quotidiana da 3 a 7 su 6.000 internati, colpisce per il 32% i
bambini, pel 9% le donne adulte, pel
13% gli uomini e per il 46% i vecchi". (14/2/43).
Dalla Circolare 3C (1/3/42 e 1/12/42) compilata dal Comando Superiore
delle Forze Armate "Slovenia-
Dalmazia" (2.a armata):
"II trattamento da fare ai ribelli non deve essere sintetizzato dalla
formula -dente per dente- ma bensi'
da quella -testa per dente-!".
"Si sappia bene che eccessi di reazione, compiuti in buona fede, non
verranno mai perseguiti".
Da "Riservato a Mussolini", note dei servizi segreti repubblichini (ed.
Feltrinelli):
not. 17/4/44 "...Dopo la distruzione dei paesi, operata lo scorso mese,
l'attivita' dei banditi comunisti si limita a pattuglie esploranti...
Resta cosi' dimostrato che con l'eliminazione dei nuclei abitati e'
stata tolta al ribelli una base di rifornimenti di importanza
vitale...".
Telegramma del generale ROBOTTI a vari corpi armati:
"Dispongo che chiunque sia trovato in possesso di stampati per tessere
comuniste o documenti analoghi sia passato per le armi alt le abitazioni
in cui saranno trovati documenti di cui sopra dovranno essere distrutte"
(4/8/42).

ALBANIA: MINISTRO GIUSTIZIA PER UNIFICAZIONE CON KOSOVO

(ANSA) - TIRANA, 12 APR - Il ministro della giustizia albanese Arben
Imami,
leader del Partito per l'Allenza democratica (Pad), ha detto oggi che
''il
futuro obiettivo politico'' del suo partito ''e' l'unificazione pacifica

tra Albania e Kosovo''. Secondo Imami, il Pad lavorera' nella prossima
legislatura per giungere a questo risultato attraverso quattro diverse
direttive: l'unificazione politico-istituzionale tra le due entita',
l'unificazione monetaria, doganale e fiscale e l'unificazione nel campo
dell'istruzione ''per creare un unico spazio culturale albanese''. La
quarta direttiva indicata da Imami e' quella oggettivamente piu'
complessa:
''Incoraggiare un movimento diplomatico che convinca la comunita'
internazionale che l'unificazione tra Albania e Kosovo non crea una
forza
destabilizzante, ma e' al contrario una garanzia per la stabilita' di
Albania, Kosovo e di tutta l'europa sud-orientale''. Il ministro si e'
detto convinto che ''il processo di integrazione europea va in questa
direzione''. E' la prima volta che un esponente del governo albanese
(pur
se rappresentante di un partito minore) si esprime in favore
dell'unificazione tra Albania e Kosovo. In precedenza solo l'attuale
leader
dell'opposizione Sali Berisha (con il quale il Pad sta valutando se
partecipare insieme alle prossime elezioni di giugno), si era detto
favorevole alla creazione di ''una federazione albanese'' nei

KOSOVO: MITROVICA, SERBI BLOCCANO MEZZI KFOR E ONU

(ANSA) - PRISTINA, 17 APR - Manifestanti serbi hanno organizzato da
questa
mattina blocchi stradali intorno a Kosovska Mitrovica, turbolenta citta'

del Kosovo settentrionale per protestare contro una decisione della
missione delle Nazioni Unite (Unmik) per l'imposizione di dazi doganali
sulle merci provenienti dal vicino territorio della Serbia.
Andrea Angeli, portavoce della missione Onu, ha confermato che ai posti
di
blocco viene impedito il passaggio anche ai mezzi dell'Unmik e della
Kfor,
forza di pace a guida Nato.
La tensione e' molto alta anche dopo la decisione annunciata dal
comitato
di crisi serbo di voler interrompere tutte le relazioni con i
rappresentanti della missione delle Nazioni Unite. La prevista riunione
settimanale fissata per questa mattina con rappresentanti dell'Unmik e'
stata annullata dai delegati serbi. La notte scorsa un'auto di un
albanese
che si trovava sul lato serbo della citta' e' stata incendiata. Fino a
questo momento non si segnalano scontri. (ANSA).

"IL GOVERNO JUGOSLAVO NON APPROVA"

ZIVKOVIC: YUGOSLAV GOVERNMENT DID NOT APPROVE CUSTOMS POINTS
BELGRADE, April 17 (Tanjug) Yugoslav Interior Minister Zoran
Zivkovic told Tanjug Tuesday, on the occasion of the setting up of UNMIK

customs posts on the administrative boundary of Kosovo and Metohija,
that
noone on the Yugoslav side approved their opening.
Zivkovic, in a Serbian parliament break, said he heard UNMIK's
explanation that it was a reaction to the control points opened recently
by
the Republic of Serbia on the other side of the administrative boundary
"although there are no customs crossings."
Zivkovic assessed that "it was remark that deserves further
consideration," adding that a solution will most probably be found in
the
next few days.

UNMIK CUSTOMS WITHOUT KNOWLEDGE OF SERBIAN GOVERNMENT
BELGRADE, April 17 (Tanjug) The Serbian government said on
Tuesday that it was not informed or consulted about the introduction of
customs posts on the administrative boundary of Kosovo and Metohija with

the rest of Serbia.
Incorrect are all claims, coming from whatever side, that the
government was officially informed, or, even consulted, about the
introduction of customs posts at Rudnice and Jerinje near Zubin Potok
and
Leposavic.
"The Serbian government was informed about the introduction of
customs posts by the media and considers the decision wrong and contrary
to
all domestic and international legal regulations, and particularly
Resolution 1244," the statement said adding that UNMIK has been informed

about the position of the Serbian government.

"IL PARLAMENTO SERBO SI OPPONE"

SERBIAN PARLIAMENT OPPOSES CUSTOMS CHECKPOINTS IN NORTHERN KOSOVO
BELGRADE, April 17 (Tanjug) The Serbian parliament on Tuesday
strongly condemned the UN Civilian Mission for Kosovo and Metohija
(UNMIK)
decision to place Customs checkpoints at the administrative border
between
Serbia's southern province and other parts of Serbia.
A statement issued after a meeting, which the parliament
presidency held with the Democratic Opposition of Serbia, Socialist
Party
of Serbia and Party of the Serbian Unity party club representatives and
MPs
from KosovoMetohija, said that the Serbian parliament "strongly condemns

the placing of Customs checkpoints."
"Such onesided UNMIK administration moves are aggravating an
otherwise dramatic situation in KosovoMetohija and may increase the
plight
and moving out of Serbian and other nonAlbanian population," said the
statement submitted to Tanjug by the parliament's Information Service.
The Serbian parliament "believes that the embitterment of Serbs

throughout northern Kosovo is justified and therefore demands that UNMIK

urgently remove illegal Customs checkpoints, because they clash with (UN

Security Council) Resolution 1244," the statement said.

