Marek Glogoczowski, a Polish dissident writer analysed the covert
methods,
allegedly used by the Soviets to subdue Poland after WW2, to those
currently observed. Here is my digested translation of the article, with
an
analogy to the present in brackets. I have expanded the analogies with
my
own observations from Poland (in Italics).

1. Direct agricultural policy concerning individual farming so as to
make
farming unprofitable, … cause national agriculture to become deficient
in
fully covering national food needs and make food supply dependent on
imports. [Collective farming concept from that time is now replaced by
strict dependency of farmers from foreign concerns who monopolise food
processing, dictate dumping prices for farm products.]
2. Cause all directives and legislation in legal, economic and
administrative domains to be imprecise. [Unchanged. One of the first
'reforms' of the new government was an astronomical expansion of the
bureaucracy at the county and regional level. The new posts are manned
with
"verified" persons loyal to the central party in power in order to
assure
total control.]
3. Cause that several commissions, offices, social institutions be
created
for every matter, but none of them should have powers to make final
decisions. [Unchanged.]
4. Workers self-governance at places of work should not have any
influence
on the direction of activities of the enterprise. [Unchanged.]
5. When creating and expanding enterprises make sure that industrial
effluent discharges into drinking water reservoirs and rivers. [Present
liquidation of industry entails ensuring that post-consumption waste is
disposed of upstream of drinking water supply. Recycling of waste
materials
such as paper, glass, plastic or aluminum cans should be made as
difficult
as possible. Municipal policy should be steered so as to create as many
uncontrolled waste dumps and other waste disposal places as possible,
especially near passenger rail routes and railway stations. This way the
population will constantly see apparent shabbiness of their own country.
Industrial lobbies press for conversion of solid waste to toxic air
pollution - out of sight out of mind.]
6. Expand the administration at all levels as much as possible.

Creation of local governments was advertised as giving power to the
people.
In effect the central government still controls funding, while local
politicians bureaucrats largely stifle any progressive initiative,
unless
they get their personal share in the deal.]
7. Place the Church under special observation and direct its educational
activities so as to cause widespread disgust to this institution.

8. In primary and in trade education and particularly in secondary and
higher education cause lack of correlation between subjects, limit
publication of source materials, eliminate Latin, Greek, philosophy,
etc.

9. Inspire national celebrations of the nation's struggle with invaders,
especially Germans, and the struggle for socialism. [Now celebrations
condemn crimes of communism, especially those committed by Soviet
Russia.
September the 1st, the anniversary of Hitler's invasion of Poland is
modestly announced as "start of WW2", and 17 days later -- "invasion of
Poland by Soviet Russia" (under German-Soviet secret treaty).
Significant
economic achievements of Poles in the communist era are denigrated as
"50
years of wasted time" by a government who has ruined the society and
economy over the last 10 years.]
10. Make sure that people in executive positions are periodically
replaced
by nominees with the lowest qualifications. [Unchanged.]

People who dare to point out the analogies are instantly demoted or
fired.
Glogoczowski gives an example of chief editor of dissident "Trybuna,"
who
was fired January 16, 2000, for that reason.

Glogoczowski expands the above list with quotes from Aleksander
Zinoviev's
"La grande rupture".
11. Crucial, typical characteristics of the social system of the nation
slated for colonialization should be discredited.
12. The country being colonized should be destabilized, its economic,
political and ideological crises - fanned.
13. The population should be divided into antagonistic groups,
opposition
movement should be supported and the intellectual elites tied to the
privileged groups.
14. At the same time widespread propaganda should glorify Western way of
life. [Fuck the cola, fuck the pizza, Serbs have their slivovica.]
15. A desire for wel-being similar to that in the West should be
stimulated
among the people.
16. An illusion should be created that the well-being can be reached in
a
very short time, provided the country embarks on a process of reforms
dictated by the West.
17. All shortcomings of Western societies should be presented among the
people as virtues expressing personal freedom.
18. Parasitism should be developed with all possible means. Economic aid
should only serve to destroy domestic manufacture.
19. The West should be presented as a benevolent saviour who liberates
the
country from mistakes of its former existence.
Zinoviev ends his book (translation back into English from Polish, may
not
be verbatim - P.B.);
"The country being colonialized is put into such state that in all
domains
it becomes unable to exist on its own. It is de-militarized to such
degree
that any military resistance on its part becomes impossible. Its
military
can at the most be used to control protests and to extinguish possible
insurrections. National culture is marginalized to a level of
vegetating.
Its place is taken by the culture, or more appropriately the
sub-culture,
of the West."

Glogoczowski postulates that both covert and overt subjugation
programmes
presently implemented by the West (USA) are much more precise and
tighter
compared to the Soviet model from 50 years ago. The new genre of
Western
monoculture is unusually aggressive and immune to any criticisms for its
feelings of "racial" superiority.
Zinoviev makes a similar remark at the end of his book:
"Westernization of our planet […] makes it impossible to preserve any
seat
from which some form of evolution different form that being copied from
the
West could evolve. By appropriating the world, though only for the
purpose
of deriving profits from it, the West is nipping in the bud all
potential
directions of evolution that could rival it."

Missile Part Hits Bulgaria Resort
SOFIA, Bulgaria (AP) -- Part of an air defense missile fell on a Black
Sea resort during army exercises, damaging two bungalows, the Defense
Ministry said Friday.
Nobody was injured in the mishap, which occurred Thursday afternoon in
the resort of Rusalka, some 311 miles northeast of Sofia, as air defense
units were training at a nearby shooting range.
According to a preliminary investigation, the bungalows were hit by the
engine of a missile that was being used as a target. It veered off
course after being hit by an anti-aircraft missile.
No one was in the bungalows at the time of the accident.

The New Privatization Wave

Over the past three years, a key issue between the Romanian Government
and
the World Bank has been the privatization of the state-owned farms, the
former IAS. Stuck for years in political disputes over the scope of the
process, the privatization of the IAS was recently unlocked and the
first
farm has been privatized. Chances are that in no time Nicolae Havrilet,
the Agriculture Ministry Director in charge of the IAS privatization,
will
become a new star of the Romanian privatization process.

Q: Who is actually privatizing the state-owned farms, the so-called IAS?
The Agriculture Ministry, the State Ownership Fund or both?
A: Generally speaking, the legal basis of the Romanian privatization
process is Law 99, issued last year. However, that law is a general one
that concerns the sell-off of any state-owned company, regardless of the
industry. Given the economic and social importance of the IAS -
companies
that farm the land owned by the state, whether we are talking about the
state's public or private domain - a special law was considered
necessary.
The draft law was enforced by government decree 198, issued last year.
It
provides for the sale of the farms excluding the land. The state's
concession of the agricultural land will be for 49 years (with a
possible
extension of 25 years.) The new owners will have to pay a royalty,
either
in cash or in kind. From the 1.8 million hectares of land that we are
talking about, the state could expect the equivalent of 500,000 tons of
wheat per year. To answer your question, the decree also provides that
the
state's stake in the IAS is to be transferred from the SOF to the
Agriculture Ministry, where a privatization department has been set up.
The State Domain Agency has also been set up; it is in charge with the
land concession and the royalties. These two bodies will work jointly.
The privatization department within the ministry will also work together
with the experts of the SOF as our closest consultants. We have not
decided yet upon the actual form of co-operation with the SOF, but
there's
no doubt we will use their expertise.
Decree 198 cleared the lower chamber of the parliament and has yet to be
discussed by the Senate, but I think it is unlikely that it will undergo
major changes.
Q: So, when the law becomes operational, everything will proceed
smoothly?

A: Besides the above-mentioned law, there is another major issue that
has
to be solved - the debt burden of the state-owned farms. We are talking
about roughly 600 state-owned farms, whose outstanding debt burden
totals
some 28 trillion Romanian lei, the equivalent of $1.5 billion. The debt
includes commercial debt, as well as debt to the state budget and to the
social insurance budget. There is a lot of pressure being made in this
respect, but I think it is unrealistic to believe this entire amount
could
be transferred to the public debt. We have already prepared the
methodological norms for the IAS privatization law, and they would be
approved after the law gets the parliament's approval. These norms
provide
that a certain part of this debt, namely the commercial debt, would be
transferred to the public debt.

Q: Or to the Assets Recovery Agency, AVAB?
A: Eventually. The problem with AVAB is that they recover debts by
selling
assets, rather than businesses. Take an IAS, sell its assets piecemeal,
and you won't get much for it. These are companies whose value lies in
the
integration between the assets - buildings, warehouses, machinery - and
the arable land.
When the law gets approved - something that we expect in June or July -
there will be room for negotiations with the potential buyers on the
balance between the price of the share purchase and the volume of debt
assumed by the buyer.
Q: This means that the privatization method employed will be direct
negotiations?
A: Depending on the financial situation of the respective farm, there
will
be either direct negotiations, or an open auction. The selection of one
method or another will be approved by the Agriculture Minister on a case
by case basis. In the negotiation process we will also pay attention to
issues other than the price, the debts and the royalties - such as the
investment pledged, the commitment of the buyer to preserve jobs, to
farm
the land properly and so on.

Q: What are your targets for this year?
A: This is a very difficult question, every IAS has a different
situation.
There are about 60 farms where the SOF has already transferred its stake
to the SIFs, local investment funds - these are private farms now. Other
farms have sold their debts. Then, the restitution law that has recently
been promulgated might bring along new claims from former owners.
However, I would say that a couple of trillion lei is a rather
pessimistic
estimate.

"Does anybody here in Romania realize what's going on?"- this is the
question I keep asking
myself a lot lately. Because I fear that in spite of all economic crisis
and social desaster the
Romanians still believe in a fairytale- that of western democracy. 2000
is electoral year here-
what will happen? What is waiting for us again?
I look around and all I see is dirt covered in a very devious manner
with a polished illusion of
a good life. The western type life. Lots of lights and expensive shops
in the center of the
town, a MacDonald' s in almost every periferic district of Bucharest.
Young people smilling
happily while chewing sugar- free gum and listening to crappy dance
music that talks about
money and cars. And beautiful women, of course. It all smells to me like
a rotten American
dream, artificially implanted in this part of the Balkans... PRO TV and
ACASA (both
belonging to the same American press trust and from which the first one,
PRO TV, is the
most influential TV station in the country- but imagine the NATOite
propaganda!) keep
inoculating illusions into people' s minds.
For a while a had an illusion myself: that people here will finally
realize what a bunch of fools
we all have been. But this was just a brief moment (to place it in time,
I will tell you that it was
last year, during the NATO attacks on Serbia). But it seems that the
indoctrination has
completely reached its target: this people definitely believes that
NATO and EU are the
salvation.
Somebody told me once in an e- mail that this is perfectly
understandable, as the Romanians
had a cult for the USA for more than 50 years. And he was right. They
waited for the
Americans to come and save them in the WWII. The Americans just came to
drop some
bombs... But the most typical feature of Romanians is their forgiveness.
So they kept
worshiping the Americans. And so it was during the comunist era. And so
it is today. I
remember the way Clinton was received - like a superhero. (But on the
other hand this is
just another feature of the Romanian people - they are always too
welcoming...).
Unofficially, the electoral campaign (for parliament and presidency) has
already started. And
again I see how the politicians have so simply divided the world in two:
the good ones, i.e.
pro- western (NATO, EU...) ones and the bad- everybody else who has a
different oppinion
(no matter which is that).
Some people here woke up and saw that the so praised western- type
democracy is not so
democratic and that the government from which everybody expected a lot,
is in fact no good.
And due to all of these things I get even angrier watching the news
lately. And I do not mean
here the internal ones, but those concerning Serbia. And I shiver
thinking that there could
happen the same thing like here. I watched CNN last night and I heard
things matching some
sort of already well known pattern, and I had again that deja vu
feeling. All this talk about
democracy...
Here we have to get a visa to get to the "civilized" countries but in
most of the cases this
countries won' t give it. What kind of embargo are we under? An
undeclared one, for sure,
as it seems that this is more than a pattern, it is a custom, a sort of
law for the NATO
countries. We are the Balkans, and that is equal to nothing for them.
They just want us all
reduced to simple dummies. Be aware!

Secretary Cohen: Let me express my delight in being in Vilnius to attend
the third Nordic-Baltic-U.S. Defense Ministerial and to meet with
Lithuanian leaders. The Baltic states have become a leading example of
the benefits of regional defense cooperation. The Baltic peacekeeping
battalion has just completed its third rotation in SFOR helping to make
Bosnia and Europe more stable. Lithuania has made a firm commitment to
improve its ability to work with other nations for security, operating
very much in the spirit of Nordic-Baltic-U.S. framework. Lithuanian
defense budgets are increasing to finance military reform and
modernization programs. I am particularly impressed with the steps
Lithuania is taking to lift the quality of life for the soldiers by
improving barracks and training facilities. Lithuania is also making
progress under the NATO Membership Action Plan. NATO will review the
enlargement process in 2002 and it is, of course, too early to predict
what, if any, action th!

ey will then take. But Lithuanian determination to lift its military
capability, to work productively with NATO and non-NATO countries to
improve its relations with Russia, and play an active role in regional
security structures all are very good steps up that long and difficult
staircase to possible NATO membership. As it has in the past, the United
States will continue to assist Lithuania's participation in the
Partnership for Peace program and the cooperative regional projects such
as the Baltnet Regional Air Surveillance Network and through its
concentration on improved security through regional cooperation.
Lithuania continues to build a future that is much brighter than its
past. With that, I will yield to the Minister.
Minister Stankevicius: I would like to speak in English. First of all, I
would like to express my gratitude to Secretary Cohen for coming for
this visit to Lithuania and for this very high evaluation of our
progress which we have made as well as for his attendance at the
Ministerial Conference, 1+5+3, which was held today. We had a good
opportunity to exchange views on our broad cooperation in the security
and defense area. I would particularly stress that the United States is
the strongest Lithuanian partner in this cooperation. But I would also
like to say that the other Nordic countries also are strong contributors
to our common Baltic projects as well as our bilateral projects. This
cooperation helps us to hasten our progress and to strengthen our own
efforts, which will make for modernization of our forces.
Q: Mr. Secretary, I understand that at a meeting this morning you all
discussed the need for greater engagement between the Baltic countries
and Russia. Would this be to try to improve relations with Russia at
NATO's review of the membership in 2002 and how would you go about
overcoming Russia's concerns about NATO expansion in the Baltics?
Cohen: First, let me separate out the issue of NATO membership from
establishing better relations with Russia. Whatever takes place with
NATO enlargement, it is important that the Baltic states and other
members of the European Community and NATO itself seek to find ways in
which we can cooperate on many levels with Russia -- be it in
environmental protection, disaster relief, peacekeeping operations --
where ever we can. In so separating it apart from NATO, we think that it
is important that Lithuania and the other Baltic states -- Sweden,
Norway, and all the other EU members and non-EU members -- must find
ways to constructively engage Russia. So, in addition to that, I think
there is a positive benefit to the extent that when such measures are
undertaken, I think it does contribute to a sense of security on the
part of the Russian people and Russian leaders. And that too will be
important as the debate unfolds on future NATO membership.
Q: I want to know if military expenditures were one of the main issues
when the membership question arose for Baltic states and other
countries?
Cohen: We have indicated that the door to NATO remains open. We
reiterate that no nation should be excluded by virtue of either
geography or history. What we also have said is that membership in NATO
requires a number of important steps: to modernize its militaries, to
ensure that there is civilian control over the military, and to take
such steps that are necessary to ensure that each member contributes to
the collective security of NATO members and is not simply a consumer of
the security benefits. That will require necessarily the increased
expenditure of funds for defense modernization. We understand that
Lithuania and other Baltic states have been going through some difficult
economic times, but nonetheless they have also taken steps to improve
their military capability. They are working very closely with the
Partnership for Peace, the Membership Action Plan, and all of that will
be important as the consideration of future NATO membership comes up
again in 2002.
Q: Russia says it plans to declare its opposition to the Baltic States'
admission into NATO. Such declarations are always threatening to
Lithuania, so how is it possible to solve this issue with Russia?
Cohen: First of all, it should be clear that Russia does not have a veto
over NATO decisions. One of the reasons that we established the
NATO-Russia Permanent Joint Council was to give Russia a voice -- as
Secretary [of State Madeleine] Albright has said, but not a veto.
Namely, that we always want to take into account Russian concerns and
Russian interests when we make our decisions in terms of how we carry
out our action today and what we may do tomorrow. But that is internal
to our decisions and Russia does not have a veto over those decisions.
So NATO members will decide in the year 2002 whether there should be an
enlargement and we will take into account all of the factors that I
mentioned before -- the progress made by aspiring members to modernize
their militaries, to adopt those measures that would satisfy the
requirements, including a market economy and other criteria, and then a
decision will be made at that time. I will stop here for the moment and
then add a few wo!

