EXILED CHECHEN LEADERSHIP HAILS KOSOVA INDEPENDENCE DECLARATION

[The same US government propaganda outlet - Radio Free
Europe/Radio Liberty - that for a decade now has
obligingly and unvaryingly spelled Kosovo as Kosova
(see example below) has over the same period of time
and longer referred to alleged Chechen
government-in-exile figures by the titles they've
bestowed upon themselves: President, foreign minister,
prime minister, etc., while just as regularly
referring to the the official president of Chechnya as
a strongman, so-called president, etc.
Note at the bottom of this transparent plug piece that
the "foreign minister of Chechen Republic Ichkeria" is
interviewed by Radio Free Europe as though he is what
he claims to be.
The above for anyone who still believes that Kosovo is
a unique case, in any context.

In a statement released on February 17 and posted on
chechenews.com, Usman Ferzauli, who is foreign
minister of the unrecognized Chechen Republic Ichkeria
(ChRI), hailed the declaration of state independence
by Kosova, adding that the ChRI "does not question the
right of the people of Kosova to distance themselves
from a state that engaged in terror against them." 

The statement went on to make the point that the
people of Chechnya have waged an analogous struggle
for 14 years against "the most aggressive and
militarized state in the world"....

The statement reaffirms the aspiration of the ChRI
leadership to freedom and independence, but also its
commitment to abiding by the laws of war and its
readiness for peaceful dialogue.

The statement concludes by arguing that the
confrontation between Russia and the Chechen people
has become irreversible, and that it is "immoral and
criminal" even to entertain the thought that Chechnya
could be reintegrated into the Russian Federation,
given that "it is impermissible to sacrifice universal
human rights to political expediency." 

In a February 18 interview with RFE/RL's North
Caucasus Service, Ferzauli differentiated clearly
between Chechnya, on the one hand, and the
unrecognized republics of Abkhazia and South Ossetia
on the other. 

He claimed those two territories "do not want to be
free. They want to annex territory from Georgia and
join Russia. We know that 80 or 90 percent of those
people have Russian passports, so this would be
nothing other than the classic annexation of Georgian
territory, and of course we are against that." LF

Mass resistance to U.S. NATO role

In the final analysis, history is never decided by resolutions, laws or proclamations.

It is decided by explosive mass movements that churn up from below in response to
intolerable conditions and outrageous events.

On Feb. 24 hundreds gathered in front of the White house to oppose the latest U.S. attack
on Serbia, organized by the STOP (Stop Terrorizing Orthodox Peoples) Coalition. Major
protest demonstrations were held in Geneva and Zurich, Switzerland; Vienna, Austria;
Athens, Greece; Vicenza, Italy; Montreal and Toronto; Cleveland and Chicago. This week
demonstrations will continue, including a major demonstration in front of the U.N. on
March 2 from 2 to 4 p.m.

An angry and enormous demonstration—estimates range from a half million to well over a
million people—in Belgrade, the capital of Serbia, on Feb. 21 has changed the terms of the
debate about Kosovo.

Following this colossal outpouring in opposition to Washington's theft of the Serbian
province of Kosovo, thousands of people in Belgrade stormed the U.S. Embassy and set
fires in it. The British, German, Croatian, Belgian and Turkish embassies were also
attacked. Western franchises, including 10 McDonalds plus Nike stores and 50 other
outlets, along with bank windows, were targeted by angry youths. There were nights of
running street battles with riot police.

Thousands demonstrated at border crossings between Serbia proper and Kosovo. Two
border crossings were destroyed, one by fire, the other in an explosion. All these actions
sent a sharp message—that the U.S. decision to establish a direct colony in Kosovo by
recognizing its "independence" would be challenged by an explosive movement that has
gone much further than just the official Serbian government statement of opposition.

An article in the New York Times of Feb. 25 worried that Washington may have
underestimated the Serbian response. It said that policy makers in Washington and
Brussels fear that the angry opposition may be "destabilizing for the entire region."
Entitled "Serbian Rage in Kosovo: Last Gasp or First Breath?" the article reflected many
other news commentaries: "The world is waiting to see whether the riots on Thursday were
the final spasm of anger in Serbia or the first tremor in a new Balkan earthquake."

Of course, it is the danger of a new Balkan earthquake that U.S. corporate power fears.

It certainly appears that the U.S. government has once again underestimated opposition to
its criminal policies. Washington had considered that its long-announced decision to
recognize a new mini-state in the Balkans could not be opposed. It was considered a fait
accompli.