ANCHE LA DOS CONDANNA LA DECISIONE DELL'UNMIK

NO YUGOSLAV CUSTOMS ON ADMINISTRATIVE BOUNDARY WITH KOSOVO
BELGRADE, April 17 (Tanjug) DOS party grouping head in Serbian

parliament Cedomir Jovanovic said on Tuesday that "there are no customs
points on our side towards Kosovo and Metohija, nor did they ever
exist,"
but only points for controlling all goods entering FR Yugoslavia.
Kosovo and Metohija are part of Serbia and Yugoslavia and there
is
no reason for forming internal customs posts, Jovanovic told reporters
in
Serbian parliament.
Pointing out he expected from the Serbian government to react
officially, Jovanovic assessed that "everything that the international
community did last weekend deserves the strongest condemnation of both
the
Yugoslav and Serbian administrations" and that "there are no reasons for

such radical and flagrant violations of Resolution 1244."
KOSOVO INDEPENDENCE HOPELESS CASE, SERBIAN VICEPREMIER SAYS
LOZNICA, April 18 (Tanjug) The world community has not been
authorized by the Yugoslav or Serbian authorities to set up a customs
administration anywhere in KosovoMetohija, and it is unclear why, and to

what end, this has been done, Serbian VicePremier Vuk Obradovic said in
the
western Serbian town of Loznica late Tuesday. Asked at a press
conference
whether the establishment of the UN customs administration was a step
towards an independent KosovoMetohija, Obradovic, who is also the leader
of
SocialDemocracy (SD), replied that "independence of Kosovo is a hopeless

case", as this province was, and would be, part of Serbia and
Yugoslavia.
"Everybody in the world community should be aware of the fact
that
any problems emerging in the Balkans and southeastern Europe can only be

tackled through the socalled regional approach," Obradovic said.
BATIC: UNMIK'S DECISION HAS TO BE CHANGED
BELGRADE, April 17 (Tanjug) Serbian Justice Minister Vladan
Batic
said on Tuesday that UNMIK's decision for setting up customs posts on
the
administrative boundary of Kosovo and Metohija with Serbia was taken
without consultations with the Yugoslav and Serbian authorities.
The decision "has to be changed," he told reporters in Serbian
parliament.

YUGOSLAV GOVERNMENT WAS INFORMED ABOUT SETTING UP CUSTOMS IN KOSOVO
NEW YORK, April 18 (Tanjug) UN spokesman Fred Eckhard said in
New
York on Tuesday that UNMIK is the temporary authority in KosovoMetohija
and
that the decision to collect tax for local needs is in conformity with
the
mandate of the UN mission, and that all people in the province will
benefit
from the income.
Eckhard said that protests and objections of Kosovo Serbs
against
this decision would be better accepted if they were processed through
legal
channels.
The border taxes have a local character, and are intended for
resolving local problems, and therefore it is normal that they should be

collected in the territory of KosovoMetohija, a UN Secretariate legal
expert said.
The expert pointed out that the UNMIK decision is neither new
nor
unexpected, since, according to him, the Yugoslav government and the
Committee for cooperation with UNMIK were informed about it in
midFebruary.

BLOCCHI STRADALI PER PROTESTA

UNMIK AND KOSOVO SERBS LOCK HORNS
NORTHERN KOSOVO, 18 April (B92) As road blockades begin to
bite,
north Kosovo Serbs and the UN mission are continuing to dig their heels
in
over the Kosovo-Serbia customs dispute.
Serbian political representatives from the area pledged today
that
the blockades would remain for as long as UNMIK sticks to its decision
to
open customs checkpoints on the administrative border.
A Radio B92 correspondent reports that the selective blockades
on
KFOR and UNMIK supply routes are beginning to bite since army and police

will not allow food to be airlifted in to the international troops.
The squeeze has intensified with a further blockade in Kosovska

Mitrovica near the bridge over the Ibar River. In response to Belgrade
pleas of ignorance, UNMIK spokesman Frank Benjaminsen yesterday claimed
that in fact the Yugoslav authorities had given approval and indeed were

kept informed of the move.
Benjaminsen denied it was a further step towards the separation
of
Kosovo, adding that tax would be paid only on certain goods originating
outside Yugoslavia.
Unmoved, Serb leader Oliver Ivanovic warned of a possible
escalation of tension between protestors and KFOR.
Kosovska Mitrovica municipality president Nenad Radosavljevic
claimed that protest organisers were in fact Socialist activists and
smugglers who had manipulated the people. (Radio B92)
KOSOVOMETOHIJA SERBS BLOCK ROADS TO CENTRAL SERBIA
KOSOVSKA MITROVICA, April 17 (Tanjug) KosovoMetohija Serbs
blocked the road through Leposavic on Tuesday, bringing traffic between
the
Serbian province and central Serbia to a complete halt, after a decision
of
the local Political Defense Committee and the authorities of
municipalities
in northern Kosovska Mitrovica.
All roads in Kosovska Mitrovica, Zvecan, Leposavic, and Zubin
Potok have been blocked since 8 am on Tuesday. The blockade also applies
to
all vehicles of international organizations.
KOSOVO SERBS BLOCK IBAR TRUNK ROAD NEAR LEPOSAVIC
LEPOSAVIC, April 17 (Tanjug) Serbs in Leposavic blocked the
Ibar
trunk road in four places early on Tuesday, protesting against the
placing
of Customs checkpoints at the administrative border between
KosovoMetohija
and other parts of Serbia. Serbs said that the "people in the Leposavic
municipality will
not allow a greater Albania to be set up by the placing of Customs
checkpoints at the administrative border between KosovoMetohija and
Serbia."
"Through a perfidiously pursued policy and disregard of UN
Security Council Resolution 1244 and the Kumanovo Agreement, KFOR and
UNMIK
have sided with ethnic Albanian extremists," it was said in a statement
made by the Serbs who blocked the road at 8 a.m. "We will use all
democratic means to oppose this."
The barricades, placed in Socanica, Leposavic, Lesak and
Jerinje
at the administrative border between KosovoMetohija and Serbia, will be
removed once Customs officers withdraw from the KFOR's Belgian
contingent
checkpoint.
The Leposavic municipality crisis board protest has been joined
by
all enterprises, shops and catering facilities, which stopped working at
9
a.m. Schools and universities have disrupted classes and lectures and
the
local health centre and outpatient clinics admit only the patients who
need
urgent treatment.
UNMIK police and KFOR troops are peacefully observing the road
blocks and their commands are constantly in touch with the Leposavic
municipality crisis board.
PROTESTS, ROAD BLOCKS TO GO ON UNTIL REMOVAL OF CUSTOMS CHECKPOINTS
KOSOVSKA MITROVICA, April 17 (Tanjug) Serbs in northern
KosovoMetohija will never accept Customs checkpoints at the
administrative
border between KosovoMetohija and other parts of Serbia, several
thousand
protesters taking part in a rally in northern Kosovska Mitrovica said on

Tuesday.
Protesters said that the UNMIK decision in Kosovo symbolised
one
of the attributes of statehood and that this was a first step towards
the
realisation of an independent Kosovo state.
Serbs will decisively oppose this decision, using all available

democratic means, it was said at the rally, held at the central town
square.
Member of the Political Committee for the defence of the
northern
part of KosovoMetohija Dr Milan Ivanovic said that the introduction of
Customs put economic and political pressure on the Serbs, brought their
survival into question and meant that their expulsion from Serbia's
southern province would continue.
Ivanovic said that KosovoMetohija was and would remain an
integral
part of Serbia and Yugoslavia and called upon Serbs to persist in their
struggle aimed at removing Customs checkpoints. He said that roads would

remain blocked until the withdrawal of this decision and that peaceful
rallies would be held every day.
The next protest rally is to be held in Zvecane on Wednesday.
The
Kosovska Mitrovica rally ended with a stroll to the road block at the
end
of the town, in the direction of Zvecane.
During the rally, two KFOR fighter plains and two helicopters
flew
low over the site.
KFOR SPOKESMAN: SERBS BLOCK KFOR VEHICLES ON FIVE ROADS
PRISTINA, April 17 (Tanjug) Kosovo and Metohija international
force KFOR spokesman Roy Brown said in Pristina on Tuesday that United
Nations and KFOR vehicles were stranded on at least five roads in
northern
Kosovo and Metohija blocked by Serbs from this part of the province in
protest against a unilateral decision by the U.N. Kosovo civilian
mission
UNMIK to set up a tax checkpoint on the administrative boundary between
Kosovo and Metohija and Serbia proper.
KFOR is trying to resolve the situation without confrontations,

but it has warned that members of the international force are ready to
remove the blockades if necessary for peacekeeping operations or "the
passage of the essential services," the spokesman said.