I want to add just a few more words. You may recall that when the wall
came down in Germany the question arose as to whether a unified and
united Germany could remain a member of NATO. At that point Russia took
strong opposition to that. We believed that a united Germany could
remain and should remain a part of NATO and that steps could be taken to
ameliorate or take into account any concerns on the part of the Russians
that it would somehow pose a military threat to them. And we did that.
And I think the Russian concerns were legitimate; they wanted to make
sure that they were not going to be in any way put in an inferior
position militarily by virtue of a united Germany still remaining a
member of NATO. I believe that they also expressed opposition to
enlargement of NATO this past round. I believe that as we engage Russia,
as we show that this is a defensive alliance, that we can take into
account their legitimate concerns and nonetheless do what is required
for NATO itself.!

And so I believe that by engaging them and by possibly discussing and
taking up issues of their concern and dealing with them in a responsible
fashion, that we can overcome objections in the future. But a lot of
work has to done and that is the reason why I have stressed the need to
cooperatively engage Russia on a number of different levels.
Q: I have a question for both of you. Were there any concrete steps
discussed in terms of engaging Russia? And also I would like to ask you,
sir, given the history of your country, what do you think about this
wanting Russia to be more involved?
Cohen: The next step is that I am on my way to Moscow. I will be
engaging Russian leaders, including my counterpart Marshal Sergeyev. I
hope and plan to meet with President Putin while I am there. I will meet
with members of the Russian Duma. This will not be the first time; I
have met with members of the Russian Duma in my office at the Pentagon
as well as in Moscow in the past. And so I will certainly personally
continue these efforts, but we will do so on a government-wide basis
because it is in our interest to have this engagement with Russia. All
of us have stated at the various meetings we have attended, and all of
the NATO members, EU members, and partnership members understand that
Russia must be stable and engaged with the rest of the European
membership. So this is something that we will do on a constructive
basis. There is an exercise taking place today with Iceland, Russia and
Iceland, and we will have other exercises that we will continue in the
future -- all in a!

n effort to build a sense of mutual confidence, to reduce suspicion or
apprehension so that we can take measures in the future that will
provide for security and stability and promote prosperity.
Stankevicius: May I say some words in this context? During this
conference, we got an opportunity to introduce our view on cooperation
with Russia and I would like to give only one example. Recently, Russia
accepted Lithuania's initiatives on confidence, directed to confidence
building. Russia agreed with the Lithuanian proposal to exchange some
additional inspection in the Kaliningrad region as well as in Lithuania,
and also to exchange additional information in the framework of the
Vienna document. Along with our cooperation with Russia, I would like to
particularly express our cooperation with the people and government of
the Kaliningrad region. We are building confidence; confidence between
us and Russia and the Kaliningrad region. This confidence will very
positively serve both countries. The Russians see that Lithuania has and
shows good will and is ready to cooperate with them in all possible
areas.
Cohen: Could I add that that is a mutual responsibility? Establishing a
good neighbor policy also requires Russia to act in ways that are
cooperative and constructive and so it is always very much of a two way
street and that is how mutual confidence and respect is established.

Information about the Summer Camp

1. Place and Date
The Summer Camp takes place at a camp site near the umbrian town Assisi.
The
opening of the Summer Camp will be held on Sunday, the 30th July in the
evening. The political discussions will start on Monday, 31st July. The
Summer Camp ends at Sunday, 6th August.

2. Order of events
The main languages at the Summer Camp will be English and Spanish. The
different thematical discussions will only be translated partly.

3. Journey to the Camp
The participants who travel by plane have to tell the Organization
Committee
the airport (Rome), the date, the time of their arrival and the flight
number and the airline. They will be taken from the airport to the place
of
the Summer Camp.
If participants do not travel by plane they can ask the Organization
Committee for a map to find the place where the Summer Camp takes place.

4. Booking
The participants have to book until the 30th of June and to pay USD 65,-
on
the account written on the next page. After the booking the participants
will get a detailed programme and the statute of the Camp. The remaining
money has to be paid at the inscription at the Summer Camp.

5. Prices
The price includes housing, lunch and dinner. It also includes a
contribution to support the journeys of the international guests from
countries of the “Third World”.

The course of history is subject to an alarming acceleration. Capitalist
countries have closer relations than ever due to globalisation under the
aegis of the USA and its military arm on an international scale, NATO.
They
succeeded to deal destructive blows to their enemies. Nevertheless the
main
contradictions have become more acrid and new contradictions have
emerged.
Expanding and developing its forces of productions, capitalism is less
and
less capable to provide for the needs of the majority of humankind, and
capitalism is destroying the basis of civilisation. In the periphery of
the
imperialist centres, ever more people are starving, and even in the
“rich”
countries old and new misery is spreading, exploitation and alienation,
side
effects of the consumerist pattern. Capitalism and imperialism did win,
but
we do not see any peace and the world became more unstable than ever
before.
Not even the great masters of the US and European governments know where
they are leading us.
The battle of Seattle has caused the whole West to awake. This revolt is
a
turning point, in spite of its limitations. The belle époque is over,
the
enchantment that wants to lead us to believe that this system is the
best
possible system, this enchantment which capital has cast over the
masses, is
collapsing. We slowly emerge from the darkness: The peace of
intoxication is
over, the ghost of revolt is haunting again, not only in the
semi-colonial
countries, where the flame of revolution has never been extinguished
despite
great difficulties, but even in the heart of imperialism. The
traditional
workers’ movement seems to have lapsed into a condition of paralysis,
but
new actors are ascending to the stage, driven by those contradiction, to
devote themselves to the cause of humanity, political passion and an
instinctive, primitive anti-capitalism.
What should be the answer to globalisation, to new colonialism that is
destroying the poorest countries, to political-cultural Americanism that
is
strangling Europe and Japan? How can we exploit the contradictions among
the
imperialist countries? How can we work against Echelon, international
computer totalitarianism, that is oppressing individual freedom as well
as
basic political and democratic rights? How can we unite the mass
struggles
in the semi-colonial countries with the revolts in the hearts of the
imperialist countries? How can we join workers’ class struggle with the
fight to defend our environment, for a non-capitalist use of science,
information, nutrition and knowledge? What should be our answer to mass
migration, to racism, to xenophobia and neo-fascism? How shall we deal
with
the religious popular movements that fight imperialist globalisation?
How
can we render a meaning to the meaningless chaos? How can we convert the
revolt into a great revolutionary movement?
We have to prepare for the great struggles of resistance, to decide the
challenge of world capitalism to our favour. We call on all
anti-imperialists who have led a heroic struggle to resist in this
decade,
to defend the unity we have reached already, and to go one step further.
In this sense we shall organise in the first week of August 2000 an
anti-imperialist camp in Italy, a great international meeting to enable
us
to draw a balance together, to define a path for the future.
On the camp there are going to be various discussions on problems and
events
of anti-imperialist struggle, and especially seven great topics with
contributions by renown guests:
1. The revolt of Seattle. What is globalisation and how can we
fight it.
2. Columbia: liberation struggle and construction of people’s power.
3. Yugoslavia: the NATO criminals shall not get away without being
punished.
4. Echelon: how to resist the USA/NSA information totalitarianism?
5. Amnesty! The political prisoners and the special security laws in
Italy
and Europe.
6. Against capitalist “development”: Defence of the ecological system as
a
precondition for civilisation.
7. Islam and the New World Order.

address all those who share the spirit of this call and who want to
support
the summer camp and who want to actively participate in it. We invite

"PRIMA DI DIVENTARE MILIARDARIO FACEVO IL CRIMINALE DI GUERRA"


Il signor Wesley Clark, tra i responsabili dei peggiori crimini di
guerra commessi nei Balcani durante gli anni Novanta, prima ancora di
lasciare l'incarico di Comandante supremo delle forze NATO in Europa si
e' immediatamente buttato nel fantastico mondo delle speculazioni
finanziarie. "The Guardian" del 9/6/2000 ci informa che questo 55enne
veterano del Vietnam gia' si aggira elegantemente vestito per i corridoi
di Wall Street.
Clark dice di essere "orgoglioso" e "soddisfatto" per i crimini
commessi, ed afferma che nell'era multimediale le "guerre umanitarie"
sono inevitabili quando la TV o internet ci trasmettono in diretta
notizie (false) su crimini ed ingiustizie compiute in paesi che dobbiamo
annientare. Sicuramente anche nel campo delle speculazioni in Borsa
Clark si fara' sempre guidare dalla sua coscienza, o, in assenza di
questa, dai suoi avvocati ("Prima di bombardare consultavo gli
avvocati"). A proposito: tanti saluti dalla sua amica Carla dal Ponte!

Jugoslavia un anno dopo la guerra

Urla nel silenzio

Nostro reportage sulla vita di un popolo invisibile, sui danni dei
bombardamenti della NATO e sull'embargo che rinnova l'infamia
dell'aggressione "umanitaria" di un anno fa.

I Balcani cominciano nel Nordest dell'Italia. E' questa l'impressione
che si ricava percorrendo l'autostrada e le statali che portano verso la
frontiera con l'Austria o con la Slovenia. I camion diretti in Romania,
Croazia, Ungheria, Slovacchia, Slovenia
riempiono le strade ed i caselli. Il volume di quello che chiamano
"traffico di perfezionamento passivo" è esploso negli ultimi cinque anni
trasformando l'intera area balcanica in una fabbrica diffusa di
laboratori e stabilimenti che fanno il lavoro sporc
o per le aziende tessili e calzaturiere italiane. I semi-lavorati
tornano poi in Italia per essere rifiniti, marchiati e commercializzati.
Per andare in una città balcanica è ormai più facile trovare un aereo
da Treviso o da Trieste che da Roma o da Mila
no. L'Italia è ormai penetrata in profondità nelle economie balcaniche,
economie il cui PIL è prodotto almeno al 50% da quella che viene
definita "economia informale". Dentro c'è di tutto : dal lavoro al nero
al contrabbando, dal nuovo mercato degli schia
vi al traffico di quei beni che riempiono le vetrine di Bucarest,
Bratislava, Zagabria ma inaccessibili alla maggioranza della
popolazione.
Siamo partiti nella prima metà di maggio insieme al Convoglio di
Solidarietà Internazionalista "Giorgiana Masi" (Giorgiana Masi era una
giovanissima compagna di Roma uccisa in una manifestazione nel maggio
del '77 dalla polizia). Il convoglio è la quinta
volta che torna in Jugoslavia. La prima volta c'era andato nel maggio
dello scorso anno mentre erano ancora in corso i bombardamenti della
NATO. Da allora, periodicamente i compagni raccolgono medicinali,
materiale scolastico, abiti, generi alimentari e l
i portano al "popolo invisibile" ovvero il milione e passa di profughi
serbi di cui pochi sanno l'esistenza ed a cui molti hanno girato la
faccia o ai lavoratori della Zastava rimasti senza lavoro a causa delle
bombe della NATO e strangolati dall'embargo
a cui Unione Europea ed Italia partecipano attivamente.

Abbiamo guardato in faccia il "popolo invisibile"

La prima tappa del viaggio è in Vojvodina nei campi profughi sorti
intorno a Baska Topòla. Qui i profughi sono arrivati a migliaia cinque
anni fa. Sono i serbi cacciati dalla Bosnia e poi dalla Croazia. Il
mondo manipolato da opinion maker senza scrupoli
associa i serbi alla pulizia etnica ma la realtà ci dice che i serbi la
pulizia etnica sembrano averla più subìta che fatta. Ci sono ormai pochi
serbi in Bosnia (se non nell'enclave della Repubblica Srpska di Pale);
ci sono pochissimi serbi in Croazia ed
ora ce ne sono rimasti pochi anche in Kosovo. Ma l'Europa e le
organizzazioni umanitarie, la sinistra perbene e gli inviati speciali
hanno sistematicamente occultato questo processo di espulsione violenta
che ha gettato a più ondate più di un milione di p
rofughi in una Serbia che ha dieci milioni di abitanti. E' come se in
Italia arrivassero sei milioni di profughi che hanno bisogno di casa,
lavoro, assistenza, scuole. Alle difficoltà prevedibili si aggiungano
quelle derivate da un embargo che dura ormai
da sette anni e la totale latitanza delle organizzazioni umanitarie. Nei
campi profughi c'è solo la Croce Rossa e qualche intervento dell'ACNUR
(l'organizzazione dell'ONU per i rifugiati) ma è poca cosa. I profughi
serbi sono un popolo invisibile a molti.

