Sulle dichiarazioni di Enrico Letta

siamo intervenuti in Kosovo. È stata un´iniziativa giusta, utile. >> E'
quello che afferma Enrico Letta in una intervista rilasciata a
"Repubblica" del 30 luglio scorso, subito prima cioe' di partire... per
gli USA, dove ha partecipato al rituale incontro dell'istituto Aspen
(si veda anche la successiva intervista, rilasciata al Corriere della
Sera il 10 agosto). Per inciso, ricordiamo che l'istituto Aspen e' il
"think-tank" della Trilaterale, un "salotto buono" di politici ed
intellettuali liberisti che funge piu' che altro da anticamera per ben
altre affiliazioni e logge.
Le dichiarazioni di Letta sulla "giustezza" ed "utilita'" di quello che
lui chiama "intervento in Kosovo" sono vergognose. Innanzitutto, i
bombardamenti del 1999 non furono solo "sul Kosovo", ma su tutto il
territorio della Repubblica Federale di Jugoslavia (oggi: Serbia e
Montenegro): fino ai confini con l'Ungheria, a dimostrazione del fatto
che ben altre erano le loro finalita' che non false motivazioni
"umanitarie". In secondo luogo, quei bombardamenti furono condotti con
modalita' criminali, vietate da tutte le convenzioni internazionali in
materia, quali: la presa di mira di industrie chimiche (Pancevo, Bor) e
l'uso di proiettili all'uranio depleto. Le popolazioni locali (di ogni
"etnia") pagano tuttora assai caro sulla loro pelle il "giusto ed
utile" interessamento occidentale... In terzo luogo, la stessa scelta
di bombardare fu fatta contro la legge, italiana ed internazionale, ed
in particolare contravvenendo al dettato costituzionale - reato del
quale i governanti di allora devono ancora rendere conto a noi
cittadini. Infine, Letta dovrebbe piuttosto parlare delle conseguenze
delle scelte di allora, verificabili oggi, sulla situazione economica,
sociale, geopolitica, e sui rapporti "interetnici" nella provincia
serba, che e' certo diventata un campo di sterminio per chi non fa
professione di irredentismo grande-albanese, ma e' invivibile anche per
i giovani albanesi (90 per cento la disoccupazione). La provincia e' di
fatto governata dalle mafie che controllano i traffici di armi, droghe
ed essere umani, sotto la "umanitaria" supervisione di decine di
migliaia di soldati occidentali, che hanno impiantato sul territorio
enormi basi militari... chissa' perche'.
Per noi militanti di Rifondazione Comunista, per chi come me e' entrato
nel partito proprio perche' fu questo l'unico partito della scena
politica italiana ad opporsi coerentemente a quella guerra, quelle
dichiarazioni di Enrico Letta valgono come un affronto. E lo sono, di
fatto, per tutto il PRC, poiche' - insieme alle altre allucinanti
dichiarazioni di queste settimane da parte di vari esponenti dell'ala
"moderata" del centrosinistra in tema di politiche sociali - esse
mettono da subito a repentaglio ogni nostro sforzo ed ogni convergenza
possibile nell'ottica di liberare l'Italia dal governo delle destre.
Esse rappresentano dunque un grave problema per il nostro partito, da
affrontare subito, chiedendo un confronto su questi temi cruciali: pace
e politiche sociali innanzitutto. O su questi temi si trova una
convergenza reale di programma, oppure il nostro partito non fara'
parte di alcun governo di centrosinistra. Se non si fa chiarezza su
questo adesso, Letta e consimili si sentiranno autorizzati in futuro ad
imporre a noi ed agli altri alleati le loro politiche inaccettabili; ed
il PRC replichebbe cosi' l'esperienza fallimentare del governo Prodi.

