Am 24. März 1999 begannen die Nato, Europa und die Olivenbaum-Regierung
D’
Alemas (mit der Unterstützung des Pols Berlusconis) einen kriminellem
Krieg
gegen Jugoslawien. Sie brachen damit die Verfassung und zahlreiche
Bestimmungen internationalen Rechts und belegten die Völker Jugoslawiens
mit
„humanitären“ Bomben, die Zerstörung, Schmerz und Umweltzerstörung
hervorriefen. Gleichzeitig wurde die Adria ein Mistplatz für Chemikalien
und
Uran und der Balkan auf Jahrtausende verseucht.

Die Teilnahmslosigkeit tötet genauso wie der Krieg. Wir können und wir
wollen nicht vergessen.

Keine neuen „humanitären Kriege“!
Nein zu den F-16 und den Atomwaffen in der Emiglia Romana!
Schließung der Nato-Basis Pisignano!
Nein zur Nato!"

A DUE ANNI DALLA GUERRA NEI BALCANI
APPELLO PER UNA MANIFESTAZIONE IL 24 MARZO 2001

A due anni dai bombardamenti nel Kosovo col loro disumano carico di
morte e distruzione all?uranio impoverito, l?Unione Europea cerca di
archiviare lo scandalo che ne è seguito e
l?allarme dell?opinione pubblica, chiudendo frettolosamente una finta
inchiesta che nega i crimini, i rischi reali e le responsabilità, mentre
le popolazioni civili di quei territori
subiscono la più catastrofica contaminazione radioattiva e tossica della
loro storia e mentre continuano a morire di leucemia i soldati italiani
ed europei nell?indifferenza degli
organi di governo.

Per la messa al bando dell?uranio impoverito, Rifondazione Comunista ha
condotto una campagna con interrogazioni parlamentari, raccolta di firme
ed appelli all?opinione
pubblica. Ma oggi rivolgiamo un nuovo appello a tutte le associazioni,
alle donne e agli uomini che hanno lottato contro la ?guerra umanitaria?
perché aderiscano e sostengano una
manifestazione che nell?anniversario della guerra, il 24 marzo, rilanci
il rinnovato ripudio della guerra e la ripresa della lotta per il
disarmo nel mondo.

Ma ciò richiede oggi una radicale contestazione dell?Alleanza Atlantica.
Infatti, la guerra nel Kosovo, tragedia d?Europa e crimine mondiale
della NATO, ha reintrodotto la
guerra nella nostra storia, facendone strumento di governo del Nuovo
Ordine Mondiale. Oggi il Patto Atlantico, grazie agli effetti
?costituenti? della guerra nei Balcani, è stato
trasformato, dal Nuovo Concetto Strategico varato nell?aprile 1999, in
un patto di aggressione militare che minaccia la pace nel mondo ed i
paesi cui si impone la globalizzazione
con il ricatto del terrore e dello sterminio.

Perciò chiediamo lo scioglimento del Patto Atlantico . Chiediamo che
l?Italia esca dalla complicità e dalla ipocrisia, rifiutando i sistemi
d?arma e la strategia complessiva della
Nato e decidendo una messa al bando unilaterale sul proprio territorio
dell?uranio impoverito e delle altre armi di sterminio presenti nelle
basi.

Chiediamo perciò a tutte le associazioni che ripudiano la guerra di
sostenere la manifestazione che stiamo organizzando per il 24 marzo
alle 15 in Largo Goldoni : un pomeriggio
di controinformazione, mostre, interventi al microfono, ed altre
iniziative .

Per opporci alla Nato, ai suoi sistemi d?arma, alle sue bombe
?umanitarie?

Per affermare una politica di pace contro il riarmo nucleare e lo scudo
spaziale,

contro la politica filoatlantica europea ed il nuovo esercito europeo
suddito Nato,

per abolire la disumana politica degli embarghi e la complicità del
governo italiano alla politica di guerra.

The conference will concentrate scholarly and scientific investigation
of past and current events bearing on the
aggression, its consequences and resistance to it. Results will be
publicised. Discussions will be presented from the
viewpoints of history, politics, law, economics, and media, as for the
primary goal. Next is to promote increased
public awareness, responsibility and activism. Invitations to the
conference are extended to distinguished scholars,
journalists and peace activists from Yugoslavia and several other
countries.

You are invited to participate in the conference on 22 and 23 March 2001
and also to join in public events to be

der Tatsache, dass an diesem Tag der erste große imperialistische Krieg
in
Europa seit dem Zweiten Weltkrieg begonnen hat, sondern vor allem wegen
des
entschlossenen Widerstandes mit dem dieser Krieg konfrontiert wurde,
nicht
nur von Seiten Jugoslawiens sondern weltweit:

· Die sogenannten „Luftschläge“, welche die NATO nicht einmal wagte als
Krieg zu bezeichnen, demaskierten den wahren totalitären Charakter der
Neuen
Weltordnung. Jede Bewegung, jedes Volk und jede Nation, die sich der
Unterordnung unter die kapitalistische Globalisierung entgegenstellen
(die
nicht nur eine immer größer werdende Ausbeutung und Verarmung der
Mehrheit
der Weltbevölkerung bedeutet, sondern ebenso die Zerstörung der Umwelt,
die
elementarste Voraussetzung für menschliches Leben, und die Auslöschung
der
Volkskultur, wodurch die allgemeine Durchsetzung des Amerikanismus
begünstigt wird) werden mit militärischen Mitteln angegriffen. All die
schönen Worte, dass das Ende der Geschichte Demokratie, Menschenrechte
und
Wohlstand rund um den Globus bringen werde, wurden als offenkundige Lüge
enttarnt. Die Herrschaft der USA und ihrer europäischen Partner,
militärisch
vereinigt in der NATO, ist nichts anderes als eine globale Tyrannei der
Reichen gegen die Armen, die nur durch militärische Gewalt
aufrechterhalten
werden kann. Die sogenannte „Internationale Gemeinschaft“ ist nichts
anderes
als eine Heilige Allianz der imperialistischen Länder, die ihren Willen
der
Welt aufzwingen und ihre eigenen internationalen Gesetze dabei
verletzen.
Aber die Opposition von Ländern wie Russland oder China zeigt die
Grenzen
ihrer Vollmacht und ist das Wappen des aufkommenden Widerstands der
unterdrückten Völker und ihrer Staaten gegen die unipolare Welt, die
unweigerlich dazu verdammt ist, unterzugehen – das ist nur eine Frage
der
Zeit.

· Die imperialistische Aggression gegen Jugoslawien, die dazu diente die
Kontrolle über den Balkan zu gewinnen, wurde getarnt als ein
„humanitärer,
demokratischer und antifaschistischer“ Krieg. Diese Tarnung wurde
hauptsächlich von den sogenannten „Linken“ wie Fischer, Solana und Amato
aufrechterhalten, die, indem sie sich zu Sozialliberalen wandelten, zu
den
Hauptpfeilern der imperialistischen Herrschaft in Europa wurden. Jeder
Widerstand gegen die kapitalistische Globalisierung wird als totalitär
verleumdet, um ihre eigene totalitäre Herrschaft zu maskieren.
„Humanitärer,
demokratischer und antifaschistischer“ Imperialismus ist zu der
Hauptgefahr
für die Menschheit geworden. Der Kampf gegen den Imperialismus bedeutet
auch
der sogenannten „Linken“, welche seine Hegemonie sichert, den Kampf
anzusagen.

· Andererseits hat der Krieg auch gezeigt, das Widerstand möglich ist,
selbst unter den Bedingungen einer einheitlichen imperialistischen Front
mit
mehrfach höherer ökonomischer und militärischer Macht. Das jugoslawische
Volk leistete über zehn Jahre hinweg Widerstand gegen die
imperialistischen
Sanktionen und letztendlich wurde die jugoslawische Armee nicht von der
NATO
besiegt auch wenn sie vom Kosovo abziehen musste.

Die Tatsache, dass es dem Imperialismus schließlich gelang, das Regime
von
Milosevic zu stürzen, welches den antiimperialistischen Widerstand
führte,
ändert nichts an dieser vorher erläuterten geschichtlichen Bedeutung.
Der
Imperialismus gewann nur eine Schlacht, nicht den ganzen Krieg. Der
Volkswiderstand brachte Resultate, die wir bald zu Gesicht bekommen
werden.
Obwohl der Westen ein pro-imperialistisches Regime installieren konnte,
werden die serbischen Volksmassen niemals die totale nationale
Unterwerfung
oder das bereits voll in Gang gekommene soziale Massaker akzeptieren.

Nichtsdestotrotz haben wir etwas aus diesem Rückschlag zu lernen:

· Eine bürokratische Clique (selbst wenn sie ernsthafte
antiimperialistische
Maßnahmen gesetzt hat), welche die politische Macht usurpiert und sich
selbst auf dem Rücken der Massen bereichert, wird früher oder später die
Zustimmung im Volk verlieren. Eine erfolgreiche nationale
antiimperialistische Verteidigung ist in letzter Instanz nur auf Basis
der
Volksmassen, die nach sozialer Gleichheit und Volksdemokratie streben,
möglich.

· Der Imperialismus, geeint unter der Führung der USA, kann nur durch
eine
internationale antiimperialistische Front besiegt werden, welche die
Einheit
des Feindes zerstört. Daher ist die internationale Dimension unseres
Kampfes
eine absolute Notwendigkeit.