In Vojvodina che - come il Kossovo - è una provincia della Repubblica
Federale di Jugoslavia, la situazione non è tranquilla. In questa
provincia la maggioranza è ungherese e i boss della comunità magiara si
oppongono al riconoscimento dei profughi serbi
nelle statistiche perchè temono che questo "alteri la composizione
etnica" della provincia. Il Primo Ministro ungherese in sede di
Conferenza sulla stabilità nei Balcani ha alzato la voce auspicando che
la Vojvodina segua il cammino del Kossovo. Gli ultim
i entrati nella NATO devono mostrarsi zelanti esecutori delle ambizioni
dei loro nuovi padroni.
Nella scuola elementare di Bascka Topòla la direttrice insiste affinchè
visitiamo una classe di bambini della comunità ungherese. Verifichiamo
che i libri, il registro, i programmi sono tutti rigorosamente in
magiaro. "Era così anche in Kossovo" ci dice c
on una vena di amarezza "ma hanno detto che c'era l'oppressione
culturale e il mondo gli ha creduto". Nell'aula i bambini ci salutano
con una canzoncina ma è sufficiente che qualcuno di noi accenni ai
bombardamenti di un anno fa e la commozione incontenib
ile piomba improvvisa sui volti di chi è dovuto scappare per giorni nei
rifugi al suono delle sirene antiaree. Il nostro disagio diventa
palpabile e decidiamo da quel momento in poi di misurare le parole per
non riportare alla memoria un terrore che la ge
nte della Jugoslavia un anno fa ha vissuto tutti i giorni per quasi tre
mesi.
Insieme al responsabile della Croce Rossa cominciamo il giro nei campi
profughi ed è qui che il popolo invisibile ci è piombato addosso con una
dignità che era difficile immaginare tra gente che da cinque anni vive
in condizioni di precarietà e promiscuit
à totali a due passi dal cuore della ricca, civile ed umanitaria Europa.
Vecchi magazzini, fattorie, fabbriche chiuse a causa dell'embargo, mense
in disuso, sono stati riadattate per ospitare migliaia di profughi
provenienti in varie ondate da Bosnia, Croazia ed infine Kossovo. Hanno
cominciato ad arrivare nel 1995, gli ultimi
sono arrivati nell'estate del '99 quando le truppe della NATO sono
entrate in Kossovo collaborando in alcuni casi apertamente con l'UCK
alla cacciata dei serbi.
Dai locali collettivi sono state ricavate delle stanzette di 12/15 metri
quadrati in cui ci sono due letti a castello ed uno singolo, un
fornello, un tavolino e qualche sedia. Famiglie di cinque persone vivono
così più o meno da cinque anni nella precarie
tà e nella promiscuità più assoluta. Ricominciare da capo non è facile.
Incontriamo soprattutto anziani e bambini. I giovani cercano in ogni
modo di andare via, di andare all'estero soprattutto. In gran parte sono
contadini che hanno perso tutto : casa, terra, animali, trattori e che
ora vivono con i sussidi statali per i pro
fughi e con i pochi aiuti internazionali.
Alcuni lavorano come braccianti nei campi dei contadini (la maggior
parte della terra è infatti privata), l'embargo ha ridotto drasticamente
le attività economiche portando alla chiusura di fabbriche e laboratori
e la disoccupazione - che colpisce già i r
esidenti - blocca ogni prospettiva per i profughi.
Dentro i campi profughi troviamo dei manifestini del Forum Democratico
Serbo. E' una organizzazione che si oppone al governo Milosevic eppure
nessuno stacca i cartelli. Sopra c'è un numero di telefono della Croazia
per chi vuole avere notizie sui parenti
rimasti lì o sulla situazione. Molti hanno i figli sposati con croati e
nonostante quello che hanno subìto, da nessuno sentiamo parole di odio
contro i croati o i musulmani di Bosnia. "Mia figlia è sposata con un
croato", "Mia madre era musulmana e mio pa
dre serbo"; "Io sono nato a Sarajevo, mio padre era croata e mia madre
serba" , la multietnicità della Jugoslavia era e resta un fatto reale
che solo le ingerenze occidentali (Germania, Vaticano e Stati Uniti
soprattutto) hanno fatto esplodere in modo vio
lento. "Se nell'Italia del Nord fossero arrivati tanti soldi e tante
armi come qui da noi, anche da voi in Italia sarebbe successo quello che
è accaduto qui" ci dice il dr. Gruja della Croce Rossa. "Se potessi
tornerei indietro di cinquanta anni, come era
prima" risponde Nikolai, un simpaticissimo e tostissimo contadino serbo
della Krajina ridotto a profugo.

Embargo, maledetto embargo

Andiamo a vedere un campo profughi "pilota" per le famiglie più giovani
ma con almeno cinque componenti. Si tratta di una ventina di casette di
45mq ad un piano e con tre ettari di terra da coltivare.Le terre sono
fornite in parte dai privati e in parte d
a quelle ancora statali. Accedendo a questo progetto però si perdono lo
status di profughi e i sussidi ma si può lavorare la terra o lavorare
per gli altri contadini. Dopo tre anni la casa resta assegnata alle
famiglie (anche se la proprietà e del Commiss
ariato per i Rifugiati) e bisogna restituire la terra. "Tra tre anni
vedremo" ci dicono i profughi. Con 5.000 dollari (circa 10 milioni di
lire) si può costruire una di queste casette che rappresentano una
situazione certamente più dignitosa dei "colletti
vi" che abbiamo visitato. Ma il progetto è costoso e i soldi non ci
sono. L'embargo rende difficile e costosissima la fornitura dei
materiali (cemento, ferro etc.).
L'embargo rende difficile l'attività anche nel Centro Clinico che oltre
alla popolazione locale offre assistenza anche ai profughi. La farmacia
dell'ospedale è semivuota ed i medici sono tornati a preparare le
medicine da soli utilizzando i soggetti attiv
i. I laboratori sono pieni di attrezzature e macchinari fermi perchè non
possono arrivare i pezzi di ricambio. La macchinetta per gli aereosol è
una donazione di un precedente convoglio della "Giorgiana Masi". Ma
medici e infermieri fanno miracoli e ci mo
strano con orgoglio anche quello che funziona, tra questi una macchina
per le ecografie. Più in là il reparto maternità è aperto ma ci sono
ricoverate solo due donne....non è facile nè viene voglia di nascere
nella Jugoslavia strozzata dall'embargo e bomb
ardata dalla NATO.

Un clima di tensione

Per andare a Kragujevac, la città-fabbrica della Zastava, la Torino
della Jugoslavia, passiamo per Novj Sad. Andiamo a vedere i ponti
distrutti crollati nel Danubio. Il traffico fluviale sulla grande
arteria d'acqua che attarverso l'Europa si ferma qui, a
lla nostra destra e alla nostra sinistra. Attraversiamo il Danubio sul
ponte di barche che è stato costruito per rimettere in comunicazione le
due sponde. Veniamo più volte fermati dalla polizia. Poco prima è stato
assassinato proprio a Novj Sad il dirige
nte del Partito Socialista della Vojvodina. Lo stillicidio di uomini
politici e dirigenti vicini a Milosevic continua ed è ormai difficile
escludere che la mano che sta armando i killer sia diversa da quella che
un anno scatenò i bombardamenti. Un funzion
ario del Tribunale dell'Aja ha detto ad uno dei serbi arrestati per
"crimini di guerra" che è meglio consegnarsi al Tribunale "altrimenti si
può fare la fine di Arkan". Una rivendicazione esplicita da parte dei
servizi segreti della NATO.
Nonostante il clima teso, la polizia quando vede che si tratta di un
convoglio di solidarietà e la lettera della Croce Rossa ci lascia andare
subito. In Ungheria ci succederà esattamente il contrario : tangenti,
multe fantasiose, ore di attesa alla fronti
era, aggressione di un poliziotto contro un compagno che guida il
furgone con gli aiuti.


L'orgoglio dei lavoratori della Zastava

A Kragujevac l'impatto è evidente. Si vede anche ad occhio che questa è
una città industriale imperniata sulla Zastava. La distruzione della
fabbrica e l'embargo rendono la gente, le facciate delle case, i luoghi
pubblici meno vivaci che a Novj Sad o Belg
rado. Sembra di essere a Torino nei primi anni '80 dopo i licenziamenti
di massa alla Fiat. Anche lì, la povertà, il degrado e la disperazione
erano evidenti. Ma a Kragujevac, Torino dei Balcani, oggi la situazione
è anche peggiore.
Ci incontriamo la sera con i compagni della Zastava. Li avevamo
conosciuti a febbraio qui in Italia durante un loro giro. Li avevamo
lasciati ottimisti sul futuro ma troviamo invece Sreten teso e
preoccupato. Pesa la notizia dell'omicidio di Novj Sad ma a
nche le prospettive per la fabbrica e le migliaia di lavoratori sono
pesanti. Incontriamo anche una delegazione della Fiom-Lombardia venuta a
portare aiuti concreti alla Zastava. CGIL-CISL-UIl dichiararono un anno
fa che l'aggressione era una "dolorosa co
ntingenza", sostennero attivamente l'operazione Arcobaleno e sabotarono
gli scioperi contro la guerra convocati dai sindacati di base. Ma quella
valutazione non deve aver convinto molto questi delegati che non hanno
obbedito ed hanno sentito - come noi -
che il bombardamento della NATO sulla Zastava e il ferimento di 134
operai-scudi umani era un attacco vergognoso contro i lavoratori di ogni
paese. Sanno benissimo che siamo più vicini al sindacalismo di base che
al loro ma alla Zastava si stà in prima li
nea e non c'è voglia di stare a far polemica sulla situazione italiana.
La mattina ci riuniamo nella saletta del Consiglio di Fabbrica della
Zastava. I compagni ci spiegano i problemi che stanno incontrando. Il
più grave è l'embargo. Quando erano venuti in Italia contavano
moltissimo sulla capacità di far ripartire la produzi
one e su alcune commesse provenienti dall'estero, incluse Croazia e
Macedonia. Ma proprio nei giorni in cui eravamo lì era giunta la notizia
che l'Unione Europea era intervenuta sui governi della Croazia e della
Macedonia per impedire l'acquisto dei veico
li prodotti dalla Zastava : embargo, maledetto embargo.
Facciamo un giro della fabbrica. Sembra di stare a Mirafiori. Chilometri
e chilometri di capannoni, impianti, palazzine, centrali. Un anno fa
gran parte era stato distrutto dalle bombe della NATO. Un anno dopo gran
parte è stato ricostruito dai lavoratori
. E' il momento dell'orgoglio dei nostri compagni jugoslavi.
E' Domenica eppure nei reparti si sta lavorando alla ricostruzione dei
capannoni e delle linee di produzione. I lavoratori si fermano, ci
salutano. La Zastava è piena dei rumori delle gru, dei martelli
pneumatici, odore di vernice. Incontriamo un ingegner
e. E' il dirigente della fonderia. Parla con l'orgoglio di chi sta
lavorando per ricostruire la "sua fabbrica". Si accanisce contro la NATO
che l'ha voluta distruggere. Tace ovviamente sulle aziende straniere con
cui sono stati riallacciate le relazioni c
ommerciali per cercare di esportare le macchine e i furgoni che si è
riusciti nuovamente a produrre : embargo, maledetto embargo.
La situazione alla Zastava non è facile. Su 11.000 lavoratori diretti
(senza contare l'indotto) solo il 30% sono tornati al lavoro : metà
impegnati nella ricostruzione e metà nella produzione. Ciò significa
riuscire a portare a casa un salario di 80 march
i al mese (meno di 80.000 lire). Per gli altri c'è solo un sussidio di
20 marchi e un buono statale per l'acquisto di generi alimentari.
Il 62% della fabbrica è stato ricostruito dagli operai ma servirebbero
1,2 miliardi di dollari per rimettere in piedi tutti gli impianti. I
lavoratori hanno costituito un Fondo di Solidarietà ma le sottoscrizioni
che arrivano dai lavoratori di altri paesi
(anche dall'Italia) non bastano certo a colmare questa voragine.
Il problema principale resta quella di rompere l'embargo e far ripartire
la produzione. Sul secondo aspetto la soggettività operaia si è
dimostrata capace di fare anche l'impossibile. Sul primo è necessario
che ci si muova qui in Italia ed in Europa per c
ostringere i governi a revocare l'embargo contro al Jugoslavia, anche se
sarebbe più logico parlare di risarcimento per i danni di guerra
inflitti ad un paese che non ha aggredito il nostro e che ha subito una
aggressione devastante da parte della NATO.

La Zastava riparte

Grazie ai raid della Nato la Fiat-Zastava era un ammasso
di rovine. Ora gli operai, aiutati anche da Ig-Metall e
Comisiones Obreras, l'hanno ricostruita. Farà 20mila
vetture l'anno

" Hai visto che abbiamo combinato?". Ruzica, Sreten,
Rajka, Milan, sono orgogliosi di quel che sono riusciti a
fare in pochi mesi. E hanno ragione di esserlo: il giorno
dopo la fine dei bombardamenti si sono rimboccati le
maniche cominciando a togliere le macerie. Qui alla
Zastava di Kragujevac tutto era rovina, una massa informe
di detriti, resti di bombe, missili e lamiere contorte,
catene di montaggio intrecciate in una scultura
raccapricciante; qua e là pozzanghere di solventi e
vernici sparse ovunque dall'affondamento delle cinque
linee di verniciatura, le fucine rase al suolo come il
centro di calcolo, come la centrale termica che alimentava
la fabbrica e riscaldava i 200mila abitanti di Kragujevac.
Era questo lo spettacolo che meno di un anno fa si
presentava agli occhi di chi andava a vedere quel che
restava del più grande stabilimento automobilistico dei
Balcani, la Mirafiori jugoslava. Oggi un pezzo di Zastava
è risorta grazie al lavoro dei suoi operai senza lavoro e
senza salario per la sensibilità umanitaria occidentale:
"Ventimila vetture entro il 2000, due terzi per il mercato
interno e uno per l'esportazione", ci dice con orgoglio il
direttore dello stabilimento auto.

La solidarietà operaia

Il secondo miracolo i lavoratori e il sindacato l'hanno
compiuto socializzando la loro esperienza con i lavoratori
e i sindacati di mezza Europa. Se la Jugoslavia è oggi un
paese isolato, sotto embargo, emarginato, non è così per
la Zastava: in quest'anno terribile e straordinario
delegazioni tedesche, italiane, spagnole, belghe,
francesi, sono arrivate a portare solidarietà e un po' di
aiuti. Medicine e attrezzature mediche - le bombe
intelligenti hanno colpito con precisione anche il centro
sanitario della Zastava, aperto all'intera popolazione
cittadina e ai profughi di troppe guerre - e adozioni a
distanza dei figli dei lavoratori licenziati dalla Nato,
"la Ig-Metall ci ha regalato anche un tornio", racconta
Rajka. Gli operai hanno sostituito tutti i vetri
frantumati, costruito i tetti che ricoprivano i 159.791
metri quadrati di area industriale abbattuta (1.500
miliardi di danni valutati, quelli ambientali non sono
valutabili). Hanno rimontato qualche linea di montaggio,
una di verniciatura, rimesso in piedi le officine da cui
uscivano le parti essenziali per costruire automobili e
trattori. Raddrizzando a colpi di martello e fiamma
ossidrica ferraglia informe, sostituendo i pezzi non
recuperabili, hanno riattivato buona parte della centrale
elettrica. Ecco cosa hanno fatto gli operai della Zastava
in pochi mesi, neppure il presidente del gruppo, Milosvan
Pusonja, lo nega. Solo una piccola parte dove si
costruivano fucili da caccia è rimasta quasi intatta. E
dire che la Nato ha giustificato l'aggressione sostenendo
che qui si costruivano potenti armi da guerra. Invece no,
volevano colpire i lavoratori, visto che a decine sono
finiti all'ospedale, feriti dalle bombe del 9 e del 12
aprile del 1999. Colpire la popolazione, il suo presente
(e non il suo presidente che continuano ad aiutare con
l'embargo) e il suo futuro. Ci sono riusciti? In parte sì,
i due terzi dei 50mila lavoratori di un anno fa vivono con
un sussidio di disoccupazione di 15 marchi al mese e un
pacchetto di buoni (quando arrivano) del valore di 20
marchi per l'acquisto di alimenti. In parte no, e gli
operai costretti a saldare manualmente le scocche della
versione serba della 128 Fiat, della Jugo e della Florida
(così, per ironia della sorte era stato chiamato l'ultimo
modello Zastava), metalmeccanici per sei mesi muratori ed
oggi di nuovo metalmeccanici, sono qui a dimostrare che la
determinazione e la solidarietà operaie possono essere più
forti delle bombe e dell'odio.
I lettori penseranno: quello è andato in Jugoslavia e
invece di raccontarci di Milosevic e dei suoi oppositori
ci parla di operai nostalgici dell'autogestione titina?
Invece di dirci del Kosovo ci dice delle lamiere contorte
e raddrizzate? Forse sbaglio, ma penso che i lavoratori
della Zastava come di tante altre fabbriche ricostruite, a
Cacak o a Belgrado, in Vojvodina o a Krusevac, dovrebbero
essere il primo interlocutore di chi a ovest si preoccupa
del futuro di un piccolo paese dell'Est. Certo più degli
oppositori doc in ritiro a Mosca e che buttano allo
sbaraglio migliaia di studenti (armati di buona volontà e
buone idee) in tutte le città della Serbia, con il
beneplacito dell'Occidente. Gli operai, la popolazione che
si difende ricostruisce quel che altri distruggono, sono
la parte migliore che si muove da queste parti. Sono tutti
servi di Milosevic? E se no, perché non avviano un
processo di democratizzazione del Paese, perché non si
schierano contro il governo? Perché c'è stata e c'è la
Nato che brucia ogni possibile ritorno alla normalità
della Serbia. Anche riempiendo borraccia e portafoglio dei
suoi "alleati" di turno. Perché c'è l'embargo che
trasforma gli ospedali in inutili e disperate sale
d'attesa, e il nemico principale per chi sta sotto le
bombe e l'embargo è, ragionevolmente, chi quelle bombe
tira. Perché Milosevic non sarà democratico, reprimerà
giornalisti e studenti come fa, ma non è certo cretino: un
welfare residuato dal socialismo reale impedisce
l'esplosione del dissenso, e i ponti ricostruiti e
inaugurati da "Slobo" davanti a centomila persone parlano
da soli; e un'economia parallela e illegale prodotta
dall'embargo e non combattuta da Belgrado, crea consenso
fra nuovi e vecchi ceti arricchiti o azzittisce il
dissenso. Qui, comunque, il nemico è la Nato.