Although Kosovo might for a time lack official U.N. endorsement, it was thought that
quick recognition by the U.S. and European Union, along with funding and continued
stationing of international forces, would overwhelm Serbian opposition.

Washington is so used to having its arrogant way and violating international agreements—
even the terms that the U.S. itself dictated on NATO expansion, borders and national
sovereignty—that it is shocked to find serious opposition.

Certainly many politicians in Serbia, anxious for Serbia to join the EU, were not disposed
to make more than a symbolic opposition. But the angry response of the entire Serbian
population has changed the very ground under this latest imperialist land grab.

Struggle heating up

EU staff and other forces are now withdrawing from the northern part of Kosovo, around
the town of Mitrovica, which has been divided between areas that are either majority
ethnic Serbs or majority ethnic Albanians. Other national groupings also live in Kosovo. All
have been historically oppressed, recently by Western European and U.S. imperialists,
earlier by feudal empires.

At the bridge over the Ibar River in Mitrovica, there has been a weeklong standoff between
the Kosovo Police Service, a multi-ethnic force, and U.N. police. The KPS police have
refused to serve under the new Kosovo-declared state. Dozens of busloads of protesters
have come to the border of the province to support rallies against Kosovo's separation.

Meanwhile U.S./NATO forces, called KFOR, have moved to seal the border with armored
vehicles and tanks to halt an influx of potential protesters.

Once again the challenge in Europe to the crushing backward drag of U.S. imperialism,
whose threats and pressures have undone numerous socialist states, including Yugoslavia,
has come from the Serbian mass movement.

Solidarity demonstrations all across Europe, Canada and the U.S. were held on Feb. 24,
and were to continue through the week.

For many the very hypocrisy of the U.S. position alerted them to its having a more sinister
motive than wanting to grant independence to Kosovo. After all, the U.S. has refused to
allow the independence of Puerto Rico despite more than 100 years of struggle, yet it was
the first country to recognize Kosovo's independence from Serbia—on the very day that
the unilateral declaration was made.

International opposition

Both Russia and China, which hold veto power on the U.N. Security Council, made it clear
that they would not allow the U.N. to endorse the forcible theft of Kosovo from Serbia.
They expressed grave concern about the dangerous precedent it set in further fracturing
nation states around the world that are targeted by imperialist intervention.

The unilateral declaration was a direct violation of the U.N. Charter, other international law
and even the terms of U.N. Security Council Resolution 1244, drafted by the U.S. after 78
days of bombing Serbia in 1999. Despite the lack of U.N. approval, the U.S., Germany,
France and Britain recklessly went ahead with the recognition of Kosovo.

Opposed to the recognition are Serbia, Russia, China, Spain, Greece, Venezuela, Bolivia,
Portugal, Slovakia, Malta, Bulgaria, Romania, Cyprus, Sri Lanka and Armenia. A number of
other countries have not yet made a decision, despite intense U.S. pressure.

President Hugo Chávez said Venezuela would join other countries in condemning the
declaration. "This cannot be accepted. It's a very dangerous precedent for the entire
world," he said.

Bolivia also refused to recognize Kosovo's independence. President Evo Morales compared
Kosovo separatists to the leaders of four eastern resource-rich Bolivian states who have
U.S. encouragement in demanding greater autonomy, in an effort to fracture and halt
progressive changes coming from the federal government.

On Feb. 22, Russian envoy to NATO Dmitry Rogozin said on state-run Vesti-24 television
that Kosovo's split from Serbia was the result of an "imperialistic American effort to divide
and rule."

Rogozin made an ominous warning that could hardly be ignored. He said that the Russian
military might get involved if all the EU nations recognize Kosovo as independent with
U.N. agreement. If that happens, Russia "will proceed from the assumption that to be
respected, we have to use brute military force."

On Feb. 24 Russian Foreign Minister Sergei Lavrov was in Belgrade with current Deputy
Prime Minister Dmitri Medvedev, who is Vladimir Putin's likely successor as president.
They came to make Russia's position clear.

Medvedev said, "It is unacceptable that for the first time in the post-war history, a
country which is a member of the United Nations has been divided in violation of all
principles used in resolving territorial conflicts.

"We proceed from the understanding that Serbia is a single state with its jurisdiction
spanning its entire territory and we will stick to this principled stance in the future.

"It is absolutely obvious that the crisis that has happened and is the responsibility of those
who have made the illegal decision will unfortunately have long-term consequences for
peace on the European continent."