Der Kampf gegen die NATO und gegen den Imperialismus geht weiter, nicht
nur
in Jugoslawien, sondern überall auf der Welt – im Irak, in Palästina, in
Kolumbien und vielen anderen Orten. Wir rufen alle antiimperialistische
Kräfte in der ganzen Welt und besonders in Europa auf, sich in einer
antiimperialistischen Front zu vereinen. Die Antiimperialistische
Koordination wird dafür als Instrument dienen.

Nieder mit der NATO!

Deadly Chronology

March 24 - NATO begins 78 days of air strikes against Yugoslavia
April 5 - An attack on a residential area in the mining town of
Aleksninac kills 17 people.
April 12 - NATO missiles striking a railroad bridge near the Serbian
town of Grdelica inadvertently hit a passenger train, killing 17.
April 14 - The attack on a convoy of Albanian refugees on 14 April.
NATO planes bombed two groups of refugees in the Djakovica region of
south-western Kosovo, killing 75 people.
April 22 - NATO razed Serbian State TV (RTS) building in Belgrade
downtown, killing ten journalists and technicians. More than thirty were
injured.
April 27 - A missile strike in the Serbian town of Surdulica kills at
least 20 civilians.
May 1 - A missile hits a bus crossing a bridge north of Pristina,
killing 47
May 7 - A cluster bomb attack damages a marketplace and the grounds of a
hospital in Nis, killing at least 15.
May 8 - NATO Fighter pilots "using outdated maps" attack the Chinese
Embassy in Belgrade, firing three missiles, killing three journalists
and injuring 20 other people.
May 21 - NATO bombs a Kosovo jail, killing at least 19 people and
injuring scores.
May 30 - NATO missiles slam into a bridge crossing the Velika Morava
River near Krusevac. At least 11 were killed and 40 injured when three
missiles hit the bridge, which was crowded with vehicles and
pedestrians.
May 30 - NATO missiles smashed into a hospital and a retirement home in
Surdulica, killing more than 25 people.
May 31 - An apartment building in southern Serbian town of Novi Pazar
was hit, killing at least 10 civilians and wounding more than 20 others.

The most frequent bombed towns were town of Pancevo and Novi Sad, where
oil refineries and bridges over the Danube were destroyed; countless
injured and many killed people.
June 9 - Yugoslav and NATO generals sign an agreement on the withdrawal
of Serbs troops from Kosovo and the complete disarming of the KLA,
following a long session of intense talks near the Yugoslav-Macedonian
border.
June 10 - Yugoslavia begins the process of withdrawing its security
forces from Kosovo. NATO announces that it has suspended the bombing
campaign, and the UN Security Council formally ratifies the negotiated
peace proposal.
June 12 - KFOR troops enter Kosovo.

Two Years After

NATO handed Kosovo on a platter to Thaci's dope-peddling murderers in
June 1999, having acted as their air force for the preceding 78 days.
The "international community" was subsequently content to give the KLA
a free hand, with all that this entailed: killings, expulsion and
robbery of the remaining Serbs, general lawlessness, drug trafficking,
organised prostitution, and the farce of "demilitarisation." More than
200.000 Serbs and non-Albanians were ethnically cleansed from Kososvo
and their property destroyed; and more than 135 Serbian , medieval
churches and monasteries were destroyed. Since NATO / Albanians took
over control in Kosovo more than 1,000 people were killed.

The Serb Community of Quebec (SCQ) organizes a memorial celebration for
the second anniversary of the destructive and murderous bombardment of
Yugoslavia by NATO forces which have caused:

-Death of more than 2000 innocent people,
-A total destruction of the country’s industrial infrastructure and,
-An ecological pollution whose intensity is yet unknown.

This irresponsible strike has dismantled completely the social structure
of the Yugoslav population, rendering this society nearly inoperative.

To commemorate this day, a religious ceremony will take place 24.III
2001 at noon at the Serbian Orthodoxe Church "Holy-Trinity", located at
349 Melville avenue in Westmount (corner of Sherbrooke) in memory of all
war victims. The ceremony will be chaired by V. Reverend Zivorad
Subotic, as well as several clergies of the Quebec Christian Orthodoxe
Churches.
Following the ceremony, a gathering for peace will follow in the CSQ
hall, where memorial speeches will be given by eminent speakers of
Quebec, after which a funerary meal (the best home made food) will be
offered to all participants in the finest Christian Orthodoxe tradition.

We, the Serb Community of Quebec, count on your presence, as well as the
one of the entire Quebec population to this humanitarian demonstration
to manifest your total disagreement with the aggression of a sovereign
country by any forces, because no one is allowed to kill and designate
innocent victims (children, women, elders) as "collateral losses".
By your participation, you will also say loudly and clearly that you do
not agree to allow an entire nation to live in ruins, genocidal
ecological conditions and under an embargo which retrogressed the
Yougoslav nation to the preindustrial time, impoverishing and starving a
civil population accounting more than 14 million victims.

We thank you cordially in advance for your solidarity and involvement in
this important event of challenging human conscience.

Spostovani,

Po dolgih prizadevanjih je odboru koncno uspelo, da dobi vsa potrebna
dovoljenja za dokoncno postavitev spomenika padlim v NOB iz Skednja, Sv.
Ane i Kolonkovca.
Kljub stevilnim prispevkom, ki so jih prebivalci omenjenih okrajev in
trzaske pokrajine namenjali vsa ta leta, ne krije zbrana vsota stroskov
za
postavitev spomenika in brosuro, ki jo namerava odbor izdati za to
priloznost.
Zato se je odbor odlocil, da se ponovno obrne na zasebnike, podjetja,
ustanove in zdruzenja, da priskocijo na pomoc s svojimi prispevki. Tako
bi
lahko dokoncali gradnjo spomenika, ki naj bo izraz hvaleznosti nasim
padlim.
Prepricani smo, da se boste odzvali nasemu vabilu, ker vemo da bo to,
vsaj za sedaj, edini spomenik padlim v NOB v nasem mestu. Vsaka, tudi
najmanjsa, vsota bo dobrodosla.
V pricakovanju na vas odgovor, prejmite nase prisrcne pozdrave.

Alla Vostra cortese attenzione

Dopo lunghi anni di sforzi, il nostro comitato ha ottenuto le
autorizzazioni necessarie per la costruzione di un monumento ai Caduti
nella Guerra di Liberazione di Servola, S. Anna e Coloncovez.
Purtroppo pero', nonostante la generosita' dimostrata in questi lunghi
anni dai cittadini dei rioni interessati, di altre parti della citta' e
della provincia, i fondi finora raccolti sono ancora insufficienti per
la
costruzione del monumento e la realizzazione di una pubblicazione
commemorativa.
Per tale motivo e fidando nella sensibilita' di cittadini, enti e
istituzioni, viene promossa una nuova raccolta di fondi che permetta il
completamento di un'opera che tributi il giusto riconoscimento a quei
Caduti lungamente dimenticati.
Contando sulla Vostra sensibilita', e ricordando il valore morale di
tale
iniziativa, Ci rivolgiamo a Voi, chiedendo di voler sostenere tale
raccolta.

Con riferimento ai lavori della Commissione scientifica sull�uranio
impoverito nominata dal Ministro della Difesa, presieduta dal prof.
Mandelli (�Commissione�), il sottoscritto ha esaminato la Relazione
Preliminare emessa dalla Commissione in data 19.3.2001.

1) Nell�esprimere apprezzamento per il lavoro effettuato dai membri
della Commissione e per i dati messi a disposizione, si esprime stupore
tuttavia sul fatto che i risultati di questo lavoro siano stati intesi
come �Assoluzione dell�Uranio impoverito�, facendo ampio torto al reale
contenuto del rapporto stesso e alle dichiarazioni dello stesso
prof.Mandelli.
2) Inoltre, sullo specifico del metodo utilizzato nel rapporto e sui
suoi risultati preliminari, verrano espresse alcune osservazioni
critiche, atte pi� che altro, se prese in considerazione, a migliorarne
i contenuti.

1) La relazione preliminare NON � (e non poteva essere) una assoluzione
dell�uranio impoverito.
Il sottoscritto in particolare, a questo riguardo, concorda pienamente
con il prof. Mandelli ed i membri della Commissione sui seguenti punti:
- Si tratta di una relazione preliminare su un aspetto specifico
dell�intera questione, ovvero la maggior incidenza di tumori rispetto
al normale nei militari italiani in missione nei Balcani.
- La quantit� di dati a disposizione era troppo esigua per poter
permettere sia di negare sia di affermare con certezza il legame fra
uranio impoverito e certe neoplasie.
- Sar� necessario un accurato monitoraggio nel tempo, sia per quanto
riguarda l�acquisizione di eventuali nuovi casi, sia per controlli da
effettuare su altre popolazioni a rischio, sia per seguire nel tempo la
coorte dei soggetti militari esposti. E� necessario in particolare
aggiornare il numero di casi di neoplasie mediante l�acquisizione della
documentazione necessaria alla conferma diagnostica delle segnalazioni
che arriveranno alla Commissione nei prossimi mesi.
- Il ruolo di altre cause oltre all�uranio impoverito non ha potuto
essere preso in considerazione.
- Le considerazioni effettuate sul ruolo dell�uranio impoverito sono
preliminari e derivano dalla letteratura e dalle campagne recenti
dell�Unep.
- L�incidenza di alcune forme tumorali (linfoma di Hodgkin, ma anche
altre) � superiore all�atteso, anche se, viste le precedenti premesse,
erano di statistica dubbia e l�attribuzione all�uranio impoverito non �
stata possibile. Vi sono tuttavia lavori in letteratura che indicano
una possibile correlazione fra linfoma di Hodgkin e esposizione interna
da Uranio impoverito.
Se questa � una sentenza assolutoria, allora il sottoscritto qui, alla
pari dei membri della Commissione nel Rapporto, si � probabilmente
espresso in una lingua diversa dall�italiano corrente!

