L'oro di Mitrovica
Perch l'Onu non sottrae e subito ai serbi il complesso minerario di
Trepca? E' quanto consiglia l'Icg, il massimo ente di ricerca sui
Balcani

I l raffronto di due documenti - un rapporto dell'Icg (International
crisis group) sul complesso minerario di Trepca del novembre 1999, e un
articolo della consulente dell'Icg Susan Blaustein, apparso sul
Toronto star a febbraio - fornisce uno spaccato eccezionalmente chiaro
sui
lavori della "comunit internazionale". L'Icg un istituto di ricerca ad
alto livello, sostenuto dal finanziere George Soros. E'
stato fondato nel 1995 con l'obiettivo primario di fornire una guida
politica ai governi che partecipano al rimodellamento dei Balcani
condotto
dalla Nato. Tra i suoi rappresentanti di maggior spicco vi il
potente policy maker americano Morton Abramowitz, eminenza grigia della
nuova politica di "intervento umanitario" e sponsor dei separatisti
albanesi in Kosovo. Lo scorso 26 novembre l'Icg ha diffuso
il documento "Trepca: making sense of the labyrinth", in cui
raccomandava
alla missione Onu in Kosovo (Unmik) di appropriarsi nel pi breve tempo
possibile del complesso minerario di Trepca -
sottraendolo ai serbi - e spiegava come procedere. L'articolo della
giornalista dell'Icg rappresenta una volgarizzazione della posizione
antiserba, finalizzata a preparare l'opinione pubblica all'attuazione
della politica dell'Icg.
Trepca un conglomerato di circa 40 miniere e stabilimenti, in gran
parte
ma non tutti in Kosovo, di cui fanno parte significativamente Stari Trg,
"una delle pi ricche miniere d'Europa" e la pi ricca dei
Balcani, attualmente chiusa, e la fonderia di Zvecan, situata a
nordovest
di Mitrovica e tuttora gestita da un management serbo. L'Icg invita
l'Unmik, guidata da Bernard Kouchner, a dare un taglio alle
dispute legali sulla propriet dell'industria e ad assumere essa stessa
la
gestione di Trepca. Il 25 luglio Kouchner ha emesso un decreto che
recita:
"l'Unmik amministrer le propriet mobili o immobili,
ivi compresi i conti monetari ed altre propriet della, o registrate a
nome
della, Repubblica Federale di Jugoslavia oppure della Repubblica serba o
di qualunque suo organo, che si trovino nel territorio del
Kosovo". Il documento dell'Icg concludeva che "l'Unmik e la Kfor
dovrebbero rilevare in modo rapido e categorico il complesso di Trepca,
ivi compresa la chiusura totale e immediata delle strutture di
Zvecan, pericolose per l'ambiente".
Il bluff ambientale
Il vero difetto di Zvecan che l'impianto gestito dai serbi e fornisce
alla Jugoslavia un introito. Ma nella "strategia delle misure"
raccomandate dall'Icg, all'Unmik viene consigliato di istruire una
"squadra di valutazione ambientale di Zvecan" che riferisca sullo stato
dell'impianto e "suggerisca quali misure devono essere prese". I rischi
ambientali sono il pretesto per chiudere Zvecan e privare gli
ultimi serbi del Kosovo del loro sostentamento. (...) La strategia
prevede
un graduale avviamento della produzione mineraria per rassicurare i
"kosovari", nel senso delle persone di etnia albanese, sul
loro futuro. Perch, sebbene l'Icg dica che la "forza lavoro e il
management di tutti gli impianti di Trepca devono essere selezionati
esclusivamente in base al merito", esso aggiunge che "non va preso in
considerazione nessuno che abbia legami con il regime di Belgrado", ed
abituale identificare tutti i serbi con "il regime di Belgrado".
Questa palese appropriazione di propriet in quella che, formalmente,
ancora una parte della Serbia, viene naturalmente giustificata come una
misura necessaria per rassicurare gli albanesi oppressi. "Il
ritorno al lavoro finanche di poche centinaia di minatori kosovari
rappresenterebbe, per tutti i kosovari, una rivendicazione del loro
patrimonio". L'evento mediatico facile da immaginare. Ma se l'ostilit
dell'Icg verso la Serbia appare genuina, l'amore per gli albanesi
potrebbe
rivelarsi imperfetto. (...) Il rapporto dell'Icg osserva che Trepca "da
lungo tempo costituisce per gli albanesi del Kosovo il
simbolo dell'oppressione serba e della loro resistenza", e riferisce che
dopo il 1974 i kosovari, finalmente in grado di gestire essi stessi gli
impianti di Trepca, "avevano creato migliaia di posti di lavoro",
ma che "negli anni 1981-82 uno scandalo, una sorta di Trepca-gate - in
cui
i lavoratori kosovari albanesi furono accusati di aver rubato grosse
quantit di oro e argento - stato il pretesto per licenziare
molti ingegneri e tecnici". Se il furto sia accaduto realmente, o se sia
stato solo un pretesto, non interessava alla comunit internazionale,
fintantoch i serbi erano chiamati in causa.
Ma dopo? Il rapporto conclude che "consegnare semplicemente Trepca ai
kosovari impossibile per la carenza di competenze moderne disponibili
localmente, per il bisogno di standard verificabili a
livello internazionale e per evitare casi di corruzione", cos come danni
alle installazioni. E, per quanto riguarda quelle "migliaia di posti di
lavoro" creati da e per i kosovari albanesi, essi non fanno parte
dell'agenda della comunit internazionale. (...)
Fortunatamente, l'Icg rileva che la giovane leadership dell'"Esercito di
liberazione del Kosovo" mostra "una certa impazienza" nei confronti
