Peggioramento della Salute di S. MILOSEVIC fa sospendere le
udienze all'Aja (17 luglio 2002)

Dall 'Associazione " Libertà " - Belgrado:

Un consiglio di periti medici nominato dal "TPI" dell'Aja, in
presenza del dottore di fiducia del Presidente Milosevic, il
colonnello Z. Mijailovic,ha fatto nel pomeriggio di martedì 9/07
un controllo della salute del presidente.
La pressione del sangue era di 120/200 mmHg !
Nonostante i dati rillevati, l'udienza del giorno dopo, era
confermata.
Dopo un forte appello del Comitato Jugoslavo (vedasi sotto),
solamente il 17/07/02, la "corte" ha accettato le relazioni dei
dottori e deciso che, a causa del bisogno di cambiare la terapia
e fare controlli supplementari e analisi di laboratorio,
l'"accusato" non si presenti al "giudizio" per i successivi
due giorni, fino a ulteriore avviso.
Già all'inizio del mese, dopo la seconda interruzione del
"processo", a causa di una "influenza" (diagnosi del dottore del
carcere) che durò due settimane, la camera di consiglio del
"processo" stabilì una ordinanza per organizzare un controllo
di un consiglio di medici e verificare i risultati. Questa
decisione fu presa dopo molti appelli dalla Jugoslavia e
dall'estero. Dopo ciò, altri sforzi supplementari ed appelli
sono stati fatti per includere in questo consiglio medico almeno
un dottore jugoslavo. Il "Tribunale" finalmente accordo'
che questi controlli fossero fatti con la presenza del
dottore di fiducia del Presidente, il colonnello Z. Mijailovic
primario della Clinica Cardio-vascolare dell'Accademia Medica
e Militare in Belgrado.
Noi seguiamo gli sviluppi con estrema preoccupazione.
È ovvio che la prigione condiziona la situazione: la mancanza
di cure mediche, le condizioni inumane e la lunghezza del
"processo", hanno prodotto il peggioramento delle condizioni
di salute del Presidente Milosevic e l'aumento dei rischi per
la sua vita.
Noi denunciamo questo " processo farsa" e le sue pericolose
conseguenze!

Lo stato di salute del Presidente Slobodan Milosevic richiede una
azione urgente !


Egregi Signori,
Le nostre informazioni circa gli esami medici dello stato
di salute del Presidente Milosevic, fatti dalla squadra di esperti
medici nominato dal TPI su ordine della Camera di Consiglio,
purtroppo conferma le nostre conoscenze precedenti ed i nostri
sospetti che le condizioni generali nelle quali il Presidente
Milosevic è costretto a vivere, senza corrette cure mediche,
unite alla lunghezza inumana ed al sistema del Procedimento,
stanno producendo un peggioramento continuo dello stato di salute
del Presidente Milosevic e un drammatico aumento dei rischi per
la sua vita.
Noi non possiamo accettare che il risultato degli esami non abbia
ancora prodotto alcuna azione da parte vostra. Il nostro dovere è
avvertirla ancora una volta che il rifiuto di cure mediche e corrette
per una persona in tali condizioni è una responsabilità criminale.
In una siffatta situazione, quando una vita umana è in pericolo,
nessuna negligente burocrazia può essere una scusante per l'assenza di
un azione corretta ed urgente.
In particolare l'Associazione " Libertà" ha avvertito Voi molte volte
su questa situazione che è una dellle peggiori e più serie forme di
violazione dei diritti umani. Noi non possiamo negare
l'impressione che sia probabile, che questa sia una pratica
intenzionale del TPI.
Per confermare questo, noi ci riferiamo particolarmente alla nostre
lettere del 18-21/2002, 27 marzo 2002, indirizzate al Presidente del
TPI, alla Camera di Consiglio, al Pubblico Ministero e agli Amici
Curiae, con documentazioni mediche dettagliate e specifiche incluse.
La nostra ultima denuncia ( Lettera No.45/2002) fu spedita ai Sig.
Giudici Jorda e May, così come al cancelliere Sig. Holthius, il 18
giugno 2002.
Noi includiamo di nuovo in questa data la stessa documentazione medica,
già spedita nel Marzo 2002.

Noi facciamo appello in termini ancora più forti, che ogni misura
venga adottata per proteggere una vita umana, senza alcuna ulteriore
dilazione.

Slobodan Milosevic, dal 12 febbraio scorso sotto processo all'Aja per
presunti crimini di guerra e contro l'umanita', ha il
cuore malato: lo rivela un rapporto medico consegnato oggi al Tribunale
Penale Internazionale. Il piu' illustre imputato della
giustizia internazionale corre ''seri rischi cardio-vascolari'' e ha
''bisogno di riposo'' afferma il rapporto. La corte oggi ha subito
deciso di sottoporre l'ex presidente jugoslavo all'esame di un
cardiologo: sulla base delle conclusioni dello specialista i giudici
''considereranno ogni opzione possibile'' per il seguito del processo,
ha detto il presidente della corte Richard May. L'esame medico era stato
chiesto 10 giorni fa dal presidente della corte dopo che la pubblica
accusa aveva messo in dubbio la realta' dei disturbi di salute
di Milosevic, che dall'inizio del processo il 12 febbraio scorso si e'
ammalato tre volte.
''Le sue condizioni di salute sono una questione
di grande importanza per la corte'' ha detto oggi il giudice Patrick
Robinson, che ha proposto a Milosevic di farsi assistere almeno
parzialmente da un legale nei contro-interrogatori per ''riposarsi un
po' ''. Sotto accusa per le guerre in Kosovo, Bosnia e Croazia,
l'ex leader jugoslavo nega ogni legittimita' alla corte dell'Aja e si e'
sempre rifiutato di nominare un avvocato: in aula si
difende da solo. Con i suoi contro-interrogatori puntigliosi spesso e'
riuscito a mettere in difficolta' i testimoni dell'accusa. Milosevic
ha piu' volte protestato dall'inizio del processo contro il ritmo molto
intenso delle udienze, affermando che non gli consente di
difendersi in condizioni di parita' con l'accusa. Oggi Slobo, con fare
brusco, ha anche sottolineato di ''non avere mai chiesto un esame
medico''. ''Lo ha chiesto lei'' ha ricordato a May: ''da persona civile,
quando il medico ha voluto esaminarmi, l'ho lasciato
fare''. Poi ha risposto seccamente 'no' a Robinson: ''questo processo e'
una presa in giro, questo tribunale non esiste, non lo
riconosco, e' solo una vendetta contro di me: non mi sogno nemmeno di
nominare un difensore''.. Sua moglie Mira si e' detta piu'
volte preoccupata nelle ultime settimane per la salute di Slobo, a causa
dello stress del processo. Domani pero' le udienze saranno sospese
per un mese per la pausa estiva. La corte oggi ha deciso che l'ccusa
dovra' concludere la presentazione dei suoi testimoni
per il filone Kosovo del processo entro il 13 settembre. Poi ci sara'
una pausa di due settimane prima dell'inizio della presentazione
delle prove dell'accusa per la Bosnia e la Croazia, che dovra' essere
conclusa entro il 16 maggio 2003. Quindi spettera' a Milosevic
presentare per almeno un anno le tesi della difesa. Oggi intanto e'
continuata, ma solo per un'ora circa, la deposizione di Rade
Markovic, ex capo dei servizi segreti (Db) di Milosevic. Ha confermato
che l'allora presidente era informato oggi giorno da rapporti
segreti dei servizi militari sull'evoluzione della situazione in Kosovo.
Markovic ha anche indicato che il fratello del presidente,
Borislav Milosevic, ex ambasciatore a Mosca, aveva contribuito quale
intermediario all'acquisto di elicotteri russi per il Db,
comprati nonostante l'embargo internazionale grazie ai finanziamenti -
autorizzati dal presidente e versati in contanti in valuta estera
- dell' amministrazione delle dogane federali. Altro materiale militare
era stato comprato nello stesso modo in Usa e Israele.

L'ANSA ha riportato in maniera stringata la deposizione di Rade
Markovic,
ex capo dei servizi segreti della Serbia, con la quale si e' interrotto
il "processo" prima della pausa estiva, in particolare omettendo in toto
le sue dichiarazioni sui maltrattamenti e le intimidazioni subite nel
carcere di Belgrado da parte delle autorita' filo-occidentali affinche'
deponesse il falso nell'aula dell'Aia.

MILOSEVIC: TPI; EX CAPO SERVIZI DEPONE IN LINEA CON SLOBO

(ANSA) - L'AJA, 26 LUG - L'ex capo dei servizi segreti jugoslavi, Rade
Markovic, chiamato a deporre al processo contro
Slobodan Milosevic sulla guerra in Kosovo, si e'
oggi sostanzialmente allineato sulle tesi dell'ex presidente jugoslavo.
Markovic, che faceva parte del nucleo centrale del potere di
Milosevic in quanto capo dei servizi segreti (Db) tra il 1998 e il 2000,
si e' difeso dietro una serie di 'no' pronunciati su piu'
fronti. Egli ha ad esempio negato che l'esercito o la polizia della
Serbia abbiano perpetrato crimini di guerra in Kosovo oppure che
ci siano mai state operazioni per far sparire i corpi delle vittime.
Markovic ha inoltre sottolineato di non aver mai avuto ''la
ben piu' minima evidenza'' del fatto che ci sia stato un piano di
''terra bruciata'' per espellere gli albanesi dal Kosovo. ''La nostra
missione era quella di proteggere tutti i civili, sia serbi che
albanesi'', ha aggiunto Markovic, che durante la deposizione ha risposto
a qualche domanda di Milosevic, per esempio sul fatto che 'Slobo' aveva
sempre precisato che ''secondo la tradizione della
Serbia, un prigioniero di guerra e' da considerarsi una persona sacra''.
''Lei non lo ha detto solo una volta, bensi' in numerose
occasioni'', ha dichiarato l'ex capo dei servizi segreti. Markovic, che
sabato scorso e' stato trasferito all'Aja de Belgrado (dove era
detenuto da diverse settimane), aveva gia' fatto una breve dichiarazione
ieri, confermando che l'allora presidente era informato
ogni giorno da rapporti segreti dei servizi militari sulla situazione in
Kosovo.