JUGOSLAVIA: MONTENEGRO, MANIFESTAZIONE CONTRO INDIPENDENZA DA
FEDERAZIONE

(ANSA-AFP) - PODGORICA (JUGOSLAVIA), 18 APR - Cica 10 mila
simpatizzanti della coalizione tripartita 'Per la Jugoslavia' hanno
manifestato ieri sera a Podgorica contro l'indipendneza del Montenegro,
piccola
repubblica che assieme alla Serbia forma dal 1992 la Repubblica federale
di
Jugoslavia. ''Dopo le elezioni legislative di domenica prossima non vi
sara' nessun
referendum sull'indipendenza'', ha detto Predrag Bulatovic, il
presidente del
Partito socialista popolare (Snp), uno dei tre schieramenti della
coalizione.
Dicendosi certo della vittoria, Bulatovic ha assicurato che invece del
referendum
promesso dall'attuale presidente indipendentista Milo Djukanovic la sua
alleanza
riprendera' il dialogo con la Serbia ''per il futuro della Jugoslavia''.
Nel corso
della manifestazione sono stati scanditi slogan ostili a Djukanovic, che
i
nazionalisti [SIC] accusano di essere troppo allineato con l'Occidente.
Alle legislative
di domenica, che fanno seguito alle elezioni anticipate tenute in Serbia
lo scorso
dicembre, il partito di Djukanovic e' favorito. Il presidente
montenegrino vuole
staccarsi da Belgrado e dar vita ad una unione tra stati sovrani con la
Serbia. Il
presidente jugoslavo Vojilsav Kostunica, succeduto a Slobodan Milosevic
lo scorso
ottobre, non e' favorevole all'indipendenza del Montenegro ma ha detto
che, in caso

MONTENEGRO'S FUTURE IS SAFE ONLY WITHIN YUGOSLAVIA
PODGORICA, April 18 (Tanjug) The coalition "Together for
Yugoslavia" is not fighting for the survival of the common state with
Serbia for the sake of Serbia, but because it is certain it is best for
Montenegro to be in a common state with that republic, Socialist
People's
Party President Predrag Bulatovic, the coalition election list's
principal
candidate, said late Tuesday.
Speaking at an election rally of this coalition in Podgorica,
Bulatovic said "the Montenegrin regime is preparing a trick...They want
to
maintain their personal and dictatorial power and privileges, to make an

independent Montenegro."
"Even though they mention some alliance with Serbia, they are
not
for a community with it, but for parting from Serbia and (for) borders,"

Bulatovic said.
He said the coalition would win at the Sunday parliamentary

PARIS, April 12 (Tanjug) French Foreign Minister Hubert
Vedrine
said in Paris late Wednesday that the international Contact Group
supports
democratic Montenegro in democratic Yugoslavia, and that any unilateral
decision would mean stoppage of political, financial and economic aid of

the international community to this republic.
Foreign ministers of the country members of the Contact Group
for
former Yugoslavia said at a press conference after the meeting that
general
elections in KosovoMetohija should be held only if security conditions
are
fulfilled, if all communities participate in them, and refugees return
to
their homes.
Russian Foreign Minister Igor Ivanov played a key role in the
finalization of this formulation, Tanjug said.
Ivanov told the press conference attended by foreign ministers
of
all country members that elections are the best way for forming
democratic
institutions, and that Russia in this respect cannot oppose them.
Asked by reporters whether he thinks that the general elections
in
KosovoMetohja should be held by the end of the year, U.S. State
Secretary
Colin Powell answered in the affirmative, while the other ministers did
not
give any time frames.
The Yugoslav authorities were sent a message of support for the

democratic changes, the undertaken measures towards reforms, the
establishing of a lawabiding state, and respect of the rights of
minorities.
INTERNATIONAL COMMUNITY DOES NOT SUPPORT SECESSION, SAYS
VEDRINE
PARIS, April 13 (Tanjug) The international community is
against
the possible secession of Montenegro from Yugoslavia and it does not
believe an independent Kosovo would be a good solution, French Foreign
Minister Hubert Vedrine has said.
One unilateral decision would provoke another, and then there
would be problems, Vedrine said in talks with reporters from Macedonia,
BosniaHerzegovina, and Albania after the end of the Contact Group
meeting
in Paris on Wednesday.
Asked how the world would react if Montenegro nevertheless opts

for independence, Vedrine said the international community was not
obliged
to say what it would do in reaction to something that has not yet
happened.
Praising the democratic changes in Belgrade, Vedrine said the
best
way to help was to understand that Yugoslavia needs time in order to
resolve its problems in stages and back all actions with legal
decisions.
All partners are in agreement on this, Vedrine said.
Asked if there were any disagreements on the situation in the
Balkans among the partners, he said the group had a joint policy, common

principles and core ideas, but that it was true that these were not
viewed
in exactly the same light by all.

BIJELO POLJE, April 12 (Tanjug) Montenegro's salvation lies in

its independence, Montenegrin President and Democratic Socialist Party
leader Milo Djukanovic said late Wednesday at the preelection convention
of
the coalition "Victory for Montenegro" in Bijelo Polje.
"We have been reconstructing and have almost reconstructed the
Montenegrin state after a whole century of its stumbling and systematic
extermination," Djukanovic said, and added that after a convincing
victory
of this coalition at the April 22 elections "a democratic referendum
will
be held in Montenegro."
He voiced hope that, at this referendum, the Montenegrin people

will give "a convincing majority vote for reconstruction and full
sovereignty of Montenegro," which the international community would
accept
and recognize.

PODGORICA, April 11 (Tanjug) As of December 2001, the euro
will
be the official currency in Montenegro, Montenegro's Premier Filip
Vujanovic announced in Podgorica late Tuesday.
Speaking at the promotion of the coalition "Victory of
Montenegro", comprising his Democratic Party of Socialists (DPS) and the

SocialDemocratic Party (SDP), Vujanovic said that "independence for
Montenegro, and its economic sovereignty are prerequisites for better
life," and that Montenegro will not allow someone else to control it any
more.
As a sovereign country, Montenegro will get more favourable
loans
from international financial institutions, but this will not be possible
if
it has to wait for Serbia to pay back huge loans obtained from the World

Bank, according to Vujanovic.

KOSTUNICA E' PREOCCUPATO!

KOSTUNICA PREOCCUPIED BY SURVIVAL OF COMMON STATE
BELGRADE, April 14 (Tanjug) Yugoslav President Vojislav
Kostunica
said he believed in the future of the common state of Serbia and
Montenegro
and that in the center of his attention was the survival of the common
state and its reconstruction.
Kostunica in an interview for the holiday issue of Glas
javnosti
daily newspaper said that "despite the means the authorities in
Montenegro
are clearly using, such as pressures, blackmail, threats, poisonous
rhetoric in the media, even the talk of hatred, I think what is rational

will prevail, which means that I believe in the future of a common
state."
Asked whether he would accept to run for president of Serbia in

case of the breakup of Yugoslavia, Kostunica said "at the moment when I
accepted candidacies of the Democratic Opposition of Serbia in the
summer
of last year I did not think about my personal career but about the
survival and future of the state, and I do not think about it now."
"Simply, there are so many reasons to fight for the survival of

the common state of Serbia and Montenegro and that is what I am thinking

about."
KOSTUNICA NO REASON WORTH BREAKING UP STATE
PODGORICA, April 15 (Tanjug) Yugoslav President Vojislav
Kostunica said Saturday evening he did not see any reason worth the
breaking up of the state community of Montenegro and Serbia.
"We can and should reconstruct Yugoslavia into a functional
federation, that will be correspond to the needs of Montenegro and of
Serbia," Kostunica said in an interview with the newlyfounded Podgorica
television production MN.
The Yugoslav President confirmed "that the will of the people
must
be respected, but a will that is not expressed against the backdrop of
pressures, blackmail and media manipulations and contrary to the
Constitution of Montenegro."
In his assessment, in regular conditions, the coalition of the
Democratic Party of Socialists and of the Social Democratic Party could
not
expect to win at the April legislative elections in Montenegro.
Commenting the statements of some Montenegrin officials that
Yugoslavia does not exist any longer, the Yugoslav head of state said
that
"the official authorities in Montenegro want one thing, and the whole
world
another."
"The whole international community says that Yugoslavia exists,