dell'interesse della pi vecchia leadership kosovara albanese
per una "grande forza lavoro" e preferisce una modernizzazione che
richieder capitali di investimento stranieri. Nessuna meraviglia che
Washington abbia scelto di sostenere il violento Uck.
Contro i serbi
L'ipocrisia manipolatoria dei fautori della politica dell'Icg ancor pi
sfacciata nei confronti dei serbi. L'Icg raccomanda all'Unmik di
affrettarsi ad appropriarsi del ricco complesso minerario, prima delle
elezioni in Serbia, in modo che un eventuale nuovo governo, pi gradito
all'Occidente, non possa essere accusato di "aver perso Trepca". Tutti i
leader serbi, compresi quelli dell'opposizione, osserva
l'Icg, protesteranno quando l'Unmik si approprier di Trepca e della
fonderia di Zvecan. "Comunque essi potrebbero ricorrere
all'argomentazione
che la 'perdita' sia stata dovuta allo status di paria dello
stesso Milosevic, sicch ancora una volta la Serbia avrebbe perso
ricchezza
a causa del fatto che egli in carica. Perci, se l'iniziativa fosse
presa
prima di qualunque consultazione elettorale in Serbia,
questa non sconvolgerebbe necessariamente una eventuale strategia per
deporre Milosevic, e potrebbe anzi contribuire anche a questa impresa".
In breve, la comunit internazionale prender possesso di Trepca qualunque
sar il governo di Belgrado; meglio per farlo finch c' Milosevic, in modo
che l'opposizione "progressista e democratica",
appoggiata dagli occidentali, possa fingere che sia stata colpa di
Milosevic.
Il premio Jamie Shea
Un tale cinismo difficile da superare, ma qualche bugia si pu sempre
aggiungere. E' questo il compito della propaganda dei media, finalizzata
a
far ingoiare all'opinione pubblica le politiche decise
dall'lite dei governi e degli istituti di ricerca. L'articolo di Susan
Blaustein, senior consultant presso l'Icg, apparso il 23 febbraio sul
Toronto star e intitolato "Mitrovica flashpoint for the next Balkan
war", merita il premio Jamie Shea per la pi sfacciata propaganda di
guerra
del mese. I clich ci sono tutti, "odi vecchi di secoli"; poi
l'attenzione
si concentra sul solo colpevole: Milosevic; gli inaffidabili
francesi in vena di concessioni e, di contro, il bisogno della comunit
internazionale di mostrare "spina dorsale" e tenere testa alla "prova di
forza di Milosevic".
Per Blaustein Milosevic che sta causando problemi nella citt di
Mitrovica
per "un suo preciso interesse finanziario" nel complesso minerario di
Trepca e nella fonderia di Zvecan. La Nato ha occupato
il Kosovo ed stata a guardare per otto mesi mentre gli albanesi
uccidevano, terrorizzavano e cacciavano via gran parte della popolazione
non albanese, ma Blaustein capace di scrivere (e il giornale di
pubblicare) che "la citt un cardine nel progetto di Belgrado della
'Grande Serbia', di espellere i non-serbi dalla regione".
Il rapporto Icg del novembre '99 osservava che "da molto tempo i
rappresentanti della finanza internazionale hanno riconosciuto che
l'industria dei minerali, per la sua struttura, fondamentale per il
riciclaggio del denaro" in tutto il mondo, e suggeriva che "l'interesse
della cerchia di Milosevic nello sfruttamento degli impianti di Trepca
potrebbe andare oltre la semplice operazione di condividerne i
profitti". Blaustein spinge questa speculazione un passo pi avanti,
scrivendo della fonderia di Zvecan che "si ritiene diffusamente sia
servita al regime come efficiente meccanismo di riciclaggio del
denaro". Ma in qualunque caso, se i serbi gestiscono Zvecan per trarne
un
profitto, perch dovrebbero creare problemi? E' perch "Mitrovica l'unico
avamposto rimasto a Milosevic in Kosovo", per cui
"egli ha deciso di 'vedere' il bluff della comunit internazionale".
Blaustein procede a scusare gli albanesi per le violenze e biasima i
francesi.
Non sono i serbi che stanno subendo l'allontanamento dal Kosovo, ma gli
albanesi che sono vittime degli "operai di Milosevic", che "controllano,
molestano, terrorizzano ed espellono i civili albanesi che
osano vivere o avventurarsi nella parte serba della citt". L'attacco con
un razzo a un autobus che trasportava civili serbi, il 2 febbraio
scorso,
stato "non privo di provocazione"; gli albanesi non
sopportavano che la comunit internazionale ignorasse "l'oppressione
serba
degli albanesi".
Non permettendo a folle di albanesi arrabbiati di impossessarsi
dell'ultima parte del Kosovo in cui i serbi stanno ancora cercando di
vivere pi o meno normalmente, "i funzionari internazionali stanno
abbandonando l'impegno, preso dall'Onu, di creare e proteggere una
societ
multietnica in Kosovo", secondo Blaustein, che intende incolpare in
anticipo per quella che egli stesso chiama "la prossima
guerra balcanica". Ci in totale contraddizione con quanto accaduto in
Kosovo negli ultimi otto mesi. Ma i propagandisti contano sulla tendenza
dei lettori disinformati a scambiare ci che familiare
con ci che vero. I clich su "Milosevic" e la "Grande Serbia" sono
familiari. La verit non lo . Se e quando la "prossima guerra balcanica"
scoppier e la "comunit internazionale" prender il pieno
controllo del complesso industriale di Trepca, non c' bisogno che il
distratto pubblico presti troppa attenzione, poich tutti gi sanno di che
cosa si tratta: quel cattivo dittatore Milosevic sta creando
ancora problemi.