Il costo del Kosovo

C'è anche chi sostiene che l'occupazione militare
straniera del Kosovo libera ingenti risorse che Belgrado
dirotta nella ricostruzione di una Serbia sempre più
piccola. Il Kosovo costa caro anche in termini economici,
come sanno le ex nazioni della Jugoslavia che hanno
iniziato la secessione per liberarsi di quella tassa.
Politicamente Milosevic non può "mollare" il Kosovo, ma
questo non c'entra con l'economia, o c'entra di traverso.
Già, il Kosovo. Ne abbiamo parlato, insieme ad altri
giornalisti stranieri in Serbia per il 35mo meeting
internazionale dei giornalisti, con Zoran Andjelkovic,
presidente del consiglio amministrativo di Kosovo e
Methonija ed ex plenipotenziario di Milosevic a Pristina e
con Nebojsa Vujkovic, viceministro federale degli esteri.
C'è chi pensa che in autunno si debbano tenere elezioni in
Kosovo: "270mila serbi sono stati cacciati da una terra
che come ribadiscono la Risoluzione 1244 dell'Onu e le
carte di Kumanovo è parte integrante della Jugoslavia e
300mila albanesi sono arrivati dall'Albania. Vi pare - è
la risposta di Andjelkovic - che in queste condizioni si
possano tenere elezioni? Lo sapete che a Pristina vivevano
44mila serbi prima dell'aggressione Nato e che oggi ne
rimangono 270?". Civili serbi uccisi, scacciati in massa
dal Kosovo, un Paese ormai monoetnico: ricostruzioni
storiche a parte, che chi è parte in causa (anzi in
guerra), fa come sappiamo, è pensabile, e a che
condizioni, la ricostruzione di relazioni democratiche
della Serbia con l'Occidente? "La Serbia vuole entrare su
un piano di parità nella Comunità internazionale. Una
normalizzazione delle relazioni - risponde Vujkovic - è
possibile se ci vengono pagati i danni di guerra e se
cessano le sanzioni economiche". Ma non tutti sono
d'accordo con il governo, c'è chi, come gli studenti,
continua a scendere in piazza. Tutti servi della Nato? "Ci
sono conflitti interni - risponde ancora il viceministro
degli Esteri Vujkovic - che non vanno oltre le dinamiche
presenti in qualsiasi altro paese democratico. Il nemico
vero è il terrorismo", risponde riferendosi agli albanesi
nel Kosovo. Un punto di vista, il suo, che gli studenti o
i giornalisti ridotti al silenzio certamente non
condividono.
Gli operai della Zastava, intanto, saldano a mano le
scocche delle automobili. Vorrebbero ricostruire anche lo
stabilimento dei camion ma uno dei due padroni (la
Iveco-Fiat, l'altro è lo Stato serbo) non ne vuole sapere
di investire soldi in Jugoslavia. Tanto più che se
riprendesse la collaborazione dovrebbe vedersela con
Rajka, Milan, Ruzica, Sreten e gli altri che l'hanno
ricostruita.

For the foreign ministers of its member countries meeting in Florence
today, NATO has prepared documentation on its engagement in
Kosovo-Metohija praising its mission and totally minimizing the serious
drawbacks and mistakes made practically throughout a one-year mandate.

The Alliance, among other things, boasts before its foreign ministers
about the number of killings having dropped from the weekly average of
50
last June to the present seven murders per week which, they say, can be
compared to the situation in large European cities. Such comparisons are
inappropriate, to say the least, since none of these European cities
have
50,000 soldiers armed to the teeth constantly patrolling its streets.

The fact is that Kfor has not ensured the safety of the non-Albanian
population since over 350,000 of them have been forced to leave the
province, their property has been occupied, burnt down or destroyed in
some other manner. More than 80 churches and monasteries have been
destroyed, some of them having been built over six centuries ago.

The fact is also that around 100 persons, mostly children, were killed
in
Kosovo-Metohija from the left-over explosive devices, thrown during the
NATO bombardment, and that the Alliance is hiding, even today, the real
truth about the number of launched depleted uranium projectiles and
their
affect on the present inhabitants of Kosovo-Metohija. There are many
more
such facts, but all this is not said or is concealed in these NATO
reports, just as the true reasons for the NATO bombardment and the
deployment of NATO troops on the territory of Serbia continue to be
hidden.

Its statement before beginning of war: " The massacre" of Rugovo.

At the end of January 1999, scarcely two months beforebeginning of war,
these
corpse pictures go around the world. General frightening. 23 dead
Albanians,
next to each other. For Scharping is clear thereby: a massacre of the
Serbs. In
the diary he notes:

Foreign Office the Serbs the civilian population before its attacks
would have

Based on the lessons learned from the 78-day air
war in
Kosovo, Defense Department officials are seeking
to redefine
the emerging field of high-tech information
operations, a
senior DOD official said last week.

Operation Allied Force showed that the current
definition of
information operations is "much too broad," said
Air Force Lt.
Col. Chris Glaze, a staff officer within the
Joint Chiefs of
Staff Policy and Doctrine Division. Pentagon
officials are
studying how to whittle down the
responsibilities that fall
within the IO field so that commanders and
personnel can
better understand what's required of them.

The textbook definition of IO includes a vague
reference to
"actions taken to affect adversary information
systems" as well as to defend U.S.
systems, Glaze said. Other IO missions might
include jamming and physical attacks
on information systems, psychological
operations, deception and computer network
attacks.

The Pentagon's overall IO effort met with minimal success during the
Kosovo air war,
said Glaze. During a presentation in Zurich,
Switzerland, at the third International
Electronic Warfare Conference and Exposition,
sponsored by the Association of Old
Crows, Glaze said that DOD has yet to really
conduct a 21st century IO campaign.

The Pentagon is studying the possibility of
redefining IO as "perception management"
and creating separate mission areas out of the
multitude of functions that fall under
the definition (see related story).

That would leave a new definition of IO that
would include psychological operations,
military deception, counter-propaganda
operations and the like, Glaze said.
However, military deception could include
hacking into enemy systems to implant
false data or communicating false information.

"Achieving operational consensus on the
definition of information operations has
been the big problem from the beginning," said
John Pike, a defense and intelligence
analyst with the Federation of American
Scientists. However, "perception
management is probably a subset of IO...and to
the extent that gaining control of
computer networks can actually have material
consequences, IO is certainly much
more than perception management."

As part of its psychological operations campaign
in Kosovo, the Pentagon dropped
more than 104,000 leaflets similar to those that
were dropped over Europe during
World War II, Glaze said. Also, electronic
warfare aircraft flew 88 missions to
broadcast pro-Allied Force messages. The
Pentagon also set up a World Wide Web
site at www. serbia-info.com to further counter
the propaganda of the Serbs, Glaze
said.

"What happened during Allied Force was basically
warmed-over command and
control warfare," said Glaze, referring to an
older form of electronic warfare that has
existed for a decade or more.

On June 10, 2000, the International Action Center is holding a day-
long International Tribunal on U.S./NATO War Crimes Against
Yugoslavia. This is the one-year anniversary of NATO's occupation
of Kosovo. The initial hearing last July 31 in NY was followed by
similar hearings in a dozen U.S. cities and in Belgrade, Buenas Aires,
Oslo, Novi Sad, Berlin, Rome, Vienna, Moscow, Kiev, Sydney, and
Tokyo. At a mass peoples tribunal in Athens last fall, 10,000 people
found Clinton guilty of war crimes.

Former U.S. Attorney General Ramsey Clark will prosecute U.S. and
NATO leaders for 19 charges of war crimes, crimes against peace,
and crimes against humanity. International expert witnesses will
present testimony. A distinguished international panel of judges will
hear the case.

WAR CRIMES TRIBUNAL JUNE 10:
THE BEST SENTENCE: A MOVEMENT TO ABOLISH NATO

People are coming to New York from around the world to put
U.S. and NATO leaders on trial for last year's aggression
against Yugoslavia and the ongoing occupation of Kosovo.

On June 10 people from at least 16 countries who have led
the movement against NATO's war will gather to hear
evidence and render a verdict regarding charges of crimes
against peace, war crimes, and crimes against humanity. The
tribunal will hear evidence on 19 charges prepared in July
1999 by former U.S. Attorney General Ramsey Clark.

But, organizers say, the International Tribunal on
U.S./NATO War Crimes in Yugoslavia is not simply reviewing
the past. "The Pentagon and NATO," International Action
Center co-coordinator Brian Becker told Workers World, "are
clearly guilty of the most extreme war crimes against the
people of Yugoslavia." The IAC initiated the tribunal last
July.

"These crimes have a method and an objective," said
Becker. "Their goal is to impose Washington and Wall Street
domination over all of Eastern Europe and into the former
republics of what was the USSR. The war against Yugoslavia
was a prelude to new aggression in the region. It also
holds dangers for all of North Africa and the Middle East,
and possibly for sub-Saharan Africa and South America.

"In light of this," Becker continued, "the most effective
sentence the tribunal can render will be to use its
authority to launch a world-wide movement of the people to
abolish NATO. This is not merely a slogan, but will become
a crusade for all those who oppose war and colonialism."

THE TRIBUNAL'S AUTHORITY

"The tribunal's authority comes from the prestige and the
record of its participants," said Becker. They come mostly
from NATO countries and from those subject to potential
attack from the Pentagon and NATO, like Korea, Iraq, Cuba,
and Haiti, for example.

The following have accepted invitations to participate:

* Charles Pascal Tolno of Guinea (Conakry), president of
the Association of African Writers.

* Angeles Maestro Martin, member of the Spanish Parliament
and a leader in the movement to stop the sanctions on Iraq.

* Ben Dupuy, former Haitian ambassador to the United
Nations.

* Olga Mejia, former president of the Panamanian Human
Rights Organization.

* Retired admiral Elmar Schmaehling, who has become a
leading spokesperson in the anti-war movement in Germany.
He will be accompanied by at least five others who have
organized tribunals in Germany, including a June 2-3
Europe-wide tribunal coming up in Berlin.

* Monica Moorehead, a leader of the Millions for Mumia
organization in the U.S., will speak on the links between
racism and war. Also participating will be representatives
of those who fought the IMF/World Bank in Washington in
April.

* Rom activist Shani Rifati will report on the plight of
his people in NATO-occupied Kosovo.

* Michel Collon, an author and activist from Belgium who
has confronted NATO spokesperson Jamie Shea at public
meetings with exposures of Shea's lies. Collon will bring
his new book "Monopoly," and his video "Fifteen Belgians
Under the Bombs."

* Ismael Guadalupe, a leading spokesperson of the movement
fighting the U.S. Navy's use of Vieques, Puerto Rico, for
target practice.

* Jorge Farinacci of the Puerto Rican Socialist Front.

* Raniero La Valle, Italian religious leader.

* Fulvio Grimaldi, filmmaker, and three others from the
Italian tribunal movement. They are holding their national
meeting on June 3.

* Gilles Troude, a member of the editorial board of the
French monthly anti-NATO magazine Balkans-Info.

* Margarita Papandreou, former first lady of Greece, a
center of militant anti-war actions in Europe. Others
involved in the Greek anti-NATO movement are expected.

* Canadian author and lecturer Michel Chossudovsky.

* Roland Keith, a Canadian who served on the observer
mission in Kosovo at the end of 1998 and the beginning of
1999.

* Depleted uranium expert Rosalie Bertell from Canada.

* Environmental expert Janet Eaton from Canada.

* Scott Taylor, a Canadian expert on the expulsion of the
Serb people from the Krajina in Croatia.

* Leading members of the "Slav Tribunal" organized out of
Russia, Ukraine, Belarus, and other former USSR republics.

* Representatives from the tribunal in Austria, which
found Austrian politician Wolfgang Petritch guilty for his
role in delivering the Rambouillet ultimatum to the
Yugoslav leaders, thereby provoking the war.

* California professor George Wright, an expert on Angola.

* Malcolm Cummings, who helped organize a tribunal hearing
in Sydney, Australia.

* Chicana activist Gloria La Riva, who produced the video
"NATO Targets."

* IAC co-coordinator Sara Flounders.

* IAC organizers Pat Chin and Richard Becker. The Boston
IAC, which is holding a hearing on June 4 in collaboration
with Serbian organizations, will also bring a delegation.

* Ramsey Clark, former U.S. attorney general and founder
of the IAC, will preside over the tribunal.

"On May 21, another child was killed by a leftover NATO
cluster bomb and two were badly wounded," said Brian
Becker. "All were Kosovar Albanians from Pristina. More
countries in Eastern Europe, from the Baltic states to the
Balkans and even the Caucasus, are pleading to join NATO as
they submit to a new colonialism.

"This shows all the more that the tribunal must not only
look back over the criminal war but look forward to
building a movement to abolish NATO."