Non voterò mai più un governo di guerra
A che serve una coalizione «democratica» che mantenga l'Italia nel
sistema di guerra? NELLA GINATEMPO *
Parto da questa affermazione come da una base apparentemente ovvia, con
la coscienza forte di un elemento etico non negoziabile su cui non sono
possibili scambi politici (come sul corpo delle donne). Per governo di
guerra non intendo solo l'attuale, naturalmente, ma anche la sua
versione subdola e melliflua di cui il futuro governo Prodi rischia di
essere un replay. Nel `96, solo otto anni fa, si era già affermato
l'Ulivo, carico di promesse di pace: il pulmino di Prodi aveva girato
l'Italia convincendo gli italiani a cacciare Berlusconi, Rifondazione
gli aveva dato credito e il patto di desistenza aveva prodotto una
vittoria elettorale. Il governo Prodi disattese le promesse, prima nel
campo dei diritti sociali, poi nel campo della guerra: fu Prodi a
firmare l'activation order per le basi italiane che avrebbero
partecipato alla guerra umanitariacontro la Jugoslavia. Di questa guerra
non si è pentito nessuno tra i leader dell'attuale gruppo dirigente Ds e
Margherita o ex-Ulivo, qualcuno se ne è vantato in un libro molto
istruttivo come D'Alema, altri continuano a difenderla come una giusta e
triste necessità come Veltroni e Prodi, pochissimi l'hanno criticata e
si sono autocriticati come Occhetto e Cofferati. Questo per me significa
che nel momento in cui o l'Occidente minacciato sotto la guida di Kerry,
oppure il Consiglio di sicurezza dell'Onu o il Patto Atlantico secondo
la più recente versione del Concetto Strategico varata da Clinton e
D'Alema nel '99, chiameranno ad una nuova «missione di pace», con l'uso
delle nuove portaerei, nuovi aerei e nuovi carri armati, l'Italia sarà
pronta a partire, come ha già fatto in Afghanistan con il consenso del
centrosinistra, come continua a fare in Iraq, senza l'adeguata
opposizionedel centrosinistra. Ci stiamo preparando, nell'ambito della
guerra globale permanente, non al disarmo ed alla nascita di una
strategia alternativa per il disordine del mondo, bensì al riarmo, come
testimoniano tutte le scelte del centrosinistra, dal liberismo del
commercio di armi, all'aumento delle spese militari, all'appoggio
incondizionato al nuovo modello di difesa con l'esercito europeo, gli
Eurofighter e la nuova portaerei d'attacco Cavour. In modo subdolo e
mellifluo la Costituzione nel suo articolo 11 è stata aggirata, le
scelte filoatlantiche si traducono in nuovi piani generali di
militarizzazione del territorio italiano con lo spostamento del comando
navale della Nato a Napoli, l'allargamento di numerose basi militari nel
Sud, il nuovo porto militare di Taranto, gli ampliamenti di Camp Darby e
Livorno, della Maddalena e di Sigonella. Kerry appoggia il Muro di
Sharon e la lotta al terrorismo attraverso la guerra, compresa
l'occupazione dell'Iraq: Fassino e Rutelli plaudono a Kerry e
dimenticano assolutamente di essere stati giustamente contestati dalle
più grosse manifestazioni pacifiste in Italia. Noi che tanto ci siamo
impegnate/i in questi anni per ricostruire il movimento per la pace in
Italia, dopo le devastazioni di coscienza e il disorientamento seguito
alla guerra umanitaria, non possiamo avere fiducia oggi nei
rappresentanti di questa sinistra. Perché si parla ancora di primarie?
Le primarie le abbiamo già fatte il 15 febbraio del 2003 e poi il 20
marzo del 2004 e ancora più di recente il 4 giugno contro Bush e la sua
guerra. Più di 7000 manifestazioni contro la guerra nel 2004 solo in
Italia, sparse nei territori, e circa 3 milioni di bandiere arcobaleno
appese ai balconi durante la campagna contro la guerra in Iraq. Non
bastano questi segnali? E' necessario costruire ancora altri teatrini,
dove magari poter controllare il «pubblico elettore», far esprimere i