Medvedev signed an agreement to build a section of South Stream gas pipeline through
Serbia. The line will carry Russian gas through the Balkans to the Mediterranean Sea. A
business agreement between Serbia's national oil company, NIS, and OAO Gazprom, the
Russian energy giant, was also consolidated.

Kosovo is not independent

It is essential to explain again and again when discussing this issue of U.S. recognition of
Kosovo's "independence" that Kosovo has not gained a shred of self-determination or
even minimal self-rule, even on paper.

Unless this is continually explained and repeated, many political activists who defend self-
determination for oppressed nations might naively support "independence" for Kosovo.

The plan under which Kosovo becomes "independent" establishes an old-style colonial
structure in its rawest form. Kosovo will actually be run by an appointed High
Representative and by administrative bodies appointed by the U.S., the EU and NATO—the
U.S.-commanded military alliance.

Imperialist administrators will have direct control over all aspects of foreign and domestic
policy. They have control over the departments of Customs, Taxation, Treasury and
Banking. They control foreign policy, security, police, judiciary, all courts and prisons.
These appointed Western officials can overrule any measure, annul any law, and remove
anyone from office in Kosovo.

Several possible schemes are at the root of this latest flagrant U.S. violation of
international law. Separating Kosovo from Serbia further fractures the entire region. This
has been U.S. policy toward the Balkans, Eastern Europe and the former Soviet Republics
since the 1991 collapse of the Soviet Union. As weak, divided, warring mini-states, their
opposition to U.S. corporate domination becomes more difficult.

The recognition of Kosovo also divides and frays relations in the EU Washington is certainly
not opposed to sowing dissension among forces that are both allies and imperialist
competitors. The U.S. has fractured the EU over this, because one-third of its 27 members
are against this move.

Setting up a government in Kosovo where the U.S. has full authority to write the laws and
treaties also consolidates the Pentagon's continued hold on a major new military base in
Kosovo—Camp Bondsteel. It also provides unlimited access and, most important, a
transfer of ownership of the rich resources of the region, including oil and gas which has
just been discovered.

Camp Bondsteel

A massive new U.S. military base—Halliburton-built Camp Bondsteel—is the Pentagon
anchor in the region. Near the Macedonian border, it covers more than 1,000 acres and
comprises more than 300 buildings. It overwhelms tiny Kosovo, a province smaller than
the state of Connecticut.

The location was chosen for its capacity to expand. There are suggestions that it could
replace the U.S. Air Force base at Aviano in Italy.

Thousands of U.S./NATO troops can be comfortably stationed there. The base can easily
house its 7,000 U.S. military forces, along with thousands of private contractors. U.S.
military personnel leave Bondsteel in helicopters or large heavily armed convoys.

The camp is located close to vital oil pipelines and energy corridors that are now under
construction, such as the U.S.-sponsored Trans-Balkan oil pipeline and what is known as
energy Corridor 8.

The U.S. began planning the building of Camp Bondsteel long before its bombing of
Yugoslavia in 1999, according to Col. Robert L. McClure, writing in Engineer: The
Professional Bulletin for Army Engineers. Another document, "U.S. Army Engineers in the
Balkans 1995–2002," is available online and contains photos and descriptions of the base

At Camp Bondsteel there is the most advanced hospital in Europe, theaters, restaurants, a
water purification plant, laundries and shops along with a mass of communication
satellites, antennae and menacing attack helicopters.

The people who live in the area surrounding the camp suffer from 80 percent
unemployment. Halliburton subsidiary Kellogg Brown and Root pays Kosovo workers, when
it hires them, a meager $1 to $3 per hour. More than 25 percent of the Albanian Kosovo
population has been forced to emigrate abroad in order to send home remittances to their
families.

Under the U.S. occupation, more than 250,000 Serbs, Roma, Turks, Goranies and other
peoples of this rich, multi-ethnic province have been forced out of Kosovo and are not
permitted to return.

Rich resources in Kosovo

U.S. corporations are well aware of the rich resources of Kosovo. There are extensive
mines for lead, zinc, cadmium, lignite, gold and silver at Stari Trg, along with 17 billion
tons of coal reserves. The once state-owned Trepca mining complex was described by the
New York Times of July 8, 1998, as "the most valuable piece of real estate in the Balkans."
It included warehouses, smelting plants, refineries, metal treatment sites, freight yards,
railroad lines and power plants. Before the 1999 U.S./NATO bombing, followed by the
occupation of Kosovo, it was the largest uncontested piece of wealth in Eastern Europe not
yet in the hands of U.S. or European capitalists.