The tribunal will be held at the Martin Luther King High
School Auditorium at 65th Street and Amsterdam Avenue in
Manhattan. Doors open at 10 a.m. The program runs from 11

NEW REVELATIONS ARE FURTHER PROOF OF U.S. WAR CRIMES
New revelations that NATO's high-altitude bombing of Yugoslavia was far
less successful than claimed at the time, are "further proof of U.S. war
crimes against Yugoslavia," said Sara Flounders, national co-director of
the International Action Center on May 10.
"This will provide additional evidence for the International War Crimes
Tribunal we will hold in New York June 9-10 to try U.S. and NATO
political and military leaders for war crimes, crimes against humanity
and crimes against peace," Flounders said.
Newsweek magazine had gotten hold of an internal U.S. Air Force report
showing that only 58 of NATO's so-called high-precision strikes hit
their targets. This compares with 744 NATO claimed at the end of the
bombing campaign.
"The claims of high accuracy with little harm to civilians," said
Flounders, "was just another in the long line of lies NATO spokespeople
used to justify massive attacks on civilian targets in Yugoslavia."
A special investigation team from the U.S. and other NATO air forces
searched Kosovo on foot and by helicopter. U.S. top officers boasted
that NATO forces had disabled "around 120 tanks", "about 220 armored
personnel carriers" and "up to 450 artillery and mortar pieces" in 78
days of bombing.
The investigators reported instead that NATO hit just 14 tanks, 18 APCs
and 20 artillery and mortar pieces, less than one tenth of NATO claims.
These figures are quite close to the losses Yugoslav forces reported at
the end of the war. NATO dismissed the Yugoslav report as
"disinformation" at the time.
The investigators found out that U.S. and NATO high-altitude air power
was effective chiefly against civilian targets. It was the bombing of
cities and power stations that most damaged Serbia.
Flounders noted that the report, made last summer, had never been made
public. A second report, which reported hits closer to NATO and the
Pentagon's boasts, was then used.
"The Newsweek article avoided the implications that the U.S. and NATO
commanders violated the rules of war by striking civilian targets," said
Flounders. "Instead, it pointed to the efficacy of striking the civilian
infrastructure of a country, which in the case of Yugoslavia includes
hundreds of schools, dozens of hospitals and almost every major
industry. In effect it advocates new war crimes."
Former Attorney General Ramsey Clark had drawn up the original charge
sheet against NATO leaders, which added up to 19 charges. Charge number
9, said Flounders, was "Attacking Objects Indispensable to the Survival
of the Population of Yugoslavia," including depriving the population of
Yugoslavia of food, water, electric power, food production, medicines,
medical care and other essentials to their survival, [by engaging] in
the systematic destruction and damage by missiles and aerial bombardment
of food production and storage facilities, drinking water and irrigation
works for agriculture, fertilizer, insecticide, pharmaceutical,
hospitals and health care facilities, among other objects essential to
human survival.
"The NATO commanders, fearing the complete failure of their campaign
against the Yugoslav military, concentrated on hitting civilian
targets," said Flounders. "This is clearly a war crime, and we will
prove this before the world on June 10."

of terrorist and other acts of violence and of certain
violations of
Security Council resolution 1244 (1999) of 10 June 1999 in
Kosovo and
Metohija, the Autonomous Province of the Yugoslav constituent Republic
of
Serbia
since the arrival of KFOR and UNMIK,
in the period from 10 June 1999 to 4 June 2000

(1) Number of terrorist attacks: 4,878

4,590 committed against Serbs and Montenegrins, 110 against Albanians
and 178
against Roma, Muslims, Goranci, Turks and members of other ethnic
communities.

(2) Number of killed persons: 1,027

902 Serbs and Montenegrins, 76 Albanians and 49 members of other ethnic
communities in Kosovo and Metohija.

(3) Number of abducted and missing persons: 945

869 Serbs and Montenegrins, 42 Albanians and 34 members of other ethnic
communities.
The fate of 782 persons is still unknown; 102 abducted persons were
killed, 7
persons escaped, while 48 were released.

(4) Number of wounded persons: 955

898 Serbs and Montenegrins, 20 Albanians and 37 members of other ethnic
communities.

(5) Ethnic cleansing: In the campaign of ethnic cleansing following
the
deployment of KFOR and UNMIK two-thirds of the non-Albanian population,
i.e.
over 360 000 Serbs, Montenegrins, Roma, Muslims, Goranci, Turks and
other
non-Albanians have been expelled from Kosovo and Metohija, of whom 280
000 are
Serbs.

The following towns and villages have been ethnically cleansed of Serbs,
Roma,
Muslims, Goranci, Turks and other non-Albanians:

- Pristina (all Serbs have been driven out of its largest suburbs of
Ulpijana,
Suncani Breg, Dardanija, Univerzitetsko Naselje. Of the 40 000 Serbs who
used
to live in Pristina before KFOR and UNMIK came to Kosovo and Metohija,
25,000
were school and university students. Today, only 35 Serbian
schoolchildren live
in Pristina and attend classes in the local school in the village of
Laplje;
- Prizren (only 100 Serbian families remain);
- Gnjilane, the situation in this town was alarming in March, April and
May (in
this period alone over 350 houses of Serbs were sold). The number of
remaining
Serbs has been halved and today only about 1,500 Serbs remain. KFOR and
UNMIK
have warned them not to leave their homes.
- Djakovica, Pec, Podujevo, Glogovac, as well as the areas of Kosovska
Mitrovica (Vucitrn, Srbica), Lipljan (“KLA” terrorists set fire to 73
out of a
total of 75 Serb houses in the village of Slovinje in this
municipality),
Kosovo Polje, from which 80 per cent of their Serbian residents have
been
expelled, i.e. 7,000 Serbs and 4,000 other non-Albanians (their homes
have been
burned and looted, while shops, cafes and other property are being
seized from
their owners. In the presence of KFOR, ethnic Albanian terrorists
brutalize and
harass the Serbs who refuse to sell their homes and leave Kosovo and
Metohija);

- the whole area of the municipalities of Istok and Klina including the
villages of Dzakovo, Osojane, Tucepom, Kos, Zac, Belica, Krnjine,
Maticane,
Kacanik, Stimlje, Kmetovacka Vrbica and others, where 3,440 Serbian
homes were
burned down;
- the surroundings of Urosevac, Slivovo, Nedakovac, Nevoljane, Vrpica,
Ljestar,
Zegra (municipality of Gnjilane), Zitnje, Pozaranje, Grmovo, Drobes; in
the
village of Talinovac the two last Serbian houses whose owners had been
forced
to move out were burnt down at the beginning of April;
- the surroundings of Vitina, 18 Serbian villaged cleansed of Serbs
(Kabas,
Binac and other villages), the areas of Kosovska Kamenica (villages of
Bratilovce, Firiceja and others) and Kosovsko Pomoravlje, as well as the
villages of Toplicane, Rujice, Magure, Slovinja, Staro Gracko, Klobukar
in the
municipality of Novo Brdo. (All Serbian houses have been burned down and
all
its owners forced to leave.)

In May 2000 the shelling, burning and mining of Serbian houses was
intensified
in the municipality of Vitina, especiially in the villages of Vrbovac,
Grncar,
Binac and Klokot, the latter being crucial for the integration of the
Serbian
entities in Kosovsko Pomoravlje.

Members of the terrorist so-called Kosovo Liberation Army exert great
pressure
on ethnic Goranci, the indigenous residents of the region of Gora, who
are not
allowed to use their maternal Serbian language in schools and in
everyday life,
in an attempt to misrepresent this ethnic group as Albanians.

Expulsion of the members of the Muslim ethnic community, loyal citizens
of the
FR of Yugoslavia, has intensified particularly in the area of the
municipality
of Istok..

In the area of Prizren and Djakovica about 65,000 Kosovo Albanian
Catholics
live in a difficult situation and under great pressure from Albanian
terrorists
who accuse them of "collaboration with Serbs".

During the month of May “KLA” terrorists made several attacks against
the
Croats of Janjevo. Under heavy pressure from “KLA” terrorists only 350
Croats
of the former population of 1,500 have remained in Janjevo.

Prevention of the return of Serbs:

Albanian separatists continue their deliberate actions, aimed at
preventing the
return of Serbs to Kosovo and Metohija. They raze Serbian houses in a
pre-planned and synchronized manner, particularly in the areas of Pec,
Istok
and Klina.. The most drastic example was the looting and bulldozing of
over 250
Serbian houses in the village of Bijelo Polje, on 15 April 2000. The
area of
this village was turned into a garbage dump. Serbian houses in the
villages of
Brezanik and Osojane have also been bulldozed. Fourteen Serbian villages
in the
municipality of Vitina do not exist any more because all the houses have
been
destroyed. At the end of April, Albanian terrorists announced that they
will
carry out similar organized actions of looting and destroying Serbian
houses in
the villages near Istok and Novo Brdo.

“KLA” terrorists set fire to the local elementary school in the village
of
Siga, municipality of Pec (24 April), which was the only undamaged
facility in
the village, designated as such to serve temporary shelter for displaced
persons.

“KLA” terrorists have intensified their rocket-propelled and other armed
attacks on the village of Gorazdevac to prevent it from becoming a
centre for
Serbs returning to the Metohija region.

UNHCR officials discourage the return of Serbs in Orahovac with the
explanation
that the siutation has not yet stabilized. However, Serbs are convinced
that
there exist minimum conditions for their return.

(7) The latest brutal crimes: vandalazing of the Orthodox Christian
cemetery
in Presevo, where 35 headstones were demolished (7 May) as well as in
the
village of Banjska, municipality of Vucitrn (10 May); bombing of a shop
in
Cernica, municipality of Gnjilane, in which 5 Serbs were injured (9
May);
killing of Miljaim Djakoli in the village of Trnava, municipality of
Podujevo,
as he was accused by “KLA” terrorists of “collaborating” with the Serbs
(10
May); abduction of Arsenije Krivokapic in Kosovska Mitrovica (13 May);
killing
of Milan Milovanovic in the village of Vukojevac, municipality of
Kursumlija,
about 600-700
meters inside the ground security zone (18 May); killing of Dragan
Peric, 75,
in the field in the village of Gojbulja, municipality of Vucitrn (19
May);
arson of the student boarding house in Gnjilane, which was gutted by the
fire
(23 May); killing of Vladimir Ilic, 50, on his doorstep in Vitina (24
May);
attack on Serbs in the village of Dobrotin, municipality of Lipljan, in
which 4
Serbs sustained serious injuries (26 May); bombing of a Serb cafe in
Bresje, in
which 5 Serbs were seriously injured (26 May); arson in the Trepca
factory
complex in the southern part of Kosovska Mitrovica, in which enormous
damage
was caused to property (26 May); attack on the Serbs outside a shop in
the
village of Cernica, municipality of Gnjilane, in which Tihomir
Trifunovic,
Vojin Vasic and a five-year old Milos Petrovic were killed while two
Serbs were
gravely wounded (28 May); attack on Serbs in the village of Klokot,
municipality of Vitina, in which Lepterka Marinkovic, 67, was killed and
another 3 Serbs were seriously wounded (31 May); killing of Milutin
Trajkovic,
33, in the village of Babin Most, municipality of Obilic (31 May);
bombing of
the house of Djordje Velickovic, a Serb, in Obilic, in which Misko
Todorovic
was seriously injured (1 June); murder of two Serbs Sinisa Dimic and
Vlastimir
Milic and the wounding of three other Serbs, of whom two minors, in a
car
which ran over the anti-tenk mine placed by the Albanian terrorists the
night
before on the road connecting the Serbian villages of Ugljare and Preoce
in the
vicinity of Pristina (2 June).

(8) New forms of terror against Serbs and other non-Albanians:

In its security actions against Serbian and other non-Albanians, KFOR is
increasingly demonstrating force and resorting to harassment and
physical
violence and causing damage to Serbian property. Drastic incidents
occurred in
Kosovska Mitrovica (on 20-25 February), in the villages of Mogila (on
25-26
February), in which Serbian houses were searched in a most brutal way,
Draganovac (municipality of Gnjilane) and
Miolice (Municipality of Leposavic), Mali Zvecan (27 February), Gornje
Kusce (1
March) and the Serbian villages of Rudare and Grabovac (1 March). The
searches
were conducted by KFOR jointly with the terrorists of the so-called KLA,
who
wore international security forces uniforms, in an open display of the
existence of co-ordination between KFOR and Albanian terrorists.

In April violence against Serbs in the so-called security actions of
KFOR has
assumed dramatic proportions. The most drastic examples were the
incidents
which took place in the village of Dobrotin on 2 April, in the village
of Sevce
on 4 April and in the villages of Lepina and Jazine, when KFOR members
released
dogs on the Serbs who had gathered to protest the difficult situation
and when
a large number of people were seriously injured. Several persons were
also
injured in a brutal action of KFOR against Serbian demonstrators in
Gracanica
on 7 April 2000.

KFOR members used APCs and dogs against local people in Babin Most,
municipality of Obilic, who had gathered to protest over the brutal
murder of
Milutin Trajkovic in their village (31 May).

(9) Terrorist attacks outside the Province:

Groups of Allbanian terrorists are located in the area of the villages
of
Breznica, Muhovac, Car, Zarbince, Ravno Bucje and others. They are
attacking
out of their headquarters in the village of Rogacica, municipality of
Kosovska
Kamenica, against areas outside the Province. Incidents include
grenade-propelled attacks from the village of Dobrosin against the
police
checkpoint near Bujanovac (8 and 20 May); attacks with automatic
weapons
against a local police patrol in the village of Konculj (23 and 24
May);a
grenade-propelled attack on local police near the village of Lucane (30
May).

(10) Terrorist attacks on Serbian convoys:

Attacks on a Serbian convoys headed for Strpce, near the village of
Radivojce
(on 22 and 29 February); attack on a Serbian convoy en route to
Koretiste, in
the village of Dobricane (28 February); attack on a bus ferrying Serbian
children home from school on the road between Gornje Kusce and Koretiste
(29
February); Lieutenant Peter Ramstell (KFOR, Kosovska Mitrovica area)
banned all
KFOR security escorts for buses transporting Serbian schoolchildren and
sick
persons to Gracanica (1 March); attacks against Serbian convoys in the
village
of Koretin (6 and 20 March); repeated attacks against Serbian convoys in
Gnjilane (7, 10 and 31 March); an attack on a Serbian convoy in the
village of
Dobrovce (27 March); attack on a Serbian convoy on the road between
Bujanovac
and Gracanica (11 April 2000); attack on a convoy from Strpce in the
village of
Pozaranje, municipality of Vitina (18 April 2000).

KFOR has not prevented these terrorist attacks. Also, it has refused to
provide
security escorts to convoys between Merdare and Kosovo Polje. In
addition to
daily terror against them, this is added pressure on Serbs to leave
Kosovo
Polje.

(11) Number of arbitrarily arrested persons by KFOR and UNMIK: 466

Arrested Serbs are detained in prisons in Pristina, Prizren, Sojevo near
Urosevac, Kosovska Mitrovica, Gnjilane, Lipljan and Klokot Banja.

They have been arrested without any explanation or charges, only on the
ground
of information provided by the Albanians, most frequently by the members
of the
terrorist so-called Kosovo Liberation Army.