sindacalizzati, gli iscritti ai partiti e alle associazioni leader o i
loro rappresentanti ? Si perde di vista la cosa essenziale, l'unità del
popolo di cui parlava Pasolini, la connessione sentimentale di cui
parlava Gramsci, il movimento reale che muta lo stato di cose presenti
di cui parlava Marx. Volete un programma contro la guerra senza Se e
senza Ma? Il movimento l'ha indicato, tanto che l'opinione pubblica ne è
rimasta davvero contagiata.- Ritiro immediato delle truppe dall'Iraq. No
alle missioni militari/ interventi sostitutivi con i corpi civili di
pace, non militarizzati, e con la diplomazia dal basso. - No alle spese
militari e al riarmo/ Sì alle spese sociali ed alla cooperazione sociale
- No all'esercito europeo e ai nuovi armamenti/ Sì all'Europa del
disarmo, della cooperazione internazionale e dell'accoglienza- No al
commercio e produzione di armi/ Sì ai progetti di riconversione
produttiva - No alle basi miitari Usa e Nato in Italia/ Sì ai progetti
di conversione ad uso civile dei territori militarizzati.
Sarebbe una insopportabile frustrazione politica, in grado di generare
disperazione e riflusso, avere un governo che finge di essere pacifista
a parole e poi disattende questi punti nella sostanza.Viceversa sarebbe
una vittoria insperata riuscire a condizionare il futuro governo con
degli apriori, cioè delle garanzie di programmi e impegni veri su cui ci
si accorda PRIMA di qualunque accordo elettorale o di governo futuro.
PRIMA perché la pace non è negoziabile: il ripudio della guerra o c'è o
non c'è. O esso diventa scelta di allocazione delle risorse e dei
territori, scelta di diplomazia e di politica estera, rete di relazioni
vere coi popoli soggetti all'oppressione del capitalismo globalizzato e
delle sue guerre, oppure è solo propaganda, gioco tra leaders che si
parlano in politichese (avete notato che sono tutti maschi?) e
soprattutto annunciato fallimento.
La nostra storia recente ci insegna che il ritorno al potere di
Berlusconi è stato preparato dalla mancanza di alternativa costituita
dai governi di centrosinistra. Il fallimento, l'insufficienza, il
deficit di una cultura e di una politica dell'alternativa alla guerra ed
al neoliberismo ha prodotto il tramonto di quel centrosinistra,
l'assenteismo elettorale del popolodella sinistra e la conseguente
vittoria elettorale di Berlusconi. Allora oggi qual è la priorità
politica? E' assicurarsi che ci sia una vera alternativa. Ma ciò che
manca è la volontà politica di realizzare una alternativa, da parte del
ceto maggioritario del centrosinistra. Una mancanza che è esistenziale,
un tratto culturale, antropologico, profondo, che genera una
impossibilità di cambiamento e una tendenza inevitabile al trasformismo,
alla fumosità, all'astrattezza. La generosità politica delle forze del
15%, come si indicava nel primo articolo di Asor Rosa, che più da vicino
hanno rappresentato in questi ultimi anni le istanze del movimento per
un altro mondo possibile, non sarà sufficiente, se non trova una nuova
leva per sollevare il macigno della politica. E la nuova leva non può
che essere l'entusiasmo, l'energia, la fiducia, l'attivismo, il
protagonismo di lotta di milioni di persone che possano davvero
identificarsi in una prospettiva ed in una piattaforma di vera
alternativa.
Io rifletto sulla mia esperienza di partecipazione politica. Il mio
rinnovato impegno in questi anni di movimento è dovuto ad una esigenza
etica irrinunciabile: non posso accettare di vivere in un mondo che
normalizza la guerra. Non sappiamo che farcene di un governo o di una
coalizione democratica che mantenga la guerra nella storia e l'Italia
nel sistema di guerra. Se non viene fuori un altro governo possibile io
non lo voterò, e non credo di essere la sola.