And they are still fighting over who will get to exploit it. Since NATO forces occupied
Kosovo, almost this entire mining and refining center has been closed down. It sits idle
while the many nationalities who once worked there have been dispersed.

Now an even greater source of newly discovered wealth is making Western corporations
anxious to have an uncontested grip on the province.

On Jan. 10 Reuters reported that Swiss-based Manas Petroleum Corp. had announced that
Gustavson Associates LLC's Resource Evaluation had identified large prospects of oil and
gas reserves in Albania, close to Kosovo. The assigned estimates of the find are up to
2.987 billion barrels of oil and 3.014 trillion cubic feet of natural gas.

Clearly U.S. corporations feel they have a big stake in the region. They have made many
backroom deals and secret promises to Germany, France and Britain to gain their
acquiescence.

But this is a good time to remember how ripe for the picking Iraq looked to Halliburton
and Exxon in 2003. It seemed easy to get the compliance of many countries, even if
Washington couldn't secure a U.N. Security Council vote despite its lies to that body.

The U.S. is hardly the first empire to underestimate the power of an aroused mass
movement to overturn its plans. Imperialist arrogance and overreach can lead to serious
miscalculations.

People in every struggle for full rights and national sovereignty have an interest in
defending and standing in solidarity with the heroic resistance that the people of Serbia
have shown in the past week. This struggle could open a new day of resistance to U.S.
corporate rule across Eastern Europe and the Balkans.

Lorsqu'on examine de près la toute récente « déclaration d'indépendance» de la province
serbe du Kosovo et la reconnaissance immédiate de cette dernière en tant qu'État par les
États-Unis, l'Allemagne, la Grande-Bretagne et la France, il importe avant tout de savoir
trois choses.

Primo, le Kosovo n'obtient aucune indépendance ni la moindre autodétermination. Il sera
gouverné par un haut représentant et des institutions désignés par les États-Unis, l'Union
européenne et l'Otan. Une espèce de vice-roi à l'ancienne et des administrateurs
impérialistes détiendront le contrôle sur sa politique étrangère et intérieure.
L'impérialisme américain a tout simplement renforcé son contrôle direct sur une colonie
intégralement dépendante située au cœur des Balkans.

Secundo, la reconnaissance immédiate du Kosovo par Washington confirme une fois de
plus que l'impérialisme américain entend enfreindre absolument tous les traités ou
accords internationaux qu'il a signés jusqu'à ce jour, y compris les accords qu'il a sortis
lui-même et imposés à d'autres par la force et la violence.

La reconnaissance du Kosovo constitue une violation directe d'une telle loi, en l'occurrence
la Résolution 1244 du Conseil de sécurité des Nations unies, que les dirigeants de la
Yougoslavie ont été forcés de signer pour mettre un terme aux 78 jours de
bombardements subis par leur pays en 1999. Même cet accord imposé stipulait « la
garantie par tous les États membres de la souveraineté et de l'intégrité territoriale » de la
Serbie, une république de la Yougoslavie.

La reconnaissance illégale du Kosovo, cette semaine, a été condamnée par la Serbie, la
Russie, la Chine et l'Espagne.

Tertio, la domination par l'impérialisme américain ne rapporte rien au peuple occupé.
Après neuf années d'occupation militaire directe par l'Otan, le Kosovo a un taux de
chômage atterrant de 60 %. Il est devenu la plaque tournante du trafic international de
drogue et des réseaux de prostitution en Europe.

Les centres industriels (mines, usines, fonderies, raffineries) et les chemins de fer jadis
très actifs de cette petite région riche en ressources sont tous à l'arrêt, aujourd'hui. Sous
l'occupation de l'Otan, les ressources du Kosovo ont été privatisées de force et vendues à
de grosses multinationales occidentales. Les rares emplois du Kosovo consistent presque
uniquement à travailler pour l'armée d'occupation des États-Unis et de l'Otan ou pour les
agences des Nations unies.

La seule construction importante au Kosovo s'appelle Camp Bondsteel. C'est la plus grosse
base américaine construite en Europe depuis une génération. Évidemment, c'est
Halliburton qui a décroché ce contrat. Camp Bondsteel contrôle les routes stratégiques du
pétrole et autres voies de transport de toute la région.