The Trepca mining complex: How Kosovo's spoils were distributed

In northern Kosovo, near the town of Mitrovica, sits a huge
dilapidated industrial site known as the Trepca mining complex.
During the 1980s, it employed 20,000 workers and accounted for 70
percent of all Yugoslavia's mineral wealth. One economist described
Trepca as a "colossal conglomerate composed of more than forty mines,
foundries, and subsidiary plants-which [at its height] generated 25
percent of the entire regional industrial production and figured
among the principal exporters of the ex-Yugoslavia." According to the
same study, "In the subsoil of Kosovo, one of the richest of Europe,
enormous deposits are hidden of lignite, lead, zinc, non-ferric
metals, gold, silver and petroleum," on top of 17 billion tons of
coal.
The British built core production facilities in the 1920s. During the
German occupation of Yugoslavia in World War II, Stari Trg, the
centrepiece mine, supplied 40 percent of lead used in the Nazi war
industry. The complex also made the batteries used to power the U-
boat fleet. After the Yugoslav partisans drove the Nazis out, Trepca
was maintained as a nationalised industry. During the break-up of
Yugoslavia in the early 1980s, workers at Trepca fought to defend
their jobs against mass sackings. Warring Albanian and Serb
nationalist factions exploited the workers' fears.
Prior to the NATO bombing campaign in spring of 1999, the Yugoslav
government had attempted to privatise Trepca. In 1998, despite
international sanctions, the first phase of a restructuring of the
site was undertaken in partnership with Mytileneos Holdings S.A., the
Greek metals group. According to one study, Mytileneos signed several
contracts with the Serbian agency of foreign trade "for a total of
$519 million." In return, Trepca would receive concentrates for
production and modern mining equipment. However, "Any further
development was hampered by the precipitation of events and by the
collapse of the economic, judicial, and administrative system of
Kosovo," the study found.
Global investor interest in the potential of the site was widespread
before the NATO strikes. On June 22, 1998, the New York Times
reported that the Yugoslav government was negotiating for the sale of
shares in the Trepca complex. It was on Yugoslav President Slobodan
Milosevic's list for eventual auction. The Times sent reporter
Christopher Hedges to the Stari Trg mine in Kosovo during the Kosovo
Liberation Army (KLA) insurgence against the Yugoslav government. He
wrote an article on July 8, 1998, "Kosovo War's Glittering Prize
Rests Underground", describing his visit to the Stari Trg lead and
zinc mine. "As the iron box rattled and squealed on the ear popping
journey, dropping at 18 feet a second, it left behind the potent
symbols of nationalism and ethnic identity scattered in disarray on
the ground above. Instead, in the shrill cacophony, it exposed the
real worth of Kosovo.
"There is over 30 percent lead and zinc in the ore', said Novak
Bjelic, the mine's beefy director.... We export to France,
Switzerland, Greece, Sweden, the Czech Republic, Russia and
Belgium.... In the last three years we have mined 2,538,124 tons of
lead and zinc crude ore ... and produced 286,502 tons of concentrated
lead and zinc and 139,789 tons of pure lead, zinc, cadmium, silver
and gold."
Hedges' visit was a scouting mission, alerting US investors that
while geo-strategic interests were at stake in the Balkans, investors
should not forget the substantial assets to be seized-he estimated
its value around $5 billion.
Shortly after cessation of the NATO bombing which virtually destroyed
all significant infrastructure, attention refocused on
Trepca. "Winning Kosovo's peace", a speech delivered on July 26,
1999, by Samuel R. Berger, assistant to the president for national
security affairs in the US, claimed that Trepca's furnaces had been
used to burn the bodies of 1,500 missing Kosovo Albanians. But after
the withdrawal of Yugoslav troops, the Organisation for Security and
Cooperation in Europe (OSCE) special investigators from France
dismissed the charge of alleged atrocities. Even the Hague Tribunal
admitted it found no evidence. The OSCE reported that the Zvecan lead
smelter (part of the Trepca complex) had not been working since the
commencement of the NATO air war. A US National Public Radio
broadcast in January 2001 resurrected the atrocity claim. Once again,
it was refuted, but this time Hague Tribunal officials questioned the
investigative equipment they had used as "outdated".
Miraculously, during 37,000 sorties by NATO bombers Trepca remained
untouched, whereas other branches of industry were destroyed with
deadly precision. One example was the Yugoslav oil industry. One
account explained that the "Italian oil company ENI had foreseen a
pipeline from Pitesti (in Romania) to the Yugoslav refinery in
Pan.... But US war planes destroyed the Yugoslav complex with
remarkable tenacity." During this period, the Trepca complex ceased
production. Serb and Albanian miners worked without pay to stop the
mines from flooding. The majority of the complex remained under the
control of the Yugoslav authorities. Production at the lead smelting
plant restarted in July 1999.
In February 2000, 25,000 Kosovans marched on the mixed town of
Mitrovica. The aim of the march was ostensibly to reunite the
population with lost relatives, but the KLA had ulterior motives.
They exploited the march and directed it toward driving out all non-
ethnic Albanians-as part of their strategy of creating a Greater
Albania. The KLA also wanted the Trepca complex. They had slowly
encircled the Zvecan plant, cutting off workers' pathways. In advance
of NATO troops, they had seized and placed armed guards at many of
Kosovo's industrial sites. The KLA wanted to be the arbiters in the
transfer of Kosovo's public assets to the free market. Indeed, in
2002, the KLA's political wing, the PDK, would secure the ministerial
posts for public utilities and trade and industry in the Kosovo
assembly, both closely involved in the sale of the province's assets.
Albanian miners who had worked under Serb management at Trepca were
murdered or driven out as traitors. Stari Trg was now in a KLA
controlled area, while the main smelting plant, Zvecan was under
Yugoslav management.
Military seize Trepca
In July 1999, Bernard Kouchner, head of the United Nations Mission in
Kosovo, decreed, "UNMIK shall administer movable or immovable
property, including monetary accounts, and other property of, or
registered in the name of the Federal Republic of Yugoslavia or the
Republic of Serbia or any of its organs, which is in the territory of
Kosovo."
Kosovo was split up into sectors under the control of various NATO
powers, with the Trepca complex being in the French sector. A
conflict ensued between UNMIK and the Trepca management, who feared
that UNMIK would take over the complex, as they had done with
hundreds of other factories in Kosovo. The management and workers at
the plant refused to leave and threatened to defend the plant "to the
death". Therefore, NATO had to temporarily back-down and look for a
new justification for seizing the Trepca complex.
Trepca management's fears were well founded. One example of what
happens when UNMIK demands cooperation took place in July 1999. A
visit to Kosovo by the British Trade International (BTI) mission
headed by trade minister John Battle led to the appointment of an
engineering team to prepare a report on re-establishing generation
and transmissions for Kosovo power stations. At one stage, British
tanks surrounded a power station, refusing access to its former
engineers and allowing the British team a free rein. The following
June, an agency of the European Union awarded the contract to
refurbish the power station to the British Npower corporation, with a
promise of further contracts.
In November 1999, the European Bank for Reconstruction and
Development (EBRD) demanded UNMIK resolve the issue of ownership of
industry in Kosovo, insisting, "Without clarity on this point
investment will not be forthcoming." Demanding immediate action,
Carolyn McCool, head of the Mitrovica office of the OSCE, said of
Trepca, "Something has to be done with the bloody thing."
UNMIK orchestrated a press campaign to prepare public opinion for a
military takeover of Trepca. They declared that Milosevic used Trepca
for money laundering and financing paramilitary Serb units. In the
build up to NATO's seizure of Trepca, propaganda about the
environmental impact of smoke from the Zvecan lead smelter was
widespread. UNMIK began blood tests on the local population, pointing
out that lead content far exceeded recognised world health standards.
After NATO had dropped tens of thousands of depleted uranium bombs,
blowing up chemical and petrochemical plants, and affecting the whole
region for decades to come, Kouchner declared, "The people of
Mitrovica are at risk because of this smelter.... As a doctor, I can
tell you that lead poisoning can have tragic consequences for
families. It can mean irreversible damage to children and
complications for pregnant women." He insisted that the complex had
to be closed down, describing it as "the only remaining Stalinist
KOMBINAT [antiquated nationalised industry] in the world, a dinosaur
with twenty-three activities all linked to each other."
On August 14, 2000 nine hundred British, French, Italian and
Pakistani KFOR troops launched a dawn raid from helicopters. First,
they completely cordoned off the Trepca plant. Troops then entered
the facility, captured workers and managers, tied them up and took
them to the administration centre called "Three Hotel". Workers who
tried to defend themselves were brutally assaulted by troops using
tear gas and plastic bullets. Zvecan came under UNMIK control.
Typical of media reports at the time was that in the Boston Globe:
"Hundreds of NATO-led peacekeeping troops wearing surgical masks
against toxic smoke swept into a Serb-run smelting complex in Kosovo
yesterday and shut it down, then used tear gas and rubber bullets to
disperse protesters.... About 900 peacekeepers cordoned off a 200
square yard area around the huge facility before sweeping into the
mining complex.... Soldiers ... gasped for air as clouds of black and
white smoke belched from ageing chimneys."
NATO has launched wars on several occasions under a humanitarian
pretext, but this must be the first time that it has mounted a
military takeover in order to clamp down on alleged pollution! One
commentator pointed out that surgical masks were a media gimmick
useless against lead fumes he insisted that only a carbon-filter
system would provide adequate protection. One month later NATO troops
from Jordan guarding the Zvecan gates were still wearing surgical
masks.
Senior French ministers supported the capture of Trepca and a press
release from the US State Department praised the capture of Zvecan
and the battle to "rehabilitate" the Trepca complex. Once a series of
workers' protests had subsided, Kouchner said, "Now we can get to
work to bring Trepca back to life, and back to the people of Kosovo."
In a press release on the same day, UNMIK signed an agreement with
the ITT (International Technical Team) Kosovo Consortium, made up of
mining and smelting experts from French TEC-Ingenierie, US Morrison
Knudsen International and the Swedish Boliden Contech. The three-
phase plan would begin with a technical audit, an assessment of
financial viability and asset preservation. In the meantime, the
plant would be closed down.
The same press release admitted that concern for the environment had
been a sham: "Gaining full access to the mines was vital for
producing complete and fully documented ore body assessments. A new
commercial mining law was also essential for investors so that
whoever operated Trepca could be assured sufficient quiet enjoyment
of the facility' to ensure return on investment."
On August 18, 2000, during an UNMIK press briefing chaired by
Kouchner, reporters raised the question of the former owners. The
majority of property in Kosovo was state owned and UNMIK seized it
without opposition, but in a small number of cases, ownership was
challenged. This was the case at the Sharr Cement Works in southern
Kosovo, now owned by a Swedish corporation. Despite the claim for
ownership, UNMIK prepared the Works for tender, advertised it on its
web site and declared that if the court ruled that there was a
legitimate claim then the former owners would be compensated.
According to an article by Richard Merten in Christian Science
Monitor September 15, 2000, "Over the next six months, the UN plan to
explore similar options with 30 of Kosovo's largest factories."
In the same briefing, the criteria for environmental safety was
downplayed and priority was given to "the competitive participation
of Trepca in the world economy." An ITT Kosovo study of Trepca would
be done in conjunction with global trends in the metal markets. In
case of business concerns over security, Kouchner guaranteed that
NATO troops would be made available. When ITT Kosovo presented its 13
volume report on March 6, 2001, UNMIK stated that Trepca
was "promising but not a golden goose", with a "solid core of
profitable assets".
Ever since the military takeover of Trepca, ownership claims and
counter-claims have followed each other. The Mytileneos Holdings S.A.
group is demanding their contract be recognised. The British, who
built the plant in 1927 and supposedly secured a 50-year concession,
terminated in 1941, are demanding compensation. In private, French
ministers are determined not to miss out on the resources in their
own sector as they had done in Bosnia. Trepca has entered the
third "production" phase of its rehabilitation, as UNMIK continues to
digest ITT Kosovo's report. It will not be long before the profitable
parts of the Trepca complex goes the same way as the rest of Kosovo's
industry-put up for sale on UNMIK's web site.

In The Occupied Province, Same Old Terror

Over the past couple of days, two prominent leaders of the
"Kosovo Liberation Army" (KLA) have been arrested by the
NATO forces occupying Kosovo. Rrustem Mustafa

better known as Commander Remi, is accused of torturing
and murdering several people. Ramush Haradinaj
(http://news.bbc.co.uk/1/hi/world/europe/2189870.stm)
was charged with "violent behavior" - a polite way to
describe a shooting of a rival politician two years ago.

Predictably, the arrests have been touted as a signal of NATO's
determination to "tackle armed extremism" in the province.
They are, of course, nothing of the sort. Considering the
violent record of Haradinaj and Mustafa, present charges
against them are a joke. Since their political
views are shared by most Kosovo Albanians, the two are not
"extremists," either. The most accurate description would
be "terrorists," but despite the Empire's propensity for
throwing the term around, it has been carefully
avoided in this instance. Strange, perhaps, but not new.
Not in Kosovo.

Remi and Ramush's Greatest Hits

One interesting thing about both arrests is that they refer
to events that occurred a while ago. In the meantime, Mustafa
helped the "human rights cause" in Macedonia, while Haradinaj
and his party took part in the elections last fall. Haradinaj
was frequently welcomed in Washington's halls of power, in
Foggy Bottom as well as on Capitol Hill, despite common
knowledge such as this:

"Haradinaj could face charges over what may be the biggest
atrocity carried out by the Kosovo Liberation Army (KLA).
Forty civilians were killed during several months in 1998
in the village of Glodjane in western Kosovo, where
Haradinaj was then the KLA commander. Many of the bodies -
of Serbs, Albanians and gypsies [sic] - bore marks of torture."

Mustafa's crimes are similarly documented (see here
[http://www.decani.yunet.com/testimonies4.html%5d; scroll
down to "Commander Remi"): abductions, murders, bomb
attacks against cafés, convenience stores and marketplaces?
Among his victims were both Kosovo Serbs and those
Albanians who had not joined the KLA. Most significantly,
fellow KLA members testified he was responsible for
organizing an exodus of some 220,000 Albanians from northern
Kosovo (The Guardian, June 30, 1999) during NATO's assault
in 1999. As this demolishes the NATO thesis about Serb "ethnic
cleansing" (and thus removes the justification for both the
1999 invasion and the occupation), the absence of these
crimes from Remi's indictment is not surprising.

Given the obvious amount of knowledge about these two
characters and their actions, their arrests on minor charges
amounting to "assault" and "manslaughter" seems more of a
PR move than genuine concern for justice and peace. Let's
not forget, NATO's illegal attack made it possible for Remi
and Ramush to run wild around Kosovo in the first place,
and for over three years.

Occupation "Justice"

The concept of "justice" in Kosovo is generally a sick joke.
Just last week, a local Albanian "judge" decided to expropriate
two plots of land that belonged to the Visoki Decani monastery
(http://www.balkanpeace.org/hed/archive/aug02/hed5135.shtml).
The monastery land had been stolen before, by the Communists
in 1946. Some of it was restored in 1997, by the (gasp!)
government of Slobodan Milosevic. Now the Albanians have
"liberated" it, as they have "liberated" the entire province.
Needless to say, the UN/NATO occupation authorities have done
absolutely nothing to prevent, stop, or reverse this theft.

It says plenty for the Serbian government's commitment to
justice that its only response was a timid pronouncement
by the Ministry of Faith, saying that the land-grab "certainly
is not in the best interests of anyone well-intentioned and
wishing to establish peace and tolerance in Kosovo-Metohija."

Really? What was their first clue?

Plans and Rumors of Plans

If only the schemers in Empire's corridors of power were
nearly as clueless about their plans for Kosovo! Alas,
that is not so. Last month, the U.S. Institute of Peace
published Special Report 91
(http://www.usip.org/pubs/specialreports/sr91.html),
titled "Kosovo Final Status: Options and Cross-border
requirements." Now, USIP is run and funded by the US Congress,
and employs mostly State Department personnel on hiatus
from official government duties. Though "unofficial," the
USIP reports are a good indicator of what Empire's
policymakers are thinking. And judging by SR 91, all
options for Kosovo involve some form of independence.

Again, this is not surprising. Half the people who worked
on the report have worked for the ICG at one time or
another, and the International Crisis Group
(http://www.antiwar.com/malic/m050301.html) has been an
outspoken champion of the Albanian cause. It has issued
its own report
(http://www.crisisweb.org/projects/showreport.cfm?reportid=561)
on final status - favoring independence, of course.
Its late 1999 proposal to seize the Trepca mines was
followed - almost to the letter - by the occupation
authorities in 2000. Just recently, the ICG proposed
the elimination
(http://www.crisisweb.org/projects/showreport.cfm?reportid=672)
of the last Serb enclaves in the province, as a "threat" to
peace and security.

True to form, occupation governor Michael Steiner recently
spoke (http://www.serbianna.com/news/07_31/01.shtml) against
"partition" and "parallel structures" in Kosovo (meaning
the vestiges of Serb government, not the KLA, of course).
He also categorically rejected "status quo ante" 1999,
effectively saying that chances of Kosovo reintegrating
into Serbia were less than zero. Behind Steiner's talk of
"democratic, safe and multiethnic Kosovo
(http://www.iht.com/articles/65414.htm) on its way to
Europe" is independence, hiding in open sight.