identificarsi in una prospettiva ed in una piattaforma di vera
alternativa.
Io rifletto sulla mia esperienza di partecipazione politica. Il mio
rinnovato impegno in questi anni di movimento è dovuto ad una esigenza
etica irrinunciabile: non posso accettare di vivere in un mondo che
normalizza la guerra. Non sappiamo che farcene di un governo o di una
coalizione democratica che mantenga la guerra nella storia e l'Italia
nel sistema di guerra. Se non viene fuori un altro governo possibile io
non lo voterò, e non credo di essere la sola.

CONVENTION REPUBBLICANA
Negli USA, lo show mediatico organizzato i giorni scorsi dal Partito
Repubblicano ha sicuramente almeno eguagliato, per idiozia di contenuti
e spreco di risorse, quello omologo del Partito Democratico tenutosi
solo pochi giorni prima. Tanto per fare un esempio, il
culturista-attore-governatore Arnold Schwarzenegger, accolto con una
cerimonia trionfale, ha raccontato commosso di essere diventato
repubblicano dopo avere ascoltato un dibattito televisivo preelettorale
tra i candidati Nixon ed Humphrey, nel 1968. Michel Chossudovsky ha

Repubblicano ha sicuramente almeno eguagliato, per idiozia di contenuti
e spreco di risorse, quello omologo del Partito Democratico tenutosi
solo pochi giorni prima. Tanto per fare un esempio, il
culturista-attore-governatore Arnold Schwarzenegger, accolto con una
cerimonia trionfale, ha raccontato commosso di essere diventato
repubblicano dopo avere ascoltato un dibattito televisivo preelettorale

As early as at the beginning of the 90-ies the present "Bulgarian"
Minister of Foreign affairs, SOLOMON PASSI, announced with gusto that
Russia will fall apart into three Russias (or more) - and at the end
(of the Mission!) it will disappear from the political card of the
world.
Just as They managed to do that to Yugoslavia.
To Macedonia.
As their plan for Iraq is: it should disintegrate into three Iraqs
along religious lines.
North Ossetia, 1-3.09.2004
Bulgarian TV Channels:
The Russians attacked the Beslan school, it was blown up, 100 of
Russian troops were killed and hundreds of the hostages.
It was most arrogantly insisted that information was coming from the
Russian channels.
The Russian channels themselves repeatedly announced that it was the
murderous mercenaries that had started blowing the school and shooting
at the running children.
In his program "Odnako" Russian journalist Michael Leontiev commented
on the real criminals who hired - paid - trained the children-murdering
mercenaries. In connection with that he commented also on the way the
"French" Liberacion gloated over the Beslan tragedy.
Leontiev gave us the opportunity to have a look at an excerpt from the
"French" Liberacion: it called the children-murdering mercenaries
"guerrillas" and accused Russian authorities for the tragedy.
BBC kept accusing Russia - Russians - Putin for the Beslan tragedy.
Kept GLOATING. Kept underlining THEIR actual reason for Beslan horror:
Putin's hard politics towards Chechnia. Kept discussing the expected
fall of his rating. Now, they said smugly, Putin could not escape the
discussion of Chechnia at high EU Forums.
Was that the end aim of those who ORDERED the murders?
We were also informed that the BBC journalists and cameramen in Beslan
managed to enter the school and count the dead bodies (at least 100 of
them) - while the Russian journalists and cameramen were kept at 300
meters at least (or more) from the school and while the Russian troops
were still fighting the murderers in the school itself!
Was the real plan to take the school - to keep it as long as it proves
possible - to kill at least a 100 children and as many as possible of
the Russian troops - the aim being to achieve international resonance
and a basis for attacking Russia and Russian authorities for their
politics in Chechnia?
That is what a Russian journalist from the Russian newspaper
"Kommersant" announced on one of the Russian TV channels.
And his conclusion seems quite logical having in mind the fact that the
Children-murderers had no clear demands (!) - refused any negotiations
- any proposals - and simply stayed there and terrorized the town - the
country - the world.
It is interesting that yesterday nobody commented any demands.
Today at last BBC dig out and clearly formulated the mercenariesí
demand: independence of Chechnia.
Yesterday EUroNews commiserated with Russia - Russians - Putin was
indignant at the terrorists.
Today they joined BBC and started talking about the bloody "seizure" of
the school by the Russian troops and asked an explanation for the
action of the Russian troops and the many victims.
So it seems that the Grand Idea behind the bloody Beslan terrorist act
and the other terrorist acts in Russia in the last 15 years and
especially the recent ones is:
1/ "Independence" of Chechnia (from Russia)
2/ Full dependence of Abhazia and South Ossetia from Georgia of USrael.
3/ Joining North Ossetia to South Ossetia - i.e. to USraeli Georgia.
4/ Independence of Ingushetia, Dagestan, Vladivostok, Stalingrad,
Leningrad, Moscow, Ural, Kamchatka, etc. from Russia.
So they have started the long planned full destruction - TOTAL
ANNIHILATION - of Russia.
Look at Yugoslavia.
Remember it - and cry.