Plus de 250.000 Serbes, Rom et personnes d'autres nationalités ont été chassés de cette
province serbe depuis qu'elle est passée sous le contrôle des États-Unis et de l'Otan.
Quasiment un quart de la population albanaise a également été forcée de s'en aller afin
de chercher du travail ailleurs.

La mise en place d'une administration coloniale

Examinons le plan que le Kosovo doit suivre pour accéder à son « indépendance ». Non
seulement il viole les résolutions de l'ONU, mais il prévoit également une structure tout à
fait coloniale. Il est similaire au pouvoir absolu détenu par L. Paul Bremer au cours des
deux premières années de l'occupation de l'Irak par les États-Unis.

Comment ce plan colonial a-t-il vu le jour ? Il a été proposé par les mêmes forces
responsables de la dislocation de la Yougoslavie, des bombardements de l'Otan et de
l'occupation du Kosovo.

En juin 2005, le secrétaire général des Nations unies, Kofi Annan, faisait de l'ancien
président finlandais Marti Ahtisaari son envoyé spécial chargé de diriger les négociations à
propos du statut final du Kosovo. Ahtisaari n'est pas vraiment un arbitre impartial, quand
il s'agit de l'intervention américaine au Kosovo. Il est président émérite du Groupe
international de crise (ICG), une organisation financée par le multimilliardaire George
Soros et soutenant l'expansion et l'intervention de l'Otan en même temps que l'ouverture
des marchés aux investissements américains et européens.

Le conseil d'administration de l'ICG comprend deux personnages officiels américains clés,
responsables des bombardements au Kosovo : le général Wesley Clark et Zbigniew
Brzezinski. En mars 2007, Ahtisaari a transmis sa Proposition complète de résolution des
statuts du Kosovo au nouveau secrétaire général des Nations unies, Ban Ki-moon.

Un représentant civil international (RCI) sera désigné par les officiels américains et
européens en vue de superviser le Kosovo. Ce fonctionnaire pourra rejeter ou annuler
n'importe quelle mesure ou loi et déboulonner n'importe qui de ses fonctions, au Kosovo.
Le RCI pourra exercer le contrôle entier et final sur les départements des douanes et des
taxes, ainsi que sur le trésor et la banque.

L'union européenne installera une mission de politique sécuritaire et défensive (PSDE) et
l'Otan, de son côté, assurera une présence militaire internationale. Ces deux corps
désignés auront le contrôle de la politique étrangère, de la sécurité, de la police, de la
justice et de tous les tribunaux et prisons. Ils bénéficient en outre d'une liberté d'accès
immédiate et totale à toutes activités, opérations ou documents au Kosovo.

Ces corps et le RCI auront le dernier mot à propos des délits et des personnes pouvant
faire l'objet de poursuites; ils peuvent rejeter ou annuler toute décision qui aura été prise.
La plus grosse prison du Kosovo se trouve à la base américaine, Camp Bondsteel, où des
personnes sont détenues sans la moindre accusation, sans surveillance ou représentation
judiciaire.

La reconnaissance de « l'indépendance » du Kosovo n'est que la dernière étape d'une
guerre américaine de reconquête poursuivie sans relâche depuis des décennies.

Diviser pour régner

Les Balkans ont toujours été un assemblage hétéroclite de nombreuses nationalités,
cultures et religions opprimées. La Fédération socialiste de Yougoslavie, apparue après la
Seconde Guerre mondiale, comprenait six républiques dont aucune n'avait la majorité. À
sa naissance, la Yougoslavie était nantie d'un héritage issu des antagonismes
inlassablement exploités par les Turcs ottomans et par l'Empire austro-hongrois, puis des
ingérences de l'impérialisme britannique et français et, enfin, d'une occupation fasciste
par les Allemands et les Italiens durant la Seconde Guerre mondiale.

Le peuple serbe subit des pertes très importantes, au cours de cette guerre. Un puissant
mouvement de résistance dirigé par les communistes et composé de toutes les
nationalités ayant souffert de diverses façons, s'était constitué contre l'occupation nazie
et toute intervention de l'extérieur. Après la libération, toutes les nationalités coopérèrent
et s'engagèrent dans la mise sur pied de la nouvelle fédération socialiste.

En 45 années et, alors qu'au départ elle ne couvrait qu'une région appauvrie, sous-
développée et en proie à de fréquents conflits, la Fédération socialiste de Yougoslavie
allait se développer en un pays stable doté d'une base industrielle, de soins de santé et
d'un système d'enseignement accessible à toutes la population.