Stanovnici Kosovske Mitrovice, Srbi!
Dragi prijatelji!
Ho}emo da Vam izrazimo na{u najve}u solidarnost u ovim te{kim vremenima,
kada morate da se borite za osnovno pravo,
za pravo egzistencije. Svakodnevno ste suo~eni sa borbom za opstanak,
jer o~igledno da kao takvi niste za Kosmet, koji je
OVK uz pomo} NATO-a stvorio. Prvi cilj tih snaga je da ostvare "etni~ko
~istu" draavu, o~i{}enju od srpskog i drugog
ne-albanskog stanovni{tva, jer se Vi ne uklapate u ideogiju OVK. NATO je
napao Jugoslaviju pod izgovorom da {titi
ljudska prava, a sada podraava etni~ko ~i{}enje, koje sprovodi
"razoruaana" OVK nad nealbanskim stanovni{tvom. I to sve
u interesu imperijalzma; - iz tog razloga je Va{ otpor i Va{ opstanak na
Kosmetu veoma vaaan.
Postoji sli~na situacija u jednoj drugoj zemlji. U severnoj Irskoj aive
mnogo ljudi kao i Vi u geto-u. Kao i Vi, oni su
svakodnevno podvrgnuti napadima, u cilju da ih progone sa njihovog
ognji{ta. Kao i u Kosovskoj Mitrovici prisutna je
imperijalisti~ka armija kao takozvani neutralni posmatra~, dok u stvari
podraavaju nasilje i spre~avaju otpor napadnutih.
Ali postoji vaana razlika izmedju situacije u Severnoj Irskoj i Vas;
potisnutom narodu tamo su predloaili mir, ali Vama se
ne predlaae mir, nego se vodi rat protiv Vas i oduzimaju Vam oruaje,
tako da bi Vam oduzeli zadnju mogu}nost da
odbranite Va{ aivot, i da date otpor proterivanju.
Mi pozivamo, sve one koji se ne slaau sa politikom NATO-a kao imperatora
Novog svetskog poredka, da dodju na
Kosmet, i da dokumentuju Va{u situaciju i da poku{aju preduzimljivo{}u
da zaustave proterivanje nealbanskog
stanovni{tva. Znamo, da je vrlo te{ko, dobiti podr{ku i u prakti~noj
pomo}i, ali }e mo poku{ati.

An die Einwohner des Ghettos von Kosovska Mitrovica
Liebe Freunde!
Wir wollen euch in dieser Zeit ständiger Angriffe auf euer grundlegendes
Recht, nämlich jenes zu Existieren, unsere größte Solidarität
aussprechen.
Ihr seid tagtäglich mit der Realität konfrontiert, um euer Überleben zu
kämpfen, da ihr nicht in den Kosovo hinein passt, den die UCK mit Hilfe
der
NATO geschaffen hat. Das vordringlichste Ziel dieser Kräfte ist es,
einen
„ethnisch reinen“ Staat zu schaffen, „rein“ von serbischer, romanesker,
jüdischer und anderer Bevölkerung, welcher der UCK nicht in ihre
Ideologie
passt. Was die NATO Jugoslawien im Zuge ihres mörderischen Bombardements
vorwarf, hilft sie jetzt selber mit durchzuführen: Die Säuberung des
Kosovo,
nur diesmal im Interesse des Imperialismus. Deswegen ist euer Verbleib
und
euer Widerstand so wichtig.
Es gibt eine vergleichbare Situation in einem anderen Land. Im Norden
Irlands leben viele Bewohner genauso wie ihr in Ghettos. Genauso wie Ihr
sind sie tagtäglichen Attacken ausgesetzt, die dazu dienen sollen, sie
von
ihrem Wohnraum zu vertreiben. Genauso wie in Mitrovica gebärdet sich
eine
imperialistische Armee dort als neutraler Beobachter, während sie in
Wahrheit nur den Verbrechen der Unterdrücker zusieht und den Widerstand
dagegen niederhält.
Doch es gibt auch einen wichtigen Unterschied zu Eurer Situation. In
Nordirland wurde der unterdrückten Bevölkerung kurzzeitig der Frieden
verkündet. Euch wird kein Frieden angeboten, sondern der Krieg gegen
euch
wird intensiviert. Gleichzeitig versuchen sie Euch zu entwaffnen, um
Euch
die letzte Möglichkeit zu nehmen, der Vertreibung Widerstand zu leisten.
Wir rufen dazu auf, Euch praktische Hilfe zu kommen zu lassen, obgleich
dies
ein schweres Unterfangen sein wird. Als ersten Schritt schlagen wir
allen
Demokraten und Gegnern der Neuen Weltordnung vor, in Euer Gebiet zu
fahren,
um Eure Situation zu dokumentieren und durch ihre Anwesenheit zu
versuchen,
den Vertreibungen Einhalt zu gebieten.