Congress Speaks Out

Finally, there is the House Resolution 467, proposed by
Representatives Benjamin Gilman (R-NY) and Tom Lantos
(D-CA) on June 27 this year, expressing the support for
independence of something called "Kosova"

Fortunately for Kenya, this does not mean support for
separatists in the Nyanza province
(http://www.christusrex.org/www1/pater/JPN-kisii.html),
if there are any. It means Gilman, Lantos and their ilk
desperately need a lesson in remedial English. Given
the amount of contributions they received from Albanian
separatists (http://www.aacl.com/), they might need remedial
ethics as well, together with such luminaries as Viagra
pitchman Bob Dole (http://voteforusa.com/albmony1.htm)
and Senator Joseph Biden (D-DE).

There are still some naïve moralists
(http://www.westernpolicy.org/ContributingAuthors/zavales072902.asp)
who are trying hard to reconcile the aggression and occupation
with an ethical solution for Kosovo. However rational their
arguments against independence may sound, however close to
the mainstream rhetoric and thinking, the Empire seems to have
made up its mind already. The question isn't "if," but "when."

Nebojsa Covic, Serbian kommissar for Kosovo, can ask for as many
explanations (http://news.bbc.co.uk/1/hi/world/europe/2180760.stm)
as he wants, and try to reason with the occupiers
(http://www.serbianna.com/news/07_30/04.shtml) till the
cows come home. His boss, Zoran Djindjic, is Empire's
obedient servant, who will find a way to rationalize and
spin whatever his masters decide to do with Kosovo. And if
he doesn't, NATO can always bomb Serbia. It worked the
first time, didn't it?

The Crucible

One glimmer of hope in this deluge of depravity is that the
Empire seems to be in no hurry to actually let the Kosovo
Albanians declare independence. Perhaps the feeling is that
such a radical move might remind the rest of the world of the
criminal nature of NATO's attack, the illegal nature of the
occupation, and the fact that the US and NATO, with UN's tacit
approval, invaded and seized a piece of a sovereign nation's
territory. That last bit might be the toughest sell to the
world, since anybody can be the next victim.

Yet given that the Empire has used the Kosovo war to assert
the right to do whatever it pleases, whenever it pleases,
with or without an excuse, the hesitation can only mean the
occupation of this Serbian province still serves a purpose.

As long as that is the case, there is hope - however slim -
that the Empire will refrain from actually proceeding with
an agenda as obviously stupid as Kosovo independence. Not
because it is wrong, immoral, illegal or unjust,
mind you, but because it might be counterproductive.

As prosecuting Remi and Ramush for terrorism might be, for instance.

August 10, 2002 the following statement:


RESPONSE OF THE PEOPLE TO THE DOS RULERS



Thousands of citizens, SPS members and not, today
gave their signatures to support the candidacy of
Slobodan Milosevic. Flocking to the offices of the
Head Committee of the SPS, as well as City and
Municipal Committees around Serbia, they demonstrated
that the candidacy of Slobodan Milosevic represents
the will of the people.

The puppet regime in Serbia is terrified by the
possibility that this will could be fulfilled. Their
panic is best illustrated by the so-called "opinion"
handed down by the Republican Election Commission.
This Commission is one of numerous state organs which
have been instrumentalized to protect, at any cost,
the position of the current power-holders.

The Republican Election Commission was misused even before
the collection of signatures for the candidacy of Slobodan
Milosevic began. Although it is not authorized to interpret
the Constitution, the Commission allowed itself to
declare in writing that Slobodan Milosevic "couldn't
be a candidate". This despite the fact that the right
to vote and to be elected is guaranteed to any
citizen by the Constitution of Serbia. This is as a
fundamental right.

That this was a panic-gesture by DOS has been
exposed in a statement issued by the CESID. This
organization is paid by Western circles supposedly to
monitor the election process. In fact it has a
different assignment. This is to make sure the
outcome of elections is in accordance with the will
of foreign capital.

An economic lesson was revealed during the 2000
elections and coup d'état in our country. It was
demonstrated that with Serbia and some other recently
colonized countries, it is far cheaper and more
profitable to buy some individuals than to buy
factories. Thus the CESID representative dutifully
stated that the candidacy of Slobodan Milosevic would
"be a misuse of the right of candidacy, although that
right is in itself indisputable."

So, DOS attempts, in contradiction to the
Constitution, and mis-using the authority of the
Republican Election Commission, a state organ, to
deny the right of candidacy.

Since everybody can see that this is an undisputable
right, they bring out the CESID "experts" to explain
- what? That the indusputable expression of the
people's will constitutes the "misuse of a right"!

In the Republic of Serbia, as in any other state,
the holders of sovereignty are the citizens, i.e. the
people. One who ignores that truth must appear,
sooner or later, before the judgement of the people,
from which there is no appeal!

We call on citizens to continue to express their
support for Slobodan Milosevic, the candidate of the
Socialist Party of Serbia and of the entire people of
Serbia!

Their attempt to frustrate the will of the people
shows that DOS must depart. The only solution for the
future and freedom of Serbia is early elections and
on all levels - immediatelly!

The Socialist Party of Serbia was and has remained
big because it is together with the people. We call
on all truly democratic and patriotic forces to
support the candidacy of Slobodan Milosevic and to
start joint and decisive political action for early
general elections, so that the puppet regime can be
replaced by a government based on the people's will!

Slobodan for President! Freedom for Serbia!



NOTE REGARDING THE ABOVE: In late July, elections for
the post of the President of Republic of Serbia were
called to be held September 29, 2002. Slobodan
Milosevic was twice elected to that post. The first
time was in 1990. In 1992 he decided to call early
elections, thus undercutting political disturbances
in Serbia fomented by the pro-Western opposition. He
was elected again.

In 1997 Slobodan Milosevic ran successfully for
President of the Federal Republic of Yugoslavia. He
was overthrown by the coup d'état in October 2000.

The Constitution of the Republic of Serbia guarantees
every citizen the right to vote and be elected. It
also states that an individual can be elected only
twice as President of the Republic; but since the
constitution makes the right to be elected unlimited,
the two-term restriction is considered to mean "two
terms in a row," as is the case in other countries.
Moreover Slobodan Milosevic used less than half his
first mandate.

There is no doubt that in Serbia today no politician
has public support comparable to Slobodan Milosevic.
His candidacy is a restrained response by the people
to DOS, which rules Serbia for foreign interests.

The Republican Election Commission is only authorized
to judge whether candidates' applications are
formally complete - i.e., to check whether the
required 10,000 signatures are valid, and other
formalities. But the puppet regime has coerced the
Commission to issue a written Opinion that Slobodan
Milosevic "couldn't be a candidate".

Demonstrating who is in control, an August 9 press
conference dealing in general with the presidential
election was addressed by a group called CESID. This
DOS organization has been openly - and in violation
of Serbian law - funded by the National Democratic
Institute, a sub-group of the notorious National
Endowment for Democracy (NED). The US government set
up NED and NDI explicitly to foster Fifth Column
organizations in nations targeted for destruction by
the US and its allies.

Addressing the press conference, CESID representative
Marijana Pajvancic said that a candidacy by Slobodan
Milosevic would " be a misuse of the right of
candidacy, although that right is in itself
indisputable."

In fact her position is disputed not only by
constitutional experts, but by the ultimate judges,
the people of the Republic of Serbia.

On August 10 another session of the Republican
Election Commission was held in Belgrade. The only
representative of the Socialist Party of Serbia in
the Commission, lawyer Dragan Tomasevic strongly
appealed against the apparent political misuse of the
Commission, which is not even authorized to interpret
the Constitution. The previous session of the
Commission in which it adopted and issued the
"Opinion" against Milosevic's candidacy was called
against the Commission Rules, on short notice (just a
couple of hours). This prevented Mr. Tomasevic from
taking part. He asked: "Is there any right of which
President Milosevic is not deprived?"

The Commission rejected Tomasevic's appeal and voted
once again to confirm its previous Opinion. In
protest, Dragan Tomasevic left the session.

After the brutal refusal by the Belgrade regime to allow the
mass political action in support of the presidential candidacy
of Yugoslav and Serbian national leader Slobodan Milosevic,
illegally kept in the NATO dungeon at The Hague, all Yugoslav
media reported the message President Milosevic sent to all
patriotic forces in Serbia. Here is the full text of the message:


Message regarding the Elections

Regarding the forthcoming elections in Serbia, I
believe that the whole opposition bloc should appear
united in the elections - with a common candidate.

The core of that bloc should be the three parties
that constituted the Government of People's Unity
until the year 2000. During the war, those three
parties defended the country, through the government
and by all other means. During the bombing, the
leaders of those parties remained in Serbia and put
themselves at the disposal of the people and
citizens.

Those parties and their representatives should bring
together all other opposition parties, in fact all
parties and individuals who are patriotically
oriented and who have the same attitude towards the
policies of the regime in Serbia.

In that sense, in these elections I consider the
candidate Vojislav Seselj to be a common candidate of
the patriotically oriented opposition parties and
individuals. His candidacy should be supported.

To come out with more than one candidate at this
moment, especially on behalf of the strongest
opposition parties, would lead to the dilution of
votes, which would only allow the puppet regime to
manipulate the election results.

Today, the main interest of the people and state is
to dismantle the puppet regime. That interest has to
be more important than the particular interest of any
party. And particularly it must be more important
than anyone's vanity (collective or individual - no
matter).

Until victory.

Two-and-half years ago, in February 2000, President
Milosevic warned at the Fourth Congress of the SPS:



"At the moment when the country defends itself from
the evil looming over it, the left and right should
stand together, the religious ones and atheists,
those educated and those who are not, the old and the
young, those who have not gotten along well or loved
each other, those who have stopped talking to each
other, those who think that they have forever and
definitely parted ways. Those who have one thing in
common - the love of their country. And that they
feel obliged to defend it from the colonial status
where foreign armies will march in, whose economy
will be a function of the development of other
countries, whose culture will be ruined, whose past
will be wiped out and who will be ruled by those
bribed or blackmailed hoodlums whom every nation has
even at the best times, but at bad times in
particular."



President Milosevic has several times sent similar
messages from the Hague dungeon to his party comrades
in our already-occupied country. Here are quotes from
the one he sent in May 2002 to organs and members of
the SPS:



"The SPS has to be a political tool in
the hands of the people - in the struggle for
national interests, and in the first place for
freedom, independence and national dignity.

The Party is obliged to be firmly led by
the principle of unity of left and patriotic forces
in the common struggle against the treason and
enslavement of Serbia - for overthrowing the puppet
regime of foreign mercenaries organized as DOS.

Unity of left and patriotic forces is the
clear and, historically, the only possible and
justified response to the policy of dismantling the
country and taking over its material resources by
foreign capital, the pauperization of the citizens
and the turning of educated and qualified workers and
peasants into slaves of this 'new world order'.

That is why after October 5 our enemies
have as their main goal dismantling the people's
unity, breaking the unity of the left and breaking
the SPS itself. (...)

The Party at present has one and only one
duty - to protect the country and people from
slavery.

Only after the freedom and independence
of the country has been reestablished can one speak
of other goals.

Now Freedom is the only goal."



The Government of People's Unity, during
its existence from 1994 to 2000, successfully dealt
with numerous difficulties produced by foreign
pressures, including the embargo and the NATO
aggression in 1999. It protected political and
economic independence, social justice and equality
and secured the miraculous reconstruction of the
bombed country and one of the largest rates of
economic growth in Europe.

Three parties took part in the government in its last
and most successful years: the Socialist Party of
Serbia, the Serbian Radical Party and Yugoslav Left.
The Prime minister was Mirko Marjanovic (now acting
president of SPS). Dr Vojislav Seselj, leader of the
Serbian Radical Party was one of the deputy Prime
ministers.

Dr. Seselj's Serbian Radical Party had
previously expressed rightist and sometimes
nationalist rhetoric. Nevertheless, in the Government
of People's Unity and after the coup of October 5,
2000, in word and deed it strongly advocated common
socially oriented policies. It recognized that these
were a necessity for our country, under colonial
siege. It is now acting as the most radical critic of
the criminal background and practices of the present
puppet regime. Its leader, Dr Vojislav Seselj (47) is
considered one of the most talented Serbian
politicians and undefeatable in direct political
duels.

Nakon upravo zavrsenog jednogodisnjeg
perioda sudjenja Slobodanu Milosevi?u u
Haskom "Tribunalu" pravi je momenat da se
saberu utisci iz svega sto je u ovom periodu
vidjeno i donesu odgovaraju?i zaklju?ci kako
o sudu, svedocima, optu?bi, tako i
okrivljenom. Naravno, to omogu?ava i da se
pretpostavi dalji mogu?i tok sudjenja.