Avec l'effondrement de l'Union soviétique au début des années 1990, le Pentagone sortit
immédiatement des plans prévoyant l'expansion agressive de l'Otan vers l'Est. Diviser
pour régner, telle devint la politique américaine dans l'ensemble de la région. Partout, des
forces procapitalistes de droite furent financées et encouragées. Dans le même temps que
l'Union soviétique fut émiettée en plusieurs républiques séparées, affaiblies, instables et
généralement en conflit, la Fédération socialiste de Yougoslavie tenta de résister à cette
vague réactionnaire.

En 1991, alors que l'attention du monde se concentrait sur les bombardements
dévastateurs de l'Irak par les États-Unis, Washington encouragea, finança et arma les
mouvements séparatistes de droite dans les républiques de Croatie, de Slovénie et de
Bosnie de la Fédération yougoslave. En violation des accords internationaux, l'Allemagne
et les États-Unis reconnurent rapidement ces mouvements sécessionnistes et
approuvaient la création de plusieurs mini états capitalistes.

En même temps, le capital financier américain imposa de sévères sanctions économiques à
la Yougoslavie, afin de mettre son économie en faillite. Washington décida alors que
l'Otan était la seule force à même de ramener la stabilité dans la région.

L'armement et le financement de l'UCK, un mouvement d'extrême droite, dans la province
serbe du Kosovo, débutèrent à la même période. Le Kosovo n'était pas une république
distincte de la Fédération yougoslave, mais une province de la république de Serbie.
Historiquement, il avait été l'un des foyers de l'identité nationale serbe, mais avec une
population albanaise qui n'avait cessé de croître.

Washington lança une véhémente campagne de propagande prétendant que la Serbie
menait elle-même une campagne de génocide massif contre la majorité albanaise du
Kosovo. Les médias occidentaux ressassèrent à l'infini des histoires de fosses communes,
de viols et de brutalités en tout genre. Des fonctionnaires américains prétendirent même
qu'entre 100.000 et 500.000 Albanais avaient été massacrés.

Sous l'administration Clinton, des fonctionnaires des États-Unis et de l'Otan sortirent un
ultimatum outrageant: la Serbie devait accepter immédiatement une occupation militaire et
renoncer à toute souveraineté sur le Kosovo, sans quoi elle allait devoir affronter le
bombardement par l'Otan de ses villes, villages et infrastructures. Lors des négociations
qui eurent lieu à Rambouillet, en France, le Parlement serbe vota le refus des exigences de
l'Otan et les bombardements commencèrent.

En 78 jours, le Pentagone largua 35.000 bombes à sous munitions, utilisa des milliers de
projectiles radioactifs contenant de l'uranium appauvri, ainsi que des obus perceurs de
bunkers et autres missiles de croisière. Les bombardements détruisirent plus de 480
écoles, 33 hôpitaux, de nombreux dispensaires de soins, 60 ponts, en même temps que
des sites industriels, des usines chimiques, des centrales électriques et la totalité du
réseau d'électricité. Ce fut le Kosovo, c'est-à-dire la région que Washington était censé
libérer, qui subit les pures destructions.

Finalement, le 3 juin 1999, la Yougoslavie fut forcée d'accepter un cessez-le-feu ainsi que
l'occupation du Kosovo.

S'attendant à découvrir des cadavres partout, des équipes médicolégales originaires de 17
pays de l'Otan et organisées par le tribunal de La Haye pour les crimes de guerre,
retournèrent en tous sens le Kosovo occupé. L'affaire prit tout l'été 1999 mais les équipes
ne découvrirent que 2108 corps, et de toutes nationalités. Certains avaient été tués par les
bombardements de l'Otan, certains au cours de la guerre entre l'UCK et la police et
l'armée serbes. Par contre, les équipes médicolégales ne découvrirent aucune fosse
commune et en purent produire la moindre preuve de massacre ou de « génocide ».

Ce démenti surprenant de la propagande impérialiste provient d'un rapport rendu public
par la principale accusatrice du Tribunal pénal international pour l'ancienne Yougoslavie,
Carla Del Ponte. Il fut publié, mais sans publicité aucune, dans le New York Times du 11
novembre 1999.

La propagande rabique de génocide et les histoires de fosses communes étaient aussi
fausses que les allégations futures prétendant que l'Irak possédait et fabriquait des «
armes de destruction massive ».