Fortunatamente, l'Icg rileva che la giovane leadership dell'"Esercito di
liberazione del Kosovo" mostra "una certa impazienza" nei confronti
dell'interesse della pi vecchia leadership kosovara albanese
per una "grande forza lavoro" e preferisce una modernizzazione che
richieder capitali di investimento stranieri. Nessuna meraviglia che
Washington abbia scelto di sostenere il violento Uck.
Contro i serbi
L'ipocrisia manipolatoria dei fautori della politica dell'Icg ancor pi
sfacciata nei confronti dei serbi. L'Icg raccomanda all'Unmik di
affrettarsi ad appropriarsi del ricco complesso minerario, prima delle
elezioni in Serbia, in modo che un eventuale nuovo governo, pi gradito
all'Occidente, non possa essere accusato di "aver perso Trepca". Tutti i
leader serbi, compresi quelli dell'opposizione, osserva
l'Icg, protesteranno quando l'Unmik si approprier di Trepca e della
fonderia di Zvecan. "Comunque essi potrebbero ricorrere
all'argomentazione
che la 'perdita' sia stata dovuta allo status di paria dello
stesso Milosevic, sicch ancora una volta la Serbia avrebbe perso
ricchezza
a causa del fatto che egli in carica. Perci, se l'iniziativa fosse
presa
prima di qualunque consultazione elettorale in Serbia,
questa non sconvolgerebbe necessariamente una eventuale strategia per
deporre Milosevic, e potrebbe anzi contribuire anche a questa impresa".
In breve, la comunit internazionale prender possesso di Trepca qualunque
sar il governo di Belgrado; meglio per farlo finch c' Milosevic, in modo
che l'opposizione "progressista e democratica",
appoggiata dagli occidentali, possa fingere che sia stata colpa di
Milosevic.
Il premio Jamie Shea
Un tale cinismo difficile da superare, ma qualche bugia si pu sempre
aggiungere. E' questo il compito della propaganda dei media, finalizzata
a
far ingoiare all'opinione pubblica le politiche decise
dall'lite dei governi e degli istituti di ricerca. L'articolo di Susan
Blaustein, senior consultant presso l'Icg, apparso il 23 febbraio sul
Toronto star e intitolato "Mitrovica flashpoint for the next Balkan
war", merita il premio Jamie Shea per la pi sfacciata propaganda di
guerra
del mese. I clich ci sono tutti, "odi vecchi di secoli"; poi
l'attenzione
si concentra sul solo colpevole: Milosevic; gli inaffidabili
francesi in vena di concessioni e, di contro, il bisogno della comunit
internazionale di mostrare "spina dorsale" e tenere testa alla "prova di
forza di Milosevic".
Per Blaustein Milosevic che sta causando problemi nella citt di
Mitrovica
per "un suo preciso interesse finanziario" nel complesso minerario di
Trepca e nella fonderia di Zvecan. La Nato ha occupato
il Kosovo ed stata a guardare per otto mesi mentre gli albanesi
uccidevano, terrorizzavano e cacciavano via gran parte della popolazione
non albanese, ma Blaustein capace di scrivere (e il giornale di
pubblicare) che "la citt un cardine nel progetto di Belgrado della
'Grande Serbia', di espellere i non-serbi dalla regione".
Il rapporto Icg del novembre '99 osservava che "da molto tempo i
rappresentanti della finanza internazionale hanno riconosciuto che
l'industria dei minerali, per la sua struttura, fondamentale per il
riciclaggio del denaro" in tutto il mondo, e suggeriva che "l'interesse
della cerchia di Milosevic nello sfruttamento degli impianti di Trepca
potrebbe andare oltre la semplice operazione di condividerne i
profitti". Blaustein spinge questa speculazione un passo pi avanti,
scrivendo della fonderia di Zvecan che "si ritiene diffusamente sia
servita al regime come efficiente meccanismo di riciclaggio del
denaro". Ma in qualunque caso, se i serbi gestiscono Zvecan per trarne
un
profitto, perch dovrebbero creare problemi? E' perch "Mitrovica l'unico
avamposto rimasto a Milosevic in Kosovo", per cui
"egli ha deciso di 'vedere' il bluff della comunit internazionale".
Blaustein procede a scusare gli albanesi per le violenze e biasima i
francesi.
Non sono i serbi che stanno subendo l'allontanamento dal Kosovo, ma gli
albanesi che sono vittime degli "operai di Milosevic", che "controllano,
molestano, terrorizzano ed espellono i civili albanesi che
osano vivere o avventurarsi nella parte serba della citt". L'attacco con
un razzo a un autobus che trasportava civili serbi, il 2 febbraio
scorso,
stato "non privo di provocazione"; gli albanesi non
sopportavano che la comunit internazionale ignorasse "l'oppressione
serba
degli albanesi".
Non permettendo a folle di albanesi arrabbiati di impossessarsi
dell'ultima parte del Kosovo in cui i serbi stanno ancora cercando di
vivere pi o meno normalmente, "i funzionari internazionali stanno
abbandonando l'impegno, preso dall'Onu, di creare e proteggere una
societ
multietnica in Kosovo", secondo Blaustein, che intende incolpare in
anticipo per quella che egli stesso chiama "la prossima
guerra balcanica". Ci in totale contraddizione con quanto accaduto in
Kosovo negli ultimi otto mesi. Ma i propagandisti contano sulla tendenza
dei lettori disinformati a scambiare ci che familiare
con ci che vero. I clich su "Milosevic" e la "Grande Serbia" sono
familiari. La verit non lo . Se e quando la "prossima guerra balcanica"
scoppier e la "comunit internazionale" prender il pieno
controllo del complesso industriale di Trepca, non c' bisogno che il
distratto pubblico presti troppa attenzione, poich tutti gi sanno di che
cosa si tratta: quel cattivo dittatore Milosevic sta creando
ancora problemi.