albeit inefficient in many elements," he said. "We want to make it
efficient and to what aspires our platform for new relations inside the
federation," Kostunica said.
YUGOSLAV PRESIDENT'S AIDE CALLS UNITARIZATION STORIES
PROPAGANDA
PODGORICA, April 13 (Tanjug) An aide to Yugoslav President
Vojislav Kostunica dismissed as unclear claims by Montenegrin officials
to
the effect that Kostunica's platform for a new federation of Serbia and
Montenegro is a political, rather than a government programme.
In a statement to Friday's issue of Glas Crnogoraca, Slobodan
Samardzic said that all of Serbia and part of Montenegro support the
"socalled political program", while "their socalled government program
drew
support only from a part of Montenegro that is colloquially referred to
as
'official', and they had better think about that".
Samardzic described as legally groundless claims by some
Montenegrin officials that consent to Kostunica's platform would mean
approval of unitarization of the common state.
Unitary states and federations do exist, and President
Kostunica's
platform envisages a federation with certain confederal elements, based
on
the specific structure of a possible federation of Montenegro and
Serbia,
Samardzic explained. Therefore, the unitarization story is sheer
political
propaganda, he noted.

LABUS MONTENEGRO'S DEBT OVER BILLION DOLLARS
BELGRADE, April 14 (Tanjug) The debt of Montenegro in the
total
debt of FR Yugoslavia to foreign countries is over a billion dollars,
and
not 307 million dollars as politicians in Podgorica claim, said Friday
evening Yugoslav Deputy Premier Miroljub Labus.
"If FR Yugoslavia was to disassociate, someone will have to
explain to the citizens of Montenegro that the per capita debt in that
Republic is much higher than in Serbia," Labus said in a Television
Politika talk show.
Pointing out he was speaking as an economist, Labus said he was

confident that FR Yugoslavia will be preserved, because its breakup
would
put off foreign capital inflow to Serbia and to Montenegro for at least
two
years, which is how long the process of redefining the debt balance
between
federation members would take.
INDEPENDENCE OF MONTENEGRO FROM ECONOMIST'S ANGLE - DINKIC
PODGORICA, April 14 (Tanjug) Yugoslav central bank governor
Mladjan Dinkic considers that the independence of Montenegro has no
economic reasons and would be more damaging than useful for the
Republic.
"The independence of Montenegro at this moment when Yugoslavia,

and Serbia, are making great strides in economic reforms and in their
integration into the world, has no meaning, all the more as the costs of

its independence will be greater than the benefits," Dinkic said to the
association of young journalists of Montenegro.
The governor of the National Bank of Yugoslavia considers that
the
Montenegrin economy is "not capable of surviving the competition of
European products."

DJUKANOVIC E VUJANOVIC: ANDREMO DRITTI ALLA META

DJUKANOVIC I WILL ASK FROM PARLIAMENT TO CALL REFERENDUM
BELGRADE, April 14 (Tanjug) President of Montenegro and of the

Democratic Party of Socialists (DPS) Milo Djukanovic said he was
convinced
his party will win at the upcoming elections after what he will ask from

parliament to call a referendum, and that the positions of Serbian
Premier
Zoran Djindjic were closer to him than those of Yugoslav President
Vojislav
Kostunica.
In an interview for the Saturday issue of Blic newspaper,
Djukanovic said he understands "a certain amount of fear of
international
political circles who, unfortunately, are not used to seeing civilized
solutions in the Balkans."
Djukanovic underlined that "the federal state does not have any

chance of surviving."
The Montenegrin president, speaking about relations with
Yugoslav
President Vojislav Kostunica and Serbian Premier Zoran Djindjic said "I
respect very much both the position of Mr. Djindjic and that of Mr
Kostunica...With Djindjic I have friendly relations, and I have known
him a
longer time. His pragmatism and realistic approach to economic and
social
issues and topics are closer to me," Djukanovic said.
THERE WILL BE NO MORATORIUM - VUJANOVIC
PODGORICA, April 14 (Tanjug) Montenegrin Premier Filip
Vujanovic
resolutely said that "there will be no moratorium for resolving
interstate
relations between Montenegro and Serbia."
In a statement for Radio Deutsche Welle, carried on Saturday by

Montenegrin media, Vujanovic said that the referendum on the statelegal
status of Montenegro will be called immediately after the constitution
of
the republic's new parliament, following elections on April 22.
He dismissed speculations that Montenegro's bid for
independence
might be the cause of instability in the region.
"The project we are proposing is in the interest of stable
relations of Serbia and Montenegro, and thereby of stability of the
region
as a whole," Vujanovic said.

coalition "The Victory is Montenegro's Milo Djukanovic" could not win at

the forthcoming parliamentary elections.
"Now I see what is the force that inspires our political
opponents
in Montenegro who persist in claiming there are many irregularities
here,"
Djukanovic said.

PODGORICA, April 16 (Tanjug) Democratic Party of Socialists
(DPS)
VicePresident and Montenegrin Premier Filip Vujanovic said that
Montenegro
will soon have its professional army.
The Podgorica daily Vijesti quoted Monday Vujanovic as saying
at
the DPS preelection panel in Andrijevica that "no one in Montenegro will

ever be able to set up commands or appoint commanders."
"In just a few months, Montenegro will have its own
professional
army and its own defence," he said. He pointed out that Serbia has
been
offered a union of internationally recognized states "as the best
solution
for future relations."
"If they refuse talks on the issue, we will become independent
at
a referendum and also we will live better," Vujanovic said.