Via des guerres, des assassinats, des coups d'État et des embargos économiques,
Washington est parvenu aujourd'hui à imposer une politique économique néolibérale à la
totalité des six anciennes républiques yougoslaves et à les briser pour en faire des mini
états instables et appauvris.

L'extrême instabilité et la pauvreté effarante que l'impérialisme a apportées à la région
constitueront à longue échéance les semences de son propre effondrement. L'histoire des
réalisations de la Yougoslavie au moment où elle jouissait d'une véritable indépendance,
de souveraineté dans l'unité et d'un développement socialiste se réaffirmera d'elle-même
dans le futur.

ITALIJA I BALKAN: DANAS ISTO KAO U VREME FASIZMA

Februara 2003. pisali smo 
« glasanje u Saveznoj Skupstini Jugoslavije upriliceno 4. februara 2003. jeste zapravo kruna revansistiickg zlocinackog plana uperenog protiv tog naroda i njegove zemlje, plana koji se na krajnje ocigledan nacin sprovodi pocev od 1990. Taj su plan po nalogu Zapada ostvarili nedostojni politicarai, a takvi su svi danas na vlasti u republikama nekadasnje Jugoslavije. Vremenski plan treba smestiti u raspon izmedju 5. novembra 1990. kada je kongres SAD doneo zakon 101/513 o direktnoj finansijskoj pomoci svim toboze demokratskim a u stvari revansistickim i secesionistickim novokomponovanim strankama zarad rasturanja Jugoslavije; i tog 4. februara kada je formalno stvorena drzavna zajednica Srbija i Crna Gora, a Jugoslavija izbrisana iz politicke karte Evrope.
[...] Tvorevina je bila namenski kratkog veka, iscrpljujuci sopstvenu svrhu komadanjem sopstvene suverene drzave i vestackim stvaranjem raskola medju bratskim narodom. Jasno, zloglasni K. Solana, koga pamtimo po tome sto je dirigovao bombardovanjem Jugoslavije 1999. zdusno ce pljeskati novorodjenoj drzavici. A sta se drugo moze ocekivati od kuma ? Svekoliko otvoreno ili lose prikrivano zadovoljstvo kako takozvane medjunarodne zajednice tako i domacih politicara, nije dovoljno da zamagli istinski cilj zlocinacke politike koju Zapad vodi poslednjih godina, pocev od protivzakonitog priznavanja secesionistickih republika, pa nadalje. Tom politikom su izazvali neizrecive patnje, jeziva razaranja i bolna stradanja neduznog stanovnistva, prekrajajuci granice Balkana i stvarajuci sebi poslusne drzavice kojima ce otimati prirodna bogastva i izrabljivati radnu snagu, bas kao u vreme naci-fasizma. Zavadjali su bratske narode kojima su koreni i kultura zajednicki, da bi vladali njima vojnickom cizmom.
Za nas iz Nacionalne Koordinacije za Jugoslaviju (CNJ) sav taj zlokobni lanac dogadjaja nije nista drugo do ocigledan zlocin protiv covecnosti koji neometeno traje i kome se kraj ne sagledava, ali za koji treba da odgovarajut svi vinovnici »(1)

Ocekivano cepanje drzavne zajednice Srbija i Crna Gora, upriliceno je vec maja 2006. stvaranjem mafijaske drzavice Crne Gore, uz pomoc laziranog referenduma, sto nije sprecilo ni zemlje Nato pakta ni EZ da je netrepnuvsi priznaju. Eto i otimanja Kosova danas, cime je stvorena samo jos jedna mafijaska drzavica.

Necemo se ovde upustati u razmatranje predstojece etape tog zlocinackog lanca, uostalom, redovno objavljujemo analize i vesti sa jugoslovenskog prostora i vezano za taj prostor u pisanoj ili kakvoj drugoj formi (2). A to stoga sto je na ovom mestu daleko celishodnije sagledavanje stanja u Italiji kao i ocena politike koju nasa vlastita zemlja vodi, nezavisno od toga sto je nas glavni cilj blize upoznavanje i negovanje prijateljstva sa drugim narodima. Time sto je nasa Koordinacija prisutna na citavom nacionalnom prostoru Italije, na kome deluje svojim angazmanom za mir, smatramo da u prvom redu treba da obratimo paznju na ono sto se desava pred nasim sopstvenim ocima u neposrednom okruzenju.