Stanovnici Kosovske Mitrovice, Srbi!
Dragi prijatelji!
Ho}emo da Vam izrazimo na{u najve}u solidarnost u ovim te{kim vremenima,
kada morate da se borite za osnovno pravo,
za pravo egzistencije. Svakodnevno ste suo~eni sa borbom za opstanak,
jer o~igledno da kao takvi niste za Kosmet, koji je
OVK uz pomo} NATO-a stvorio. Prvi cilj tih snaga je da ostvare "etni~ko
~istu" draavu, o~i{}enju od srpskog i drugog
ne-albanskog stanovni{tva, jer se Vi ne uklapate u ideogiju OVK. NATO je
napao Jugoslaviju pod izgovorom da {titi
ljudska prava, a sada podraava etni~ko ~i{}enje, koje sprovodi
"razoruaana" OVK nad nealbanskim stanovni{tvom. I to sve
u interesu imperijalzma; - iz tog razloga je Va{ otpor i Va{ opstanak na
Kosmetu veoma vaaan.
Postoji sli~na situacija u jednoj drugoj zemlji. U severnoj Irskoj aive
mnogo ljudi kao i Vi u geto-u. Kao i Vi, oni su
svakodnevno podvrgnuti napadima, u cilju da ih progone sa njihovog
ognji{ta. Kao i u Kosovskoj Mitrovici prisutna je
imperijalisti~ka armija kao takozvani neutralni posmatra~, dok u stvari
podraavaju nasilje i spre~avaju otpor napadnutih.
Ali postoji vaana razlika izmedju situacije u Severnoj Irskoj i Vas;
potisnutom narodu tamo su predloaili mir, ali Vama se
ne predlaae mir, nego se vodi rat protiv Vas i oduzimaju Vam oruaje,
tako da bi Vam oduzeli zadnju mogu}nost da
odbranite Va{ aivot, i da date otpor proterivanju.
Mi pozivamo, sve one koji se ne slaau sa politikom NATO-a kao imperatora
Novog svetskog poredka, da dodju na
Kosmet, i da dokumentuju Va{u situaciju i da poku{aju preduzimljivo{}u
da zaustave proterivanje nealbanskog
stanovni{tva. Znamo, da je vrlo te{ko, dobiti podr{ku i u prakti~noj
pomo}i, ali }e mo poku{ati.