LEGALITET SUDA
Legalitet Haskog "tribunala" osporavan je od
njegovog osnivanja. Bez ?elje da se o ovome
pitanju ulazi u velike polemike, jer je o
tome dosta i pisano, svima onima koji se
razumeju u medjunarodno pravo , pa i u pravo
uopste, jasno je da Haski "tribunal" nema
pravni legitimitet. Ovo stoga sto je osnovan
odlukom Saveta bezbednosti OUN koji nema ta
ovlas?enja. Ono sto bi kao nova
argumentacija moglo da dalje erodira njegov
pravni legalitet su slede?e ?injenice:
- Rad "tribunala" se zna?ajnim delom
finansira iz donacija stranih dr?ava,
ponajpre SAD, kao i iz privatnih donacija,
ponajvise od "Fonda za otvoreno drustvo"
ameri?kog multimilijardera D?ord`a Sorosa.
Da bi rad suda mogao biti nepristrasan i
njegove odluke nezavisne , niko ko je
zainteresovan za njegove odluke ne sme biti
deo procesa rada suda, a ponajmanje onaj
koji ga finasira. Poznato je da su
predvodnik agresije na SRJ i najve?i
protivnik Slobodana Milosevi?a upravo SAD,
pa stoga one nikako ne bi smele da u?estvuju
na bilo koji na?in u radu "tribunala" koji
mu sudi, a jos manje da ga finansiraju,
direktno ili posredno.
- Najve?i broj tzv. "stru?nih" svedoka dosao
je iz redova zemalja koje sa?injavaju NATO.
Ako se zna, a i to je ovo sudjenje pokazalo,
da je najve?i broj "materijalnih" dokaza
dobijen opet od NATO-a, kao i da NATO trupe
love optu?ene po BiH, Hrvatskoj i SRJ,
postavlja se opravdano pitanje da li i
"tribunal" pripada NATO-u.
- Proceduralne norme koje u praksi
primenjuje "tribunal" su apsolutno
neprihvatljive sa aspekta osnovnog prava
optu?enog da ima posteno i fer sudjenje.
Stalna promena proceduralnih normi, vrlo
?esta promena najavljenog toka sudjenja
isvedoka, ne dozvoljavanje optu?enom da se
brani sa slobode, ne dostavljanje optu?enom
optu?nica ili njihovo dostavljanje pred samu
raspravu, skrivanje identiteta svedoka,
onemogu?avanje optu?enog da do kraja
razjasni odredjena pitanja ili da doka?e
la?nost izjava pojedinih svedoka,
nedozvoljavanje Slobodanu Milosevi?u da ima
bolje uslove za svoju odbranu, i niz drugih
mera apsolutno su neprihvatljivi za svaki
iole ozbiljan sud u svetu.
- Van svakog legaliteta je i vodjenje
rasprave o Kosovu i Metohiji. Haski
"tribunal" je prilikom formiranja dobio
mandat SB OUN da istra?uje zlo?ine u
Hrvatskoj i, pre svega, BiH. Potpuno je
nenadle?an za SRJ, pa prema tome i KiM.
Rasprava oko KiM van je njegove nadle?nosti,
?ini novu povredu legaliteta i potvrdjuje da
je "tribunal" politi?ka institucija a ne
pravna.
- Iako je u vise navrata bilo o?igledno da
su neki svedoci psihi?kim i fizi?kim
maltretiranjem i pretnjama bili naterani da
svedo?e, naravno u korist optu?be, sto su
neki i javno rekli tokom rasprave, a sto je
za svaki sud neprihvatljivo, "tribunal" tome
nije poklonio nikakvu pa?nju, potvrdjuju?i
opsti utisak da su njegovi ?inovnici jedino
zaintereovani da po svaku cenu pronadju neki
dokaz krivice Slobodana Milosevi?a i da su
spremni da radi toga zanemare pravo, pravnu
etiku, pravo optu?enih i svedoka na fer
tretman i sudjenje i sl.
- Svaki sud u svetu bi morao da reaguje
ukoliko bi neki optu?eni bio doveden pred
njega mimo zakona. Slobodan Milosevi? je
pred Haski "tribunal" doveden suprotno
Ustavu SRJ. Ne obaziranjem na ovu ?injenicu
"tribunal" je potvrdio da mu pravo i
postovanje procedura i zakona nije prioritet
ve? pragmati?ni cilj da se optu?eni dovede
po svaku cenu, da mu se kako god mo?e doka?e
krivica i da se osudi pa makar mu se krivica
i ne dokazala.
Kao zaklju?ak ovog dela moglo bi se ista?i
da svaki sud mora biti nezavistan i
nepristrasan, a pogotovo onaj koji
raspravlja o krivici jednog predsednika
dr?ave, makar i bivseg, jer je svakome
razumnom jasno da ?e odluke suda po pitanju
krivice optu?enog neminovno imati
dalekose?ne posledice i po dr?avu na ?ijem
je ?elu bio. Haski "tribunal" u tom pogledu
ne uliva nikakvo poverenje, pogotovo nakon
upravo zavrsenog perioda sudjenja Slobodanu
Milosevi?u ?ime je njegov legalitet dodatno
narusen.

TOK SUDJENJA
U proteklih godinu dana sudjenja bili smo
svedoci brojnim raspravama oko dogadjaja na
KiM tokom 1998 i 1999. godine. Iz svega sto
smo videli i ?uli moglo bi se zaklju?iti
slede?e:
- Optu?ba
Gromoglasno, kroz orkestrirane re?imske
medije Zapada, najavljivano sudjenje bivsem
Jugoslovenskom predsedniku za zlo?ine koje
je, navodno nesumnjivo, po?inio naslo je
svoj najo?itiji izraz u optu?nici Karle del
Ponte. Beskrajna analiza istorije, politike,
priholoskog lika optu?enog, njegovih ciljeva
i ambicija, vise le li?ila na los roman nego
na ozbiljnu pravnu optu?nicu. Ona je i dokaz
da je sudjenje politi?ko a ne pravno, jer od
prava u njoj nista i nema. Ono sto je u njoj
re?eno o Milosevi?u moglo bi se primeniti na
skoro svakog politi?ara u svetu. Istorija je
potpuno iskarikirana, pa i falsifikovana a
politika krajnje pojednostavljena, pa je
opsti utisak nakon tog dela bio vise nego
mu?an. U nedostatku jasnih optu?bi, ?vrstih
dokaza, kompormituju?ih dokumenata i
svedoka, optu?nica se bavila naratorstvom i
spekulacijama pa i falsifikatima, pa je
samim tim protpuno promasena. U svakom
slu?aju optu?nica je krajnje
neprofesionalna, povrsna, neozbiljna, naivna
nedore?ena i , sa pravne ta?ke gledista,
potpuno nekorisna.
- Svedoci
Prosto je neverovatno koliki se broj svedoka
pojavio pri ?emu su skoro svi od reda patili
od istih neverovatnih slabosti. Ono sto se
mo?e o svima njima slobodno zaklju?iti je da
je ostao utisak da su skoro svi la?no
svedo?ili. Zasto? Ima vise ?injenica koje to
potvrdjuju:
- Najve?i broj svedoka je govorio o
dogadjajima kojima li?no nije prisustvovao.
Postavlja se opravdano pitanje o kakvim se
to onda svedocima radi kada govore o
dogadjajima kojima nisu prisustvovali. Sve
se svelo na neuspelu "rekla-kazala" tra?
partiju, koju je Milosevi? uspesno
demaskirao.
- Skoro svi svedoci su tvrdili da ih NATO
ni?im nije ugrozio sto je besmisleno jer su
od bombardovanja stradali ne samo Srbi ve? i
brojni Albanci.
- Skoro niko od svedoka gotovo da nije nista
?uo o U?K, niti o njihovim vojnim dejstvima
i teroristi?kim akcijama, sto je takodje
neverovatno, odnosno, o?igledna la?. - Kada
je re? o tzv. "stru?nim" svedocima
"tribunala" ni oni se nisu proslavili.
Njihove su "ekspertize" bile tako povrsne,
iskonstruisane i o?igledno la?ne da ih je
mogao dezavuisati svako ko je hteo da udje u
polemiku. Krajnje neprofesionalno , opet..
Od "tribunala" kakav je Haski, moglo se s
pravom o?ekivati da ?e da manipulise i
krivotvori, jer mu je cilj ne da utvrdi
istinu ve? da Slobodana Milosevi?a osudi,
ali smo o?ekivali vise kvaliteta u prevarama
i podmetanjima. Ove su bile na nivou uli?nih
"sibicara".
- Kada je re? o tzv. "insajderima" ni tu se
optu?nica nije proslavila. Iako su ve?
svedo?ili neki pojedinci, najavljeni
gromoglasno kao odlu?uju?i za doklazivanje
Milosevi?eve krivice, od toga nije bilo
nista. Apsolutno se pokazalo da ?e se tesko
na?i onaj ko ?e prstom upreti na optu?enog
kao krivca za zlo?ine koji mu se pripisuju.
Pre svega jer bi to bila la?. Srbiji i SRJ
su ratovi nametnuti, zlo?ine su ?inili
ponajvise drugi, kod Srba poneko, ali
politika organizovanog zlo?ina nikada nije
postojala u Srbiji, ni pre, ni sada. Tesko
da ?e iko pristati da u istoriju udje kao
?ovek koji je la?no svedo?io u Hagu, bez
obzira na danasnje pritiske i ucene Haskih
istra?itelja i njihovih ovdasnjih pomoga?a.
Na kraju krajeva, svi su svesni da nista ne
traje ve?ito, osim suda istorije.
- Optu?eni
Ko god da je u Hagu o?ekivao uplasenog,
skrusenog i utu?enog ?oveka, nakon svega sto
se Milosevi?u desilo, prevario se. Slobodan
Milosevi? je , u svom maniru, vise nego
ikada smiren i stalo?en, kao da razgovara sa
decom, vodio dijaloge sa sudijama,
tu?iocima, svedocima, pobijaju?i sistematski
njihove iskonstruisane izjave, dokazuju?i
apsurde u njihovima optu?bama, iznose?i
skrivene ?injenice o njima samima,
demaskiraju?i politi?ku prirodu la?nog suda,
tendencioznost sudija, falsifikovanje
?injenica i iskonstruisanost optu?bi. U svim
svojim nastupima delovao je, za razliku od
ostalih-sudija, tu?ilaca, svedoka,
prijatelja suda- sigurno i samouvereno a sve
sto je izrekao bilo je, u sustini, na liniji
odbrane i interesa zemlje, svestan da se u
Hagu ne sudi samo njemu ve? i svima nama,
celoj zemlji, o ?emu najbolje svedo?I
optu?nica o kojoj je ve? bilo re?i.
- Sudije
Tokom celog ovog perioda sudije su bile u
funkciji optu?be i na svaki mogu?i na?in,
nakada otvoreno, a nekada manje, pomagali
optu?bi i svedocima, na stetu optu?enog.
Kada god bi neki svedok bio u neprilici zbog
pitanja Slobodana Milosevi?a, oni su mu
priskakali u pomo?, naro?ito sudija Mej.
Bilo da su oduzimali re? Milosevi?u ili na
drugi na?in opstruirali da ne dodje do jos
gore pozicije po njihove sti?enike- svedoke
oprtu?nice. Sumnjamo da ?e se tako ponasati
kada, i ako ikada, svodoci budu u korist
optu?enog. Svojim ponasanjem doprineli su
daljoj eroziji legaliteta i kredibiliteta
suda i potvrdili njegovu politi?ku pozadinu.
Nesposobni da se nose sa optu?enim, niti da
iz neprilika izvuku svedoke kako se ne bi
dalje kompormitovali, svesni da ?e tako biti
i ubudu?e, na svaki na?in pokusavaju da
Milosevi?a ubede da prihvati advokate kako
bi njega spre?ili da govori. Do sada u tome
nisu imali uspeha. Medjutim, toliko
insistiranje na bolesti Milosevi?a, iako za
to ima osnove, vise li?i na uvertiru da mu
se "zbog ote?anog zdravstvenog stanja'
oduzme pravo da samostalno sebe brani i
odredi advokat, sa kojim ?e oni svakako
mnogo lakse.
- Prijatelji suda
Kako i sama res ka?e "prijatelji suda" su ,
na svoj na?in, pokusavali da pomognu sudu,
svakako ne optu?enom. Medjutim, sudije i
svedoci su se toliko mu?ili sami sa sobom
zbog nemogu?nosti da nadvladaju Slobodana
Milosevi?a, da su njihove usluge veoma malo
koristili. Ni Milosevi? to ne dozvoljava ,
svestan da njihovo vreme krade njegovo, pa
su spre?eni da nanesu ve?u stetu optu?enom
nego sto bi objektivno mogli. U krajnjoj
liniji, Milosevi? je odabrao da se sam brani
a ako mu treba pomo?, neka je sam odabere.
Ovi "pomo?nici " neka i dalje poma?u sudu.