2) Sui seguenti punti della relazione si esprimono invece alcune
perplessit� e osservazioni. In particolare:
A) La statistica sulla normalit� o meno rispetto all�atteso del numero
di casi di malattia riscontrati dipende ovviamente da due parametri,
cio�:
a) Il numero di casi di tumore preso in considerazione.
b) La popolazione globale presa come campione statistico. Se infatti 10
casi di tumore, ad esempio, sono �sotto il normale� su una popolazione
di 1 milione di persone, sono �sopra il normale� su una popolazione di
1000 persone.
Sulla determinazione di queste grandezze il rapporto solleva dei dubbi.
Infatti:
a) L�esame dei casi di malattie e morti attribuibili all�uranio
impoverito deve prendere in esame, vista l�esiguit� del fenomeno, la
maggior base possibile di casi significativi, per migliorare la
affidabilit� dell�indagine. Allora, i molti ulteriori casi segnalati
dalle associazioni di militari colpiti (quali la AnaVafaf e altre) non
possono non essere presi in considerazione, e probabilmente, visti i
piccoli numeri, potrebbero modificare alcune delle conclusioni ora
tratte nel Rapporto.

b) La popolazione considerata �esposta� ai fini della statistica sulla
normalit� dell�insorgenza dei tumori � di ben 57164 soggetti,
includendo fra i potenzialmente esposti anche soggetti che sono stati
nei Balcani per una sola volta e per tempi brevissimi (anche fino ad un
sol giorno, in teoria!), oppure in date talmente posteriori ai
bombardamenti e/o in luoghi cos� lontani da esso da poterne escludere
con ogni probabilit� l�esposizione da uranio. La statistica stessa sui
colpiti da linfoma di Hodgkin, ad esempio, indica in 173 giorni la
durata media della permanenza, con un minimo di 64 giorni per un solo
caso.
In sostanza, se si includono nella statistica persone che all�uranio
non sono state esposte mai, da un lato, e si escludono invece casi di
patologie che potrebbero aumentare la statistica, dall�altro, risulta
ovvio come si possa giungere alle conclusioni sulla �normalit� rispetto
alle attese� dell�incidenza di tumori.

B) Per quanto riguarda lo screening dei militari esposti per accertare
l�esposizione ad uranio impoverito (ovvero gli esami da effettuare su
potenziali contaminati, ma senza patologie) � ben noto [si veda come
solo esempio la ref. 1] che esami ematologici e delle urine �standard�
non possono, a distanza di qualche anno, rilevare alcunch�, tranne il
caso di militari con proiettili ritenuti, che non si applica qui. La
tipologia di esami da effettuare risulta pi� complessa in questo caso.
E� anche improbabile, che, a distanza di anni, il meccanismo di
esposizione alla risospensione di polveri da parte di militari �alla
prima esperienza� sia in grado, a distanza di anni dai bombardamenti,
di provocare in costoro una esposizione significativamente rilevabile.
Si fa notare in ultimo che l�analisi �Whole Body Counter� � poi
inefficace alla rilevazione di contaminazioni da alfa emettitori quali
l�uranio.

C) Si concorda con la Commissione che la via di esposizione pi�
rilevante per l�uranio impoverito � l�inalazione e che, dai polmoni,
una frazione non trascurabile dell�attivit� in questi depositata si
concentri nei linfonodi del mediastino. Questo tuttavia, al di l� delle
comprensibili cautele e premesse della Commissione gi� esaminate,
appare un segnale significativo di correlazione fra l�eccesso di casi
di linfomi di Hodgkin e l�esposizione a uranio impoverito. Si concorda
per� su come occorra meglio chiarire il ruolo della contaminazione
interna da uranio nella eziologia dei linfomi, campo di ricerca sul
quale non vi sono sufficienti dati.

D) Fra le statistiche del UNSCEAR citate nel Rapporto riguardo il
linfoma di Hodgkin, risultano purtroppo di scarsa utlit� quelle legate
a esposizione a Iodio-131 e al gas Radon, mentre � interessante la
statistica del 1994 che riporta, fra i lavoratori addetti alla
lavorazione del minerale uranifero (quindi professionalmente esposti a
inalazione di polveri di uranio) casi in eccesso di linfoma di Hodgkin,
pur in presenza di normale incidenza di tumori a polmoni e ossa.

E) La citazione dei rassicuranti risultati del rapporto UNEP [2]: �non
� stata registrata una contaminazione significativa delle aree
sottoposte a mitragliamento con dardi all�uranio impoverito� non
rassicura affatto, purtroppo, a causa di forti dubbi riguardo la
liceit� di tali conclusioni. Infatti:
- Le misurazioni sono state fatte a distanza di anni dai bombardamenti.
Il sottoscritto ha gi� ampiamente spiegato in altre sedi [3] come sia
improbabile, a distanza di anni, rilevare l�inquinamento da DU con le
usuali misure di contaminazione ambientale. Occorre ricorrere a
bioindicatori/bioaccumulatori, nei quali si pu� ancora rilevare il DU
anche dopo parecchio tempo dai bombardamenti.
- Il rapporto afferma infatti di non aver trovato concentrazioni
ambientali rilevanti di DU e questo appunto non stupisce. Tuttavia,
contraddice le sue stesse conclusioni (il DU in seguito ad un
bombardamento non si sparge nell�atmosfera se non entro un piccolo
raggio dall�esplosione, ergo l�esposizione della popolazione nel suo
insieme risulta trascurabile), leggendo quanto scritto nell�Appendice
VI del Rapporto stesso.
- In essa vengono riportati i dati sui rilevamenti di DU in certi
bioindicatori (licheni e muschi). Si legge che in tutti i casi in cui
si � ricorso a questa misura si � trovato rilevante traccia di DU,
segno che esso si era polverizzato e sparso nell�atmosfera. Questo,
anche in concomitanza con rilevazioni nulle di contaminazione del
suolo. Si raccomanda nel Rapporto l�uso di questi bioindicatori in
future rilevazioni.
- Questa appare perci� una implicita affermazione di non aver
utilizzato le tecniche pi� adeguate per la rilevazione del DU.
Risultano perci� opinabili ed inficiate tutte le affermazioni del
rapporto Unep sulla pericolosit� del DU.
- Inoltre, solo in 11 siti sugli oltre 100 indicati sono state
effettuate misurazioni. Date le caratteristiche �a spot�
dell�inquinamento da DU, questo compromette la completezza ed
esaustivit� dell�indagine.

F) Si concorda con la Commissione che i coefficienti di rischio
attualmente raccomandati dall�ICRP (derivati da alte esposizioni
croniche esterne principalmente a nuclidi beta e gamma emettitori
statistiche su Hiroshima, Nagasaki e pazienti alto-irraggiati per
errate cure con raggi X negli anni quaranta) siano di difficile
applicazione al caso in esame (esposizioni interne croniche ad alfa
emettitori). Questo, tra l�altro, costituisce un ulteriore elemento di
critica a molte delle rassicuranti stime recentemente pubblicate [4].

In conclusione, il sottoscritto, al contrario di considerarlo una
sentenza assolutoria, considera il Rapporto della Commissione come un
pregevole primo risultato di una analisi che andr� ovviamente
completata. Segnala in particolare la necessit� di migliorare e
rivedere la statistica (come riportato nel punto A di questo Documento)
e di proseguire nell�interessante analisi della correlazione fra alcune
forme tumorali (linfoma di Hodgkin) e l�esposizione interna da Uranio
(punti C e D di questo Documento).

Gentle Reign: Washington Makes It Perfectly
Clear in Kosovo

Gentleness is a virtue, my friends.
With this in mind, note how the U.S. military dealt
recently with some terrorists, or as the media calls
them, 'ethnic Albanian rebels', or 'guerillas'.
The terrorists were returning to Kosovo after being
rudely received by security forces in the country
called Former Macedonia. They were in a hurry to get
home.
"Jim Marshal, spokesman for the U.S.-led contingent of
the KFOR [i.e., NATO] multinational peacekeeping
force, said the men appeared to be dumping their
uniforms and weapons before heading towards Kosovo. 
'"We saw a lot of men in black uniforms crossing into
Kosovo, entering buildings, changing out of their
uniforms, leaving their weapons and coming here...in
civilian clothes,' Marshal told reporters in the
Kosovo village of Debelde, where U.S. troops are
monitoring the trouble. 
'''We have seen machine guns and some RPGs
(rocket-propelled grenades) and light weapons,' he
said. 
'Anyone who crossed into Kosovo would be detained and
searched, he said. 'We will disarm them and detain
them and investigate each case individually. It is up
to KFOR to decide about further investigations,'
Marshal said. 
"'We are talking with the civilians here in Debelde to
convince the armed men to hand over their weapons and
finish this thing."'  (My emphasis, 'Reuters',
3-4-2001)
U.S. forces were following the terrorists closely
enough to watch as they shed their clothing and
entered a town which U.S. military spokesman Marshall
calls 'here'. That town was Debelde, coincidentally
the place where U.S. forces (including, apparently,
Mr. Marshall) were stationed.
"We saw [the terrorists] entering buildings, changing
out of their uniforms," said Mr. Marshall.
Isn't this remarkable? The U.S. military and the
terrorists shared the same home base; the U.S.
military knew exactly where the terrorists were at all
times; but the U.S. military did not prevent the
terrorists from attacking Macedonia. Nor did it swoop
down and arrest the terrorists as they were "dumping
their uniforms and weapons", did not stop them from
illegally entering Kosovo and did not immediately turn
them over to Macedonians security forces whom they had
attacked with rocket-propelled grenades, etc.
As you may recall, the BBC has reported:
"Western special forces were still training the
guerrillas [i.e., the terrorists attacking Serbia and
Former Macedonia] as a result of decisions taken
before the change of government in Yugoslavia "
('BBC', Monday, 29 January, 2001)
Could Mr. Marshall have been engaging in double talk?
Could this be a case of Washington simultaneously
sponsoring and lamenting 'Greater Albanian' terrorism?