Liebe Freunde!
Wir wollen euch in dieser Zeit ständiger Angriffe auf euer grundlegendes
Recht, nämlich jenes zu Existieren, unsere größte Solidarität
aussprechen.
Ihr seid tagtäglich mit der Realität konfrontiert, um euer Überleben zu
kämpfen, da ihr nicht in den Kosovo hinein passt, den die UCK mit Hilfe
der
NATO geschaffen hat. Das vordringlichste Ziel dieser Kräfte ist es,
einen
„ethnisch reinen“ Staat zu schaffen, „rein“ von serbischer, romanesker,
jüdischer und anderer Bevölkerung, welcher der UCK nicht in ihre
Ideologie
passt. Was die NATO Jugoslawien im Zuge ihres mörderischen Bombardements
vorwarf, hilft sie jetzt selber mit durchzuführen: Die Säuberung des
Kosovo,
nur diesmal im Interesse des Imperialismus. Deswegen ist euer Verbleib
und
euer Widerstand so wichtig.
Es gibt eine vergleichbare Situation in einem anderen Land. Im Norden
Irlands leben viele Bewohner genauso wie ihr in Ghettos. Genauso wie Ihr
sind sie tagtäglichen Attacken ausgesetzt, die dazu dienen sollen, sie
von
ihrem Wohnraum zu vertreiben. Genauso wie in Mitrovica gebärdet sich
eine
imperialistische Armee dort als neutraler Beobachter, während sie in
Wahrheit nur den Verbrechen der Unterdrücker zusieht und den Widerstand
dagegen niederhält.
Doch es gibt auch einen wichtigen Unterschied zu Eurer Situation. In
Nordirland wurde der unterdrückten Bevölkerung kurzzeitig der Frieden
verkündet. Euch wird kein Frieden angeboten, sondern der Krieg gegen
euch
wird intensiviert. Gleichzeitig versuchen sie Euch zu entwaffnen, um
Euch
die letzte Möglichkeit zu nehmen, der Vertreibung Widerstand zu leisten.
Wir rufen dazu auf, Euch praktische Hilfe zu kommen zu lassen, obgleich
dies
ein schweres Unterfangen sein wird. Als ersten Schritt schlagen wir
allen
Demokraten und Gegnern der Neuen Weltordnung vor, in Euer Gebiet zu
fahren,
um Eure Situation zu dokumentieren und durch ihre Anwesenheit zu
versuchen,
den Vertreibungen Einhalt zu gebieten.

One year after NATO started bombing ? speak out against NATO war crimes
in Yugoslavia
On the first anniversary of NATO bombing
MPs CALL TO END SANCTIONS AGAINST YUGOSLAVIA
Alice Mahon MP will call for sanctions against Yugoslavia to be lifted
at a rally to mark the first
anniversary of NATO bombing this Friday evening, 24 March. On Monday 20
March Ms Mahon
returned from a delegation to Yugoslavia with colleague Bob
Marshall-Andrews QC MP. Ms
Mahon and Mr Marshall-Andrews are calling for a parliamentary debate on
the effect of
sanctions against Yugoslavia.
The two witnessed first hand some of the effect of sanctions on the
civilian population of
Yugoslavia, especially on refugees and the sick. Ms Mahon and Mr
Marshall-Andrews talked
with refugees from Kosovo, Bosnia and Croatia and met patients at the
Bazanijska Kosa hospital,
Belgrade, where they also learned from a group of cancer experts how
sanctions have seriously
undermined cancer prevention and the quality of care available to
sufferers.
Lack of parts means radiotherapy equipment doesn?t function. Drugs used
in chemotherapy are
unavailable. Severe shortages of x-ray film have significantly reduced
surgeons? capacity to carry
out operations and other surgical procedures.
Sanctions have taken their toll on cancer screening programmes. The
number of early detected
cancer cases has dropped from 35 per cent in 1990 prior to the
imposition of sanctions to 13 per
cent today ? with a predictable increase in cancer deaths. According to
the doctors they met,
compared to the rest of Europe, Serbia is now at the bottom of the
league table for five-year
survival rates for lung, breast, colon, rectum, prostate, testicular,
ovarian, stomach and cervical
cancer.
Ms Mahon and Mr Marshall-Andrews met representatives from the Red Cross
and the United
Nations High Commissioner for Refugees, who confirmed that refugees were
amongst those
suffering most from sanctions. UNHCR representative Eduardo Arboleda
confirmed that a serious
shortage of funds hampered his work. ?One of the solutions? to the
problems of refugees, he said,
would be ?to take sanctions away?.
Alice Mahon MP said: ?Sanctions are placing an intolerable burden on the
800,000 or more
refugees of all nationalities now living in Yugoslavia and should be
lifted ? like the Bosnian mother
of two disabled children, we met, whose husband had died of a heart
attack, tragically and
unnecessarily young, because medical treatment was unavailable. This
family was living in one
tiny room in temporary accommodation and sharing washing and cooking
facilities with dozens of
other families.?
Bob Marshall-Andrews QC MP said: ?Whatever the rights and wrongs of the
conflicts in the
Balkans, the policy of sanctions is inflicting terrible punishment not
only on innocent people but
also upon those who have already suffered displacement and severe
deprivation as a result of
those conflicts. Serbia is a country of 10.million people now forced to
accommodate 8000,000
refugees. Even without sanctions this would place a unacceptable
economic and social strain on
this tiny country.?