              BUNGLING IN BALKANS REVEALED

              In a conflict, good guys and bad guys aren't always
clearly defined

For those interested in knowing how the Balkans got that
way -- Bosnia and Kosovo -- a rare, three-part TV documentary
concludes tomorrow evening on the History Channel.
              Yugoslavia: The Avoidable War is a product of New York's
Frontier Theatre and Film Inc., co-produced by George Bogdanich and
German TV producer Martin Lettmayer.
              Four years in the making, the documentary has been amended
as events unfolded, including the Kosovo war and its effects,
and was judged the Best Social Documentary at the New York
International Independent Film and Video Festival.
              There is a minimum of editorializing or unsubstantiated
comment in the documentary -- unusual for a topic as volatile,
controversial and emotional as the Balkans.
              The segment on Kosovo is of special interest to Canadians,
since we joined the war because the U.S. wanted a united front,
not because we had a clue what was going on, or why.
              Canada's former ambassador to Yugoslavia, James Bissett,
argued against the war, and history is proving him right. Truth
in Kosovo -- the Balkans -- is cloaked in half-truths and propaganda.
              The documentary shows Madeleine Albright, first as UN
ambassador and later as U.S. Secretary of State, not only opposing
Serbs, but mindlessly endorsing Bosnia and eager for war in
Kosovo. She hand-picked Canada's Louise Arbour to be war crimes
prosecutor, who had no experience with the Balkans and
tended to believe every atrocity claimed by the Muslims.
           Video footage shows Albright rejecting evidence that
Bosnians bombed or mortared their own people, then blaming the
Serbs in order to persuade NATO to attack the Serbs -- a ploy as
ancient as warfare itself, and repeatedly proven both in Bosnia
and Kosovo.
              The supposed massacre at Racak, in Kosovo, which lit the
fuse for the 78-day air war, has been shown to be a hoax -- dead
Kosovo Liberation Army (KLA) fighters (since given military
funerals) were arranged in a gully to appear as if massacred,
complete with mutilations and torture -- proclaimed by both Albright and
Clinton.
              President George Bush (Dubya's dad) was also captive of
anti-Serb mania, perhaps because the Bosnian and Kosovo sides hired
New York public relations firm Ruder-Fenn. Serbs were too dumb
to do likewise.
              Retired U.S. generals were actively involved in advising
and guiding both Bosnians and Croats against Serbs of Krajina,
massacring and "ethnically cleansing" some 300,000 of them
in Operation Storm -- mindful of Desert Storm (the same
planners).
              To his credit, Canada's General Alain Forand defied orders
in efforts to save Serb refugees in Knin from massacre.
              In conflicts, we -- the allies -- like good guys and bad
guys to be clearly defined.
              Who is right, who is wrong; who are victims, who villains.
White hats versus black hats.
              The Balkans don't work that way. The tragedy of the Serbs
(apart from having Milosevic as president) is that their public
relations was so inept that they were effectively demonized.
             From the start, Croatia got clandestine help and weaponry
from the U.S. and Germany, despite reviving Nazi symbols (checkerboard
flag) of the Ustashe.
              The West conveniently forgot -- and wasn't reminded --
that Serbs were first to fight the Nazis in Yugoslavia and at
enormous risk saved downed Allied airmen in the Second World War.
              In Kosovo, after the Second World War, 80% of the Serb
population was pushed out by Albanians. Post-war Albania was the
world's most paranoid country -- too recalcitrant for even the Red
Chinese.
              KLA atrocities to incite reprisals by Yugoslav security
forces in turn incited anti-Serb reaction from the U.S. --
overriding European reluctance to get involved. The U.S. pushed NATO
from being a defensive alliance into an aggressive one.
              Interviewed in the documentary are the likes of Lord
Carrington, Lord Owen, the New York Times' wise David Binder (with
laser-like insight about the Balkans), Generals Lew MacKenzie and
Britain's General Sir Michael Rose (whose proof that Muslim
atrocities against Muslims in order to blame Serbs was ignored).
              In a perfect world, what the U.S. and NATO did in the
Balkans might constitute a war crime.
              But the international tribunal in the Hague is winners
against losers; a conspiracy of silence among 19 NATO belligerents
guarantees protection.
              What's done is done, but have lessons been learned?
              Doubtful.
              So far, some 2,100 bodies have been recovered in Kosovo
(no mass graves), while the Red Cross lists 3,368 missing among all
ethnic groups -- a far cry from the 100,000 dead initially
announced by U.S./NATO. Canada's former ambassador Bissett put it
succinctly and sadly:
              "There's no question that Kosovo was an unnecessary war
... an attempt to bomb Yugoslavia into submission that should be
of concern to all people ... We have the United States as a
very powerful military force that no longer sees diplomacy and
negotiation as worth their while."
              In retrospect, if Yugoslavia had been left alone, Balkan
people would have worked things out with fewer casualties, less
misery and more hope for the future.
              The U.S. blew it -- as it often does when it dabbles in
areas it knows nothing about.

Today in Belgrade, in front of the Government of Serbia building, second
mass
rally of support for Slobodan Milosevic was held.
25.000 of citizens and leadership of SPS demanded in the rally that
president of
SPS Slobodan Milosevic should continue medical treatment in Military
Medical
Academy. After political pressure on physicians, president Milosevic was

returned yesterday afternoon from that hospital to Central County Jail
in
Belgrade.
Yugoslav and international social, professional and humanitarian
organizations
are called in action of support to demands for release of Slobodan
Milosevic
from detention, so that he could defend himself free on bail, and for
termination
of persecutions and political trials.
Speakers emphasized that new regime is transforming Serbia into
concentration
camp, but people demands freedom and dignity.
Those who spread hatred and fear (advocating foreign, not Serb
interests), will
get the same in return, but doubled.
Citizens of Montenegro are greeted and called to vote against separatism
and for
Yugoslavia, free and common state of Serbian and Montenegrin people and
of
all it's citizens.
The wave of demonstrators then moved trough Nemanjina street to the
Palace of
Justice with intention to deliver a petition for release of Slobodan
Milosevic.
The petition could not be delivered with the explanation that there is
no one in
the court authorized to receive the delegation of the rally.
Demonstration ended with a call for new rally next Saturday in capital
of
Vojvodina, Novi Sad.

European diplomats that William Walker was "inextricably linked
with
the CIA". In their story, diplomatic and intelligence sources
alleged that
the team led by Walker had been a 'CIA front' helping the KLA
with
logistical and technical support. Walker had previously been an
ambassador to El Salvador in the 1980s, when Washington backed
extreme-right wing paramilitaries in that country's civil war.
Echoes of the Gulf of Tonkin, the CIA-manipulated story of the
'torpedoing' of two US destroyers that escalated the Vietnam
war, are
resonant. On 12 August 1998, the US Senate Republican Policy
Committee had commented: "Planning for a US-led Nato
intervention in
Kosovo is now largely in place. The only missing element seems
to be an
event - with suitably vivid media coverage - that could make the

ME?UNARODNOJ JAVNOSTI

Prošlo je dve godine od po?etka zlo?ina?ke agresije
Severnoatlantskog pakta protiv Jugoslavije 24. marta 1999.
godine. Herojska odbrana srpskog naroda bila je ujedno
odbrana
prava, pravde i humanizma.

Opasnosti po mir u regionu i svetu danas nisu umanjene. Na
Balkanu NATO, umesto da izvrši rezoluciju SB 1244 (1999),
da
raspusti i razoruža teroristi?ku "OVK", on joj je promenio
ime u
"KZK" (Kosovski zaštitni korpus), opremio NATO-vim oružjem
i
gurnuo u nove sukobe i etni?ko ?iš?enje - u Pokrajini,
južnim
srpskim opštinama, Makedoniji. NATO produbljuje
destabilizaciju,
ohrabruje separatizme i promene granica, izvode?i nove
podele.
Stanje na Balkanu je danas gore nego pre agresije na SRJ.

Polaze?i od tragi?nog iskustva naroda Balkana, zahtevamo:

1. RASPUŠTANJE NATO PAKTA.

Agresijom na Jugoslaviju 1999. godine, NATO je pogazio
Povelju
UN, me?unarodno pravo, svoj osniva?ki akt i ponizio Savet
bezbednosti UN. Ekspanzionisti?ka, imperijalisti?ka
politika NATO
predstavlja najve?u ko?nicu demokratizacije me?unarodnih
odnosa i najve?u prepreku za uspostavljanje pravednog
svetskog
poretka.

2. MOMENTALNI ODLAZAK NATO SA BALKANA.

LJudske patnje, hiljade civilnih žrtava, milioni izbeglica,
stotine
milijardi dolara štete, pretvaranje Kosova i Metohije i
tzv. zone
kopnene bezbednosti na jugu Srbije u odsko?nu dasku
albanskog
terorizma i organizovanog kriminala prema Evropi - samo su
neki
rezultati NATO-ve "humanitarne intervencije" i ukupne
politike
NATO na Balkanu.

3. ODGOVORNOST ZA ZLO?INE I RATNU ŠTETU.

Liderima NATO koji su izazvali smrt hiljada ljudi,
humanitarnu,
ekonomsku i ekološku katastrofu, a posebno liderima
prethodne
ameri?ke administracije, mora se suditi za zlo?ine protiv
mira i
?ove?nosti. Ratna šteta i gubici zbog nezakonitih sankcija,
moraju
se nadoknaditi.

4. ZABRANU RADIJACIONIH ORUŽJA.

Upotreba uranijuma, plutonijuma i drugih radioaktivnih
materija,
sa trajnim genetskim i ekološkim posledicama, predstavlja
zlo?in
koji se mora sankcionisati. UN su pozvane da izri?ito
zabrane
proizvodnju i primenu svih radijacionih oružja, a kao
privremenu
meru uspostave svoj nadzor nad kapacitetima za proizvodnju
i nad
postoje?im stokovima takvog oružja, do njihovog uništenja.
Žrtve
radijacionog oružja imaju pravo na pravi?nu naknadu, što GS
UN
treba da podrži.