Why did the terrorists return 'here', that is, to U.S.
headquarters?
Keep in mind that these so-called 'rebels' are none
other than the Kosovo Liberation Army, recycled. Ever
since the KLA was glued together by German and US
'intelligence' from a mishmash of drug traffickers,
children of World War II Nazis and diehard supporters
of the late Albanian leader, Enver Hoxha, said KLA has
never won a battle against people with actual guns,
e.g., the Yugoslav Army. The KLA's specialty is
drive-by shootings and cutting the throats of
civilians, preferably old people and children.
Now a group of KLA'ers had invaded Macedonia and
received an unexpectedly harsh reception; that is, the
local security forces shot back. So they turned tail
and fled to the U.S. base in Debelde to complain,
shedding weapons and clothing as they went.
Why to Debelde? Doesn't it make sense that Debelde was
a base for those "Western special forces [who] were
still training the guerrillas"?
But just as the U.S. military was able to observe the
terrorists' shedding their clothing as they raced back
from Former Macedonia, so could the Former Macedonian
security forces who had routed the terrorists.
Everyone concerned was aware: the terrorists were
fleeing to a U.S. base.
This must have been embarrassing for the U.S. military
command. In an effort to spin gold from misfortune,
military spokesman Marshall called a press conference.
The U.S. military would take action, he declared.
"Everyone who crossed into Macedonia would be detained
and searched."
At first this sounds good, but on reflection it is not
clear what Mr. Marshall's men could hope to find
since, according to him, the terrorists had thrown
away clothing and weapons as they rushed back to
Debelde. Were they going to search for tattoos? In a
flash of perhaps unintended humor, Mr. Marshall added
that:
"We will... investigate each case individually..."
'Individually' has a nicely American ring, but again,
what did Mr. Marshall expect to discover? That some of
the terrorists had perfectly good reasons for
attacking Macedonia with "machine guns and some RPGs
(rocket-propelled grenades) and light weapons" whereas
others were being quite naughty?
And what would the U.S. military do after it was done
searching and individually investigating? Mr. Marshall
left that question open. "It will be up to KFOR to
decide about further investigations,'' he said.
The U.S. military was not going to move hastily in
ambiguous matters of law.
Back in the Real World
There is nothing ambiguous about the law concerning
these terrorists. Even UN resolution 1244, which is
NATO's justification for being in Kosovo, affirms:
"...the commitment of all Member States to the
sovereignty and territorial integrity of the Federal
Republic of Yugoslavia and the other States of the
region, as set out in the Helsinki Final Act and annex
2..."
The terrorists are attacking Yugoslavia and Former
Macedonia, i.e., "the States of the region." The U.S.
military is required to seize them and turn them over
to the legal authorities in those countries. Period.
In a dispatch that almost surely referred to the
United States and Britain, the 'BBC' reported that :
"...certain Nato-led K-For forces were not preventing
the guerrillas taking mortars and other weapons into
the exclusion zone
"The guerrilla units had been able to hold exercises
there, including live-firing of weapons, despite the
fact that K-For patrols the zone." ('BBC', Jan 29,
2001)
UN Resolution 1244 has many faults. One fault is that
it was forced on Yugoslavia through the worst possible
violation of international law - the 78 day bombing of
Yugoslavia. Moreover, Resolution 1244 states that the
Yugoslav government has suppressed the rights of
ethnic Albanians, which is simply a lie invented to
justify NATO's crimes including sponsoring terrorism
and bombing a sovereign nation. (1)
However even Resolution 1244:
"15. Demands that the KLA and other armed Kosovo
Albanian groups end immediately all offensive actions
and comply with the requirements for demilitarization
as laid down by the head of the international security
presence in consultation with the Special
Representative of the Secretary-General;" [my
emphasis] (3)
Yet the KLA, trained by "Western special forces", has
been attacking southern Serbia for more than a year
and is now attacking Former Macedonia.
I submit that the United States and Britain are using
KLA terrorists as a wedge to help undermine the
sovereignty of Yugoslavia and Former Macedonia. This
is a direct violation of the Helsinki Final Act, a
cornerstone of international law, which commits its
signers, including the United States and Britain :
"To refrain from any use of armed forces inconsistent
with the purposes and principles of the Charter of the
United Nations and the provisions of the Declaration
on Principles Guiding Relations between Participating
States, against another participating State, in
particular from invasion of or attack on its
territory.
"To refrain from any manifestation of force for the
purpose of inducing another participating State to
renounce the full exercise of its sovereign rights."

While it sponsors terrorist attacks on sovereign
nations, the United States government and its various
covert and overt conduits (of money) simultaneously
organize and fund "civil society" groups in targeted
nations around the world. The "civil society" groups
preach that targeted nations must learn to respect the
rule of law. (4)
In other words: WE can and will violate any law or
agreement any time we wish and we will accuse YOU whom
we wish to destroy of doing the violating and THAT is
the New World Order.
And that is how the game is played, my friends. People
of the world: take notice.

"Il Manifesto", 2 Marzo 2001

"I croati van da soli"
Bosnia: si rompe la Federazione musulmano-croata. Salta Dayton

La previsione de il manifesto sulla Bosnia-Erzegovina si è avverata:
la Federazione musulmano-croata, seconda entità accanto alla
Repubblica serba, dello Stato bosniaco-erzegovese, si sta
frantumando. Il massimo esponente della comunità croata in quel
paese tormentato, Ante Jelavic, membro della presidenza tripartita
dello Stato e presidente del partito nazionalista Hdz, ha annunciato
solennemente che domani, sabato 3 marzo, il Parlamento nazionale
croato della Bosnia-Erzegovina (un organismo creato lo scorso
novembre e dichiarato illegale dalle autorità tutorie dell'Onu a
Sarajevo) si riunirà a Mostar per "emanare una storica decisione".
Lo stesso Jelavic l'ha già anticipata, preannunciando l'uscita dalla
presidenza tripartita e dichiarando che i croati bosniaco-erzegovesi
"ritengono illegale e illegittimo l'attuale governo della
Bosnia-Erzegovina" e pertanto "da oggi la Federazione
bosniaco-erzegovese è un'entità nazionale musulmana, senza i
croati". E' sottinteso: i croati formeranno una terza entità
politico-territoriale soltanto per loro. Gli accordi di Dayton, almeno
per quanto riguarda i croati, finiscono nella carta straccia.
L'annuncio è stato fatto da Ante Jelavic l'altro ieri in un comizio di
fronte a cinquemila croati bosniaci convenuti per onorare come loro
eroi i criminali di guerra Kordic e Cerkez, a Busovaca, loro città
natale (Dario Kordic è stato condannato dal tribunale dell'Aja a 25
anni di carcere, il generale Mario Cerkez a 15 anni). Busovaca giace
nella Bosnia centrale, in quella Valle del Lasva nella quale milizie
croato-bosniache dell'Hvo sterminarono centinaia di civili
musulmani, incendiandone i villaggi.
L'annunciata "decisione storica" segnerebbe dunque la separazione
dallo Stato bosniaco e dalla Federazione musulmano-croata di
Bosnia dei territori abitati in prevalenza da croati e amministrati
dall'Hdz, e quindi il ripristino di quella "Repubblica croata di
Erzeg-Bosnia" che nella guerra 1992-1995 fu la causa dei sanguinosi
scontri fra croati e musulmani inizialmente alleati contro i serbi. Per

la conservazione di quell'entità secessionista, il governo della
Croazia sotto la guida di Tudjman mandò in Bosnia una parte delle
sue truppe, compiendo in sostanza un'aggressione contro un paese
riconosciuto dall'Onu.
A Busovaca, Jelavic ha definito le condanne affibbiate dai giudici
dell'Aja a Kordic e Cerkez, e prima di loro al generale Blaskic, "un
tentativo di criminalizzare il popolo croato della Bosnia-Erzegovina",
un esempio di come agisce la comunità internazionale "a danno dei
croati, cementando in Bosnia due entità, la serba e la musulmana:
questo i croati non lo permetteranno mai". Conclude Jelavic: "per i
croati questo governo è illegale, illegittimo, e non accetteremo
nessuna delle sue decisioni", e "il Parlamento nazionale croato" (da
lui convocato in sessione a Mostar domani) "segnerà una nuova fase
della lotta per l'eguaglianza politica dei croati in
Bosnia-Erzegovina".
L'Hdz di Jelavic, si noti bene, già da quattro mesi boicotta il
parlamento centrale dello Stato bosniaco e quello della Federazione
croato-musulmana, e ha ritirato i propri rappresentanti dai due
governi dove gli unici rappresentanti dei croati sono esponenti
socialdemocratici. In altre parole, i nazionalisti croati hanno da
tempo creato le condizioni, o meglio i pretesti, per la secessione.
Chiarendo che la scissione non sarà seguita da una richiesta di
annessione del territorio secessionista alla Croazia (tanto più che il
governo democratico di Zagabria, decisamente contrario alla
creazione di un terzo staterello in Bosnia, si accinge a varare
perfino una legge che impedirà ai croati bosniaci di mandare propri
deputati nel parlamento di Zagabria), Jelavic ha detto: "La
Bosnia-Erzegovina non è in questione, ma vogliamo una
Bosnia-Erzegovina con tre entità nazionali su posizioni paritarie, e
questa sarà la nostra decisione a Mostar". Come reagirà l'Onu a
questa aggressione accadizetiana all'unità della Bosnia-Erzegovina?
Per la cronaca, al comizio di Busovaca, preannuncio di una serie di
azioni eversive e provocatorie che potrebbero portare nuovamente
sulla strada della guerra civile, almeno nel territorio della
Federazione croato-musulmana, hanno preso la parola pure il
vicepresidente dell'Hdz bosniaca Marko Topic, l'ex generale
dell'esercito croato-bosniaco (Hvo) e dell'esercito croato (Hv)
Slobodan Praljak, resosi "famoso" per aver ordinato il
cannoneggiamento e la distruzione del Ponte Vecchio di Mostar già
simbolo della convivenza plurietnica e gioiello dell'architettura, e
una decina di altri papaveri neoustascia, alcuni con il crocifisso in
mano.
Praljak ha accusato la comunità internazionale di condurre una
"politica filoserba" e i musulmani di Bosnia di non essersi battuti
contro i serbi nella scorsa guerra. Secondo lui non sarebbero stati i
croati ad aggredire i musulmani nella Bosnia centrale, ma i
musulmani ad aggredire i croati. I quali, guidati da Kordic, Cerkez e
altri "patrioti", si difesero scannando centinaia di bambini, donne e
vecchi ed altri bruciandoli nelle loro case. Perché non c'era posto per