MEDIJI I SUD
Ovde ne?emo ulaziti u poznate ?injenice da
su strani mediji procesu u Hagu poklanjali
pa?nju samo kada je trebalo najaviti
hapsenje Slobodana Milosevi?a, njegovo prvo
pojavljivanje na sudu, zna?ajne svedoke koji
}e "dokazati" njegovu krivicu , a da su
propustili da prenesu koliko je puta
raskrinkao la?ne optu?be i svedoke, koliko
puta je, ispituju?i svedoke, pokazao sta je
istina a sta nije. Ovde ?elimo da istaknemo
nesto drugo, o ?emu je do sada bilo malo
re?i, a zna?ajno je sa aspekta
rasvetljavanja prethodnih dogadjaja koji se
sada raspravljaju na "tribunalu" u Hagu.
Naime, sudjenje u Hagu je drasti?no pokazalo
razliku izmedju medija i suda. Koliko god
"tribunal" u Hagu bio politi?ki, koliko god
njegova namera bila da se po svaku cenu
doka?e krivica Slobodana Milosevi?a i on
osudi, ipak je sud , radi elementarnog
postovanja osnovnih sudskih procedura, od
kojih ina?e ne boluje, morao dozvoliti
optu?enom da govori. To je nesto sto mi ni
kao zemlja nismo imali prilike da u?inimo
sve do ovog sudjenja. Naime, ve? dvanaest
godina Zapad, oli?en u SAD, Velikoj
Britaniji, Nema?koj , Francuskoj, pa onda i
drugim zemljama iz njihove orbite, ogromnim
talasima valja gomile iskonstruisanih
optu?bi, prljavih podmetanja, falsifikovanih
i jednostrano prikazanih zbivanja i razloga
zaSto je do njih doslo, sve u cilju
stvaranja la?ne predstave o ?injenicama i
dogadjajima u o?ima sopstvene i svetske
javnosti, zarad ostvarivanja svojih interesa
i ciljeva i opravdavanja sopstvenih , ina?e
neprihvatljivih i nelegalnih postupaka, kao
sto su , na primer, bombardovanje SRJ i
okupacija Kosova i Metohije. Na sve te
optu?be nasa zemlja i njeni predstavnici
retko su imali priliku da ista ka?u, a i
kada bi je dobili bila je to borba 100 na
prema 1. Strana propaganda uspela je da
dogadjaje i li?nosti prika?e u la?nom svetlu
i stvori utisak da su za sve dogadjaje na
prostoru prethodne SFRJ krivi Srbi , njihova
vlast i ponajpre Slobodan Milosevi?. Stoga
se o?ekivalo da ?e sudjenje biti "ma?ji
kasalj" i da ?e se lako dokazati njegova, a
time i napa, krivica. Medjutim, sudjenje u
Hagu donelo je, za Zapad, i veoma bolnu
priliku da Slobodan Milosevi?, glavni akter
"nase" strane, ka?e bar nesto u svoju i nasu
odbranu. Sada, dakle, vise nije bilo mogu?e
lagodno redjati optu?be, ocene i predloge za
ka?njavanje, bey ikakve potrebe da se one
doka?u, a da niko ne mo?e da na to odgovori.
Prevareni su i svedoci. I oni su uveravani
da ?e sve i?i glatko i da ?e njihove la?ne
izjave pro?i bez problema. Slobodan
Milosevi? o svemu sto se na nasim prostorima
desavalo svakako zna mnogo, sigurno vise od
svih njih. A sada je imao priliku da nesto
od toga i ka?e. Ovoga puta je svaka optu?ba
dobila svoj odgovor, svaki iskaz je stavljen
pod lupu provere, svaki dogadjaj je dobio i
druga?ije objasnjenje. Zato je cela ta igra
sa namestenim svedocima, la?nim optu?bama,
iskonstruisanim dogadjajima, pala u vodu,
koliko god da su pokusavali da Milosevi?a
spre~e i sputaju da govori. Suverenost
Slobodana Milosevi?a u dijalogu sa onima
koji ga okrivljuju pokazuje, pored drugih
stvari, i svu veli?inu i zna?aj monstruozne
medijske hajke koja je protiv nase zemlje
nesumnjivo vodjena u du?em vremenskom
peridodu a bez mogu?nosti da na nju
adekvatno odgovorimo, u?utkani bojkotom
zapadnih, tobo?e slobodnih, medija. Da smo
tu priliku imali, sto su oni mogli
obezbediti da je bilo politi?ke volje
njihovih politi?kih oligarhija, mo?da bi ceo
tok jugoslovenske krize isao drugim pravcem
i ratova mo?da i ne bi bilo. U svakom
slu?aju, Milosevi? je iz okrsaja sa sudom i
njegovim svedocima izasao kao neprikosnoveni
pobednik, ne samo zato sto je govorio
istinu, ve? zato sto je imao priliku da se
brani i da javno odgovori na optu?be ,ma
koliko to bilo u nesrazmeri sa brojem onih
koji ga optu?uju. Dobro bi bilo nakon ovoga
shvatiti zna?aj medija i propagande kao nauk
za ubudu?e, da nam se istorija ne ponovi u
nekoj drugoj istorijskoj situaciji koja ne
mora biti bas tako daleko..

ODJECI U JAVNOSTI
Sudjenje u Hagu u nasoj zemlji pratio je
veliki broj ljudi. U svetu znatno manje.
?uvari demokratije su se pobrinuli da od
svojih gradjana sakriju direktan tok
sudjenja kako ih ne bi pokolebali u uverenju
da je Milosevi? nesumnjivo kriv samo sto to
ne mogu tek tako dokazati. Ipak, nakon
godinu dana "dokazivanja" i dalje se mu?e i
sve te?e svojim gradjanima mogu objasniti
sta je to sporno kada tako jasan slu?aj ne
mogu dovesti do kraja. U nekim poslednjim
napisima zapadnih medija provejava krajnje
razo?arenje dosadasnjim tokom procesa i
njegovim rezultatima. Kada je re? o nasoj
zemlji mo?e se re?i da je sudjenje bilo
medijski dogadjaj broj 1. Ovo nije mali
komliment imaju?i u vidu neverovatan broj
skandala i afera koje smo imali u proteklih
godinu dana. Svojim hrabrim dr?anjem i
nepobitnim argumentima koje je iznosio,
optu?eni je pobrao je simpatije, pa ?ak i
mnogih medju onima koji su glasali protiv
njega na septembarskim izborima 2000.
godine. Njegovom su uspehu svakako doprineli
i la?ni svedoci , generalizovane optu?be na
ceo narod i dr?avu i pristrasno ponasanje
sudija ali ostaje ?injenica da se uspesno
izborio da mnogo nadmo?nijim protivnikom
koji je skovao zaveru da ga unisti i radi
tog se cilja koristio svim sredstvima, stop
je nasa javnost sigurno zapazila. Pored
toga, najve?i broj nasih gradjana ne smatra
da je Slobodan Milosevi? kriv za ono zasta
ga u Hagu optu?uju, ne veruje da smo mi,
Srbi, krivi za raspad prethodne dr?ave i za
sva zla koja su se u vezi sa tim desila, a
znaju za zlo?ine koji su u?injeni protiv nas
a o kojima niko ne govori. Sudjenje je
ponovo otvorilo mnoga pitanja iz nedavne
proslosti i dalo im odgovor koji je mo?da
tada nedostajao. S druge strane, i okolnosti
u zemlji su se delimi?no izmenile. DOS je
dobio prethodne izbore na dva postulata:
Slobodan Milosevi? nas je izolovao od sveta
jer je on kriv za nase nesporazume sa njim i
?im on ode sve ?e biti u redu; I u teskoj
smo finansijskoj i ekonomskoj situaciji zbog
Slobodana Milosevi?a, koga svet ka?njava za
pogresnu politiku a mi trpimo, ?im on ode mi
?emo u?i u blagostanje. Nakon dve godine od
promene vlasti jasno je, nakon ovog
sudjenja, da Slobodan Milosevi? nije kriv za
ono zasta sedi u Hagu, odnosno ya ratove na
ovom prostoru, a od blagostanja koje je
o?ekivano ni traga , ni glasa. ?ivi se
kudikamo gore. I sudjenje u Hagu je, dakle,
donekle pomoglo da se propagandna magla koja
traje poslednjih nekoliko godina malo
razidje a ?ivotne tesko?e koje nas sve vise
pritiskaju su nas naterale da ponovo
razmislimo sta smo ?ime dobili a sta
izgubili. Iako smo daleko od bilo kakve
jasne politi?ke platforme, odnosno
sagledavanja politi?kih snaga koje bi je
mogle izneti- odnosno sta nam je, kao
zemlji, ?initi da se iz sadasnje situacije
izvu?emo, proces otre?njenja je ipak po?eo.

MEDJUNARODNE POLITI?KE OKOLNOSTI
Tokom ovih godinu dana sudjenja Slobodanu
Milosevi?u na medjunarodnom planu su se
dogodile neke zna?ajne promene koje su i
ovom procesu, i Milosevi?evoj ulozi u
dogadjajima za koje ga optu?uju , dali novu
dimenziju. Zaostravanje situacije na Bliskom
istoku, gde Izeraelska armija "potpuno
legitimno" masakrira civile (niko je ne
optu?uje za prekomernu upotrebu sile) na
tudjoj teritoriji, potom napad na trgovinski
centar u Njujorku, bombardovanje Avganistana
i njegova okupacija, kao i najave novog
masivnog napada na Irak sa ciljem rusenja
Sadama Huseina i okupacije Iraka, u potpuno
novom svetlu prikazuju i dogadjaje u SRJ za
koje se Milosevi?u sudi. Sve je o?itije da
nije Milosevi? taj koji je iyayivao ratove
ve? oni koji mu sada sude. Pa nisu valjda
svi krivi a samo oni ispravni. U freneti?noj
propagandi protiv SRJ i njenog tadasnjeg
predsednika neko je i mogao pomisliti da je
nasa zemlja stvarno nesto kriva i da ?ini
neke zlo?ine koje treba spre?iti. Neupu?eni,
a njima je ta propaganda bila upu?ena, su to
mogli poverovati. Sada , posle svega sto se
desilo otkada Milosevi? nije na politi?koj
sceni, vidimo da je Milosevi? u Hagu, Srbi i
ostalo nealbansko stanovnistvo proterano sa
Kim, da na KiM vlada teror, etni?ko
?is?enje, kriminal, sverc, trgovina drogom i
belim robljem i da je to i dalje
potencijalno bure baruta koje preti da
ponovo razbukti sukobe na Jugu Srbije , u
Makedoniji ili u Gr?koj. Ya sve to sada
svakako nije kriv Milosevi?. Iako je to
tako, tzv. Medjunarodna zajednica, a u
stvari SAD i nekolicina njenih saveznika,
izdaje saopstenja o velikom napretku
demokratije na KiM, obnovi, saradnji, i u
sli?nom tonu, iako je to daleko od i privida
istine. Kada bi to bilo ta?no, ko to onda
ubija, otima, maltretira Srbe i nealbance
tamo, ko rusi pravoslavne crkve i groblja,
ko otima tudju imovinu i kamenuje autobuse i
automobile koji nose registarske tablice
Srbije? Sa druge strane, kako to da tako
miroljubive, demokratske i humane nacije i
dr?ave, kao sto su SAD i njeni saveznici,
stalno nekoga napadaju i bombarduju, kako to
da stalno moraju negde, u stranim zemljama
da na silu dovode svoje trupe, kako to da im
stalno smetaju neki "nedemokratski" re?imi
(pri ?emu im neki drugi jednako
nedemokratski nimalo ne smetaju). Zasto bas
oni uvek "moraju" nekoga da napadnu,
bombarduju i okupiraju, tobo?e u opstem
interesu i radi nekih univerzalnih principa.
Pre ?e biti drugo- da smo svi mi ?rtve
njihovog imperijalisti?kog pohoda na
osvajanje svetskih resursa i strateskih
regiona a da medijska satanizacija i sud u
Hagu imaju za cilj da maskiraju njihove
prave razloge i motive, kao i njihovu
nesumnjivu odgovornost za posledice takvih
akcija- razaranje zemalja, ubijanje nedu?nih
ljudi i otimanje tudjih teritorija i
bogatstava.
Gospodin Bus najavljuje ratove bez kraja. Da
li ?e biti dovoljno krivaca za tako nesto.
Ako ih i ne bude SAD ?e same napraviti
krivce jer se ratovi moraju nastaviti radi
dobrobiti SAD i njenih gradjana. Drugima
kako bude.
Gospodin Bus najavljuje rat protiv
terorizma. Pa zasto onda tesno saradjuje sa
teroristima U?K? Zasto su SAD bombardovale
SRJ da bi zastitili teroriste ako protiv
njih ratuju? U svetlu nesumnjivo
militaristi?ke politike SAD, koja je danas
vidljivija nego sto je to mo?da bila pre
nekolko godina, i njihovog, sada ve? jasno
uo?ljivog, oslanjanja na mnoge teroristi?ke
grupe u svetu radi ostvarivanja svojih
interesa kroz destabilizaciju zemalja koje
?ele pokoriti i okupirati (primeri za to su
i druge zemlje, ne samo Jugoslavija- Irak,
Makedonija, Kasmir, Iran i sl.) i proces u
Hagu dobija drugu dimenziju i smisao , i u
o?ima nase, ali i svetske javnosti.

NOVI MEDJUNARODNI SUD
Delegitimizaciji "tribunala" u Hagu doprineo
je i jos jedan dogadjaj na medjunarodnoj
politi?koj sceni - po?etak rada novog
Medjunarodnog krivi?nog suda, ovoga puta sa
sedistem u Rimu. Za razliku od ovog Haskog,
sud u Rimu je legalan jer je prihva?en od
velikog broja dr?ava, kroz kolektivni ugovor
suverenih dr?ava, koje su svoje pristupanje
ovom sudu ratifikovale kroz svoje
parlamente. Sud je, za razliku od Haskog,
nadle?an za sve zemlje jednako, a ne za
pojedine, zna?i nije diskriminatorski kao
Haski. I napokon, po?etak rada suda do kraja
je obelodanio dvostruke standarde SAD i
njihovu neprincipijelnost, odnosno dao
"tribunalu" u Hagu pravu dimenziju
-politi?ku. Naime, SAD su ne samo odbile da
ratifikuju pristupanje ovom sudu, ve? su
povukle i svoj prethodni pristanak. Takvo
ponasanje objasnili su strahom da njihovi
dr?avljani ne dodju pod udar ovog suda, sto
je suprotno njihovom ustavu, navode?i i da
se "takav sud mo?e iskoristiti politi?ki
radi optu?ivanja njihovih dr?avljana". Kada
je to tako, postavlja se pitanje kako onda
toliko insistiraju na sudu u Hagu, na
izru?enjnima optu?enih bez obzira da li je
to u skladu sa ustavima zemalja ?iji su oni
dr?avljani i ne pitaju?i se da li mo?da i
taj Haski sud nekome sudi iz politi?kih
razloga? Ovakva pozicija SAD naisla je na
osudu velikog broja zemalja i iako su kroz
OUN sprovele odluku da njeni dr?avljani koji
u?estvuju u mirovnim-?itaj vojnim akcijama u
svetu ne?e godinu dana biti pod
jurisdikcijom suda, neizvesno je dokle ?e se
takva pozicija SAD odr?ati. Ako nista,
Evropa i neki drugi politi?ki faktori dobili
su dobru kartu u ruke za cenjkanje sa SAD,
ovoga puta na njenu stetu. Sa druge strane,
jasno se pokazala nemoralnost ameri?ke
spoljne politike i razotrilo jasnije nego
ikad da je sud u Hagu , u stvari, instrument
SAD i NATO u nametanju njihove hegemonije,
odnosno da mu je cilj da zastrasi sve one
koje im se suprotstave, kao i da su SAD
spreme da sude drugima ali nisu da dozvole
da se njihovima sudi, sto bi trebalo da bude
neprihvatljivo u savremenom svetu i
dostignutom stepenu civilizacije i sto i
sudjenju u Hagu daje druga?iju dimenziju.