My name is James. I'm a working class American living in the midwestern

US. I have been following the conflicts in your country for a while now

and I just wanted to let you know how I feel. I know that the Serbs =
probably hate the American people and I understand those feelings =
because if Serbians had done to the US what NATO has done to the Serbs I
=
would probably hate the Serbs too. But let me tell you this. Most hard =
working Americans know what is really going on in your country. We =
aren't fooled by the major media. We have seen too many times how the =
media twists the truth to justify the actions of the US government. In =
fact it makes me so angry that sometimes I feel like dropping everything
=
and flying to Serbia to fight for the Serbs. But I have a family here =
that I must feed and cannot do that. I am not some kind of radical. I am
=
a working class American and most of my friends and neighbors feel =
the same way I do. We love our country and our flag. But we hate the =
people who are in control of our government and who have mutilated our =
original constitution. If the founding fathers of the United States =
could be alive to witness what our current government has done to our =
country they would surely weep. I have no idea what the government's =
agenda is in this matter and they never tell us the truth so I may never
=
know. All I do know for certain is that the American public is being =
lied to, and the Serb people are being made to suffer.
In short, please donnot hold the actions of the US government against =
the US people. Most of us see through the lies and our thoughts and =
prayers are with the Serbs. If there is anything I can do that would =
help the Serbian cause I would be more than happy to do so. Send me a =

known to me) with the subject: "I could not protect your children",
which shows one way of viewing recent events in Yugoslavia.
It is encouraging for me, and i think for all of you. Let's hope there
are many such US citizens which are still silent.
Here is the letter:

I am a US citizen. I am ashamed of what the US has done to the people
of Yugoslavia, the Roma people, The Albanian
people, the Serbian people, and to the land of Yugoslavia. I have
written my legislators, circulated petitions, organized
demonstrations, and engaged in sit-ins where demonstrators were
arrested. But it was not enough. For 78 days I could not
sleep at night. My children lay peacefully safe in their beds --- but
the children of Yugoslavia were in harms way -- because of
my country! I could not stand it. I could find no solace in the words
of my country's leaders. I could find no rationality in their
choices to bomb a tiny country of 11 million people, with all the might
of the United States. I cannot apologise enough -- I am
too ashamed to ask your forgiveness. My children are fed, warm, and
safe. I feel guilty I could not protect your children, who
are going without nourishing food, are suffering from the cold, and are
still in harms way.
The American people feel powerless to change the ways of our
politicians. We know that a great deal is wrong -- but many
are increasingly fearful of speaking out. To admit what is going on is
to be obligated to try to change it.
Rich corporations own all our politicians. War is healthy for their
profit margins. They give the orders and our politicians
mouth their evil lies-- to the American people, to the world, perhaps
even to themselves.
Our news is filled with the whitewash of their lies. There is no truth
in the news reports; only the latest slant on the ongoing
horror.
I weep for your children and your families. I also weep for my own
children -- though they are still fed and warm. But until
NATO is disbanded, none of our children are truly safe.

Dear ///////,
Thank you for your sincere and brave words. They are support for me and
my family and all children of Serbia and Yugoslavia. Yes it was hard
time during the 78 days of bombing. Fortunately, we survived, but about
1.600 children was murdered and two times more adult civilians. And as
we can see NATO is again playing war games around our borders.
But thanks to our suffering the world find out what is NATO about and
how far it can go. I am sure that the resistance in the whole world is
rising against that superpower (as in your dear statement) and that NATO
will not live much longer.
There are anti-NATO movements even in USA, and they are growing every
day. I can see that by many mailing lists dedicated to eliminating that
violent power, and I receive daily very vise and argumented comment on
its stupid violence and injustice.
I am happy for your children's safety, and I wish all children of the
world would be happy and safe. That would be normal. And I hope that day
will come in few years, maybe decades. But the struggle is worth it.

One year after NATO started bombing ? speak out against NATO war crimes
in Yugoslavia
On the first anniversary of NATO bombing
MPs CALL TO END SANCTIONS AGAINST YUGOSLAVIA
Alice Mahon MP will call for sanctions against Yugoslavia to be lifted
at a rally to mark the first
anniversary of NATO bombing this Friday evening, 24 March. On Monday 20
March Ms Mahon
returned from a delegation to Yugoslavia with colleague Bob
Marshall-Andrews QC MP. Ms
Mahon and Mr Marshall-Andrews are calling for a parliamentary debate on
the effect of
sanctions against Yugoslavia.
The two witnessed first hand some of the effect of sanctions on the
civilian population of
Yugoslavia, especially on refugees and the sick. Ms Mahon and Mr
Marshall-Andrews talked
with refugees from Kosovo, Bosnia and Croatia and met patients at the
Bazanijska Kosa hospital,
Belgrade, where they also learned from a group of cancer experts how
sanctions have seriously
undermined cancer prevention and the quality of care available to
sufferers.
Lack of parts means radiotherapy equipment doesn?t function. Drugs used
in chemotherapy are
unavailable. Severe shortages of x-ray film have significantly reduced
surgeons? capacity to carry
out operations and other surgical procedures.
Sanctions have taken their toll on cancer screening programmes. The
number of early detected
cancer cases has dropped from 35 per cent in 1990 prior to the
imposition of sanctions to 13 per
cent today ? with a predictable increase in cancer deaths. According to
the doctors they met,
compared to the rest of Europe, Serbia is now at the bottom of the
league table for five-year
survival rates for lung, breast, colon, rectum, prostate, testicular,
ovarian, stomach and cervical
cancer.
Ms Mahon and Mr Marshall-Andrews met representatives from the Red Cross
and the United
Nations High Commissioner for Refugees, who confirmed that refugees were
amongst those
suffering most from sanctions. UNHCR representative Eduardo Arboleda
confirmed that a serious
shortage of funds hampered his work. ?One of the solutions? to the
problems of refugees, he said,
would be ?to take sanctions away?.
Alice Mahon MP said: ?Sanctions are placing an intolerable burden on the
800,000 or more
refugees of all nationalities now living in Yugoslavia and should be
lifted ? like the Bosnian mother
of two disabled children, we met, whose husband had died of a heart
attack, tragically and
unnecessarily young, because medical treatment was unavailable. This
family was living in one
tiny room in temporary accommodation and sharing washing and cooking
facilities with dozens of
other families.?
Bob Marshall-Andrews QC MP said: ?Whatever the rights and wrongs of the
conflicts in the
Balkans, the policy of sanctions is inflicting terrible punishment not
only on innocent people but
also upon those who have already suffered displacement and severe
deprivation as a result of
those conflicts. Serbia is a country of 10.million people now forced to
accommodate 8000,000
refugees. Even without sanctions this would place a unacceptable
economic and social strain on
this tiny country.?