i "diversi" in una terra "che noi croati abitiamo dal settimo secolo e
dove resteremo in eterno". Sparando a zero anche lui contro i
"nemici" dei croati in Bosnia e nel mondo, Marko Topic ha
parafrasato lo slogan urlato dai neofascisti a Spalato, Zagabria e in
altre città della Croazia da circa tre settimane a questa parte: "Noi
tutti siamo Dario Kordic". Criminali? No, "eroi, difensori della
propria
patria".
E' stato infine deciso che la data del 26 febbraio, giorno in cui
Kordic e Cerkez furono condannati dai giudici dell'Aja, sia
proclamata "Giornata dei patrioti croati della Bosnia-Erzegovina".

Va in pezzi la Bosnia di Dayton

L' aria di Mostar, resa leggera dal soffio che viene dal mare
attraverso la vallata della Neretva, ieri era politicamente pesante.
La città si presentava più che mai divisa, non dal fiume ma da un
invisibile quanto solido muro fra croati e musulmani. Case ed alberi
nel settore croato (ormai "ripulito" da serbi e musulmani) erano
tappezzati da manifesti che invitavano "tutti i croati della
Bosnia-Erzegovina" a raggiungere Mostar per "essere testimoni di
storici eventi". Un invito che ha fatto affluire in città decine di
migliaia di persone con cartelli e bandiere, molte nere, in una
scenografia ben nota: quella delle adunate neoustascia. Gli urli, gli
slogan e le canzoni erano di guerra, di odio. Faceva paura stare lì in
mezzo.
Ma quali sono state le "storiche decisioni"? Ecco: la cosiddetta
"Assemblea nazionale croata", costituitasi in novembre per volere
del partito Hdz, si è riunita a Mostar, già capitale della "Repubblica
croata di Erzeg-Bosnia" di triste memoria, per decretare la
resurrezione di quell'entità sotto il nome di "Autorità autonoma dei
territori croati", separata dalla Federazione musulmano-croata che
accanto alla Respublika srpska formava il secondo corno dello stato
unitario di Bosnia-Erzegovina.
La (ri)nascita della terza entità statale croata non è affermata a
chiare lettere nei documenti approvati dai secessionisti, ma la
sostanza non cambia, come è facile capire dalle decisioni prese:
dalla creazione di istituzioni parallele croate in Bosnia al ritiro dei

croati, a cominciare dai ministri, "da ogni carica ricoperta nelle
istituzioni della Federazione e dello stato bosniaco".
Sull'intero territorio a maggioranza etnica croata sarà riconosciuto
un solo partito, l'Hdz; saranno considerate illegittime le
amministrazioni a guida socialdemocratica nei comuni conquistati
dai non nazionalisti nelle elezioni di novembre. Sul medesimo
territorio non saranno valide leggi e direttive emanate dall'Alto
rappresentante dell'Onu e dell'Osce, né quelle del governo della
Federazione croato-musulmana. Il massimo organismo dell'Autorità
autonoma croata sarà il suo presidente e costui - un "duce",
considerati i poteri assoluti che gli vengono concessi - sarà Ante
Jelavic, leader massimo dell'Hdz bosniaco-erzegovese. Questi,
avendo calpestato la costituzione della Bosnia-Erzegovina di cui è
co-presidente assieme ai rappresentanti eletti dai serbi e dai
musulmani, rischia ora di essere dichiarato decaduto dalla carica e
cacciato dalla presidenza tripartita.
A dar forma e risalto alla scissione sono pure le decisioni prese dal
"parlamento" dei croati sulla struttura del governo dell'Autorità
autonoma: è prevista la creazione di un Consiglio esecutivo
provvisorio con una dozzina di ministeri, di un organo legislativo
pure provvisorio (l'attuale Assemblea nazionale croata dell'Hdz) e di
un Consiglio della magistratura. Imposte, tasse, dazi e dogane
saranno riscossi dall'Autorità autonoma per finanziare lo staterello
croato; il cui governo porrà sotto il proprio controllo, recitano le
decisioni, anche corpi di polizia e forze armate. Qualora le truppe
internazionali (Sfor) dovessero bloccare le caserme dell'esercito
bosniaco-croato (Hvo, attualmente parte integrante delle forze
armate della Federazione bosniaco-erzegovese) quell'esercito sarà
sciolto. Chi controllerà i confini? Questo ed altri problemi restano
aperti.
Per dare una cornice legalitaria al colpo di mano che definiscono
"storico evento", gli organizzatori hanno invitato esponenti di tutti i

paesi firmatari degli accordi di Dayton. Ma l'unico paese ad aderire è
stato la Croazia. I capi dell'Hdz bosniaco-erzegovese hanno
giustificato questa nuova scissione con la "volontà di contribuire
alla ristrutturazione interna della Bosnia-Erzegovina".
La reazione dell'autorità tutoria internazionale in Bosnia-Erzegovina
è stata rapida e tuttavia moderata - almeno per il momento. L'Alto
rappresentante dell'Onu e dell'Osce a Sarajevo non esclude la
possibilità di espellere Jelavic dalla presidenza dello stato bosniaco,

come ha dichiarato il suo portavoce Oleg Milisich, aggiungendo la
minaccia della messa fuori legge della stessa Hdz. Secondo l'Alto
rappresentante, "Jelavic mette in pericolo la pace in Bosnia".
Non meno severo si è dimostrato il portavoce dell'Osce, Luka
Zahner. Ricordando che qualche anno addietro l'autorità
internazionale cacciò dalla presidenza dello stato centrale bosniaco
il rappresentante serbo Nikola Poplasen, radicale, per aver violato
gli accordi di Dayton, Zahner ha detto che "il tentativo dell'Hdz di
creare uno staterello croato in Bosnia non è dettato dalla
preoccupazione per la posizione nazionale e culturale dei croati in
questo paese ma nasconde il disegno dei capi di instaurare il
proprio controllo sulle risorse finanziarie del territorio. Spero che
la
gente si renderà conto dell'insostenibile situazione economica in cui
Jelavic e l'Hdz possono trascinare il paese". Alla domanda, però, se
l'Alta autorità internazionale ricorrerà a sanzioni contro Jelavic e il

suo partito, Zahner ha risposto: "Non intendiamo trasformare in
martiri dei violatori della costituzione".

Chiusi in un ghetto i secessionisti croati in
Bosnia
Durissime sanzioni dell'amministrazione internazionale, a Zagabria
chiesto un
ruolo attivo per isolare Jelavic e l'Hdz