ZAKLJU?AK
Moglo bi se konstatovati da je sudjenje
Slobodanu Milosevi?u zapalo u ozbiljnu krizu
jer nista od svega za sta je on optu?ivan
nije dokazano, niti je blizu toga. I sud i
svedoci , i optu?ba su se znatno
iskompromitovali, nelegitimnost suda je jos
i poja?ana, sumnje u njegovu politi?ku
pozadinu i spregu sa SAD i NATO- m postale
vise nego opravdane, neregularnost procesa
vise nego o?igledna i procesne radnje sve
proizvoljnije, povrsnost optu?nice i njena
iskonstruisanost dokazana, uverenost da ?e
se na?i neko da jasno svedo?i protiv
optu?enog poljuljana. Treba ovde mo?da
postaviti i pitanje ko to ima interesa i
zasto da pla?a 1160 ?inovnika ovog suda i to
enormnim platama i dnevnicama. Potom zasto
je tako nizak profesionalni, odnosno
pravni?ki, nivo tu?ilaca, sudija i
zaposlenih. Verovatno je odgovor na ovo
pitanje - zato jer iole ozbiljniji pravnici
nisu ?eleli da u?estvuju u ovakvom
montiranom procesu.
S druge strane Slobodan Milosevi? je pobrao
sve simpatije za hrabro dr?anje i
ubedljivost svog nastupa i argumenata.
Medjunarodne okolnosti, izmenjene
dogadjajima koji su imali svoj posredan
odraz i na ovo sudjenje, doprinele su
ja?anju Milosevi?eve pozicije ,
kompormitaciji SAD i NATO-a, kao sponzora
"tribunala" i medjunarodnih faktora jer se
pokazalo jasnije nego ikada do sada da oni
ti koji proizvode krize u sopstvenom
interesu a za to optu?uju druge. Sada je
vise nego o?ito da oni vode militaristi?ku
politiku prema ostalom delu sveta, van
njihovih neposrednih saveznika, koja
ugro?ava veliki broj dr?ava i svojom
neodgovornos?u mo?e svet gurnuti u jos sire
i nesagledivije sukobe i ratove. Odnosno,
postaje sve o?iglednije da su ratove, za
koje optu?uju Milosevi?a, sami izazivali i
podsrekavali, kako bi politi?ki, vojno i
ekonomski pokorili ovaj vitalni region
Evrope, kao strateski, vojno, saobra?ajno i
ekonomski zna?ajan, tako i kao poligon za
dalje sirenje na Istok.
Sta se sada mo?e o?ekivati u nastavku
sudjenja?
S obzirom da je teoretski gledano najvise
osnova za dokazivanje krivice Milosevi?a
bilo po pitanju Kosova i Metohije, jer je ta
oblast u sastavu Srbije i SRJ i u
neposrednoj odgovornosti predsednika SRJ, a
sto je izostalo, sanse da se to doka?e po
pitanju BiH i Hrvatske su jos manje. Ni od
preostalih svedoka ne treba o?ekivati da ?e
dokazati nepobitnu krivicu optu?enog, mada
se to ne sme sasvim isklju?iti jer je
optu?ba sada verovatno spremna na sve da bi
se iz ove situacije kako-tako izvukla. Zato,
ako ne "ubede" nekog svedoka da potvrdi
Milosevi?evu krivicu, logi?no je o?ekivati
da ?e optu?ba i sud pokusati da Milosevi?a
onemogu?e da govori javno ili mu na svaki
na?in ote?ati uslove i odbranu. Tra?i?e
na?ine da mu nametnu advokata, da ga
proglase mnogo bolesnim pa da tra?e
zastupnika, ili bilo sta drugo (u neke gore
scenarije da ne ulazimo mada ne treba
zaboraviti da neki nisu pre?iveli Hag) kako
bi proces bar razvukli sto vise i polako ga
gurali van domasaja javnosti i u zaborav. On
ionako za njih vise i nema zna?aja. Svoje
ciljeve u Jugoslaviji su ostvarili,
Milosevi?a su u Hag doveli, druge dr?ave i
njihove lidere zastrasili, pa sto onda bas
moraju i dokazati da je kriv "kad svi znaju
da je kriv". Najbolje je proces usporiti,
razvla?iti, skloniti ga iz medija i polako
zaboraviti. Na ekranima i u novinama ?e biti
neke va?nije vesti. Pojavi?e se neki novi
diktatori i neka druga ugro?ena mesta i
zajednice koje ?e oni morati braniti bombama
i "mirovnim akcijama". I sve ?e polako pasti
u zaborav. Naravno, pustiti ga sigurno ne?e.
Mo?da se jednoga dana pojavi kratka vest u
nekim perifernim listovima da je bivsi
predsednik SRJ osudjen na neku vremensku
kaznu zbog ratnih zlo?ina, genocida ili
sli?no u?injenih pre mnogo godina. Ni takav
scenario ne bi trebalo da iznenadi. Oni
ionako optu?ene dr?e u zatvorima koliko god
im treba, bez obzira na zakone i rokove koje
oni pripisuju. Pa zar Mom?ilo Krajisnik ne
sedi u zatvoru ve? dve godine (ako ga se jos
iko se?a)? Sto to ne bi moglo i sa drugima,
ako je korisno?.

Die Abgeordneten des Deutschen
Bundestages, die der Parlamentarischen
Versammlung des Europarats angehören, sind
von der Deutschen Sektion des
Internationalen Komitees für die
Verteidigung von Slobodan Milosevic in
einem Schreiben vom 25. Juli 2002 gebeten
worden, einen in der Versammlung
eingebrachten Antrag zu unterstützen, in
dem die Versammlung aufgefordert
wird, eine Untersuchungskommission nach
Den Haag zu entsenden, um eine
Einschätzung des Verfahrens gegen Slobodan
Milosevic vorzunehmen und der
Versammlung darüber Bericht zu erstatten.

Der Antrag äußert "Besorgnis über den
Charakter des Prozessverlaufs beim
Haager Tribunal". Es gebe "Berichte über
Verstöße gegen allgemein anerkannte
Rechtsnormen, insbesondere gegen die
Menschenrechte von Herrn Milosevic und
gegen sein Recht auf angemessene
Verteidigung. Herrn Milosevic wird während
seines Kreuzverhörs der Zeugen ständig das
Wort entzogen, was ihn seines
Rechts beraubt, falsche Behauptungen
einiger der Zeugen offenkundig zu
machen. Man entzieht ihm ausreichende
Erholungsmöglichkeiten, den Zugang zu
frischer Luft sowie angemessene
Möglichkeiten zur Vorbereitung seiner
Verteidigung. Es wird ihm nicht gestattet,
Ärzte und Juristen seiner Wahl zu
konsultieren." Kritisiert wird auch die
überlange Dauer des Verfahrens durch
die Kombination der Anklagen wegen Kosovo,
Bosnien und Kroatien. Dadurch
erhalte die Anklagevertretung eine
unangemessen lange Zeit zur Darlegung
ihres Standpunktes. Dagegen werde der
Angeklagte jahrelang in Haft gehalten,
bevor er überhaupt mit seiner Verteidigung
beginnen könne. Herr Milosevic
werde so behandelt, als ob er bereits
verurteilt ist. "Er wird in einer
Zelle unter ständiger Überwachung
gehalten, seine Korrespondenz wird
zensiert, Familienbesuche werden
beschränkt. Man beschränkt ihn darin, was
er am Radio und Fernsehen hören und sehen
kann. Das Recht der allgemeinen
Öffentlichkeit auf objektive Information
über die Entwicklungen im Verfahren
von Herrn Milosevic wird durch einen
völligen Nachrichtenblackout verletzt",
heißt es in dem Antrag weiter.

Die Antragsteller, Gennadi Tschurkin und
neun weitere Abgeordnete aus
Russland, der Ukraine, Moldawien, Armenien
und Aserbaidschan, sehen das
Haager Tribunal eher "als Instrument der
Einmischung in die inneren
Angelegenheiten der Bundesrepublik
Jugoslawiens denn als Instrument der
Gerechtigkeit." Dies trage zu "politischer
Destabilisierung Jugoslawiens
bei, indessen das Land dringend Stabilität
braucht, um seine sich
verschärfende wirtschaftliche und soziale
Krise zu bewältigen."

Das ICDSM wurde im März 2001 in Berlin und
Belgrad gegründet. Es hat mehrere
tausend Mitglieder in 50 Ländern. Seine
Co-Vorsitzenden sind: Prof. Velko
Valkanov, Gründer des Komitees,
Abgeordneter des bulgarischen Parlaments,
Vorsitzender der Antifaschistischen Union
Bulgariens und Ramsey Clark,
ehemaliger Justizminister der USA.

DOPO LA LITURGIA ALBANESI INCENDIANO IL MONASTERO DI ZOCISTE
Velika Hoca, 21:50 il 14 luglio 2002.

Secondo le ultime informazioni spedite da Fr. Pietro Ulemek da
Orahovac, immediatamente dopo la liturgia, albanesi locali del
villaggio di Zociste hanno sparato e dato fuoco al Monastero
dei SS. Cosma e Damiano.
Il fuoco ha danneggiato ulteriormente questo santo sacrario già
attaccato in passato. Fr. Pietro era nell'ultimo gruppo di Serbi
che ha lasciato il convento sotto la scorta della KFOR. Mentre
stavano andando via, un gruppo di albanesi ha cominciato a
gettare pietre contro i serbi. Poco dopo il prete locale
Fr. Srdjan Milenkovic e' stato infomato che il convento stava
bruciando. I Serbi di Velika Hoca immediatamente hanno organizzato
una brigata di pompieri e cercato con l'UNMIK di circoscrivere
il fuoco.
Dopo il comportamento offensivo e violento degli albanesi, i loro
assalti e tumulti anche in presenza del Vescovo e durante il rito
religioso, questo ultimo attacco al Monastero di Zociste ha
ancora una volta confermato l'intenzione chiara degli estremisti
Albanesi di distruggere gli ultimi monumenti serbi in questa regione.
Il comportamento di oggi dimostra che il Ministro Rexhepi ed il Sig.
Thaci hanno intenzionalmente ingannato il mese scorso il vescovo
Artemije quando promisero, di fronte a Stati Uniti e diplomatici
tedeschi che avrebbero creato le condizioni per la ricostruzione
dei monasteri ed il ritorno della popolazione serba espulsa.
In effetti molti elementi provano che il PDK (Partito
Democratico di Kosovo, diretto dai Sig. Thaci e Rexhepi) è
coinvolto direttamente nella distruzione del convento così come
questo ultimo incidente ha dimostrato.

Ten bodies exhumed in Pristina identified as Serbs
ORAHOVAC, July 16 (Tanjug) - Exhumation and Identification
Department head Slavisa Dobricanin of the Coordinating Center
for Kosovo-Metohija confirmed for Tanjug on Tuesday that a joint
team of that body and UNMIK had processed 10 bodies exhumed
from Pristina's Dragodan Cemetary at the Orahovac Center for
Identification. The team established that the bodies
were of two women and eight men of Serb nationality.
"The identification was performed on July 11 and 12, and
it was established that all the bodies, except for one woman
who died of natural causes at a Pristina hospital, were first
kidnapped and then murdered in 1999, after the arrival of KFOR
in Kosovo," Dr. Dobricanin said.

No support for renewal of Orthodox temples in Kosovo, says bishop
BELGRADE, July 23 (Tanjug) - Bishop Artemije of Raska and Prizren
said in a letter to UNMIK chief Michael Steiner that the Kosovo-Metohija
peacekeeping force KFOR was either incapable or unwilling to secure the
reconstruction of at least one Christian Orthodox temple in Kosovo and
Metohija for the three years since the end of the war, while damaged
mosques have been repaired and new ones built in the meantime.
The immediate cause for the letter to the head of the UN mission in
Kosovo and Metohija were the incidents in Zociste Monastery near
Orahovac, where Bishop Artemije served liturgy with priests and
Christians on July 14.
Local ethnic Albanians kept interrupting the service and then
proceeded to burn to the ground all buildings in the monastery
compound. The monastery has no KFOR protection to this day, the
letter said. Reconstruction of monasteries is one of the key
steps in the process of the return of expelled Serbs to Kosovo
and Metohija, as Serbs always rallied around their temples.
"That is why we plan to demand the reconstruction of Zociste
Monastery and other destroyed monasteries and churches with all
our strength. We firmly believe that this is our inalienable right
guaranteed under all international charters on human rights as
well as United Nations Security Council Resolution 1244," Bishop
Artemije said in his letter to Steiner.