43 Serbs arbitrarily arrested without legal grounds by KFOR and UNMIK
have been
detained in a prison in Kosovska Mitrovica for eleven months already. In
this
period no investigation or any court proceedings have been instituted.
On 10
April 2000, 37 detained Serbs and 5 Roma went on a hunger strike. The
immediate
cause was the release of Gjelal Ademi, an ethnic Albanian, against whom
an
investigation had been instituted because of a hand grenade attack in
which 22
Serbs and 14 French soldiers of KFOR were injured. The detained Serbs
and Roma
were forced to go on a hunger strike for more than 40 days in an effort
to
realize their basic human rights in this way. They ended their strike as

Kouchner told them on 21 May that they would stand trial shortly.

(12) Prisons and labour camps for abducted Serbs run by the terrorist
so-called
Kosovo Libertion Army

The abducted Serbian civilians, detained by the terrorist so-called
Kosovo
Liberatin Army, are kept in the labour camps located in the village of
Maticane
and in the wider area of Prizren (“Ortokal” estate, a building situated
on the
road to Djakovica) and in Drenica. 472 abducted Serbs are kept in the
camps.

KLA prisons for Serbs, Montenegrins and members of other ethnic
communities who
are not supportive of Albanian terrorists are situated also around the
village
of Brod, municipality of Dragas, and along the Djakovica road towards
the
village of Junik, municipality of Decani, as well as in the villages of
Glodjane, Izbica and Strovce in the Kosovska Mitrovica district; and in
the
premises of Railroad Transport Co. in Urosevac.

The prison located in the offices of the Pristina Chamber of Commerce
and
Industry, run by the so-called
KLA, where 71 non-Albanians have been detained, was relocated to another
unspecified facility on 27 April.


(13) Situation in Kosovska Mitrovica:

Since the deployment of KFOR and UNMIK in Kosovo and Metohija, the
security
situation has been very serious, particularly in and around Kosovska
Mitrovica.
Some of the most salient types and instances of atrocities have been:

- looting and the destruction of 2,365 homes belonging to Serbs,
Montenegrins
and other non-Albanians (1,200 in Kosovska Mitrovica; 1,060 in Vucitrn;
and 105
in Srbica);
- eviction of 700 Serbian families from their apartments (500 in
southern
Kosovska Mitrovica; 150 in Vucitrn; and 50 in Srbica);
- looting and the destruction of the property of the following
companies:

1. In Kosovska Mitrovica: Socially-owned companies
"Kosovo-Sirovina",
"Betonjerka", "Lux", "AMD", "Kosmet-Prevoz", "Trans-Kosovo", Duvanska,
Minel,
Zemljoradnicka zadruga (cooperative), Hortikultura, Mitrovcanka, DES,
"Ibar-Rozaje" warehouse, water utility company "Vodovod", printing
company
"Progres", electric power generation company "Elektro-Kosovo", PTT and a
large
number of bars and cafes owned by non-Albanians.
2. In Vucitrn: Socially-owned companies "Sartid",
"Vucitrn-Prevoz",
"Ratar", Farm Cooperative, paints and coatings factory "Ekstra",
construction
company "Kosovo", utilities company "Sitnica", private company
"Cicavica",
employment bureau, local community centre, Town Hall of Vucitrn,
Construction
Land Fund, local department store, Auditing Office building, Jugobanka,
primary
and secondary schools, Jugopetrol, Beopetrol, electric power
generationcompany
"Elektro-Kosovo", PTT.
3. In Srbica: Hunting munitions factory, plastics factory,
socially-owned company "Buducnost", Farm Cooperative, public utilities
company,
"Dijamant-produkt" Co., local community centre, local self-managing
community
of interest, "Zitopromet" Co. and its silos.

(14) Recent killings and terrorizing of Albanians loyal to the FR of
Yugoslavia:

The terrorist so-called Kosovo Liberation Army has stepped up the
execution of
Albanians who do not support their policy and goals, particularly in the
areas
of Pristina, Podujevo and Pec. The most drastic examples are: the murder
of
Hejdi Sejdiu, a member of the Provincial Committee of the Serbian
Socialist
Party, in his home town of Urosevac in front of his wife and three
children (on
10 February), the killing of Danush Januzi in Vitina (on 10 February);
the
massacre of Tahir Bekim, abducted and later killed by the terrorists of
the
so-called Kosovo Liberation Army (parts of his mutilated body were found
on 24
February).

The terrorists of the so-called Kosovo Liberation Army burnt down the
house of
Sellim Broshi, former head of the Provincial Ministry of the Interior,
in the
village of Odanovce, municipality of Kosovska Kamenica, on 20 March
2000. They
are also looking for Sinan Rexhepi, former employee of the Provincial
Ministry
of the
Interior. They threaten Sadik Hajrulah from Vitina, Ramadan Sermaxhi,
employee
of the Ministry of the Interior in Gnjilane, Minir Krasniqi from
Kosovska
Kamenica, as well as other former or present ethnic Albanian members of
the
Provincial Ministry of the Interior in Gnjilane. In mid-March,
terrorists of
the so-called Kosovo Liberation Army abducted Noa and Nua Kajtazi,
Catholic
Albanians, in the village of Zjum accusing them that they are loyal
citizens of
the FR of Yugoslavia. They requested a ransom from their family in the
amount
of DM 40,000. They also searched their houses, looted them and beat the
members
of their family.

In addition to Serbs, the terrorist so-called Kosovo Liberation Army
also
rounds up Albanians, loyal to the State of the FR of Yugoslavia, and
detain
them in their prison camps (around the village of Brod, municipality of
Dragas).

(15) Destruction of churches, monasteries and cultural monuments:

86 churches, monasteries and other cultural monuments were burned down,
demolished or seriously damaged, among them the Church of the Entrance
of Our
Lady into the Temple at Dolac, monastery of St. Mark at Korisa from
1467,
monastery of Prophets Kosmo and Damien in Zociste from 14th century, the
church
in Kijevo from the 14th century, the Holy Trinity monastery from the
14th
century near Musutiste, monastery Devic built in 1440, Church of St.
Paraskeva
in Drenik from the 16th century, Church of St. Demetrius near Pec, the
Orthodox
church at Grmovo near Vitina, Church of St. Elijah at Zegra near
Gnjilane,
church of Holy Mother in Musutiste from 1315, Church of St. Elijah at
Bistrazin, Church of Apostles Peter and Paul in Suva Reka, monastery of
St.
Uros in Nerodimlje, monastery of St. Archangel Gabriel from the 14th
century in
Binac, Church of St. Mary from the 16th century in Belo Polje, Church of
St.
John the Baptist in Pecka Banja, churches in the villages of Naklo,
Vucitrn,
Petrovac, Urosevac, Podgorce, Djurakovac, Krusevo, Osojane, Samodreza,
Dresna
near Klina, Rekovac, Petric, monastery Binac near Vitina, Holy Trinity
Cathedral in Djakovica, St. Nicholas' Church in Gnjilane.

Monks and other clergy are being terrorized and persecuted. More than
150
parish residences were destroyed or damaged. Over 10,000 icons and other
sacral
objects, most of which are part of cultural treasures under the special
protection of the State, were stolen or destroyed. Medieval frescoes
were
destroyed in 70 per cent of Orthodox churches and monasteries.

Assaults on members of the Catholic religious community by the
terrorists of
the so-called Kosovo Liberation Army have intensified in Prizren and
Pec,
particularly assaults on clergymen (The homes of two Franciscan priests
were
burned down.).

The following cultural monuments were damaged or demolished:
- statues of the greatest lexicographer of the Serbian language Vuk
Karadzic
and the great Montenegrin poet Petar Petrovic Njegos in downtown
Pristina;
- memorials to King Uros in Urosevac and King Dusan in Prizren;
- memorial to Prince Lazar in Gnjilane and the memorial to Serbian
rulers from
the Nemanjic dynasty in the village of Gornje Nerodimlje;
- memorial to Milos Obilic, the symbol of the town of Obilic. KFOR
removed the
damaged statue to the compounds of the thermal electric power plant
"Kosovo
B".
- about 400 000 books vanished in the fire set to the Pristina Library.

Many of the destroyed monuments are outstanding examples of the Serbian
cultural heritage and are on the list of the monuments of exceptional
cultural
value under the protection of UNESCO.


(16) Forced and illegal taking over of public institutions:

- Forcible and illegal takeovers of premises and buildings of post
offices,
banks, medical institutions, water and power supply systems, university,
elementary and secondary schools, municipal and other local government
buildings, local communes, buildings of the Ministry of the Interior and
the
Army of Yugoslavia, factories, enterprises, cooperatives, etc. in
Pristina
(premises of the Clinical Centre "Pristina" and the health station whose
equipment has been stolen and taken by doctors in private practice,
Federal
Customs Administration, Public Housing Company, Institute for Urban
Planning,
water supply company "Vodovod", thermal electric power plant "Kosovo B",
depots
and petrol stations of "Jugopetrol", the shareholding companies
"Kosmet-Pristina", "Kosovo-Trans", "Energoinvest", "Autopristina", car
shock
absorbers factory, "Jugotrans", etc.) as well as in Prizren, Dragas,
Podujevo,
Lipljan, Strpci, Kosovska Mitrovica, Kosovo Polje (with the assistance
of
KFOR), Djakovica (with the assistance of KFOR).

- By forced and illegal taking over of public enterprises and
institutions tens
of thousands employed Serbs, Montenegrins, Roma, Muslims, Goranci, Turks
and
other non-Albanians were sacked and left with no means to support
themselves.

- More than 190 major companies were forcibly and illegally seized,
whose
equipment was looted and most often taken to Albania.

(17) Armed artillery attacks on villages: Slovinj, Maticane, Orahovac,
Konjuh,
Berivojce, Gornja Brnjica, the villages around Kosovska Kamenica:
Grncar,
Magila, Ajvalija, all the villages of the Istok-Klina region, Gorazdevac
near
Pec, Svinjare, Klokot, Novo Brdo, Zjum, Donja and Gornja Gusterica,
Susica,
Badavac, Bresje, Vrbovac, Vitina, Cernice, (municipality of Gnjilane),
Dobrusa,
Veliko Ropotovo (municipality of Kosovska Kamenica), Partes, Podgradje,
Malisevo and Pasjane (municipality of Gnjilane), Ljestar, Budriga,
Dobrotin
(municipality of Lipljan), Grncar, Binac, Ranilug, Silovo, Odovce,
Rajanovce,
Bosce, Caglavica, Paravolo, Lebane, Gojbulja, Suvo Grlo and Banje
(municipality
of Srbica), in the following villages in the area of the municipality of
Gora:
Brodosavce, Belobrod, Kukavce; frequent attacks on houses of Goranci,
Muslims
and Albanians, loyal to the FR of Yugoslavia, and in Grabovac
(municipality of
Zvecan).

All Serbian houses in the villages of Donji Livoc, Kmetova Vrbica,
Lipovica and
Cernice in the municipality of Gnjilane, and in the villages of Vaganes,
Gradjenik and Orahovica in the municipality of Kosovska Kamenica, all
forming
part of Kosovsko Pomoravlje, were set on fire or destroyed by mortars or
explosives.

All this runs counter to assertions by KFOR and UNMIK that the terrorist
so-called Kosovo Liberation Army has been disarmed.

(18) Blockade of towns and villages: Gadnje, Orahovac and Velika
Hoca,
Koretin, villages around Gnjilane, Gornja Srbica, Gorazdevac, Priluzje
(the
village surrounded by Albanians, with no doctors, shops and phone lines;
about
80 per cent of the villagers who worked for the Electric Power Industry
of
Serbia have remained jobless).

About 3,500 Serbian residents of Orahovac have been living for more than
ten
months since the deployment of KFOR and UNMIK in the first concentration
camp
in Europe after the Second World War, besieged by the terrorist
so-called
Kosovo Liberation Army.

(19) Armed threats against villages and terror committed on a daily
basis
against non-Albanians: Ugljari, Srpski Babus, Stimlje, Novo Selo,
Bresje,
Obilic, the area around Kosovo Polje, Milosevo (on which an armed attack
was
recently carried out), the village of Zebnice (dramatic humanitarian
situation), most of the mainly Catholic Croatian population of the
villages of
Letinice, Vrnez, Vrnavo Kolo and Sasare have moved out, Drenovac (50
Serbs
massacred), village of Cernice (a series of incidents in which US KFOR
soldiers
maltreated Serbs), Pozaranje, Gotovusa, Gatnje, Zubin Potok, Veliki
Alas, Vrelo
and Radevo, Plemetin and Slatina (municipality of Vucitrn), Crkolez
(municipality of Istok), Ogose - municipality of Kosovska Kamenica
(where
almost all Roma families have been driven out), Banjska, Gojbulja and
Miroce
(municipality of Vucitrn), Brezanik (municipality of Pec).

Ruthless terror is used against the remaining Serbs in the village of
Obilic:
their houses are attacked and set on fire. They cannot call fire
emergency
services or ask for KFOR and UNMIK assistance since their telephone
lines are
disconnected, while those belonging to Albanian households are
connected. This
provides further evidence of the discrimination against Serbs by KFOR
and UNMIK
who sit idly by.

(20) The looted Serbian villages whose residents were forced out:
Muzicani, Slivovo, Orlovic, Dragas, the area around Kosovo Polje,
Livadice,
Mirovac, Sirinicka Zupa, Medregovac, Grace, Zociste, Sofalija,
Dragoljevac,
Tomance, Koretin, Lestar, Donja Sipasnica, Miganovce, Laniste and
Zmijarnik
(municipality of Kosovska Kamenica).

(21) Serbian settlements set on fire: Istok, Klina, Donja Lapastica,
Obrandza,
Velika Reka, Perane, Lause, the villages around Podujevo, Grace, Donja
Dubica,
Zociste, Orahovac, Naklo, Vitomirice, Belo Polje, Kojlovice,
Alos-Toplicane,
Krajiste, Rudnik, Donji Strmac, Goles (municipality of Lipljan), Orlovic
(municipality of Pristina), Krpimej and Lausa (municipality of
Podujevo),
Muzicane (all Serbian houses burned down), Zaimovo, Denovac, Lesjane,
Gornje
and Donje Nerodimlje (all Serbian houses looted and burned down), Sinaje
(municipality of Istok), Balovac, Mali Talinovac, Ljubizda, Klobuka and
Oraovica (municipality of Kosovska Kamenica), Zaskok and Novi Miros
(municipality of Urosevac).

(22) Registered number of homes burned down: About 50,000 houses of
Serbs,
Roma, Muslims, Goranci and other non-Albanians were burned down in
Kosovo and
Metohija.

(23) Registered number of illegal entries of foreign citizens into
the FR of
Yugoslavia (Kosovo and Metohija) without the necessary papers (visas and
registration of stay with the competent authorities): 825
Over 250,000 foreigners have illegally entered Kosovo and Metohija with
approval of UNMIK and KFOR. The Government of the FR of Yugoslavia has
officially requested their deportation on several occasions. These
requests
went unheeded, although those persons are international terrorists,
criminals,
narco-mafia members, white slave merchants, organizers of brothels and
other
forms of organized international crime.

(24) Registered number of stolen vehicles: over 12,000

As a result of open borders with Macedonia and Albania 250,000 vehicles
were
brought into Kosovo and Metohija without payment of customs duties. Most
of
these vehicles were stolen.
The extended vehicle registration period under an illegal regulation by
Special
Representative Kouchner has effectively legalized crime and theft of
tens of
thousands of vehicles.