My name is James. I'm a working class American living in the midwestern

US. I have been following the conflicts in your country for a while now

and I just wanted to let you know how I feel. I know that the Serbs =
probably hate the American people and I understand those feelings =
because if Serbians had done to the US what NATO has done to the Serbs I
=
would probably hate the Serbs too. But let me tell you this. Most hard =
working Americans know what is really going on in your country. We =
aren't fooled by the major media. We have seen too many times how the =
media twists the truth to justify the actions of the US government. In =
fact it makes me so angry that sometimes I feel like dropping everything
=
and flying to Serbia to fight for the Serbs. But I have a family here =
that I must feed and cannot do that. I am not some kind of radical. I am
=
a working class American and most of my friends and neighbors feel =
the same way I do. We love our country and our flag. But we hate the =
people who are in control of our government and who have mutilated our =
original constitution. If the founding fathers of the United States =
could be alive to witness what our current government has done to our =
country they would surely weep. I have no idea what the government's =
agenda is in this matter and they never tell us the truth so I may never
=
know. All I do know for certain is that the American public is being =
lied to, and the Serb people are being made to suffer.
In short, please donnot hold the actions of the US government against =
the US people. Most of us see through the lies and our thoughts and =
prayers are with the Serbs. If there is anything I can do that would =
help the Serbian cause I would be more than happy to do so. Send me a =

Today I received this letter from a American citizen (name and e-mail
known to me) with the subject: "I could not protect your children",
which shows one way of viewing recent events in Yugoslavia.
It is encouraging for me, and i think for all of you. Let's hope there
are many such US citizens which are still silent.
Here is the letter:

I am a US citizen. I am ashamed of what the US has done to the people
of Yugoslavia, the Roma people, The Albanian
people, the Serbian people, and to the land of Yugoslavia. I have
written my legislators, circulated petitions, organized
demonstrations, and engaged in sit-ins where demonstrators were
arrested. But it was not enough. For 78 days I could not
sleep at night. My children lay peacefully safe in their beds --- but
the children of Yugoslavia were in harms way -- because of
my country! I could not stand it. I could find no solace in the words
of my country's leaders. I could find no rationality in their
choices to bomb a tiny country of 11 million people, with all the might
of the United States. I cannot apologise enough -- I am
too ashamed to ask your forgiveness. My children are fed, warm, and
safe. I feel guilty I could not protect your children, who
are going without nourishing food, are suffering from the cold, and are
still in harms way.
The American people feel powerless to change the ways of our
politicians. We know that a great deal is wrong -- but many
are increasingly fearful of speaking out. To admit what is going on is
to be obligated to try to change it.
Rich corporations own all our politicians. War is healthy for their
profit margins. They give the orders and our politicians
mouth their evil lies-- to the American people, to the world, perhaps
even to themselves.
Our news is filled with the whitewash of their lies. There is no truth
in the news reports; only the latest slant on the ongoing
horror.
I weep for your children and your families. I also weep for my own
children -- though they are still fed and warm. But until
NATO is disbanded, none of our children are truly safe.

Dear ///////,
Thank you for your sincere and brave words. They are support for me and
my family and all children of Serbia and Yugoslavia. Yes it was hard
time during the 78 days of bombing. Fortunately, we survived, but about
1.600 children was murdered and two times more adult civilians. And as
we can see NATO is again playing war games around our borders.
But thanks to our suffering the world find out what is NATO about and
how far it can go. I am sure that the resistance in the whole world is
rising against that superpower (as in your dear statement) and that NATO
will not live much longer.
There are anti-NATO movements even in USA, and they are growing every
day. I can see that by many mailing lists dedicated to eliminating that
violent power, and I receive daily very vise and argumented comment on
its stupid violence and injustice.
I am happy for your children's safety, and I wish all children of the
world would be happy and safe. That would be normal. And I hope that day
will come in few years, maybe decades. But the struggle is worth it.