5. UKIDANJE TZV. TRIBUNALA U HAGU.

Od svog osnivanja suprotnog me?unarodnom pravu, tzv.
"Me?unarodni krivi?ni trubunal za bivšu Jugoslaviju",
predstavlja
instrument NATO za su?enje Srbima kao žrtvama razbijanja
zemlje
i agresije, da bi se prikrila odgovornost zlo?inaca iz
NATO.

Socijalisti?ka partija Srbije poziva sve snage mira,
slobode,
pravde i prava i pojedince da se priklju?e ovom apelu i
javnim
manifestacijama i konkretnim akcijama doprinesu njegovom
ostvarivanju.

APPEAL
TO THE INTERNATIONAL PUBLIC


Two years passed since the beginning of the criminal North
Atlantic Treaty Organisation's aggression against
Yugoslavia, on 24th of March 1999. Heroic defence put up by
the Serb people was also defence of law, justice and
humanism.
Dangers for peace in the region and in the world have not
diminished. Instead of implementing resolution of the
Security Council No.1244(1999), to disband and disarm
terrorist "KLA", NATO changed that organisation's name into
"KPC" (Kosovo Protection Corps), equipped it with NATO
armament and set it onto new confrontations and ethnic
cleansing in the Province, southern Serbian municipalities, in
Macedonia. NATO deepens instability, encourages
separatism and change of borders, makes new divisions.
Situation in the Balkans is today worse then before the NATO
aggression against FR of Yugoslavia.

Departing from the tragic experiences of the
peoples of the Balkans, we are demanding:


1. DISSOLUTION OF NATO
By its aggression on Yugoslavia in 1999, NATO
trampled over the UN Charter, international law,
its own founding act and humiliated Security
Council of UN. Expansionist, imperialist policy of
NATO represents the biggest impediment to
democratisation of international relations and
largest obstacle for establishment of a just
international order.
2. IMMEDIATE DEPARTURE OF NATO FROM
THE BALKANS
Human sufferings, thousands of civilian victims,
millions of refugees, hundreds of billions of
dollars in damages, transformation of Kosovo and
Metohia and so-called Ground Security Zone in
the south of Serbia into springboard for Albanian
terrorism and organised crime against Europe -
are only some of the results of NATO's
"humanitarian intervention" and of general NATO
policy in the Balkans.
3. RESPONSIBILITY FOR CRIMES AND WAR
DAMAGES
NATO leaders, that caused death of thousands of
human beings, humanitarian, economic and
environmental catastrophe, and particularly
leaders of the previous American administration,
must be tried for crimes against peace and
humanity. War damage and losses due to the
illegal sanctions must be compensated for.
4. BAN ON RADIATION WEAPONS
Use of uranium, plutonium and other radioactive
matter, causing permanent genetic and
environmental damage represents a crime that
must be sanctioned. UN are called upon to put an
explicit ban on manufacture and use of all the
radiation weapons, and to, as an interim
measure,
establish its monitoring over manufacturing
facilities and existing stocks of such weapons,
untill their annihilation. Victims of radiation
weapons have the right to just compensation -
UN GA should support that.
5. ABOLISHMENT OF SO-CALLED HAGUE
TRIBUNAL
Ever since its inception contrary to the
international law, so-called International Criminal
Tribunal for former Yugoslavia, represents an
instrument of NATO for persecution of Serbs, as
victims of partition of their country and
aggression, in order to cover the responsibility of
criminals from NATO.

Socialist Party of Serbia calls upon all the
forces of peace, freedom, justice and law and
individuals to join this Appeal and by public
manifestations and specific actions
contribute towards its attainment.

“BOBANIJADA” i “YU” LIGA

U vrijeme kada nasi politicari dobijaju ospice pri spomenu Balkana,
hrvatski sportasi sve glasnije zagovaraju sudjelovanje u YU ligi, jer
drugacije ne mogu prezivjeti.Dakako, oprezno se barata nazivima buduceg
sustava natjecanja : srednjeevropska, jadranska, interliga...Sve u duhu
Racanove postapalice - regionalna liga da, YU liga ne.
Hokejasi su vezani za led, pa su ga i prvi “probili”. Drugorazredna
ekipa beogradske Crvene zvezde privukla je u zagrebacki Dom sportova
7000 ljudi ! Kosarkasi kazu sve je spremno za start tzv. jadranske lige,
koja bi ukljucivala najbolje crnogorske, hrvatske, slovenske, eventualno
talijanske, te madjarske i austrijske klubove. Nema veze sto Madjarska i
Austrija ne izlaze na more, zato mogu “izaci” u “jadransku ligu”, a na
vrata kucaju Partizan i Crvena Zvezda, pa i skopski Rabotnicki i
sarajevska Bosna, sto ce se umotati u raljama politike.
Sarajevske novine objelodanjuju da su se u Hamburgu sastali
predstavnici bivse nogometne ,,velike cetvorke", Hajduka, Dinama,
Zvezde i Partizana i dogovarali osnivanje Balkanske lige. Hrvatske
novine, pak, pisu kako je zalosno sto stadion ili dvoranu mogu napuniti
samo srpski klubovi, sto je nasem gledaocu jos privlacnija Zvezda ili
Partizan od Rijeke ili Osijeka, te da jos nije vrijeme za nekakve lige
"od Vardara pa do Triglava" i da je svima jasno kako nisu u pitanju
sportska nadmetanja, vec festivali sovinizma i mrznje, igralo se u
Ljubljani, Sarajevu, Zagrebu ili Beogradu. Dinamov "boss" Velimir Zajec
kaze da bi njegov klub zanimala eventualno srednjoevropska liga, s
Austrijom, Slovenijom i Bosnom, ali dalje na istok ne zele. Predsjednik
Dinama Mirko Bansic kuka sto ,,plave" nitko ne gleda, uporno
organiziraju utakmice znajuci da ce poslovati s gubitkom i stoga
ozbiljno
razmis1ja o preseljenju na pomocni stadion, iako je to ,,uzasna degrada-

cija"... Onomad se trazila karta vise za utakmicu Croatije i Partizana,
takoder stadion u Maksimiru bio je pun kad su igrale reprezentacije
Hrvatske i Jugoslavije. Klupski je nogomet u Hrvatskoj spao na nekoliko
stotina gledatelja, a i " vatrene" se sve manje gleda.
Godina 2001. bit ce godina druge, prave smrti ,,vatrenih": prva se
smrt dogodila u Maksimiru na utakmici protiv Jugoslavije, a druga
upravo gledamo - komentira tjedni prilog Magazin jutarnjeg Lista.
Zvonimir Boban, bacio se pod reflektore politike. Osim sto je sjedio na
utemeljiteljskom stolu Tudman-Hebrangove udruge, u Slobodnoj
Dalmaciji dao je intervju koji je zaprepastio one koji su ga poznavali
i postovaIi. Neopisivo nesnosljivim diskursom Boban je za one koje je
proteklih deset godina bilo razdoblje mraka optuzio da se ne mogu
pomiriti s hrvatskom drzavom i pozvao ih da iz Hrvatske jednostavno
odu. Potom je zaboravio da je upravo on taj koji je iz Hrvatske otisao,
da je od tih deset godina u Bariju i Milanu proveo devet, a nama ostavio

da ovdje konzumiramo ,,takozvani mrak".
Cinjenica je da dobar dio hrvatske javnosti, ukljuctjuci i gorljive
navijace, nacionalnu nogometnu vrstu nije simpatizirao. Krivnju za to
umnogome snose najistaknutije figure: Ciro neukusnim udvornistvom
vlasti i sumnjama u necasne radnje, Stimac kladionicarsko-reketaskim
repovima, Suker egoizmom, a Boban time sto je - bas kao u spomenutom
intervjuu - ustrajno odbijao vidjeti drustvenu realnost, u kojoj su
vegetirali njihovi navijaci. Problem je u tome sto su ,,vatreni" postali