Ocigledne su pogubne posledice neodgovorne politike rezima nase zemlje, kako na domacem, tako i na medjunarodnom planu. Uporne izjave Dalemine da ce Italija u svakom slucaju priznati nezavisno Kosovo, cinicne su i nedopustive sa stanovista medjunarodnog prava i Povelje S B OUN, nespojive su sa demokratijom i principima miroljubive koegzistencije medju narodima.

Do srzi podeljena vlada u ostavci priznaje nezavisno Kosovo, jer toboze « Kosovo valja brze-bolje priznati jer ce u protivnom italijanski vojnici u sastavu medjunarodnih snaga ostati bez politickog i diplomatskog pokrica za dejstva na terenu »(3) Gde to uopste pise da nasa vojska mora da dejstvuje na terenu? Jasno je sta se iza brega valja! Finansijski magnat i vodj « saveza za novo Kosovo » B. Pacoli dao je izjavu za stampu u kojoj istice da je « do kasno u noc sa italijanskim ambasadorom radio na samom dokumentu o proglasenju nezavisnosti. »(4)

U toj ujdurmi, dakle, uloga Italije jeste od prvorazrednog znacaja, kao uostalom i 1999. kada smo sluzili kao aerodrom za sletanje i uzletanje bombardera sto su sejuci smrt, razarali mostove, gradske trgove, stambene zgrade i fabrike jugoslovenske federacije. Na stotine je stradalo! Niko, medjutim od vinovnika tog zlocina nije pozvan na odgovornost posto su po starom mafijaskom obicaju uvrezenom u nasoj zemlji, sve uredno podnete tuzbe u samom postupku minirane. Nasa zemlja slovi za demokratsku iako netremice sprovodi u delo politiku ozloglasenog naci-fasistickog rezima s pocetka cetrdesetih.

Danas kao i tada, Kosovo je pod italijanskom i okupacijom preostalih vele-sila. Danas kao i tada, raspirivanje velikoalbanskog iredentizma ima za cilj stvaranje potcinjenih drzavica.
Danas kao i tada u izgledu je velika Albanija, cime ce biti ugrozeni legitimni interesi najmanje tri evropske drzave.

Danas isto kao u vreme fasizma, Italija netremice suruje sa najokorelijim zlikovcima sirom medjunarodne politicke scene. Tridesetih godina obucavala je ustase za atentat na kralja da bi rasturila Kraljevinu Jugoslaviju. Danas cini isto to manipulisuci svojim novim sticenicima, ubicama takozvane OVK, krijumcarima droge i svakojakog naoruzanja, trgovcima belim robljem, sa krvnicima i sopstvenog naroda koga su unazadili najblaze receno barem za sto godina, time sto su ponovo zaveli « kanun » i sto su se uortacili sa najogrezlijim bandama iz Avganistana, kao i sa mafijom i kamorom iz Italije.

Na domacem planu, danas kao nekad, vojna osvajanja i ratove pravdaju toboznjim dusebriznistvom i velikodusnoscu, a u stvari, neosporno je zatajio svaki vid demokratske kontrole.(5) Od 1999. naovamo potpuno smo se navikli na sistematicno i flagrantno krsenje Ustava. Narod se vise ni zasta ne pita zato sto je protiv rata i sto zahteva povlacenje vojske koja nemilice guta ionako mrsav drzavni budzet.

Kako fasisti nekad, tako ovi danas nipodastavaju medjunarodne institucije. Svojevremeno to je bilo Drustvo Naroda, dans je to OUN cija je Rezolucija 1244 netremice pogazena! Cak je i EZ dovedena u pitanje stvaranjem razdora u sopstvenim redovima. Vrli ministar spoljnih poslova Francuske, Kusner, bez dlake na jeziku rece da « sto se priznavanja nezavisnosti Kosova tice, neka svako slobodno postupi kako mu drago » 

Danas kao nekad fasisticki rezim, vlada vodi politiku neprijateljskih odnosa sa susednim narodima: ne samo da uporno i nasumice ponizava Srbe i Srbiju, vec i prema Hrvatima ispoljava iredentisticke teznje. (6)

Na osnovu svega iznetog jasno je da ovih poslednjih 15 godina Italija na Balkanu vodi politiku koja se ni po cemu ne razlikuje оd imperijalisticke i agresorske politike nekadasnjeg fasistickog rezima. Као Кооrdinacija gradjana angazovanih sirom Italije za dobrobit mira i prijateljstva medju narodima, izrazavamo duboku uznemirenost i strepnju u pogledu na buducnost krajne bremenitu neizvesnostima.