Ante Jelavic, massimo leader della filiale bosniaca dell' Hdz, il
partito nazionalista croato, è stato radiato dalla presidenza
tripartita della Bosnia-Erzegovina, la più alta autorità dello stato,
ed è stato dichiarato decaduto anche dalla carica di presidente
dell'Hdz bosniaco-erzegovese. La delibera, inappellabile, è stata
firmata dall'Alto rappresentante della comunità internazionale (Onu,
Osce, Sfor) che esercita nel paese balcanico il potere tutorio
supremo, Wolfang Petritsch.
Jelavic è l'uomo che ha cercato di riportare la Bosnia-Erzegovina sul
sentiero di una nuova guerra civile separando i territori a
maggioranza croata dalla Federazione musulmano-croata,
costituendo la terza entità politico-territoriale detta "Autorità
autonoma dei territori croati" nelle medesime regioni che già
formarono a suo tempo la Repubblica croata di Erzeg-Bosnia". Oltre
a lui, la gravissima sanzione ha colpito tutte le massime autorità
secessioniste: Marko Tokic, vicepresidente dell'Hdz e presidente del
"governo" dei territori croati in Bosnia, Ivo Andric-Luzanki,
vicepremier, e Zdravko Batinic membro della "Presidenza" dello
staterello.
Tutti costoro, cacciati da qualsiasi carica in ogni regione del paese,
non potranno esercitarne alcuna in Bosnia-Erzegovina nemmeno in
futuro. Petritsch ha chiarito che seguiranno anche sanzioni
amministrative, finanziarie ed economiche, e che "la comunità
internazionale sarà più che determinata nel controllare e distruggere
tutti i canali illegali finanziari che alimentano l'Hdz
bosniaco-erzegovese, e "destabilizzano e strutture legali del potere
in Bosnia-Erzegovina".
La reazione di Jelavic e soci è stata rabbiosa: loro resteranno "i
rappresentanti legittimi del popolo croato in Bosnia-Erzegovina", e
l'"Autorità autonoma dei territori croati" comincerà a funzionare in
pieno, con i propri simboli statali, da lunedì prossimo. Opposizione
totale, dunque, alla comunità internazionale che "con le sanzioni
non fa che omogeneizzare maggiormente i croati
bosniaco-erzegovesi e approfondirne lo sdegno, che si propaga
anche nella Repubblica di Croazia".
E le sanzioni contro i secessionisti, secondo fonti bene informate,
prevedono ulteriori misure: divieto di ingresso nei paesi occidentali
e in Croazia per alcuni gerarchi dell'Hdz bosniaca, divieto di
investimenti stranieri in Erzegovina finché a governarla saranno i
vertici dell'Hdz. La Croazia, inoltre, su richiesta della comunità
internazionale, potrebbe dover revocare tutti i passaporti concessi
ai croati di Bosnia dal precedente regime di Tudjman. Si parla di
denunce penali, nei prossimi giorni, contro esponenti dell'Hdz
bosniaca coinvolti in organizzazioni criminali di stampo mafioso, e
della richiesta alla Croazia di spiccare mandato di arresto contro l'ex

generale e deputato al parlamento croato Ljubo Cesic Rojs, oriundo
bosniaco, ritenuto uno dei promotori del putsch in Bosnia. In merito,
l'Alto rappresentante della comunità internazionale ha infatti
sottolineato: "abbiamo informazioni esatte sull'esistenza di una
collaborazione molto stretta, in tutta l'operazione, fra l'Hdz di
Jelavic in Bosnia-Erzegovina e l'Hdz-madre in Croazia".
La risposta del governo croato è stata diplomatica, ma anche
propositiva. Il ministero degli esteri di Zagabria afferma che la
rimozione di Jelavic e camerati "era attesa", e si spera che "il
provvedimento contribuisca alla stabilizzazione della
Bosnia-Erzegovina". Il premier Racan ha dichiarato che "la politica
del popolo croato in Bosnia-Erzegovina non viene creata né decisa a
Zagabria come una volta, ma in Bosnia-Erzegovina". La Croazia,
come firmataria degli accordi di Dayton, "desidera aiutare nella
soluzione dei problemi, ma non arbitrare", "è interessata ai buoni
rapporti con l'intera Bosnia-Erzegovina e non solo con una sua
parte". Mettendo in moto la propria diplomazia, il governo di
Zagabria è alla ricerca di una via d'uscita da una situazione
pericolosamente conflittuale e, al tempo stesso, proporrà uno
schema di ristrutturazione della Bosnia-Erzegovina che "superi gli
accordi di Dayton.
La proposta, presentata come "progetto per arrestare la guerra",
prevede: l'abolizione delle due entità "Repubblica serba" e
"Federazione musulmano-croata", e la costituzione di uno Stato
bosniaco unitario e federalista, composto da 12-14 Cantoni che non
avrebbero il potere di instaurare speciali rapporti con i paesi vicini
né quello della secessione, ma godrebbero di ampie autonomie. Al
vertice, un parlamento bicamerale il cui Senato garantirebbe
l'uguaglianza dei popoli costitutivi serbo, musulmano e croato e i
diritti delle minoranze. "E' tempo di una nuova fondazione della
Bosnia- Erzegovina", ha detto il premier croato Racan.

UNA CORSA CONTRO L'EMBARGO E LA GUERRA

VIVICITTA' è una corsa competitiva (12 km) e non competitiva (1,5-6 km) , promossa dalla UISP (Unione
Italiana Sport Per tutti), che si svolge da anni contemporaneamente in cento città d'Italia e del mondo. Una
corsa solidale per la pace e la vivibilità delle città.
VIVICITTA' si svolgerà quest'anno l'8 aprile anche a Baghdad, nell'Iraq sotto embargo, e a Belgrado, nella
Jugoslavia che sta ricostruendo dopo l'attacco della NATO, grazie alla collaborazione della UISP con "Un
ponte per..".

UN PONTE PER... organizza la partecipazione italiana al VIVICITTA' a Baghdad e a Belgrado per
solidarizzare con questi popoli, per conoscere i loro paesi.

Il viaggio si svolgerà tra il 3 e il 10 aprile (date indicative) nel corso della permanenza saranno organizzate
visite storico/culturali.
Il costo del viaggio è in corso di definizione ed oscillerà tra 1 e 1,5 milioni.
Le prenotazioni si raccoglieranno sino al 20 marzo.

pensiamo di restringere la permanenza in Jugo per la partecipazione al Vivicittà e in coincidenza con i voli JAT (sab. - mar.),
quindi: partenza sabato 7 ritorno martedì 10. Il costo del viaggio è in via di definizione (la JAT ci ha comunicato che forse
saranno ritoccati i prezzi dal 1° aprile).

PARTIZANSKI DNEVNIK


In grande evidenza sulla prima pagina del "Primorski Dnevnik",
quotidiano della minoranza di lingua slovena di Trieste, il giorno 15
marzo 2001 appariva il seguente titolo: "Gli albanesi chiedono la pace
ed i propri diritti", con riferimento alle recenti manifestazioni
irredentistiche in Macedonia. Gli atti di terrorismo dei nazionalisti
pan-albanesi stanno causando in queste ore la pulizia etnica del
territorio di Tetovo, dal quale la popolazione slava e di altra etnia
non-schipetara fugge.
Il "Primorski Dnevnik", che ha a suo tempo appoggiato la secessione
della Slovenia, continua in questo modo a contribuire allo squartamento
della Jugoslavia multinazionale e partigiana secondo criteri
etnicistici, infangando squallidamente la sua stessa origine e la sua
storia.

scatenarono una guerra criminale violando la costituzione, le leggi e i
trattati internazionali,
colpendo i popoli della Jugoslavia con bombe ³umanitarie², causando
distruzioni, lutti,
disastri ambientali; trasformando l¹Adriatico in una discarica chimica e
radioattiva,
contaminando i Balcani per millenni.

Albanian exiles fund Balkans war

THE Albanian diaspora is pouring millions of pounds
into secretive funds helping guerrillas in southern
Serbia and Macedonia fight for a "greater Albania" in
an operation that threatens Nato's peacekeeping forces
in the Balkans.
Although police throughout western Europe, including
Britain, are looking at ways of cutting off the funds
- which came to prominence during the Kosovo conflict
- they admit they have had little success.
Radicals among the diaspora, such as Leka Zog, the
exiled pretender to the Albanian throne, have vowed to
continue supporting the struggle in whatever way they
can.
Increased co-operation between Belgrade and London in
the battle against Balkan racketeering was discussed
at a recent meeting between a Yugoslav government
adviser and Home Office officials. Belgrade files on
the Albanian mafia are to be made available to British
police for the first time in an effort to stem the
flow of money and arms.
Last week Kosovo Albanians in London confirmed that
they had received new demands for contributions to
unspecified causes. One estimated that up to £5,000 a
week was being raised in London; another said he
feared for the safety of his two brothers and elderly
mother in Pristina, the Kosovo capital, if he failed
to pay up.
In Switzerland federal investigators said they were
struggling to link Albanian funds with weapons
purchases because most such deals were struck by
mobile telephone and within the rigid patriarchal
family structures.
The so-called "Homeland Calling Fund", the main
cash-for-arms conduit used during the Kosovo war, is
thought to have been closed. However, the police
believe another fund, ostensibly to raise cash for the
Albanian University of Tetovo in Macedonia, is playing
a similar role.
Leka Zog, whose father, King Zog, ruled Albania
briefly before the second world war, is said to be
preparing for a trip to Kosovo to call for the
"unification" of territory dominated by Albanians.
Suleman Ganaj, a prominent royalist, complained that
Albanians living in Macedonia were treated like
second-class citizens. "They want freedom," he said.
"We support every step taken by Albanians still under
the domination of foreign powers, every attempt to
free ourselves from Serbs, Macedonians and other
neighbours."
Ganaj warned that the tolerance of Nato's peacekeeping
troops in Kosovo was wearing thin. "Kosovo should have
independence and its own army," he said.
Maps of a greater Albania on diaspora websites feature
a swathe of territory around Kosovo, taking in an arc
of land in southern Serbia and across into Macedonia,
including the capital, Skopje. Further west,
Podgorica, the capital of Montenegro, is shown as
Albanian - as are territories in northern Greece.
Fighting flared last week in the Presevo Valley in
southern Serbia and in the nearby Albanian-majority
borderlands in Macedonia. Presevo Albanians and Serbs
failed to agree on a local ceasefire last night,
despite intense negotiations involving the United
Nations and European Union monitors.
Albanian guerrillas said this weekend that they had no
intention of allowing the Yugoslav army into the
security zone between Kosovo and southern Serbia, even
though Nato has given Belgrade approval.
Talat, a young rebel, said that fighting the Serbs had
helped to make 2001 "the best year of my life". He
said that after each border clash the guerrillas'
numbers swell, gaining as many as 70 new volunteers a
day.
The funds coming from abroad and from within Kosovo
have helped to prepare a force of about 2,000 along
the Presevo and Macedonian fronts, he said, and their
leaders aim to enlarge Kosovo's territory.
Talat showed reporters a small field hospital inside
the exclusion zone, where he hugged an injured
colleague, a bearded fighter with the nom de guerre of
Masovitsa. His left hand was loosely wrapped in gauze
and plastered with ointment, but the flesh hung from
his fingertips.
"They [the Serbs] were attacking from all sides with
machineguns, tanks and rockets," Masovitsa said. "At
one point there were only about 50 yards between us
and them." He described how he had shielded his face
with his hands as a rocket exploded nearby. "God saved
my life," he concluded.
A further group of about 300 rebels calling themselves
the National Liberation Army (NLA) was forced by
American soldiers from its headquarters in Tanusevci,
a Macedonian border village. Three Macedonian
policemen had been killed and the Skopje government
was critical of Nato peacekeepers for allowing the
rebels into the country from Kosovo.
The guerrillas, led by Ismet Yashari, then attacked a
police convoy escorting Ljube Boskovski, Macedonia's
deputy interior minister, a few miles south of
Tanusevci at Brest.
A rocket-propelled grenade fired by the NLA killed a
driver in the convoy, which was then pinned down for
12 hours by the rebels. Srdjan Kerim, the Macedonian
foreign minister, has asked Nato to seal off the
130-mile border with Kosovo to stop rebels slipping
through.
The Bush administration in Washington made it clear
this weekend that Slobodan Milosevic, the former
Serbian leader, would have to be arrested in Serbia -
but not necessarily handed over to the war criminal
tribunal in the Hague - by March 31 if Yugoslavia is
to receive hundreds of millions of dollars' worth of
aid.