Two U.S. Soldiers Injured in Kosovo Explosion

PRISTINA, Yugoslavia (Reuters) - Six explosions rocked
an ethnically-mixed village in Kosovo on Wednesday,
injuring two U.S. soldiers investigating the blasts,
the NATO-led KFOR peacekeeping force said.
The explosions in the southeastern village of Klokot
damaged five Serb houses, most of them unoccupied with
the exception of one where an elderly Serb man lived.
The man was not injured, a U.N. source told Reuters.
A spokesman for KFOR, which seeks to secure peace in
the southern Yugoslav province following the 1998-99
conflict, blamed "extremists" for the violence and
vowed the force would do its utmost to bring those
responsible to justice.
The two U.S. soldiers were part of a patrol which
entered Klokot around 2 a.m. (2400 GMT) after hearing
an explosion there, the first in a series of six,
another KFOR spokesman, Drew Anderson, said in a
statement.
"On hearing the first of the explosions in Klokot a
nearby KFOR patrol entered the village and two members
of the patrol were injured by the third of the six
explosions," he said.
The injured soldiers were taken to the main U.S. base
in Kosovo for treatment. They were in stable
condition.
"The cause of the explosions in Klokot are, at
present, unknown. However, several uninhabited houses
were damaged and one was destroyed," Anderson said.
Another explosion in a nearby village at about the
same time was caused by a fragmentation grenade, the
statement said. "No civilian casualties are reported
in either village," it said.
Kosovo was placed under U.N.-led administration in the
summer of 1999 after 11 weeks of NATO bombing drove
Serb forces out of the province, populated mainly by
ethnic Albanians.
The Serb minority was targeted in numerous revenge
attacks by ethnic Albanians angry at years of Serb
repression under ex-President Slobodan Milosevic, now
standing trial at the U.N. war crimes court.
But international officials in Kosovo say such
violence has decreased over the last year, hailing
this as a positive sign for the peace process and the
chances of ethnic reconciliation.
They hope some of the roughly 180,000 Serbs who fled
Kosovo will soon be able to return to their pre-war
homes.
"We feel that we have made significant progress in
that area," KFOR spokesman Gordon Cooper said about
the area where the explosions took place.
"These isolated acts, however, demonstrate that there
are extremists who do not share our vision of making
Kosovo a better place," he said in a statement.

CI si aggira attorno al 25% di presenze in meno rispetto
allo scorso anno. La ragione principale di tale crisi viene
fatta risalire ai prezzi esageratamente alti rispetto
alla qualita' dell'offerta turistica.

+++ Kroatien beklagt Touristenschwund +++
PULA, 19.Juli 2002. Wie das istrische Blatt "Glas Istre" aus
Pula meldet, leidet die kroatische Küste in diesem Jahr
unter einem starken Rückgang der Touristenzahlen. In einigen
Küstenorten Kroatiens halten sich bis zu beinahe 25% weniger
Gäste auf als im Vorjahr. Für die kroatische Wirtschaft
bedeutet dies erhebliche Einbußen, da ein großer Teil des
kroatischen Sozialprodukts durch den Tourismus
erwirtschaftet wird. Seit der Unabhängigkeit Kroatiens hat
die Zahl der Touristen ohnehin nur Bruchteile dessen
erreicht, was in Zeiten des ehemaligen Jugoslawiens erreicht
werden konnte. Hauptgrund für das Fernbleiben der Touristen
ist das in Kroatien herrschende völlig überteuerte
Preisniveau.

CROAZIA: SLOGAN MCDONDALD'S RICORDA SALUTO 'USTASCIA'
(ANSA) - ZAGABRIA, 18 LUG - Suscita polemiche in Croazia
uno slogan promozionale usato dai fast-food della McDonald's,
che ricorda molto da vicino il saluto che si scambiavano
durante la guerra gli 'Ustascia', i fascisti croati che
collaboravano con i nazisti. Lo scrive oggi il quotidiano
di Zagabria 'Jutarnji list' dopo la segnalazione di un
lettore. ''Per l'estate pronti!'' recita il motto della
McDonald's, che a tutti croati ricorda ''Per la patria
pronti!'' (''Za dom spremni!''), usato dal governo
filonazista di Ante Pavelic, al potere dal 1941 al '45.
Contattata dal giornale, Deana Knezevic, responsabile
della sezione pubblicita' di McDonald's ha dichiarato
che ''nella scelta della frase non c'era alcuna intenzione
politica''. ''La McDonald's - ha detto - non e'
una'azienda che usa normalmente frasi provocatorie e
con questa pubblicita' non era sua intenzione mandare
un messaggio ambiguo. Era solo un modo per dire che
eravamo pronti anche quest'estate - ha aggiunto - ad
accogliere i turisti. Nessuno si era lamentato finora''.

ASSASSINI E TORTURATORI A PIEDE LIBERO

+++ KROATIEN: MÖRDER UND FOLTERER FREIGELASSEN
SPLIT. Sieben ehemalige kroatische Militärpolizisten, die der
Ermordung und Folterung der Serben in der Adria-Küstenstadt Split
1992-1995 beschuldigt sind, wurden heute nach einem
Gerichtsbeschluss freigelassen. Vorsitzender des Dalmatinischen
Menschenrechtskommittes Tonci Majic nannte diese Entscheidung
skandalös. Er sagte, daß man in Kroatien alles versucht, um die
Ankunft der Zeugen aus Serbien zu verhindern und die Zeugen in
Kroatien einzuschüchtern. Die eingeschüchterten kroatischen
Zeugen behaupten jetzt auf einmal, sie könnten sich an nichts
erinnern. Der Prozess soll am 19. September fortgesetzt werden.

CROAZIA: CRIMINI GUERRA,POLIZIOTTI RILASCIATI A PIEDE LIBERO
(ANSA) - ZAGABRIA, 22 LUG - Sette ex poliziotti militari
sospettati di aver commesso crimini di guerra e attualmente
sotto processo a Spalato, sono stati rilasciati oggi a
piede libero. Lo hanno riferito i media croati.
Il giudice Slavko Lozina, piu' volte criticato dai media
e dalle organizzazioni non governative per i diritti dell'uomo
per essere troppo condiscendente verso gli imputati, ha
deciso di rilasciare sette degli otto ex poliziotti.
Gli imputati sono sospettati di aver torturato crudelmente
nel 1991 i prigionieri nella prigione militare 'Lora' a
Spalato. Almeno due dei detenuti, tutti dell'esercito popolare
jugoslavo (Jna), sono morti.
La procura di Spalato ha richiesto un mese fa alla Corte
suprema il trasferimento del processo da Spalato proprio per
il comportamento del giudice Lozina durante il processo. La
richiesta della procura, respinta dalla Corte suprema, era
motivata da numerosi incidenti in aula, per gli applausi e
insulti degli amici e parenti degli otto accusati.
Il processo Lora e' ritenuto uno dei test principali per i
tribunali croati per dimostrare di essere capaci di
processare i presunti criminali di guerra di nazionalita'
croata. I portavoci del Tribunale penale internazionale (Tpi)
hanno piu' volte indicato che in caso di gravi irregolarita'
il processo potrebbe trasferirsi all'Aja. (ANSA). COR*VD

The mob fury that was unleashed on a
peaceful homosexual parade has
exposed Croatian society's intolerance
of minority groups

Croatia's first gay pride event ended
in tear gas and violence last month
after the marchers were attacked by
groups of screaming skinheads, some
giving Nazi salutes.

Police were forced to intervene, making
26 arrests, and ten of the
participants were taken to hospital
suffering from a variety of wounds.

The display of public intolerance -
which was broadcast around the world -
occurred in spite of Interior Minister
Simo Lucin's involvement in the
June 28 procession and his calls for
marchers to "love yourselves and
fight for your rights".

Not all parade-goers were impressed by
this show of solidarity on behalf
of the centre-left government. One
suggested that Lucin and other
officials only showed up when they
found out Juan Pablo Ordonez, head of
the UN human rights office in Croatia,
was going to make an appearance.
"They organised the police cordon to
protect themselves, not us," the
protester said.

Viktor Ivancic, editor of the Feral
Tribune, a left-wing newspaper based
in Split, says the resulting furore
exposed Croatia's self-image as a
caring nation as a sham. "What occurred
during this peaceful march of
homosexuals, who had dared to come out
of the closet after so many
decades, has dispelled the illusion of
a humane nation," he said.

The hostility was not totally
unexpected. In Croatia, same-sex
relationships are generally viewed as
an abnormality if not an outright
perversion, and equal rights are unheard
of. Discreet gatherings organised
in the bars and cafes of Zagreb and
other cities usually become the
targets of skinhead attacks.

Such assaults receive a lot of media
attention, as in one notorious case
when a French homosexual was beaten to
death in Zagreb city centre a few
years ago.

The parade-goers, however, could hardly
be accused of being flamboyant.
While the march was intended to draw
attention to their unequal position
in society, they dressed down so as not
to provoke passers-by.

This did not deter the thugs. After the
march ended, its organisers had to
take shelter in a women's centre and
did not leave until after dark, for
fear of being attacked by skinheads and
other drunks.

Marijo Kovac, who intended to lead the
march, was attacked by three
hooligans who stole his mobile phone.
"I'm sorry that we came to the
attention of the world in this way," he
said.

However, the fact that the event took
place at all is being seen as a
minor victory. "Regardless of
everything that happened, the first
Zagreb Gay Pride parade succeeded," said
Dorino Manzin, head of the Stepping Out
group and one of the event's organisers.
"We succeeded in telling Croatian
society that we exist, that we are part
of the population and that we will
struggle for our rights."

Furio Radin, head of parliament's human
rights committee, said the
marchers had set an example to the rest
of society. "Croatian homosexuals
today gave a lesson to the citizens of
Zagreb and showed they had the
strength of character to publicly
demonstrate for something that unfortunately
is still widely unaccepted.

"Many well-known gay Zagreb citizens
did not have the courage to take part
in the event."

However, many right-wing nationalist
parties condemned the parade. The
extremist Croatian Pure Party of Rights
released a statement describing
the march as "sick", insisting it posed
a danger to public morals and even
the constitution.

The hard line Movement for Life and
Family, which advocates measures to
promote larger families, was equally
dismissive, calling it "a public
presentation of sexual abnormality".

The right-wingers' moral cue usually
comes from the country's powerful
Catholic church, which takes a harsh
line on same-sex relationships. Glas
Koncil, the church's official mouthpiece,
recently described homosexuality
as a "severe perversion", saying it was
"incompatible with Catholic morality".

This intolerance, while widespread, is
causing growing concern within
other sections of society. Ivancic
warns that the gay community has become
the next logical target for hardliners
now that the Serbian minority - the
former "enemy within" - has to all
intents and purposes ceased to exist.

Dichiarazione del Partito Socialista della Serbia in occasione
della giornata nazionale di fratellanza con la Repubblica d'Iraq


Il PSS è contro le pressioni, minacce e sanzioni a cui è sottoposto
quotidianamente il popolo iracheno. Le celebrazioni della giornata
nazionale della libertà e dell'indipendenza irachena sono la migliore
occasione per la conferma della ovvia conclusione che l'attuale ordine
politico mondiale, basato sulla forza e il potere violento, è una
fonte permanente di nuove e sempre più pericolose crisi.
La migliore prova di tale conclusione sono le nuove minacce di guerra
contro la Repubblica d'Iraq, un paese sovrano e membro fondatore
dell'ONU, con accuse completamente infondate e contro le leggi
internazionali.
La Repubblica dell'Iraq non può essere una minaccia per nessuno nel
mondo, in quanto quel grande paese è già è da 11 anni vittima di un
ingiusto embargo e sottoposto a pressioni mortali.

In occasione dellla giornata Nazionale della Repubblica dell'Iraq, il
Partito Socialista di Serbia esprime la sua solidarietà alla fraterna
dirigenza Irachena e al suo coraggioso popolo, vedendo in questo paese
amico una delle fiaccole della libertà nel presente mondo
"globalizzato".
Va ribadito che la presente "globalizzazione", in tutte le sue forme,
non è nient'altro che una nuova forma di dominazione ed egemonia
militare nel mondo. In questo contesto, l'umanità intera è sull'orlo
di un cataclisma e ad un bivio storico. È ovvio che i paesi ricchi
non sono più capaci a mantenere la loro dominazione e stanno
approfondendo l'agonia del mondo generando crisi nuove, perpetrando
nuove minacce e facendo nuove guerre. La storia proverà presto che
un mondo unipolare è impossibile e che il multipolarismo è l'unica
alternativa per l'umanità.

Quali siano le conseguenze del "nuovo ordine mondiale", delle sanzioni
e dei bombardamenti, noi jugoslavi lo sappiamo molto bene. Oggi è
divenuto chiaro quanto imprevidenti fossero quelli che credevano che
cambiamenti e "riforme" innaturali, così come "l'auto-asservimento",
sarebbero stati più utili della libertà e dell'indipendenza. Per una
manciata di promesse essi dimenticarono che gli schiavi non hanno
nessun diritto o futuro.

La celebrazione della giornata Nazionale della Repubblica fraterna
dell'Iraq è un'occasione per tutte le persone che amano la libertà e
l'indipendenza nel mondo, per ribadire fermamente che, difendendo la
sua libertà, indipendenza e dignità, il popolo dell'Iraq, della
Jugoslavia e di altri paesi contribuiscono, in questo modo, al futuro
dell'umanità, a migliori prospettive per la civiltà umana, a una
migliore vita di tutte le persone della nostra Terra, così come a una
coesistenza pacifica ed attiva, al rafforzamento della pace e della
solidarietà internazionale nel mondo contro le nuove forme di
colonizzazione che stanno minacciando di distruggere i pilastri
dell'esistenza e della civiltà umana.

Proslava Nacionalnog praznika bratske Republike
Irak, zemlje koja voli svoju slobodu i nezavisnost,
predstavlja najbolju priliku da se jos jednom potvrdi
ocigledni zakljucak da sadasnji politicki poredak u
svetu, koji je zasnovan na sili i na ogoljenoj moci,
predstavlja stalni izvor novih i sve opasnijih i kriza.

Ne postoji bolji zakljucak za opravdanost ovih
tvrdnji od sadasnjih novih ratnih pretnji protiv
prijateljske republike Iraka, suverene zemlje i
zemlje koja je medju osnivacima Organizacije
Ujedinjenih nacija, pretnji koje su potpuno
neosnovane i koje su suprotne medjunarodnom pravu.

Republika Irak ne moze predstavljati pretnju ni
za koga u svetu jer je ta zemlja vec jedanaest godina
zrtva nepravednog embarga i smrtonosnih pritisaka.

Povodom Nacionalnog dana Republike Irak,
Socijalisticka Partija Srbije izrazava svoju
solidarnost sa hrabrim irackim narodom i
prijateljskim irackim rukovodstvom, ocenjujuci da je
ova zemlja jedna od baklji slobode u sadasnjem
"globalizovanom" svetu.