Our solidarity must go on

As reported the Serb and Romany UN prisoners had ended their political
hunger strike as the protector Kouchner promised them to meet their
demands.

We were sure that he and the entire KFOR and UNMIK occupational forces
are
not willing to meet their demands because they are linked to the general
fate of Kosovo Serbs and non Albanians nationalities. The campaign to
forcibly albanise Kosovo by the KLA is in full swing while the KFOR is
mainly targeting Serbian attempts of elemetary self defense. In order to
fully control Kosovo the NATO is support "ethnic cleansing" by its local
puppets.

Therefore we still fully support the resumed hunger strike of the
politico-national prisoners in Kosvska Mitrovica. (See below the
petition
and its supporters).

SERB PRISONERS IN KOSOVSKA MITROVICA AGAIN ON HUNGER STRIKE. A group of

Serbs imprisoned in Kosovska Mitrovica prison went on a hunger strike
again
on June 7, because, they said, U.N. Mission in Kosovo Chief Bernard
Kouchner
failed to fulfill their demands for altering judicial procedure.

They are asking for just trials by forming international court councils,
transferring Serbs and Roma gypsies imprisoned in Pristina and in
Bondsteel
base to Kosovska Mitrovica, and out of safety reasons to authorize the
Mitrovica court to try non-Albanians, and to also revise court
documents.

Until recently 40 non-Albanians staged a hunger strike in the Kosovska
Mitrovica prison until Kouchner promised to fulfill their demands.

Freedom for the political prisoners in Kosovo who are in hunger strike

We, the undersigned individuals and organisations, request the UN
protectorate authorities, UNMIK, to immediately release the thirty-six
Serbs
and Roma who are in hunger strike, as well as their five fellow
detainees in
the UN prison of Kosovska Mitrovica, if they are only being accused of
summary offences.

Substantiation:

For almost one year the non-Albanian detainees are being held without
the
prospect of trials in court. According to press statements, not even
preliminary examinations are being conducted.

At the same time, assassins motivated by Albanian nationalism such as
the
recent case of Dzeljalj Ademi, who threw a hand grenade in the Serb
Ghetto
of Mitrovica, injuring 22 Serb civilians and 14 French NATO soldiers are
released without being tried.

Until now the protectorate judiciary was not at all able to dispel the
massive doubts of their impartiality.

Under the given circumstances as the UÇK/KSK is still armed and still
acting
as a belligerent power in a civil war and expelled great parts of the
national minorities and political critics to own and to carry weapons,
which
is the main accusation against the detained non-Albanians, is pure
self-defence.

To detain the non-Albanians of Kosovska Mitrovica obviously has
political
and nationalist motives and they have to be freed immediately.

Kosovo: One Year Later

Summary
Nearly one year after NATO first intervened in Kosovo, it appears the
alliance has failed to fulfill
its chief objectives, both in waging the war and keeping the peace.
Increasingly, Kosovo seems
beyond the alliance's control as crime, weapons and drug trafficking
resurface. Alliance forces
are now on the defensive against former allies within the ethnic
Albanian community; the
guerrillas of the Kosovo Liberation Army (KLA) now appear to hold
positions of considerable
power. Nine months after the war, the West faces a choice. It can
increase its grip on Kosovo,
committing more troops and confronting the KLA, or the alliance can
resign itself to losing control
of Kosovo.

KFOR rode Serbs in Cernica

Gnjilane, June 7th (Tanjug) - In Cernica near Gnjilane, on Sunday,
4th of June, KFOR soldiers humiliated Serbs in the most brutal
and utterly inhuman way, by literally riding on their backs. The
maltreatment and humiliation of
Serb citizens lasted for three whole hours, before and after midnight.
Reinforced squad of more than 60 American KFOR soldiers dashed, on
Sunday, 4th of June at
10.30p.m. into Serb part of multiethnic village Cernica called Donja
Mala. From that part of the
village, shots from automatic weapons were heard on several occasions,
about an hour and a half
before KFOR carried out a raid. According to testimonies of the Serbs
who live there, shots were
fired by an Albanian.
KFOR soldiers used this shooting, which was deliberately carried out in
the Serb part of the
village, and began the search of seven Serb houses.
The interior of Dobrivoje Menkovic`s house was completely demolished
during the reckless
search, and the old head of the household was literally ridden, although
Dobrivoje has a heart
condition and a few years ago he had heart surgery. The humiliation
reached its climax when an
American soldier climbed on the back of ill Dobrivoje, first pushing the
old man, very hard, from
the bed in which he was sleeping. Dobrivoje found himself on all fours.
In that moment, KFOR soldier sat on the back of the ill old man and
while sitting he lit a
cigarette which he smoked for fifteen minutes, treating him like an
animal.
After that, other American soldiers also pushed this seriously sick man
of his bed, rolled him over,
pushed his face against the floor and dragged him around the room.

[The same KFOR/UNMIK that escorted 25,000-50,000
members of KLA-instigated mobs to besiege Mitrovica a
few months ago; that hasn't managed to apprehend a
single suspect in the slayings of over 1,000 civilians

killer of a Russian peacekeeper to escape three times,
the last time with a broken ankle; that works
hand-in-glove with KLA chieftans like Hasim Thaci and

Army shoots Serb protesters

BRITISH troops opened fire and wounded three Serbs
in Kosovo yesterday after an angry crowd attacked Brig
Richard Shirreff, the senior British officer in
Kosovo.
The incident occurred in the Serb enclave of
Gracanica, 10 miles south of Pristina, after rioting.
An Army spokesman said bodyguards, believed to be an
SAS unit, accompanying the brigadier drew their
pistols and fired 15 rounds after a Serb grabbed a gun
from a soldier. The Serb was one of those wounded.
Brig Shirreff said about 300 Serbs stood face-to-face
with the British troops. "We were attacked," he said.
"Our lives were very much threatened. My guys did a
first rate job." The rioting broke out after a grenade
was tossed into the market square by men believed to
be Albanian radicals. Five people were injured.
Lt-Col Guy Hony, an Army spokesman, said: "Hundreds of
villagers gathered, very upset, and started bullying
[Swedish] soldiers. When the brigadier arrived to talk
them down, they turned on him."
The protesters also set three cars and three lorries
on fire, and soldiers arrested one man. The Army has
sent extra troops to the Gracanica area to protect
Serbs. Surrounded by checkpoints and watchtowers, and
with helicopters flying overhead, the Serb enclave
resembles a fortress. "That someone still managed to
throw a grenade on Serb home turf is very worrying for
us", Lt Col Hony said.
The incident comes amid an upsurge of violence in
Kosovo in which eight Serbs have been killed and
dozens injured in the past week. On Friday, two Serbs
were killed and three wounded when their car hit a
recently planted landmine on a dirt road to Gracanica.
Serbs responded by suspending their participation in
the United Nations multi-ethnic administrative bodies
in Kosovo. About 150,000 Serbs have fled Kosovo for
fear of Albanian attacks since Nato troops drove out
Serb forces last June.
There was confusion later yesterday over the details
of the incident, when Nato officials said only one
Serb had been wounded. Oliver Ivanovic, the Serb
leader in northern Kosovo, said his people would start
blocking roads in the region today in protest at the
growing violence.

ETHNIC ALBANIAN TERRORISTS ATTACK IN KOSOVO-METOHIJA'S GRACANICA
GRACANICA, June 6 (Tanjug) - Several Serbs, including a child, were
injured in an ethnic Albanian terrorist attack in the locality of
Gracanica
near Pristina in the U.N.-run Serbian (Yugoslav) Kosovo-Metohija
province
early on Tuesday. U.N. police and international KFor force troops are
searching for a car from which two grenades were lobbed at around 8:30
a.m.
near the Culture Hall in central Gracanica.
Roads into and out of Gracanica have been sealed and helicopters hover
over the area.
Agence France Press (AFP) quotes a telephone conversation with a U.N.
official to the effect that six Serbs were wounded in the outrage, two
of
them seriously, while the Associated Press (AP) says that a child also
was
among the injured.
Shortly after the incident, about a thousand Serbs gathered in town
centre
in protest against the impermissibly tolerant attitude of the
international
military and civilian missions to the ethnic cleansing campaign of
ethnic
Albanian terrorists and separatists.
The latest wave of ethnic Albanian terrorism has come hard on the heels
of
an announced intention to repatriate a large number of displaced Serbs
to
Kosovo-Metohija.
Since KFor and the U.N. civilian mission UNMIK were deployed last June
10,
more than 1,000 Serbs, Montenegrins and other non-Albanians have been
murdered, and more than 300,000 others expelled, which shows that the
U.N.
missions have failed to discharge their mandate under U.N. Resolution
1244.

AMERICANS STEAL SERBIAN GOLD IN U.N.-RULED KOSOVO-METOHIJA
KOSOVSKA MITROVICA, Serbia, June 6 (Tanjug) - The Stari Trg mine in
south
Kosovska Mitrovica, which was taken over by the U.N. mission (UNMIK)
last
June, is being secretly mined and the gold ore transported through the
U.S.-held sector to Albania and Macedonia.
According to Serb sources in the ethnically-divided town, since Serb
miners were barred from entering the mine, which is part of the Trepca
mining complex, UNMIK has announced that the shafts are flooded and has
engaged ethnic Albanians allegedly to drain them.
About 200 well-paid ethnic Albanians are in fact mining the ore and,
since
the smelting plant is in the north, Serb-populated part of the town, the
ore is transported to Albania and Macedonia by night.

THACI: INDEPENDENT KOSOVA STILL THE GOAL. Hashim Thaci
told a
convention of his Democratic Party of Kosova in
Prishtina
that independence for the province remains his goal and
that
of the party, Vienna's "Die Presse" reported on 23 May
(see
"RFE/RL Newsline," 22 May 2000). The delegates elected
a 61-
member steering committee. "Die Presse" noted that
Thaci is
having a difficult time maintaining the support of his
former
fighters from the Kosova Liberation Army (UCK). Many
more
radical UCK members now back Ramush Hajradani's
Alliance for
the Future of Kosova, as do Azem Vllasi and some other
former
communist-era leaders. Many moderate UCK supporters and
former backers of Ibrahim Rugova have joined Naim
Maloku's
Liberal Center Party. Both Hajradani and Maloku are
widely

Robertson praises infamous terrorist

Pristina, May 31 - NATO Secretary General George Robertson praised in
Pristina today one of the most infamous ethnic Albanian terrorists, Agim
Cheku, commander of the so-called "Kosovo Protection Corps," which is
only another name for the terrorist "KLA," and moreover offered to help
would-be efforts to promote peace and reconciliation in the southern
Serbian province.
Robertson took a step further, he become one of the few foreign visitors
roaming around Kosovo-Metohija to claim that "progress" has been made in
the past year since the establishment in the Province of two U.N.
missions - civil (UNMIK) and security one (KFOR).
NATO Secretary General apparently has only one goal - support for
terrorists - because what kind of support can he speak about two days
after an ethnic Albanian terrorist, nearby U.S. KFOR troops, killed
three Serbs, including a four-year-old child, raising the number of
killed Serbs since the arrival of KFOR to 900.
Robertson ignores the fact that in the past year from Kosovo-Metohija
have been expelled 360,000 Serbs and other non-Albanians, that in
Pristina live today only 270 Serbs, as compared to 44,000 a year ago,
that ethnic Albanian terrorists have burned down or plundered over
40,000 Serbian houses...
Only Robertson sees progress there. Nevertheless, he claims that in
Kosovo-Metohija things are getting better and better and apparently in
that improvement he sees also the role of Agim Cheku, Hashim Thaqui and
others.

Thousands of Kosovo children celebrate ``freedom''

PRISTINA, Yugoslavia, June 1 (Reuters) - Thousands of Kosovo Albanian
children gathered in Pristina in fancy dress on Thursday for a
``Children's
Day'' intended to help them overcome their dark memories of war.

FACT: out of a 40,000
strong Serbian population in Pristina, less than 300 remain. Out of
that
40,000, 25,000 were students from preschool to university level -- only
35
Serbian children remain in all of Pristina district, living in ghetto
conditions and bused daily to a small make-shift school!]

Bringing the provincial capital's traffic to a virtual standstill, they
walked to the national theatre carrying balloons and wearing colourful
clothes and masks.

A few children were dressed as BRITISH SOLDIERS while at least one boy
wore a
cap with the insignia of the now officially disbanded Kosovo Liberation
Army,
which waged a guerrilla war against Serb rule. Most of the participants
had
more traditional children's fancy dress.

``We are here to celebrate the Children's Day and to enjoy it, and our
freedom,'' said 11-year-old Genti Muhaxheri.

Journalists estimated the turnout at between 5,000 and 10,000.

Yugoslav forces withdrew from the province almost a year ago following
78
days of NATO air strikes intended to halt Belgrade's repression of
Kosovo's
ethnic Albanian majority.

Thursday's event was organised by a local youth organisation that said
it
wanted to help the children look towards the future.

U.N. Halts Publication Of Kosovo Newspaper

PRISTINA, Yugoslavia, June 3 –– Petar Topoljski became
famous here in the Kosovo
capital on April 27 when an ethnic Albanian newspaper published his
picture, his address and his
workplace. But it was not the sort of publicity that brings good fortune
here.

One of just a handful of Serbs employed by the U.N. mission here,
Topoljski was accused by the
newspaper Dita of violently expelling Albanians from their homes during
last year's bitter ethnic
war. The paper's sources were identified only by their initials, and no
details about Topoljski's
activities were given. No reply from Topoljski, or his friends or
family, was included.

Within three weeks, Topoljski was dead, the latest victim of the
vigilantism that persists in
Kosovo nearly a year after the war's end. His decomposed body was found
with multiple stab
wounds and wire garrote drawn tight around his neck.

The killers have not been found. But today, in the midst of a spate of
killings of Serbs, the
United Nations decided to take action against the newspaper. It sent a
squad of U.N. police to the
paper's office and ordered employees to stop publishing for eight days
on grounds that the paper
poses a threat to the province's law and order.

The decision underscores U.N. officials' frustration about the ethnic
Albanian media's practice of
making unproven accusations against individual Serbs, a technique that
some officials here say is
tantamount to publicly ordering a mafia-style hit against the accused.

U.N. spokeswoman Susan Manuel said while there is no proof that the
article directly
caused Topoljski's murder, "one could conclude that there was such a
link."

Manuel called the suspension of the paper "a symbolic gesture" but said
"we had to take a stand."

Forcibly halting publication of Dita nonetheless provoked controversy
here, among both local
journalists and international officials. Baton Haxhiu, editor of the
well-known Kosovo daily Koha
Ditore, said that while Dita should not have published Topoljski's name,
the action against it
bodes poorly for the development of independent media in Kosovo.

"This is the same as in Belgrade," Haxhiu said, referring to the Serbian
government's closure of
newspapers that print articles that displease it. He also said that the
United Nations should have
investigated the allegations but had failed to create a judicial system
where such charges could be
heard.

Daan Everts, who heads the Kosovo office of the 55-nation Organization
for Security and
Cooperation in Europe, told U.N. administrator Bernard Kouchner in a
letter that the "preferred
approach" would have been to order publication of a retraction or an
apology. But Everts said that
if Kouchner judged that "the threat to security and stability warrants
drastic action . . . then I
respect and support your decision."