Comble de cynisme ou d'inconscience, on nous dit maintenant que le
commandant des troupes alli?es au Kosovo, complice
des terroristes, songe confier la garde des monast?res orthodoxes,
encore d?bout, aux anciens soldats de l'UCK! Hitler
lui-m?me n'avait pas os? pousser la perfidie jusqu'? confier la
protection des synagogues aux formations des SS! Si la
nouvelle se confirme , il faudra mettre une croix sur les derniers

'CIA's bastard army ran riot in Balkans' backed extremists'
              Special report: Kosovo

              The United States secretly supported the ethnic
              Albanian extremists now behind insurgencies in
              Macedonia and southern Serbia.

              The CIA encouraged former Kosovo Liberation Army
              fighters to launch a rebellion in southern Serbia in
              an effort to undermine the then Yugoslav President
              Slobodan Milosevic, according to senior European
              officers who served with the international
              peace-keeping force in Kosovo (K-For), as well as
              leading Macedonian and US sources.

              They accuse American forces with K-For of deliberately
              ignoring the massive smuggling of men and arms across
              Kosovo's borders.

              The accusations were made in a series of interviews by
              The Observer. They emerge as America has been forced
              into a rapid U-turn over its support for Albanian
              extremists in Kosovo seeking a 'Greater Kosovo' that
              would include Albanian communities in Serbia and
              Macedonia.

              In the past week ethnic Albanian guerrillas have
              intensified their campaign of attacks in the two
              areas, threatening a new war in the region which last
              week put US troops in the firing line in the Balkans
              for the first time.

              The accusations have led to tension in K-For between
              the European and US military missions. European
              officers are furious that the Americans have allowed
              guerrilla armies in its sector to train, smuggle arms
              and launch attacks across two international borders.

              One European K-For battalion commander told The
              Observer yesterday: 'The CIA has been allowed to run
              riot in Kosovo with a private army designed to
              overthrow Slobodan Milosevic. Now he's gone the US
              State Department seems incapable of reining in its
              bastard army.'

              He added: 'Most of last year, there was a growing
              frustration with US support for the radical Albanians.
              US policy was and still is out of step with the other
              Nato allies.'

              The claim was backed by senior Macedonian officials in
              the capital, Skopje. 'What has been happening with the
              National Liberation Army [which has been responsible
              for a series of attacks on Macedonia's borders in
              recent weeks] and the UCPMB [its sister organisation
              in southern Serbia] is very similar to what happened
              when the KLA was launched in 1995-96,' said one.
              'I will say only this: the US intelligence agencies
              have not been honest here.'

              The claims were given extra credence from an
              unexpected source - Arben Xhafari, leader of
              Macedonia's main Albanian party who tried to prevent
              the crisis on the border igniting an ethnic civil war
              inside Macedonia itself.

              A US State Department official blamed the last
              administration. There had now been 'a shift of
              emphasis'.

              1999, Yugoslavia: KLA, CIA, OSCE and NATO Join Hands

                      The BBC and Newsweek report that President Clinton
has approved CIA
              training of the Kosovo Liberation Army (KLA) to do
sabotage in Yugoslavia.
              According to Newsweek, the CIA will train the KLA in
"age-old tricks like
              cutting telephone lines, blowing up buildings, fouling
gasoline reserves
              and pilfering food supplies - in an effort to undermine
public support for
              the Serbian leader and damage Yugoslav targets that can't
be reached from
              the air."

                    U.S. National Security Adviser Sandy Berger secretly
briefed the
              House and Senate Intelligence committees on these plans
the week that
              former-General in the Croatian military, Agim Ceku, was
appointed to head
              the KLA.

                    Newsweek says, "Intelligence officials worry it
would be difficult to
              control the US-trained rebels once boot camp is over and
they are set loose
              on Milosevic."  A former chief of intelligence planner for
the US Air Force
              said, "I'm afraid they could use their training to carry
out atrocities.
              If they think they can rein them in, it's tremendous
naivete."

                    KLA ranks in Albania swelled.  An estimated 10,000
arrived in
              Albania, mainly from Germany, Switzerland, France and
Austria.  Reuters has
              reported that the KLA is also forcing male Kosovar
refugees to join its ranks.

                    Jane's reported that U.S. military Special Forces
and British SAS
              were fighting alongside the KLA inside Kosovo.  The French
news agency
              Agence France Presse has reported on the deaths of three
French army
              paratroop officers killed while commanding a KLA unit
trying to cross into
              Kosovo from Albania.

                    The U.S.-NATO backing to the KLA and Ceku, its new
military leader is
              the most telling refutation of the claims made to justify
the war.

              Who is the KLA Commander, Agim Ceku?

              * Ceku an ethnic Kosovo Albanian, graduated from the
Belgrade Military
              Academy; served as an  artillery captain in the Yugoslav
army.

              * During Yugoslavia's dissolution in 1991, he defected to
the newly formed
              Croatian Army to assist its drive to secession.  He was
decorated nine
              times in battles against Serb forces in both Bosnia and
Croatia.

              * Brigadier-General, Croatian Army.

              * Mastermind of the "Medak Massacre" (September 1993), a
savage bloodbath
              against Serb civilians in which Canadian peacekeeping
troops were compelled
              to intervene, killing 30 Croatian militiamen.

              * He played a central role in the Croatian Army's
"cleansing" of Serbs from
              eastern Croatia's Krajina region, where Serbs had
comprised the majority
              for hundreds of years.

              * Ceku was "one of the key planners of 'Operation Storm'"
led by the
              Croatian Armed Forces against Krajina Serbs in 1995"
(Jane's Defence
              Weekly, June 10, 1999).  This was supported by the U.S.
and assisted by
              NATO bombing of Serb positions.  Ceku developed close ties
with U.S.
              military officials.  (More than 300,000 Croa-tian Serbs
were expelled from
              Croatia between 1991 and 1998.  Hundreds were murdered,
including many too
              old or disabled to escape.  Methods included: systematic
and deliberate
              bombing of civilians, well-publicized acts of terror to
spread panic, rape,
              and arson against homes, farms and other property.  It was
the greatest act
              of ethnic cleansing in the Balkans prior to the NATO
bombing in Kosovo.

              * The Croatian Army was trained by a U.S. company called
Military
              Professional Resources Inc. (MPRI), composed of retired
U.S. military
              officers. An MPRI spokesmen described Ceku in Jane's
Defense Weekly (JDW)
              as a highly competent and disciplined officer.

              * Ceku retired from his Croatian Army post in February,
1999.

              * Ceku was appointed KLA chief-of-staff in a
reorganization to more closely
              align it with U.S. strategy.

              * Ceku is under investigation by the International
Criminal Tribunal for
              war crimes against Serbs in Croatia (Sunday Times of
London, October 10,
              1999.)

              CIA Training and Advice

                      U.S. intelligence agents have admitted they helped
train the Kosovo
              Liberation Army (KLA) before NATO's bombing of
Yugoslavia.  This angered
              some European diplomats, who said it had undermined a
political solution.
              CIA officers were ceasefire monitors in Kosovo in 1998 and
1999.  They gave
              the KLA U.S. military training manuals and field advice.

                    When the Organization for Security and Co-operation
in Europe (OSCE),
              which coordinated the monitoring, left Kosovo a week
before airstrikes
              began, many of its satellite phones and global positioning
systems were
              secretly handed to the KLA, ensuring that they could stay
in touch with
              NATO and Washington.  Several KLA leaders had the phone
number of General
              Clark, the NATO commander.

                    Several Americans with CIA links, spoke to makers of
"Moral Combat,"
              a BBC2 documentary  [Mar.12, 2000], and The Sunday Times
about their
              clandestine roles.  U.S. diplomatic observers were "a CIA
front, gathering
              intelligence on the KLA's arms and leadership," said one. 
Another agent,
              said he had been "suckered in" by an organization that ran
amok in post-war
              Kosovo.  Shaban Shala, a KLA commander involved in
destabilizing majority
              Albanian villages in Serbia proper, said he met British,
U.S. and Swiss
              agents in northern Albania in 1996.