politicka metafora. Onog casa kada je HDZ nestao, ,,vatreni" su postali
interesni nostalgicari tog nenormalnog stanja, plutajuci odvjetak
proslog
sustava, nalik na neku od odmetnutih hrvatskih tajnih sluzbi. Na kraju
je stigao i potpis na peticiju generala. Boban i druzina doveli su sve
nas u zalosni skripac: navijanje za reprezentaciju postalo je ideoloski
izbor, a ne patriotski refleks. Zato je druga smrt ,,vatrenih" dobra
stvar.
Osim sto ce s ekrana maknuti neka lica koja nikomu ni po cemu ne
mogu biti drustveni uzor, ta ce druga smrt osloboditi reprezentaciju
pretpolitickih konfrontacija i sto je vaznije, zvizduka. Neki ce od
junaka
ove price u mirovinu, ako bas ne u zatvor, neki ce zamijeniti navodni
status politicke vertikale i toboznju neutralnost ,,pravom", svrstanom
politikom, koja je postenija cak i onda kad je surova i bezobrazna poput

one iz Bobanova intervjua.
U meduvremenu, novi selektor stvara novu reprezentaciju, klubovi
su stisnuti neimastinom, traze model kako vratiti gledaoce u dvorane
na stadione, a prepucavanja oko novih regionalnih sustava natjecanja
(citaj YU-lige) se nastavljaju, cekajuci na ,,blagi blagoslov" hrvatske
politike, cinjenica je da Hrvati sebe dozivljavaju kao sportsku naciju,
ali je i cinjenica da je sportas godine naturalizirani dizac utega
(kupljeni
sportas), koji nam je donio jedino zlato 5 olimpijskih igara. Kolektivni

sportovi poceli su gubiti bitku s individualnima. Novi sportski asovi su

skijasi, plivaci, bacaci kladiva, dizaci utega... Njima nije potrebna
regionalna liga. A ,,trofejni" nogometati, kosarkasi i vaterpolisti neka

razmisljaju kako ce i sto ce u narednom razdoblju.

LA “BOBANIADE” E LO “YUGO”-CAMPIONATO

Nel tempo in cui i nostri politici [croati] prendono il morbillo non
appena sentono parlare dei Balcani, gli sportivi croati sempre più
caldeggiano la partecipazione ad uno “yugo”-campionato, perché
altrimenti non possono sopravvivere. Certamente si fa attenzione alla
denominazione della futura organizzazione di competizioni sportive: lega
centroeuropea, adriatica, interlega... Tutto nello spirito della
politica di Racan [primo ministro croato] - lega regionale si ,
“yugo”-lega no.
I giocatori di hockey sono legati al ghiaccio, e perciò sono stati loro
i primi a “romperlo”. Una squadra di serie B, la Crvena Zvezda [Stella
Rossa] di Belgrado, ha attirato al Palasport di Zagabria 7000 persone! I
giocatori di pallacanestro dicono che tutto è pronto per l’inizio della
cosiddetta Lega adriatica che dovrebbe includere le migliori squadre
montenegrine, croate, slovene, eventualmente italiane e poi ungheresi e
austriache. Che importa se l’Ungheria e l’Austria non hanno sbocco al
mare, quando possono “sboccare” nella “Lega adriatica”... Alle porte
invece bussano il Partizan e la Stella Rossa belgradesi, poi il
Rabotnicki di Skoplje e la Bosnia di Sarajevo, che si inseriscono nelle
fauci della politica.
I giornali di Sarajevo rivelano che ad Amburgo si sono incontrati gli ex
“quattro grandi” del calcio jugoslavo, l'Hajduk, la Dinamo, la Zvezda ed
il Partizan, per parlare della formazione di una Lega balcanica. Invece
i giornali croati scrivono rammaricandosi che stadi e palazzetti vengono
riempiti soltanto dai club serbi, e che per lo spettatore croato sono
più interessanti la Zvezda o il Partizan che non il Rijeka o l'Osijek, e
che non è arrivato ancora il momento per leghe tipo "dal Vardar al
Triglav" [dalla Slovenia alla Macedonia, N.d.t.], e che a tutti è chiaro
che non sono in questione soltanto antagonismi sportivi, bensi' festival
di sciovinisti e di odio, sia che si giochi a Lubiana, a Sarajevo, a
Zagabria o a Belgrado. Il “boss” della Dinamo, Velimir Zajec, dice che
il suo club sarebbe interessato ad una eventuale Lega centroeuropea con
l’Austria, la Slovenia e la Bosnia, ma non più ad Est! Il presidente
della Dinamo, Mirko Barisic, lamenta che gli “azzurri” [i giocatori
della Dinamo] non li va a vedere più nessuno. Stanno organizzando
partite con insistenza, sapendo di lavorare in perdita, e perciò stanno
pensando seriamente di passare ad uno stadio più piccolo, anche se
questo rappresenta “una terribile degradazione”. All’epoca si chiedeva
sempre un biglietto “in più” per la partita Croazia [Dinamo]-Partizan e
anche lo stadio di Maksimir faceva il pieno quando giocavano la
nazionale croata contro quella jugoslava. La tifoseria del calcio si è
ridotta in Croazia ad alcune centinaia di spettatori. Anche gli
Irriducibili si vedono sempre meno [in Italia pero' quando si vedono
c'e' da preoccuparsi, come dimostrano i fatti di Milano dello scorso
anno, quando decine di ultras nazisti croati hanno messo a ferro e fuoco
il centro cittadino, ndT].
L’ anno 2001 sarà l’anno di una nuova vera e propria morte per gli
Irriducibili. La prima è stata a Maksimir con la partita contro la
Jugoslavia, mentre adesso stiamo proprio assistendo alla seconda -
commenta l’inserto del settimanale “Jutarnji list”. Zvonimir Boban si è
messo sotto i riflettori della politica. A suo tempo stava al tavolo di
insediamento dell’organizzazione Tudjman - Hebrang. Al quotidiano
Slobodna Dalmacija ha rilasciato una intervista che ha raggelato tutti
quelli che lo conoscevano e lo stimavano. Con un discorso vergognoso,
Boban ha accusato tutti quelli che considerano gli ultimi dieci anni
come un periodo buio perché non si sono rassegnati allo Stato croato,
perciò li ha invitati semplicemente ad andarsene dalla Croazia.
Dimenticando che proprio lui se ne andò dalla Croazia 10 anni fa e 9 di
questi anni li ha passati a Bari e a Milano, lasciando a noi di
consumare il “cosiddetto buio”.
Il fatto è che una buona parte del pubblico croato, inclusi i tifosi
piu' accesi, non ha simpatizzato molto per quella specie di nazionale
calcistica... La colpa di cio' e' in gran parte delle figure più in
vista: Ciro Blazevic, con la sua adulazione di cattivo gusto verso il
governo [spec. verso Tudjman] ed a causa di atti poco chiari; Stimac,
per i giochi d’azzardo; poi l’egoismo di Suker e di Boban, il quale,
proprio come emerge nell’intervista, rifiutava di vedere la realtà
sociale nella quale vivevano i suoi tifosi.
Il problema è che i tifosi più accesi sono diventati metafora politica.
Ad un certo momento l’HDZ [il partito di Tudjman] stava scomparendo. Gli
Irriducibili sono diventati interessati nostalgici di quella situazione
anormale, un residuo galleggiante del passato sistema, simile a qualcuno
di quei servizi segreti croati in stato di abbandono. Infine è arrivata
la petizione per i generali. Boban e compagnia ci hanno spinto in un
deplorevole imbarazzo: il tifo per la nazionale è diventato scelta
ideologica e non un riflesso patriottico. Perciò la seconda morte degli
Irriducibili è una cosa positiva. Questa morte non rimuovera' soltanto
dagli schermi alcuni personaggi che non possono proprio essere portati
ad esempio dal punto di vista sociale, ma libererà anche la nazionale da
problematiche prepolitiche e, cio' che è più importante, dai fischi.
Alcuni degli eroi di questa storia andranno in pensione se non proprio
in galera. Alcuni cambieranno il cosiddetto status della verticale
politica, in apparenza neutrale, con un “giusto” schierarsi politico, il
che è più onesto anche quando è brutale e sfacciato, come nel caso
dell’intervista di Boban.
Nel frattempo, mentre il nuovo selezionatore sta formando la nuova
nazionale ed i club sono pressati dalla povertà, si cercano nuove
ricette per far ritornare gli spettatori nei palazzetti e negli stadi, i
battibecchi sui nuovi sistemi interregionali (leggi:yugo-lega)
continuano in attesa della "benedizione" della politica croata. I croati
si identificano come nazione sportiva, ma il fatto è che lo sportivo
dell’anno, un atleta di sollevamento di pesi, è un croato naturalizzato
(comprato) che ha portato l’unico oro dai Giochi olimpici. Gli sport di
squadra hanno incominciato a perdere nel confronto con quelli
individuali. I nuovi assi sportivi sono gli sciatori, i nuotatori, i
lancia-martello, gli alzatori di pesi... Essi non hanno bisogno della
lega regionale. Mentre i “premiati” calciatori, cestisti, giocatori di
pallanuoto, dovranno chiedersi come e cosa fare di qui a poco.