A U.N. official said no one in the organization had been aware of the
article attacking Topoljski
until his death and that many officials felt ashamed for not taking
precautions to protect him.
Topoljski disappeared while running an errand for a U.N. official.

The editor of Dita, Belul Beqaj, is a former political adviser to Hashim
Thaqi, a former
guerrilla who now directs a political party. Beqaj said, "I feel sorry
this newspaper is linked with
the killing," but added that he does not regret publishing the article.
He said he plans to publish
additional photographs and names of Serbs involved in misdeeds when the
paper reopens June 12.

"Unzere zeit": Uncomfortable historic relationships

Public and secret activities

Berlin, May 16th (Tanjug) - German soldiers, members
of KFOR, were warned of the possibility that the
former members of SS divisions "Skenderbeg", who
fought in Kosmet with support of Vermacht against
Yugoslav partizans, will try to make contact with
them, based on those "historic" relationships.
"It should not be excluded that that historic
relationship with German soldiers will be used to form
joint anti-Serbian movement", the intelligence service
of Bundesver warns members of German troops in Kosmet.
The issue is about "Instruction for Bundesver troops
in Kosovo", which was given to all German soldiers,
members of KFOR and in which, as it is discovered by
German journal "Unzere zeit", many constatations
differ from the usual media reports and official
government stands in Berlin.
In that Instruction, German soldiers are reminded of
the Kosmet crisis genesis and they are told that " by
the end of the year 1997, members of KLA intensified
its actions of violence".
These actions were, as it is stated, directed against
Serbian security forces in Kosmet, against Serb law
and economy officials and, also, against suspicious
Kosmet Albanians.
It is also reminded that the terrorist "KLA" kept 40%
of Kosmet under control from the middle of 1998 and
that it was partially repulsed in contra operations of
Serbian-Yugoslav fighting and security forces.
German soldiers are then reminded of NATO aggression
on Yugoslavia, and in the Instruction they are clearly
told that the Americans solely decided about targets
for bombing.
Bundesver intelligence service then informs its
soldiers who and what they will face in Kosmet.They
are warned that there are practically two armed
Albanian organizations in Kosmet:
KLA: General Staff includes ten different areas,
commanders of seven operative zones and - instrument
of government inside the terrorist organization -
Planning Staff. The chief of Staff is 38 years-old
Agim Ceku, who after spending eight years in Croatian
army, transferred, as a general, to KLA in 1999.
According to the estimation of the Instruction's
author, the core of "KLA" was formed of remaining
members of "Kosovo Ministry of Defense". It was formed
from the former Albanian officers and noncommissioned
officers of the Yugoslav National Army (YNA) and it
was close to Ibrahim Rugova`s Democratic Kosovo League
(DKL).
FFKR: Democratic Kosovo League, whose wing was
gathered in Germany around the "president of the
government" Bujar Bukosi, formed in the meantime
(1998) its own fighting forces, so-called FFKR
(Fighting Forces of Kosovo Republic). Their forming
was given to former YNA officer, Ahmet Krasnici. He
was murdered on September 21st 1998 in Tirana, from
where the forming was directed. Ismet Aliu took his
place.
Most members of FFKR have, in the meantime,
transferred to KLA, it is said in the Instruction and
it is claimed that Bukosi on June 17th 1999 declared
dismissal of that terrorist organization.
The division in DKL lasts until today with unpredicted
consequences, it is claimed in the Instruction and
added that Bukosi has better chances in that
confrontation, because he has donation funds from
community in exile. Albanian side realizes most of its
financial incomes through emigrant donations, first of
all from the countries of EU and Switzerland. In those
circles, Rugova`s (Bukosi`s) DKL dominates now, as
before, thus it has small military potential, but
great financial power.
KLA is mostly financed through "The Country Calls"
fund, which is legal and recognized in Germany. In
June 1999, Hashim Thaqui sent a proclamation to all
emigrants to pay 500DM to that fund.
Due to this, in near future, intensified fights for
money between rival Albanian formations can be
expected in Kosmet, the authors of the Instruction
claim.
It remains to be seen how wiser the German soldiers in
KFOR will be after reading the Instruction, which, by
the way, does not reveal anything new. The essence of
the Instruction is something else. Things that are
told to German soldiers are officially hushed up.
The reason for this is clear. The fact is about two
different things - politics and safety of its own
soldiers. In the first case it is known to whom
Germany is obedient and how it acts.
As for the security of its soldiers, Bundesver
obviously wanted to teach its soldiers with whom they
will or already deal with in the southern Serbian
province.

BELGRADO (CNN) -- E' polemica tra la Jugoslavia di Slobodan Milosevic e
l'Italia. Le dogane della federazione jugoslava hanno accusato l'Italia
di
usare manodopera a buon mercato in Serbia per fabbricare le divise
destinate
ai propri caschi blu di stanza nel vicino Kosovo. Le autorità di
Belgrado
hanno anche dichiarato di aver sequestrato in container provenienti
dalla
Svezia uniformi e altri capi d'abbigliamento con i simboli dell'Esercito
di
liberazione del Kosovo, l'esercito kosovaro che ufficialmente è invece
stato
smantellato con l'arrivo delle truppe internazionali.

A fare queste accuse è stato Mihalj Kertes, il responsabile del servizio
doganale jugoslavo. Kertes ha mostrato ai giornalisti uniformi, guanti,
maglioni e addirittura biancheria intima con la sigla Uck, l'acronimo
con il
quale la formazione militare è conosciuta in albanese.

Queste uniformi sono state inviate - dicono le autorità serbe - dalla
Svezia
come "aiuto umanitario" e stavano entrando in Jugoslavia dall'Ungheria.
Il
sequesto dovrebbe dimostrare la tesi di Belgrado, secondo la quale il
contingente internazionale della Kfor, in ormai un anno di attività, non
è
riuscito o non ha voluto disarmare davvero l'Uck.

Quanto all'Italia, Kertes ha affermato che tre società serbe (la
Borjanka
con sede a Bor, la Branka Dinic con sede a Knjazevac e la Modna
Konfekcija
con sede a Nis) hanno fabbricato uniformi dell'esercito italiano per
conto
di un subappalatore ceco, la società Emily.

"I criminali della Nato si sono dimostrati ancora una volta squallidi -
ha
tuonato il capo delle dogane serbe - Hanno commissionato la
fabbricazione
delle loro divise in Serbia pur di pagare costi di fabbricazione
bassissimi,
riducendo anche gli operai che le fabbricano al livello di criminali".

Uniformi con I gradi e I simbolki delle forze armate italiane impegnate
nella Kfor sarebbero state sequestrate a Horgos, una località al confine
con
l'Ungheria, lo scorso 2 marzo. Tra il materiale sequestrato ci sarebbero
2.428 paia di pantaloni e 406 camice. "Sono divise in cotone, ma che
contengono una sostanza speciale che le rende impenetrabili alle
radiazioni", ha detto Kertes.

Kertes dice che tra la merce trovata al confine c'è anche gomma da
masticare
con I simboli della Nato e dell'Uck, per un valore di 6 milioni di lire.
Dentro le confezioni ci sarebbe stato "materiale propagandistico, come
fotografie di celebri comandanti dell'Uck e scene di battaglie condotte
dagli albanesi contro I serbi.

La Camera dei Deputati è stata convocata per lunedì 12 giugno pomeriggio

La discussione verterà su proposte di mozione presentate da numerosi

mercoledì 14 mattina con il voto.

Martedì scorso anche il Senato ha discusso questo tema concludendo con
una risoluzione, appovata all'unanimità,
assolutamente deludente e che si limita a chiedere al Governo di
"adoperarsi per la fine delle sanzioni". La stessa cosa era
stata chiesta con una risoluzione del Senato nell'aprile 1997, senza che
nulla di significativo ne sia poi seguito.

Chiediamo alla Camera dei Deputati di avere più coraggio!!!!
Dopo 10 anni di embargo e un milione e mezzo di morti è ora di dire
basta!!!!
Chiediamo un atto concreto di dissociazione dal genocidio.
Lo chiedono i 25.000 firmatari della petizione popolare "Per la
dissociazione unilaterale dall'embargo all'Iraq da parte
italiana" la cui raccolta si concluderà domenica 11 e che verrà
consegnata lunedì stesso al Presidente della Camera, Luciano
Violante.

cessano i bombardamenti sulla Jugoslavia….

Con gli accordi di Kumanovo del 10 giugno 99, la NATO mette fine ai
criminali bombardamenti contro la Jugoslavia, dopo 78 giorni di guerra
aerea in cui il governo D'Alema, in spregio alla Costituzione e contro
la
volontà della maggior parte della popolazi one aveva coinvolto il Paese.
Oggi, di fronte ad una Jugoslavia distrutta nell'ambiente, nelle
strutture
produttive, nelle infrastrutture sociali, sta un''Italia in cui la
"crisi"
azzera i diritti dei lavoratori e dei cittadini, ne rende precario il
salar io e umiliante il rapporto di lavoro.

Le guerre nei Balcani hanno aperto la via per lucrose avventure
finanziarie e industriali: la rapina delle risorse petrolifere dei paesi
del Caucaso e il controllo degli oleodotti (corridoio 8), l'acquisizione
a
prezzi di saldo di ampia parte del settore industriale e bancario (come
in
Albania) il rilancio dell'apparato bellico-petrolifero USA.

II "sacrifici" imposti ai proletari italiani, che, con i tagli alla
spesa
sociale, hanno pagato le spese della guerra imperialista, invece, non
hanno ottenuto la pace e il rispetto dei diritti, ma l'impoverimento di
tutti i lavoratori, dell'Ovest come del l'Est, divenuti ostaggio del
Fondo
Monetario Internazionale e delle sue "riforme".

… ma la guerra continua

Dopo i bombardamenti e la guerra chimica (uranio impoverito), oggi
l'embargo e l'occupazione militare del Kosovo da parte delle truppe NATO
costituiscono un'ingerenza attiva per scatenare la guerra civile in
Montenegro e nel sud della Serbia, e, in prospe
ttiva, per altre campagne militari.

L'OCCIDENTE, dalla fine degli anni '70, ha minato l'economia della
Jugoslavia attraverso le pressioni esercitate dal Fondo Monetario
Internazionale, ha finanziato i gruppi dirigenti nazionalisti e le mafie
locali, ha incoraggiato secessioni che non poteva
no che scatenare conflitti sanguinosi, conflitti che più volte gli
"jugoslavi" hanno cercato di bloccare.
LE GUERRE NATO hanno sancito la formazione di stati su base "etnica",
stati la cui economia prevalente è divenuta quella dei traffici
criminali di armi e droga, ma in cui sta tornando in primo piano la
lotta dei lavoratori contro le oligarchie nazionalis
te e lo sfruttamento.
L'OCCUPAZIONE MILITARE DEL KOSOVO e l'accondiscendenza verso
l'espulsione violenta dei serbi, dei rom e delle altre minoranze da
parte dell' UCK, sta rendendo permanente uno stato di guerra a bassa
intensità e costituisce il "presidio" da cui partirà l'o
ccupazione del territorio jugoslavo.
L'ITALIA, con il suo contingente di 7.000 militari in Kosovo, e' in
testa allo schieramento NATO, e' in prima fila nell'accaparrarsi gli
"affari" che la ricostruzione del Kosovo ha portato, e' responsabile
come tutti gli altri paesi NATO delle vittime dal
la guerra e del genocidio causato dall'embargo.
L'EMBARGO è un'arma di distruzione di massa: significa ospedali senza
medicine, senza anestetici; blocco delle attività economiche,
disoccupazione, povertà, privazioni. Malattie, morte. Significa
soffocare la vita di una popolazione per imporle di cambiar
e il suo modello politico e di sviluppo economico con un altro
compatibile con gli interessi dei monopoli capitalistici occidentali.
Significa "armare" altre dirigenze secessioniste.


SE I POPOLI EUROPEI NON FERMERANNO I LORO GOVERNI
La guerra continuerà

L'aggressione alla Jugoslavia, condotta per la prima volta senza nemmeno
la copertura formale del mandato ONU, dimostra che la guerra è ormai
strumento normale dello sviluppo dell'economia capitalista: per le nuove
avventure belliche si stanno riorganizza ndo gli eserciti NATO, ma anche
le nuove forze armate europee e le basi NATO in Italia.

Seguendo l'esempio di dignità e di resistenza alle imposizioni
imperialiste che ci viene dal popolo jugoslavo, che e' riuscito a
ricostruire da solo e in poco tempo uno dei ponti di Novi Sad distrutti
dai bombardamenti, dobbiamo impedire al nostro governo
di continuare questa sporca guerra.

Ohne die tatkräftige Unterstützung der „freien Medien“ wäre der
NATO-Krieg
gegen Jugoslawien nicht möglich gewesen – zumindest darüber sind sich
die
humanitären Bombenleger und ihre Kritiker einig.

Während die Bomben, die angeblich die jugoslawische Armee vernichteten,
bis
zu 2.000 jugoslawische Zivilisten zerrissen, war die Medienfront gegen
Jugoslawien noch intakt – auch als die NATO dutzende jugoslawische
Journalisten durch Bomben tötete, weil diese nicht bereit waren, sich
der
„Medienfreiheit“ unterzuordnen. Überall stellten die Medien die
Ereignisse
im Sinne der Rechtfertigung des westlichen Angriffskrieg dar: Vom
vermutlich
inszenierten Massaker von Racak bis zu Scharpings Fötengrill und seine
nie
aufgefundenen Konzentrationslager. Von Vertriebenenmassen, die ein
vielfaches der Bevölkerung des Kosovo ergaben bis zu Zahlen von
getöteten
Albanern, die von 500.000, auf 100.000 und 10.000 revidiert werden
mussten,
um schließlich auf 2.108 Exhumierte zu sinken (und da sind sowohl
NATO-Opfer
als auch Nichtalbaner enthalten).

Erst jetzt zum Jahrestags des Angriffs – wo es schon zu spät ist –
wurden
massive Zweifel laut. Doch dabei dürfte es sich nicht um eine
grundsätzliche
Haltungsänderung, sondern vielmehr um Ehrenrettung der Medien gehen, um
beim
nächsten Mal wieder die gleiche Rolle spielen zu können.

Malte Olschewski, selbst Fernsehjournalist, hat das gesamte
TV-Rohmaterial
des Krieges gesammelt und zusammen mit Experten analysiert. Er ist Autor
von
zwei Büchern über den Balkan: „Der serbische Mythos“ und „Der Krieg um
den

On Tuesday 11 July in Den Bosch ['s Hertogenbosch; The Netherlands],
five
peace activists will be on trial for opposing NATO bombs during the 1999
war against Yugoslavia. They cut perimeter barbed wire of Volkel
military
air base, where F 16 aircraft then took off for Kosovo. In all
probability
[the public may not know], there are also still US nuclear bombs at
Volkel
air base.

The case starts Tuesday 11 July , 13.30 o'clock at the "Gerechtshof
[court
house]", Leeghwaterlaan 8 in Den Bosch. The court case is public. So,
other
peace activists are welcome.

Before the case starts, there may be a demonstration in Den Bosch;
however,
this is not certain yet.