The Soviet Union existed quite by itself for 28 years ... 1917-1945 ...
hated by all the powerful countries in the world.
During that tense period of time they tried non-stop to destroy it -
but COULD NOT!
Terrorist acts against the population were UNTHINKABLE -
notwithstanding the hostile surrounding!
The boundaries were SAFELY S-E-A-L-E-D.
The Soviet Union's Security agencies were stimulated, adamant, and
professional.
Russia's surroundings of today are EVEN MORE HOSTILE than they were. A
practical plan for its full destruction is most diligently followed -
and recently definitely accelerated!
And still its boundaries are DEMOCRATICALLY opened for the USraeli
terrorists and their mercenaries!
And still the army and the security agencies of new Russia are pitiably
INCOMPARABLE to those of the Soviet Union!
Conclusion: the terrorist acts inside Russia will continue - till
Russia does not start really fighting for itself ... as the Soviet
Union did!
I accuse Russian authorities and Putin for squandering their
countrymen's lives by giving in to the demands for "democratization" of
Russia - all in the interest of its Destroyers - all against the
interests of its victimized population!

Albanian Issues Caucus Members in the U. S. Congress
Statement of Purpose
The Albanian Issues Caucus promotes six primary goals:
(1) The peaceful evolution of democratic institutions in Albania,
Kosova, FYR Macedonia, and other areas in the Balkans with Albanian
populations;
(2) Alleviation of human suffering in Albania, Kosova, FYR Macedonia,
and other areas of the Balkans with ethnic Albanian populations;
(3) Expansion of cultural exchange between Albania, Kosova, FYR
Macedonia, and other ethnic Albanian populated regions;
(4) Respect for human rights, including the rights of minority groups
in Kosova, Albania, FYR Macedonia, and other ethnic Albanian populated
regions;
(5) Establishment of free market economies throughout the Balkans; and
(6) Promote contact between Albanian Americans and their ancestral
homelands in the Balkans, the U.S. government, and other ethnic
communities.
Albanian-Americans and others should feel free to contact any of the
members of the Albanian Issues Caucus in the U.S. Congress listed below
to express their thoughts and feelings about various aspects of
American-Albanian relations including immigration matters, US Embassy
procedures, cultural exchange programs, tourist, student and work
visas, etc.

Albanian Issues Caucus Members in the U. S. Congress
Statement of Purpose
The Albanian Issues Caucus promotes six primary goals:
(1) The peaceful evolution of democratic institutions in Albania,
Kosova, FYR Macedonia, and other areas in the Balkans with Albanian
populations;
(2) Alleviation of human suffering in Albania, Kosova, FYR Macedonia,
and other areas of the Balkans with ethnic Albanian populations;
(3) Expansion of cultural exchange between Albania, Kosova, FYR
Macedonia, and other ethnic Albanian populated regions;
(4) Respect for human rights, including the rights of minority groups
in Kosova, Albania, FYR Macedonia, and other ethnic Albanian populated
regions;
(5) Establishment of free market economies throughout the Balkans; and
(6) Promote contact between Albanian Americans and their ancestral
homelands in the Balkans, the U.S. government, and other ethnic
communities.
Albanian-Americans and others should feel free to contact any of the
members of the Albanian Issues Caucus in the U.S. Congress listed below
to express their thoughts and feelings about various aspects of
American-Albanian relations including immigration matters, US Embassy
procedures, cultural exchange programs, tourist, student and work
visas, etc.