“International War-crimes Tribunal” financed by
the United States Government and US Multi-Nationals

It’s as if Washington itself were to try Milosevic!

The “Tribunal” is only interested in putting Milosevic on trial - not
Sharon, nor Pinochet nor the Murderer Generals from Turkey: Is it
impartial? Financed by the United States government and by Americain
millionaires, it refuses to investigate the war-crimes committed by NATO
and by the Albanian terrorists: Is it independent? Its modus-operandi
throws overboard numerous principles of law: Is it legal? We have a
portrait of a very bizarre “Tribunal”….

Should Milosevic go on trial in the Hague? Whatever your opinion of the
former President of Yugoslavia (and on the people really responsible for
the wars in the Balkans) should he not have the same right as any other
man to be tried by a fair and neutral tribunal that respects the law?

According to article 16 of the statute book of this famous War Crime
Tribunal, the Prosecutor is to act independently and not be subject to
orders from any government. According to article 32, the expenses of the
tribunal must be covered by the United Nations Budget. These two
principles are constantly being thrown out of the window

The President of the Tribunal, Gabriella Kirk McDonald, herself, told
the United States Supreme Court “"We benefited from the strong support
of concerned governments and dedicated individuals such as Secretary
Albright. As the permanent representative to the United Nations, she had
worked with unceasing resolve to establish the Tribunal. Indeed, we
often refer to her as the "mother of the Tribunal”. What a charming
mother! She declared on national television that sending five hundred
thousand Iraki children to their death was “justified”!
When the War Crimes Tribunal’s Chief Prosecutor, Louise Arbour indicted
Milosevic, guess whom she informed first… Bill Clinton – two days before
informing the rest of the world. Like her successor, Carla Del Ponte,
she often appeared in public with US officials. In 1996 she met the
Secretary-General of NATO and its European Commander in Chief “to
discuss the logistics of co-operation,” before signing a “memorandum of
mutual understanding”.

So who is paying the Piper?…..
Well, between 1994 and 1995, the War Crimes Tribunal received from the
US government $700,000 cash and $2.3 million worth of computer
equipment. From the Rockefeller foundation it received $50,000 and from
the US Multi-Millionaire speculator, George Soros, $150,000. Soros was
financing, at the same time, the main Albanian separatist newspaper in
Kosovo. Other donors: The giant Time Warner media empire (this might
explain some of the media silence on the dark sides of the War Crimes
Tribunal). And then there is the Oh, so official “Institute for Peace”
set up by President Reagan. A large number of the War Crimes Tribunal
lawyers come from the Coalition for International Justice, founded and
financed by …. Yes, you’ve guessed – George Soros. In May 2000 its lady
President McDonald thanked the US government for “generously providing
$500,000.” “ The moral imperative to end the violence in the region is
shared by all, including the corporate sector, she said. I am pleased,
therefore, that a major corporation has recently donated computer
equipment worth three million dollars".

With sponsors such as these, it is easy to understand why the War Crimes
Tribunal only pursues the enemies of the United States. That is why the
Croat and Muslim Nationalist leaders remain unpunished for their crimes
of ethnic cleansing during the wars of 1991 to 1995. Likewise the
leaders of the KLA and of NATO who were responsible for an illegal war
and for deliberately destroying the civil infrastructure of Yugoslavia
and for using unlawful weapons (cluster bombs and depleted uranium
bombs). Here are the real reasons for pursuing Milosevic:

1) An attempt to lay guilt on the Serbian people as a whole and thereby
hide the fact that the USA and Germany provoked and encouraged the wars
in Yugoslavia.
2) The wish to intimidate a Head of State who resisted globalisation.
3) The need to whitewash NATO’s criminal war, whose pretences and
media-lies have fallen through.

10 principles of law violated by the International War Crimes Tribunal

The Tribunal, in fact, betrays several totally fundamental principles
of law: the separation of power (executive, legislative and judicial),
equality between prosecution and defence, presumption of innocence till
proved guilty….

1) The International War Crimes Tribunal was founded in 1993 by the
United Nations Security Council (15 members dominated by the great
powers and the US veto) on the insistance of Senator Albright. The
normal channel for creating such a tribunal, as the United Nations
Secretary General pointed out at the time, would have been “via an
International Treaty established and approved by the Member States
permitting them full exercise of their sovereignty.** However,
Washington imposed an arbitrary interpretation of Chapter VII of the
United Nations Charter, that allows the Security Council to take
“special measures” to restore International peace. Is the Creation of a
Tribunal a “special measure”? Hardly. The International War Crimes
Tribunal itself is not legal.
2) Without precedent in the history of law, the Tribunal was empowered
with the task of setting up its own laws and regulations – regulations
that it has in fact modified frequently. Through a totally ludicrous
procedure for making changes, the President can make them on his own and
have them ratified by fax by the other judges! (rule 6).
3) Here’s another creative innovation. The laws of the International War
Crimes Tribunal can be retrospective - edited and tailored to fit the
facts after the event.
4) Worse still: the Prosecutor can also change these rules (the defence
can’t). And there is no "investigating judge" enquiring into charge and
counter-charge. The Prosecutor conducts the enquiry any way he pleases.
5) The Court can refuse a defence lawyer or simply not listen to him if
it finds him “aggressive” (rule 46).
6) The Prosecutor can with the approval of the judges, refuse to allow
council for the defence to consult certain books, documents, photos and
other material proofs (rule 66).
7) Moreover, the source of testimony and information can stay secret.
This means that the CIA agents can fill their dossiers with illegally
gathered accusations (through phone tapping, corruption, theft) without
having to submit to any kind of verification or cross-examination.
8) Representatives of other States (participants in the conflict, but
allied to the United States) can also submit confidential information
without having to undergo any questioning whatsoever.
9) An indictment can remain secret “in the interests of justice” (rule
53), so the accused cannot defend himself in the normal way.
10) A suspect, i.e. someone who has not even been indicted, can be
detained for ninety days before being charged – ample time to extract a
forced confession. Then rule 92 stipulates than confessions will be
deemed trustworthy unless the accused can prove the contrary. Whereas,
everywhere else in the world, the accused is presumed innocent until
proved guilty.

No national tribunal, in the United States or anywhere else in the world
would operate in such a blatantly unlawful or arbitrary manner. But when
it comes to condemning the enemies of the United States of America
principles of law no longer count. According to the masters of the
world, right belongs to the strongest and the richest.