              William Walker: Mr. Massacre, from El Salvador to Racak

                      On January 15, 1999, a U.S. diplomat, William
Walker, head of the war
              crimes verification team of the Organization for Security
and Cooperation
              in Europe (OSCE),  visited the Kosovar village of Racak to
investigate an
              alleged Serb massacre of ethnic Albanian peasants.  "I do
not hesitate to
              describe the crime as a massacre, a crime against
humanity," he said.  "Nor
              do I hesitate to accuse the government security forces of
responsibility."
              Washington responded to this by quickly setting the U.S.
military machine
              in motion.

                    Walker's background inspires suspicion about the
entire Yugoslavia
              campaign.  If William Walker is not a CIA agent, he's done
a very bad job
              of not looking like one.  He spent most of his foreign
service career in
              Central and South America.  He began his diplomatic career
in 1961 in Peru.
               In the early 1980s, he held the highly controversial post
of Deputy Chief
              of Mission in Honduras, exactly the time and place the
Contras were formed.

                    Walker was promoted, in 1985, to Deputy Assistant
Secretary of State
              for Central America.  He was a special assistant to
Assistant Secretary of
              State, Elliot Abrams, who was closely connected to the
"Iran-Contra"
              scandal.  According to Independent Counsel Lawrence
Walsh's lengthy
              indictment of Abrams and Oliver North, Walker set up a
phony humanitarian
              operation at an airbase in Ilopango, El Salvador,  which
funneled guns,
              ammunition and supplies to Contras in Nicaragua.

                    Although outed in the international press as a
gunrunner, Walker's
              diplomatic career did not suffer.  In 1988, he became
ambassador to El
              Salvador, a state which was still in the grip of
U.S.-sponsored state terror.

                    In late 1989, when U.S.-trained Salvadoran soldiers
executed six
              Jesuit priests and two women, Walker was asked about
evidence linking the
              killings to the Salvadoran High Command.  He apologized
for chief of staff
              Rene Ponce, saying "Management control problems can exist
in these kinds of
              situations.  I'm not condoning it, but in times of great
emotion and great
              anger, things like this happen."

                    Shrugging off news of eyewitness reports that the
murderers wore
              Salvadoran army uniforms, Walker said "anyone can get
uniforms.  The fact
              that they wore military uniforms was not proof they were
military."

                    Later, Walker recommended to Secretary of State
James Baker that the
              U.S. "not jeopardize" its relationship with El Salvador by
investigating
              "past deaths, however heinous."  This is ironic, coming
from a man who
              later recommended that the U.S. go to war with Yugoslavia
over heinous
              deaths.

                    In 1996, Walker hosted a ceremony in Washington
honoring 5,000 U.S.
              soldiers who fought secretly in El Salvador.  While Walker
was Ambassador
              there, the official U.S. story was that only 50 U.S.
military advisors in
              the country (Washington Post, May 6, 1996).

                    "Ambassador Walker's record certainly does
compromise his reliability
              as an objective witness," said James Morrell, research
director, Center for
              International Policy, Washington.

                    There is a widespread belief  that Walker's role in
Racak was to
              assist the KLA in fabricating a Serb massacre to be used
as an excuse for
              military action.  French national TV and two major French
newspapers ran
              exposes on the Racak incident.  They cited inconsistencies
in Walker's
              version of events.  Even the Los Angeles Times ran a story
suggesting the
              Racak massacre was faked.  The theory behind these expos?s
is that the KLA
              gathered their own dead after the battle, removed their
uniforms, put them
              in civilian clothes and called in the observers.  Walker,
significantly,
              did not see the bodies until 12 hours after Serb police
left the town.  As
              Walker knows, not only can "anybody have uniforms," anyone
can have them
              taken off, too.

                                A LETTER FROM AMERICA
                         TO ONE SONJA BISERKO IN BELGRADE

In a "briefing" of the CSCE, dated 6th March 2001, you identify yourself
as Chair of the "Serbian"  Helsinki Committee for Human Rights. You
claim to be assessing, by way of a "Progress Report,"what is happening
in Serbia after the fall of Milosevic. Of course, your text is not just
a "Report" about  Serbia and the Serbs between 5 October 2000 and the
beginning of March 2001. It criss-crosses into "other" time-frames. It
is a rambling and disjointed piece, riddled with self-esteem.  It is
also a pontificating and hate-mongering tract  against the Serbs, easily
identifiable as such. You simply expurgate from the "Report" any harm
done to the Serbs.  To give but one example that cannot be refuted, you
are parading an asymmetrical humanism of stunning proportions. Your
heart is bleeding  for the incomplete release of all the ethnic
Albanians held in Serbia’s prisons.and not just 105.  You refuse to even
consider the charge that some of them may have tortured and killed Serb
women and children and should hence not be released. But,let us leave
that aside and add in another dimension left out.  There have been and
are still some 80,000 ethnic Albanians in the Greater Belgrade area
alone  Most of them have escaped any "justifiable retribution" from the
Serbs, to recall a phrase uttered by the well-known French Serbophobe,
Bernar Kouchner. He simply  whitewashed the Albanian "purification" of
Kosovo. But, since you are out to keep smearing the Serbs for an alleged
"pernicious nationalism," intolerant of other ethnicities, this "credit"
column in the ledger is left out in a calculated way.
 

The core problem is that you could not care less about the Human Rights
of Serbs at Kosovo from June 1999 through February 2001.Over a thousand
have been kidnapped, many were tortured and killed. Some 150,000 have
been "cleansed" out of Kosovo with all the other minorities.  A grave
with 150 Serb victims of Albanian atrocities was found after June 1999
but reports of it had been suppressed for over a year and the bodies had
been reburied. The truth has just come out.The kindest possible
explanation of your shoddy logic, omissions and commissions would be
that you have a dishonest affiliation. The "Serb" Committeee for Human
Rights, in your obvious cosmology,  must castigate only the Serbs for
alleged violations of Human Rights of others. That would, however, not
only be too kind. It would also be very incomplete.

 You are not actually concerned with Human Rights violations at all. You
are simply using the "Committee for Human Rights" as a cover for a serie
of personal political agendas  without any convincing degree of
professional competence. The two identifiable agendas are a declaration
of war on "Serb Nationalism" and an attempt to ingratiate yourself to
all those of influence in the U.S. and the European Union who demonized
"the Serbs" for a decade and engineered eleven weeks of destruction in
Serbia and Kosovo. Let me say at once that your knowledge of recent
history in the ex-Yugoslav space is worthless. By way of another example
that cannot be refuted,

you pour compliments in the direction of the U.S. and the European Union
for their "efforts to establish peace in the Balkans." To put it in a
Serb idiomatic phrase, "to se, draga Sonja,  zove cesanje jajca." It has
nothing to do with actual events. Had the United States not torpedoed
the Lisbon Agreement of February 1992 all of the subsequent fratricidal
tragedies would not have taken place. Here, the European Union was
behind it but not the Clinton Administration. A year later, two
respected foreigners worked hard and long to come up with a three-point
major peace plan, called the Vance-Owen plan. It was acceptable to all
the co-belligerents. Even Richerd Holbrooke supported it. But, it was
again "killed" in Washington with the utterly false "explanation" that
the U.S. did not wish to "reward Serb aggression." The plan reduced the
Serbs land holdings in Bosnia from about 62 percent to just 41, with
most of the resources going to Sarajevo. It would, moreover, take
someone suffering of singular myopia to call the support of the West for
the ethnic cleansings of Western Slavonia (August 1991-February 1992},
Krajina (Augost 1995) and Kosovo (June 1999 to the present), along with
the 78 days of relentless "air war" over Serbia and Kosovo (with all the
destructive consequences} "efforts to establish peace."

You may be dispapointed in President Bush’s decision on or shortly after
31st March. If for no other reason because He will not succumb to your
"clever" canard about the "generous" "grace period" of  some six months
given to the current Serb government. It has taken at least since the
Seveneteenth Century for Western Europe and the United States to evolve
into "civil societies." I  urge you in the strongest  terms to  read the
classics of Max Weber and Werner Sombart. The "priorities" you serve
about compliance with Dayton and cooperation with the ICTY are both
comical and tragic. Tragic when one considers that almost half of the
workers with families to feed in Serbia are out of jobs which puts
economic developemnt in Top Priority. By ingratiating yourself to the
U.S. in particular through acceptance of Washington’s list of priorities
you egg-on the Serbophobes in Congress to use the economic weapon
against the background of economic and social misery in Serbia. If you
are a Serb you are certainly an anti-Serb. One could only speculate why.
The comic strip comes in with ITCY. It is by no stretch of imagination a
real court of Law, International or otherwise. It is merely a political
fact of life set-up to keep punishing primarily the Serbs for the same
reason that you yearn for, namely a refusal to get down on their knees
and beg to be forgiven for the temerity to stand up to international
bullies and the "nationalist gall" for not confessing their "collective
guilt."  Cooperation with the ICTY? Sure, lets open  an ICTY office in
Belgrade. Rush-in "precanske Srbe."   What  was done to them? Do you car
at all?

For the sake of relative brevity, I refrain from entering here into your
magister dixit text comments about "the internal dynamic in Serbia and
legacy of the last ten years." Should you however wish to enter into a

It should come as no surprise that the U.S.-based
Human Rights Watch would act as both advocate and
attack dog for Carla Del Ponte's and the ICTY's
campaign against Yugoslavia, even lecturing the
president of the country - a legal scholar - on what
his constitution really says.
Human Rights Watch is good at following orders - from
the ICTY, the White House, the U.S. State Department
and George Soros - and being paid handsomely to do it.