Treba podsetiti da sadasnja "globalizacija", u
svim svojim oblicima, ne predstavlja nista drugo nego
novu formu dominacije i vojne hegemonije u svetu. U
tom kontekstu, citavo covecanstvo je dovedeno na samu
ivicu kataklizme i na istorijsku raskrsnicu. Postraje
jasno da bogate zemlje nisu vise u stanju da odrze
svoju dominaciju i da samo produzavaju i produbljuju
agoniju u kojoj se svet nalazi, kroz stvaranje novih
kriza, kroz nove pretnje i kroz nove ratove. Istorija
ce vrlo brzo pokazati da unipolarni svet nije moguc,
kao i da je multipolarizam jedina alternativa za
covecanstvo.

Koje su prave posledice "novog svetskiog
poretka", sankcija i bombardovanja, mi Jugosloveni
veoma dobro znamo. Danas je vise nego ocigledno
koliko su bili kratkovidi oni koji su poverovali da
nepriordne promene i "reforme", kao i ropsko
samo-potcinjavanje mogu biti manje zlo od slobode i
nezavisnosti. Za saku praznih obecanja, oni su
zaboravili da robovi nemaju prava, da nemaju nikakvih
perspektiva.

Proslava nacionalnog dana bratske Republike Irak
predstavlja pravu priliku za sve one ljude u svetu
kojima je stalo do slobode i nezavisnosti da se
ubedljivo podsete da kroz odbranu svoje slobode,
nezavisnosti i dostojanstva, narodi Iraka,
Jugoslavije i drugih zemalja, najbolje doprinose
buducnosti, boljim perspektivama za ljudsku
civilizaciju, boljem zivotu za sve ljude na zemlji,
kao i aktivnoj miroljubivoj koegzistenciji, jacanju
mira i medjunarodne solidarnosti u svetu,
suprostavljajuci se svim oblicima kolonizacije, koji
prete da uniste same temelje covekove egzistencije i
ljudske civilizacije u celini.

STATEMENT OF THE SOCIALIST PARTY OF SERBIA ON THE OCCASION
OF THE NATIONAL DAY OF THE BROTHERLY REPUBLIC OF IRAQ


THE SOCIALIST PARTY OF SERBIA IS AGAINST PRESSURES, THREATS AND
SANCTIONS THAT IRAQI PEOPLE ARE EXPOSED TO ON DAILY BASIS

The celebration of the National day of the freedom-loving
and independence-loving country, the brotherly Republic of
Iraq, is the best opportunity for the confirmation of the
obvious conclusion that present political order in the world,
which is based on force and nude power, is permanent source of
new, ever more dangerous crises.

Is there better proof for such conclusion then new war
threats against friendly Republic of Iraq, a sovereign country
and founding member of the Organization of United Nations, the
threats that are completely baseless and contrary to the
international law.

The Republic of Iraq can not be threat to anybody in the
world since that very country is already for 11 years a victim
of the unjust embargo and deadly pressures.

On the occasion of the National day of the Republic of
Iraq, the Socialist Party of Serbia expresses its solidarity
with the brotherly Iraqi leadership and brave Iraqi people,
seeing this friendly country as one of the torches of freedom
in the present "globalized" world.

It is to be reminded that present "globalization", in all
its forms, is nothing else but new form of domination and
military hegemony in the world. In that context, the whole
mankind has come to the very edge of cataclysm and historical
crossroad. It is obvious that the rich countries are not able
any more to keep their domination and they are just deepening
the agony of the world by generating new crisis, by making new
threats and by making new wars. The history will soon prove
that the unipolar world is impossible and that multipolarism is
the only alternative for the mankind.

What are true consequences of the "new world order", of the
sanctions and bombardments, we Yugoslavs know very well. Today
it has become clear how short-sighted were those who believed
that unnatural changes and "reforms", as well as "self-slavery"
could be less evil then freedom and independence. For the
handful of promises, they forget that slaves have no rights and
prospects.

The celebration of the National day of the brotherly
Republic of Iraq is the true occasion for all freedom-loving
and independence-loving people in the world to remind
themselves firmly that, by defending its freedom, independence
and dignity, the people of Iraq, of Yugoslavia and of other
countries contribute thus to the future of mankind, to brighter
outlooks of human civilization, to better life of all people on
our Earth, as well as to active peaceful coexistence, to
strengthening of the peace and international solidarity in the
world against new forms of colonization which are threatening
to destroy the very pillars of the human existence and
civilizations.

CROAZIA: DALAI LAMA CONCLUDE VISITA TRE GIORNI
(ANSA) - ZAGABRIA, 08 LUG - Il Dalai lama ha concluso oggi una
visita non ufficiale di tre giorni in Croazia. Lo ha reso noto
l'agenzia di stampa croata Hina. Dopo due giorni di soggiorno a
Spalato, il Dalai Lama, ricevuto oggi dall'arcivescovo di Zagabria
Josip Bozanovic, ha tenuto oggi due conferenze, la prima nella
Facolta' di filosofia dei Gesuiti, la seconda nel palazzetto dello
sport della capitale croata. La visita del Dalai Lama, premio Nobel
per la pace 1989, e' avvenuta su invito di organizzazioni non
governative e non prevedeva incontri con autorita' politiche.
Parlando con i giornalisti, il leader spirituale dei buddhisti
tibetani ha dichiarato che il suo impegno e' mirato ad
un'autonomia del Tibet all'interno dello stato cinese e non
all'indipendenza. La visita del Dalai Lama la scorsa settimana
in Slovenia ha provocato una dura protesta di Pechino. In Slovenia
infatti il Dalai Lama ha incontrato, anche se in forma non ufficiale,
il primo ministro Janez Drnovsek e il capo dello stato Milan Kucan.

YUGOSLAVIA - A STUMBLING BLOCK FOR THE CONQUERORS OF THE
WORLD

On the 5th of October 2000 freedom and democracy were
abolished in this country. On St. Vitus' day 2001 the
President Slobodan Milosevic was treacherously abducted
by the regime and surrendered to the aggressors' NATO
tribunal in the Hague. It opened the way to the definite
brake-down of Yugoslavia and its occupation. Today,
foreign controllers are sitting in all our state
institutions and major firms, while a puppet regime sells
out the resources of our country and obediently executes
the orders of their foreign masters. The Federal
Constitutional Court ruled as anti-constitutional all the
executive authorities' decrees, which served as a pretext
for the abduction and surrender of President Slobodan
Milosevic to the aggressors. But the occupying forces pay
no heed and continue with the practices of violating
constitution and democracy. Aggressors and their Gestapo
inquisitors from The Hague with a generous assistance of
the ministries of the regime opened the new hunting
season on Serbs. Recently, the representatives of the
Hague "prosecution" visited Belgrade and brought along
tens of "secret indictments" as means of intensifying the
pressure on the former officials if they refuse to
testify, namely lie against the President Slobodan
Milosevic.
Despite the propaganda of the regime, which clumsily
attempts at hiding it, Washington threatens to continue
the sanctions and pressures pending the secession of
Kosovo and square down with the "President Milosevic's
supporters". The Presidential "Notice on continuation of
emergency with respect to the Federal Republic of
Yugoslavia (Serbia and Montenegro), signed by George Bush
on May 27th 2002 says that the sanctions against and
freezing of the Yugoslav assets in the American banks
shall continue... "because the crisis with respect to the
situation in Kosovo and with respect to Slobodan
Milosevic, his close associates and supporters and
persons under open indictment for war crimes by the ICTY
has not been resolved."
It demonstrates that the regime of DOS, which is falling
apart, and its foreign mentors are in panic because of
the superior struggle for truth, freedom and dignity of
our nation waged by President Milosevic before the
aggressors sham "court". They are in panic because they
are aware that the vast majority of our people support
that struggle. In the period of hopelessness and darkness
created by DOS, President Milosevic helped many to
realize what was going on and regain their
self-confidence and faith in the prospects of better
future.
The people rightly expect that all the politically
responsible patriotic forces in our country, that rallied
on the occasion of the anniversary of abduction of
President Milosevic, on the 28th June in Belgrade, will
unite efforts to topple down the puppet regime and call
for early elections at all levels. The people rightly
expect the Socialist Party of Serbia to play the most
decisive and active role in that process.
September 11th is a global Tonkin Gulf, followed by
declaration of global war to the world at large. The
American troops are deployed in 150 countries. Nuclear
weapons have been used in Afghanistan. The Caspian oil is
no actual cause. They target Russia. On the other hand -
failures: Belarus, Moldova, Venezuela, Palestine, brakeup
of the vassal social democrats in Europe, and even the
Afghanistan. Empire is in agony.
Hitler wrote to Chamberlain on 23 September 1938 that
ethnic Germans in Czechoslovakia were exposed to
"torture" and that 120 000 of them "were forced to flee
their own country", and that "security of more than three
million human beings was at stake" and that they were
"prevented to realize their national right to
self-determination alike". Thus Hitler laid the
foundation to "humanitarian intervention", of which NATO
boasted as if the greatest achievement of its summit held
in Washington a month after thousands of tons of bombs
were pouring over Yugoslavia.
Financial connections of the Bushes with Nazi Germany and
family of Bin Laden show that the history of 20th century
is going to be rewritten.
In this light the struggle of President Slobodan
Milosevic for truth against merciless
intelligence-propaganda of NATO machinery ineptly cloaked
in court-room gown becomes synonymous of historical
justice.
An insane attempt to take the Serbian nation to trial at
a fake NATO court as the most notorious proponent of
nationalism, chauvinism, ethnic hatred and genocide in
20th century, and blame the tragedy of Yugoslavia on
those who defended it, is falling apart in face of
intellectual and political superiority and political
consistency of President Milosevic, who is backed up by
his people and truth.
Fear from defeat in historical and political struggle
that can't be won by lies, makes the mentors of the
"tribunal" fight President Milosevic by physical
exhaustion, prison torture, denial of medical care and
blatant violation of his basic rights. In the same vein
goes hiding from the view of the public the allegedly
public "trial".
The enormous moral degradation is testified to by the
fact that the persons contracted or blackmailed to
execute such anti-civilization act violating the rights,
are veiled in their gowns of judges and prosecutors. As
if the lack of good morals was the sine qua non for
getting a job in The Hague "tribunal".
Everything is known about moral and judicial heroine, the
so-called "chief prosecutor" Carla del Ponte. She shares
the pedestal of brazenness with the so-called
"prosecutor" Geoffrey Nice and the so-called "judge"
Richard May, both Britons, as one of the "amici curiae"
Stephen Kay. They pay no attention to law in carrying out
their political assignment rewarded by enormous salaries.
While it is known and evidenced in the course of "trial",
who the real authors of "indictment", ordered by
Madeleine Albright are - the British intelligence and
"Human Rights Watch".
The industry of lies, false documents and fake witnesses
concentrated in the Hague "prosecution", is unparalleled
to anything in the history of judiciary. Because after
five months of whole day "trials" and about hundred
"witnesses" that, so-called "prosecution" has managed to
prove nothing, any fair judge would stop that farce long
ago, dismiss the "indictments" and acquit President
Milosevic.
The so called "Judge" May has directly assisted the fake
witnesses, limiting cross examination to illogically
short time, interrupting questioning whenever he doubts
the false witness will be compromised completely, or when
a single fact about the crimes of NATO is hinted at or
allows to the "prosecution" last minute changes of the
order of appearance of "witnesses", to call as
"witnesses" own staff and associates, to submit thousands
of pages of "materials" without translation, etc.
On the occasion of that ethical crash, shameless ridicule
of law and primarily because of dangerous and criminal
abuse of rights of President Milosevic, entailing
criminal liability, the Association FREEDOM - The
Yugoslav committee for defense of Slobodan Milosevic
addressed the letter of appeal to the Ambassadors of all
the UN Security Council member countries in Belgrade,
holding that body of the universal organization formally
most responsible for sanctioning lawlessness of the Hague
"tribunal". The letter was handed over to the US and
British Embassies in Belgrade, following the
demonstrations of several thousand citizens on 28 May
2002, the day when the Russia - NATO summit was held in
Rome. The citizens of Belgrade have joined the wave of
protests all over Europe against the tour of the chief
administrator of the Empire and showed that the center of
struggle for freedom and dignity of Europe is still based
in Belgrade.
We are inviting all the fighters for peace and against
imperialistic domination of the world to support the
struggle of President Milosevic as their own, and to help
by petitions, demonstrations and other forms of protest,
the release of President Milosevic becomes the start of
liberation of Europe.
We are calling on the associations of jurists, lawyers
and judges, universities and institutes, organizations
for human rights - to exercise permanent pressure on
their governments - to move an initiative with the United
Nations to end political and legal brutality of The Hague
"tribunal" over President Milosevic. In view of the fact
that the latter institution is illegal, in view of the
fact that there is no mechanism within the UN system at
all to control its work and that this so called
"independent international court" reports only to its
political bosses and financiers - the governments of
"democracies" like USA, Great Britain, Saudi Arabia,
their secret services and private and "independent "
executors of their politics, such as George Soros
Foundation or "Human Rights Watch", from whose ranks most
of the staff of the "tribunal" has been recruited.
We are calling on all friends to help compile the data,
documents and witnesses who may help unmask NATO and its
crimes against peace and people of Yugoslavia.
We are calling on all who cherish truth and justice to
daily write and inform the public about the development
of "process" in which a global policeman wants to judge
the nation that dared defend its freedom and the man who
spearhead the defense, the "process" which the political,
moral and intellectual valor of President Milosevic
turned into the trial of the crimes of Empire.
The defense of life, health and fundamental rights of
President Milosevic constitutes the defense of freedom
and rights of all.
The struggle for freedom, human rights and rights of
nations and for historical justice headed by President
Slobodan Milosevic would go on till the final triumph.
